The President Isn’t the Only One Who Takes an Oath of Office

ike many people, I have been troubled by the state of politics in our country. Disagreements over policy or governing philosophy have been replaced, in part, by raw anger and even hatred. By the time you read this article, the presidential election will likely be over and we will either be preparing for a new president or four more years of the current administration. Regardless of who is elected president, he will recite the same oath that every commissioned officer in the United States military does. It is the same oath that I recited in 1993 when I was commissioned as a Second Lieutenant in the Marine Corps and it will be the same oath that future presidents, generals, and ensigns will give. What I find most remarkable about this oath is the fact that our presidents and military officers swear loyalty to a document. They promise to “support and defend the Constitution of the United States.” The commitment of our officers and presidents isn’t to the president, a monarch, a party, or even the people of the United States. They swear allegiance to a piece of paper; to the very idea of America. I am optimistic that years from now, we will be able to collectively look back at this time in our history with a shrug and a sigh knowing that we, as Americans, are more alike than different. And, that the diversity in our society is part of what makes our country great. In the meantime, it is heartening to know that the quarter of a million commissioned officers in our military will continue to serve the constitution and not one man, regardless of his party.

Local Leader Accepts Proclamation on Behalf of all Indian Americans from City of Miramar
M
iramar Commissioner Yvette Colbourne presented Sajan Kurian, a leader in the local Indian community, with a city of Miramar Proclamation to the Indian community to commemorate Indian American Heritage Month. Kurian accepted the proclamation on behalf of all Indian Americans living in the area. He also received a community service award reflecting his leadership in the area. Kurian is a member of the South Asian Indian Diaspora and United Human Rights International. He also founded the South Asian American Democratic Caucus. “Being of Indian and Jamaican descendent and born in Panama has given me a passion for culture,” Colbourne said in a statement. “I am inspired and grateful to those who promote the diverse culture in our community.” In 2017, the city of Miramar began recognizing Indian American Heritage Month. “I am happy to recognize Mr. Kurian as a community leader in Broward County and a voice for many Indian Americans in South Florida,” she said. “Mr. Kurian is a wonderful Indian American community leader who supports our diverse community.”

hen Dr. Robert Donoway and Kathryn Donoway were planning their wedding, they knew it would be different than most. Getting married during the pandemic presented some challenges, but what set their marriage apart was the present they gave to each other and the community at large: The Donoway Center Foundation for Pancreatic, Liver, and Advanced Cancer Research. The foundation is an outgrowth of their desire to give back and, at the same time, to advance medical science. “When we see how others suffer during their cancer treatment we knew there were things we could
do to improve on it,” commented Dr. Donoway, “for years, I provided cancer surgery to many who couldn’t pay or could only a small portion. When Kathryn suggested that we ask our wedding guests to contribute to the Foundation, rather than the usual gifts, it just seemed quite natural.” Dr. Donoway has been at the forefront of the fight against cancer for over 30 years. He treats around 3,000 patients a year from around the world, not just South Florida. In a typical year, Dr. Donoway operates on 500-750 new cancer patients with an emphasis on cancers of the pancreas, liver, and breast, and treating melanoma and sarcoma.

Otoro Asian Kitchen Serves Authentic Omakase Sushi

Chef Jimmy-San will be joined at Otoro by his son, Chef Choum-San. Chef Choum-San began his training 12 years ago and has a passion for integrating eons-old traditional sushi techniques into modern cuisine. The father-son team will, together, have an eye for the art of sushi, offering one-of-a-kind creations to diners. Otoro Sushi Kitchen will offer a large variety of unique creations, including specialty sushi rolls and tasty hot dishes, in addition to the traditional sushi and sashimi offerings diners expect. The restaurant will be holding a grand opening in mid-November.
What to Expect The restaurant will welcome diners with a cozy but elegant dining experience. There are a number of traditional Asian dishes along with standard sushi offerings on the menu, but we recommend the Omakase Sushi. Omakase translates to “I’ll leave it up to you” in Japanese. Voters supporting President Donald Trump and Democratic nominee and former Vice President Joe Biden stood in line wearing raincoats and holding umbrellas. The early voting comes on top of a record number of vote-by-mail requests. More than 2.5 million mail-in ballots were requested in Florida prior to early voting polls even opening. In the 2016 presidential election, 9.5 million Floridians cast their vote, including 816,000 Broward County residents. Experts expect those numbers to be significantly eclipsed in this year’s race. According to the Broward Supervisor of Elections, more than 300,000 Broward votes were cast by the end of the first day of early voting. The increase in vote-by-mail activity is expected to offset delays caused by COVID-19 safety precautions. The vast majority of voters respected requests to wear masks and to anticipate delays while voting
expected on election night, November 3rd. There are 1,267,187 voters eligible to vote in Broward County this year.

