W
e are now a few weeks into the school year and hopefully your family has adjusted to the new routine. This year, three of our kids are attending Broward County Public Schools for the first time. One thing we have noticed here, that is different than their old schools, is that breakfast is offered to all students every day – and it is free for ALL children. The idea behind Universal Free Breakfast is a simple one: kids who eat a nutritious breakfast will be less hungry and, therefore, better able to pay attention throughout the day making them better students. Making the meals free to all students destigmatizes the situation. Economically disadvantaged kids won’t feel prying eyes when eating the free breakfast and, therefore, will be more likely to eat it. In practice, this is exactly what happens. According to the Food Research & Action Center, children who attend schools that serve universal breakfasts have lower rates of obesity, fewer visits to the school nurse, better behavior, better attendance, less tardiness, and, you guessed it, better test scores, by 17.5%. In fact, students with access to a healthy breakfast are 20% more likely to graduate from high school than those who don’t. So, make sure your children make it to the bus stop on time or get to school a couple minutes early so they can join their friends for breakfast. And tell them to eat up – their education is counting on it.

Getting Down and Dirty at the Miramar Community Garden BY BEVERLY PERKINS
M
any kids attend typical day camps which include arts and crafts, swimming, sports, and such, but some teens opted for a summer of service. HandsOn Broward’s Summer Service Camp gave teens the opportunity to see firsthand the issues in their communities, and the tools and resources they need to respond and become part of the solution. During Summer Service Camp, campers participated in hands-on service projects at partnering nonprofit organizations making a positive mark on their community including Miramar’s very own community garden. The partnership between the two organizations was fruitful to say the least. Three sessions were part of the HandsOn Broward (HOB) program this year, each with a different impact and focus. The third session’s focal point was the “Environment”. “Because of the amazing partnership we’ve had with the Miramar Community Garden over the years, we selected them as a site during our ‘Environment Week’. We know the incredible impact they make in the community, how appreciative they are and how well they treat volunteers, and knew it’d be a great experience for our Summer Service Campers,” explained Melissa Sutliff, Director of Community
Engagement for HandsOn Broward. Dani Rosenthal, Youth Programs Manager at HandsOn Broward, led the sixteen ambitious teens who had all hands-on deck at the Miramar Community Garden (MCG). They helped to install some tree boxes, spread mulch around the young trees, and helped remove weeds and other dead plants from several of the planting bags. They also built a tool caddie and painted the wooden benches. HandsOn Broward empowers people to make a meaningful difference for the causes they care about. However, they don’t focus on a single social issue. The inspirational organization provides daily opportunities for people to do something positive, whether it’s planting sea oats to help strengthen our dunes system, painting a community mural or teaching a child to read. Through their partnerships with hundreds of local nonprofits and businesses, HandsOn Broward has created opportunities for people to revitalize schools, parks, playgrounds, and neighborhoods. Their volunteers create art in public spaces, build
sustainable gardens, renovate community properties, respond to disasters, and work to protect the environment. Additionally, they always provide the Miramar Community Garden with volunteers once a month for their monthly volunteer workdays. “Our nine-year partnership with HandsOn Broward has resulted in hundreds of regional volunteers learning about the ‘Garden’ and coming to lend a hand; something new gets accomplished at every event. HOB’s powerful volunteer database is connected to most volunteer-seeking organizations in South Florida. HOB is key to our garden’s success and we are very grateful to the amazing staff within the organization,” said Elsi Rose, Development & Capital Management Coordinator

Blaze of Glory – Miramar Fire-Rescue Win First Place in International Competition BY BEVERLY PERKINS
M
any local residents may not be aware that the Miramar Fire-Rescue Department has had a long-standing tradition of participating in EMS competitions. Not only do these awardwinning firefighter/paramedics enter these events throughout the state and around the corner, the competitive team travels nationally and around the world. Recently, the Miramar Fire Rescue ALS Competition Team (Division Chief Jermaine McFarlane, EMS Captain Tim Roche, firefighter/paramedic Rolando Agrenot, and firefighter/paramedic Frank Zelaya) traveled to the Czech Republic to compete in the Rallye Rejviz International EMS competition where they competed against eleven other teams from Canada, Great Britain, Greece, Czech Republic, Switzerland, Poland, Cyprus, Turkey, and Slovakia. “One of the best ways to improve your knowledge and skills is to constantly practice. But to make the practice realistic, you need to add a level of stress and pressure while testing your knowledge and performing skills. EMS competition scenarios create that stress and pressure as organizers design scenarios with multiple patients, realistic environments, and time constraints,” explained EMS Captain Tim Roche.

