From Samhain to All Hallows Eve to Halloween

D

o you celebrate the ancient Celtic festival of Samhain? If you or your kids are dressing up to go trick-or-treating this month you just might. Believe it or not, Halloween dates back about 2,000 years to the area that is now Ireland and the British Islands. The Celts, who inhabited those islands at the time, celebrated their new year on November 1st. The day marked the end of summer and the beginning of winter. For the Celts, winter was a period of struggle and often death. They believed that on that night the barrier between the living and the dead would open and the ghosts of the dead would return. The Celts burned huge bonfires and wore costumes consisting of animal skins and even heads. Their priests, called Druids, would attempt to contact the spirits and tell people’s fortunes. After the Romans conquered the British Isles, the celebration was combined with a Roman festival that commemorates the passing of the dead, called Feralia. About 600 years later Christianity had spread throughout Europe and Pope Boniface IV established the Catholic feast of All Martyrs Day, which was later changed to All Soul’s Day, in honor of the dead. It was celebrated on the same day and using the same customs as Samhain. The Middle English term “All Hallows” which translates to “All Souls” evolved somewhere along the way to the word Halloween. Much has changed over the last 2,000 years. Today, Halloween is a festive time focused more on children’s enjoyment. No longer do adults wear macabre costumes made of animal skins. Rather, the holiday today features excited children dressed as their favorite fairy tale characters and superheroes merrily going from house to house collecting bags full of candy. Coffee Talk BY BEVERLY PERKINS

T

he Miramar Police Department (MPD) recently held a “Coffee with a Cop” event at the Starbucks, located at 3100 SW 160th Avenue in Miramar. MPD staff and officers from different divisions attended the anticipated occasion this past summer. But for those who missed it, they are super excited to have another during “National Coffee with a Cop Day” on Wednesday, October 2nd from 2:00 pm- 4:00 pm at the Starbucks located at 3100 Dykes Road in Miramar. The community is invited to stop by, have a ‘Cup of Joe’, and mix and mingle with Miramar’s best in blue. Officers may be seen behind the counter and at the drive-thru to surprise customers looking for their afternoon “fix”. Thanks to the persistence of the MPD community resource officers, The Miramar Police Department was one of the first agencies in South Florida to start “Coffee with A Cop”. But the well-received program actually began in Hawthorne, California eight years ago as a result of a brainstorming session. Members of the Hawthorne Police Department were searching for ways to better communicate and interact with their citizens, and a simple idea of a morning cup of coffee was the perfect solution. It

became a great opportunity for officers to meet with residents and business owners to discuss any concerns they may have and learn more about each other. The idea spread, and “Coffee with a Cop” events started brewing in all 50 states and is one of the most successful community oriented policing programs across the country. More than 10,000 events have occurred nationwide. It’s been so successful that the program has expanded into Canada, Europe, Australia, and Africa, and the list continues to grow. The framework for establishing trust between the community and the police has always been community policing. However, over time the nation’s communities’ character and composition have changed due to a shift in demographics, influx of commuters, and the introduction of social media and other online communication methods. The reason for its popularity and success is that it opens the door for law enforcement officers and the community to interact in a casual situation instead of a crisis situation. The opportunity allows for real

conversations about important matters in a friendly atmosphere where trust can be built. Both officers and citizens learn about each other, form bonds, and develop relationships which help weave the fabric of a better community. “Coffee with a Cop is just one of the many programs we have at the Miramar Police Department that helps us build relationships and meaningful partnerships, to further strengthen our community,” stated Chief Dexter Williams. A Great Catch – Fishing for Futures BY BEVERLY PERKINS

T

hree years ago, Miramar Police Sergeant Lonnie Nix created the “Fishing for Futures” program in partnership with The Miramar Police Departments’ Public Affairs Unit. The Public Affairs Unit is responsible for implementing programs and strategies to foster a stronger working relationship between the department and the community it serves with the primary goal being crime prevention. As a result, it was natural for the dedicated officer to create such a program. He grew up with fishing and brought his own children up fishing, so he thought what better way to keep kids out of trouble and off video games than to do the same with the young ones in the community. “The premise behind it was to get kids in the community that don’t have the resources or just never been introduced to fishing before,” explained Nix. Sergeant Nix approached Miramar PAL Program Director Ann Lee if she knew any kids to pass along his love for fishing and the skills that accompany it. Since PAL always is searching for different experiences to share with their kids in their mentoring and summer camp programs, it was an easy catch. During their time with Nix and other volunteer

