A battle’s reward Welcome to summer. The fish are rising, the days are long and this Fourth of July, we at Outlaw Partners have plenty to appreciate.

The Weekly sent a team of Outlaws to Missoula the weekend of June 14-16 for the Montana Newspaper Association’s Better Newspaper Awards. We had beautiful weather and rubbed elbows with seasoned journalists from across the state, before bringing home hardware to the office.

For me, it was an important weekend. We exchanged stories of the industry’s successes and challenges with those who know them best, and the awards reinforced our desire to produce quality work by battling for it.

But another notable highlight was fishing Rock Creek en route back to Big Sky. The creek, approximately 12 miles west of Philipsburg, yielded some of the stoutest cutthroat I’ve had the pleasure of fighting.

And that’s just it. It’s all about the fight.

While we kept the awards, we released the fish.

Whether chasing a story or a crafty cutthroat, it’s just nice to know the battle can yield rewards. We hope you enjoy this issue, and the rewards we trust you’ll find in its pages.

Crail Ranch to hold annual Kids Fly Fishing and Casting Clinic on Fourth of July “Since our Gallatin River attracts folks from around the world, we naturally should ensure that local kids and visitors enjoy and care for the trout stream,” said Jerry Mistretta, clinic coordinator.

Fly fishing requires a gentle cast and understanding how to “match the hatch.” Clinic instructors will focus on various types of flies, the fly life cycle, and how the many types of flies lure fish onto a well-cast line and hook.

Gallatin River Guides, along with a hatch of avid, local fly fishers will assist children with their casting technique and other important aspects of the sport. Wild Trout Outfitters, East Slope Outdoors, and Gallatin River Guides will contribute equipment and prizes for competitions held after the instructional portion of the clinic.

The Crail Ranch Homestead Museum began as a homestead by the Augustus Franklin Crail Family in 1902 and the Crails continued to operate a stock ranch for 50 years while most other ranches became dude ranches. The museum is open for free tours Saturdays and Sundays, from 12– 3 p.m.

Committee forms to lead process for new medical facility Deaconess, Billings Clinic vie for position

BIG SKY – More advanced health care services may be on the way for Big Sky. A group of representatives from Bozeman Deaconess Health Services on June 17 presented a new feasibility study for a proposed Big Sky Medical Center in a public forum at the Big Sky Chapel.

“I have to admit, there are a few of us that would like to back the bulldozer up tomorrow and start digging a hole out there,” said BDHS CEO Kevin Pitzer, whose organization has owned land in Town Center since 2007, and recently negotiated to expand that parcel.

BDHS is a not-for-profit corporation that runs Bozeman Deaconess Hospital in Bozeman and operates a pharmacy in Big Sky; it has worked collaboratively with the critical access hospitals in Ennis, Townshend and Dillon, Pitzer said.

Pitzer and his team laid out a plan for a $21 million, 24-hour emergency facility staffed by Deaconess employees that would work hand-in-hand with local primary care physicians.

BDHS plans to cover construction costs and operational expenses before the facility becomes economically sustainable.

Billings Clinic, the largest health care organization in Montana and part of the Mayo Clinic Network, also recently completed a feasibility study for a more advanced medical center in Big Sky. A group from Big Sky including former hospital administrator Jack Eakman and school board member Ty Moline in July 2011 reached out to Billings Clinic, which is why it got involved initially, said Billings Clinic spokesman Jim Duncan.

Billings Clinic representatives presented their feasibility study to a larger group of stakeholders on June 3 at Buck’s T-4, but will not hold a public forum until invited, Duncan said. The group from Billings Clinic is enthusiastic about working with Big Sky, Duncan said, but its approach has been less assertive.

Billings Clinic manages 10 critical access hospitals in Montana and northern Wyoming, as well as a number of rural clinics.

Community support and due diligence Both entities are aware they would need full community support to be successful.

“We’re not going ahead if we don’t have endorsement and the support of the community,” Pitzer said to the meeting’s nearly 50 attendees.

And Duncan: “We want to be at the table, work with the community, be open and honest… to make sure that if we’re part of the equation, that the proposals we’re recommending are in sync with the Big Sky community.”

A third group, newly dubbed the Healthcare Direction Committee, has formed to help the community find its way in this process. Led by co-chairs Eakman and Mike Scholz, co-owner of Buck’s T-4 and a resort tax board member, the committee plans to contract an independent consultant to review and compare the studies.

Funded by $20,000 in resort tax money through the local social services nonprofit Women in Action, the independent assessment aims to find “what is best for Big Sky,” said WIA Executive Director Lisa Beczkiewicz.

