ebruary 14, 2018, is a date that will forever be etched in all our minds, just like 9-11. It is virtually impossible to come across a person in the community who wasn’t personally impacted by the tragedy at Marjory Stoneman Douglas High School in Parkland. Seventeen innocent people – 14 students along with three faculty members – lost their lives in a senseless act of violence. Fifteen additional people were wounded. It is hard for anyone to reconcile what happened with any sense of normalcy or justice. There are many questions still unanswered: How could someone become filled with such hate and rage? Why do we allow teenagers to easily purchase assault weapons? How can we keep our children safe? What keeps us going, however, is what we’ve heard from the friends and family of the victims: we, as a community, are better off having known them. They were coaches who rushed to the aid of defenseless students; seniors with aspirations for higher education; freshman just beginning to discover who they are; athletes; band members; and, most importantly, they were fathers, sons, daughters, sisters, brothers, and friends. As we slowly start to piece together our new normal, let us never forget the 17 innocent lives lost, along with the thousands of survivors who will forever bear both physical and emotional scars from that fateful day. In the hours and days following the attack, our community rallied together. Now that the days have turned to weeks, we must continue to band together and show our support to the Parkland community. Miramar Dance Studio Owner Plans Anti-Bullying Performances for Schools BY HELEN PENLAND
W
e’ve all met or know at least one…a vivacious, energetic ball of fire with a passion to do good things for their community. Meet Jimmy Locust! The renowned dancer/actor has worked with the best of the best. He’s danced and acted with Michael and Janet Jackson, Paula Abdul, Quincy Jones, Eddie Murphy, and many others. Jimmy also performed at the Grammy Awards and Academy Awards. Needless to say, Mr. Locust is one of the most respected entertainers in the business. In his “spare time” he became co-owner of a dance studio in Connecticut, working as a master teacher and choreographer from 2005-2010. While there, he founded and directed Harmony Nation, an educational anti-bullying program where his dance troupe performed at schools. It was near and dear to his heart because as a child of small size, he was picked on every day. The performances were well received by school staff members, the students, and parents. He was even invited to address children in kindergarten. After vacationing in South Florida for many years, he moved to Miramar because he loved the vibe. Last November Jimmy opened his new dance studio, Locust Dance Academy, with his business partner
Monica Richardson-Delgado. Located on Palm Avenue, the interior was specially designed the way he envisioned with a study area the students call the “dancers den.” Jimmy wants them to learn that education and the arts go hand-in-hand. His next goal is to bring Harmony Nation to Miramar the end of this school year, hold auditions, send notices to schools, and begin performing in the fall. The program will be similar to the one in Connecticut but geared toward students in this area and present-day issues such as cyber-bullying. Following the format of the original Harmony Nation, teen dance/acting pupils will help write scenes because they see the reality of bullying daily. The group will hold what Jimmy refers to as pow-wow sessions once a week. During those sessions, dancers will do acting exercises, write scenes, and practice. Of course, shows are developed based on the ages of the students they present to. At the presentations, they perform skits representing bullying situations, give examples of successful people who were bullied, and help kids learn how to diffuse difficult situations. Sometimes Jimmy asks students to write about how they were bullied &
picked on. At the end they write, “I’m proud of who I am because I am who I am.” Often, he believes kids learn best from kids which is why these performances are so important. Now Jimmy sees his size as a blessing. He’s humbled to be able to help and frequently students come back years later to tell him he made an impression and are doing well. “At the end of the day, I just want to help the kids! They’re killing themselves because of bullying.” He stressed, “Harmony Nation will be in Miramar and I can’t wait to start it!”

