I
t is hard to reflect on the past year without a bit of shock and awe. The year began with Democratic Party presidential candidates debating which health plan is better, while South Florida hosted the NFL’s Super Bowl. The year’s final month will be our ninth consecutive enduring a pandemic. There is uncertainty if the NCAA’s football championship, planned to be played in the same stadium as the Super Bowl, will even allow spectators. To say it has been quite a year is an understatement. More than 250,000 Americans have died from COVID-19 related illnesses, including more than 17,000 Floridians. We have continued a troubling trend away from ideological politics toward conflict-infused, identity politics. As of this writing, firefighters on the west coast continue to battle massive wildfires; COVID-19 infections continue to increase. We mourn the loss of some of America’s most impactful people, including Justice Ruth Bader Ginsburg, basketballer Kobe Bryant, actor Chadwick Boseman, singer Kenny Rogers, Jeopardy host Alex Trebek and Miami’s own, Don Shula. Amidst all of this doom and gloom, however, it’s helpful to look forward. Several pharmaceutical companies from across the globe are in the final stages of vaccine clinical trials. New platforms like TicToc have enabled young, creative people access to an audience like never before, and progress to stem the effects of climate change is finally being made. So, this New Year’s Eve, raise a glass of champagne, to the year that was, but to the year that will be. Here is to a better 2021! Sincerely,

ello, December! It’s time to say goodbye to the ghosts, goblins, turkeys, pumpkin spiced lattes, and the election. Although everyone may be in a ‘holidaze’ this year as we are still struggling with a global pandemic, the holiday season is upon us. Not all activities are in full swing, but there are still a few great and safe happenings to enjoy with your loved ones. Fortunately, Gulfstream Park’s annual ‘Symphony of Lights’ Holiday Extravaganza will shine some light on the darkness cast this year. Ongoing throughout the month, a dazzling display of over 250,000 thousand lights will illuminate the open-air village. All LED lights will be choreographed to the sounds of the Trans-Siberian Orchestra and other popular artists to usher in the holiday spirit. Additionally, a 15-minute light show will begin at the top of every hour from 6:00 pm -11:00 pm. The free event will run through December 31st and is definitely worth a visit. For those missing live events, The Casino at Dania Beach is bringing an exciting line-up of cover bands during the holiday month. Showtimes are Saturdays at 8:00 pm. December 5th Majesty of Rock – The Music of Journey & Styx, December 19th Completely Unchained – the Music of Van Halen, and December 26th, H2O – The Music of Hall and Oats.