The consultant, Howard Gershon, founding Principal of the Santa Fe-based New Heights Group, has more than 35 years as a health care consultant, according to his website.

He specializes in strategic planning, market research, program development and facility development, and is someone both hospitals have agreed to work with, Eakman said.

“Certainly the community is only big enough to have one facility,” Scholz said in a phone interview. In addition to comparing the two studies, the consultant will “make sure we understand what services are reasonable to expect from what the studies say, and also aid us in making sure we gather the right information and ask the right questions.”

Other members of the self-appointed committee are Beczkiewicz, Dr. Jesse Coil, a physician with the Medical Clinic of Big Sky, and Big Sky Fire Chief Bill Farhat. The group wants to add 10-15 more people to its ranks and would like volunteers with experience in business, finance and health care, said Eakman, who has been researching options for expanding health care in Big Sky for more than three years.

“Initially we feel both [hospitals] certainly have similar ideas and plans for our community,” Scholz said, “but our due diligence is about finding out the details.”

Gershon told Eakman he will have results ready the week of July 14, at which point the committee will host a public meeting.

The Q-and-A session following the BDHS presentation quickly morphed into a public discussion, itself.

“How will the community express its opinion [during this process]?” asked one person.

“It’s a dilemma,” said another, referring to the fact that Big Sky is unincorporated and lacks local government. “We don’t have any elected authority that can make decisions and be responsible.”

Duncan didn’t offer such detail on Billings Clinic’s plan, and instead projected the clinic would begin with an enhanced medical facility with clinical services, imaging capabilities, certain outpatient surgical services, and a focus on emergency triage capabilities, or all of the above, plus a critical access hospital. At the June 3 presentation, the Billings Clinic group indicated it would also fund construction and the initial years of operation.

“There are so many benefits from each facility,” Eakman said. “Each has their strengths.”

John Fountain, a retired physician, stood up to address the community.

“This is an introduction tonight,” he said. “Through Jack, Women in Action and our consultant, we can now refine our questions… This is what [they] need to lead us through as we interview our two suitors…”

Regardless of which entity manages or owns a medical facility in Big Sky, a patient referred to higher care would still consult with his or her primary care doctor on where to go next. Heart patients, for example, would go directly to Deaconess, and neurological patients to Billings Clinic.

The proposals

What matters, says Dr. Maren Dunn, a primary care physician in Big Sky, is that this is the only major ski resort area in the country without a hospital.

Significant population growth and economic recovery in the Big Sky area, combined with the possibility for future growth, is what convinced BDHS that now is the time for a new facility, Pitzer explained.

If approved, BDHS would initially seek hospital licensure for a twostory, five-bed facility, expandable to 10, and eventually seek critical access hospital designation. A CAH would ultimately allow licensure of 25 beds, as dictated by continued market growth.

It would offer onsite imaging, a CT scanner, ultrasound, mobile MRI compatibility, 24-7 lab and medical services, and a helicopter pad. BDHS specialty services like orthopedics and mental health would be part of an outreach clinic. The facility would add an estimated 30 new jobs, and Pitzer said if selected, groundbreaking would occur next spring, with the facility to open in fall 2015.

“If we want to continue calling ourselves the Biggest Skiing in America resort town and offer all the amenities, we better offer all the infrastructure. I consider higher-level medical care basic infrastructure, just like a fire department or a post office. It’s integral to people living here and living healthy lives.”

Dr. Dunn, who supports either hospital building a facility in Big Sky, had a few words of advice: “This is a tough community to break into because we don’t have a governing group, so you really have to garner support. In order to do so, [either hospital] better make themselves open, accessible and transparent in their plans and reasons for doing it.”

BSCC announces new auction items BIG SKY – New auction items have been announced for the Big Sky Community Corp.’s second annual Parks and Trails Gala, a fundraiser for the nonprofit, to be held Saturday, July 27 at the community park.

Last year’s sold out event raised a net profit of more than $100,000, which was used to help fund a new pavilion, restrooms and concession in the park, and build the first phase of the South Fork Trails system– a series of more than eight miles of public easements that BSCC received from the Simkins family in May. The board recently determined this year’s proceeds will go toward parks and trails improvements, specifically continued construction of the South Fork Trails; additional infrastructure in the park including sod and landscaping; mapping of the Mountain to Meadow trail; and planning a bridge linking Ousel Falls Trail to Yellow Mule Trail above the waterfall.