The 24-hour event replicated a normal workday consisting of nine scenarios. These challenging and potentially lifethreatening scenes included various areas of rescue such as a pediatric overdose, a hang glider crash into a mountain, a bus rollover, a motor vehicle accident, domestic assault, and a critical patient transported by air rescue. After a full exhausting and challenging, yet exhilarating day, Miramar Fire-Rescue earned outstanding recognition and came in first place. “The ALS team has not only greatly improved my skills as a paramedic under duress, but it has allowed me to create very special bonds with some amazing people within our department as well as others from other agencies. It has opened my eyes to the complexities of EMS and has forced me to dive into reading material that I wouldn’t normally go over. I am forever grateful for my teammates and everyone who has helped me in my journey since joining the ALS team in 2016,” stated Fire Fighter / Paramedic Rolando Agrenot. “I have been honored and privileged to be able to
represent my great department in these competitions and to be able to learn and share techniques of patient care. But the biggest value of EMS competition is the knowledge and skills that are gained and utilized to continue improving the quality of care provided to our residents,” added Roche.

Silver Lakes Students Were Cleared for Take Off BY BEVERLY PERKINS
F
or the past seven years, Broward County Public Schools (BCPS) has had a partnership with JetBlue Airlines for the “Autism in Flight” event. Additional partners include The Broward County Board of County Commissioners, Transportation Security Administration (TSA), Broward Sheriff’s Office, Fort Lauderdale-Hollywood International Airport and Broward County Aviation Department. Air travel can be challenging for individuals affected by autism due to symptoms associated with the disorder, including hypersensitivity to large crowds, loud noises and communication difficulties. As a result, many families do not fly due to the fear of the response it could elicit from their children with autism, and subsequently fellow travelers and airline crewmembers. Trained JetBlue crewmembers and BCPS behavioral consultants and staff provide assistance throughout the “Autism in Flight” event. The annual event held at the Fort LauderdaleHollywood International Airport provided opportunities for almost 200 students with an autism spectrum disorder to participate in a simulated flight experience. Approximately 60 fourth and fifthgrade students from eight BCPS elementary schools were able to attend including 8 students from Silver Lakes Elementary.
The well-known Miramar elementary school was the first school to participate in the program seven years ago. Prior to the anticipated event, students engaged in lessons on airport vocabulary, what to expect in the airport, security and check-in procedures, how to board the aircraft, and what to expect in flight. Additionally, the Silver Lakes staff provided two training sessions for the TSA, airport, and airline staff on the characteristics of Autism. “The program is successful because it not only prepares the students for airline travel, it also prepares the families, airport, and airline staff for what to expect as well as how to support travelers with Autism Spectrum Disorder,” explained Gary Grigull, Curriculum Supervisor, ASD, Exceptional Student Learning Support. After several weeks of lessons, students and family members eagerly packed their bags and met that the Fort Lauderdale-Hollywood International Airport for their opportunity to practice what they learned. The unique travel experience included boarding a plane,
listening for boarding announcements from the flight crew, participating in a simulated takeoff and landing, enjoying JetBlue snacks, and receiving a water cannon salute on their return to the gate. “Autism in Flight” is a win-win for students and families, who are able to travel without anxiety following the simulated flight experience, and for airline, airport and TSA staff, who gain a better awareness of individuals with an autism spectrum disorder. The children participating in the event today will be traveling through our airports as adults in a few short years. My hope is that they will be able to travel independently and to experience places other than South Florida,” added Grigull.

