Caught-up in the 2014 Soccer World Cup?
T
his month , athletes from around the world
are fiercely competing for the crown in the world of soccer, the FIFA Soccer World Cup. While the competition on the field is often aggressive, these international athletes also demonstrate that our world is united in many things despite our different cultures, nationalities and backgrounds. My own family is very much into sports, specifically soccer. Like many of our readers, we have an international background and have several national teams to cheer for all at the same time. There’s never a dull moment for us while the World Cup is on. Summer is a great opportunity to spend quality time with family and friends. So let’s turn off the smartphones, disconnect from the internet, and instead spend time together watching the World Cup spectacle unfold or simply spending a day at the beach, visiting the Everglades, reading a book, playing a board game, going to the movies, splashing in the pool or just chilling out in the backyard. These quality moments together are what we and our children will remember for some time to come -- and a victory for your favorite soccer team wouldn’t be so bad either. Have a great summer! Sincerely,
Sven Budzisch Publisher/Owner

Chris Stormont, Certified US Chess Federation Tournament Director, will be leading the free, timed tournaments for ages 6 to 18. A computerized program will match players throughout the tournament. Since is it is not single elimination, participants will continue to play even after they lose. All players will receive a medal and the top three winners will receive a trophy. “The chess tournaments bring together kids with like interests,” said Teen Services Librarian Lynn Morrison, who runs the chess program. “Chess is a wonderful game that dates back thousands of years. Seniors Test Their Spelling Abilities By Debby Teich

Spelling Bee winners include (l to r): 1st Place - Edward Ricardi; 2nd Place - Marvin Rose; and 3rd Place - Mary Stephens.
he tension was high during the 4th Annual S enior S pelling
Bee, hosted by the City of Pembroke Pines Southwest Focal Point Community Center. Twelve seniors were asked to spell words that would make a college English professor proud. Edward Ricardi was declared the winner after he spelled “gossipmonger” correctly. Marvin Rose won second place and Mary Stephens won third place. The brave seniors sat quietly on the stage. When their names were called, they proceeded to the microphone. The spelling bee words were randomly selected. Once the contestants misspelled a word they were eliminated. The list began with level one words and increased in difficulty. Some of the words included: coonskin,
appertain, ayatollah, umbrage, ecocatastrophe, euphemism, lutestring and sternutation. In round four, seven contestants were eliminated after they misspelled the word “appertain.” Jay Shechter, Director of Community Services and Housing, introduced the moderators/judges, Diane Shawcross and Lauren Wachstetter. The announcer was visiting professor Christie Daniels from Michigan State. Suzie Felix read the rules and escorted contestants to the microphone. The Spanish Senior Spelling Bee will be held on September 16. The Southwest Focal Point Community Center is located at 301 NW 103rd Avenue in Pembroke Pines. in a city that does such a nice job of recognizing its Veterans.” It is not a coincidence that the ceremony was held at Donnith H. Fletcher Park. On June 30, 1970, at the close of the Vietnam War, Donnith H. Fletcher and seven other soldiers were aboard helicopters which were shot down. Fletcher received a posthumous Purple Heart. Donnith was the first Pembroke Pines resident to die in the war and city officials made sure he would be remembered. In 1971, they named the ball fields and park near Johnson Street and University Drive after him. For information, call 954-435-6525 or visit www.ppines.com.

