T

hanksgiving has grown to mean so many different things in America. It, of course, started as a somber day to give thanks for all that we have and to celebrate a bountiful harvest. Tradition suggests that the American holiday commemorates a turkey dinner shared by English Pilgrims and members of the Wampanoag tribe somewhere near Cape Cod in 1621. While the historical accuracy of this story may be hard to determine, the underlying message is worth remembering. Giving thanks often gets overlooked these days. Our always-on, always-connected and increasingly adversarial culture becomes consuming. We see young people glued to their phones, older folks angry about the latest political developments on cable news, and parents frustrated and tired, stretched thin between work, kids’ activities and more. For these reasons, it’s more important than ever to spend time with family, friends and neighbors. Giving thanks and sharing with our loved ones and neighbors is really what the holiday is all about. There are few groups in history more distinctly different than 15th-century English religious refugees and Native Americans. Yet, they could sit down together for a meal and give thanks for all they had. Maybe we should do the same.

Harvest Drive Shifts Into High Gear BY STACEY BOMSER

E

xcitement is building at Western High School. In just a couple of weeks, the school will become Harvest Drive headquarters. Almost overnight, the gymnasium will transform into a grocery supply warehouse and the auditorium will soon resemble a department store. Founder Renee Herman says she never envisioned this when she started Harvest Drive as a simple canned food drive at nearby Country Isles Elementary School. Over the past 27 years it has exploded into a county-wide effort. It now serves 2,400 families each holiday season, providing Thanksgiving meals for over 10,000 people. While Harvest Drive has become pretty much a full-time job for Herman and her team of dedicated volunteers, she says it’s really all about the students. “Since day one, our mission has always been to teach children at a young age that their contributions can make a difference in the lives of others. They are learning that kindness really does matter. It’s a lesson that many of our kids take into adulthood. Every year I’m touched by the number of new young adults who call and ask if they can come back to ‘harvest’ with us. Today we have generations of families ‘harvesting’ together.” While Harvest Drive takes place across Broward

Student volunteers are busy collecting and sorting donations which will soon provide over 400 families with complete Thanksgiving meals along with a week’s worth of groceries and other personal hygiene items. In addition to providing food for those in need, Harvest Drive also runs two boutiques. Throughout the year, volunteers have been busy collecting, sorting, sizing and tagging donations of new and gently used clothing, shoes, toys, books, linens, household items and much more. Recipient families work with personal shoppers to fill their bags with their most needed items. For many of these families, the toys they select will be their children’s only holiday presents. Herman encourages everyone in the community to support Harvest Drive’s effort. While donations for the boutique are accepted year-round, food donations are taking place now in local schools and at area Publix supermarkets. You can also drop-off donations at Western High School on Friday, November 22nd, from 3-9pm. Volunteers will be on hand to help unload your car. Harvest Drive seeks non-perishable items for Thanksgiving dinner, as well as everyday grocery staples such as canned tuna, peanut butter and jelly, cereal, macaroni and cheese, rice, pasta, and pancake

want to give credit where credit is due. So, perhaps a confession can help clear the air so there’s no misunderstanding. Before I talk about my confession, though, let me say a few other things first. Let me start by explaining the photo in this letter. You know, when I meet people in town they usually say, “Oh, yeah, I know you, you’re Dr. Rick. I’ve seen your ad with that picture of you and your family.” Well, I’m the guy on the left. Twenty-five years ago something happened to me that changed my life forever. I was a junior in high school and I started getting migraines. I had suffered from intense headaches since childhood. Over the years, I consulted many medical doctors, and specialists. I went through all kinds of tests, MRIs, and treatments. I tried every drug in the market; our medicine cabinet looked like a hospital’s infirmary. And still, nothing helped. But there’s more… A friend of mine convinced me to give a chiropractor a try. Recycled Fashion Show Supports Creativity and Charity BY STACEY BOMSER

