notes from the SUPERVISOR’S OFFICE

5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org

I

’d like to take this opportunity to welcome Guilderland residents and other readers of Our Towne Guilderland to 2013. As I do each year, I want to express my sincere appreciation to Our Towne publisher Lowell Knapp for allowing me the opportunity to utilize this column as a vehicle for communicating with Guilderland residents about some of the things taking place in our community.

PASTA NIGHT!

As a believer in the importance of community awareness, I’d like to remind residents that current information on Town events, as well as live broadcasts and replays of meetings of the Town Board and other administrative bodies, is available on Channel 17 on your local cable television system. Also, the Guilderland website, www. townofguilderland.org, is regularly updated with information supplied by all of the departments within Town government, as well as other events put on by a variety of community organizations. Interested residents can also use the website to sign up to receive e-mails that detail the agendas of the Town Board and other boards and committees, as well as copies of the minutes of those meetings. The national economy remains in a precarious position as we enter the new year. Although 2012 showed signs of some positive trends emerging, the inability of federal and state legislators to work together to find non-partisan ways to strengthen the economies of the nation in general and New York State in particular continues to create uncertainties that impact us at the municipal level in ways that we have no ability to control locally. We continue to do what we can in terms of carefully controlling expenditures throughout Town government. Achieving this goal required cooperative efforts with all elements of our Town’s workforce. I would also like to recognize the efforts of our Town Board members- Patricia Slavick, Paul Pastore, Brian Forte, and Alan Maikels- in crafting a prudent and responsible Town spending plan for 2013. We’ve all noticed that this winter is off to a start that is much more typical for Upstate New York than last year. As a result, we expect to see more residents taking advantage of the free or low-cost recreational opportunities that Guilderland has to offer during the winter season. We have seen quite a bit of snowshoeing activity already along the 5-mile trail network in Tawasentha Park and the Winter Recreation Area. You can check with the Parks Office at 456-3150 for information on a limited number of available snowshoe rentals. Please remember that snowshoeing is not permitted at Western Turnpike Golf Course. However, there are groomed trails available at Western Turnpike, weather permitting, for the cross-country skiers to enjoy. A limited number of cross-country ski rentals are available for a modest fee at the Parks and Recreation Office. Information on what’s currently available can be accessed by calling the Parks Office at 456-3150, or by checking the Town website, www.townofguilderland.org, and clicking on the Parks Department button. The sledding hill in the Winter Recreation Area has already seen extensive use this winter, and I suspect it will see plenty more. Park in the lot on Route 146 and give it a try.

Golfers will want to remember that February 1 is the deadline to obtain the “Early Bird Discount on seasonal memberships at Guilderland’s Western Turnpike Golf Course. We offer very affordable rates for Guilderland residents who golf regularly, and Western Turnpike is one of the area’s friendliest and most enjoyable golfing venues. January is property tax collection month. Bills are mailed out at the beginning of the month, and can be paid without penalty until January 31. Payments can be made by mail, in person at Town Hall, at the First Niagara Bank branch offices on Western Turnpike in Westmere and on Carman Road, or on-line using Visa and MasterCard. A processing fee is levied by the credit card processing company for online payments. If you have questions about your bill or your payment options, please contact the Tax Office at 356-1980, extension 1023. On behalf of the Town of Guilderland and all of its employees and officials, I’d like to wish all of our residents a safe and happy New Year. Kenneth Runion, Town Supervisor 4

Western Ave looks very nice; thank you to all you business owners! Out Route 146, In Park Guilderland a dance studio opened, and the restaurant is open for takeout only right now— P’scettis! At Crossgates and Crossgates Commons, an indoor go-cart track, Dave and Busters, Oakley Sunglasses, and Texas de Brazil are scheduled to open. Friday Jan. 22-12-6 pm-Red Cross Blood Drive at the Guilderland Public Library, 2228 Western Ave. Sponsored annually by the Guilderland Chamber of Commerce, this drive’s goal is to get 70 donors to help save lives! Lastly, I am writing this message to you shortly after the tragedy at Sandy Hook school in Connecticut. My heart goes out to that whole community. I keep thinking “someone has to do something” but am realizing that someone is me, and you…We have to come together as a country and as neighbors. OPEN 7 DAYS A WEEK We are so divided, it has become the norm to take a side, to Mon. - Thurs.: 10:45 am - 10 pm Fri. - Sat.: 10:45 am -11 pm protest everything, to attack and criticize. Our diversity has Sunday: noon - 10 pm become divisive. I am not saying this would have prevented this tragedy, but our kids are growing up in this culture of negativity and it cannot be helping them. We also have to face 1815 Western Ave, Albany, NY 12203 the reality of the mentally ill “odd kids” that we may normally Tel.: (518) 456-6667 / 6668 corner of Gipp Rd and Western Ave think their behavior is none of our business, until someone gets Fax: (518) 456-6668 Westmere Plaza killed. We can take charge of the Never Again movement that We Deliver (min. $10 and 3 miles or less) is happening in the wake of the horrible events in Connecticut, RN RN RN : : : right here and now. PRE-SEASON RUNNING TIPS By Dr. Kim Keeling

