Hurricane Season – A Time to be Prepared, Not Scared

I

f you’ve lived in South Florida for long enough, you’ve experienced your share of hurricane warnings, scares, and, unfortunately, storms. Last year, many of us boarded up our homes and prepared for the worst. We were lucky that Hurricane Matthew stayed just off the coast and spared us, but this year could be very different. Hurricane season officially lasts from June 1st until November 30th. According to the most recent forecasts, the 2017 Hurricane season should be about average, with a total of 11 named storms. Hurricane “season”, however, is not what causes billions of dollars of damage and threatens lives; it is that one big storm. There is little to no correlation between the number of severe storms in the Atlantic and the number of storms that reach landfall. We owe it to ourselves and to our families to make sure we are prepared. The Florida Department of Emergency Management recommends that every family prepare a hurricane kit and have an evacuation plan in place. You can visit www.floridadisaster.org/getaplan to create a personalized plan. It only takes a few minutes and could be the difference between life and death.

he Aventura Police Department just wrapped its yearly Citizens Police Academy program. The free 8-week course was designed to engage interested individuals in a behind-thescenes look at how the department operates with the purpose to build a closer bond with the residential and business community. The class was open to adults ages 18 and older who live, work, or have an affiliation with the City of Aventura. Participants received informational and hands-on training as they learned about the Department as well as an overview of police operations. Participants were not exposed to high liability areas such as defensive tactics, chemical agents, firearms, or driving, but were exposed to many every day examples of what police officers do in the community. The course included lessons in Special Weapons and Tactics (S.W.A.T.), law, communications, crisis intervention, fire safety, a K-9 demonstration, a mock crime scene investigation, and much more. Classes were held on Thursday evenings at the City of Aventura Government Center. The experience included instruction by Aventura Police Department civilian employees and officers, as well as special guest speakers from the MiamiDade State Attorney’s Office, Miami-Dade Fire Rescue, Miami-Dade Aviation Unit and Aventura Hospital. Although, graduates of the program are not certified police officers, they received certificates of completion. “The citizen academy is such a great opportunity to provide attendees with a unique inside look at all aspects of police work, and to further the great com-

How Does Your Garden Grow? COMMUNITY NEWS

BY BEVERLY PERKINS

F

or the past 3 years, The Aventura Community Green Garden (ACGG) at the south side of Founders Park has been the perfect place for those with green thumbs who love to garden. It’s especially beneficial for those that live in high rises and don’t have a yard. However, it’s available to all Aventura residents. Residents are able to grow vegetables, flowers, herbs, and other plants in their very own garden section. The gated garden sections are filled with sterilized topsoil, and two hose bibs are available for hand watering purposes. Members of the Community Green Garden must submit an application along with the annual $10 dues and $100 planter rental fee. Members are limited to one planter per year, per household. Membership is for an individual or family and is non-transferable and non-refundable beginning April 1st of the current year through March 30th of the following year. But, new members, ages 14 years or older, may join at any time. Proof of residency is required when applying. Once approved, a 4’ x 12’garden planter will be assigned. These planters are the property of the City of Aventura and cannot be sold, traded, sub-let, or exchanged by members. If demand exceeds the number of planters available, a lottery system will be used for the selection.

All planters will be numbered and recorded with the current gardener(s) assigned to that planter. All gardeners are expected to volunteer a minimum of 12 hours per year toward Aventura Community Green Garden efforts such as overseeing the garden, pest inspection, applying mulch to the paths as needed, etc. Vegetables and flowers are permitted. Illegal plants are not. Also tall crops and invasive plants such as mints, ivy, liriope are also not allowed in the garden. A garden planter assignment and ACGG membership may be revoked at any time if a member is guilty of failing to follow the rules of the Community Green Garden or fails to properly maintain their garden planter, at the City’s sole discretion. Garden hours are 8 AM – 8 PM during the summer and 8 AM – 6 PM during the winter months. The Community Green Garden hours follow the operating hours of Founders Park. Gardeners are expected to park only in designated parking spaces and follow the rules of the Park. The garden was created to be an enjoyable place to garden, relax, learn, and socialize. For more information, visit cityofaventura.com for the Community Green Garden Club Rules and Application, or call 305-466-8008. Residents can sign up at the Aventura Community Recreation Center located at 3375 NE 188 St, Founders Park located at 3105 NE 190 Street or Waterways Park located at 3301 NE 213 Street.

