t is hard to believe that the summer is already coming to an end. It’s time to review the school supplies list, pick out that lucky lunch box, and finish the summer reading assignments. August 21st is the first day of school for most kids in the area. Preparing for school has certainly gotten more complex over the past 20 years. We have gone from wrapping textbooks in brown paper bags to downloading software onto smartphones, iPads and Chromebooks. rc Broward Mission Statement: “Arc Broward’s mission is to transform the community by providing opportunities for people with disabilities and other life challenges to realize their full potential.” Arc Broward’s purpose as a nonprofit organization is to work with multiple Broward County communities side-by-side to give people with disabilities or other life challenges achieve their personal full potential. The result? Lives change! Clients play, learn, work, and have complete and rewarding lives. One of their most important goals is to spread the People First movement. The aim is to promote peoplefirst language and change the perspective about people with disabilities and eliminate the subconscious dehumanization when speaking about them. People with disabilities are first and foremost people. They have their own abilities, needs, and interests. Approximately one in five Americans have a disability. They constitute the largest minority group in the United States and enrich communities with their contributions to our society. Arc Broward incorporated in 1957 and is celebrating their 60th anniversary this year. In celebration of this milestone the organization executed a rebranding, adopting a new logo and their new tagline “Changing Perspectives. Changing Lives.” Their over 400 employees are extremely passionate about the new tagline because essentially, it’s the core of what they do. Children and adult clients alike receive the same chance to contribute to our society as everyone else. Two of the main principals of Arc Broward are Dennis Haas, Executive Director and Jessica Rodrigues, Director of Development. Dennis left a prestigious position with a private law firm and joined the Arc Broward Board of Directors in 1983. In 1996, he became the President/CEO. Jessica has worked with Arc Broward for almost 6 years. Both say they serve their clients with pride and it is extremely rewarding because the programs help participants take their challenges and refocus their lives. In general, clients are happy people and very appreciative. Dennis and Jessica agreed: “Arc Broward is very proud of their three ‘mission-based’ enterprises that provide financial support and job training for participants. They are Arc Culinary, Arc Tech, and Arc Educates.” The three enterprises provide train-

ing and employment opportunities for clients; concurrently, they help generate capital to assist with funding the organization’s services. The organization’s main campus is located in Sunrise, but they maintain 10 campuses including residential facilities for adults throughout Broward county. Arc Broward is not limited but focuses on South Florida and Broward County. They provide 21 programs for more than 1,200 participants. Included in the 21 programs are Children’s Services, Health Care Services, Adult Services, and a Workforce Division. They serve people from infants to seniors and can help veterans whether or not they have a disability. In addition to training, perhaps the most important components these programs give participants is self-esteem building and encouragement for personal development. The Arc Works program teaches how to write resumes, interview skills, and much more. Arc Broward has two graduation ceremonies each year for clients participating in the Arc Culinary and Arc Tech divisions. One of the graduates from the Material Handler Program, Ryan, made a powerful statement in the speech he gave at the ceremony. He said, “If you think you have achieved your dreams, dream bigger.” His comment exemplifies the overall attitude of Arc Broward participants. The organization has two signature fundraising events each year. The Delish event pairs Arc Culinary students with some of the best local chefs for a tasty and charitable event. The Arc Broward Pageant is a “feel-good,” unforgettable event for guests and contestants. It is a commitment is to empower young women with disabilities. They also hold other events throughout the year, such as the Traveling Plate supper program, which has about 40-50 attendees each time. All funds raised go directly to the culinary program. KAPOW Volunteers Recognized at Miramar City Commission Meeting COMMUNITY NEWS

tudents at Fairway Elementary and New Renaissance Middle School have been participating in KAPOW (Kids and the Power of Work), a national network of business and elementary school partnerships which introduce students to career awareness through seven one-hour professionally designed lessons taught by business volunteers in the classroom. The lessons help students discover different jobs, what it takes to do them, and how to be successful in work and life. Several City employees, who volunteered their time this year, were recognized at a recent Miramar City Commission Meeting. “The program helps build student self-confidence and self-esteem by having volunteer mentors share their paths to success,” said Tania Reynolds, program director for KAPOW. “We give volunteers a platform to share their story with their students and provide what we call their ‘pearls, wisdom and nuggets of truth.’” This is the first year Fairway Elementary has participated in the KAPOW program. Throughout the school year, City of Miramar Police Department and

