s September arrives, and with it the new school year, I will begin by reminding all of Guilderland’s drivers how important it is to be careful out on our roads, and to be particularly careful whenever you see children walking or bicycling as you make your way around our community. In the early part of the school year, I would ask that you be particularly mindful of stopped school buses and the New York State law requiring all motorists to stop for them. With a full complement of school buses on the road, the morning rush hour can be particularly busy, so a little extra caution is certainly in order. Guilderland’s Fall Household Hazardous Waste Collection Day will take place from 8:00 A.M. until 2:00 P.M. on Saturday, September 28, 2013 at the Guilderland Highway Department Garage, located at 6338 French’s Mill Road in Guilderland Center. This is a great opportunity to clear garages, basements, and sheds of materials requiring proper disposal that may have accumulated over the summer and dispose of them safely before the arrival of colder weather. Information on the specific types of materials that can be recycled can be found on the Town’s website, www.townofguilderland.org. All residents are eligible to participate upon presentation of an event pass, which can be obtained without charge at the Town Clerk’s office at Town Hall or at the Guilderland Transfer Station upon presentation of proof of residency. If you have questions about any of the details of the Household Hazardous Waste Day Program, please call the Guilderland Transfer Station at 861-6776. We are concerned about pedestrian safety issues in Guilderland, and work with residents whenever we are able to take steps to enhance pedestrian safety in all areas of the Town. We were able to work with the NY State Department of Transportation in 2012 to have the speed limit reduced on Route 146 in Guilderland Center, an action strongly supported by hamlet residents. Last month, the Town Board approved a resolution strongly supported by neighborhood residents requesting a reduction in the speed limit on Fuller Road, a thoroughfare under the jurisdiction of Albany County. We anticipate that the speed limit on Fuller Road will be changed to 30 miles per hour sometime this fall, which will make the speed limit on the Guilderland section of this road consistent with the portions locasted in the Town of Colonie and the City of Albany. I will remind everyone that September is the month when school and library taxes are due. The Town’s sole function with respect to school and library taxes is to act as a payment agent, receiving and processing residents’ payments. Questions or concerns about school and/or library budgets and tax rates should be directed toward the boards and administrators of those entities. Tax payments can be made by mail, in person at Town Hall at the Receiver of Taxes’ Office (Discover Card accepted), at the office of First Niagara Bank on Western Avenue in Westmere, or on-line (Visa and Mastercard accepted). All payments made by credit card will have a “convenience fee” added; this fee is assessed by the credit card companies, and the Town does not share in it The last day to pay taxes without a penalty is Monday, September 30. If you have a mortgage escrow account, payment will be made by the mortgage lender. Please contact the Tax Office (356-1980, ext. 1023) if you have any questions. There is plenty of good weather left to enjoy the recreational opportunities available to residents in Guilderland’s parks. Hiking trails, basketball, tennis, baseball, and softball are all out there for your enjoyment. In addition, tee times will become more readily available at Guilderland’s Western Turnpike Golf Course, and there will be some attractive specials available to make a fall golf outing even more enjoyable. Call the Pro Shop at 456-0786 to inquire about specials or to reserve a tee time. Should Your Portfolio Include Foreign Stocks?