wo local students will have their designs featured during Young At Art Museum’s 14th Annual Recycled Fashion Show: Artists Restyled presented by Brian and Nelly Rice. Ashley Rapp and Katherine Lanza are just two of the aspiring artists chosen to present their handmade, environmentally conscious Ashley designs at the event on November 15th. So, this year I decided why not make another dress?” Katharine says the inspiration behind her gown came from the kitchen. “One day I saw my mom taking some onions out of her grocery bag. That was when I thought, ‘This is it. This is what my dress will

be made out of.’ I used any and all forms of packaging fruit and vegetables came in.” American Heritage 11th grader Ashley Rapp also entered this contest somewhat on a whim. “I had previously never worked in fashion and I wanted to expand my artistic abilities.” She says the inspiration behind her design is the silverback gorilla, the endangered animal she was assigned. Ashley used magazines to assemble her gown. “I wanted to use magazines to make my dress to show one of the main causes for the endangerment of the gorilla, deforestation.” Teen designers spend an average of 70 hours creating their garment under the mentorship and guidance of Young At Art’s Teaching Artist team. The free program provides college-level coursework in concept development, fashion design, pattern making and sewing. Other student volunteers model the dresses during a professional runway show complete with music and Miami Fashion Week Founder Beth Sobel as emcee. 2019 Project Runway winner Sebastian Grey will serve as one of the judges. Patrons will be treated to restaurant tastings and artistic experiences throughout the museum galleries. Funds raised from the Recycled Fashion Show

Guy Harvey Ocean Foundation Fundraiser Celebrates 20-Year Partnership with NSU BY CHRISTY JAILLET

Guy Havey and his foundation, the Guy Harvey Ocean Foundation (GHOF) will celebrate the 20th anniversary of the NSU Guy Harvey Research Institute (GHRI) during the foundation’s annual ocean conservation fundraising dinner at the Marriott Harbor Beach in Fort Lauderdale, on November 2nd. It will also honor Nova Southeastern University’s President and CEO Dr. George L. Hanbury II at the event. “This year is particularly special, as we honor both Dr. Hanbury and the incredible scientists and groundbreaking research at GHRI,” said Dr. Guy Harvey.

The Guy Harvey Ocean Foundation, whose world headquarters is located in Davie, conducts scientific research and sponsors educational programs aimed at conserving our oceans. The foundation wants to ensure that future generations can enjoy and benefit from a naturally balanced ocean ecosystem. It also funds oceanic research and educational programs that target the next generation of marine conservationists. Guy Harvey, the foundation’s namesake, is a unique blend of artist, scientist, diver, angler, conservationist, and explorer. He is best known for his iconic artwork depicting sea-life. His sportfish depictions are popular with fishermen and can be found on t-shirts, posters and even cruise ships around the world. Guy is a 10th generation Jamaican and grew up in and around the ocean. His childhood passion for the ocean fueled a burning interest that prompted a formal education in marine science. Guy graduated, with honors, from Aberdeen University in Scotland in 1977 with a degree in Marine Biology. After leaving university, he returned home to Jamaica and resumed his education, earning a Ph.D. from the

Patients diagnosed with Pancreatic Cancer have few treatment options. However, a new procedure called Irreversible Electroporation or IRE for short has changed that for many patients who are seeing a doubling and tripling of their life expectancies. The average procedure lasts approximately 1-2 hours and the patients may be discharged the following day. A brief recovery means the patient can start chemotherapy and radiation that much sooner. Dr. Donoway is participating in several clinical studies identifying the best chemotherapy and immunotherapies to be used along with IRE. Dr. Donoway states, “The results so far have been very encouraging and we have begun using it for other select cancers. The longest survivors are now out over 5 years and without evidence of cancer recurrence. In the past, without IRE they would have been likely to have only lived a year and so this technique opens the whole new avenue for treating those eligible patients in a more targeted fashion.”

