New Palmetto Express Lanes Connect Broward to Miami-Dade WWW.PALMETTOEXPRESSLANES.COM South Florida residents now have another option when traveling from Broward to Miami-Dade and back. The Florida Department of Transportation recently opened the Palmetto Express Lanes from West Flagler Street to NW 154 Street and along I-75 from the Palmetto to NW 170 Street. What do I need to know? Same as the 75 Express Lanes, tolls are collected electronically. Drivers must have an active SunPass account or other interoperable transponder without exception. Toll-By-Plate is NOT an option. Toll amounts are posted on overhead signs prior to entrances.

What determines the toll rate? The toll rate is based on what’s called “dynamic” or “variable tolling” and it is used on express lanes as a traffic management tool to manage demand on the express lanes. As express lanes traffic builds up, the toll increases and as traffic decreases, the toll goes down.

What is the speed limit? The speed limit on the Palmetto Express Lanes is 55 miles per hour.

How does the 75 Express Lanes connect? The 75 Express Lanes connect directly to the Palmetto Express Lanes by way of the newly constructed flyover ramp. What’s the difference between the 75 Express Lanes and the Palmetto Express Lanes? The Palmetto Express Lanes are located on the far-left side of the road and separated from the general-use lanes by express lanes markers (ELMs). The 75 Express Lanes are located in the median and are separated from the general-use lanes by a grassy median or concrete wall.

What about public transportation? Broward County Transit will be providing express bus service to and from the new Miami Gardens Park-N-Ride to the Miami Intermodal Center (MIC) at the Miami International Airport. Miami-Dade Transit will be providing express bus service from the Miami Gardens Park-N-Ride to the Palmetto Metrorail station near NW 74 Street in Medley. Express bus service is slated to begin at the end of the year.

From Samhain to All Hallows Eve to Halloween

o you celebrate the ancient Celtic festival of Samhain? If you or your kids are dressing up to go trick-or-treating this month you just might. Believe it or not, Halloween dates back about 2,000 years to the area that is now Ireland and the British Islands. The Celts, who inhabited those islands at the time, celebrated their new year on November 1st. The day marked the end of summer and the beginning of winter. For the Celts, winter was a period of struggle and often death. They believed that on that night the barrier between the living and the dead would open and the ghosts of the dead would return. The Celts burned huge bonfires and wore costumes consisting of animal skins and even heads. Their priests, called Druids, would attempt to contact the spirits and tell people’s fortunes. After the Romans conquered the British Isles, the celebration was combined with a Roman festival that commemorates the passing of the dead, called Feralia. About 600 years later Christianity had spread throughout Europe and Pope Boniface IV established the Catholic feast of All Martyrs Day, which was later changed to All Soul’s Day, in honor of the dead. It was celebrated on the same day and using the same customs as Samhain. The Middle English term “All Hallows” which translates to “All Souls” evolved somewhere along the way to the word Halloween. Much has changed over the last 2,000 years. Today, Halloween is a festive time focused more on children’s enjoyment. No longer do adults wear macabre costumes made of animal skins. Rather, the holiday today features excited children dressed as their favorite fairy tale characters and superheroes merrily going from house to house collecting bags full of candy. How ever you choose to celebrate Halloween, make sure it’s fun and safe.