n NFL Hall of Famer, national recording artists and a captain in the United States Coast Guard are among the distinguished Broward County high school alumni who have made their mark on local communities and will be honored by Broward Education Foundation during the Publix Super Markets Charities 2020 “Hall of Fame Awards” presented by Memorial Healthcare System on Saturday, December 5 at 6 p.m. The outdoor drive-in celebration will take place at William T. McFatter Technical College and High School, 6500 Nova Drive in Davie. As with all events, COVID has changed the plans for this year’s Hall of Fame. Taking extra precautions and factoring in safety protocols and social distancing measures, Broward Education Foundation will salute this year’s honorees during a first-ever drive-in event. Sometimes It’s Just Up to the Parents BY EVAN H. BARON, ESQ. n the past few days, I have been contacted by several former clients, who have asked me the same question. These clients have been previously divorced and have school age children. In all instances they have “SHARED PARENTAL RESPONSIBILITY”. The question that has been asked is can you help me? The help they need concerns the re-opening of schools. One of the parents wants the child(ren) to go back to school for “face to face learning” and the other parent wants the child(ren) to continue with “distance learning”. I am sure this is an issue that many parents are dealing with right now. No matter where you may stand on this issue, I think every parent has weighed the pros and cons of sending a child back into their school. If the parents are still together in an intact marriage or even if not married but living together and raising their children, I think we can all admit that it is a joint parental decision. However, if the parents are divorced, and have “Shared Parental Responsibility” will the courts become involved? Let me first define “Shared Parental Responsibility” Florida Statutes define “Shared Parental Responsibility”, as follows: ‘A Court-ordered relationship in which both parents retain full parental rights and responsibilities with respect to their child and in which both parents CONFER with each other so that major decisions affecting the welfare of the child will be determined JOINTLY”.