R

unners are one of the hardest groups of athletes to work with in terms of repairing injuries. They have intense training regiments; speak a completely different language of heart rates, tempo runs, Fartleks and pace. They tend to run in packs and are notorious for avoiding stretching and running though injuries. They often come hobbling into the clinic in pain and say “fix me but don’t tell me to stop running because I won’t.” Your first step to ward off injuries this running season is to prevent them. Now is the time to evaluate the type of injuries you had last season or properly rehab your current injury. Common injuries that I see with runners are plantar fasciitis, hamstring strains, IT band syndrome, patellofemoral pain syndrome, Achilles tendonitis and hip tendonitis/bursitis. These injuries all happen from improper muscle firing patterns, faulty gait patterns or overuse and all can be prevented. Knowing when to stop could save you a load of pain and agony. Follow these “return to running guidelines” if an injury arises. Category 1: Continuous pain while running and not running. NO RUNNING UNTIL PAIN FREE! Have your injury assessed and then begin category 2. Category 2: Pain only while running 1. No running for 2 weeks. 2. Begin with a 10 minute workout. Four minute run/1 minute walk. If no pain, add 5 minutes every 3 days, working up to 30 minutes then progress to step 3. If pain, cut back 5 minutes, hold until pain free and then progress. 3. Fifteen minute workout. Four and a half minute run/30 second walk. If no pain add 5 minutes every 3 days, working up to 30 minutes then progress to step 4. If pain, cut back 5 minutes, hold until pain free and then progress. 4. Steady 15 minute run. Add 5 minutes every 3 days, working up to 30 minutes. If pain, cut back 5 minutes until pain free and then progress. Category 3: Pain after running Cut running by 50% and progress by adding 10% a week. If this does not eliminate pain, cut it by another 50% and progress by adding 10% a week.

Here are a few tips to get you started on the right track: 1. The pressure on your joints is 2 times your body weight while walking and 5 times during jogging. This is a lot of pressure on your joints if your body is not use to the strain. So if you have been fairly sedentary and are beginning a running program, you may need to start with a walk/jog program to get you started. 2. Never increase your mileage more than 10% from the previous week. 3. Picking out running shoes should NEVER be decided on the color of the shoe, but rather the fit and function. Have your feet, knees, hips and running gait evaluated to help pick the perfect shoe for you. 4. If you can hear yourself running, then you are either pounding down into the ground too hard on contact or the muscles in front of your shins (Tibialis Anterior muscle) are too weak and needs strengthening. Either way, it is slowing you down. Practice a little barefoot running in the spring to keep you light on your feet. 5. Invest in a foam roller and learn how to use it. These are great pre and post run to get blood flow into the leg muscles and prepare for movement. 6. Static stretching is best done after your run. The goal of stretching is to relax and lengthen your muscles. However, you do not want a “relaxed” muscle during activity; you want a muscle that is activated. Save your long hold stretches (at least 30-60 seconds) for post-run. Mark sure to warm up before you take off on your run. Running is a great sport that most people can enjoy for a lifetime. The key to longevity in this sport is good running form, maintain adequate hip and core strength and knowing when to take a break and give your legs a rest. As always, if you have questions you can call the Sports & Spinal Wellness Center for a free consultation at 518-869-3415. s the 2012 Holiday season has now passed many of us are looking to kick off our new year’s resolutions. One resolution you should definitely have on your list is regular daily flossing. Flossing between your teeth is essential for removing dental plaque which can cause cavities, gingivitis and even reach vital organs like the heart through the blood stream. While everyone agrees that brushing at least twice a day is crucial, there’s hot debate right now about whether it’s preferable to floss before you brush (as I do) or afterwards. I’ve always advised patients to floss before they brush to break up and remove the plaque matrix between the teeth before going in with the toothbrush to sweep away the bacteria and debris they’ve dislodged with flossing. Flossing is crucial: It’s the only way to clean between the teeth, since a toothbrush can’t reach these crevices. The biggest thing is to remember to brush twice a day and floss once, spending several minutes removing plaque and debris between the teeth. It takes 24 to 48 hours for oral bacteria to organize into plaque, so as long as you dislodge the plaque at least once a day by flossing, you’re protecting your oral health. My recommendation is to floss at night, before you go to bed. When you’re sleeping, you produce less saliva to clean your teeth and gums, so oral bacteria are free to do more damage. Therefore, it’s important to brush, floss and scrape your tongue every night to get rid of bacteria and go to bed with your mouth as clean as possible . The American Dental Association reports brushing or flossing first are both fine, as long as you do a thorough job. However, the ADA adds that a benefit of flossing first is that fluoride from toothpaste is more likely to reach between your teeth when you brush, which may help reduce cavities. As we move forth to 2013 I wish everyone a joyous, healthy and happy New Year.