Howell secured a spot on the 17th season of NBC’s “The Voice.” On October 1st, Preston sang “Dream a Little Dream of Me” by The Mamas & The Papas during a blind audition on the TV show. He earned a rare, almost immediate, four-chair turn and then a standing ovation from the show’s celebrity coaches. During the blind auditions, the celebrity coaches listen to contestants without seeing them. Coaches then compete for top contestants by spinning their chairs around, indicating their desire

Life-long best friends, Spencer Butt and Brandon Barriera helped the USA Baseball 15U National Team take home the gold at the 2019 World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup America in Playa Del Carmen, Mexico. The American Heritage Academy classmates teamed with 18 other boys from around the country for the tournament. The team won eight of nine games on their road to victory. The win marks the fourth consecutive U-15 Baseball World Cup Qualifier gold medal for the red,

white and blue (2013, 2015, 2017, 2019), and the third straight international title after the 15U National Team won its first-ever world championship at the 2018 WBSC U-15 Baseball World Cup.

Spencer, a freshman who resides in Davie, and Barriera, a sophomore from Coconut Creek, started their adventure in Houston Texas, where the team met for training and two scrimmage games. Following the short training camp, the team jetted off to Mexico for the tournament. Brandon is a pitcher. He started one of the games during the tournament against Panama. He went 4 1/3 innings and recorded four strikeouts during the contest. Spencer pitches like his friend, and also plays in the middle infield. He is just 14 years old and will be eligible to play on the National team again next year. The USA Baseball National team is one of the most selective teams in the sporting world. Just 20 players make each of the seven age-based teams nationally. More than 3 million American youth play baseball every year. Having a close friend to share the experience with made the tournament even more special for Spencer and Brandon. Team Manager, Troy Cameron commented, “this group of guys represented our nation in the best way possible… they are great teammates, work their tails off and went no-stop until we brought home a gold medal.” Spencer, who is only 14, will be eligible to play

on the U-15 team again next year. This is his second experience playing on a USA Baseball National Team. His experience, undoubtedly, will be extremely helpful for him and his teammates in the future. Both boys look forward to helping American Heritage back to the 4A state championship game again in 2020. Last year the Patriots lost to Calvary Christian in the state championship, 2-1.

How Is Ankle Arthritis Treated? BY MICHAEL M. COHEN, DPM

M

ost people with ankle arthritis have a history of an injury. This would include a fracture, an acute sprain or series of sprains. Studies indicate that arthritic changes may develop anywhere from ten to 34 years after an injury. Other causes include rheumatoid arthritis, genetic predisposition, and side effects related to oral and injectable medication such as steroids. There are many solutions for ankle arthritis depending on the severity of the disease. Oral steroid or nonsteroidal anti-inflammatories (Alleve, Advil) may be used if needed with the understanding that these drugs are not innocuous and have side effects. Historically physicians will inject a combination of local anesthetic and steroid into the joint to break the pain cycle and provide long-lasting anti-inflammatory effects. Frequent injection of steroid has the potential to accelerate arthritis and must be used cautiously. Recent technology has provided safer and perhaps more beneficial options which appear to be promising for arthritis. Recently, published FDA approved pilot studies in well-known orthopedic journals examined

the success of an injectable compound called hyaluronic acid (Hyalgan) otherwise known as viscosupplementation in the ankle. The compound is derived from rooster combs and has anti-inflammatory effects while acting as a joint lubricant. Patients had improved symptoms based on the degree of arthritis, but its effects did not last as long as the knee. Other injectable options include PRP or platelet rich plasma and stem cell injections which have been shown to also provide considerable benefit – at least comparable to viscosupplementation. The treatment has recently gained traction in the science of tissue repair and is now becoming part of a practitioner’s standard practice. Nutritional supplements such as glucosamine chondroitin compounds have received favorable reviews from respected medical journals; one study indicated that their use directly after an acute injury accelerated cartilage healing. More advanced ankle arthritis may require the aid of bracing and shoe modifications although this may not be the desired treatment option for active patients or patients who are not candidates for surgery. Treatment for late stage ankle arthritis has otherwise been traditionally attended to by surgeons with fusion where worn-out joint surfaces are removed and held together with metal implants to create a stiff and painless joint. Fusion has been proven to be very successful in relieving pain and is a permanent solution to painful advanced ankle arthritis. Its shortcom-