U
S-based investors tend to have a bias against investing in foreign stocks. This is evident by both conventional wisdom, which dictates holding somewhere between 0% and 30% of oneâ&#x20AC;&#x2122;s equity portfolio in foreign stocks, and by evidence that US investors tend to hold between 70% and 100% of their equity portfolios in US stocks. The FTSE Global All Cap Index is a benchmark which measures the performance of large-, mid., and small-capitalization stocks of corporations located around the world, which covers more than 98% of the global equity market. This index follows securities in more than 47 countries in both the developed-market and emerging-market regions. US stocks comprise only approximately 49% of the index, as of 06/30/2013. As such, investors who ignore or underweight foreign stocks are making a decision to â&#x20AC;&#x153;bet againstâ&#x20AC;? the global market weightings. We believe this is a mistake. When comparing the S&P 500 (an index of largecapitalization US stocks) with the MSCI EAFE (an index of large-capitalization stocks in foreign developed-market nations) from 1971 to 2012, we Ă&#x20AC;QG WKDW WKH WZR EHQFKPDUNV SURYLGHG YHU\ VLPLODU annualized rates of return of 10.08% and 9.60%, respectively. However, the annual returns were only approximately 66% correlated. A correlation of less WKDQ LPSOLHV WKDW WKH SRUWIROLR EHQHĂ&#x20AC;WV IURP
diversifying among the two asset classes (all else being equal), i.e. that one can expect lower portfolio volatility for the same expected return. We hear some investors question the usefulness of foreign stocks, given that the correlation between US and foreign stocks from 2003 to 2012 was nearly 95%! While correlations do shift over time, it is reasonable to expect that they will remain less than 100% at all times in the future. Additionally, A some investors are concerned about recent underperformance of foreign stocks. From 2008 to 2012, the MSCI EAFE underperformed the S&P 500 by approximately 5.35% per year. However, periods of dramatic performance differentials have happened many times before. For example, from 1983 to 1988, the MSCI EAFE outperformed the S&P 500 by nearly 17% per year! There will always be performance differential EHWZHHQ WKH WZR DVVHW FODVVHV KRZHYHU LW LV GLIĂ&#x20AC;FXOW or impossible to forecast in advance which type of stock will outperform. This also suggests holding both asset classes. A FEW OF MY FAVORITE REMEDIES By: Dr. Kim Leis-Keeling
H
ere we go back to school and back to a normal routine of organized chaos. Iâ&#x20AC;&#x2122;m excited to see my kids go back but can already feel the anxiety of driving here and there, homework battles and trying to be two places at once. I always get a little nervous hearing about the first illnesses that run through the school so being prepared for it helps me to feel at ease. So I wanted to share a few of my favorite remedies and products to have on hand so when your little ones come home not feeling well, you can be prepared. Garlic Oil: Garlic has strong antibacterial and antiviral properties. Garlic oil blended with olive oil makes a great remedy to sooth infant or adult ear infections. Warm the bottle in a glass of warm water and then put the drops directly into the ear canal.
Fish Oils: The studies on the benefits of fish oil are irrefutable. From boosting heart health to lowering cholesterol and reducing inflammation, the list goes on and on. The main reason to give your little pumpkins fish oils is because their developing brains need it. The main Omega-3 fish oil that benefits brain tissue is called DHA. DHA is even found in infant formula because it is so vital to the developing neurologic tissue. Since your kids are not on formula anymore does not mean that their brains have stopped developing. Keep supplementing. Oscillococcinum: This is a fantastic homeopathic remedy for flulike symptoms and is available in most drug/grocery stores. When taken immediately at the onset of flu symptoms, such as body aches, fever and chills, it can ward it off all together or shorten the duration of your illness. I have used this for years with my family and it works great. They also make a childrenâ&#x20AC;&#x2122;s version.
Honey: The FDA does not recommend giving cough syrups to children under 4. Natural honey is a great alternative to prevent and ease night time coughing or to sooth a sore throat. The sugars stimulate salivary secretion to further lubricate a dry scratchy throat. Try a teaspoon of honey 30 minutes before bed or mix with tea or warm water and lemon.
SuperKids Throat Spray: This is by far my favorite product for kids. It is an herbal throat spray to sooth sore throats made by a company called Herbs for Kids. Even though this is a kidâ&#x20AC;&#x2122;s product I use it on myself too. I keep one at work, one in my purse and a few at home. It is just a great product that works so well, I donâ&#x20AC;&#x2122;t want to be far without it. This company makes a great line of natural remedies for immune system which we carry in our office and available at health food stores.
Epsom Salt: It is made from magnesium sulfate and magnesium is a natural muscle relaxer. Taking a bath in 2 cups of Epsom Salt can pull toxins out through your skin while absorbing the magnesium. The result is relaxed muscles and healthy tissues. I often recommend this for acute sports injuries (such as ankle sprains) or chronic tight back muscles. I have also had patients get relief from postchemotherapy hand/foot tingling by doing Epsom Salt soaks.