A
topic commonly discussed on multiple platforms these days is “happiness”. From yoga classes and meditation to wellness coaches and adult coloring classes, unique therapeutic methods and approaches are being introduced to all ages all over the country and all around the world in an effort to promote positive mental health. Two in a half years ago, Driftwood Middle School teacher Linda Gancitano sat down with Broward County Public Schools (BCPS) Superintendent Robert W. Runcie to figure out how to bring positive psychology tools into the classroom after the tragic Marjory Stoneman Douglas shooting. Together the esteemed educators came up with a happiness course. Unbeknownst to the award-winning teacher, this type of program existed at Harvard University. Positive Psychology 1504, taught by Professor Tal BenShahar Ph. D., happened to be the most popular course at the Ivy League university. The course’s focus happened to be on the psychological aspects of life fulfillment and examined empathy, friendship, love, achievement, creativity, spirituality, happiness, and humor. Gancitano linked in with the astute professor and he agreed to assist with writing the curriculum for Broward County Schools. He also asked if she would like to take the course. Without hesitation, she happily accepted the invitation. She then introduced him to the Mindful Initiative Committee in Broward County, and they presented it to the school board. As part of BCPS strategic goal of providing safe and supportive learning environments for students, the District agreed to implement this new program that utilizes the research-backed science of positive
psychology to teach children happiness skills as part of the class curriculum in three of their schools. The three-year pilot is being launched at Driftwood Elementary School, Driftwood Middle School, and Hollywood Hills High School. Each of these Hollywood schools happen to offer the District’s Health and Wellness Magnet Program. Currently, twenty-five Driftwood Middle School teachers volunteered and trained for the virtual course to learn how to deliver happiness instruction to their students. The Happier School Program, by the Happiness Studies Academy, is a comprehensive, multi-year educational intervention program that utilizes tools and strategies to teach students how to find a sense of purpose, take care of their physical wellbeing, grow from failure and hardship, nurture healthy relationships, as well as how to deal with difficult emotions and cultivate productive ones. These skills and abilities will contribute to students’ overall wellbeing. “Now more than ever, it is important for our students, families and teachers to have the tools and techniques to help them find happiness in the midst of the struggles our world is facing,” said BCPS Superintendent Robert W. Runcie. “Our District is the first in the nation to make this program available to students as part of our ongoing Mindfulness
Initiative, further reaffirming our commitment to the emotional wellbeing of our children.” The teachers who participate have learned how to integrate the program’s five principles into their current classroom curriculum by utilizing its acronym SPIRE: Spiritual, Physical, Intellectual, Relational, and Emotional. Each carry different components which teach students about a variety of tools such as being curiosity learners, having a growth mindset, feeling emotion, getting out in nature, trying new things, and mediation. “As soon as we become mindful of what we are thinking and feeling, now we have a choice when most of us walk around unconscious not knowing. But, just by being aware, life can become a lot better,” exclaimed the thirty-year veteran teacher. Student Angelina M. King said, “It has inspired me by showing me to believe in myself and to not give up.” Research shows the expected results include improved relationships among children and adults; stronger immune systems and improved physical health; higher levels of creativity, productivity and engagement; better overall performance in school and later in life; lower rates of violence, bullying, depression and anxiety; and higher levels of resilience and self-confidence. “All parents want all kids to be happy. They all want them to have positive psychology tools. Where can they get those tools? Where else is that taught? Typically, not in middle school,” added Gancitano. 4 generations seems like a very long-standing funeral tradition in your family. Tell me more about that please. The original Panciera Memorial Home was founded in Rhode Island by Mark’s grandfather in 1932 and then migrated to Hollywood in 1962 where Mark worked with his father before expanding the business with the Boyds. Don and Kathy Boyd began their business in the late ‘50’s in Hollywood as well and then grew it with their sons Larry and Patrick in Pembroke Pines. We are so proud of that tradition and now we have the fabulous fortune to usher in the 4th generation of caregivers with Mark Anthony. Reading with Runcie! By Beverly Perkins
T
o celebrate literacy, Superintendent Robert W. Runcie participated in this year’s Read for the Record® campaign. The largest shared reading experience encourages millions of adults and children all over the world to participate in the annual event which brings attention to high-quality early education. The same book is to be read on the same day in an attempt to break The Guinness Book of World Records. Regardless of size, the global event is held in big cities, small towns, and anywhere that children are learning. As always, the enthusiastic Superintendent was delighted to share this year’s chosen book, Evelyn Del Rey is Moving Away, by Meg Medina to pre-K students at the Gulfstream Early Learning Center.
The 4-year-old students at the school eagerly greeted their special morning visitor as he sat down to share the Newbery Medalist’s bittersweet story of two girls who will always be best friends even though one is moving away. “It’s a beautiful story of friendship, connection, and love which is ideal for our young learners,” explained Dr. Lori Canning, Executive Director of Early Learning Language Acquisition, BCPS. Superintendent Runcie started the book presentation by showing the front cover before delving into the story where he helped the youngsters make connections. The excited preschoolers were extremely engaged and listening closely to everything he was saying. Some inquisitive little ones asked questions
while others gave comments. Finally, Runcie closed the book and asked the children, “What does it mean to be a friend?” Before departing, he went to the white board to show that his name has a hidden word in it. This made the preschoolers giggle and could not be a more perfect way to wrap the morning’s storytime. BCPS has participated in Jumpstart’s Read for the Record® since its inception 14 years ago and was honored as its Read for the Record® District of the Year in 2019. School Board members, local leaders, and representatives from professional sports teams, local businesses, organizations, libraries, and others also participated by serving as virtual guest readers at schools across the District. In addition, through a partnership between BCPS, Children’s Services Council of Broward County and multiple Broward County early childhood stakeholders, a copy of Evelyn Del Rey is Moving Away was provided to each pre-K and kindergarten child in Broward County, totaling 40,000 books for 40,000 children. The books will be distributed this spring through schools and early childcare providers.

Hollywood Passes Ordinance to Reduce Single-Use Plastics City Ordinance Includes a Ban on Intentional Balloon Release

he city of Hollywood took action to reduce plastic pollution by unanimously passing an ordinance prohibiting the use of polystyrene and single-use plastic food-service products by city vendors, as well as the use of these plastic products on city property. The ordinance prohibits the use of single-use plastic products, such as water bottles, utensils, cups and plates, and expanded polystyrene foam coolers in places like city parks, city facilities and the beach. Included in this ordinance is a ban on intentional balloon releases. The plastic pollution crisis requires bold and meaningful action. An estimated 17.6 billion pounds of plastic leaks into the marine environment from land-based sources every year — this is roughly equivalent to dumping a garbage truck full of plastic into the oceans every minute. Plastics last for years in the ocean, breaking up into smaller and smaller pieces. These have been found in every part of the food chain, including the seafood we eat.
Oceana applauds Hollywood’s ordinance to reduce unnecessary single-use plastic food service products and ban balloon releases. Hollywood residents were concerned when they saw that visitors were bringing balloons to the beach and releasing them into the environment. THE DONOWAY CENTER NEW HOPE FOR PANCREATIC CANCER PATIENTS Patients diagnosed with Pancreatic Cancer have few treatment options. However, a new procedure called Irreversible Electroporation or IRE for short has changed that for many patients who are seeing a doubling and tripling of their life expectancies. Dr. Robert Donoway, who has one of the largest International experiences for performing this procedure on the pancreas and liver is a Hollywood based, Sloan Kettering trained Pancreatic Surgical Oncologist, and former medical director of two of the local cancer programs remains among a very small handful of Pancreatic surgeons who perform the procedure which is done in the operating room as an outpatient.

