e love to travel. In fact, we fly to exotic and not-so-exotic locations, both close to home and around the world, on a fairly regular basis. Despite our love of travel, Christy is not a fan of bumpy flights. For her, a little bit of turbulence will create enough anxiety to set flight attendants off for a glass or two of wine! This makes us all the more thankful for the brave men and women who routinely fly into the world’s most turbulent skies. The National Oceanic and Atmospheric Administration (NOAA), along with the U.S. Air Force, maintain a fleet of aircraft known as the “hurricane hunters.” These modified warplanes routinely fly in the opposite direction of rational human beings to collect data as hurricanes approach populated areas. A typical mission keeps the aircrew off the ground for 11 hours. That is about the time it would take to fly from Miami to Moscow! Imagine the roller coaster ride these dedicated public servants are on flying through a hurricane. The aircraft used for these incredibly important missions are modified C-130 cargo planes and P-3 Orion submarine hunters. Both were chosen because of incredibly reliable service records and the fact that they are slow. Fast, high-altitude jets are not very useful for collecting atmospheric condition data; however, slow propellerdriven planes are perfect. Unless, you have motion sickness. The planes use a number of radars, instruments and “drop” devices to collect a myriad of data. These data are uploaded, in near real-time, to the National Hurricane Center in Miami. Forecasts and hurricane track projections using Hurricane Hunter data are as much as 30% more accurate than just satellite and radar projections. So, the next time your flight is a little bit bumpy and the captain turns on the fasten seatbelt sign, be thankful for that Hurricane Hunter flight crew of six, flying 10,000 feet above a stormy sea in winds that would knock over an apartment building! We know we are.

Hot Stuff – Miramar High School Students Placed in Fire Explorer Competition BY BEVERLY PERKINS

F

or nineteen years, the “Fire Explorer Competition” has heated up the tri-county areas of Broward, Miami-Dade, and Palm Beach counties. In early spring, the one-day event was hosted by the Margate Fire-Rescue at the Coral Springs Fire Academy. This year, fourteen teams competed in a series of challenges each with the goal of winning the coveted first place traveling trophy. Miramar Fire-Rescue was proudly represented by two teams each with ten members. The teams never know what challenges they will be competing in, so they must be prepared for all. Hose Deployment, Combat Challenge, Pittsburg Drill, Bucket Brigade, and First Aid were just some of the events. All teams were judged on time and points earned. At the conclusion, the scores were tallied with a 1st, 2nd, and 3rd place winner for each event as well as an overall winner of the entire day. Although Miramar Fire-Rescue did not win first place, they won fourth place and the significant “Sportsmanship Award”. “We were overall champs last year but sadly had to give it up to Margate this year,” said Firefighter/ Paramedic Gina Hudson. “However, I am prouder of the ‘Sportsmanship Award’ than any other trophy.”

The Miramar Fire-Rescue cadet program follows the academic school year calendar. Students from Miramar, Everglades, West Broward, and Western High Schools along with others from Pines Charter, Pace Academy, and Sheridan Vocational Tech meet once a week to learn all aspects of fire service. But when preparing and practicing for the “Fire Explorer Competition”, the ambitious fourteen to twenty-year-old students meet twice a week the month prior to the anticipated competition. The program currently has fortythree cadets. “We have an amazing cadet program. The advisors that volunteer their time are truly dedicated and understand the value of giving back to the community. We take these high school students and we teach them about the fire service. We mentor them and help guide them in the right direction. This competition is only one part of the program, but cadets and advisors alike look forward to participating and showing off the skills they have learned throughout

the year,” added Hudson. “The cadet program has helped me learn a lot of things, the program has prepared me well for the fire academy and I always have fun doing it,” exclaimed Andres Herrera, Senior at West Broward High School.

Flat Feet in Children and Adults BY DR. JOHN GOODNER

T

he arch of a person’s foot is the main supporting structure of the body. It is composed of bones that are connected by ligaments. If the ligaments are strong, the integrity of the arch remains intact. Ligaments that are loose or weak allow the arch to flatten. When this occurs, muscles try ineffectively to hold up the arch. Pain in the foot, legs, ankle and back often develops. CAUSES: Flatfeet include loose ligaments in the arch. Trauma to tendons or bone abnormalities can cause the foot to flatten. Tight calf muscles can severely aggravate the condition. Arthritis in the foot or ankle (rheumatoid or psoriatic) can be a predisposing factor in flatfeet. SYMPTOMS: Pain usually in the arch, ankles and legs aggravated by standing and walking is a symptom. Premature fatigue during any type of activity frequently occurs. Cramping in the legs, especially at night, is common. In children, a general lack of interest in participating in sports may also be seen. SIGNS: A flat arch when standing or the foot excessively points to the outside especially during gait. Bulging of the bones on the inside of the ankle and foot are usually seen. Flatfeet are usually associated with knock-knees and abnormal shoe wear. RELATED PROBLEMS: Back and knee problems are seen, especially in children and men. Hammertoes, heel spurs and bunions are often associated with