ings include a tendency to develop arthritis in the adjacent joints of the foot. Finally, total ankle replacement is a technique which replaces the ankle with an artificial joint. The purpose and benefits of a total ankle replacement is to relieve pain and regain most of the ankle’s normal function. By doing so it restores a near normal gait. It is not designed to withstand running. The ideal patient for a total ankle replacement is an individual who has little to no malalignment of the ankle, good pulses and sensation, and a near normal body mass index. Poorly controlled diabetics, patients with significant malalignment, sensory neuropathy, peripheral vascular disease are generally not good candidates. Ankle replacements have an average life span of ten to 15 years at which time they may be revised or converted to a fusion. Ankle arthritis continues to be a challenging condition for the foot and ankle specialist, yet we are very fortunate as recent technological advances have greatly improved our ability to treat the condition. Life Can Change in an Instant BY BRUCE IDEN, ESQUIRE ll too frequently we are reminded that even the happiest of times can turn to despair in the blink of an eye. Perhaps it’s learning that your best friend suffered a massive heart attack or receiving a call that your cousin was killed by a drunk driver. In today’s world, there are too many tragedies highlighting life’s fragility. Whether in our own Parkland backyard, a nightclub in Orlando, an elementary school in Newtown, a WalMart parking lot in El Paso, a church in Charleston or a country music festival in Las Vegas, we are forced over and over again to face the reality that life can change in an instant. What all of these events have in common is that left behind were devastated families, friends and communities. Innocent people, just living their lives, had no idea their souls would be leaving this earth. We can agree that life does not always go the way you expected. Plans put off until later, may never happen. As an attorney specializing in wills and trusts, I see first hand what may happen to a family after an unexpected death. During a very emotional time, a grieving family is left to clean up a legal and financial mess left behind. To prevent this, I strongly recommend consulting with a qualified estate planning attorney to create an estate plan to take care of your family and assets after you are gone. But as a caring and responsible parent or spouse, there are things you should think about and take care of now. Let’s start with your minor children. Have you thought about who will care for them if you are not around? What about financial support? Do you know if you have the right amount, and the right type, of life insurance for your particular family needs? What about college? How will that be paid for? Do you help look after or support your parents? What will happen to them if you are not around? Now, think for a moment about what your final wishes for your family might be. How do you want to leave assets to your heirs? Are there charities you wish to contribute to? Who will inherit your business and real estate? There are many other questions to consider. Perhaps the lesson to be learned from tragedy is to always try to live a good life full of kindness and gratitude, and to remember to love and cherish our families and friends every day. The reality is that we do not know what the future holds. Life can change in an instant. What are you waiting for?

Florida is one of the few states that has no state income tax which accounts for the number one reason families are moving to our state at a rapid rate. When you sell your existing home, selling costs are still allowed under the new tax law if tied to the sale of the home and a married couple – or a single taxpayer – lived in the home for at least two out of the five years preceding the sale. The home must be your principal residence. Under the new tax code, homeowners (and home sellers) can deduct the interest on up to only $750,000 of mortgage debt, though homeowners who got their mortgage before Dec. 15, 2017, can continue deducting up to the original amount up to $1 million. Remember, exclude up to $250,000 of the capital gains from the sale if you’re single, and $500,000 if married. The only big catch is you must have lived in your home at least two of the past five years. Most who sell in Florida buy in Florida. Florida ranks 24th nationally in property tax collections per capita, at $1,278 per person. However, we have no state income tax. Other areas in Florida have lower local tax burdens. Which city has the lowest overall local tax burden? According to Florida Realtors, Palm Bay. An average property tax rate in 2017 was $625 per $100,000 in home value. So, for a $250,000 home in Palm Bay, the annual property tax bill is only about $1,562. Which was the highest? West Palm Beach. In 2017, the average property tax rate in West Palm Beach was about $1,203 per $100,000 in home value. Based on the average rate, the annual property tax on our hypothetical couple’s $250,000 home in the city would be about $3,008. With a population of just over 105,146, Davie has an estimated annual local tax of about $4,292. The 2017 average property tax rate in Davie was $1,081 per $100,000 of property value, which is among the 10 highest rates on our list. That puts the annual property tax bill for a $250,000 home in the city at right around $2,704. The total state and local sales tax rate in Davie is 7% (second-lowest in the rankings). The city’s combined state and local gas tax is imposed at the highest rate – 38.025 cents per gallon. Davie imposes a 10% public service tax on electricity; however, there are no local public service taxes on water. Most who sell in the higher-priced counties in South Florida, purchase in some of the lesser-priced and lesser taxed areas of the state. As winter sets in on our neighbors to the north, you will be happy that you relocated to Florida. However, most Florida homeowners have accumulated equity. Beware of the Sippy Cup BY DR. ALON GROSMAN