He took the inquisitive students on his journey through that time by recounting the horrific details that he had to endure. Mr. Schaecter was not shy when speaking about the difficult years spent in Auschwitz and Buchenwald concentration camps, how his family was taken away, how his brother was killed, how he escaped and was rescued, and how he is the only survivor of an extended family of 105 people. He then went on to speak of his happier times when he met his wife, had his own children, and how he helped create the Miami Beach Holocaust Memorial. His devotion to teaching grade school, high school, and university students is never-ending. For the past 18 years Schaecter serves as the President of the national organization Holocaust Survivors Foundation USA, Inc. (HSF). “The Memorial has added meaning to our quest of: ‘never again and never forget’,” says Schaecter. “It is a place of solace to the several thousand elderly survivors who call South Florida home.” “Holocaust survivor David Schaecter spoke with my students as if they were his

grandchildren. Reliving the horrible experiences of the Holocaust is no easy feat, yet David told his story with love,” said Ms. Jackie Perczek, Language Arts Teacher. “His desire to educate children on the horrific acts that he, as well as millions of others, endured is clear. As the grandchild of a survivor, I understand his message- always remember, never forget. There are no words to express my gratitude for helping to teach my students about empathy, tolerance, and diversity.” After his talk, students eagerly asked questions and were moved by his honesty and openness as well as his resounding message to always remember and never forget. “David’s experiences are truly unbelievable. I could never imagine having to go through the terrible years that he went through,” said Eden L., 7th grade student. “It is a true miracle and a blessing that my fellow classmates and I were fortunate enough to hear David’s story. I felt so thankful and lucky for the opportunity to meet him. I vow to keep his story alive and NEVER FORGET!”

THE DONOWAY CENTER NEW HOPE FOR ADVANCED PANCREATIC AND LIVER CANCER PATIENTS Patient’s once diagnosed with locally advanced Pancreatic and Liver Cancers were given little hope and often offered limited treatment options all with certain short life expectancies despite the treatment they were receiving. However, a new procedure called Irreversible Electroporation, also known as IRE or NANO-KNIFE for short, has changed all that. Patients are seeing a doubling and tripling of their life expectancies based on recently published reports. Though currently used in patients with known locally advanced disease it has now found its place in the operating room and used when patients are “unexpectedly” found to have more advanced disease than pre-operative imaging shows.

Robert B. Donoway, M.D., F.A.C.S., F.S.S.O. Diplomate American Board of Surgery Diplomate, Society of Surgical Oncology Former Medical Director Memorial Cancer Center Medical Director of Institute for Breast Cancer Prevention

Dr. Robert Donoway, a surgical oncologist trained at SloanKettering, is the only surgeon performing these procedures. During the procedure, in the operating room, after it has been determined that the patient’s tumor is non-resectable, fine needle probes are placed through the tumor using ultrasound guidance to ensure there is no injury to critical structures such as the Bile Ducts and Portal Vein. High voltage current up to 3000 volts is delivered through the probes in 90 microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The procedure lasts between 1 & 2 hours using imaging to follow the ablative process. After the procedure is completed the probes are removed and the patient is taken to ICU step down for a 24-hour observation period. Most patients are discharged in 2 or 3 days following surgery and because there is no major surgery to recover from they are able to start postoperative neo-adjuvant type chemotherapy and radiation sooner. After 3 to 6 months of combination treatment patients are re-evaluated and restaged. A number have been converted to Resection candidates, which is still deemed the standard of care. Preliminary results have been very encouraging and have more than doubled many patients' life expectancy. Clinical trials are ongoing to use new novel agents including monoclonal antibodies and vaccines as the next line of treatment in this highly selected & heavily pre-treated group. Dr. Donoway is the only surgeon performing this procedure in Florida. For more information about Dr. Donoway visit www.AtlasOncology.com

It Was a Grand Finish as The Victory Center Gala Raised $200,000 for Students with Disabilities SCHOOL NEWS

BY BEVERLY PERKINS

T

he Victory Center, which educates children with Autism and related disabilities hosted its 17th annual gala raising $200,000 for students with autism and other related disabilities. The 50s car show theme attracted 250 guests to the Miami Auto Museum to raise money for its educational programs as well as provide classroom essentials to promote learning and engagement for children with developmental disabilities. Prior to the gala, teachers at the Victory Center created wish lists with classroom necessities. Each one contained $2,500 worth of programs and materials for their classrooms. The gala raised nearly $15,000, allowing the school to purchase all of the items off the desired lists. Wish list items included programs such as Max Scholar, a program used to teach kids with learning disabilities to read and an