flatfeet as a person ages. Arthritis in the foot, ankle, knees, hips and back is also common with aging. Inactivity, which can cause weight gain and poor cardiovascular fitness may also result. TREATMENT: The first step is identifying the area of pain and underlying cause as early as possible. Other treatments include: wearing proper shoe gear and custom molded orthotics to support the foot and the entire extremity; physical therapy to improve flexibility, strength, balance and coordination; stretching of the calf muscles in a cast to diminish excessive strain on the arch and improve flexibility; and surgery to correct the deformity and return the child or adult to full function. Founder and Owner Michael Eldeiry, and Director of Academics Adam Moss, answered some commonly asked questions about Broward Tutorial Services’ programs and success strategies. What is Broward Tutorial Services? We are Broward County’s premier test prep company for the ACT, SAT and PSAT. We work with students at all levels to help them reach their highest potential. All tutors will be available to meet at both locations, and group classes and private lessons will be offered at both offices. What are the SAT and ACT and why are they so important? The SAT and ACT are standardized tests required for entrance to most competitive colleges and universities. They are commonly taken by students in their

Set To Open Davie Location junior and senior years of high school. Both tests are accepted equally by all institutions. How does a student know which test to take? The best way to really know which test is right is to have the student take a diagnostic test, which combines half of each test and provides both a baseline score for each and a comparison of which test is better for the student. The SAT is a shorter, less time constrained test with harder reading and more algebra, while the ACT has a stricter time limit and a science section devoted to reading charts and graphs, which can intimidate some students. Another good way to determine which test is better for a student is to have them take each test. What is the timeline to prepare for the exams? We like our students to begin as early as possible in their junior year, and many students start during the summer between their sophomore and junior year. Most students have to take the tests a few times to achieve their maximum score, so waiting until the end of junior year or senior year is not a great idea. We encourage students to start with the diagnostic

test to see which test is better for them, and then begin with a group class. In the end, every student is different. Lisa Cohen, our Office Manager and Higher Education Advisor, talks to parents and students to personalize a plan for each student. What do students learn from your program? Students learn all the strategies for how to excel on the standardized test they are taking. We also review the material on which they are being tested. Standardized tests cover most of high school math, so students often need to review some things they haven’t seen since middle school. Students also need to learn how to approach these tests, as they are very different from the tests they are used to in school. What kinds of results can students expect after completing the program? That depends on several factors, most of all on how much work the student puts in to practicing the techniques we teach them. It’s not unusual for students who work hard in our class to improve between 200 and 500 points on the SAT and from three to eight points on the ACT. What are the benefits to test preparation? Higher SAT and ACT scores are the second most important factor (behind grades) for admission into college. High scores may also result in both private and school-sponsored scholarship money, including Florida Bright Futures, and placement into higher classes once at college. Mayor Messam Proclaims Arbor Day in Miramar BY BEVERLY PERKINS

he City of Miramar started the Arbor Day celebration with over forty members and visiting volunteers planting a tree at the Miramar Community Garden. They proceeded by sharing knowledge about the tremendous benefits of trees in our communities and the environment. This is part of the initiative spearheaded by the City’s Landscape Architect Sue-Ling Rosario to meet the criteria of becoming a “Tree City USA”. The event was followed a few days later by Mayor Messam reading a proclamation at the Miramar commission meeting regarding the importance of trees in the City and declaring the special day. “NOW THEREFORE, I, Wayne Messam, Mayor, by the authority vested in me as Mayor of the City of Miramar, and in accordance with National Arbor Day, do hereby proclaim April 26, 2019 as ARBOR DAY.” law to back it up if not followed. urricane season is here! It officially starts June 1st and goes all the way to November 30th. We would like to remind everyone of some safety tips and provide information that will help keep you and all your loved ones safe during this season. It is important to remember to stock up on items well before the hurricane or tropical storm watch is issued. You should plan to be self-sufficient for three to five days. Good planning is the first step on ensuring that you and your loved ones stay safe during this hurricane season. Get or build an emergency kit. Keep in mind to customize your kit to any special needs you and your family may have. If space allows, children’s games are a good idea to keep everyone entertained. Remember to refill important prescriptions. Also, if your area is vulnerable to flooding, waterproof boots or shoes will be useful. Before an emergency happens, sit down with your family and discuss how you will get in contact with each other, where you will go and what will you do during an emergency. If you are a parent, or guardian of a disabled individual, make sure to ask school and daycare providers what emergency plan they have established and how they will communicate with families. Miramar Preschool Students Root for Earth BY BEVERLY PERKINS