There’s No Debate That Miramar High School Debatriots Had A Historic Season BY BEVERLY PERKINS
T
he Speech and Debate Team of Miramar High School capped off a historic season by competing at the National Speech and Debate Association (NSDA) Nationals and National Catholic Forensic League (NCFL) Nationals. The NSDA National Speech & Debate Tournament is one of the largest academic contests and brings more than 4,500 students from more than 1,200 schools from across the country for a week of rigorous competition to determine national champions. Only 3% of students in the nation and in the world qualified to compete in the illustrious tournament which was held in Dallas, Texas. Having previously competed at several other speech and debate tourneys during the 2018-2019 season such as the Sunvitational Speech & Debate Tournament and Florida Blue Key Speech & Debate Tournament, the “Debatriots” know what it takes to bring home the prize. “This has been an exceptional year for the growth and development of the debate and speech program at Miramar High School. Through exceptionally hard work, collaboration, and veteran leadership, the debate program has exceeded expectations. Nationals
is a great opportunity to showcase the versatility of our student-competitors,” stated Debate Coach Renea L. Moss. Four Miramar High School students, Samuel Simeon, Sophia Williams, Daliss Hicks, and Warren Forstmann, competed at Nationals (three in Speech in the Program Oral Interpretation Category and 1 on the Broward Worlds Team). “Speech and debate have provided an avenue for me to use my voice and express myself, communicating my message to those all over the country. Attending my first nationals and placing second as a sophomore has been an incredible and rewarding experience, furthering my dedication to speech and debate. My words have touched so many and it brings me great honor to have represented my school as well as my community at this competition,” exclaimed Williams. Under the tutelage of 2018 Broward Coach of the Year, Renea L. Moss, the ambitious and determined bunch received the 2019 NSDA School of Excellence in Speech Award. This award is given to the top 20 schools

Often these changes affect your estate planning. If you don’t review and adjust your plan it may not achieve your desired results when you need it most. How often should I review my documents? We recommend reviewing your revocable living trust or will, along with your advance legal directives, at least every three years. This review is especially important if you experienced any major life changes since your documents were executed, including: ▸▸ New family members, or a loss of a loved one ▸▸ Child that has turned 18 or 21 ▸▸ A recently married or divorced beneficiary ▸▸ Beneficiary concerns, like financial, substance abuse or disabilities ▸▸ Creation, sale, or closing of a business ▸▸ Purchase of a new or second home, or an investment property ▸▸ Changes to your beneficiary or successor trustee designations ▸▸ Changes in your relationships with beneficiaries or successor trustees Can a change in the law affect my documents? Yes, very definitely. Let’s look at a common estate planning document, a durable power of attorney. Several years ago financial institutions lobbied the Florida legislature to change the applicable law to protect banks and brokerage firms from liability if a durable power of attorney is misused or forged. The new law suggests certain “magic” language which, if included in the durable power of attorney, provides this protection. If your document was drafted before 2011, it most likely does not contain this magic language. While some financial institutions may still accept your durable power of attorney, it is much more likely that they will not. Another change to the law, which took effect on October 1, 2015, affects your health care power of attorney. The Florida legislature has revised the law to clarify confusion surrounding when a health care power of attorney becomes effective. Your health care power of attorney can be effective immediately, but only if you so designate. If not, your treating physician must first determine that you are unable to manage your own care before they will take instruction from your designated agent. The new law also offers new choices in terms of designating a health care surrogate for a minor child. Because of this change in the law, there is new language that should be part of your health care power of attorney. How do I know if laws have changed that may affect my estate planning documents? The best way to is to contact your estate planning attorney and schedule a periodic review of your plan. Many attorneys provide maintenance programs and will affirmatively contact their clients if relevant laws change. While there is a fee to belong to a maintenance plan, there are usually no charges for required document updates. Life can change in an instant. What are you waiting for?

