notes from the SUPERVISOR’S OFFICE
5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org
Yes, indeed, it’s May and it’s finally spring. The scent of flowers is in the air, the sounds of lawnmowers fill the neighborhoods, sports activities fill our playing fields, and the playgrounds and trails in our Town parks are in full use. The greens and fairways at western Turnpike are filled with golfers. Yes, it’s spring, a season that the people of Guilderland really love. The walking trails at Tawasentha Park have benefited significantly over the past seven years from the efforts of local Boy Scouts, who do a service day project at the park each year. Shrubbery is trimmed back, stone and wood chips spread to make walking and running easier, and trails are re-routed when necessary. This year, Scouts and adult leaders from Troops 24,50, 83, and 264 sent a total of 75 people out onto the trails to maintain and upgrade the recreational environment in our parks. We really appreciate their efforts! Guilderland’s Spring Household Hazardous Waste Collection Day will be held from 8:00A.M. until 2:00 P.M. on Saturday, May 11 at the Town Highway Department Garage on French’s Mill Road in Guilderland Center. A listing of materials that can be disposed of at the event is available at www.townofguilderland.org. You must present a coupon verifying Guilderland residency to participate in the event. These coupons are available free of charge at either the Guilderland Transfer station or at the Town Clerk’s Office in Town Hall during normal business hours. Simply load all your materials for disposal into your vehicle and come to the Highway Garage, where your vehicle will be unloaded for you and all materials disposed of in a safe and environmentally sound manner. Please contact the Transfer Station at 861-6776 if you have questions about this event. Registration is open and ongoing for Guilderland’s popular summer camp and recreation programs, with openings still available for both the half-day camp program at Tawasentha Park, and for a broad range of sports and enrichment camps throughout the summer season. Program details are available on-line at www.guilderlandrec.com. Program brochures are also available at the Parks Office on Route 146 across from Tawasentha Park and at Town Hall. Registrations are accepted in person at the Parks Office, by mail, or on-line at www.guilderlandrec. com. The Guilderland Performing Arts Center’s 34th summer concert series will begin in June. The first event of the summer will be the “Nervosity” show, featuring local high school bands, on Friday, 4

The third annual “Mud Mania” event will be held at Tawasentha Park on Saturday, June 15. This family-friendly event will include races for various age groups and “skill levels” throughout the day, along with music, food, and family activities. More information and on-line registration is available at www.guilderlandrec.com. We cannot promise sunshine for the day of the event, but we do guarantee that there will be plenty of mud! Golf season is in full swing at Guilderland’s Western Turnpike Golf Course. The course is in good shape thanks to another relatively mild winter and the hard work of our groundskeeping staff. Town residents can obtain discounts on greens fees with presentation of a resident ID card. If you don’t have a card, you can obtain one at the golf course by presenting proof of residency. Call the Pro Shop at 456-0786 for information on spring specials or to book a tee time. Travel safely around Guilderland, and enjoy the season.

In the almost 6 years I have been with the chamber, this community has also come together to help so many families, from the Plants, the Kimmerer’s, the Rodino’s, Titolo’s, Lare’s, and more. People always say to me that Guilderland has such great community spirit and helps our own. I just want everyone to think of all the good things we have as summer begins here. The chamber will be doing just that at our annual awards dinner on Wed. June 12, 5:30 pm at Mallozzis Clubhouse at Western Turnpike Golf Course, with the following businesses/ organizations chosen by their peers as outstanding ones here in Guilderland, Altamont and Voorheesville! Please congratulate the winners on a job well done! They help make this town a great place.