APOW! The fun word is often seen in cartoon format meaning a “cry out” of satisfaction, awesomeness, or accomplishment is wellsuited for the organization bearing its’ same acronym. Kids and the Power of Work (KAPOW) certainly has accomplished a lot in its 28 years! The awesome group of individuals and community partnerships under the direction of Learning for Success/KAPOW President John Casbarro has grown immensely and successfully in the past couple of decades. “The KAPOW program brings volunteers into schools and students into the workplace to help them connect their school experiences with its application in the workplace and life,” explained Casbarro. Most recently, the outstanding organization recognized the City of Pembroke Pines for their nineteenyear partnership. This celebration included Mayor Ortis, the city manager, commissioners, city officials, the many school partners, and of course, the many volunteers who supported the 370 students from Pines/FSU Charter, Pines Charter West, and Silver Palms Elementary. It was also announced that the program will be launched at Pembroke Pines Charter East this year.
“I couldn’t be prouder of our staff and volunteers for partnering with KAPOW because this program truly changes children’s lives,” said Mayor Frank C. Ortis. “To discover and learn about all the various jobs in our community opens new worlds and opportunities for students who might otherwise not be aware of what’s out there. And, it’s a lot of fun for all involved.” “Last year in KAPOW I learned valuable skills related to communication and team building. I also learned how these things help in a job and life. It will help me to succeed in school and in the future,” expressed Allyson Mendieta, a former 5th Grade KAPOW student. The celebration concluded with an award ceremony and a legendary video created by Johnny Mullin from the PPFD. The KAPOW School Coordinator of the Year was presented to Pines/FSU Charter teacher Lauren Hindmarsh. The KAPOW Volunteer of the
Year award was given to Andrew Feldman. City departments who hosted field trips for students also received awards and were accepted by Captain Cerino and Chief Picarello. Christina Sorensen accepted the award on behalf of the Cultural Arts Center. Lastly, to express KAPOW’s appreciation to the City of Pembroke Pines, Mayor Ortis, and the Commissioners were honored with the final award of the evening. “We want to thank Charles Dodge for his leadership in initiating this program with the City, Aner Gonzalez, who helps coordinate our partnership, and the heads of all the Departments of the City who have supported the participation of employees in their departments throughout the years. It’s an honor and a privilege to work with the City and these partners,” added Casbarro.

n 1985, a Connecticut educator saw an opportunity to make the world her classroom. Fortunately, with the help of a congressional staff member, she arranged a trip for her students to visit the nation’s capital so they could attend the second Presidential Inauguration of Ronald Reagan. This special field trip through Envision was inspirational and better than anyone could have imagined. Students were able to see their true potential as learning through experience is what most educators believe to be the best way students learn. Fast forward three decades and Envision has become part of the WorldStrides family, the largest provider of educational travel and experiences for more than 400,000 students annually in over 100 countries. Each year they select high-aspiring students in elementary school through post-graduate levels to attend their programs designed to help students develop the leadership, scholarship and career skills needed to succeed in today’s competitive college and career landscape. Dylan McCormick was nominated by Silver Trails Middle School and was one of the chosen to attend the
Junior National Young Leaders Conference in Washington D.C. this past summer. The ambitious eighth grader joined other outstanding middle school students from across the nation to take part in the unique academic and career-oriented experience. “As an alumna of Envision myself, I was excited for Dylan McCormick to meet, work, and collaborate with other high-aspiring students from across the country,” said Amanda Freitag Thomas, SVP for Envision. As a scholar who always strives to be his best, Dylan was the recipient of The Principals Award. He is also active in STEM and Robotics Competitions, as well as, Speech and Debate. “I was very excited to develop my leadership skills and apply them across the board to my broad spectrum of interests in Science to Architecture,” said Dylan. At the conference, the 7th and 8th-grade students spent six days in and around the nation’s capital where they got to experience the power of democracy among the monuments, collaborate and discover solutions to issues faced today, learn from exemplary stories of courage, and spend a night in a museum.
The empowering program enabled students to discover their passion, explore a career, make a difference, and realize their dreams. “I learned how to work together with others, as well as our nations’ history and more about how our country’s government works. My favorite part of the program was visiting the Capitol Building and seeing the inside the workings of our legislative branch and meeting all of these people that had incredibly bright futures,” added Dylan.