Detective Jonathan Zeller Named Miramar PD Officer of the Year BY HELEN PENLAND
C
ongratulations to Miramar Police Department Detective Jonathan Zeller named 2017 Officer of the Year. Detective Zeller was hired by the Miramar Police Department in 2000 and became a detective in 2006. After working in two other units, he moved to the Criminal Investigations Division, Homicide Unit in 2009. Det. Zeller’s exemplary record speaks for itself and his list of awards is extensive. He received Broward Domestic Violence Coalition’s LEO of the Year, Broward Chiefs of Police Association’s Officer of the Year, Broward Crime Commission Detective of the Year, and recipient of a Distinguished Service Award. There are several other commendations as well, but he’s quick to give accolades to others. When asked which cases stood out to him during his years as a detective, he cited a few cases. Here, Our City Miramar provides a summary of two investigations. Detective Zeller’s tenacity was vital to solving both.
Operation “Blood Thinner” The first, called Operation “Blood Thinner” in 2008 was a multi-agency gang task force investigation. The Gang Unit’s efforts played a critical role in this case that resulted in federal RICO indictments and arrests of 16 people. Among those arrested, some were leaders of a criminal street gang called Neighborhood Piru, well known for their violence and connection to the national Bloods gang. The gang was linked to many illegal activities from robberies and drug trafficking to kidnapping and attempted murder. Fifteen defendants pled guilty and are serving lengthy prison sentences. In a recommendation letter from the Department of Justice Department, the U.S. States Attorney’s office wrote, “The Gang Unit’s professionalism, commitment, and substantial support during this

complex investigation was a major contributing factor to its successful outcome and is deserving of the Project Safe Neighborhoods Award. The members of this unit are a credit not only to the Miramar Police Department and the citizens we serve but to the entire law enforcement community.”
Vilet Torrez Homicide In any homicide investigation, the body of the victim is the most crucial piece of evidence. However, in this instance, which began as a missing person report in 2012, there was none. It quickly escalated into a complicated murder case involving about 35 members of the Miramar Police Department. According to the MPD, multiple divisions and units were engaged in this difficult investigation representing the Criminal Investigation Division, Crime Scene unit, K-9 unit, 14 MARCH 2018 | OURCITYMIRAMAR.COM
Records Division, Crime Analyst, Dive Team, Victim Advocate, and Public Information Officer. All willingly worked long days over a period of months to deliver justice for the family. Initially, Vilet Torrez, mother of three children, was reported missing by her estranged husband, Cid Torrez. This is where tenacity came into play. After an extensive search, hundreds of interviews, and numerous search warrants, the investigation shifted to a homicide case. Lead detective Jonathan Zeller and fellow detectives did not let the absence of a body stand in their way. They discovered changes in Mr. Torrez’s behavior and inconsistencies in statements to the police and began building a case against him. Eventually, they established probable cause to get an arrest warrant. Subsequent to years of trial preparation, Mr. Torrez was tried and convicted of his estranged wife’s murder in July 2017. This type of homicide conviction is extremely rare. Detective Zeller is a very humble man who gives credit to others involved in cases he works. He states, “I owe a lot of this to the members of my unit and of the police department. There is also a great collaboration between Miramar Police Department and the Broward State Attorney’s Office. I also receive ongoing support from family and friends!”