officers, in addition to receiving full instruction on the basics of the well-loved South Florida sport, the children learn new ways to spend their time positively and to respect themselves, others, and the outdoors. “This program has me go out and have fun. If you go out with the officers three times, you get your own fishing rod with everything on it,” exclaimed Jamari Chresfield. The officers volunteer their time and provide the kids with positive memories while being positive role models. After several outings, the budding fishermen get to keep their rods and a tackle box. “We obviously come out first for the kids, but the last thing we expected is how rewarding to us as well,” said Miramar Police Officer Yessenia Diaz. “It’s cheap, inexpensive fun that you can do just about anywhere. We are here in the city at a park. There’s water. There’s fish. It’s easy picking. We provide them with a rod and reel along with some tackle so they can continue even if they don’t come out fishing with us. They are always welcome to and that’s the whole idea behind it, to give them something to do down the road. Even after this experience is done, they can still go fishing,” added Nix.

A

rantxa Villegas still has terrifying memories of a time four years ago when her family wasn’t safe in Venezuela. The political and economic chaos escalated each day which was frightening for the teen and her family. Fortunately, the Villegas family was able to leave their country and make Miramar their new home. Although the rising high school student did not speak much English, she was determined to assimilate to her new life. She enrolled at Everglades High School as a freshman and was introduced to drones. This elevated her interest in STEM (Science, Technology, Engineering, and Math) and further elevated her desire to become an astronaut. In spite of the fact that she still struggled with anxiety and the terror of what she experienced, the ambitious teen focused on her childhood dream which stemmed from a family vacation to the Kennedy Space Center in Cape Canaveral, Florida. “I saw a man dressed up as an astronaut and I was like, ‘Oh, wow, I would look good in that,’” said Arantxa. “But I was told girls don’t become astronauts, especially in Venezuela; that my dream will stay as a dream and never come true.” Following graduation, she took classes at Seahawk Summer Academy, where she learned what Broward College had to offer, which included enrollment in the Robert Elmore Honors College and the aerospace

program and the Taylor-Bryant Avionics Scholarship. “Many young women are led to believe that aviation is a job fit only for a man. Arantxa was not shy when she asked me how many females had applied for the scholarship. But she was even more excited when I told her she was the only one,” said Quakish Liner, district director of the Robert Elmore Honors College: Thanks to a scholarship from the Jerry Taylor & Nancy Bryant Foundation, the 18-year-old can pursue her dream of becoming an astronaut. The $10,000 annual scholarship is part of a larger $2.98 million gift in support of aviation and avionics education at the Emil Buehler Aviation Institute on South Campus. “Broward College goes to great lengths to invite middle and high-school school students, particularly young women, to campus to explore aviation career possibilities. One of our goals is to reduce the stereotype by promoting women in aviation and aerospace engineering and convincing them that a career within the industry is attainable,” explained Sean Gallagan, associate dean of Broward College’s Transportation Programs. “I can still see myself in the spacesuit. And if I don’t get to do what I want to do, I will find something to do that I am good at. I know I will always find a way to be happy,” added Arantxa.

New Palmetto Express Lanes Connect Broward to Miami-Dade WWW.PALMETTOEXPRESSLANES.COM South Florida residents now have another option when traveling from Broward to Miami-Dade and back. The Florida Department of Transportation recently opened the Palmetto Express Lanes from West Flagler Street to NW 154 Street and along I-75 from the Palmetto to NW 170 Street. What do I need to know? Same as the 75 Express Lanes, tolls are collected electronically. Drivers must have an active SunPass account or other interoperable transponder without exception. Toll-By-Plate is NOT an option. Toll amounts are posted on overhead signs prior to entrances.

What determines the toll rate? The toll rate is based on what’s called “dynamic” or “variable tolling” and it is used on express lanes as a traffic management tool to manage demand on the express lanes. As express lanes traffic builds up, the toll increases and as traffic decreases, the toll goes down.

The 75 Express Lanes are located in the median and are separated from the general-use lanes by a grassy median or concrete wall.