Bahamas Support Flows from Broward County But Much More is Needed BY TERRY JAILLET
S
outh Florida lucked out. As Hurricane Dorian lumbered toward us, local residents put up storm shutters, boarded up windows and purchased supplies. We cautiously watched digital tracking maps and made plans for possible evacuations. We were reminded, yet again, how important a Hurricane Kit is for families living in the tropics. Fortunately for us, the storm stayed east. Our neighbors in the Bahamas, of course, were not as fortunate. Hurricane Dorian will likely be remembered as the worst natural disaster in the Bahamas’ history. As of late September, there were still more than 1,000 people missing. The islands of Grand Bahama and Abaco still lacked basic infrastructure. And, thousand of residents remained displaced or living in shelters. The South Florida Bahamanian community, local charitable organizations and local business stepped into action immediately
following the storm. In fact, even before the storm left the islands, South Floridians were organizing supplies, raising funds and dreaming up logistics plans. Several small armadas of sail boats, yachts and ferries brought urgent supplies immediately after the storm. Bahamas Consul General Lind Mackey thanked the community but noted, “we are in urgent need of help. As a people, we are hoping to get past the next few weeks.”
It is believed that almost half the homes on grand Bahamas have been destroyed or severely damaged and more than 60,000 islanders are still in need of basic necessities like food and drinking water. Aid organizations have stepped in to provide longterm assistance as the islands begin to rebuild. You can help by: • Donating to the United Nation’s relief organization, UNICEF. re you a family in need or know of a parent that has fallen on hard times? The Salvation Army of Broward County is now accepting family requests for participation in its Angel Tree Program. The nonprofit organization’s signature holiday initiative provides gifts to underserved children ages 10 and under. Financially challenged parents looking to brighten their children’s holidays may visit The Salvation
Army of Broward County at 1445 West Broward Boulevard in Fort Lauderdale though October 4 (or until demand is met) to receive an appointment card. Lobby hours are Monday – Friday from 8:30 a.m. to 7 p.m. and Saturday from 9 a.m. to 3 p.m. Each year, the Salvation Army of Broward County delivers more than 3,200 gifts and holiday cheer to Broward County recipients. It works with several other agencies in our community to identify and qualify those families who need the most help. THE DONOWAY CENTER NEW HOPE FOR PANCREATIC CANCER PATIENTS Patients diagnosed with Pancreatic Cancer have few treatment options. However, a new procedure called Irreversible Electroporation or IRE for short has changed that for many patients who are seeing a doubling and tripling of their life expectancies. Dr. Robert Donoway, who has one of the largest International experiences for performing this procedure on the pancreas and liver is a Hollywood based, Sloan Kettering trained Pancreatic Surgical Oncologist, and former medical director of two of the local cancer programs remains among a very small handful of Pancreatic surgeons who perform the procedure which is done in the operating room as an outpatient.

During the procedure, Dr. Donoway places fine needle probes under direct ultrasound guidance into and around the pancreatic tumor while carefully avoiding critical structures. High voltage current up to 3000 volts is then delivered in 90-microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The pulses destroy the cancer cell membranes which then causes the tumor to die and be absorbed by the body. The average procedure lasts approximately 1-2 hours and the patients may be discharged the following day. A brief recovery means the patient can start chemotherapy and radiation that much sooner. Dr. Donoway is participating in several clinical studies identifying the best chemotherapy and immunotherapies to be used along with IRE. Dr. Donoway states, “The results so far have been very encouraging and we have begun using it for other select cancers. The longest survivors are now out over 5 years and without evidence of cancer recurrence. In the past, without IRE they would have been likely to have only lived a year and so this technique opens the whole new avenue for treating those eligible patients in a more targeted fashion.”