three years old when he began to develop a passion for baseball. After years of dedication and hard work, the Pembroke Pines native is well on his way to achieving his dream of becoming a Hall-of-Fame player. During the MLB draft last month, the San Francisco Giants selected Garcia to be their catcher in the second round with the 52nd-overall pick. “When I was younger, my father told me that if I had a dream of becoming something I had to be really specific about it,” said Garcia. “This would allow me to see my dream. He immediately asked me what I wanted to do. I told him I wanted to play Major League Baseball for the St. Louis Cardinals and I wanted my locker next to Albert Pujols’. I don’t remember how old I was, but I’ll never forget that story because it gave me a vision. I didn’t have a plan at the time and I had no idea how I would get there, but I had a vision for myself that no one could take away.” Garcia grew up in the Pembroke Pines Charter School System, where he attended school from 5th to 12th grade. Pembroke Pines Elementary Students Visit Publix By Debby Teich

walk down the aisles at Publix, they now have a better understanding of what it takes to get the food on the shelves. They recently took a field trip to Publix, as part of KAPOW (Kids and the Power of Work). “KAPOW helps to connect a student’s classroom learning to their future in the work place,” said Dr. Barbara Sibble, whose third grade class has been participating in the program. KAPOW is a national network of business and elementary school partnerships which introduce students to career awareness through seven one-hour professionally designed lessons taught by business volunteers in the classroom. The lessons help students discover different jobs, what it takes to do them, and how to be successful in work and life. Throughout the school year, Publix store manager James Gooze, along with customer service members Lacey Duncan and Katie Duncan, met with students in Sibble’s classes to teach them about the importance of community involvement, leadership, communication and teamwork. They used hands-on fun activities to involve the children and keep them interested. For the last lesson, the students took a field trip to the Cooper City Commons Publix to see where they work. Jessney Burch’s 2nd grade class joined them. “The students learned about 12 different jobs in the store,” said Gooze. “The department managers explained what they do and the kids had an opportunity to try many of the jobs.” After learning how to make bread and cake, the students got to use some of the same tools to decorate cookies. They worked in the check-out line and counted money. They learned about the store’s recycling program. They visited the meat and produce departments. They built store displays and stocked shelves, and much more. “The kids had a great time on the field trip and learned a lot,” said Sibble. “Some of them said they might even be interested in working for Publix one day. KAPOW is helping them develop the skills they need in order to be successful in any career.” KAPOW is always looking for businesses or individual volunteers interested in participating in the program. “Volunteers have the ability to change a young person’s life forever in only seven hours,” said John Casbarro, who coordinates KAPOW in South Florida. For information about volunteering, or your school or business becoming a KAPOW partner, visit www.kapowlfs.org or send an email to john.casbarro@gmail.com.

Renaissance Charter School Opens in Pembroke Pines By Debby Teich
R
enaissance Charter Schools , I nc . is
opening a new school in Pembroke Pines: Renaissance Charter School at Pines. This year, the school will serve students in grades K-7, with 8th grade added next year. “We are very excited to be able to provide another school choice for students in Pembroke Pines and the surrounding area,” said Principal Daniel Verdier, who has more than 14 years of experience in the education field. Prior to this position, he served as founding principal of Renaissance Charter School at Cooper City. “There is an extremely high demand for high quality educational options in this area.” The tuition-free public charter school is open to all school age students who reside in Broward County. Although enrollment ended last month, the school is still accepting applications for all grades. Names will be kept on waiting lists in case someone Principal Daniel Verdier decides not to attend after they have been offered a seat. The school is located in the former Kmart building, 10501 Pines Boulevard. There is a large indoor gymnasium and play area, as well as a secure outdoor playground. It has the latest security technology, including double entry doors and a background check system. The rooms are spacious and will be adapted based on the needs of the students. There is a fully-equipped music and art room, as well as two computer labs and science labs. Students will have personal devices to use in school and teachers will employ the latest practices in technology.