Broward County Transit will be providing express bus service to and from the new Miami Gardens Park-N-Ride to the Miami Intermodal Center (MIC) at the Miami International Airport. hief Petty Officer Jeffrey Collado, a native of Miramar, Florida, is an instructor at the Naval Education and Training Command (NETC). The NETC educates and trains those individuals who serve our nation. Collado has the esteemed position job to provide the fleet with sailors who possess the basic technical knowledge and skills necessary for naval service. Instructors are experts in the subject matter they teach so they can provide cutting-edge technical training that transforms new sailors into missionready warfighters. According to Navy officials, sailors are some of the most highly trained people on the planet and this type of training requires highly dedicated instructors. As they also say, “We take them from street-tofleet by transforming new sailors into highly skilled, operational, and combat-ready warfighters, while providing the tools and opportunities for continuous learning and development.” The Miramar High School Class of 2005 graduate credits his success as an instructor to many of the lessons he learned growing up in Miramar. Talking About Death BY BRUCE IDEN, ESQUIRE ooner or later we all die. It will happen to me, and as upsetting as it may be to think about, it will happen to you, too. It’s simply a fact. And while we don’t know when or how death will occur, we hope the end comes peacefully when we are very old, surrounded by those we love, having lived a long and good life. No one lives forever. Death is a part of life, yet most people find the topic very difficult to think about and especially hard to discuss with others. Talking about what will happen to your family when you pass away can be a very emotional subject. And as with all emotionally-charged subjects, it is often easier to ignore. Or think about later. Is estate planning on your “to do” list? Perhaps you are superstitious. Can just talking about something make it more likely to happen? It is common for me to learn that new clients have taken months, often years, from the time they first started thinking about estate planning to when they called our office to schedule a consultation. For many, life provides a burst of motivation encouraging you to take care of matters sooner rather than later. Perhaps a health scare, or a vacation overseas? It may also be seeing the aftermath of a tragedy or the death of a friend or family member. Without proper planning, a grieving family is left to clean up the legal and financial mess left behind after the death of a loved one, during a very emotional time. Is that the last “gift” you want to leave to those you love? So how do you prepare to face what may happen to your family after you are gone? Is it necessary to have a will, a durable power of attorney, or other estate planning documents? The best place to start is by educating yourself as to what estate planning is. There are many websites devoted to wills, trusts, and other documents that you can explore. Take a look at our website and blog at www.idenlaw.com. By learning about the subject, it may be easier to discuss your needs. It won’t make you an expert, but when you consult an attorney you will be better prepared to formulate questions, which leads to the next step. Consider contacting an estate planning attorney to arrange a consultation. Many estate planning attorneys do not charge for this initial meeting. Keep in mind that you need to feel comfortable and at ease with the attorney and office staff you select. Chemistry is important, as are qualifications . Find someone you trust. Remember not all attorneys specialize in estate planning; some just dabble. Ask questions. Do your research. Look for competence and shared values.

MESSAM, MAYOR OF MIRAMAR irst off, I want to invite you to attend my Annual State of the City presentation on Thursday, October 24th beginning at 6:30 p.m. at the Miramar Cultural Center. If you’ve attended in the past, you know that I provide information regarding the City’s accomplishments over the past fiscal year along with a look toward the future. This year, you won’t want to miss what’s in store. Of course, I will cover what we’ve done during 2019 but the focus will be on what’s coming in the near future and an overview of the next twenty years in our great city! To improve resiliency in Miramar, the city is making significant infrastructure improvements, we are investing $108 Million in strategic projects to support redevelopment in East Miramar and resiliency priorities citywide; the East Water Treatment Plant has seen a $28 Million in improvements, the West Water treatment plant will see a testing laboratory expansion; Streetscape Projects total $20.5 and State Road 7 improvements total $35 Million. The SR 7 improvements for the Transit-Oriented Corridor provides the zoning framework for the redevelopment of SR7 into a mixed-use, pedestrian-friendly district that has close proximity to public transit. We continue to work with our neighbors Pembroke Pines and will contribute an additional $1.5 million towards the Pembroke Road Expansion to US 27 project. To help meet the technical skills demand of our corporate community, we have an Innovation and Technology Village planned for Historic Miramar to train and educate our youth and residents, so they are prepared for the gig economy. For a few years now, the City has been in possession of two steel beams from the Twin Towers 9/11 tragedy. These beams were secured by Miramar Fire Rescue to build a memorial in recognition of those who lost their lives on that day. We are moving forward with the 9/11 Remembrance Memorial which will be located in the Miramar Regional Park. The City has set aside $75,000 in this upcoming year’s budget and funds are planned for the next budget in order to get this effort going. In addition, we are forming a committee to consist of residents, business leaders, veterans, police, and firefighters to complete this tribute in our city. There will be more to come regarding this effort and how you can participate. Developmental Flatfoot in Children BY ROBERT H. SHEINBERG, D.P.M., D.A.B.P.S., F.A.C.F.A.S.