A live and silent auction will take place after dinner, before transitioning into music by local country-rock band Bottom of the Barrel.

BSCC Executive Director Jessie Wiese says there is something for everyone in this year’s spread of items.

“Local, national and international donors have made our auction world class this year,” Wiese said. “I think we’ve done a really good job of having appealing items for everyone that will be there.”

Live auction items she is particularly excited about include a heli-skiing trip in British Columbia, a football weekend for two in Seattle and an exclusive fishing trip in Yellowstone National Park.

SOUTHWEST MONT. – The future of the Gallatin Range is in the hands of the nearby communities – or so claims the Gallatin Community Collaborative Exploratory Committee.

Formed after a Feb. 29, 2012 meeting hosted in Bozeman by the Gallatin National Forest, the committee’s work is the first step in a collaborative process aiming to solve the long-standing land use conflict in the 155,000-acre Hyalite-Porcupine-Buffalo Horn Wilderness Study Area, which straddles the crest of the range.

The group this spring hosted six informational sessions in Big Sky, Bozeman, Livingston and Emigrant, explaining the work it’s done in the past year-plus to create a set of guidelines and operating protocols for the future process – and for creating the Gallatin Community Collaborative, a group it estimates will have 30-50 members, and possibly hundreds of others involved through subcommittees and as concerned citizens.

“Will there be something within the framework to be sure diversity is actually achieved?” asked Big Sky resident Heather Bud at the first session, April 22 in Big Sky, getting to the heart of the issue. “How do we ensure we are getting true representation?”

This will be the future GCC’s responsibility, says current facilitator Dan Clark, Director of the Montana State University Local Government Center.

“The strength of the outcome is going to depend on how diverse [the GCC] is and how inclusive they are,” Clark said at the second meeting, April 30 in Bozeman.

Exploratory Committee member Jeremy Fatouros called for “an initial gut check… [When] we get to that collaborative, we’re going to have to take a step back six months into the process and say, ‘Do we have everybody on board?’”

Fatouros is owner of Lost Creek Outfitters and manages The Lodge at Big Sky. Other committee members represent interests including motorized and non-motorized recreation, landowners, conservation, education and agency managers.

“The group is so diverse,” Fatouros said. “A year ago I couldn’t communicate with 90 percent of these people, and [now] having that communication and that bond and trust is huge.”

Committee member Dale Sexton, owner of the Livingston outdoor shop, Timber Trails, has been recreating in the Gallatin “since before I could walk.” He also operates a commercial fly fishing guide operation in the WSA, and says the region “deserves this amount of attention, debate and passion.”

Together with the Gallatin National Forest – which manages the land – the Exploratory Committee is considering revisions to its management plan, and has laid what it hopes is groundwork for future management.

Its vision is for a fair, transparent, inclusive, fact-based and civil process that allows the GCC to work toward a “broad, adaptive and durable” resolution that it will ultimately present to the Forest and federal elected officials.

“We need broad based support,” Sexton said. “That’s what we see taking it to another level.”

Adjacent to Yellowstone National Park, the Gallatin Range is home to robust wildlife populations and provides world-class recreation for the surrounding communities of Livingston, Big Sky, Gardiner, West Yellowstone and Bozeman.

Congress designated the HPBH-WSA in 1977 to “preserve its existing wilderness character” until a decision about long-term management and protection could be made. One of 39 in the state, it’s been the center point of conflicting user groups ever since.

“What polarizes people so much is the recreational aspect, particularly the motorized versus non-motorized,” said Fatouros, who grew up in the area and has been recreating in the Gallatins for 40 years. That divisiveness has only grown since the Gallatin National Forest established its most recent travel plan in 2006, after which several environmental groups filed suit against the agency.

Accordingly, attendees at all the Exploratory Committee’s informational sessions met the group with “some bit of skepticism,” Fatouros said. “But by the end of the night, I think we converted everybody to not just a supporter, but to wanting to be involved.”

Many attendees asked questions about the specifics of how the GCC would function, which the committee explained was not within its scope. Others pressured Forest Service District Ranger Lisa Stoeffler to explain how the agency might implement the process.

“We don’t want to put many constraints on it,” Stoeffler said at the April 30 Bozeman meeting. “It’ll depend on what kind of proposal and who has authority in that area... It depends on the creativity and breadth that group wants to look at. We would do everything to embrace that and move that forward through the proper process.”

Stoeffler noted, however, “nothing that happens in the collaborative supersedes or exempts [the Forest Service] from moving through the proper process, but we

want to do that in concert… I’m more optimistic after watching this group that people can come together and come to some level of consensus or resolution.”