TIME IS NOT ON YOUR SIDE While Mick Jagger sings “time is on my side,” for those of us who are not rock star millionaires, time is not on our side. I often have clients come to see me who have lived apart from their spouse for many years but took nominal, or no, legal action. When I counsel them I am compelled to explain that all property earned during the marriage is marital property subject to equitable distribution (DRL Section 236-B) (1) (c)), whether they have lived together or apart. Depending on the years married and the time apart, more assets could have been acquired while separated than while together. The longer a marriage has lasted, the more there is a presumption to an equal division. The burden then shifts to the monied spouse to prove to the Court that an unequal division of assets should occur. When making a distribution of marital property, the Court must carefully comb through the equitable distribution factors, which include the most amorphous factor of “any other factor which the Court shall expressly find to be just and proper.” You will have to prove that since you did not work together as partners your spouse should not receive a share of what you have single handedly worked for.

Or does he get a smaller percent of current assets? Unfortunately, there is no definitive line, making it difficult to reach a settlement and for me to advise her. I am certainly not suggesting someone should divorce their spouse the minute there is marital discord. Before any legal action is taken you have to consider all of your options, including counseling. But there does come a time, especially when people are living apart, that you must recognize that the marriage is no longer viable, and that the longer you remain in it, the more financially vulnerable you become. If you are living apart and sufficient time has gone by, and you do not want to work to benefit your estranged spouse, then you should speak with a qualified attorney about a separation agreement or divorce.
In New York, you cannot disinherit a spouse so your spouse will also be entitled to certain benefits if you predecease him or her. (EPTL 5-1.1). Clients often express that they want to leave their assets to their children or new partner. However, unless your spouse agrees that may not be possible. Also, federal law limits you to naming your spouse as the survivor beneficiary on a private pension (i.e., non-government, such as a 401k account). For example, a client of mine has lived apart from her husband for half of their marriage. While he pays her child support and visits with their children, he has done no more than the minimum in terms of financial contribution or sharing

Back to School! Here is my annual back to school article to wish everyone a successful and happy school year! May all of your dreams of success and a bright future for you and your children come true. To my teaching colleagues: may you have the stamina and positive attitude to continue to help our students and parents overcome adversity and achieve their goals. Everyone cannot make a million dollars, everyone cannot go to space, everyone cannot play in the NFL or own a Ferrari, but everyone can succeed in school and everyone can be educated. Success in school only requires, like most things in the world, two basic things: desire and hard work. Armed with those anyone can succeed in school. The most important is desire because without a desire to succeed, nobody can. If I were to take a class about astronomy, I would be successful because I am interested and desire success. On the other hand, if I were to take a course in Economics I might not be as successful (I wasnâ&#x20AC;&#x2122;t by the way) simply because I lack the desire and the interest in the topic. If a student has no desire, they cannot be successful. They need to have at least a little because it will be that desire drives the hard work. Our job as parents and teachers is to find a way to increase a students desire to be successful. This is a really hard to do for some students and some topics. I will point out that the best way is to lead by example. This is always the answer. When children are young we must lead the way be demonstrating desire for success in anything we do and especially for any thing that looks like school work or homework. I believe this is the key. Every year every students get a fresh start. The beginning of the year is so important because it is so new that you can get off on the correct path. It is like getting a new belt or a new blackbelt level in Taekwondo. It represents a new start to get things right, to begin with the perseverance to adhere to the path you set for accomplishing goals and the commitment to developing the desire to be successful. For me it is a year of huge beginnings. Our oldest son will graduate from college, our middle son just started in college and our youngest son starts high school. It feels to me like it is going to be the best school year in the life of my family. I am most definitely excited to get it started! May you also have the best school year ever! The Last Word by Lisa Lutz Lutz wraps up her Isabel Spellman series, once described as “Harriet the Spy for grownups” as Izzy is trying to run her family’s Private Investigator firm in San Francisco. She is no match for her combined family, and very humorously tries to run a business while taking up running (not by choice) with a not-quite silent partner. Sister Rae, brother David, his daughter, Princess Banana and Izzy’s parents round out this light and fun mystery.