M

any schools did some sort of project to celebrate “Earth Month”. From planting trees, cleaning up parks, recycling, to, of course, being “efficiently green” to save natural resources were top choices among many upper educational facilities. However, it was not expected for a preschool to be so involved in April’s signature themed month. Neighborhood preschoolers at The Goddard School in Miramar along with other Goddard School locations nationwide, kicked off the 9th annual “Root for Earth” initiative. While the children learn about eco-friendly topics throughout the year, last April celebrated learning about the environment and what it means to be a good environmental steward. During this year’s “Root for Earth” campaign, preschoolers engaged in a month long upcycling challenge where they collected all single-use

plastics that come into the classroom (plastic bags, utensils, etc.) and used the items to create an art installation at the end of the month as a school. “Recycling is good for the Earth because it saves our planet and is really important,” said Croix E., Pre-K Student.

Additionally, the 6-year-olds and younger students engaged in a range of eco-friendly activities inspired by STEAM (science, technology, engineering, art, and math) including a planting program, Earth Day fun day and more. These projects fostered creativity and imagination while giving children the opportunity to learn about recycling, going green and preserving the world around them. “We can save our Earth by recycling egg cartons and we can make gifts for mommy,” exclaimed Blake E., Pre-K Student. The Goddard School prides itself on being more than a typical daycare. They are committed to providing the highest quality preschool experience for all children in the community. Therefore, they hosted their Earth Day Fun Day at Miramar Square. The three-hour event had hands-on recycling education stations, DIY conservation tips, refreshments, snacks, as well as a bounce

house, and face painting. Also, in attendance were local police and fire department members. “It amazed me when I see all the beautiful things my kids can do out of recycled materials, and the best part is that we can bring awareness in how to make our planet a better place to live,” said Mrs. Dawn H., Teacher.

Hurricane Season is Here – Be Prepared BY STACEY BOMSER

T

he 2019 Atlantic hurricane season started on June 1st and runs through November 30th. Early predictions are for an average to slightly-above average season in terms of activity. Experts from Colorado State University’s hurricane research team forecast 13 named storms of which five will become hurricanes and two will become major hurricanes (Category 3 or stronger). For comparison, during an average hurricane season there are 12 named storms, six hurricanes and three major hurricanes. While the number of storms predicted this year is close to normal, the overall activity – based on the intensity of storms and their energy – is expected to be slightly below average. “This year, we think that there will be a few less tropical storms and lower numbers in hurricanes, but again, the old saying is ‘it only takes one’,” cautions AccuWeather Atlantic Hurricane Expert Dan Kottlowski. That being said, now is the time to start preparing your family and your home for hurricane season. The first thing you should do is put together your hurricane supply kit, stocked with all the essentials you will need to provide for your family during and following a storm. Be sure to include flashlights and lanterns with extra batteries, first

aid supplies, cash, food and water, and copies of all critical documents. You should also create a family emergency communication plan; know how to get in touch with each other, especially if phone or internet service is knocked out. Register for text and/or email alerts for emergency notifications.

Prepare your home by trimming tree branches and limbs and securing and clearing rain gutters and downspouts. Now is also the time to make sure your hurricane shutters are in proper working order. The beginning of hurricane season is also a good time to familiarize yourself with the terminology. It’s important that you understand exactly what the meteorologists and newscasters are saying and what that means. Here are some of the most common terms as defined by the National Hurricane Center: Tropical Cyclone – an organized rotating system of clouds and thunderstorms that originates over tropical or subtropical waters and has a closed lowlevel circulation Tropical Storm – a tropical cyclone with maximum sustained winds of 39-73 mph Hurricane – a tropical cyclone with maximum sustained winds of 74 mph or higher; a major hurricane is when winds are 111 mph or higher Hurricane Warning – hurricane conditions (sustained winds of 74 mph or higher) are expected in an area; issued 36 hours in advance of the anticipated onset Hurricane Watch – hurricane conditions are possible; issued 48 hours in advance of the anticipated onset