Children’s Harbor Hosts Back to School Splash for Children in Foster Care BY JON DUKA

rea Foster kids enjoyed one last summer splash to celebrate the end of summer and the beginning of the new school year. The children enjoyed splashing down a large water slide, playing water games and feasting on scrumptious barbecue. The event took place on the eight-acre campus of nonprofit agency Children’s Harbor. Children’s Harbor’s aims to provide a safe harbor for and to support at-risk children, youth, and families. The Back to School Splash was held in partnership with the Girl Scouts. “Children in foster care have worries that most students don’t, making a new school year more difficult for them,” said Tiffani Dhooge, Children’s Harbor CEO. “Our goal is to help these children
succeed and truly enjoy and embrace this time of year. The Back to School Bash was one last celebration of summer and a fun way to kick-off the new school year.” A Key aspect of the approach at Children’s Harbor is their focus on keeping siblings together. Seperation from parents can be extraordinarily stressful for kids. Ensuring they are kept together with a brother or sister can make a huge difference in the outcome for a Foster Child. The Center also provided backpacks to more than

150 students, thanks to generous donations from community members. Providing school supplies to at-risk children provides a double benefit. It ensures the students are prepared on the first day of school and it helps them feel like they are no different from other students at their schools. D
evelopmental flatfoot is one of the most common conditions affecting the musculoskeletal system of children and teenagers. There is a tendency for the child’s flatfoot to be ignored or treated with benign neglect. The facts are that it is NOT normal, the majority of children do NOT outgrow it, and there IS cause for some concern. Flatfeet are a genetic problem. Ligaments in the arch which connect the bones together are loose, allowing the arch to collapse. Congenital bone abnormalities as well as trauma to the tendons and ligaments in the inner arch can cause flattening of the arch and foot. A common cause of developmental flatfoot is tightness in the calf muscles, which aggravates the severe foot deformity. Symptoms include young children constantly preferring to be carried by a parent or be put in a stroller due to fatigue in their legs. Another symptom is leg pain, especially at night, and premature
fatigue with activity, especially in young children or teenagers. Inner leg, ankle and foot pain with activity is common. Other symptoms occasionally associated with flatfeet are inner knee pain and lower back pain. Signs of developmental flatfoot include lowering or complete collapse of the arch. The front part of the foot is turned out relative to the back part of the foot and the arch bulges towards the inside of the ankle. Knock-knees are common, which exasperates the deformity. The feet, ankles, and legs just do not appear right upon examination or when the patient is standing. The child can be overweight and lacks athletic ability. General inactivity or avoidance of activity in children is common. Abnormal shoe wear as well as a child or teenager that does not run correctly occurs due to the deformity. Treatment begins with a complete physical examination of the lower extremity and spine to find the underlying cause. This includes examining the child’s gait (walking pattern). Physical therapy may be prescribed to strengthen weak muscles and loosen tight muscles and to help
improve overall coordination. Occasional immobilization of the extremity to loosen up tight muscles with a walking cast is necessary to decrease the deforming force of the calf muscle on the flatfoot. Custom molded shoe insoles (orthotics) to help permanently support the foot and put it in its proper position may be recommended. In most cases, this will overnight correct the fatigue and leg pain that the child experiences. It will also help to allow better performance in activities of daily living or sports. In some cases when conservative treatment fails, surgery can be done to help with the problem. The appropriate treatment plan can be a lifechanging experience for the child. very year I host a “State of the City Address” to inform and update residents and businesses about our great city’s achievements, the current status, our plans and a glimpse of our city’s future. Throughout August and September, six State of the City meetings were held across the city. We had a great turnout, and everyone got a chance to ask questions and learn more about our city. The City of Pembroke Pines is celebrating “Florida City Government Week”, October 21 – 27, 2019. Sponsored by the Florida League of Cities, this is a time to encourage residents to learn more about their Municipal government, participate in city activities, raise public awareness about the services that cities perform and to educate the public on how city government works. The City will be hosting our third annual “Coffee with the Mayor” on Wednesday, October 23, 2019, from 8:00 am-9:30 am at the Charles F. Dodge City Center Lobby, 601 City Center Way. Real Time Crime Center BY SHERIFF GREGORY TONY hen time is of the essence and lives are on the line, it is the job of law enforcement to respond to an incident quickly, decisively and effectively. With the Marjory Stoneman Douglas High School tragedy still weighing heavily on our minds, Broward residents are unfortunately all too aware that any delay in action can cost lives. Since taking leadership of the Broward Sheriff’s Office, my team and I developed and