Xbox with academic games. The evening began with a cocktail hour, followed by dinner and a program, along with a presentation by guest speaker Luis Parada, Ph.D., a developmental biologist who currently serves as the director of the Brain Tumor Center, Albert C. Foster Chair and American Cancer Society Research Professor at the Memorial Sloan Kettering Cancer Center in New York City. His laboratory uses genetic mouse models to study human disease including Neurofibromatosis, cancers of the nervous system, autism and neural development. In November of 2016, the Victory Center broke ground on a brand new 8,500 square-foot facility that will double the center’s capacity. “Our new building will have more opportunities to expand and improve programs for children with developmental disabili-

ties,” said Victory Center CEO Raquel Pancer. “We are excited to watch the construction of our new home and cannot wait for completion.” The school’s expansion was made possible by a capital campaign that raised more than $3 million from individual donors, foundations and local corporations to build the new facility. Some of the key donors were the Batchelor Foundation and the Anthony Abraham Foundation. The Miami Auto Museum features the largest eclectic automobile collection in the world. Gala guests were able to take a journey through the rare collection of motorcycles, bicycles, a $2 million Duesenberg and everything in between. High-ticket auction items included a trip to Paris on American Airlines (business class) and a week stay at a luxurious apartment by the Eiffel Tower which went for $8,500. High bidders also put their money down for a trip to Cartagena, Colombia which went for $2,000. Events such as the gala help raise funds for school programs and technologies to better serve the students. For more information about the school, please contact Raquel Pancer, CEO, rpancer@thevictoryschool.org, 305-466-1142.

A thing of beauty! Thank you City of North Miami Beach!” Also in attendance at the launch were various transportation officials including guest speaker Charles Schurr, Executive Director, Citizens’ Independent Transportation Trust (CITT) as well as FPL’s Aletha Player, Area Manager of External Affairs at Florida Power & Light Company (FPL), who joined officials at the ribbon cutting of the large, vibrant-colored art piece which welcomes visitors and residents alike to the “City on The Rise”. After three-years of ongoing conversation, the City and FPL were able to enter into a first of its kind public-private partnership so the City could paint an inviting mural on its substation wall. The introduction of two new additional routes and three high-tech trolleys will operate within the city limits of North Miami Beach. These latest additions to the free transportation service known as the NMB Line will take transit operations from one to three routes, including a new stop at Florida International University’s Biscayne Bay Campus. AMC’s Annual Salute to Fire Rescue was a Blazing Success CHAMBER NEWS

BY BEVERLY PERKINS

28

T

he Aventura Marketing Council / World-Class Chamber of Commerce (AMC) has been honoring fire rescue departments for 4 years now. The “Salute to Fire Rescue” breakfast meeting recognizes Fire Rescue and Emergency Medical Service (EMS) teams who risk their own lives every day to save lives and protect the community. The annual event was held last month at Sunny Isles Newport Beachside Hotel & Resort, and was hosted by American Medical Response (AMR), the nation’s leading medical transportation company committed to improving the patient experience of care, improving the health of populations and reducing the per capita cost of health care. This year’s salute highlighted the efforts of heroic men and women who serve residents, businesses and visitors in MiamiDade and Broward Counties specifically in Miami, Miami Beach, Hialeah, Coral Gables, Key Biscayne, Hallandale Beach, and Hollywood. The departments also honored heroic individuals who have gone “above and beyond” to demonstrate courage and commitment. AMC Past Chair Bob Hollander of Brown and Brown Insurance was joined by AMR Regional Director Terence Ramotar and Vice President Bob Garner to welcome hundreds of business and community leaders.

“AMR is the largest local ambulance provider in the country. We back up and partner with Fire Rescue departments and assist by responding to non-life threatening 911 calls so our Fire Rescue departments can be ready for life-threatening calls,” said Ramotar.

Recipients of “above and beyond” recognition included:

The team from Miami-Dade County Fire Rescue Station 10 – C Shift, Coral Gables firefighter Carlos Eguiluz, City of Hallandale Beach Fire Department, Ocean Rescue Division Capt. Joe Taylor and lifeguards Jorge Del Toro and Ragnar Mendez, Hialeah Fire Department Lt. Jorge Drada, Key Biscayne Fire Rescue Chief Eric Lang, City of Miami Fire Rescue personnel, and Miami Beach Training Division Chief Digna Abello. Talented 17-year-old singer, songwriter C.J. Fam, featured in the AMC’s Aventura Mall YOUNG STARS SHOWCASE presented by Mount Sinai Medical Center, sang tribute songs including Hero and Wind Beneath My Wings as the Fire Rescue professionals were honored for placing the safety of others above their own. Miami Beach Fire Rescue Chief Virgil Fernandez closed the event by stating, “Every day, thousands of heroic acts are being done by firefighters and police officers, responding to ensure residents and visitors are safe and can survive tragic instances.”