Each child will have a personal learning plan. In the beginning of the year, students, parents and teachers will collaborate to set learning goals for the child. Once those goals are set, they will be revisited and sometimes altered throughout the year to assure the highest level of learning possible for the child. If a child is weak in a certain area, the child will be assigned work to help strengthen those weaknesses. If a child is strong in a certain area, the student will be challenged to reach higher. Parents will play a very important role in the schools. They are required to commit to volunteer hours each year for the school to help foster closer relationships and ensure a more secure learning environment. “Research has shown that students perform better when the adults in their lives are involved in their education,” said Verdier. PPCES - FSU Campus Students Get a Lesson in Running a Recreation Facility By Debby Teich

Lakes Golf and Racquet Club are there for fun and relaxation. Second grade students from the Pembroke Pines Charter School Florida State University Campus, however, recently saw a different side of the club. After participating in KAPOW (Kids and the Power of Work program), they have a better understanding of what it takes to run a recreation facility. KAPOW, a national network of business and elementary school partnerships, organizes yearlong programs that are designed to connect a student’s classroom learning to their future in the work place. Mentors visit the classroom throughout the year to help the students discover different jobs, what it takes to do them, and how to be successful in work and life. The students learn about work place ethics, good and bad work habits, teamwork, communication and more. The program culminates with a field trip to the mentor’s work place. This year, the students were paired with Kathleen Kuebler, who supervises the city’s tennis programs and coordinates the Golf and Tennis Summer Camp at the Pembroke Lakes Racquet Club. Tennis Pros Gerri Braxton and Juan Continho taught the kids some tennis drills that involved footwork and serving. Golf Pro Harry Parker worked with them on golf skills and putting techniques. “Our time together provided a different type of work place visit,” said Kuebler. “The students had a lot of fun, while they learned about working in Recreation.”

come upon situations which require us to make decisions. Sometimes these decisions can be minor in nature and other times they can be somewhat more complex. None of them compares to the decision a person has to make in deciding if they should pursue a divorce from their spouse. I hear these questions almost every day from either prospective or existing clients; “Should I stay married or get a divorce?”; “Should I accept this deal or go to trial?”; “What
should I do?” Unfortunately, divorce attorneys don’t always have the answers. I can certainly advise a client based upon my 35 plus years of experience, but in reality the decision must always be that of the client. When I meet with a prospective new client who is considering a divorce, I am often asked for my opinion as to what he or she should do. I explain that I do not ever encourage an individual to get divorced, but obviously sometimes that is in fact their best option. It is however, a very personal decision that he or she must

make based upon all the factors involved. I can advise a person as to the law and how his or her case will probably get resolved. I say “probably,” because when there are two parties involved, it is impossible to predict what the other party will be seeking. I often explain to a client that no matter how reasonable they may be, the process will also depend upon the reasonableness of their spouse. So I am asked, “What should I do?” I tell them that it is their decision and they will know when it is time to make that decision. I have had individuals return to retain my services one or even two years after their initial consultation. It took that long to be able to answer the question, “What should I do?” Once the process has begun, I am also often asked “What should I do?” when faced with the decision to either enter into a marital settlement agreement or proceed to trial. Once again, I can advise them based upon the law and my experience, but no attorney can ever guarantee a particular result if the case goes to trial. Often times, the agreement is extremely fair and equitable and, as such, I advise my client that it is a good deal for them and they should certainly consider it. If the offer is equal to “their worst day in court,” then the decision is also fairly easy. Why settle a case when you will probably get better results from a judge? Of course the usual reason is financial, since it may cost more money to go to trial than to settle. We sometimes have clients who disregard our advice and accept a “deal” that may not be the best that they can receive. Of course, it is ultimately their decision. So, in reality the person who can best answer the question “What should I do?” is the client. Of course, I can only hope that decision is made after they consider my advice. The law firm of Evan H. Baron and Associates is located at 1655 North Commerce Parkway, Suite 201, in Weston. For information or a free consultation, call 954-385-9160.

Protect Yourself from the Sun By Charles A. Messa, III, M.D., F.A.C.S.
