O

ctober is Breast Cancer Awareness Month. While the nation is rightfully focussed on finding treatments and a vaccine for COVID19, it is still important to remember that more than 40,000 of our friends, neighbors, and family members will die of Breast Cancer in the United States this year. Cancer is one of the oldest diseases ever described in medicine. In fact, it is referenced in ancient Egyptian manuscripts that are more than 3,500 years old. For almost all of those years, treatment consisted primarily of prayer and faith rather than medicine and science. Over the past 150 years, however, incredible progress has been made. Beginning with surgical interventions pioneered by American Surgeon Willam Stewart Halsted in the mid-1890s, Breast Cancer patients began to see their prognoses improve on an almost yearly basis. With the introduction of chemotherapy, mortality rates have declined steadily over the past five decades. We still, unfortunately, have a way to go. According to Science Daily, about 270,000 U.S. women were diagnosed with Breast Cancer in 2019 with about 41,000 dying from the disease. Today, Oncologists are beginning to focus on “personalized cancer medicine.” They use information about a patient’s genes, proteins, and environment to diagnose and treat that patient. Breast cancer has gone from being an incurable condition to something that is understood, treatable, and in many cases curable. The progress made over the past 150 years is truly one of mankind’s greatest achievements. The cumulative contributions of so many doctors and scientists over that time will be continued on into the future. We can envision a day where a breast cancer diagnosis is no longer something to fear. Until then, let’s all remember that we are in this together.

Can’t Hold Them Back: Weston Girl Scouts Go for the Gold

T

he COVID-19 epidemic took away almost every “normal” summer activity for local teens. Summer Camps were closed, sports leagues shuttered and vacations postponed. Many teens spent the summer getting caught up on Netflix, perfecting Tic Toc dances or simply being bored at home. Seraphina Hsiao, Ashley Mejia and Hannah Wagner are not like most teens. Girl Scout Gold Award Seraphina, a 15-year-old American Heritage student, Ashley, a 16-year-old student at Cypress Bay, and Hannah, a 15-year-old Western High School student spent much of the summer planning and working on service projects. The projects are the final step necessary to earn The Girl Scout Gold Award, the highest achievement Girl Scout Seniors or Ambassadors can attain. The prestigious award challenges girls to change the world by embarking on a seven-step project aimed at solving a community problem. The Gold Award is awarded to just 6% of Girl Scouts annually. The girls are members of scouting’s Royal Palm Service Unit. However, the projects they chose are decidedly personal to them. Virtual Career Day Seraphina’s project seeks to shatter stereotypes by featuring male-dominated careers and interviews with women who have been successful in them. “Choosing a career is one of the most important decisions a person will make in their life,” said Seraphina, “The issues my project addresses are the lack of female representation in certain careers.” Seraphina began reaching out to female professionals in male-dominated industries in March, 2019. She has curated interviews with these women on her Virtual Career Day website, virtualcareerday. wixsite.com/gold. On the site girls can glean insights from successful women in a myriad of industries. There are profiles and interviews of floatplane pilots, clergy members, software engineers and so much more.

Scouting Through Obstacles The idea for Hannah’s project, titled “Scouting Through Obstacles,” was born out of two of the things she cherishes most: Girl Scouting and helping children with special needs. She challenged herself by finding a way to bring scouting to developmentally disabled kids. “I have a passion for Girl Scouting and for helping children with special abilities, so it only made sense to bring them together,” commented Hannah, “I created a curriculum that includes 18 all-original badges with requirements that are specialized to fit their needs.” Hannah will be implementing her program at JAFCO’s Ability Center in Sunrise. The project’s final implementation has been delayed. Face-to-face meetings are on hold because of COVID-19.

Protecting South Florida’s Birds Ashley’s project grew out of her love for her pet parakeet. Owning and caring for her bird led her to appreciate the challenges birds face in today’s society. Ashley decided to address threats to birds by informing people about different bird species and how to protect and rescue birds. She teamed up with Flamingo Gardens to create informational signs for the hawk and owl habitats and authored a scavenger hunt with info on many of the birds in the aviary. She also created a brochure detailing what to do if you find baby birds in the wild. Ashley credited Girl Scouting with helping her expand her horizons, “I love being able to learn new things that can help me throughout my life and being able to help my community,” she commented. The girls look forward to returning to the “new normal” and completing their projects. Troop Leader, Stephanie Wagner, could not be prouder, “Girl Scouting has given them the platform to grow. They have learned and continue to learn valuable life skills like leadership, teamwork, networking, and presentation skills. These girls have the confidence to take on the worlds and the heart to really give back to their communities.”