ummer is winding down, the kids are headed back to school, and we return to our regular routines. Are you looking for a fantastic fall read? One of the great databases that we have at the library, Novelist, allows you to search by author, title, series or keywords to find fiction titles that might interest you. For example a search for parliament and Britain, will include First Among Equals by Jeffrey Archer, among the suggested titles.
If mystery titles interest you, Julia Spencer-Fleming has a very popular series of books that take place in a fictional town near Glens Falls, starting with In the Bleak Midwinter which follows Reverend Clare Fergusson and Police Chief Russ Van Alystyne as they investigate a newborn baby who is left on the church steps. The latest book in the series, Through the Evil Days, comes out in November, but you can get a sneak peak when Julia comes to the library on September 18 (at 7 PM) to talk about her work.
Bones of the Lost by Kathy Reichs Temperance Brennan, “Bones” is a forensic anthropologist working on criminal cases in both North Carolina and Montreal, and serves as the basis of the television show of the same name on the Fox network. In this novel, she is investigating the deaths of a teenage girl in Charlotte and an Afghan villager, following her work with the military in that country. If you like Patricia Cornwell and haven’t read Kathy Reichs, you will find a new author and character to like, with 16 titles in the series. The English Girl by Daniel Silva Former Israeli spy and current art restorer Gabriel Allon returns in his thirteenth novel where he is asked to investigate the disappearance of a woman in Corsica while a ransom note ends up at the British Prime Minister’s residence. A problem needs to be solved, and Allon is just the man to do it.
A few more recent mysteries: Downfall by Jeff Abbott Former CIA agent Sam Capra returns in this thriller which kicks off with a damsel in distress running into one of his bars chased by two burly thugs. After he protects the girl, one of the thugs ends up dead and Sam is determined to find out what happened to the girl and why these men were after her. It’s an action-packed adventure and should appeal to fans of Lee Child and Harlan Coben.

I am launching TekCeptional Solutions to help others improve their ventures by leveraging technology and the Internet to facilitate growth. I help others establish a brand in their area of expertise and help them become more visible and interesting to their ideal customers, clients, or audience. This includes, but is not limited to website design and maintenance, search engine optimization (SEO), conversion rate optimization, Internet marketing, and consulting on various technologies. Q. How long have you been in business? A. TekCeptional Solutions is a new business that was just recently launched in an official capacity. While the business entity is new, I have been working as a freelancer, on a part time basis, to help people leverage the Internet and other technologies to meet their goals. Q. Where are you located and were you always in the same location? A. TekCeptional Solutions will be a home-based business located in Guilderland. I have been a resident of Guilderland for 3 1/2 years. Q. How and why did you get into the business? A. I started to get into web design, search engine optimization, and other aspects of Internet marketing with my own personal projects. From there, the strategy can be tweaked as necessary for the best possible outcomes. Q. Are there any ethical concerns that your type of business must deal with? A. As with any service, there is always the possibility for deception and opportunities to cut corners when engaging in Internet marketing. Things like spam, copyright infringement, and hidden links can be detrimental to the client’s business and are often illegal. Other issues arise with what is known as “Black Hat” SEO tactics. This is an attempt to trick the search engine logarithms or otherwise game the system. This can be effective; however, the risks are very high and may result in a website that is completely removed from the search engine’s results. This can be irreversible. Using Internet marketing tactics that foster long-term growth and sustainability by creating something of value and being recognized for it is a much better business decision.
Q. Can you describe your ideal client? A. My ideal client is a small business owner that is passionate about growing their business and wants to take their web presence to the next level. They want to build a positive brand and market it via the Internet and other technologies to create a lasting and useful portal to their goods, services, clientele, or audience. Q. Why do your customers select you over your competitors? A. When delivering my solutions to improve a client’s web presence, I aim to work closely with the client to build a solution that fits their needs and helps them to accomplish their goals. Jim Becker, J & J Racing As far back as he can remember, Jim Becker wanted to drive racecars. Growing up in Middleburgh, his parents brought him to Fonda Speedway as a young kid and he quickly fell in love with the smell, sound, and excitement of racing. Fast forward to the fall of 1992, as Jim, his brother Jason, and father saw a racecar for sale while watching a race at Fonda Speedway. The brothers asked their father if he would buy the car, the answer was yes, and with a deal being struck in the pits after the race that day J&J Racing was born. Jim and Jason split time racing the car in 1993, and another car was added in 1994 so both of them could race full time, each running 35-40 races per year.