Utilities Department employees volunteered in Marquita Hemingway-Brown’s and Danielle Irvin’s second grade classrooms to teach students about the importance of community involvement, leadership, communication and teamwork. They used hands-on fun activities to involve the children and keep them interested. For the last lesson, the students took a field trip to the City of Miramar Police Department and Utilities Department to see where the volunteers work. The students learned how waste is treated; spoke with police officers; participated in a mock crime scene workshop; visited the police Swat truck and more. “The KAPOW program is important and vital to the success of all students, because it teaches three important categories – problem solving, team building, and critical thinking skills,” said Michelle McKnight, principal of Fairway Elementary. “Our boys and girls are getting wonderful opportunities to problem solve and look at different types of jobs that help our community and, most importantly, our world.” New Renaissance Middle School has participated in the KAPOW program for the past three years. This year,

volunteers from the City of Miramar, Webley & Clark, PA, and U.S. Postal Service met with students in Ivette Teyra’s 6th, 7th and 8th grade classes. At the end of the school year, they participated in a mock commission meeting at City Hall; did some gardening at the Miramar Arts and Cultural Center; and visited the police department. “The students enjoyed their visit to the Miramar Police Department and the City as a whole,” said Italia Thurston, police administrator and KAPOW volunteer. “They spoke enthusiastically about the experience and wrote thank you cards to our officers.” After 25 years, KAPOW now serves 71+ schools. KAPOW is always looking for businesses or individual volunteers interested in participating in the program. Volunteers have the ability to change a young person’s life forever in only seven hours. First Ever TeacherCon! Local Teachers Participate in Houston Event BY HELEN PENLAND

T

he very first TeacherCon workshop was held in Houston, Texas June 19th through 23rd. TeacherCon is part of a hands-on, person-to-person, and rigorous workshop that provides initial fundamental experience and training on computer science. Sponsored by Code.org, the idea behind TeacherCon is to prepare teachers across a wide variety of diverse populations to include computer science in their class plans. The purpose is to help teachers give a high-quality computer science curriculum to students grade 6 and above. The Code.org’s initiative, Computer Science Discoveries (CS Discoveries), is supported by multiple organizations. It empowers students to authentically create artifacts and engage with computer science as a way to creatively communicate, learn problem-solving, and have fun! All at the same time. More than 400 teachers attended the conference. They were from many states including the following: Alabama, Arizona, California, Georgia, Illinois, Indiana, Iowa, Kentucky, Maryland, Minnesota, Mississippi, Nevada, New

York, North Carolina, Ohio, Oklahoma, South Carolina, Texas, Utah, Virginia, and of course Florida, including Jacksonville, Orlando, and the #BrowardStem team, which included Broward, Dade, and Palm Beach. The program CS Discoveries was developed from the beginning, “ground up” to be utilized as an engaging and understandable training course for every student, notwithstanding their previous experience or background. Aiming to show students that computer science really is for them, students are able to engage with many personally-relevant and culturaly subjects. CS Discoveries was designed with impartiality in mind. The attendees were introduced with Code.org’s founder, Hadie Partovie (@ hadip). He spoke about his passion for the program and his vision for the future. They were all very inspired by the discussion. According to Valerie Crawford-Meyer, Ed.S., from Glades Middle School, the Broward STEM group met to have some fun and prep for the trip to Houston.