implemented proactive public safety initiatives to keep our schools safe. Our efforts have proven to be pivotal in strengthening our school security. Our mission is far from complete. We are always striving to improve and stay at the forefront of emerging technology — utilizing every resource available and maximizing its impact. Recently, we launched the brand new, state-of-the-art Real Time Crime Center (RTCC) — a powerful crime fighting and crime prevention center that is safeguarding our schools. The RTCC gives us the ability to monitor real life situations in real time, Today, BSO has direct access to live video feeds, monitoring nearly 10,000 cameras in more than 260 public schools and administrative buildings, with plans in the works with Broward County Public Schools to add several thousand more in the near future. Should an incident arise, we begin working a case as soon as it’s reported — saving valuable time. It has the capability of protecting lives and preventing incidents of mass violence. The center is equipped with cutting-edge technology that allows us to identify and investigate potentially dangerous threats to our community better and take swift and effective action to neutralize the threat and mitigate damage. Because of the RTCC, we can obtain critical information and relay it to the responding deputies within minutes or even seconds — far less time and much more accurate than in the past. Originally housed in a 350 square foot office space at the Public Safety Building, the new RTCC operates in a 2,600 square foot area. It has a 40-foot front-video wall, a 16-foot side-video wall and 20 workstations for RTCC personnel. The estimated total cost for the RTCC is $2 million. It is being paid for by reappropriating funds within our budget and acquiring grants. Since January, the RTCC has conducted roughly 150 drills within Broward County Public Schools to test the camera system. RTCC personnel have also monitored and given tactical guidance to officers at the scene of numerous incidents within the schools, including lockdowns for crimes happening on and off school property. Though focused right now on our schools, we are seeking to expand into partnerships with private businesses, houses of worship and anyone interested in protecting their community. Talking About Death BY BRUCE IDEN, ESQUIRE ooner or later we all die. It will happen to me, and as upsetting as it may be to think about, it will happen to you, too. It’s simply a fact. And while we don’t know when or how death will occur, we hope the end comes peacefully when we are very old, surrounded by those we love, having lived a long and good life. No one lives forever. Death is a part of life, yet most people find the topic very difficult to think about and especially hard to discuss with others. Talking about what will happen to your family when you pass away can be a very emotional subject. And as with all emotionally-charged subjects, it is often easier to ignore. Or think about later. Is estate planning on your “to do” list? Perhaps you are superstitious. Can just talking about something make it more likely to happen? It is common for me to learn that new clients have taken months, often years, from the time they first started thinking about estate planning to when they called our office to schedule a consultation. For many, life provides a burst of motivation encouraging you to take care of matters sooner rather than later. Perhaps a health scare, or a vacation overseas? It may also be seeing the aftermath of a tragedy or the death of a friend or family member. Without proper planning, a grieving family is left to clean up the legal and financial mess left behind after the death of a loved one, during a very emotional time. Is that the last “gift” you want to leave to those you love? So how do you prepare to face what may happen to your family after you are gone? Is it necessary to have a will, a durable power of attorney, or other estate planning documents? The best place to start is by educating yourself as to what estate planning is. There are many websites devoted to wills, trusts, and other documents that you can explore. Take a look at our website and blog at www.idenlaw.com. By learning about the subject, it may be easier to discuss your needs. It won’t make you an expert, but when you consult an attorney you will be better prepared to formulate questions, which leads to the next step. Keep in mind that you need to feel comfortable and at ease with the attorney and office staff you select. Chemistry is important, as are qualifications . Find someone you trust. Can I Do This on My Own? BY EVAN BARON am often asked whether having an attorney is really necessary for individuals going through a divorce. I explain that there is no requirement that a party has legal representation but in most instances it would be a disadvantage. This is especially true if your spouse does in fact have an attorney representing him/her. An individual representing himself/herself must comply with the rules of evidence and procedure. That is not an easy task. Of course, this is assuming that a case winds up in court and before a Judge. The reality is that the great majority of divorce cases are settled by Agreement of the parties, either through direct negotiation or mediation. Does this mean that legal representation is less important? That of course would depend on a number of factors, such as the complexity of the case and the emotional state of one or both parties. It has been my experience over the many years that I have been practicing, that decisions made from emotions, are usually the wrong decisions.