What Do You Miss? BY BRUCE IDEN, ESQUIRE

H

ave you thought about what you miss these days? In this new world, our lists of “misses” are understandably long. In terms of my practice there is one item that tops my list: spending time with my clients, in-person. At the onset of COVID-19, It was hard to visualize how to continue my business without seeing clients in my office. My practice encompasses planning for what happens after you are gone or if you become incapacitated. This works best when you are able to develop a trusting relationship with clients. For some, discussing the topic of dying is very emotional and these difficult conversations have always worked best in-person. Thankfully, Zoom has allowed me to consult with new and existing clients from afar. And while it will never replace physically meeting face-to-face, it is working well. Now, as some law offices are opening for masked, socially-distanced meetings, out of an abundance of caution and a special concern for my elderly clients, I am not ready to do so. So we will continue using Zoom as our method of meeting, and utilize virtual and remote notarizations. If you are considering estate planning, there are many experienced estate planning attorneys in our community you can consult with, usually charging no fee for an initial consultation. You have nothing to invest other than your time. Your meeting should answer all of your questions, and help educate you about estate planning options for your specific situation. This consultation must also address disability planning, so that your selected agents can manage your business, financial and healthcare needs if you become injured or disabled. Often a prospective client is surprised to learn that they may in fact need less than they think to accomplish their estate planning goals, but sometimes they need more. An estate planning attorney should recommend only what is required; not everyone needs a trust. In my practice I do not encourage trusts if they are not necessary. Only after a consultation will you know what is right for you and your family. I also recommend speaking to several attorneys to find the one you are most comfortable with. You should select someone with experience in the field with whom you can build a relationship. Check credentials, read reviews, ask questions. In addition to estate planning, there are things you can do now for your family. Organize information about your assets to make things easier should something happen to you. You do not want to leave your heirs an asset scavenger hunt. Make sure your bank accounts each have a TOD (transfer on death) or a beneficiary designation so accounts will not be frozen upon your passing. Verify that your insurance policies have appropriate beneficiaries. Consider simplifying your assets by consolidating accounts. If you have a will, trust, durable power of attorney or health care directives, review these documents to make sure everything is still up-to-date. COVID-19 has reminded us once again of the fragility of life. Life can change in an instant. Broward Schools To Reopen BY JOHN DUKA

n a tiny step toward normalcy, you might see some kids wearing backpacks this month. Broward County Public Schools (BCPS) announced a plan to reopen school campuses to onsite learning during October via a webcast featuring Superintendent Robert Runcie. “The COVID-19 positivity rate in Broward County is trending downward,” said BCPS Superintendent, Runcie, “this positive news was mirrored last friday by Governor Ron Desantis when he chose to move Broward County to Phase 2.” Broward County Schools closed school campuses based on four “gating criteria”:

• Disease Progression • Ability to Manage Spread • Health System Capacity • District Safeguard Adequacy Students and teachers will be given the option to return to face-to-face learning via a staggered approach. Pre-K, Kindergarten, 1st, 2nd, gth and 9th grades will start on October 14th. All other students will start classes on October 20th. E-Learning Families will continue to have the option of keeping their children in online education. However, a number of precautions are being put in place to make schools as safe as possible for returning students and faculty. The precautions include: • Daily Cleaning & Disinfections of facilities • Physical distancing signage will be placed throughout buildings and campuses • All students, faculty and visitors will be required to wear masks, physically distance and maintain hand hygiene The plan will allow kids to remain in eLearning or transition to face-to-face learning. In addition, families have the option of the student receiving eLearning instruction either from home or by being physi-

cally present in the school. This is a continuation of Phase 1 BCPS eLearning with the following changes: • Teachers provide eLearning from the school classroom. • Students have the option to receive eLearning: Phase 2 from home OR from the classroom. “The same criteria we used to close, is what we will use to reopen,” remarked Runcie, “We can’t let perfect stand in the way of good. There is no way to guarantee we’ll have a 100% COVD-free environment.”