Building Police-Community Partnerships BY NORTH MIAMI BEACH CHIEF OF POLICE WILLIAM “BILL” HERNANDEZ, MSM

S

ince the advent of community policing in the 1980s, law enforcement agencies have implemented community policing strategies to promote a collaborative approach between the community and law enforcement. Given that the social fabric of many communities is in transition, police departments are constantly reviewing their relationships within the local communities they serve to create cultures of trust and legitimacy. Each of these communities, including community of color, women, youth, lesbians, gays, bisexual and transgender individuals; veterans; faith-based communities; immigrant communities; individuals with mental illness; the homeless; previously incarcerated individuals and even “virtual communities” that form around a cause or ideology has unique needs and challenges. This requires that police have to consider how to engage such a rich diversity in a way that is inclusive of all unique elements of the community. The variation and individuality of these communities of distinction require that our strategies address community problems in concert with the community and position community members as force multipliers to the department in keeping the community safe and addressing communitydefined issues. We believe that we must not be daunted by community complexity, but rather leverage the unique contributions of each segment to address community challenges. In this vein, we have focused on three key components of our police-community approach: Police and Community Together (PACT), Club Law & Order, and Coffee with the Chief.

PACT

The PACT strategy is based on a fundamental assumption that the community is more likely than the police to recognize and understand its public safety needs. It requires that we listen to the citizen, take seriously how they perceive problems and issues, and seek a more proactive problem solving with the community. Consequently, we meet every second Tuesday in a nonthreatening and cooperative spirit. The department’s concern for community relations is not just a priority for Administrators or Community Affairs Officers, but a serious concern that has the commitment of each officer.

Club Law & Order

The fundamental tenet of any successful police-community – relations effort must necessarily involve an open channel of communication between the police and the public. We believe that well-developed communityrelations should be the product of careful construction designed by the police and public together, and should not be the result of an emotional reaction to temporary crisis in the community. Therefore, we meet every second Wednesday to discuss current issues and maintain an understanding of, and sensitivity to the social and human relation relations problems that surface within the community.

Coffee with the Chief

The mission of Coffee with the Chief is to break the barriers between police officers and the citizens they are sworn to protect. The event takes place at local restaurants. The residents can sit down with Chief to ask questions or share what’s on their minds. We meet once a month. Among myriad tools, strategies, protocols that police employ to address community challenges the above strategies not only strengthen our community-police relationships, but also reaffirm trust and legitimacy. To learn more about the City of North Miami Beach Police Department, please visit www.citynmb.com. For emergencies, please dial 9-1-1 and all other non-emergencies, please call (305) NMB-POLICE or (305) 662-7654.

The Facts on Spinal Stenosis BY EDWARD J. FRANKOSKI, D.O.

Edward J. Frankoski, D.O. has received extensive training in Pain Management, and always stays current with all new and up to date through many educational meetings throughout the year. He has been practicing Pain Management in the Aventura area for over fifteen years and he has been involved in drug research as well as procedure research studies. Interventional Pain Physicians of South Florida is located at 21097 NE 27th Court, Suite 340, Aventura, 33180. To schedule an appointment, please call (305)932-1660.