D

evelopmental flatfoot is one of the most common conditions affecting the musculoskeletal system of children and teenagers. There is a tendency for the child’s flatfoot to be ignored or treated with benign neglect. The facts are that it is NOT normal, the majority of children do NOT outgrow it, and there IS cause for some concern. Flatfeet are a genetic problem. Ligaments in the arch which connect the bones together are loose, allowing the arch to collapse. Congenital bone abnormalities as well as trauma to the tendons and ligaments in the inner arch can cause flattening of the arch and foot. A common cause of developmental flatfoot is tightness in the calf muscles, which aggravates the severe foot deformity. Symptoms include young children constantly preferring to be carried by a parent or be put in a stroller due to fatigue in their legs. Another symptom is leg pain, especially at night, and premature

fatigue with activity, especially in young children or teenagers. Inner leg, ankle and foot pain with activity is common. Other symptoms occasionally associated with flatfeet are inner knee pain and lower back pain. Signs of developmental flatfoot include lowering or complete collapse of the arch. The front part of the foot is turned out relative to the back part of the foot and the arch bulges towards the inside of the ankle. Knock-knees are common, which exasperates the deformity. The feet, ankles, and legs just do not appear right upon examination or when the patient is standing. The child can be overweight and lacks athletic ability. General inactivity or avoidance of activity in children is common. Abnormal shoe wear as well as a child or teenager that does not run correctly occurs due to the deformity. Treatment begins with a complete physical examination of the lower extremity and spine to find the underlying cause. This includes examining the child’s gait (walking pattern). Physical therapy may be prescribed to strengthen weak muscles and loosen tight muscles and to help

improve overall coordination. Occasional immobilization of the extremity to loosen up tight muscles with a walking cast is necessary to decrease the deforming force of the calf muscle on the flatfoot. Custom molded shoe insoles (orthotics) to help permanently support the foot and put it in its proper position may be recommended. In most cases, this will overnight correct the fatigue and leg pain that the child experiences. It will also help to allow better performance in activities of daily living or sports. In some cases when conservative treatment fails, surgery can be done to help with the problem. The appropriate treatment plan can be a lifechanging experience for the child. ctober is here, and not only is it “pumpkin season” but also Fire Prevention Month. Throughout this month Miramar Fire-Rescue wants children, adults, and teachers to learn how to stay safe in case of a fire. Did you know that in a typical home fire you could have as little as one to two minutes to escape safely from the time the smoke alarm sounds? Therefore, escape planning and practicing can help you and your family make the most of the time you have. By taking these small, but important actions you can help keep everyone out of dangers way. ▸▸ Map it out, draw or make a layout of your home and make two exits in each room (door and window). Draw a path from each exit to the outside as well. ▸▸ Mark the locations of all the smoke alarms in your home. ▸▸ Make sure someone will help children, older adults and people with disabilities wake up and get out to safety. ▸▸ Teach children in the household how to escape on their own incase you cannot help them. ▸▸ Choose a meeting place away from your home where everyone can meet upon exiting. ▸▸ Once safely outside call 911, make sure everyone knows how to call 911. Not only is it important to make a fire escape plan, but also to practice it. Home fire escape practice should include: ▸▸ Pushing the smoke alarm button to start the drill. ▸▸ Practicing what to do in case there is smoke and visibility is low. Get low and go. Get out fast. ▸▸ Practicing using different ways out and closing doors behind you as you make your way out. ▸▸ Never go back for people, pets, or things. ▸▸ Going to your outdoor meeting place. Smoke alarms detect and alert people of a fire in the early stages. Smoke alarms can mean the difference between life and death in a fire. Properly working smoke alarms cut the risk of dying in a home fire in half. This is why it is so important to install smoke alarms in every sleeping room, outside each separate sleeping area, and on every level of the home. Smoke alarms should be tested at least once a month to assure that they are in working condition. Once installed make sure everyone in the household is familiarized with the sound of the smoke alarm and knows how to respond. Cooking is the leading cause of home fires and home fire injuries, and the leading cause of fires in the kitchen is unattended cooking. To keep you and everyone in the house safe, never leave the kitchen when frying, boiling, grilling or broiling food. Statistics show that in 2017 U.S fire departments responded to 357,000 home structure fires. These fires caused over 2000 casualties and over 10,000 firerelated injuries. Those numbers are proof that home fires continue to pose a significant threat to life safety. Remember “Not Every Hero Wears a Cape. Crime Trend – Mail Theft BY CHIEF DEXTER WILLIAMS