Eight Cypress Bay Students Selected As National Merit Scholarship Semifinalists

ixteen seniors at Cypress Bay High School were recognized by the National Merit Scholarship Corporation (NMSC) as National Merit Semifinalists this year. Nine girls and seven boys were selected based on their superior academic performance. Cypress Bay Principal, Kassadra Fried tweeted the recognition on September 22nd, “CONGRATULATIONS to our National Merit Semifinalists! We celebrate you on this momentous accomplishment.” The National Merit Scholarship Program was founded to identify and honor scholastically talented American youth and to encourage them to develop their abilities to the fullest. Only 1% of the 1.6 million entrants are selected as Semifinalists each year. The Semifinalists are students who achieve the highest scores on the PSAT/NMSQT in their respective states. About half of the Semifinalists go on to win scholarships. These scores, combined with their academic record, extracurricular activities, community service, leadership abilities and awards received are a factored into their possible selection as a fnalist. Finalists will be notified of their selection in Februrary, 2021. National Merit Scholarship winners will be notified by the NMSC beginning in March. A National Merit Scholarship is particularly important in Florida. Several prestigious scholarship programs, inlcuding the Universtiy of Florida’s Benacquisto Scholarship, which effectively makes college free, are only given to recipients of the National Merit Scholarship. Cypress Bay is both one of the largest public high schools in the country and one of the best. Its more than 4,000 students frequently excel in testing and competitions. nited Way of Broward County surprised Derek Anderson, a local UPS employee, with a brand new 2020 Audi Q3 through its Annual Car Giveaway. For more than 20 years, United Way of Broward County has presented a new car to one lucky person, thanks to the generosity of Holman Automotive Group. Throughout the year, Broward County residents who donated a minimum of $365 (only $1 per day) to United Way of Broward County were entered into a drawing to win a 2020 Audi Q3. Varicose veins are large, raised, swollen blood vessels that twist and turn. They usually develop in the legs and can be seen or felt through the skin. Spider veins are smaller, red and blue vessels that also twist and turn but are tiny. Spider veins are easily visible through the skin, as well but are very small and often fan out in arcs. What most people don’t know, however, is that both spider veins and varicose veins are often connected. Self magazine reports, “Patients who have varicose veins almost always have spider veins, too. However, Before some people get spider veins and never have a problem with varicose veins.” Whatever ones you have, both can cause symptoms. Around sixty percent of people with only spider veins have symptoms of burning, After aching, itching throbbing or other symptoms. Almost 90 percent of people with varicose veins have symptoms of swelling, aching, burning, throbbing, skin discoloration or hardening of the skin and even ulcerations on their ankles or legs. Now that we’ve cleared that up (pun intended) let’s take care of those legs! Here are the different varicose vein treatment options available at Fox Vein & Laser Experts: Endovenous Laser Ablation (EVLA/EVLT) One of the most effective treatments for large varicose veins with a success rate of 98 -100 percent, endovenous laser

ablation involves inserting a very thin laser fiber through the affected vein via a needle hole that typically involves no incisions and leaves no scar and requires no sutures. Small pulses of laser energy are delivered as the fiber is pulled through the vein, gently heating it and causing it to collapse and seal shut. During the treatment process, the blood from these veins is redirected to better and more competent veins and the insufficient veins become shrunken scars that fade over time Sounds perfect? Wait, it gets better. These kinds of procedures can be done in just a 30-minute window of time and there is little to no down time afterwards. In studies, around 50% of people had no pain afterwards and most only described it as a two to four on a scale of 1 to 10. The pain usually is relieved by a little ibuprofen or naproxen for a few days and you can return to most normal activities immediately. Varithena Ideal for smaller, less obtrusive veins, foam sclerotherapy is a safe and effective vein removal technique. During traditional sclerotherapy, a medicated solution is injected directly into the affected veins. When injected as a foam rather than a liquid, the solution can target some of the larger, underlying varicose veins that cannot typically be treated with sclerotherapy. The foam irritates the lining of the vessel walls for longer and pushes the blood out of the way, causing them to stick together and close shut, rerouting the blood through healthy veins. While you may feel a sting at the injection site, foam sclerotherapy is not considered a painful technique and is minimally invasive. We perform it under ultrasound guidance and direct it into the problematic vein watching everything as we are doing it. The person has no down time, usually

VenaSeal™ attempts to treat veins by fostering a clot to form by injecting a crazy glue-like substance into the vein. It causes the vein walls to adhere and seal shut. As long as no one has had an allergic reaction to crazy glue or surgical glues this is an option for the treatment of veins. Ambulatory Phlebectomy A surgical approach to removing larger and more troublesome veins, ambulatory phlebectomy is an in-office procedure that requires local anesthetic (think lidocaine like at the dentist).The veins are teased out through the small holes without causing any major scarring or requiring major surgery, which is a significant advancement from the extensive vein stripping procedures of the past. Most often this is done with pinholes that don’t even need to be closed with sutures. Although this procedure requires small incisions in the skin, most patients return to normal activities immediately afterward without any necessary recovery time. Spider Vein Removal Often, spider veins removal

is cosmetic even though they may cause symptoms. The gold standard is sclerotherapy where a solution is injected into the vein with a teeny-tiny needle and the vein lining gets irritated and gradually seals shut closing off that tiny vein over several weeks. It often takes several sessions for all of the veins to go away. If a person is afraid of needles, laser is an option and we have cutaneous lasers as well, that remove these tiny red veins without much difficulty. The laser uses light pulses to heat the vein and scar them shut. For the tiny and unsightly facial veins or miniscule red veins, we also have a machine called the VeinGogh which uses microbursts of energy to close shut teeny veins without any down time or scarring. This procedure often seals the tiny veins over a few days to weeks and can be done in a few sessions often with amazing results As you can see, we have plenty of ways to make sure the veins in your legs are at their healthiest. Canine Therapy Dogs Help Distribute Backpacks to Children’s Diagnostic & Treatment Center Patients & Siblings