M

any parents have been educated early in regards to the potential hazards in the misuse of baby bottles. As bottles are used for infants/babies, they usually contain milk or formula. Parents are now being educated against putting their child down with a bottle for fear of contributing to early childhood caries (ECC). In fact, the occurrence of multiple cavities at this young age, ECC, was for a long time referred to as “baby bottle cavities”. Parents have also been instructed to wean their child off of the bottle as their child approached the toddler years. In comes the “sippy cup”. It is not a bottle. It is spill proof. It is perfect for travel, prevents spills, and kids seem to keep quieter longer when they have them. It is perfect for use… and misuse. The problem is that functionally, the use of the sippy cup creates the same exposure to sugary beverages as the bottle. The use of both bottles and sippy cups necessitate an extension forward of the tongue with a simultaneous retraction of the cheeks. This action causes an exposure of the front teeth to liquid while at the same time removes the natural cleansing effect of the saliva and

tongue. When the liquid is milk or juice, the result is an increased likelihood of developing cavities. The importance of this is highlighted by the 10 % rise in occurrence of cavities in 2-5 year olds in this decade vs. last. The following are sippy cup tips recommended by the America Association of Pediatric Dentistry: 1. Use sippy cups as they were intended, as a transitional tool from bottle to cup. They therefore should not be used for extended periods of time. 2. Sippy cups should be filled with juice or milk for meals only. 3. A child should not be using a sippy cup for bedtime or naps, unless filled with water. 4. Diluting juice does not significantly reduce the cavity causing ability of the juice Whether it is potty training, removal of a pacifier, or discontinuing the use of a bottle, transitioning our children can be an extremely challenging part of parenting. It is our opinion, that patience and consistency are the keys to success. In terms of the transition from the bottle, we highly recommend creating a routine that promotes the drinking of water. Juices and milk should be saved for meal times only. Getting your child used to this early will surely help reduce the need for avoidable dental treatment. BY SHERIFF GREGORY TONY t the Broward Sheriff’s Office, we’ve come so far since the first African American, Deputy James Primous, joined the ranks in 1951. We’ve made great strides in diversifying the agency at every level to reflect Broward’s vibrant melting pot. As a person who has experienced inequality firsthand, I understand the importance of diversity in public safety. In order to serve Broward citizens to the best of our abilities, we must mirror our communities. Failure to do so — a problem public safety agencies have historically faced — often leads to avoidable consequences, including a lack of understanding, communication and, ultimately, distrust. I believe what makes us different as individuals make us more complete as a whole. And I am committed to making our entire agency more reflective of Broward County. I have increased the hiring of minority deputies and firefighters, two areas where minorities have been underrepresented in the past. Today, more than 60 percent of the agency is comprised of minorities — greater than the percentage of Broward as a whole. More than 40 percent are African American; in addition, nearly 20 percent are Hispanic. BSO also proudly employs many strong, dedicated women — who have made up more than half of our recent promotions — and people from a diverse set of religious beliefs and sexual orientations throughout the agency. We’re accomplishing all this through a variety of means, from greater outreach to communities that have been underrepresented in the past to the creation of new initiatives, mentorship and scholarship programs that reach our youth and promote careers in public safety. BSO now has the most diverse command staff in the agency’s 104-year history. Recently, I had the distinct honor of promoting Colonel Nichole Anderson as the first African American and the first woman to serve as undersheriff in the agency. I have also had the pleasure of naming BSO’s