reetings Miramarians, As we prepare to vote on the final budget that will move our city to the next chapter, I wanted to share with you what was discussed during our visioning session in case you were not able to attend. A large part of our efforts for the future entails the revitalization of Historic Miramar. Since the mid-90’s there have been plans to develop our historic side in order to bring more companies, more developers, and more jobs to our great city but before we could embark on that journey, we needed to solidify the infrastructure to attract the businesses we wanted to come. Unfortunately, this has taken some time because years ago, there was something called a Community Redevelopment Agency (CRA) that provided funds to help areas redevelop and revitalize. If a city took advantage of that opportunity, they were given millions of dollars to get the process moving. At the time when the program was available, Miramar chose to not participate thereby missing a great opportunity. In any case, we are moving now and well on our way. The street construction you’ve seen over the past years have been worthwhile. Our efforts have begun to pay off with developers who have already bought, refurbished, and sold many of the homes in the area. Najibe Gardens recently completed luxury 2- and 3-bedroom apartments on SW 64th Avenue. Additionally, Palms at Miramar, another apartment community, is under construction on 64th Ave. Positano Villas, across from Snake Warrior Park is in process and Martin Apartments - a live, work and play community, are also underway. We’re also working on the transformation of State Road 7 to be developed as a Smart City, which has four focuses: It should be sustainable, inclusive and transparent, generate wealth and made for citizens. Other improvements made include the removal of septic tanks, upsizing water mains for improved fire protection, drainage improvements for flood protection, the east water treatment plant renovations and of course, the streetscape improvements. Trees on Island Drive that were damaged by the hurricane have been replaced and that area is back to its natural beauty. Pediatric Foot and Ankle Sprains May Be a More Complex Growth Plate Injury BY ROBERT H. SHEINBERG, D.P.M., D.A.B.P.S., F.A.C.F.A.S.
I
njuries to the growth plate in children may cause damage to the structures at the end of the bone that will allow the child’s bone to grow to full adult size. X-rays can fail to provide a complete and accurate picture of the diagnosis. These injuries may be misdiagnosed as a simple sprain of the foot or ankle. However, a more complex injury may be present. Growth plates, which start to close between the ages of 13 and 18, can be damaged in incidents such as simple falls, sports injuries, automobile accidents or other major or minor trauma. If not recognized and treated early, a child’s growth plate injury can lead to shortening of the bone (growth ceases) as the growth plate may close prematurely. Angular deformities of the bone (a curve) may also develop. The severity of these deformities depends on the age at the time of injury, extent of the injury and the part of the growth plate that has been damaged. Certain portions of
the growth plate may be injured affecting its growth while other parts grow more normally thus causing a bowing of the bone. Symptoms of a growth plate injury may mimic a sprain. These injuries occur more frequently than realized. There will always be pinpoint tenderness on the bone’s growth plate and a degree of swelling that is proportional to the degree of injury to the area. The child will often limp and try to avoid the body part. Normal treatment for a sprain may involve simple observation and application of an ace bandage or brace. This treatment for a growth plate injury that is severe may be devastating. X-rays are used to evaluate bone and joint alignment. A growth plate can be injured or even fractured with a normal X-ray. In more moderate to severe cases, x-rays will usually show the fracture. When in doubt, a CT scan may be necessary. Treatment options include: 1. Immobilization in a below-the-knee cast with or without crutches may be necessary if the growth plate is well aligned. These injuries will heal on their own within six to eight weeks. The younger the child, the faster it heals.