A
s the summer sun heats up in South Florida , it ’ s
important to protect your skin as much as possible. A sunburn can be extremely painful, but is far from the greatest risk of sun exposure. The harmful UVA and UVB rays from sun exposure accelerate the aging process in the skin resulting in hyperpigmentation, increased wrinkles, and most importantly, increased incidence of skin cancer. Skin cancer is the most common cancer, with more cases diagnosed each year in the United States than all other cancers combined. There are some misconceptions regarding sun exposure and skin cancer. ▸▸ You can’t get a sunburn on a cloudy day. Clouds only block some of the harmful ultraviolet rays, so a sunburn is still possible. ▸▸ You can’t get skin cancer where the sun doesn’t shine. Skin cancer can appear anywhere on the body, including the hands and feet. ▸▸ Skin cancer only affects lightskinned people. Those who are fair are at increased risk, but anyone can get skin cancer. ▸▸ Using a tanning bed occasionally is safe. The United States Department of Health and Human Services and the World Health Organization have classified a tanning bed as a carcinogen. Research suggests that even one session may increase the risk of developing skin cancer. Some sun exposure is essential to Vitamin D metabolism; however, excessive exposure or unprotected exposure can be very harmful. Sunscreen is the obvious first step in protecting your skin. Broad spectrum is best. The FDA requires sunscreen manufacturers to prove that sunscreens protect against ultraviolet B (UVB) rays, which are the primary cause of sunburn as well as Ultraviolet A (UVA) rays, which can cause premature aging of the skin. Both types of rays have been associated with the development of skin cancer. Choose SPF, or sun protective factor, of 15 or greater. This number system is a measure of how effective a sunscreen is at blocking UVB rays. It reveals how much longer you can remain in the sun safely with sunscreen on, as compared to being in the sun with no sunscreen. Application is also important. Your sunscreen must be applied in adequate amounts to achieve the SPF rating on the label. Most individuals don’t apply enough sunscreen. The recommended amount is 2 mg/cm², which translates to using 1 fluid ounce for an average adult – roughly 1 shot glass or 2 tablespoons worth of sunscreen for face and body. Patients who are concerned about obtaining enough sun exposure to make Vitamin D should be aware that current research indicates that 15 minutes of unprotected sun exposure to the mid-day sun, 3 times a week is sufficient to synthesize enough Vitamin D to meet our body’s needs. You should apply sunscreen to dry skin at least 15 minutes, ideally 30 minutes, prior to sun exposure and every two hours thereafter. You should apply it more often if you are in water or sweating. If a sunscreen claims to be water-resistant, the label must specify whether it will remain effective for 40 or 80 minutes when exposed to water. Photoprotective clothing, which blocks ultraviolet rays, is more widely available. Additionally, remember to protect lips, wear sunglasses with UV protection and wear a wide-brimmed hat. Finally, it is important to get your skin checked periodically by a board certified physician. Dr. Messa is board certified by both the American Board of Plastic Surgery and the American Board of Surgery, an active member of the American Society of Aesthetic Plastic Surgery, American Society of Plastic Surgeons, and a Fellow of the American College of Surgeons. He is a recognized expert in cosmetic plastic surgery and has achieved Allergan’s Black Diamond Award as one of the top 1% of plastic surgery practices in the country by volume. Dr. Messa has also achieved Chairman status with Medicis and Mentor Corporation. This award honors distinguished leaders in cosmetic surgery for demonstrating expertise and excellence through a high volume of aesthetic product procedures. The certification is awarded to leaders in the field of medical aesthetics and demonstrates their commitment to innovation, excellence, and the highest level of patient care. ith the wealth of information available on
the Internet to guide homebuyers and sellers on how to complete their own real estate transactions, it leaves one to wonder whether using a real estate agent is becoming a thing of the past. If you do the work yourself, you can save on the commission from the transaction. In the long run, however, doing it by yourself could end up costing you more than a Realtor’s commission. Buying or selling a home is a major financial and emotional responsibility. For some, it is the largest financial decision of their lives. Below are a few reasons why it is important to use a professional to help complete the transaction. Increased Access / Added Convenience – A Realtor’s full-time job is to act as the transaction broker between the buyer and seller. Although you have access, the Realtor has direct access to all the other properties listed by other agents. Experienced Realtors simply know what needs to be done to get a deal together. If you are looking to buy, a Realtor will focus on homes that meet