first two colonels of Cuban descent, Colonel Oscar Llerena and Colonel James Reyes. Make no mistake, however. These leaders are not in their positions because of the color of their skin, gender, religion or sexual identity. They were promoted because of their qualifications. Collectively, they have devoted decades of selfless and dignified service to BSO and the citizens of this great county. When I became sheriff, I promised to do what was best for the agency and bring forth the best personnel to keep our communities safe. We have so many talented people in this agency, and so many are worthy of positions of leadership. What I have done is simply level the playing field for everyone and provide qualified individuals an opportunity to rise to the top. As always, we are looking for good men and women to join our team. Davie Update BY MAYOR JUDY PAUL he following is an excerpt from the town’s budget presentation which was passed on Sept 18. “The Town of Davie strives to involve many different stakeholders in the budget development process, including the citizens, local businesses, Town Council, advisory committees and Town staff. The Town officially began the Fiscal Year 2020 Annual Budget process on March 7, 2019 with the Budget kickoff for all of the Town’s departments and divisions. On March 8, 2019, a Management Retreat was held for key departmental staff and Town Administration. Two weeks later, on March 22, 2019, the Town Council conducted its annual Vision and Goal Setting Session at which it affirmed the strategic plan and budget priorities for Fiscal Year 2020. Town Administration conducted three Employee Budget Sessions with Town employees to discuss the Town’s financial standing and to solicit feedback pertaining to the Fiscal Year 2020 Operating Budget. The Town additionally conducted one Community Forum in May 2019. The forum focused on various projects throughout the Town, priorities, the Town’s current financial position, and the projected budget outlook for Fiscal Year 2020. The Town Council held a Budget Workshop on July 31, 2019 as well as the Fiscal Year 2020 Capital Improvements Program Workshop. Town Council subsequently approved the proposed millage rates and preliminary special assessment rates to be placed on the Truth in Millage (TRIM) Notices that would be sent to all property owners by the Broward County Property Appraiser in August. The Fiscal Year 2020 Budget and associated millage rates were considered by the Town Council during two public hearings on September 5, 2019 and September 18, 2019. The Fiscal Year 2020 Operating Budget incorporates an operating millage rate of 5.6270, which is unchanged from Fiscal Year 2019. Budgeted property tax revenues (ad valorem operating) in the General Fund, however, will increase by approximately $3.4 million due to new construction and improved property values. According to the July 1, 2019 Certification of Taxable Value provided by the Broward County Property Appraiser’s Office, the Town of Davie experienced a 7.44% increase in gross taxable value for Fiscal Year 2020. This equates to a gross taxable value of $10.3 billion as of July 1, 2019, compared to the final taxable value of $9.6 billion for the prior year. The Town’s voted debt ad valorem millage rate is assessed equal to the rate required to generate sufficient revenues to pay debt service on the Town’s voter‐approved general obligation (GO) bonds. In Fiscal Year 2020 the voted debt millage rate will decrease to .2853 mils from .3851 mils assessed in Fiscal Year 2019. Fiscal Year 2020 will be the fifth consecutive year the Town’s voted debt millage rate will decrease, which directly results in a savings to Davie property owners. The primary reasons for the decreased millage rate in Fiscal Year 2020 is the completion of the 1999 GO Bonds (Parks and Recreation) and the Town’s higher taxable value. During Fiscal Year 2018, a significant need was identified to begin replacing multiple aging fire apparatuses. In order to generate enough funding to replace a fire engine, approximately $600k was required. Consequently, Fire Protection Assessment rates increased approximately 5% in Fiscal Year 2019. Fire Protection Assessment rates for Fiscal Year 2020 will remain unchanged and allow for the replacement of a second fire engine. “ PLEASE!!!!