CAN I PACK THE KIDS? by Margaret C. Tabak
When you look around at your friends and co-workers, how many people grew up in the Capital District, and how many have moved here from somewhere else? How many people meet romantic interests on-line who live in a different part of the country (or world!)? While we live in a mobile and transient society, this does not apply when parents are apart. Traditionally, in order to move a parent had to prove “exceptional circumstances” such as economic necessity or serious health issues. This standard was revolutionized in 1996 when the Court of Appeals moved the standard to a “best interest” test1. The Court held that the factors that must be looked at include, but are not limited to: * each parent’s reasons for seeking or opposing the move * the quality of the relationships between the child and the custodial and noncustodial parents * the impact of the move on the quantity and quality of the child’s future contact with the noncustodial parent * the degree to which the custodial parent’s and child’s life may be enhanced economically, emotionally and educationally by the move, and * the feasibility of preserving the relationship between the noncustodial parent and the child through suitable visitation arrangements. “In the end, it is for the Court to determine, based on all of the proof, whether it has been established by a preponderance of the evidence that a proposed relocation would serve the child’s best interests.”2 Relocation cases are the most difficult to settle as there is no compromise. If one parent wants to move to California from Albany, you cannot simply meet half way and agree that they will both move to Chicago! The case law in the years since Tropea is far reaching
and extremely subjective as each judge must determine what is in the child’s best interest, while trying to provide the custodial parent a “fresh start,” and preserve the relationship between the child and the non-moving parent. Since 1996 custody arrangements have changed dramatically and more families have an equal (or close to it) sharing of time. An established arrangement where the non-moving parent spends significant time with the child will make it more difficult for the moving parent to go. Recently, the Third Department3 denied the mother’s request to move from Montgomery County to Kentucky to live with her new husband, even though she was expecting his child. The Court reasoned that since the father spent 6 out of 14 days with the child, had stable housing and employment, and was an involved and devoted parent, that “trumps” the mother’s desire to start a new life. In summary, if you want to move it needs to be for a reason other than warm weather, a change of pace, or you want to try something new. On the other hand, if a parent wants to move without a child, you can’t stop him or her. 1 Tropea v. Tropea 87 NY2d 727 (1996) 2 See above 3 Rose v. Buck 103 AD3d 957 (3dDept 2013)

Kids, Sports and Chiropractic – Part 2 Dr. Kim Keeling
I
n the March issue of Our Towne, I wrote part one of this topic entitled “Kids, Chiropractic and Sports”. In the first part, I talked about chiropractic benefits for children. In this article I wanted to focus on kids in sports. Now heading into the summer, most of us have camps picked out for our school aged kids. If you have middle school and high school kids, they may already be setting goals for next year’s sports season. If so, then you probably are looking into off season strength and conditioning programs or skill training. I often get asked lots of question about kids in sports and should they be lifting weights, how much protein should they have and how to manage the overuse injuries from year around competition. Hopefully I can give you a little insight to give your athletes the support they need.
MOTOR DEVELOPMENT IN KIDS It seems like there are more and more sports starting for kids at younger ages. For me, growing up in a rural area in Wisconsin, the sports offered were very limited. For the high school girls there was volleyball, basketball, gymnastics and track and for the boys were football, basketball, wrestling, track and baseball. We did not have any organized sports until 7th grade. Life is so different now. The minute our kids come out of the womb; we are enrolling them in swimming lessons and soccer. There is so much available in terms of sports opportunities and the competition is getting tougher. There are basic phases or categories of motor and athletic development. Here is a general overview of the movements that develop with age and how to tailor sports programs with athletes. The Reflexive and Rudimentary Movement Phase is from ages 0-2. During this phase, the infant learns basic movements such as picking up their head, rolling over, grasping and crawling. The Fundamental Movement Phase is from ages 2-7. The children gain more motor control and learn skills such as bending, twisting, running, throwing, control objects and combining movement patterns. The primary goal for children participating in sports at this young age is developing interest in activity, refining motor skill and most importantly, fun. Next is the Initiation Movement Phase from ages 7-10. Here the large muscle groups are more developed than the smaller one. The anaerobic capacities are limited and children have low tolerance to lactic acid accumulation. Thus training programs should focus on overall athletic development and not sport specific development. Your little athlete will be more diverse if strength and conditioning is focused on large muscle groups, coordination of movements, quickness and reaction times. Taking growing tissues into consideration, ligaments are getting stronger but the bony end plates are still mostly cartilage and vulnerable to repetitive overuse injuries. The Athletic Formation Phase is from ages 11-14. During this phase the cardiorespiratory system is more developed 16