F

or the families of Children’s Diagnostic & Treatment Center (CDTC), Back to School became a community effort this year. The Center traditionally distributes school supplies in August to help prepare children with special needs and their siblings for a new school year. With the COVID-19 pandemic still limiting community gatherings, this year’s event looked tremendously different while still providing the same excitement and smiles. CDTC staff and volunteers hosted a series of outdoor “brigades” in the Center’s parking garage the week before school began. Nearly 600 children received a new backpack and supplies as they drove through the pick-up line. Volunteers and their dogs from Canine Assisted Therapies joined the brigades, visiting vehicles to the delight of children and adults. The Center’s families also received an additional boost this year. Each family received groceries and snack packs from Helping Hands Food Drives, a gift card to assist with hurricane supplies and a Wellness Kit from Broward Health. “We knew our annual Back to School distribution would be challenging this year with so many questions about the start of school and the need for social distancing,” shares CDTC Executive Director Ana Calderon Randazzo, Ph.D. “But we couldn’t let our families down when so many are in need.” CDTC’s Primary Care Center and Care Coordinators will continue distributing

another 100 backpacks to families who couldn’t make it to the Brigades to pickup items. In all, the Center hopes to deliver around 600 backpacks this year. “We are incredibly grateful to the community for providing funds and supplies this year, including the Community Foundation of Broward, The SMART Ride, 626 and Wright Maritime,” shares Dr. Calderon Randazzo.

I

f there is something that has changed humanity during this century, it is the COVID-19 Pandemic, with its catastrophic health and economic consequences. As the coronavirus disease 2019 (COVID-19) has evolved, and although children have been relatively spared, in areas of the world where the pandemic hit with more frequency, case reports appeared describing children with severe multisystem inflammatory compromise, including mucocutaneous signs resembling a condition called Kawasaki Disease. On May 14, 2020, the CDC recognized it as a New Inflammatory Disorder in children associated with Coronavirus Disease 2019 and named it as Multisystem Inflammatory Syndrome in Children (MIS-C). MIS-C is a post infectious inflammatory syndrome immunologically mediated. The first case report was published by England doctors in April 2020, followed by many other countries including France, Italy and USA. The MIS-C frequency is 2:100,000 younger than 21 years old with COVID-19, compared to 322:100,000 with COVID-19 in the same age group during the same time period.

There have been approximately 1,000 cases in the world until July 2020. The highest proportion affects black, hispanic or south asian populations. Symptoms And Signs A persistent fever without a clear clinical source is the first clue, associated with history of 2 to 4 weeks prior infection or exposure to SARS-CoV-2 should raise the suspicion. Headache, body ache, vomiting, diarrhea, fatigue and rash are common signs of presentation. The rash is indurated, erythematous and generalized. The most commonly affected system are: gastrointestinal (vomiting, abdominal pain, diarrhea) cardiovascular (tachycardia, hypotension, shock), hematologic (low count of lymphocytes and platelets), mucocutaneous (rash and conjunctivitis) and respiratory system. Some children rapidly develop hemodynamic compromise, requiring intensive care unit level care. Case definition: 1. An individual age < 21 years presenting with fever, laboratory evidence of inflammation and evidence of clinically severe illness requiring hospitalization, with multisystem (two or more) organ involvement 2. No alternative plausible diagnosis 3. Positive for current or recent SARS-CoV-2

infection by RT-PCR, serology or antigen test, or exposure to a suspected or confirmed COVID-19 case within the 4 weeks prior to the onset of symptoms. Treatment: the treatment is supportive care, directed against the affected organs and include: Fluid resuscitation, Inotropics and vasopressors, Respiratory support Immunoglobulins,Steroids,Biologics (other anti inflammatory medications),Anticoagulants and empiric antibiotic use. Children have a favorable prognosis when treated appropriately. Our purpose with this article is to provide useful information to take early actions in order to prevent serious complications. Arthroscopy of the Foot and Ankle BY CARLO A. MESSINA

F

oot and ankle injuries are very common in sports or in general activities of daily living. Many structures including bone, ligament, cartilage and joint lining may be injured. Injuries may occur from a single traumatic event or from overuse. Injuries may occur during the teenage years that may manifest themselves later on. These injuries may cause stiffness and pain in the foot or the ankle joints, especially after getting out of bed first thing in the morning to walk. This stiffness and pain will be present for a proportional period of time usually to the degree of joint injury. With weightbearing, the joint usually loosens and the person is able to ambulate. This stiffness and pain will redevelop if the person sits for a period of time and tries to get up and walk. As the day goes on, the foot

or ankle may ache, especially with excessive activity. Swelling may be present over the area that is injured. Instability may develop if the ligaments have been injured causing the foot or ankle to constantly twist. When these injuries are unresponsive to conservative treatment which may include orthotics, medication or rehabilitation, arthroscopic surgery may be necessary to remove the damaged tissue in the foot and ankle. A miniature camera is placed into the injured joint allowing an image to be seen on a television screen. The joint is visualized and small instruments are introduced into the joint to clean out and repair the damage. Fragments of bone and cartilage are often removed. Suctioning of debris and smoothing rough surfaces will often allow a joint to resume its normal gliding motion. CONDITIONS TREATED: 1. Chronic joint pain and swelling 2. Arthritis and bone spurs 3. Loose bone and cartilage fragments 4. Stiff, scarred joints 5. Ankle fractures that have not completely recovered ADVANTAGES: 1. Faster recovery 2. Less pain and swelling 3. Avoids large incisions