your criteria and make the appointments for you to view the homes as they become available. If you are buying on your own, this becomes your task for each and every home and could become overwhelming after the first few attempts. Similarly, if you are looking to sell your home For Sale By Owner, you will have to solicit calls from interested buyers, answer questions, make appointments and perform the many other tedious tasks that the transaction brings. You may not be familiar with many of them. Negotiating Is an Art – Many buyers and sellers feel like they don’t need a Realtor at all. They believe that direct negotiations between buyers and sellers is more transparent and allows both parties to better look after their own best interests. This could be true depending on the parties involved in the negotiating. Unfortunately, this isn’t always an easy relationship. A Realtor can assist by speaking on behalf of buyers and sellers in tough transactions and smoothing things over to keep them from getting too personal. Contracts Can Be Hard to Handle – For Sale and Purchase Contract get are very detailed oriented and can get very complicated when things go wrong. An experienced Realtor deals with the same Contracts and conditions on a regular basis, and is familiar with which conditions should be used, when they can be safely removed, and how to use the contract to protect you, whether you’re buying or selling. In conclusion, while buyers and sellers try to wiggle their way around using Professional Realtors, the process isn’t as simple as many people tend to assume. When you get into a difficult situation, it can really pay to have a professional on your side - especially since it may be the largest financial decision of your life! Don’t Try a Do-It-Yourself Foreclosure Defense By Omar J. Arcia, Esq. Foreclosure Defense and Bankruptcy Protection Attorney
W
e have counseled hundreds of clients through the years ,
and the most significant mistake that homeowners make when faced with a foreclosure case is that they wait until the last minute to contact an experienced attorney. Many homeowners think that just like fixing a leaky faucet at home, they can defend themselves in a foreclosure proceeding and save their home. Here are several reasons why you should not try a do-it-yourself foreclosure defense. Florida’s new speedy foreclosure law (House Bill 87) makes it far easier for lenders to get families out of their homes. Under the new Florida law, the burden has now been placed on homeowners to prove that the bank does not have the right to foreclose, instead of the bank being required to prove that they are entitled to a foreclosure. Homeowners now have 20 days to organize their evidence and present that proof to the court, whereas before they had years to develop their case against the lender. Some of the legal defenses to a foreclosure are highly technical, changing, and require specialized knowledge.
Florida leads the nation not only in completed foreclosures from 2012 to 2013 (according to CoreLogic), but also has the largest backlog of foreclosure cases. The courts are doing everything to “flush” foreclosure cases out of the court system as quickly as possible. The “rocket docket” system implemented in many jurisdictions to dispose of hundreds of foreclosure cases daily is just one means of accomplishing this goal. Courts are also randomly setting cases for trial that are simply not ready for trial. Unsuspecting homeowners that are unprepared to defend their case, or that fail to seek a timely continuance of trial, find themselves forced to accept a final judgment of foreclosure, with an public sale date 30-60 days later. Preparation is the most important step you can take right now. Your timeframe to save your home has been SHORTENED by our legislature. Organize all your closing documents, every mortgage statement, every payment, every communication you have had with the bank, and contact experienced attorneys like those at The Arcia Law Firm. This way you can work with your attorney and ensure that you are defended quickly and properly. The attorneys at the Arcia Law Firm have more than 40 years combined litigation and trial experience, and we are privileged to successfully represent hundreds of homeowners in our community. We have foreclosure defense, loan modification and bankruptcy departments all in the same office. We will gladly refer you to our satisfied clients, so you can be confident in your decision to hire our Firm. Detailed explanations of different options available to homeowners are also discussed in a new DVD developed by the Arcia Law Firm entitled “Fight For Your Home.” If you mention that you heard about the DVD through this magazine, you will receive a complimentary copy during your free consultation to discuss your case in detail. If you are struggling to make your monthly mortgage payments, if you are in the middle of a frustrating loan modification process, or if you just received a foreclosure summons, contact the Arcia Law Firm today at 954-437-9066 to schedule a free personal consultation with Omar Arcia, or visit www.arcialawfirm.com to schedule your appointment online.