May 2013
and children can tolerate more lactic acid accumulation. Now it would be appropriate to increase training intensity to a moderate level but continue on a multisport approach keeping the athlete well rounded. There should be emphasis on sport specific skill development, drills for game strategy, build flexibility, coordination and balance. Continue global strength training for core, low back, hips and shoulders. Athletes should use body weight, medicine balls and light dumbbells. The Specialization Phase is from ages 15-18. The most significant changes take place during this phase. Athletes wanting to specialize in one sport should begin training for high-performance development. Athletes have most likely gone through major growth spurs so less emphasis needs to be placed on technical movements and more emphasis on training intensity and competition. The final phase is the called the High Performance Phase for individuals 19 years and older. Here athletes continue on their specialization in one sport with aspirations for collegiate or profession competition. Q & A: There are so many topics that I wanted to cover in this article because I get asked these question quite frequently. I thought one of the best ways to cover some of them was in this format of question and answers. When should my athlete focus on sport specific training? It is important for children to develop a variety of fundamental athletic skills before they begin a sport specific training program. These fundamentals include running form, agility, quickness, hand-eye coordination, balance, reaction time, kicking, throwing, dribbling and catching. Studies show that children that specialize in one sport too early leads to quick performance improvement but are often get overpassed by peers peaking during the varsity level. They can be inconsistent during competitions, have more injuries and many athletes burn out before age 18. Athletes that are in multiple sports tend to have slower improvement but their best performances are around age 18 when seeking college level of competition, have a longer athletic journey with less injuries. When should athletes start lifting weights? This is a loaded question. Technically, it is not recommended for athletes to start lifting weights until after puberty or around age 1315. However, your body does not know the difference between a push up and a bench press. Your body recognizes that there is a physiologic stress and responds by building stronger muscle tissue to be able to do more push up the next time there is an effort. Most of our kids are doing push-ups and sit-ups in kindergarten. These are strength training exercises. Now do I take my kids to the gym to lift weights? No, but I will give my 6 year old water bottles to hold for shoulder press exercises or squats. I will let my
OurTowneGUILDERLAND.com
kids use therabands and medicine balls for light general strength exercises. My goal and emphasis is placed on technique and biomechanics, not on the amount of resistance. Olympic lifts such as a snatch, hang clean, push press and push jerk take years to perfect the technique. Athletes can start to perform the movements at any age without weight or while holding a stick. Again, emphasis should be placed on form and technique. Weight should only be added with a trained adult present and if cleared by the athlete’s doctor. Youth weight training guidelines: according to the American College of Sports Medicine • 1-3 sets of 6-15 repetitions • Multi-joint exercises can be used with proper form • 2-3 sessions per week • Must have adult supervision When should my athlete start plyometrics? For those of you who do not know, plyometrics are jump training and the goal for doing it is to increase speed and power. When should your little athlete start? Well, they already are doing light forms of plyometrics when they are jumping off playground equipment, jumping rope, playing hop scotch, skipping. When trained athletes do them, they are doing them with more intensity, higher challenges and deeper depths. Again, with the little athletes, focus is on form and technique. How can I prevent overuse injuries with my kids? The number one reason for overuse injuries is tissue fatigue. If you watch kids play, they will stop when they get tired and get something to drink when they get thirsty. It is when adults start to intervene that overuse injuries happen. Be smart about intensity and repetitions. This has become such a problem with youth sports over recent years with kids playing one sport all year long. Follow guidelines set in your sport to prevent injuries, such as limiting pitches in baseball and encourage multiple sports. What about sports nutrition? Does my child need protein or energy drinks? Yes, athletes need to monitor their nutrition more than non-athletes. Yes, depending on their sport and level, athletes may need more protein. No, I do not recommend energy drinks for athletes. My favorite post-event drink for young athletes is chocolate milk. I will be covering this topic in great detail on June 27th. You can sign up for this class through Guilderland Community Education. It is called Sports Nutrition for Young Athletes. Additional training tips Never underestimate the warm-up. You will know that you are properly warmed up when you begin to sweat.