4. Low risk of infection 5. Outpatient procedures 6. Quicker return to activities Joints are designed to give our bodies freedom of movement. Wear and tear of a joint due to injury or due to aging may alter the lifestyle of an individual. When conservative treatments fail, arthroscopic surgery should be considered. The surgery is especially helpful for a fracture that has occurred to the ankle even after the ankle has been fixed surgically. The cartilage in the ankle joint may have been damaged during the injury causing chronic stiffness and pain that may be mild but never goes away completely. Patients often think that this is a very livable condition. However, once treated arthroscopically a full return to activity may be possible. n Carlo A. Jackboy, Partners with the Miami Dolphin’s Albert Wilson Foundation to Provide More Than 2,500 Meals to Broward County Students and Families

T

he Albert Wilson Foundation (AWF), founded by Miami Dolphins wide receiver Albert Wilson to enrich the lives of children in foster care and raise awareness about social justice and racial inequality issues impacting those in the foster care system (he, too, came up through the foster care system), recently partnered with Sniper Gang and EMPIRE music artist, Jackboy, to donate more than 2,500 meals to Broward County, FL, students and families. The partnership also included funding to help AWF launch its youth mentorship program, which is currently slated to begin in early 2021. In total, Jackboy donated $10,000 to benefit youth, families and local businesses in Broward County. On September 1, Jackboy purchased 80 lunches and 2,500 meal vouchers from Dutch Pot Jamaican Restaurant. The 80 lunches were then delivered to students who attend Eagle Nest Middle School by Albert Wilson and Jackboy. Since students are not currently attending school in-person, parents were advised that meals would be available to pick up in a socially distanced, drive through setting on the school’s grounds. The remaining 2,500 meal vouchers will benefit Broward County families and children in foster and relative/nonrelative care associated with the child dependency system. Since hitting the music scene in 2017, the 23-year old rap artist and native South Floridian, Jackboy, has amassed more than 85 million views on YouTube and more than 160 million streams across all streaming music platforms. Jackboy holds his South Floridian community close to his heart and pledged $10,000 to supporting local businesses and families in need who may have been impacted by Covid-19.

Educating children in early-childhood actually has its advantages because it will help the child, as well as, the family which in turns spills into a more tolerant and loving community. “Research suggests adults who engage children in culturally responsive educational experiences help to: Build young children’s self-confidence and skills. Increase children’s awareness, appreciation, and inclusion of diverse beliefs and cultures. Maximize children’s academic achievement and educational success.” as sited at child.unl.edu Diversity is inclusive of physical, emotional, cultural and different abilities which a part of a vast variety of internal as well as external factors all which encompass our daily life from childhood to adulthood. Children are more understanding and tolerant of the differences or diversity when they are thought to expect difference as a norm. As parents and educators it is wise to speak to our children about the ethnicities, disabilities, religion, age etc. of those that are part of our community and we must do so with kindness and modeling our behavior in a way that is acceptable of those that are different then we are. In the classroom we encourage children to speak about things that make them special and different and we encourage them to ask questions to learn about others. For example, toddlers will point out differences in skin color and appearance, we teach them to honor each other as we are and emphasize how special and unique each individual is. Children are not born with a negative or positive connotation, these are learned behaviors that are parents and educators. We can help mold & teach our kids character by encour-

aging our diversities and something we celebrate. Some great tools to use in teaching diversity are going out and exploring our community, meeting new people, having open conversations about the cultural differences such as food, cloth, etc. Books are also a great source of information and a visual tool for kids to enjoy. One great book we use at school is It’s Okay to be Different by Todd Parr. It discusses how It’s okay to need some help. It’s okay to be a different color. It’s okay to talk about your feelings. A reassuring book about being who you are. In essence, adult modeling and education about diversity has the power of creating a community that will encourage a more tolerant and loving community,

But in war-torn Syria beset for years by suffering, death and chaos, the resilience of its artists perseveres in conveying the nation’s urgent story worldwide. ArtServe, South Florida’s award-winning arts services organization that is advancing the arts for social good, will help Syrian artists deliver their message in a full-scale exhibition entitled “Emerging Art From War-Torn Syria: War & Hope” that will run both virtually and in-person from Tuesday, September 1 through Friday, October 23rd. Patients diagnosed with Pancreatic Cancer have few treatment options. However, a new procedure called Irreversible Electroporation or IRE for short has changed that for many patients who are seeing a doubling and tripling of their life expectancies. Dr. Robert Donoway, who has one of the largest International experiences for performing this procedure on the pancreas and liver is a Hollywood based, Sloan Kettering trained Pancreatic Surgical Oncologist, and former medical director of two of the local cancer programs remains among a very small handful of Pancreatic surgeons who perform the procedure which is done in the operating room as an outpatient. During the procedure, Dr. Donoway places fine needle probes under direct ultrasound guidance into and around the pancreatic tumor while carefully avoiding critical structures. High voltage current up to 3000 volts is then delivered in 90-microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The pulses destroy the cancer cell membranes which then causes the tumor to die and be absorbed by the body. The average procedure lasts approximately 1-2 hours and the patients may be discharged the following day. A brief recovery means the patient can start chemotherapy and radiation that much sooner. Dr. Donoway is participating in several clinical studies identifying the best chemotherapy and immunotherapies to be used along with IRE. Dr. Donoway states, “The results so far have been very encouraging and we have begun using it for other select cancers. The longest survivors are now out over 5 years and without evidence of cancer recurrence. Weston Sheriff’s District Names Michele McCardle Executive Officer BY JON DUKA