In the past few months I have had several individuals come into my office to discuss the Agreements that they have already signed. Marital Settlement Agreements are binding contracts and therefore once signed are enforceable. Realizing after you sign, that you may have made the wrong decision, is not the basis for setting aside an agreement. In many of these instances, one or both parties were without representation. In almost every instance the party who is sorry that he/she signed did so because they were tired of fighting and just wanted to get it done. That gave them immediate satisfaction, that the case was settled. Unfortunately, when they were able to consider the actual terms of the Agreement, each of them realized that a mistake was made. It is possible to set aside an Agreement, but it is very difficult. A person must be able to show either fraud or duress. As stated earlier, a claim that a mistake was made, is not a legal basis to set aside the agreement. There are ways to avoid getting into such a difficult situation. Having an attorney guide you through the negotiation process should prevent you from making the wrong decision. Divorce is an emotional experience which can affect how participants react to certain issues. I have seen logical, rational and intelligent people make decisions based upon emotions; such as anger, hate or guilt. Emotions disappear over time, signed Agreements do not. My advice is to never sign a Marital Agreement just to get it “over with”. If you have any doubts, walk away. Listen to your attorney, who can advise you based upon the law and not emotion. So even if your case results in negotiation and not litigation, having an Attorney by your side may save you a great deal of hardship in the future. The law firm of Evan H. MESSA, III, MD, FACS reast augmentation is the most common cosmetic surgery performed according to the American Society of Plastic Surgeons with over 300,000 procedures performed in 2018. The safety and documented positive impact of breast enhancement on an individual’s self esteem has been well documented. However, there has been increasing awareness of a potential long-term complication of breast augmentation with textured breast implants – Breast Implant Associated Anaplastic Large Cell Lymphoma (BIA-ALCL). There are several important facts that all patients should know regarding this disease process. Breast implant associated anaplastic large cell lymphoma is a rare and treatable type of T-cell lymphoma that can develop around breast implants. It is not a cancer of the breast tissue itself. The latency of development between implant insertion and diagnosis of BIA-ALCL has been from two to twenty-eight years with a median of eight years. No cases have been definitively identified associated with patients who have had smooth implants. The disease is associated with the increased surface area of textured implants in both saline and silicone implants. The majority of patients present with fluid around the implant as a delayed seroma. The diagnosis is confirmed by aspirating the fluid around the implant under ultrasound PuzzleJunction.com guidance and checking the cytology of the fluid. The majority of patients are cured of their disease by bilateral total capsulectomy (removal of the capsule around the implant) and implant removal. Rare patients will present with a mass and have increased risk of requiring radiotherapy and chemotherapy. What causes ALCL? The present theory is that implant texturing, bacteriologic contamination and genetic factors have been implicated and are undergoing further study. Women should not have their implants removed if they are asymptomatic. If a woman experiences a change in her breasts, especially a swelling or lump, she should undergo examination and appropriated imaging including an ultrasound and fine needle aspiration of any fluid around the implant. The current lifetime risk of BIA-ALCL is estimated to be 1:3817 to 1:30,000 women with textured implants. Since the initial case reported in 1996, the American Society of Plastic Surgeons recognizes 255 cases in the U.S. and a total of 615 women worldwide as of November 2018.