Jacob, but then started easing back into it in 2006. Family life and growing businesses causes Jim to race part-time right now, running 10-12 races per year, but he is much more involved than that.
Jim and Jason learned the sport and honed their racing skills at various tracks around NY (primarily Fulton, Utica-Rome, Afton, and Albany-Saratoga Speedways) as well as PA and VT. As they did well and progressed into top 5 contenders, they moved up in class from Pro Stocks to Sportsman after 4 years. And then stepped up again to the Modified class, which is the top class in Northeast dirt track racing.
While taking the break in 2003-2005, Jim created an idea that brings together the things he enjoys and finds important in life; education, kids/family, and racing. The program is called Racing 2 Learn, and it targets both younger students as well as college bound students, and uses the excitement of racing to help teach them the importance of education and being good people, as well as other important skills they will use in their everyday lives.
Jason hung up his racing shoes after the 2001 season, but the racing bug never quite left Jim. He took a racing hiatus from 2003 to 2005 for the birth of his two children, Megan and

The program has three main aspects; •
For the older students, there are internship and scholarship programs for those who want to be involved in racing or with a race team. This involvement includes the different aspects of racing and a race team, such as mechanical and engineering; marketing and sales; planning, testing and result reporting; and business administration. The team can provide real life experiences within all of these disciplines.

Another great part is sponsorship and working with kids who are driving now or want to drive racecars or karts. The team seeks kids with good grades, strong family ties and involvement, and who are hands on with their car and race team. They not only get help with marketing support, but they also receive advice, information, and general racing assistance.
•
For the younger students, there is the “Kids Machine”, which uses the racecar and excitement around racing to help teach and reinforce the important messages kids are hearing in school, and hopefully at home. The message is geared towards the age group being presented to, and usually includes the importance of school and learning, safety, teamwork, and the downside of bullying and drug use.
The 2013 race season is the 8th year of Jim’s Racing 2 Learn program and it continues to grow. As you might guess, a very important part of this effort is the team’s marketing sponsors and they have some local ones. The team gets support from INOC Datacenters, MIDTEL, Mercury Web Solutions, Adirondack Funds, Carver Incorporated, and MicroKnowledge. Adirondack Funds, Carver Incorporated, F aand MicroKnowledge all have llocal ties to the Guilderland aarea and are very supportive of Jim’s racing efforts and the o Racing 2 Learn program. Jim R was quick to point out that w without this help, the support w of his wife and parents, and o tthe tireless effort his great ccrew puts in to help that he would not be racing. w Flashback 20 years to 1993 F aand you will see the same ssmile and sparkle in Jim’s eye tthat you see now when he’s aat the track, climbing into his car, or talking about racing with anyone willing to talk about it. Jim and his wife Carolyn live in Guilderland with their two children, Megan and Jacob, and Jim is very active in the community outside of his work and racing endeavors. He coaches soccer, basketball, and softball/baseball in the various youth leagues around Guilderland and stays in shape by playing in the POGBL (Pezze Old Guy Basketball League) at Guilderland Elementary.

NOTE: This will not be an ar cle reminding you how Summer is now over (insert screaming here). This ar cle instead has some helpful advice we learned from our many adventures year to date:
New legislation requires all homeowners receiving a Basic STAR exemption to register with the New York State Tax Department in order to receive the exemption in 2014 and subsequent years.