L

ieutenant Michele McCardle was appointed to the position of Executive Officer (XO) at the Weston BSO District. The 19 year verteran of the Broward County Sheriff’s Office will tap her diverse experience to help lead our local law enforcement organization. McCardle began her career with the BSO in 2001 as a Child Protective Investigator. During that time she investigated allegations of child abuse, neglect or abandonment. After fulfilling that role for two years, she went on to the Broward Police Academy and, upon graduating, served as a road deputy in Tamarac. Detective McCardle Michele was quickly promoted to Detective. During this time she investigated a number of crimes including economic crimes to defraud, identity theft, burglaries and auto thefts. After serving in this role for several years, Michele was transferred to the Sex Crimes/Missing Persons Unit, where she worked tierelessly on behalf of some of the most vulnerable people in our community. She also served in the Violent Crimes Unit as well as the Special Victims Unit.

While she was a detective, Lieutenant McCardle was known for her compassion, analytical detail and broad knowledge. These are traits that she would never lose as she continued to move up the ranks. Transfer to Weston Lieutenant McCardle first served in the Weston District in November, 2019, as a Sergeant, over the Weston Crime Prevention Unit where she supervised 15 and coordinated a wide range of events including the Winter Safety Expo, BSO Senior Seminar, Weston University Law Enforcement Day, BSO Shred-A-Thon, Birthday Brigades and Helping Hand Campaign, while formalizing a training program for the newly hired community service aides. She passed the Lieutenants Exam in July and fulfilled her current role in late August. McCardle is married with two active children. She enjoys spending time with her family, coaching her kids’ sporting teams and living an active lifestyle. In her new role, she is the number 2 in command of the Weston District, serving alongside Captain Sam Cavalieri.

What Does It Mean To Establish Paternity? BY EVAN H. BARON, ESQ. ost adults share a common misconception about the legal concept of paternity. A majority of individuals inaccurately believe that if a father is named on a birth certificate, that he is the legal father of the minor child; however, that is not true. Before delving any further into this topic, the following must be made clear: the need to establish paternity only exists in situations where a child is born to a couple or individuals that are not legally married. (Note: If a couple is legally married and a child is born of that marriage—both the Mother and Father are considered the legal parents of said child(ren)). When two individuals have a child together but are not married, the law only recognizes the mother as the legal parent. That is because there is never a doubt as to who the Mother is, for obvious reasons. The Father on the other hand, does not enjoy that same status, until it is legally determined/ established by a Court that he is in fact, the legal father of the minor child. The fact that a Father is named within the birth certificate only serves as a ‘presumption’ that he is the Father, but it still does not amount to a legal establishment of Paternity. The same is true of a DNA test—having a positive DNA match serves as proof that a Father is the biological father but still does not result in the Father’s legal establishment of Paternity. What is important and absolutely necessary for a father in this situation, is for his legal status as Father to be established in Court. So, what does it mean to establish Paternity? It means that the Father is seeking the same status and rights that any legal parent has in the state of Florida. This includes, for example: the right to make and be involved in any and all decisions relating to the child’s education, health, and overall upbringing. Additionally, it means having the right to exercise timesharing with the minor child. This includes having the right to spend time and live with the child during a certain percentage of each year—specifically during the school year, summer break as well as during holiday breaks and specific holidays. Lastly, and often times most importantly, it means being able to prevent the other parent from making any unilateral decisions about the child. Sometimes unilateral decisions by one parent are minor and inconsequential. However, other times, certain actions taken by the other parent are related to major issues that can have a substantial impact. One example of this is the Mother relocating to another state with the minor child without notifying or discussing the matter with the Father. In that situation, only a legal father can prevent such an action from the Mother. A biological father who is listed on the birth certificate or who has a DNA test proving he is the father would be in no position to prevent a relocation from taking place. For that and all the other reasons mentioned above, it is important for the legal establishment of paternity to occur—in most cases, sooner rather than later. The removal of fat by application of localized “freezing” technique is how CoolSculpting works. By no means is this technique equal in efficacy or outcome to liposuction, but it can be an effective method to reduce localized fat deposits for certain individuals. Based upon evidence of safe and effective body contouring clinical studies in humans, Cryolipolysis (CoolSculpting) received FDA clearance for fat reduction in the flanks in 2010, then for the abdomen in 2012. Recent studies have shown benefit in treatment of the lateral thighs, arms, inner thighs, bra fat area, and double chin with evidence of skin tightening in the neck region. Eighty-six percent of the patients treated noticed a visible fat reduction and with 90% satisfaction with the treatment. There are several vacuum cup applicators available now including the standard contoured cup, CoolCore, and the flat cup, CoolFit, applicator. The applicator is placed over the region of localized fat excess; the fat is treated with a vacuum assisted device which delivers cold to the subcutaneous fat destroying the fat cells which are metabolized by the body and eliminated naturally. Some patients experience redness, minor bruising, tingling, numbness or discomfort in the treated areas, but this is temporary and will resolve completely. Often times, patients return to work immediately after their CoolSculpting session is