ASK THE EXPERT

T

he spinal column has open spaces that create passageways for the spinal cord and the spinal nerves. However, a serious condition occurs when the spinal column narrows thus putting pressure on the spinal column and nerves. This painful compression of the nerves is known as Spinal stenosis. The pressure that occurs can cause pain, weakness and numbness, and is most common in the cervical and lumbar regions of the spine since the spinal column can narrow at any point from the head to the tailbone, including the center of the spine. This is where nerves branch out from the spinal cord, and in spaces between the vertebrae. The cause of Spinal stenosis is commonly caused by excess growth of the bone around the spinal nerves which is the result of osteoarthritis. It can also result from a dislocation or a fracture of the vertebral bone, or by soft tissue intruding into the spine’s open spaces. Other culprits are herniated discs, tumors, and thickened spinal ligaments which press against the spinal nerves. ▸▸ Some conditions and illnesses tend to affect mostly men or women, but Spinal stenosis does not discriminate. Both men and women may be affected by the condition. The primary cause is arthritis and aging, and equal numbers of men and women experience spinal stenosis. ▸▸ Patients over 50 years of age are the typical candidates for the condition. Very few patients under the age of 30 are diagnosed with spinal stenosis. If so, the cause is usually trauma to the spine from an external force, such as an auto accident. ▸▸ Spinal stenosis may be inherited. While spinal stenosis is mostly caused through the aging process, the condition can be passed down from one generation to the next. Associated conditions include scoliosis and achondroplasia. ▸▸ The location of spinal stenosis is related to where symptoms present in the body. Patients will feel numbness, pain, and tingling depending on where the spine narrows. If the lower part of the spine is effected, symptoms will present in the legs; if the spine narrows higher up, there will be symptoms in the arms. ▸▸ Surgery is not necessary to treat Spinal stenosis. Symptoms vary depending on the location and severity. Pain can radiate down the back, arms, and legs, indicating that there is a problem. The development of spinal stenosis can affect a person’s involuntary and voluntary functions, such as breathing, walking, and even bladder and bowel control. Spinal stenosis in the lower back usually causes sciatica. Treatment options may include anti-inflammatory pain relievers, such as ibuprofen and aspirin, muscle relaxants, or other pain relief medications. Physical therapy may also be recommended as stretching and adjusting posture may alleviate some pain and help patients get relief from the discomfort associated with spinal stenosis. Simple flexing and stretching of the spinal column can also help elongate and enlarge the narrow segments and provide relief. Surgery may be required for patients who experience chronic discomfort and pain, especially if the bladder and bowels are compromised or if these other methods are not effective.

Shoulder Injuries Treated with Arthroscopy Heal Faster with Less Pain New surgical techniques and better pain management enable easier recovery

Vani Sabesan, MD Orthopaedic Surgeon

Remember Operation, an electronic board game in which one wayward movement causes other body parts to spasm and a loud buzzer to sound?

Just like in the board game, an injured rotator cuff can wreak havoc with other body parts – and every day activities like writing and eating – because it’s the rotator cuff that allows us to lift and rotate the arm. The rotator cuff is composed of four muscles plus attached tendons and other tissue in the shoulder. It holds the arm in the joint and helps attach the humerus (long bone in the upper arm) to the elbow, neck and torso. Rotator cuff tendons can tear from age, overuse, traumatic injury, or a fall. When it is injured, even reaching for a book can be painful, and a tennis match or golf outing would be nearly impossible. Understandably, shoulder injuries used to be among the most dreaded by weekend warriors and professional athletes alike. In fact, a rotator cuff injury was often a career-ending incident in sports. “Shoulder patients can experience much quicker recovery and much less pain using

the arthroscopic techniques developed in recent years,” said Vani Sabesan, MD, a board-certified orthopaedic surgeon with subspecialty training in the upper extremities. “Today, my patients return to their preferred activities quickly.”

“Prior to arthroscopy, rotator cuff repair required months of post-operative rehabilitation and many patients avoided the surgery,” said Dr. Sabesan. “Using arthroscopy, we can help our patients return to a fuller life without constant pain.”

Instead of a large incision circumventing the shoulder, Dr. Sabesan uses an arthroscope, a pencil-sized instrument with a tiny camera at the tip, to examine and repair the tissues in the joint. Recovery is quicker, and less painful when compared to an open procedure.

Arthroscopy can treat other ailments including shoulder instability or dislocation, torn biceps tendon, bone spur, inflammation or damage caused by rheumatoid arthritis, a torn or damaged cartilage ring (labrum) or ligaments, shoulder impingement syndrome, and arthritis of the collarbone. Surgeons also use arthroscopes to treat knees, hips, ankles, elbows and wrists.

Using arthroscopy also minimizes swelling, and allows patients to begin their postoperative rehabilitation sooner. In the last few years, other innovations have made the recovery process easier, including surgical improvements and better post-operative pain management. According to Dr. Sabesan, who is a team physician for the Florida Panthers, sutures today use new materials that do not require intra-operative knots. Overall, the procedures are less abrasive to the tissue. New, long-acting pain medications used following surgery last for 72 to 96 hours. Often patients need little or no pain medication after their initial recovery due to the new techniques.

A painful shoulder condition or injury can impede writing, eating, dressing, hair brushing, and other activities of daily living. With newer techniques and appropriate rehabilitation, arthroscopic surgery can fully restore movement in the shoulder. Consult with a board-certified subspecialty orthopaedic surgeon to see if you are a candidate for arthroscopic surgery. To schedule a consultation with Dr. Sabesan, call 877.287.2963.