De-Clutter Your Home

S

crappy New Year! Let’s work together to start a Resolu on Revolu on in 2013. Here are some basic guidelines to follow to help you de-clu er your home and get things organized: •

• • • • •

16

Start simple by cleaning one area of your home, such as the basement or garage, and let that snowball (seasonal pun, had to be done) into wan ng to then organize the rest of your home. Consider hiring a cleaning service to get your house back in order quickly and to establish a star ng point for the rest of the year. Make sure you have the right cleaners and tools to do the job effec vely and, hey, READ THE DIRECTIONS! Don’t be a martyr-get everyone involved, assign tasks equally and make checklists to help you stay focused. Think twice before every new purchase and for every new item, remove at least one old item. Come up with a system for storing EVERYTHING in your house…labels out!

SECOND COMMUNITY CONVERSATION SET FOR JAN. 15

G

uilderland, NY - School districts throughout New York are feeling the fiscal pressures of declining state aid, increased costs, and an overall loss of local control for public education. On Tuesday, January 15*, Guilderland Central School District will host its second community conversation of the school year to take a closer look at these issues and how they are impacting the school district. The event will be held from 7 to 9 p.m. in the Guilderland High School LGI and is open to all school community members. What might GCSD look like next year? What might it look like in five years? These questions, as well as how community members can play an active role in the answers through advocacy at the state level, will be addressed as part of the program.

PARENTHOOD IN THE NEW WORLD ORDER

O

ver the course of my career, and as mes have changed, more and more couples live together and have families without marrying. More children are also being born to single mothers. Over the next few ar cles we will discuss some of the issues that confront these families. Paternity – A child that is born to a married woman is presumed to be the child of the husband, even if the couple is separated. If a woman is married at the me of the child’s birth, then any paternity proceeding must include her husband. When a couple is separated and a child is born, it has been my experience that the husband very quickly says that he cannot be the father of the child and then scurry out of the courthouse before he is hit with an order of support. If a child is born to an unmarried woman, the father can sign an Acknowledgment of Paternity (Family Court Act §516-a) asser ng that he is the father of the child. This man now has all of the rights, and responsibili es, of parenthood. This device, which went into effect ini ally in 1985, has made it much easier and faster to have a man declared as a father. If the father is unwilling to sign an Acknowledgment of Paternity, or had not been advised of the pregnancy, then he or the mother can file a Pe on in Family Court seeking to have him declared as the father. If anyone is ques oning whether he is the father, a gene c marker or DNA test can be ordered (FCA §532). If you have the slightest doubt, have the test performed.

Paternity ac ons may be brought during the pregnancy and un l a child is 21 years of age, unless paternity has been acknowledged by the father in wri ng or by furnishing support. Recently, there has been a great deal of publicity in Guilderland over a local business person and a child that he fathered during his life, and that child’s inheritance rights. This exemplifies how important it is for paternity to be determined as soon as possible. Support – While a married person has a duty to support his spouse (FCA §412) no such duty applies to unmarried persons. While there has been much publicity, and li le case law on the issue of “palimony”, this is a concept that has not taken off in New York State. No one should rely on “palimony” without a valid and binding contract. However, a parent is obligated to support a child (FCA §413) regardless of the marital status between the parents. In addi on to “basic” child support, a parent can be responsible for a share of health insurance and medical expenses; child care; and educa on costs. While being a parent is a joyful and blessed occurrence, the obliga ons that go with parenthood are enormous. Future ar cles will discuss issues such as custody, ownership of real property and bank accounts, and how to protect yourself and make the best decisions for you and your partner.