Strategies for Life RAISING SELF RELIANT CHILDREN A common question I get asked is “How do I teach my son or daughter to be self-reliant? That’s a big and in depth question. There are so many different ways and answers. Based on my experience as a parenting coach, some parents teach their children to be reliant on them or on others without even knowing it. The problem with this is when the child grows up and becomes an adult they will have a hard time taking ownership and responsibility for their life.
Here’s what I suggest to do:

1. Teach them what it means to be responsible. The best way to do this is to role model it. Children take you seriously when they see you doing what you’re telling them to do. Keep in mind some kids may need more time to develop the selfreliance and self-initiative; don’t worry this is quite normal as kids tend to differ in their ability to develop such qualities. As parents, we need to inspire our kids to improve the quality of self-reliance by allowing them to perform easy to achieve tasks and assignments. For instance, you can start with the most ordinary duties like cleaning, washing and arranging things. 2. If they make a mistake or IDLO DW VRPHWKLQJ OHW WKHP Ă€[ it. your tones and body language. Encourage them. Help them to see why the made the mistake or failed. Ask them what they’re going to do about it? What’s their plan? What can they do differently? 3. If they are blaming their actions on a person or thing, try to get them to see the part they played in it. Prevent the victim mentality. Empower them. What’s the point in blaming? Kids need to learn how to take ownership for their part in a problem. Ask them, are you going to be part of the problem or part of the solution? We have to remind ourselves every day that we’re raising an adult. I believe our goal as a parent is to prepare our children for adulthood. What’s your goal? I can be rewriting a website one day, GHVLJQLQJ D EURFKXUH WKH QH[W tuning up a computer and then shooting a concert all in the same week. Things are never boring. Q. PROBATE: What Everyone Should Know by Denise Randall Part 2 Last month, in Part 1 of this Article, we addressed what happens to a person’s property after death, and how a Personal Representative is appointed. HOW TO AVOID COSTLY HOUSING MISTAKES BEFORE AND AFTER A DIVORCE Guilderland, NY – Divorce is rarely easy and often means a lot of difficult decisions. One of the most important decisions is what to do about the house. In the midst of the heavy emotional and financial turmoil, what you need most is some non-emotional, straightforward, specific information and answers. Once you know how a divorce affects your home, your mortgage and taxes, critical decisions are easier. Neutral, third party information can help you make logical, rather than emotional, decisions. Probably the first decision is whether you want to continue living in the house. Will the familiar surroundings bring you comfort and emotional security, or unpleasant memories? Do you want to minimize change by staying where you are, or sell your home and move to a new place that offers a new start? Only you can answer those questions, but there will almost certainly be some financial repercussions to your decision process. What can you afford? Can you manage the old house on your new budget? Is refinancing possible? Or is it better to sell and buy? How much house you can buy on your budget? To help you know what questions you should ask and how to arrive at the right answer for your specific situation, a FREE special report has been prepared by industry experts entitled “Divorce: What You Need to Know About Your House, Your Mortgage and Taxes.â€? To order a FREE Special Report, visit www.clancyrealestate.com or to hear a brief recorded message about how to order your FREE copy of this report, call toll-free 1-800-448-7016 and enter 8888. Kids, Sports and Chiropractic – Part 2 - Continued from page 16 We all know that core training is essential for everyone, especially athletes. Instead of doing core training as part of the strength workout, add it in the middle of drills and cardiovascular challenges. For example, run sprints and then do a prone plank or core exercise when you are out of breath. This will mimic more of real game situation. Athletes need to do balance training. It helps enhance proprioception and prevent injuries like ankle sprains. But don’t have the athlete do them flat footed, have them up on the balls of their feet or toes. Athletes are rarely standing flat footed. Again, mimic game situations. Athletes need sleep! This is when your body rebuilds your tissues that they have just spent hours breaking down. Most bodybuilders and Olympians try to get 9 hours of sleep each night. When an athlete needs to change a major motor pattern, such as running form, baseball swing, tennis serve, etc. it is best to do it during the off season. It takes 10,000 repetitions for your brain to remember a well-trained motor pattern or engram. This can take years to perfect. Often times the pattern will get worse before it gets better which can be discouraging to the athletes.