After asking pointed questions of Stoeffler and several committee members, Republican legislator Kerry White, who represents rural Gallatin County, Big Sky and West Yellowstone, was also positive about the process: “I’ll stay fully engaged to try to move this process forward,” said White, also a leader of Citizens for Balanced Use, a motorized recreation group. “I’m as optimistic as Lisa is. I’ve lived here 59 years…”

White pointed out successful rotational use programs recently established in Hyalite Canyon, south of Bozeman, in the summer. “Whatever comes out of the group, I hope we won’t get to litigation,” White said.

Although Clark describes the process as “building the plane while flying it,” the next steps are fairly well lined out.

First, the exploratory committee will hire a new facilitator who will hold an organizing meeting this summer to form the collaborative group. The GCC will be looking for citizens to serve on subcommittees and in leadership roles, attend meetings, and stay informed by following the work online.

“The collaborative when it’s set up is probably not going to resolve anything in three or four meetings,” said exploratory committee member Eva Patten. “It’s going to be a lot of hard work and discussion leading, we hope, to a whole new way of looking at things.”

“What that makeup will actually look like when it’s all said and done, I have no clue,” Fatouros said. “This is a chance to make history. This is a legacy we can set forth for generations to come.”

YELLOWSTONE N.P. – The newly restored Old Faithful Haynes Photo Shop reopened its doors to the public on Saturday, June 22. The space invites guests to take part in modern, interactive exhibits, which provide information about the Yellowstone Park Foundation and the park’s photographic history.

The story of photography in Yellowstone begins with Frank J. Haynes, who first visited the park in 1881 while working as a photographer for the Northern Pacific Railroad. Falling in love with the Yellowstone, he returned every summer thereafter to photograph its wonders. In 1884, he secured the first commercial concessions in the park, and for the next 84 years his family operated 13 photo shops under the name Haynes, Inc. Originally built by F. Jay’s son Jack in 1927, the Old Faithful Haynes Photo Shop has been relocated closer to Old Faithful –just a few hundred feet from its original location – and lets visitors imagine the park through the eyes of a photographer.

In the Haynes Photo Op, visitors can have their photo taken in front of a selection of three vintage, giant postcards and then email them on iPads to family and friends at home.

The Haynes Photo Gallery, Haynes Story Corner and vintage camera displays all show how photography has advanced over the years.

“The fact that we have a section here that’s about the history of the Haynes family benefits the park because they were really the ones responsible for making Yellowstone known to the world,” said YPF President Karen Bates Kress.

YPF, the park’s official fundraising partner since 1996, worked with the National Park Service in restoring the 86-year-old structure, which is being submitted for gold Leadership in Energy & Environmental Design designation.

“It’s very rare for a historic building to gain LEED certification,” said YPF Director of Marketing and Communications Melinda Gable, adding that their goal to make it an environmentally sustainable building goes hand in hand with the foundation’s Greenest Park Initiative.

Projects funded under YPF’s other five strategic initiatives are explained in the photo shop via kiosks. Video screens combining 19th century aesthetics with 21st century technology describe how donations to YPF are being used.

“We are hopeful that we will be receiving funds from individuals who visit the park and that [the shop] will increase visibility for the foundation and get new stewards for the park,” Kress added.

“This is another significant collaboration between the Yellowstone Park Foundation and the National Park Service that will showcase the importance of philanthropy in the park,” said Park Supt. Dan Wenk, according to a YPF press release. “The restored Old Faithful Haynes Photo Shop will give our visitors a snapshot of the great work YPF has done and also inspire them to become future stewards of this spectacular wonderland.”

Visitors can continue their Yellowstone experience beyond the park in YPF’s “Capturing Yellowstone,” a competition where amateur photographers will have an opportunity to submit their photos of wildlife for the June contest and geysers or thermal features for the July contest.

Renowned wilderness photographer Tom Murphy will judge the photo contest, and the top three entries will be displayed in the Old Faithful Haynes Photo Shop for one month alongside Murphy’s images. As of June 24, YPF had already received 200 submissions.

The Old Faithful Haynes Photo Shop is open daily, 10 a.m. to 6 p.m. through Sept.

Pending litigation slows Gallatin Canyon transmission line upgrade

BOZEMAN – Progress has slowed on the Gallatin Canyon transmission line upgrade due to an injunction filed by a private landowner halting the project on National Forest land.