T

here is a new fraud trend that has affected not only Miramar residents, but residents throughout Florida. It is residential mail theft accompanied with identity theft. Anyone can be a victim. Although there are variations, the scheme is typically done in the following manner: ▸▸ Through a variety of methods, fraudsters obtain Personal Identification Information (PII) for victims. Examples of PII include your name, postal or electronic mail address, telephone number, social security number, date of birth, etc. ▸▸ Fraudsters order a duplicate driver’s license and apply for credit card(s) in the victim’s name using the victim’s PII. ▸▸ Fraudsters then steal the victim’s mail to obtain the driver’s license and/or credit card(s). At this point the credit card(s) will be used to make fraudulent purchases. Don’t be a victim. Please take these precautions: ▸▸ Sign up for USPS Informed Delivery at USPS.com. Know what’s arriving in your mail before it’s stolen from you. ▸▸ Promptly pick up your mail. Do not leave letters or packages in your mailbox for any length of time. ▸▸ Inquire about overdue mail. If you were expecting a credit card, check or other valuable mail and did not receive it, contact the sender as soon as possible. ▸▸ Immediately report suspicious vehicles in your neighborhood and get tag/ license plate information, as well as vehicle and driver descriptions. ▸▸ Consider purchasing home surveillance cameras. ▸▸ If you have renewed your driver’s license or vehicle tag online, Florida Highway Safety and Motor Vehicles (FLHSMV) will have your email address on file and will alert you if someone has requested a duplicate driver’s license. If you receive this alert and had not requested a duplicate, contact FLHSMV. ▸▸ Check your credit regularly. The Fair Credit Reporting Act (FCRA) requires each of the nationwide credit reporting companies — Equifax, Experian, and TransUnion — to provide you with a FREE copy of your credit report, at your request, once every 12 months. Visit FTC.gov for more information. ▸▸ Consider using a credit monitoring service. If a fraudster applies for credit card(s) in your name, a reputable monitoring service can at least intercept or stop the card from being issued in time. It is also an option to “lock” your credit so that no credit is ever issued without contacting you first. ▸▸ Change your passwords to your email, online banking, etc. frequently. Never reply to or click links in unsolicited emails. Never provide your password, social security number or other valuable information to anyone who calls you. Victims Should: ▸▸ If your mail was stolen, immediately report it to the US Postal Inspection Service Office at 1-877-876-2455 or online at USPIS.gov and also report it to your local police agency. ▸▸ If a duplicate driver’s license was ordered without your permission, immediately alert FLHSMV by calling the Driver’s License Fraud Department at 850-617-2405 and/or visit FLHSMV.gov. ▸▸ Report identity theft to the U.S. Secret Service at 305-863-5000. ▸▸ Victim of identity theft through online sites should report it to the Federal Trade Commission at FTC.gov.

Commissioner Coulbourne brought her campers to Miramar Fire-Rescue Station 107 for a tour and a lesson about fire safety and becoming a firefighter.

Miramar Fire-Rescue partnered with NBC 6 for a “Back to School Supply Drive” at Station 84. Together, both organizations collected supplies for students across South Florida. The WAWA mascot and Stanley C. Panther as well as Y100 were in attendance to make the day even more fun.

More highlights from August’s National Night Out included comraderie between both Miramar Police and Fire Departments as they engaged with the residents in the City of Miramar. Police Chief Williams even wanted to hang out with the firefighters and try on his very own helmet.