OLYMPIC INSIGHT So if you haven’t figured it out by now, I’m a little bit of an Olympic fan. A few weeks ago, I attended the annual Sports Chiropractic Symposium held by the American Chiropractic Board of Sports Physicians. I have attended this event in the past but this year was special since it was held in Colorado Springs at the Olympic Training Center. Most of the presenters were the medical professionals such as physical therapists, sports chiropractors, the sports psychologist and the high performance director. This team of professionals is an integral part of the Olympic athlete’s success. The last speaker of the symposium was Jenny Simpson. She is a World Champion runner and Olympian. It was so exciting for me to be able to hear about everything that goes into training, psychology, injuries and treatment of these amazing athletes.
S
Some common themes among all the speakers, that were key factors to the Olympic athlete’s success, were mental focus, create a routine and checklist and have a deep love of the sport. Dr. Peter Haberl, the sport psychologist for the Olympic Training Center (OTC), spoke about the intense pressure these athletes can be under during final events. And in those final moments all the thoughts that go through the athlete’s mind. If the athlete is thinking about winning or losing, basically they are not able to focus on the skill they are there to perform. He talked about how important it is for athletes to bring their focus back to their five senses. For example, if the athlete is a target shooter, have the athlete look at their targets, feel their equipment in their hand, feel their breathing and the mind will focus on the task. Another speaker, Dr. Peter Vint, stressed how important it was to create a routine and a checklist. This helps to reduce the amount of errors that could cost the athlete a metal. The athletes are trained to have the same routine and checklist on race days, such as, eat the same breakfast at the same time, pack their bags the exact same way every time so that equipment is not missing, they put their bib numbers in the same place so they do not get lost, they listen to the same music and they do the same warm up, etc. For some of these athletes, this process race/game day prep can be 5 hours. And all the speakers talked about how all these Olympic athletes love the sports they play. Whenever they are asked why they put so much time into training and dedicate their lives to this level of competition, the answer is always the same, “I love this sport”.

Leaders Must Lead by Example
I
n the course of our everyday lives, and especially in our professions, we find ourselves in a position of leadership. Often it is part of our job, but many times it is just a natural outcome of a simple situation. The most abundant examples can be found in the work of parenting, but I have written about that previously, and there are indeed more examples. As parents we can get our children to accomplish tasks by leading by example, as couches we must participate in the play, as teachers we must also be students. This allows us to be the good follower we desire to have following us. We can model it, and of equal importance, we can experience it. This leads me to have the opinion that all leaders must participate as completely as possible in the activities they lead. Government officials must participate completely in the society they lead and never should be above any rule or law. School administrators should teach
in an academic setting in the school they lead every year. CEOs must attend meetings of small business segments as a contributing member, not just an observer. Editors should write articles and books and music teachers should perform. Dispatchers should drive and line managers should periodically work on the assembly line. These are some examples I have considered. I am sure you can find even more that may be important to your occupation. Having prior experience is insufficient for continued success as a leader. Current experience is necessary because the world changes; rules change, technology changes and the operational frame work changes. We cannot lead in any area unless our experience is current, ongoing and applicable.
to lead by example. The fact that I went to the 2011 nationals doesn’t mean I know what it will be like this year. Things change. I must be current. I must participate in what I teach and I must lead by example. Whether I win or not is irrelevant. Striving for excellence, the knowledge gained and leadership by example is what is really important. Be a leader whenever you can. Do it by example, do it by participation and do it as often as you can.