long with the Broward Education Foundation, intelligent students from Miramar prove that with hard work and dedication, anything is possible. Broward County Resident and scholarship donor Jammal Davenport was the keynote speaker at the scholarship ceremony. He inspired the parents, students, mentors, and donors alike with his moving speech. One of the highlights of Davenport’s presentation was when he reflected on his personal struggles during adolescence and how he overcame them. By addressing his obstacles, Davenport was able to relate with the audience in a way another donor with a different background could not. “Some scholars have not sprouted to their fullest potential, not because they cannot perform academically but because they simply have not had the best start to success” Davenport proclaimed. This statement captures the true heart of the mission that the Broward Education Foundation set to embark upon. Bright and intelligent students need resources and a solid basis to really help them flourish both academically and as citizens. Because of the overwhelming support that donors like Jammal Davenport and his wife Amber give, underprivileged students can

take advantage of new academic opportunities. Qualifying students that fall short financially when it comes to post-secondary education are granted scholarships by the Broward Education Foundation. These scholarships are made possible by generous organizations, companies, and individual donors who offer their valuable support. Christina Fischer, Chair of the Broward Education Foundation Board, also delivered her words of praise and encouragement to the inspired audience. She made sure to recognize Jammal and Amber Davenport for all the hard work they do and also shone a spotlight on the hardworking recipients of these scholarships by congratulating them and wishing them the best of luck in college and life. The way Christina Fischer spoke about the incredible work of the Broward Education Foundation and its donors showcases just how passionate the board is and how they work tirelessly to give students the help they need to shine. any doctors believe that around 80% of learning occurs through a child’s eyes. Since a child’s eyesight may change frequently, consistent eye and vision care is crucial to a student’s classroom success. Surprisingly, most parents are not including eye exams as part of their child’s back-to-school doctor’s visit line-up. Furthermore, survey results show that over 50% of parents don’t take their child for an eye exam until at least age three. The AOA actually suggests that children receive their first eye screening at six months, then comprehensive vision examinations starting at age three, before beginning school. Exams should continue to be booked routinely every other year from that point on. Often the issues a child deals with in the classroom can come from sight difficulties. The number of students who are suffering from undiagnosed vision problems is quite high. Over 60% of students classified as students with learning-disabilities actually have undiagnosed vision problems. Your child will be much better off if you take a proactive role in ensuring your child is seeing properly. Don’t push off your child’s first vision screening until kindergarten. Pediatricians should perform a dilated eye exam to discover any serious eye problems within the age of two months. Every child should have a complete eye checkup by age five, since early intervention can make a difference. Additionally as a parent, it’s important to see whether your child is reading sufficiently. Generally, kindergarteners are excited to look at books and try and figure out words. Children that don’t read books may be experiencing a vision problem. Before you assume the worst, it’s a good idea to get a vision examination. For a pediatric eye exam at Mirvision, call us to book an appointment. If a child’s eyesight is flawed, increasing visual demands, such as finer print in textbooks or more homework, can considerably change a student’s success. f you haven’t been house hunting lately, ask someone who has. South Florida home prices have gradually increased the last few years, leaving a sense of doubt about housing affordability. The median price for existing single family homes in Miami-Dade, Broward and Palm Beach Counties recently hit $320,000. Interesting to note, the median price of a home in Broward County has soared by approximately 70 percent since 2012. With the prices of homes almost back to their pre-2005 levels in most instances, prices of homes are quickly outpacing wage growth. South Florida’s median household income is $49,426, up $2,930 or 6.30% since 2012. What does this equate to in regards to homeownership? In general, as a “rule of thumb,” a family having minimal debt, a respectable credit score and a household income of $49,000 would, in most cases, qualify for a mortgage loan of somewhere in the vicinity of $196,000.

When you do the math, this means that a family earning the median income that wants to purchase a median priced home in South Florida would need a minimum of $124,000 as their down payment in order to qualify for a mortgage of $196,000. Although you can purchase a home with a 3.5% down payment with an FHA (Federal Housing Administration) loan, in this scenario, the homebuyer(s) would have to have an average income of approximately $78,000 to purchase at $320,000. With home prices at its current levels and wages lagging, it could take our younger generation 12 to 15 years to save enough money for a 20 percent down payment on a home. Added to this, the tight housing market has also driven up the price of rentals, making saving even more difficult. Purchasing power is also weakening as the Federal Reserve recently raised rates for the third time in the past seven months (the fifth rate hike since December 2015) in response to an “improved” economy. Although the Fed rate is not the same as the mortgage interest rate that homebuyers pay when they take out a home loan, the upward movement of the Fed rate puts pressure on mortgage interest rates. Mortgage rates still remain at a historic low, as the most recent numbers from Freddie Mac has the 30-year fixed-rate mortgage hovering around 3.89 percent. For every 1.0% increase in the mortgage rate, it decreases the amount of house one can afford by 10.0% Honestly, this editorial is certainly heartbreaking for want to be buyers as they’re going to have to save a lot more in a lesser period of time in order to be able to enter the real estate market than they would have in the past. The longer they sit out of the market, the higher the real estate prices will be. Home prices in South Florida will eventually level off, but they’re surely not about to fall! On the brighter side of the “coin,” let’s be thankful that we’re not looking to purchase a home in some of the least affordable housing markets in the country, such as Brooklyn or Manhattan, New York or San Francisco, California. Three Major Mistakes by Homeowners When it Comes to Association Dues BY OMAR J. ARCIA, ESQ. FORECLOSURE DEFENSE AND CONSUMER ADVOCACY ATTORNEY