1. If you own a pickup truck, add at least one extra leaf spring on each side. I use Albany Spring (awesome) and for around $300 you will increase the carrying capacity and save your suspension for when you have occasional heavy loads (like sand, lumber or sheetrock). Makes a HUGE difference and although the truck rides higher in the rear, it should feel more stable and handle be er. 2. Add Sea Foam brand fuel addi ve to your gas tank every 3000 miles. I tested several other brands and Sea Foam was the best. Follow the instruc ons and you should increase your gas mileage at least 1-2 miles per gallon or more. It will pay for itself on the first fill up. Go to Advance Auto and buy the gallon size for $51.99. Join their mailing list and use a coupon to save more money. 3. For road safety buy a kit of 3 reflec ve emergency road triangles ($16-$28 on Amazon) for each vehicle you own, especially family cars. They are not expensive and if you breakdown you will be really glad you have them. 4. If you get stung by bees (I got stung 50 mes the other night) GO TO THE HOSPITAL IF YOU AREN’T SURE YOU ARE ALLERGIC. Just go! You will start to feel sick in just 20-30 minutes. The worst part is the itching. The best treatments I found were a) toothpaste, b) ice and c) baking soda/cider vinegar paste. Honey and peanut bu er work too, but then you have to worry about bear bites so I’d s ck with toothpaste. This is part of a new initiative to protect New Yorkers against inappropriate or fraudulent STAR exemptions.
Who must register?
• Homeowners do not need to re-register every year. • Based on the information provided in the registration process, the Tax Department will confirm homeowners’ eligibility in future years.
Senior citizens Senior citizens receiving the Enhanced STAR exemption are not affected by the new registration requirement. However, in order to receive Enhanced STAR, seniors must continue to: • apply annually, or • participate in the Income Verification Program.
Resident homeowners applying for STAR for the first time are not affected by this year’s registration procedure. To apply for STAR a new applicant must: • use Form RP-425, Application for School Tax Relief (STAR) Exemption, available on the Tax Department’s Web site, and • file the application with their local assessor.
When does registration begin? Registration will begin August 19, 2013 and continue through December 31, 2013. • The Tax Department will mail instructions to all homeowners who currently receive the Basic STAR exemption. The letters will include a STAR code that homeowners will need to register. • Because seniors who receive Enhanced STAR are not affected by the new requirements, they will not receive new instructions from the Tax Department.
How does a homeowner register? Online registration The fastest and easiest way for homeowners to register is through the Tax Department’s Web site, www.tax.ny.gov. Homeowners will need their STAR code to register. In addition to being included in the instructions that were mailed to them, homeowners will be able to find their STAR code through an online lookup or by calling the Tax Department at (518) 457-2036. Online registration is a simple process that will require homeowners to provide some basic information about their eligibility for the STAR exemption. Homeowners will need to: • provide the STAR code and confirm the property address • provide the names and social security numbers for all owners of the property and spouses • confirm that the property is the primary residence of one of its owners (married couples with multiple residences may only claim one STAR exemption) • confirm that the combined income of the owners and their spouses who reside at the property does not exceed $500,000 • confirm that no resident owner receives a residency-based tax exemption from another state Telephone registration – (518) 457-2036 Homeowners who are unable to register online will be able to register over the phone. The Tax Department will also provide telephone support to any homeowners who have questions about online registration.
What happens when homeowners do not register? The Tax Department will send homeowners additional letter reminders in December 2013 and January 2014. In February 2014 the Tax Department will give assessors the names of any homeowners who did not register, or who were determined not to be eligible for STAR. The assessment roll entries for these homeowners will not include the STAR exemption. • Homeowners who the Tax Department found to be ineligible for STAR will have the right to administrative review within the Tax Department, and review before the State Board of Real Property Tax Services.

Snowball is an adorable very friendly gentle white neutered cat with gray spots. He is estimated to be almost one year old and is small to medium size. He was found hungry and living outside the apt that his owner moved from many months back. He is so sweet and has adjusted very well to his foster home w/ 5 other cats. His favorite thing is to meet you at the door when you come home, sit on your lap and be pet. He especially loves to have his belly rubbed. He likes to be active in the home, likes to play, and look out the windows. Best home for him would be an indoor only with someone who wants an affectionate cat who will want to sleep on your bed.