hat kind of question is that? Of course the State Attorney should be fair and independent. The State Attorney (District Attorney in many States) is truly the Chief Law Enforcement Officer in Broward County. The State Attorney’s Office is responsible for reviewing all police arrests and deciding if formal charges are warranted from misdemeanors to homicides. The State Attorney is responsible for creating an Office that properly serves the citizens of Broward County by prioritizing the rights of victims, partnering with law enforcement and prosecuting defendants while safeguarding the due process rights of all citizens. These responsibilities are sacred and should not be driven by political considerations. They can only be accomplished through a fair application of facts to laws. No one, especially a politician, should be allowed to interfere in this process. Therefore, when electing a State Attorney voters should look at the qualifications and independence of each candidate. The candidates

are asking you to hire them as your personal attorney. Do the candidates have the proper credentials necessary to even be considered for the job they seek? What life experience do they have? What legal experience do they have? Are they stable and trustworthy? Do they have experience doing the job they seek? Have they handled complex cases like homicides? Voters should get answers to these questions and ask themselves “would I hire this candidate to protect my interests?” In my 20 years as an Assistant State Attorney, from 1994-2014, I learned firsthand how important the State Attorney’s Office is to the safety of our community. ArtServe Names Executive Director

A

rtServe, South Florida’s awardwinning arts services organization, has named veteran sales and marketing executive Jason R. Hughes as the non-profit’s new executive director. Hughes has been professionally and personally involved with ArtServe over the last five years serving as vice-president and president of its board of directors. He helped shape the ArtServe vision and mission of delivering programs designed to help artists contribute to the economy by both learning to build their businesses and engaging the community to advance arts for social good. Under Hughes’ leadership, ArtServe was named a “2020 Top-Rated Nonprofit” by GreatNonprofits, the foremost provider of user reviews of charities and nonprofits, and also was named 211-Broward Non-Profit of the Year – Arts in 2020. Now in its 30th year, ArtServe is known as one of the nation’s first arts incubators and has transformed itself into a creative laboratory and a

Cleveland Clinic Florida is at the Forefront of COVID Research BY TERRY JAILLET

M

illions of people continue to catch COVID-19 across the world. Each day thousands more die. While these words sound bleak, the progress medical science has made in the treatment of the disease is unprecedented in medical history. A declining percentage of sick patients are being admitted to hospitals and fewer of those are dying than just a few months ago. There are many reasons for these improved outcomes. These reasons include wearing masks, isolating particularly vulnerable populations, reducing close interpersonal contact and improvements in the treatment protocols doctors use to help infected patients. The standard of care for the most ill patients today includes treatment with the drugs remdesi-

vir and dexamethasone. We know these therapies work because of well-managed clinical trials. A clinical trial is a research study that evaluates the safety and effectiveness of a potential treatment of a disease. The Cleveland Clinic Florida in Weston, is at the forefront of several of these trials. We sat down with Dr. Carla McWilliams, Chief of Infectious & Disease, to learn more about some of the COVID-realted trials going on in our backyard. Mavrilimumab Mavrilimumab is a drug that was developed to treat rheumatoid arthritis. Cleveland Clinic partnered with several other hospitals, including the University of Cincinnati to determine if treating very sick patients with this drug would reduce the progression of acute respiratory failure and the need for ventilation. Convalescent Plasma Convalescent Plasma therapy uses blood from people who’ve recovered from an illness to help others recover. The idea is that antibodies that make people who have had a virus immune could help sick people fight off the disease. This therapy has been used to treat a number of illnesses for a long time and is considered quite safe, but there is extremely limited data demonstrating its effectiveness.

Canakinumab Canakinumab is a drug used to treat a number of auto-immune diseases. Cleveland Clinic participated in a study on a small subset of patients to determine its effectiveness on patients with heart-related symptoms from COVID. Results are expected back soon. Outpatient Studies Cleveland Clinic is also participating in a number of outpatient studies, including one focused on Vitamin C and Zinc. This study aims to determine if taking vitamin C and zinc will reduce the duration and severity of symptoms for patients with COVID. There are countless claims floating around the internet and a number of studies with conflicting conclusions on the topic thus far. “Randomized, controlled trials are critical to proving efficacy,” said Dr. McWilliams, “It is important to understand that vaccines are another tool in our arsenal, just like with the Flu, but it is unlikely that it will prevent every infection. That is why we must continue to perform clinical trials so we know how to treat patients when they do present.” It’s comforting to know that Dr. McWilliams and her colleagues are working day-in and dayout on new treatments.