Choosing the Right Specialist for an ACL Rupture Dr. Al DeSimone
A
nterior Cruciate Ligament (ACL) ruptures
remain one of the most devastating injuries to the young competitive athlete. The ACL is the major supporting ligament within the knee joint providing stability to the knee during running, cutting and twisting sports. Though a traumatic collision with another athlete can cause a rupture to the ACL, a sudden alteration in speed and/or change in direction can also predispose an athlete to this injury. The athlete will often describe a loud popping sensation within the knee joint and experience severe pain, swelling and weakness combined with an inability to ambulate. Diagnosis is usually made by obtaining a proper history of injury and by performing a thorough clinical examination of the involved knee. X-rays and MRIs are extremely beneficial during this evaluation and will often help ruleout concomitant injuries to the adjacent ligaments, menisci and/or cartilage. The goal of treatment is to return the athlete back to his or her prior level of activity, including competitive sports. Rarely, one may consider conservative/nonoperative treatment for those patients that are extremely sedentary and inactive in athletics. In this incidence, treatment may include rehabilitation, bracing and restriction to certain activities. For those individuals who are competitive athletes and participate in high-demand twisting sports, surgical ACL reconstruction is the treatment of choice.

Over the last several years, I have seen numerous patients with surgical failures from prior ACL reconstructions that have been referred to my office for further consultation and revision surgery. Having performed over 1,700 Anterior Cruciate Ligament reconstructions and over 200 revision surgical procedures, I remain convinced that this procedure is extremely technical and should be treated with state-of-the-art surgical technique and attention to detail. Though re-injury may be a common cause of failure subsequent to ACL reconstruction, technique related failures are commonly seen and can often occur from improper graft selection, tunnel placement, graft tensioning, and/or methods of fixation. Timing of surgery and proper postoperative instructions, including return to athletics, also play a significant role in prevention of re-injury. In concordance with the literature barring any anatomical or growth related considerations, I prefer to utilize bone-patella tendon-bone autograft for the young, high-demand athlete. Treatment of an Anterior Cruciate Ligament rupture continues to be a challenging problem for the high school, collegiate and community athletes. It is imperative that young individuals (and parents) understand the importance of pursuing treatment by an experienced surgeon, preferably with a subspecialty interest in knee ligament reconstruction. Failure to do so may predispose an athlete to additional surgery and prevent return to sports in a timely manner. Al DeSimone, MD, is a Board Certified Orthopedic Surgeon, Fellowship Trained in Sports Medicine. He Specializes in Complex Knee Ligament and Shoulder Reconstructive Surgery. Dr. DeSimone is the Director of Sports Medicine at Sports Medicine Associates of South Florida P.A. Ask the Mayor
Pembroke Pines Update By Mayor Frank C. Ortis
H
urricane season is upon us again and there is
so much that all of us need to keep in mind to ensure the safety of our family and our property. The time to prepare is now. South Florida has not experienced a major hurricane since 2005 with Wilma, so residents are being asked to be vigilant and not be complacent this hurricane season, taking into account all hazardous scenarios. Even though Pembroke Pines is not in a coastal evacuation zone, some residents may still be asked to evacuate. Those living in low-lying areas may be required to evacuate due to flooding; and all residents of mobile homes must evacuate when a storm reaches hurricane status, and possibly even with tropical storm status. Early arrangements should be made for any elderly family member or those with special needs. A two week supply of needed medications is also recommended. Broward County’s Department of Elderly Services coordinates Special Needs shelters, however, pre-registration is required. In Pembroke Pines, five shelters will be open for those needing to evacuate. They are located at Fox Trail Elementary, Falcon Cove Middle, Silver Trail Middle and New Renaissance. To find out which shelters are open and when, call the Broward County Hotline or monitor news stations. The City of Pembroke Pines Emergency Management Team has developed a plan of action that deals with before, during, and after a hurricane or storm. Should the City encounter a direct impact from a hurricane, the goal is to quickly stabilize the situation and provide immediate assistance to residents and businesses. Though, according to this year’s forecasts, the 2014 Atlantic hurricane season is expected to be quieter than normal, with a below-average number of storms and hurricanes, only one storm is needed to create major damage. Again, during this hurricane season, I urge you to not wait for a storm to be upon us - be vigilant and prepare for any hurricane emergencies. For more information on how to prepare, visit www.ppines.com/index.aspx?nid=524 or call the Community Affairs Unit at 954-436-3274. As always, please feel free to contact me at 954-435-6505 or fortis@ppines.com.