Awareness

T

hese days it is more important than ever to have an increased awareness for what is going on around you. As a sample guide I present a few questions that rattle around inside my mind when I take a trip with my family to the mall: Is there enough room between me and the stopped car in front of me to escape if I have to? (This addresses both the need to evade collision and a potential assailant.) Why has that car been following me? Stop at the drive through ATM: Is there a car behind me? Is there anyone on foot around? Check rear view mirrors frequently. Now at the mall: Am I parked in a space from which I may exit quickly and safely? What types of cars are parked around me? Is anyone in them? What do they appear to be doing? Who is walking behind me? What is that guy doing over there along the wall? Who is walking behind me? (Yes this one comes up every time there is someone walking behind me.) That guy has been in every store I have, what’s up with that? Who is near the doors on my way out, left and right? Those cars weren’t there when I went in, what kind of cars are those? Who is in them? Is there any one behind me now? These are just some of the questions I am cursed with, there are more, but it depends on the events that occur and the decisions I make based on the answers. Sometimes the answer is to just step aside and let people pass, other times it means changing my route completely. It sounds crazy, I know, but I practice the same vigilance at the high school and Taekwondo where there are a lot more people for whom I am responsible. It makes the pressure of awareness even greater, because more people depend on its successful execution.

LYYHH ( [F[FOXXVVLLYLYH / DQGQGVVFFDSDSLQQJJ

A while ago we had a self defense training seminar for our students and families. It is run by a very good friend of mine, Keith, who is single handedly responsible for my awareness curse. Not long after the class, the parent of one of my students told me the story of a shopping trip during which she noticed peculiar coincidences that arose from answering questions like mine above. She made changes, demonstrated awareness and finished the trip without incident. Although she was nervous and felt like something might go down, she persevered through that feeling and executed a demonstration of awareness that may have put off a potential attacker. Bad guys look for people who do not appear as though they know where they are going or are not aware of what is happening around them. Sometimes demonstrated awareness can dissuade assault other times it can detect an issue that can be brought to the attention of the necessary authorities. I beat myself up all the time for errors I make in awareness and constantly try to improve. It comes at the price of decreased enjoyment, but that is a small investment for my safety and the safety of those that I love. I hope that I never experience an altercation that can arise in today’s society. I never have. But maybe (and I am confident this is true) I would have had one or more altercations, if I wasn’t using a focus on awareness to make changes to what I was doing. Most of the time, the best self defense is avoidance because you are aware of your surroundings. I love to travel, but if you think my mall trips are rough, you definitely do not want to be in an airport with me.

HOW TO GET YOUR HOME SOLD IN JUST 23 DAYS!

J

ohn and Mary had never felt more frustrated in their life. Here it was, almost 3 months since they listed the house, and no buyer. If they didn’t sell soon, John would lose the job offer he wanted so badly. They assumed that hiring a real estate agent would be the right thing to do, to sell the house quickly. They figured that a professional would be able to get the highest price, in the shortest period of time. Listen to what happened. The first agent they hired told them their house was so beautiful, it would sell immediately. (No such luck.) Weeks went by and produced nothing but empty promises. Then their agent told them they needed to spend $3,500 to “fix-up” the house in order to get it sold. After they spent the money, there were still no firm offers, even though everyone told them that “the house looked nice”. A few days later, Mary happened to be reading a magazine that offered a FREE REPORT called “How to Sell Your Home Quickly, At Your Price”, and she sent away for the report. She discovered a unique marketing strategy that wasn’t being used by their first agent. After their listing agreement expired, John and Mary began applying the simple tips outlined in the report and... 23 days later their house sold! What Mary and John learned wasn’t any kind of magic. What they learned is there are specific techniques that can be used to sell a home quickly, for the highest price. But for some reason, some real estate professionals are unaware of them, or don’t make use of them. To get a free copy of this report, just call the free recorded message line below, and a copy of the report will be sent to you. In fact, we are so certain our systems will be successful we will guarantee it. Ask about the exclusive Clancy Real Estate Guaranteed home sale program!