Miramar Celebrates Black History Month, Opening with an Exhibit and Free Concert! BY HELEN PENLAND
T
he City of Miramar held a month-long series of events celebrating Black History Month. The month kicked off with a free art exhibition at the Cultural Arts Center | Ansin Family Art Gallery. The exhibit, As a Matter of Black, opened on February 1st in partnership with the Miami Urban Contemporary Experience at the Ansin Family Art Gallery that explores the literal and figurative definition of the word black as “color, identity and universal matter.” The exhibit is ongoing through March 30th. There is no cost to visit, so don’t miss it! The second event was the All About Jazz Workshop held February 3rd. Jazz music has been a major component of African-American culture for more than 100 years. The workshop was held by Melton Mustafa, Jr. and perfect for students who wished to improve skills and learn from the best. Kids from
middle and high schools attended, brought their instruments, and jammed along with Mustafa. Just a note here: Melton is a two-time Grammy Nominated educator, conducts the Melton Mustafa Orchestra, and Director of Bands at Florida Memorial University. It doesn’t stop there; his credentials are extensive! The Black History Month Celebration Concert and Art Exhibition followed on the evening of February 3rd. This high-energy “full-on funky” concert was held inside the ArtsPark Theater. The show was opened with local band Deep Fried Funk performing legendary renditions of Pop classics, Soul, and Rhythm & Blues by African American artists. Regina Belle graced the stage with her famous hits and the show was closed by Rhythm & Blues star, Case, with songs that grew to the top of charts! Between sets, radio personality Tamara G., entertained the crowd with awesome giveaways including tickets to the performance by Fly Dance Company: The Gentleman of Hip Hop who visit the Cultural Arts Center on March 3rd. The crowd was on their feet, enthralled with the entertainment. What a fabulous way to applaud the many contributions of African American artists have made! What is your background? I was born in Texas and gained a personal perspective growing up as the daughter of two immigrants from Iran and understand the difficulty clients face first-hand. I saw my mother consistently helped people around us. Our door was always open to those who needed assistance. I graduated from St. Thomas University School of Law in Miami at the age of 22 and since then, have been practicing strictly in the area of immigration law. I have always been fascinated by the different cultures and migration of people who come to this great country to find their own path. The enjoyment that I receive working on every single case I have been part of in the past 14 years is unmeasurable. Miramar Resident & Broward College Student Honored as a 2018 DREAM Scholar BY HELEN PENLAND
C
ongratulations to Mardwina Lasseur! Mardwina is a Broward College student and a Miramar High School 2016 graduate. She was invited to attend an experiential, practical learning program in Nashville, Tennessee. The DREAM 2018 conference took place from February 20-23. Students from 220 Achieving the Dream Network of colleges in 39 states competed to attend; only six were chosen. Achieving the Dream (ATD) is a non-profit front-runner that champions “evidence-based institutional improvement,” committed to cultivating students’ success. Every year, ATD holds a nationwide, competitive application process between students attending network colleges. Students receive nominations by their institution and are chosen through the application process. Mardwina was nominated by Broward College. Ms. Lasseur should be particularly proud. She is a first-generation Haitian-American and the first in her family to graduate high school and attend college. She said her family was extremely happy when she graduated from Miramar High School, but now they are ecstatic! Growing up, she gained inspiration and strength from her parents and also her challenges. As a pre-nursing student at Broward College, Ms. Lasseur’s goal is to become a Psychiatric Mental-Health Nurse Practitioner. Presently she works in the Admissions Office in Pembroke Pines and guides students throughout the campus. Mardwina maintains a 4.0 grade point average and hopes to attend the University of Florida or Florida International University.