During the procedure, Dr. Donoway places fine needle probes under direct ultrasound guidance into and around the pancreatic tumor while carefully avoiding critical structures. High voltage current up to 3000 volts is then delivered in 90-microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The pulses destroy the cancer cell membranes which then causes the tumor to die and be absorbed by the body. The average procedure lasts approximately 1-2 hours and the patients may be discharged the following day. A brief recovery means the patient can start chemotherapy and radiation that much sooner. Dr. Donoway is participating in several clinical studies identifying the best chemotherapy and immunotherapies to be used along with IRE. Dr. Donoway states, “The results so far have been very encouraging and we have begun using it for other select cancers. The longest survivors are now out over 5 years and without evidence of cancer recurrence. BCPS School Choice Applications Accepted Through February 8th By Jon Duka

chool-aged children living in Broward County are assigned to a school based on their home address and grade level. Parents can, however, apply for their child to attend a school other than the one their child is assigned school. The period where parents can apply for their child to attend a different school, or the school choice application window, opens on December 1 and will be closed on February 8.

School Choice By state law, students may apply to attend any public school that has not reached capacity, regardless of their home address. To determine which schools are accepting applications, Broward County Public Schools (BCPS) reviews enrollment data and projected students. Parents may request a school that is accepting applications by completing a School Choice Application during the application window. School Choice Applications are awarded using a computerized random selection process. If more seats at a school become available during the School Choice process, additional selections from the application pool will be made. There is no guarantee that a child’s application will be granted. How To Apply There are three alternative options available for families. These options include Magnet Programs, Nova Schools, or a reassignment school. Parents can submit one application for each option per child. Applications must be submitted on BCPS’ website prior to February 8. Parents will be notified if their child was selected
on March 11, 2021. If selected, they must contact their child’s new school and enroll by March 19 or that seat will be vacated. If a child’s application was not awarded, parents can apply for another School Choice option or remain in that school’s applicant pool and register the child at his/her assigned school.

Holiday Stress? Get Your Family Through in a Breeze By Molly Brousseau

he holidays are here and that brings happiness, cheer, and increased family stress. This year in particular may be extra hard on families as they plan their socially distant holiday parties and buying gifts on a tight budget. Here are a few tips on how to skate through this holiday season without losing the little sanity we may have left! First, get rid of expectations and try to relax. Children mimic the behaviors and the attitudes of their parents, so modeling to your children how we