Department of Juvenile Justice I, along with the Broward County Board of Commissioners have voted to support a contract between Broward County and the State of Florida Department of Juvenile Justice (DJJ) for the threeyear period beginning May 7, 2014 and ending April 30, 2017, in the amount of $569,992, for the purpose of providing assessment services for youth who have received a Civil Citation from a law enforcement agency in Broward County. This action supports the Commission’s Vision of “Social Safety Net: An Accessible Collaborative Approach to Health and Human Services,” and the goal to “Support a service delivery system that promotes self-sufficiency and wellbeing,” by providing assessment services
and coordination of prevention and early intervention services to youth at high risk for re-offending and subsequent deep involvement in the criminal justice system which would have long term negative effects on their opportunities for viable employment and self-sufficiency. This action also supports the goal to “Coordinate and maintain quality accessible health and human services in collaboration with public and private partners,” by collaborating with the Florida Department of Juvenile Justice, Broward County law enforcement agencies, State Attorney’s Office, Public Defender’s Office, 17th Judicial Circuit, Children’s Services Council of Broward County, the Broward County Sheriff’s office and community social service providers to participate in the countywide Civil Citation process. In Fiscal Year 2011-12, the County established a countywide Civil Citation process, which is an innovative cross system collaborative that focuses on family and youth engagement and addresses disproportionate minority contact (DMC) of deep juvenile justice penetration through policy, programming, and advocacy. It offers an alternative to formal judicial handling for juveniles committing their first misdemeanor offense, and its purpose is three-fold: 1) ensures that the youth’s misdemeanor offense
is appropriately addressed without creating a criminal record, 2) reduces delinquency, and 3) saves resources. The Human Services Department’s Civil Citation Section serves as the coordinating entity to ensure consistency and uniformity in the implementation and management of the countywide juvenile civil citation process, which includes the coordination of intervention services. Between 2011 and 2013 in Broward County Florida, there were a total of 4,011 first-time misdemeanants eligible for a Civil Citation. Of these, 3,172 youth were arrested and processed through the juvenile justice system, which cost Broward County taxpayers approximately $15,860,000 ($5,000 each). The additional 836 youth served through the Civil Citation program cost $322,696 ($386 each). Had the 3,172 youth been served by Civil Citation, Broward County taxpayers would have realized a cost savings of approximately $14,635,608. In terms of demographics, 71% of program participants are minorities. Performance outcomes under this new Agreement are as
follows: Goal 1: 100% of youth referred with a Civil Citation shall be checked on Juvenile Justice Informatiom System (JJIS) to determine if they are eligible for Civil Citation services prior to conducting an as-
sessment. Goal 2: 100% of youth referred with a Civil Citation shall have a DJJ approved assessment tool completed and the youth’s Civil Citation Packet completed within 14 business days of receipt of referral. Civil Citation diverts the youth at the time of arrest, holds the youth accountable for delinquent behavior, involves the parents in sanctioning the youth, and helps prevent the youth’s further involvement in the juvenile justice system. The implementation of civil citations improves public safety, increases youth outcomes and saves taxpayers money. These are all benefits to a more successful and safer Broward County. Sonny is a 3-year-old Sun Conure. He looks like a burst of sunshine. His favorite thing to do is to eat his snacks in his bed. Although he is photogenic, he does not like the paparazzi making a big deal over him. He has numerous favorite toys, but his bell is his favorite. He rings it all the time. He was last seen in his bed eating a peanut and looking for some shut eye.