What To Do When A Storm Approaches BY STACEY BOMSER

wo years ago, Hurricane Irma set her sights on South Florida. While we were fortunate and escaped the brunt of her powerful strength, that scare was enough to remind us all of how important it is to be ready for hurricane season. Here are some helpful tips on what you need to know to be prepared before, during and after a storm. As the storm approaches Start preparing your home before the storm gets near. That means covering windows and doors with hurricane shutters and bringing in outdoor furniture, garbage cans, and anything else that is not tied down and could become airborne. Charge your cell phone and back-up batteries in case you lose power. Withdraw cash from the bank, as ATM’s will not work in a power outage. Gas up your car and buy extra gas if needed to fuel generators or gas-

powered tools. Fill aluminum or plastic containers with drinking water; you need enough for one gallon per person per day for at least three days. In addition, fill pre-sanitized sinks and tubs with water for bathing and flushing toilets. Turn your refrigerator and freezer to the coldest setting and open only when necessary; this will help keep food safe longer if the power goes out. During the storm Monitor your radio or television for weather updates and instructions from public safety officials. Also check emails and social media sources for emergency notifications. Stay inside, preferably in an interior room with no windows. If the power goes out, use flashlights or battery-operated lanterns; do not use candles or kerosene lamps during the storm. Do not go outside during the eye of the storm – it may appear calm but hurricane-force winds will resume shortly. This is NOT the time to clean-up around the house. After the hurricane Listen to local officials for updates and instructions; do not go outside until authorities say it is safe. Many

disaster-related injuries occur in the aftermath of the storm – watch out for debris and downed power lines. Avoid walking or driving through flood waters. Just six inches of moving water can knock a person down and fast-moving water can sweep a car away. In addition, flood water may be electrically charged from underground or downed power lines. It could also hide dangerous debris. Once it is safe to walk around outside your home, photograph any damage to the structure or property to assist in filing an insurance claim. Don’t forget to check-in with family and friends to make sure everyone is safe.

What’s In Your Bag?

A

s we enter hurricane season, it’s essential that every family have a fully-stocked emergency supply kit. After a hurricane, or other emergency, you may need to survive on your own for several days until aid can arrive. The Federal Emergency Management Agency (FEMA) recommends that everyone have enough food, water and necessities to last for three to five days. A basic emergency supply kit should contain one gallon of water per person per day to use for drinking and sanita-

tion. You should also have at least a three-day supply of non-perishable food for each person, along with a can opener. That includes baby formula and baby food. You also want to include mess kits or paper goods and plastic eating utensils. Every emergency kit should have a battery-powered or hand crank radio, preferably a NOAA Weather Radio with tone alert, and extra batteries. Flashlights and lanterns with extra batteries are also essential. Other necessities include a first aid kit, whistle to signal for help, and household cleaning supplies including garbage bags. You may need to go several days without running water, so it’s good to stock moist towelettes along with other personal hygiene items. Be sure to include a wrench or pliers to turn off utilities and make sure you

have charcoal or propane for the grill. While that’s what you need for a basic hurricane supply kit, FEMA does have a list of extra items you should consider adding. Be sure to include eyeglasses and any prescription medication you or someone in the family needs. If you have a baby, your kit should include baby care items such as disposable diapers and wipes. Don’t forget to prepare for your pet’s care as well with pet food and extra water. It’s a good idea to include sleeping bags or blankets and pillows for each member of the family. Your kit should also contain a change of clothing for

every member of the family, including sturdy shoes as there may be a lot of debris. Emergency kits should also include an extra set of car keys, cash because ATM’s and credit card devices might not work without power, and books, games, puzzles and other activities to keep entertained if there is no TV or internet. Lastly, make sure to gather all important documents in waterproof containers. This includes emergency contact numbers, insurance policies (home, auto, life, etc.), medical records, bank account numbers, etc. FEMA recommends you store items in airtight plastic bags and put the entire hurricane supply kit in one or two easy-to-carry containers such as plastic bins or a duffel bag. n For more tips on what to include in a hurricane supply kit visit www. ready.gov/build-a-kit.

The inherent color of teeth is dependent on natural pigments within teeth. After eruption into the mouth, extrinsic stain absorbs into the microstructure of teeth, becoming an intrinsic stain, which adds to the ‘dark’ coloration.

How does teeth whitening work? Teeth whiteners are based on peroxide which creates a process called oxygenation similar to little scrubbing bubbles that remove some of the stain molecules from the tooth structure and also opens the permeability of the tooth to allow deeper penetration of the bleaching factors to remove debris and stain. The other process that the whitening agents do is breakdown the big and large molecules of chromospheres, breaking them down so small that they cannot reflect darkness.