Each year the conference themes are a bit different, applying to the present year. This year they were: ▸▸ Leadership & Vision ▸▸ Data & Technology ▸▸ Equity ▸▸ Teaching & Learning ▸▸ Engagement & Communication ▸▸ Strategy & Planning ▸▸ Policies & Practices Prior to the conference, Mardwina noted, “Out of all the DREAM 2018 conference themes, I am most interested in learning more about Equity and Policies & Practices and how the combination of these two themes can increase the rate of student success in colleges.” The educational conference was developed to expand critical thinking, leadership skills, and networking abilities. Each student chose from more than 100 workshops, network events with colleagues and leaders, and attend receptions. They also had the opportunity to hear from 2,300+ leaders in higher education, philanthropists, and experts in public policy. The conference gives attendees the opportunity to improve their school’s capacity in all the theme areas and bring back what they learn to share. Amal Vayalinkal Leads Miramar High School Key Club to a Great Track Record of Community Service! BY HELEN PENLAND

eet Amalrose Vayalinkal (Amal), a senior at Miramar High School, who has an amazing record of service to the community! This young lady has racked up an incredible 509 volunteer hours from April 2017 through the end of January. She is president of the school’s Key Club and credits much of her time to the group’s projects. Amal chose to talk about the Key Club efforts rather than the hours she donated outside of club activities. The team works alongside the Kiwanis Club on several projects and many of their own as well. The bulk of Amal’s hours are from after-school events which are planned by the Key Club’s officers as part of their monthly agenda. She listed just a few of their events. Pack-A-Sack Program: Every Sunday, Key Clubbers gather at the United Methodist Church from 3-5 p.m. There, they pack bags of food for children who may not have food for the weekends and holidays. This is a part of community partnerships with Pack-A-Sack of Broward County. Feeding South Florida: This is directly connected with the national program Feeding America. Feeding South Florida is the “leading domestic hunger-relief organization” in this area. Clubbers play their part by meeting at a warehouse where they sort food to help feed the homeless and others such as seniors who need to choose between food and medicines. Adopt-A-Turkey: Each year, the Kiwanis Club organizes this undertaking. They collect funds and donations for the needy to prepare a Thanksgiving meal. The

high school’s Key Club partners with the Kiwanians to help gather, pack, and distribute prior to the holiday. Christmas in July: Another project with the Kiwanis Club, during the summer the clubbers help pack bags for children with essential items before the school year starts. Jubilee Center: The Jubilee Center of South Broward is a non-profit organization that provides emergency resources, services, and relief from hunger throughout the area. This is an ongoing effort for the Key Club where the group makes sandwiches for donation to the center. Whenever possible, they volunteer at the center to help give out food and sort clothes for the homeless. When asked about her inspires her to contribute her time, she answered, “The reason I ran for President of Key Club was that I wanted to preserve the family atmosphere I experienced when I first joined as a junior. Despite my fears about succeeding in such an important role, through the support of my Kiwanis Club and wonderful officers, we have been able to accomplish so much!” Amal plans to attend college after graduation and pursue Economic Research or International Relations. ▸ Young children may constantly prefer to be carried by a parent or be put in a stroller due to fatigue in their legs. ▸ Leg pain, especially at night. ▸ Premature fatigue with activity, especially in young children or teenagers. ▸ Inner leg, ankle and foot pain with activity. ▸ Occasionally associated with inner knee pain and lower back pain.
SIGNS:
▸ Lowering or complete collapse of the arch. ▸ Front part of the foot is turned out relative to the back part of the foot and the arch bulges towards the inside of the ankle. ▸ Knock-knees. ▸ The feet, ankles, and legs just do not appear right upon examination or when the patient is standing. ▸ A child that is overweight and lacks athletic ability. ▸ General inactivity or avoidance of activity in children. ▸ Abnormal shoe wear. ▸ The child or teenager does not run correctly.
TREATMENT:
▸ Complete physical examination of the lower extremity and spine to find the underlying cause. This includes examining the child’s gait (walking pattern). ▸ Physical therapy to strengthen weak muscles and loosen tight muscles and to help to improve overall coordination. ▸ Occasionally immobilization of the extremity to loosen up tight muscles. ▸ Custom molded shoe insoles (orthotics) to help permanently support the foot and put it in its proper position. In most cases this will overnight correct fatigue and leg pain that the child experiences. re you a parent with minor children? If you are, your days are busy and your life is full. Probably the last thing you want to imagine is the possibility that someday you may leave for work in the morning and not return. Who will take care of your children if something happens to you? Have you even thought about a will or trust? Perhaps that’s something you’d consider when you’re older. You’re young, healthy, and, of course, you plan to be around for a long time: to see your children finish college, to walk your daughter down the aisle, to grow old with your spouse or partner and to play with your grandchildren. But we are reminded on a daily basis that life doesn’t always go as planned. I am often reminded of one of my favorite John Lennon lyrics, “Life is what happens to you while you’re busy making other plans,” from his song, “Beautiful Boy.” The song was written for his young son, Sean. And, in the same year the song was released, tragedy struck. Lennon was shot and killed in front of his New York apartment. Life doesn’t always go as planned.