How To Vote During The Pandemic

T

his year’s election will be unlike any other. Voting sites will have a number of COVID-19 risk-mitigating programs in place. Voting is expected to take a bit longer than usual this year. Luckily, there are several different ways we can ensure our voices are heard without going on election day. This guide provides key dates and information on how to vote in the November election. Vote by Mail Every registered voter in Broward County is entitled to vote by mail. To vote by mail, you MUST request a vote-by-mail ballot. The easiest way to do this is to go to www.browardsoe.org and fill out a simple web form. A ballot will be mailed to any location you choose, but will not be forwarded by the U.S. Postal Service. Completed ballots must be RECEIVED by 7:00 pm on election day, November 3. Ballots can be mailed via the USPS or placed in a dropbox at any of the 22 Early Voting locations. Vote-By-Mail Ballots must be requested no later than October 24th. Early Voting Broward voters may vote at ANY of the 22 early voting locations. Early voting will be available between October 19th and November 1st. Polling sites are open from 7:00 am to 7:00 pm daily.

State Wide Ballot Initiatives

T

here are six state-wide initiatives that will be on the Florida ballot this year. Below is a summary of each: Amendment 1 Amend Section 2 of Article VI of the Florida Constitution to state that only citizens of the United States who are 18 years old or older are qualified electors in Florida. ▸  The Florida Constitution currently says, “Every citizen of the United States who is at least eighteen years of age and who is a permanent resident of the state, if registered as provided by law, shall be an elector of the county where registered.” ▸  Under the ballot measure, the Florida Constitution would say, “Only a citizen of the United States who is at least eighteen years of age and who is a permanent resident of the state, if registered as provided by law, shall be an elector of the county where registered.” Amendment 2 Increase the state minimum wage from $8.56 in 2020 to $15.00 in 2026. Under Amendment 2, the state minimum wage would increase each year as follows: ▸  $10.00 on September 30, 2021; ▸  $11.00 on September 30, 2022; ▸  $12.00 on September 30, 2023; ▸  $13.00 on September 30, 2024; ▸  $14.00 on September 30, 2025; and ▸  $15.00 on September 30, 2026.

Beginning on September 30, 2027, there would be an annual adjustment to the state minimum wage based on increases to the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). Amendment 3 Change Florida’s primary elections for state legislators and state-wide elected officers from a closed primary to an open primary where the two candidates with the most votes would move on to the general election. Currently, in Florida, primaries are closed, meaning a voter must be registered with a political party in order to participate in that party’s primary election. Winners of a partisan primary election advance to the general election. Amendment 3 would replace closed primaries with top-two primaries in which all candidates would be placed on one ballot regardless of political affiliation and the top two candidates with the most votes would advance to the general election. A candidate’s party affiliation may appear on the ballot as provided by law. The primaries would also be open, meaning any registered voter, regardless of their political affiliation, could vote in the primary election. Under Amendment 3, in cases where only two candidates qualify for the primary election, the primary would be canceled and the election winner would be decided in the general election. Amendment 4 Require constitutional amendments to be

approved by voters at two successive general elections to become effective. In Florida, constitutional amendments require a 60% supermajority vote to become effective. Under Amendment 4, the supermajority requirement would apply to both elections. Amendment 5 This amendment would extend the period during which a person may transfer “Save Our Homes” benefits to a new homestead property from two years to three years. Currently, if a person moves to a new home, they have two years to transfer their “Save Our Homes” benefit to have the new home assessed “at less than just value.” The Florida Revenue Estimating Conference (REC) determined that approval of the amendment would reduce local property taxes by $1.8 million beginning in fiscal year 2021-22 and would eventually grow to a $10.2 million reduction annually. Amendment 6 Allow a homestead property tax discount to be transferred to the surviving spouse of a deceased veteran. The discount would be in effect until the spouse remarries, sells, or otherwise disposes of the property. If the spouse sells the property and does not remarry, the spouse’s new primary residence may receive a homestead tax discount not exceeding the dollar amount from the most recent ad valorem tax roll. Currently, the homestead property tax discount for veterans expires upon their death and is not extended to their spouses.

Rotary Club of Weston Contributes Music Scholarship for Weston Music Society superb piano playing skills, combining his two loves: making people happy and making music! The scholarship will help cover college expenses for a graduating senior from one of our area high schools. The Rotary Club of Weston’s Scholarship Committee and the Weston Music Society will conduct applicant interviews to determine the scholarship recipient. The objective criteria are grade point average, leadership skills, club involvement, and community service activism. The scholarship is in addition to those already provided to students at Cypress Bay High School, Western High School, and Sagemont High through the Rotary Club of Weston’s WestonLawyers.com Charity Golf Tournament. Because of the pandemic, the tournament and surrounding events were not held live this year, but virtually. We raised funds for over 50 scholarships awarded to deserving high school seniors through sponsors and supporters’ generosity despite prevailing circumstances.