So, based upon the above, the parents are to confer, and make a joint decision. Sounds exactly what parents, who are still together, must do when making major decisions about their children. That is exactly the goal of Shared Parental Responsibility. You may be divorced but you are still the parents of your children and need to put aside your differences and co-parent. Unless one of the parents have been given “ultimate decision making “ for educational decisions, (rare) neither parent has the ability to “override” the other. What I have advised these former clients, who are now raising their children as divorced parents, is that they must work it out between themselves. They must decide what is in their children’s best interests. It is not up to a Judge to decide this issue. It is not a clear-cut issue, with a right or a wrong. In my opinion it would not be proper for a judge to make such a decision based upon his or her individual belief about the benefits or the danger in having a child attend school. It’s a tradition I began when I was elected mayor in 2015. This year’s State of the City address was held virtually due to COVID-19. In years past, the address would have been open to the public, however, out of an abundance of caution, I decided to utilize technology to share the city’s progress. Despite the tremendous impact of the pandemic on our city, I am pleased to share that the State of Miramar is Strong. This year’s address featured success stories in Economic Development, shed light on our Business Climate, provided updates on Resident Services, Impacts and Responses to COVID-19, highlighted our opportunities and the future of Miramar. It is without question that Miramar remains on fire. Our population has grown to nearly 150,000 residents and our economy remains one of the fastest growing in America with the continued addition of high paying jobs. Industry-leading companies continue to move to Miramar with salaries averaging $80,000. During the address, I took time to tell the COVID-19 stories and the resiliency of our community. Miramar was able to provide $1 Million dollars in Small Business assistance as well as rental and utility bill relief for our residents. Together as a city we stood together in the face of a pandemic that continues to be relentless to families and businesses to this day. Your city government is committed to doing all that we can to assist. As I reflect on the progress of the city and our response to the pandemic, I am just as resolved in leading the city commission and administration as I am to continuing to invest in the future of Miramar. For the next twenty years and beyond, in order to continue our momentum, we cannot rest. We must continue to make the bold moves today that will secure our competitive advantage in the future. ORTIS, MAYOR OF PEMBROKE PINES ear Residents: This month I along with hundreds other U.S. Mayors will declare November 1, 2020 as “Extra Mile Day,” a day to recognize people and organizations who are creating positive change in our communities through their extra mile efforts in volunteerism and service. Although this has been a very difficult year, it has inspired many to ‘go the extra mile’ in helping others through food distributions, as first responders, working in our health facilities and looking out for others in our community by doing simple, yet impactful, actions like shopping for the elderly or checking in on those who were alone. Heroes abound in our community, and I am so grateful that we have grown stronger and even closer through these trying times. I want to let you know about a new outreach program in our city. The Pembroke Pines Police Department is implementing a Special Needs Registry that will allow officers to better serve those in the community living with special needs. Through this outreach program the department hopes to compile and maintain a list of individuals who have “special needs” due to mental or neurological disabilities, and who reside within the City of Pembroke Pines. The information provided will assist officers to more effectively interact with any registered individuals. Inclusion in the Special Needs Registry is completely voluntary. All Pembroke Pines residents are invited to proactively provide information to the police department about any loved one(s) with special needs, regardless of age, who may require special assistance in an emergency situation or interaction with our officers. This information will be kept confidential and made available only to police personnel. To register for the Special Needs Registry, please complete the Special Needs Registry Form found on www.ppines.com and return the document to the Pembroke Pines Police Department. Forms can be dropped off at the PPPD East Headquarters, located at 9500 Pines Boulevard or the PPPD West District Station, located at 18400 Johnson Street. It can also be emailed to the department’s Community Affairs Unit at cau@ppines.com. ot all police officers come from the same backgrounds, upbringing, or experiences, and for officers like Leo Braga you can honestly say he is one in a million. Leo was born in Brazil and spent approximately 9 years residing within inner cities and the Amazon, since his father was Brazilian Indian. During his time spent in the Brazilian rainforest, the house he lived in had dirt floors and no electricity. Leo also began working by the age of seven. His tribe had to grow their own food and hunted animals with spears, and bow and arrows. Leo had to grow up quickly. Several years later he moved to the United States, where he experienced a tremendous culture shock. Leo quickly adapted and appreciated his new life. In 2004 he began working for Best Buy, where he was the 2nd top salesman in the Southeastern region of the U.S. After that, he became a mail carrier for the U.S. Postal Service. In 2012, Leo began to think about a career change. Since his older brother was already working as a law enforcement officer, he started exploring the field by doing ride-alongs. “I just loved law enforcement work. It was where you could be outdoors all day, as opposed to working in an office,” Leo felt. Seeing a way to pursue his goals, Leo took out a student loan and put himself through Palm Beach State College’s Police Academy where he ultimately graduated in 2013. Later that year, he became “Officer Braga” with the Miramar Police Department and was put through an extensive field training program. On one occasion during field training, Leo recalls going to a domestic dispute and meeting a one-year-old girl. Two weeks later he would return to that same address, having to perform CPR on her. Leo received a Life Saving Award for his actions that day. It would not be the last time he would have to rescue someone. Years later, he responded to a call about a suicidal person that he later located in a neighboring city. Leo immediately assessed that the person was not breathing, had no pulse, and began CPR. While performing CPR the person began breathing again, and regained consciousness. He received treatment and got the help he needed. Leo still checks in from time to time, to see how the family is doing. They have built a friendship that still exists till this day. You never truly know if you were able to make a difference once you leave a call, but sometimes you get lucky and hear good news. “I remember one time I was at a restaurant and a guy that worked there asked if I remembered him…. The worker then said, ‘you came to my house and spoke to me and really helped me out. I now have my life back on tract and have a lot going for me,’” Leo said. THE DONOWAY CENTER NEW HOPE FOR PANCREATIC CANCER PATIENTS Patients diagnosed with Pancreatic Cancer have few treatment options. However, a new procedure called Irreversible Electroporation or IRE for short has changed that for many patients who are seeing a doubling and tripling of their life expectancies. Dr. Robert Donoway, who has one of the largest International experiences for performing this procedure on the pancreas and liver is a Hollywood based, Sloan Kettering trained Pancreatic Surgical Oncologist, and former medical director of two of the local cancer programs remains among a very small handful of Pancreatic surgeons who perform the procedure which is done in the operating room as an outpatient.