Does having an estate plan lessen the pain of an expected loss? Of course not. But it does take some of the burden off surviving family members: difficult decisions have already been made, priorities set, helpers designated. An important component of a parent’s estate plan is addressing issues regarding the upbringing of your children. What happens if both parents die simultaneously, or within a short duration of time? A contingency plan should identify the persons you’d like to manage your assets, as well as the guardian you’d nominate to finish raising your children. In many instances, you may purposely designate different persons to deal with your money and your children so as to maintain a system of checks and balances. You don’t want the probate court deciding who will manage your finances, or to guess whom you’d prefer to raise your children. Other issues to consider are whether you’d like your heirs to receive an inheritance directly, or whether you’d prefer to have the assets placed in trust. Funds from a trust can be distributed based on a number of factors that you designate such as age, need, and/or even incentives based on behavior and education. All too often, children receive substantial assets before they are mature enough to handle them properly, with devastating results. Most importantly, give careful thought to your choice of guardian, ensuring that he or she shares the values you want instilled in your children. Life can change in an instant. Just the thought of wearing glasses can send a teenager running in the other direction. In comparison, a newly published report says that kids and teenagers who wear contact lenses feel a significant enhancement in their appearance. The research results show that starting at the age of eight, children may prefer being offered the choice of contact lenses. The research was recorded in Eye & Contact Lens, which is published by the Contact Lens Association. Just how do contacts enhance an adolescent’s self-esteem? Young adults are self-conscious and they often feel better about themselves when glasses are not the center of their appearance. Contact lenses may help teens feel greater selfesteem and more comfortable around others by providing them with a less visible option for vision correction.

reetings Miramar! Have you ever read a news article or seen a news report about autonomous vehicles driving on our local roadways, package deliveries by drones or even artificial intelligence software and products? It seems like a fairytale or some fictitious distant planet in so many ways. In reality, what seems like a farfetched idea is actually real and these amazing advancements will soon be common place and right here in Miramar. In this day of innovation and technological advancements, Miramar must be ready for what can be characterized as “Disruptive Technologies.” To prepare for these Disruptive Technologies, I attended a National League of Cities Silicon Valley Policy Roundtable in San Francisco with mayors from Atlanta, Houston, Little Rock and Columbia, South Carolina to discuss the impact of these emerging technologies and how they will impact our cities from a Land Use, Workforce and Economic Development prospective. Innovators like Google, LinkedIn, Zoox and Lyft gave presentations on their technologies and how cities could work collaboratively with innovators to pave the way for seamless introduction of these products and services. The experience was invaluable, and I will be working with our city staff to discuss our Land Use Code and city operations to ensure Miramar is ready and that our residents are not only educated but protected to retain our great quality of life. It is amazing to think that in a few years you will be able to order a Zoox autonomous vehicle from your phone to take you and your family to the airport. Sounds cool, right? Well, do know the city will continue to forecast our infrastructure and policy needs so we can embrace these new technologies, so they won’t be so “Disruptive.” I would like to hear your thoughts on this topic. Glades Middle School hosted the first National Scholastic Federation Open Chess Tournament (NSCF) held in the City of Miramar. This event, sponsored by the Broward Education Foundation, brought together students from multiple cities in Broward. The NSCF tournament ended with quite a bang as one of our own, Jenny Hoyos, claimed first place. The GMS 6th & 7th Grade Chess teams are the only teams in Broward County that qualified to play at the National Chess Championship in Orlando. All team members are from the City of Miramar. Look forward to more about this team in a later issue!
One of the first events to launch Miramar’s Black History Month Celebration was the Black History FREE concert at the Miramar Cultural Arts Center. Here we see more photos of the event, including performers and Mayor Messam at the event on February 3rd. The crowd was on its feet!