Will whitening damage my teeth?

Teeth whitening agents will not damage or wear away enamel as the gel only travels through the enamel tubules. However, one of the side effects of teeth whitening can be sensitivity, which happens when the peroxide gets to the dentin and irritates the nerve of the tooth. Does whitening work the same on all teeth?

Our Aviation Academy provides hands-on experiences covering how to become a pilot, engineer, air traffic controller, maintenance repair technician among other exciting aviation careers. The Mayor’s Aviation Camp will take place on Tuesday, July 16th for 75 students. Of the 75 students, 35 will be selected to go on a behindthe-scenes Airport Tour. Some of you may have wondered, “What has the Miramar Police Department done for our community?” As Chief, I am proud to highlight in this annual report a snapshot of the efforts put forth by our team to make policing in Miramar not a “police only” effort, but a “community effort.” We have continued with our initiatives to target our two most vulnerable populations, our youth and seniors. We were able to launch our “Urban League Restorative Justice Initiative” and rally for safety awareness for our seniors through our Seniors and Law Enforcement Together (SALT) program. Both programs are supported by your men and women in uniform who constantly work to foster greater relationships. The annual report contains valuable information about each unit within PuzzleJunction.com the department and the many services we offer. Residential security surveys are available to residents, free of charge, to identify vulnerable areas in your home and make suggestions to improve your home’s security. Commercial security surveys are also free of charge and offered to the business community to improve security. We implore you to get to know your Community Resource Officer assigned to your area. Having officers routinely assigned to the same geographic area allows them to build strong partnerships with the residents and business owners. Our Community Resource Unit page on our website contains contact information for each officer. As we continue to work on preventing crime, monitoring our school safety plans, educating our residents on safety and partnering with our local businesses to build our economic structures, this year will be outlined with bold ambition, resourcefulness and fortitude. We will mark the groundbreaking of our new Historic East Police Substation, technological advancements with a police body worn camera program and launch additional License Plate Readers (LPRs) to curb speeding and assist in identifying criminal activity in our transit corridors. What is Probate? BY BRUCE IDEN, ESQUIRE

W

hen a loved one passes away his or her estate may need to go through probate administration. Probate is a court-managed process whereby assets of the deceased are collected, creditors are identified and vetted, taxes are paid, and finally, assets are distributed to family and other loved ones. While each probate is unique, most follow the following steps: ▸▸ Filing of a petition with the proper probate court in the county of the decedent’s residence ▸▸ If there is a written will, the original copy must be submitted to the court and a determination of its validity must be obtained ▸▸ Notice to Beneficiaries under the Will or Notice to Statutory Heirs (if no will exists) ▸▸ Petition to appoint executor or personal representative for the estate ▸▸ Inventory of estate assets by executor/administrator ▸▸ Publication of Notice to Creditors ▸▸ Payment of estate debt to rightful creditors after 90-day creditor period ▸▸ Sale of estate assets ▸▸ Payment of estate and income taxes, if applicable Does probate administer all property of the deceased? Certain types of assets are called “non-probate assets” and do not go through probate. Non-probate assets include: property titled as “joint tenants with right of survivorship,” or “tenants by the entireties;” retirement accounts with designated beneficiaries; life insurance policies with designated beneficiaries; bank accounts with “transfer on death” (TOD) or “In trust” designations; and property owned by a living trust. Do I get paid for serving as Personal Representative? Yes. A personal representative can file with the court for reimbursement of legitimate out-ofpocket expenses incurred in the process of management and distribution of the estate. In addition, a personal representative is entitled to statutory fees which vary based on location and the size of the estate. In Florida such fees are deemed reasonable if less than 3% of the first $1 million of probate assets. The personal representative is expected to fulfill his or her fiduciary duties on behalf of the estate with the highest degree of integrity and can be held personally liable for mismanagement of estate assets in his or her care. What does probate cost and how long does it take? The cost can vary based on the value and complexity of the estate. Common expenses of an estate include personal representative’s fees, attorney’s fees, court fees, appraisal costs and surety bonds. These costs can add up to 3 to 7% of the total estate value. Most simple estates can be settled within a year but because of staffing shortages and backlogs in the court system the process can take as long as 18 months. More complex estates may take several years to settle. Can I avoid probate? Yes. By properly retitling assets and creating a thoughtful estate plan, you should be able to avoid probate.