handle stressful situations is particularly important during these times. Psychology Today mentions creating “happy moments” to help prevent the increase in negative behaviors. This can be done by simply spending 5 minutes of “special time” with your child, doing something they love, and giving lots of positive attention. Make sure to talk to your children about new rules or changes in their normal routine before they encounter new situations. Open conversations help ease transitions and reduce stress for the whole family. It is important to be flexible, especially during these uncertain times, things change, so make sure to have a plan B. Take the focus off of gift-giving. Now is a great time to teach your children the importance of giving gifts during the holidays. Whether it’s making something for a children’s hospital, or writing cards for the elderly, many organizations are available to help give to the less fortunate during the
holiday season. Handmade gifts are a great alternative to storebought and can also be a great teaching tool. Having a child think up and plan a gift helps with creativity and imagination. Taking your child to the craft store and letting them pick out the materials gives them their own sense of independence. Great ideas for homemade gifts include hand-painted tote bags, oven mitts, or decorated picture frames with a family picture inside. Baking around the holidays is another great way to bring the family together and can also double as a fun and easy gift. Start a new tradition of baking cookies or creating hot cocoa kits to give to loved ones or service providers (our amazon workers need treats too). December edition of OUR CITY. What a year 2020 has turned out to be. The COVID-19 pandemic began impacting our lives in March, and while it looked like we had turned the corner in September with reduced numbers of daily cases and a lower percent of positive results, as of this writing, community transmission is on the rise again and every aspect of our lives; work, school, family, travel and health, continues to be impacted. In this regard, and because health is the most important thing we have, I’d like to quickly thank everyone for continuing to do your part to follow the safety measures that medical professionals say make all the difference: wearing a mask, keeping 6 feet physical distance from others and washing your hands often. I know you’ve heard this ad nauseum, but I feel that until this pandemic is behind us, it has to continue to be said. 2020 has also been a stand-out year for us in terms of rainfall. Our area has received over 86 inches of rain so far this year. That is 29 inches more than normal values and almost double the 46 inches of rainfall in 2019. Not only has 2020 been an incredibly rainy year, but it’s also been a record year for the Atlantic hurricane season in terms of the number of named storms (28 so far). Hurricane season ends November 30, and though we were fortunate to avoid (at least so far) a strong windstorm, Tropical Storm Eta did bring a record deluge of rain after an already drenched October. City governments will always face challenges. How we respond to them is what makes the difference. With the pandemic, we will continue to act responsibly to protect the public’s physical health, while always understanding the simultaneous need to protect our city’s economic health. With climate change impacting our weather and sea levels, we are embarking on resiliency projects that will improve our stormwater systems and shoreline defenses so that our community can reduce the increasing interruption these phenomena cause in our daily lives. With both of these challenges, participation of our county, state and federal partners is key to achieving successful results, and as mayor, I look forward to continuing to foster the relationships we have at all levels of government for the betterment of our city. On that note, I’d like to offer congratulations to State Representative Marie Woodson, a proud Hollywood resident who was elected to join State Representatives Evan Jenne and Joe Geller in representing districts that include Hollywood in Tallahassee. Members of Congress Debbie Wasserman Shultz and Frederica Wilson were reelected to represent us in the U.S. House, and County Commissioners Beam Furr and Tim Ryan continue to serve us well at the county level. Best wishes and congratulations also to Hollywood resident Debra Hixon, who was elected to a countywide seat on the Broward County School Board. At the city level, I was honored to be reelected without opposition to serve as mayor through 2024. City Commissioner Linda Sherwood was reelected in District 6, and Commissioners Adam Gruber (District 4) and Linda Hill Anderson (District 2) were newly elected to join our City Commission and we welcome and look forward to serving with them. he PPP was born in a flash — the U.S. Small Business Administration (SBA) and Treasury launched the program in only a week — and forged in a flurry of interim final rules and frequently asked questions (FAQs). That guidance often raised more questions, and many small businesses relied on CPAs to help chart a safe path through the chaos. The program stopped accepting new applications on Aug. 8 after funding more than 5.2 million loans for a total of $525 billion. Nearly two months later, small businesses that received PPP funding rely heavily on accountants to guide them through seeking forgiveness for the loans while keeping an eye on potential additional funding from the federal government. Borrowers who wish to apply for forgiveness and release the burden of their PPP loan are pressuring CPAs to help them move forward with the process. But, as has been the case since the beginning, much uncertainly still surrounds the PPP. Two of the biggest areas of uncertainty remaining with PPP forgiveness are the following:

Deductibility of expenses
Forgiven PPP loans are not taxable income, but the IRS declared that no tax deduction is allowed for an expense that is otherwise deductible if the payment of the expense results in forgiveness of a PPP-covered loan. The position is that allowing the deductibility of expenses paid with PPP funds would result in a double-dipping scenario. Given the severity of the pandemic’s impact on U.S. businesses, the tax professionals believe that Congress intended PPP expenses to be deductible. Lawmakers from both parties have voiced support for this position, but that has not yet translated into congressional action.
Blanket forgiveness
Most PPP loans were for $150,000 or less. Because the PPP loan forgiveness process can be tedious, members of Congress have proposed legislation that would allow for a much simpler process of streamlined forgiveness for loans under a certain amount. The commonly discussed threshold is loans of $150,000 and below, but that could change, and there’s a possibility that blanket forgiveness won’t ever be granted. In an ideal scenario, borrowers won’t file for loan forgiveness until the questions surrounding tax-deductibility and automatic forgiveness are resolved. Of course, we have no idea when that will be, which leads us to…
PPP loan forgiveness
Borrowers eager to get PPP loans forgiven may want to know the deadline for forgiveness applications and whether they can submit applications early. If they are a co-owner in the company where they work, they may also want to know if they are subject to the stricter PPP compensation replacement calculations for owner-employees.
Forgiveness application due date
There is no defined deadline for borrowers submitting the forgiveness application, but borrower payments will be required 10 months after the end of the covered period as explained in FAQ No. 3 of the PPP Loan Forgiveness FAQs. Early applications for loan forgiveness are permitted, but there’s a catch: An eight- or 24-week covered period will still apply. The PPP Flexibility Act, P.L. 116-142, signed into law June 5 extended the covered period from eight weeks to 24 weeks. For loans funded before June 5, 2020, borrowers can choose to keep the eight-week covered period or move to the 24-week period.