M

any homeowners that have fallen behind on their mortgage payments also make the decision to stop paying their homeowners’ association dues. If a homeowner is trying to save their home, nonpayment of association dues is perhaps one of the worst decisions they can make. Homeowners can quickly find themselves defending two foreclosure actions, one from the mortgage company and one from the homeowner’s association. The following are three major mistakes made by homeowners when it comes to condo and homeowner’s association dues. Only the mortgage company has the right to foreclose on a home. This is just not true. Florida law permits homeowners’ condo associations to place a lien against your property for the value of any unpaid dues or assessments, quickly foreclose, and take possession of the property to recover the value of that lien. There is no minimum amount for the lien. An unpaid fine for an unclean roof, for example, can lead to a lien being recorded against your home and a foreclosure of that lien by the association. Generally speaking, there are fewer defenses to an association action than a mortgage foreclosure action. Also, because the amount in controversy is usually less than $15,000, association foreclosure actions may be filed in the lesser backlogged county courts. This means that association foreclosure actions are completed much quicker than mortgage foreclosure cases – usually in less than 6 months. An association will not foreclose if there is no equity in the property. Just the opposite is the case. Since there is a significant mortgage ahead of the association lien, at the association foreclosure auction, the association itself will usually be the highest bidder and will become the new “owner” of the property. More and more homeowners’ associations are foreclosing on South Florida homes in order to take possession of the property and rent it out to recover the unpaid dues or fines, until and when the mortgage company ever forecloses on that property. Accordingly, your homeowner’s association may foreclose and deprive you of your property if there is equity or not. There is no need to hire an attorney to defend an association foreclosure action. Like in a mortgage foreclosure action, there are a number of defenses to an association foreclosure action which may only be effectively developed in court by a law firm with experience and specialized knowledge on how to defend association foreclosure actions. An attorney can also help you negotiate a structured settlement of your association debt with affordable payments to avoid foreclosure and keep your home. There are also bankruptcy related strategies that can be implemented to reduce or wipe out homeowners’ association debt altogether. Finally, if the association collection letter contains incorrect calculations, you may have a valuable claim against the association under one or more consumer protection laws. iramar is known for its thriving aviation business sector, and is the home of Spirit Airlines corporate offices. It services the aviation sectors by providing aviation management and maintenance services. To expose our youth to this rapidly growing industry, the Miramar Summer Aviation Academy was created. The Aviation Academy provided an opportunity for middle and high school students to be exposed to careers in aviation such as air traffic control, pilot, aviation management and drone operating. Adventure soared sky high as youth in grades 5th-12th took part in the City of Miramar’s Summer Aviation Academy. Over 100 students were given the opportunity to experience the wonderful field of aviation. The Summer Aviation Academy was held last month where 35 lucky participants were selected from the group to attend a behind the scenes tour of the Miami International Airport. Partnering with Showcasing Aviation For Empowering Education (SAFEE) Flight allowed us to generate new avenues for our children by bridging the gap to exposing our youth to career options in Miramar’s thriving aviation industry. SAFEE aims to connect South Florida youth and the community to all that the field of Aviation offers.