2. If the injury has caused misalignment of the growth plate it can sometimes be carefully manipulated back into place and then protected with a cast. The cast would be necessary for a minimum of six to eight weeks. Nonweightbearing would be mandatory. 3. If the misalignment is more severe and not able to be manipulated back into its normal position, surgery would be necessary to restore the growth plate to its proper position. This may help avoid later problems including malalignment or premature growth plate closure that may cause the extremity to be shortened and crooked. Disasters Happen. Prepare Now. Learn How. BY MIRAMAR FIRE-RESCUE CHIEF ROBERT E. PALMER eptember is here, which is also recognized as “National Preparedness Month”. The Miramar FireRescue family wants to remind the community that September serves as a great opportunity to prepare yourselves for now and throughout the year. Also, check your insurance policies and coverage for the hazards you may face this time of year such as hurricanes, floods, and tornadoes. Often, after a disaster strikes and before first responders arrive, you and the community will be the first ones to act, so it’s important to prepare in advance to help ourselves and the community. Have a plan; Your family may not be together by the time a disaster strikes, so know how you will contact one another and regroup if separated. When creating a plan keep in mind some of these factors: ▸▸ Different ages of members within your household. ▸▸ Dietary needs. ▸▸ Pets or service animals. ▸▸ Medical needs including prescriptions and equipment. Not all disasters are natural disasters, for example, a fire can happen at any time. Learn to use a fire extinguisher. Make sure you have one or more up-to-date extinguishers at home and that everyone living in the household knows where they are located. An ABC type of extinguisher is the most common to have at home. Miramar Fire-Rescue recommends that only those trained in the proper use and maintenance of fire extinguishers consider using them. Natural gas leaks and explosions are responsible for a significant number of fires. If you smell gas or hear a blowing or hissing noise, open a window and quickly get everyone out. A working smoke alarm significantly increases your chances of surviving a deadly home fire. The following are some smoke alarm tips to follow: ▸▸ Test batteries monthly. ▸▸ Replace batteries in smoke alarms monthly. ▸▸ Install smoke alarms on every level of your home including the basement, both inside and outside of sleeping areas. ▸▸ Replace the entire smoke alarm every 8-10 years or follow manufacturers recommendations. ▸▸ Never disable a smoke alarm while cooking. This month also take the time to learn lifesaving skills like CPR and First Aid. Studies show that the sooner CPR is performed the greater the chances of survival are for that victim. Anyone can learn CPR and first aid, The American Heart Association reports that a high percentage of Americans feel helpless to act in the event of a cardiac emergency because they do not know how to effectively administer CPR. CPR classes will equip you with the appropriate training needed to make the right decisions in the event of a cardiac emergency. Being aware and having the desire to be accident-free keeps you and your loved ones safer and reduces the number of causalities and accidents. Get to Know Your CRO! BY CHIEF DEXTER WILLIAMS he Miramar Police Department’s Community Resource Officer (CRO) Unit, is an integral part of the department’s belief in the community policing philosophy of modern policing. The CRO Unit partners with the residents and businesses through educational and social events, collaborating in an effort to enhance the safety and quality of our community. The CRO Unit holds several events throughout the city of Miramar. “Coffee with a Cop” is just one of the many events that provide citizens an opportunity to interact and engage with officers through casual conversation, without any hidden agendas. Getting to know one another, over a cup of coffee, has proven to be very beneficial interaction: building the bond and trust between the police department and the community. Another very successful event is our “Cone with a Cop” event. This event is similar to our “Coffee with a Cop”, but it’s geared toward the youth in our community. Children of all ages can come out to a designed area with their parents and have a free cone of ice cream and engage with the police officers. This interaction is priceless. It’s never too early to build a foundation of trust and form close relationships with the community. CRO’s are assigned throughout the city into what we call “zones”, from the farthest east of the city to the farthest west. Each CRO is responsible to attend homeowner association meetings, where they discuss crime trends and educational tips on how to protect yourself and your property as well as meet with businesses in their assigned zone. CRO’s are also responsible for diligently monitoring and ensuring compliance from sexual offenders, who reside within the city’s boundaries, through unannounced and periodic checks. Offenders who are found non-compliant are reported to the Florida Department of Law Enforcement and are removed from the city. If you’re planning on going on vacation or having your home tented for fumigation, go online to our website, Miramarpd.org, and submit a vacation patrol request. Your designated CRO will patrol your home while your away and check for any suspicious activity. The unit also conducts bike patrols throughout the city, so they can have a more interpersonal touch while doing routine patrol. “Fishing for Futures” was the idea of a Miramar police officer who wanted to help children learn new ways to spend their time positively, while teaching them respect for themselves, others and the outdoors.