During the procedure, Dr. Donoway places fine needle probes under direct ultrasound guidance into and around the pancreatic tumor while carefully avoiding critical structures. High voltage current up to 3000 volts is then delivered in 90-microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The pulses destroy the cancer cell membranes which then causes the tumor to die and be absorbed by the body. The average procedure lasts approximately 1-2 hours and the patients may be discharged the following day. A brief recovery means the patient can start chemotherapy and radiation that much sooner. Dr. Donoway is participating in several clinical studies identifying the best chemotherapy and immunotherapies to be used along with IRE. Dr. Donoway states, “The results so far have been very encouraging and we have begun using it for other select cancers. The longest survivors are now out over 5 years and without evidence of cancer recurrence. In the past, without IRE they would have been likely to have only lived a year and so this technique opens the whole new avenue for treating those eligible patients in a more targeted fashion.”

From Shabby to Chic: Pembroke Pines Charter School Weight Room Gets an Extreme Makeover BY TERRY JAILLET

s we (hopefully) exit COVID restrictions, facilities at schools across the county are set to see a lot more action. This is particularly true for school weight rooms. Varsity football teams across the state have begun practice and will soon take the field. Pembroke Pines Charter School’s weight was no exception. They did have one big problem, however: The upholstery on the weight benches and equipment at the school was in desperate need of replacement. Wear and tear by dozens of sweaty teenagers had reduced the coverings to torn-out shreds. Luckily the school had a plan. School Administrators called Sew Mobile Upholstery to get the job done. Arthroscopy of the Foot and Ankle BY DR. JOHN GOODNER
F
oot and ankle injuries are very common in sports or in general activities of daily living. Many structures including bone, ligament, cartilage and joint lining may be injured. Injuries may occur from a single traumatic event or from overuse. Injuries may occur during the teenage years that may manifest themselves later on. These injuries may cause stiffness and pain in the foot or the ankle joints, especially after getting out of bed first thing in the morning to walk. This stiffness and pain will be present for a proportional period of time usually to the degree of joint injury. With weightbearing, the joint usually loosens and the person is able to ambulate. This stiffness and pain will redevelop if the person sits for a period of time and tries to get up and walk. As the day goes on, the foot or ankle may ache, especially with excessive activity. Swelling may be present over the area that is injured. Instability may develop if the ligaments have been injured causing the foot or ankle to constantly twist. When these injuries are unresponsive to conservative treatment which may include orthotics, medication or rehabilitation, arthroscopic surgery may be neces-
sary to remove the damaged tissue in the foot and ankle. A miniature camera is placed into the injured joint allowing an image to be seen on a television screen. The joint is visualized, and small instruments are introduced into the joint to clean out and repair the damage. Fragments of bone and cartilage are often removed. Suctioning of debris and smoothing rough surfaces will often allow a joint to resume its normal gliding motion. Arthroscopic surgery may be used to treat the following conditions: chronic join pain and swelling; arthritis and bone spurs; loose bone and cartilage fragments; stiff, scarred joints; and ankle fractures that have not completely recovered. The advantages of arthroscopic surgery include: faster recovery; less pain and swelling; avoids large incisions; low risk of infection; outpatient procedure; and quicker return to activities. Joints are designed to give our bodies freedom of movement. Wear and tear of a joint due to injury or due to aging may alter the lifestyle of an individual. When conservative treatments fail, arthroscopic surgery should be considered. The surgery is especially helpful for a fracture that has occurred to the ankle even after the ankle has been fixed surgically. The cartilage in the ankle joint may have been damaged during the injury causing chronic stiffness and pain that may be mild but never goes away completely. Patients often think that this is a very livable condition. of the Month This is our new little family member, “Winston”. He’s just over 8 weeks old and we just brought him into our loving home. As I always said, it’s not a home without a dog! He’s a Yorkshire Terrier (Yorkie), hence the name “Winston”. His favorite people are naturally both my wife Tania and I, and he loves to play with his new favorite “Lamchop” stuffed animal. He loves his “Beneful Healthy Puppy”, but he also likes a little taste of our food too. He also loves licking and playing with a piece of ice! He loves to run and play and teethe on our ears (OUCH!-LOL), and he is not a big fan of his crate.