The Summer Aviation Academy also partnered with Aero Accessories, Inc. and the International Aircraft Associates (IAA) to grant an opportunity for students to discover and experience aviation in a fun and exciting way right here in Miramar. Aero Accessories, Inc. is housed in Miramar and provides innovative restoration solutions for a high tech generation of Fuel, Hydraulic & Electro-Mechanical machineries. With years of experience in machinery maintenance and engineering it has continued to provide advanced and proactive results that generate premier goods and service. The International Aircraft Associates (IAA), also located in Miramar, specializes in material and support services. It additionally serves as an Aftermarket Parts Stockist and Redistributor for Commercial Aviation. Partnering with these industry giants created a chance for students to learn more about aviation while partaking in a hands-on approach this summer. There are many diverse and interesting careers that the field of aviation offers and students witnessed that through flight and air traffic control stimulators, fun educational activities and guest speakers in the field of aviation. As the summer rapidly comes to a close and a new school year begins I encourage both the youth and Miramar residents to take advantage of the many opportunities within the aviation industry. It is never too late to discover a new passion and explore a new dream. Special Trusts for Special People If you are the parents of a child with special needs, such as a mental or physical disability, you face the challenge of providing for them while you are alive, as well as seeing that they are taken care of after you are gone. The expenses of caring for a family member with special needs can be overwhelming, and ongoing medical care may not be covered by private insurance plans. State and local governments offer assistance, but it is subject to strict financial eligibility requirements. So what can a parent of a child with special needs do (or not do) to assure adequate care throughout their lifetime, yet not disqualify them from government assistance? First, it is important that parents, grandparents, and others be discouraged from establishing custodial accounts for a minor child with special needs. Why? Because once the minor child reaches adulthood, distribution from the custodial account may disqualify them from government services. A well-meaning grandparent’s act of generosity can actually do more harm than good. The same disqualification applies if a child with special needs is left assets outright or through a trust. What about leaving money to a trusted relative to be held on behalf of a beneficiary? While that sounds like a reasonable plan, the relative could lose the inheritance through their own divorce, bankruptcy, lawsuits or simply by mismanaging the assets. In addition, should the selected relative die, the inheritance becomes part of their own estate. Fortunately, the government has established rules allowing assets to be held for the benefit of an individual with special needs, without risking their eligibility for government assistance, in a trust called a “special needs” or “supplemental needs” trust. How does this work? A special needs trust preserves government benefit eligibility while at the same time providing assets that can meet the additional needs of the person with a disability that goes beyond provisions for the basic needs and limited medical and long-term support and services of Medicaid or Supplemental Security Income (SSI). These life-enhancing expenditures can include: supplemental education and training; out-of-pocket medical and dental services; transportation (including purchase and maintenance of a vehicle); travel and vacations; hobbies and recreation; purchases such as computers, electronics, and furniture; personal care aide; athletic training and completion; and special dietary needs. Most importantly, a special needs trust must be designed specifically to supplement, not replace, public benefits. Funds from a special needs trust cannot be distributed directly to the disabled beneficiary. Rather, funds must be disbursed to third parties who provide goods and services for the use and enjoyment by the beneficiary. Often, supplemental needs trusts are funded with life insurance proceeds, thereby providing resources exactly when they are needed. Special needs trusts are a critical component of your estate planning if you have a child or grandchild with disabilities. Life can change in an instant. What are you waiting for? BRIGHT STEPS FORWARD Founded in 2005 to help families in need, Bright Steps Forward, Inc. is a 501(c)3 organization with the mission to ensure that ALL children in Miami-Dade, Broward and Palm Beach counties with neurological or developmental disorders have access to top quality special needs education and therapeutic interventions so they may achieve their maximum potential. Bright Steps Forward operates a fully accredited therapeutic learning center for children with special needs that serves children from kindergarten through twelfth grade. Unlike public school classrooms, the class sizes in our learning centers are small and children are grouped according to their needs. Bright Steps Forward’s academic program follows the Sunshine State Standards and we include other programs to enrich the curriculum. What sets our therapeutic learning centers apart from other special needs programs is our ability to provide intensive ABA, PT, OT and speech therapies during or after the tutoring sessions so that each child can blossom socially, physically as well as cognitively.