NorthWestern Energy last fall started construction on the new 161-kilovolt transmission line connecting Four Corners and Big Sky. This summer the utility has continued the work, mostly on private land where it has negotiated easements with landowners, and on public land alongside the road, where the Montana Department of Transportation has a right of way.

Of the project’s 37 total miles, 16 are on National Forest land.

hadn’t submitted a written comment on the EIS during the comment period, as required by the National Environmental Policy Act process.

According to U.S. District Court documents filed in the case, the Forest Service stipulated it won’t provide a special-use permit to proceed with construction on its land until the case is resolved.

“We’ve been working on an EIS for over a year with the goal of issuing NorthWestern Energy a master special-use permit to upgrade their transmission line,” said Gallatin National Forest spokesman Patrick Lair. “We selected an alternative that we felt was an actual improvement on the existing line, in that it eliminates several river crossings and eliminates the line from some residential cabins.”

The landowner, Linda Keith, filed an administrative appeal through her lawyers to the U.S. Forest Service’s Environmental Impact Statement on May 13, the final day possible, and sought an injunction on May 20.

“Our hope is that the case will be dismissed in a number of weeks, but if it does go to litigation it could take up to a year,” Lair said.

“It’s all in the hands of the legal system at this point.”

The regional Forest Service office, meanwhile, dismissed the appeal on May 24, because the individual

NorthWestern Energy spokesman Butch Larcombe said this type of occurrence is not unusual.

“I guess we were hoping they wouldn’t have to reach this stage with anybody,” Larcombe said.

“We’ve been trying to communicate with landowners clearly about what the plan was, but it’s certainly somebody’s right to challenge the Forest Service decision, so we respect that.”

The Gallatin Valley and Big Sky areas are among the fastest growing in NorthWestern Energy’s service territory; usage in Big Sky exceeds capacity of the existing 69kV transmission line about 40 percent of the time, according to Claudia Rapkoch, another spokesperson for the utility.

The path forward is unclear.

The upgrade is part of a plan to increase capacity and reliability for Big Sky that already included the 2010 construction of a new substation in the Meadow Village. The line from Ennis to Big Sky is rated at 161kV but energized at only 69kV, and the utility plans to eventually install equipment to increase its capacity, as well.

“It would depend on what [the landowner is] seeking,” Larcombe said. “We don’t have any real flexibility on the route. It’s an existing route, and we’ve done a lot of planning with the Forest Service on it. It’s not like we’re cutting a new path through the forest.”

The first phase of the upgrade, running 12.2 miles between the Jack Rabbit Substation and Spanish Creek, was completed last summer.

The contractor, Mountain Power, has been working elsewhere in the canyon since May, clearing trees to prepare for line construction.

“We’re hopeful to maybe have this resolved at some point this summer, so we have time to do line construction on the first chunk [of] Forest Service land, but it’s kind of out of our hands,” Larcombe said.

“We are very convinced that the Big Sky area needs this increased level of service and want to pursue that to the best of our ability,” Larcombe said.

USFS will file its opening brief on July 1. Keith and her attorneys will respond on July 31, and the USFS final brief is due Aug. 13.

“It’s anybody’s guess as to how the court will rule on that,” said an attorney involved in Keith v. USFS, who wished to remain anonymous since the case is still pending.

Tomato, Tomahto Bozeman farmers markets kick off summer season

BOZEMAN – In spite of what feels like nine months of ice in the Gallatin Valley, we have a pretty glorious summer. Along with it comes a fruitful growing season, the results of which can largely be found at our local farmers markets.

The area markets with the deepest roots are the Bogert Farmers Market, held Tuesdays at Bogert Park, and the Gallatin Valley Farmers Market on Saturdays at the Gallatin County Fairgrounds’ Haynes Pavilion.

For anyone who appreciates knowing the stories behind their food, these markets are the places to be. The Bogert market, which runs through Sept. 24, has approximately 100 vendors under the pavilion, offering locally grown fruits and vegetables, organic meat, baked goods, eggs, honey, cheese, crafts, art and more.

Such Bozeman-bred delights as heirloom tomatoes from Three Fiddle Farms and artisan baguettes baked at On The Rise are available, as are several dinner options for those wishing to purchase prepared food and spend some time in the park. The Bogert Farmer’s Market is known for being a family-friendly affair that provides local and fresh foods, while homegrown musicians supply live background music.

The Gallatin Valley market, running through Sept. 14, also offers produce, organic meats, baked goods, jewelry and crafts. There are more vendors at this market – about 250 in all – and the variety of wares such as houseplants, flowers and herbs makes the trip well worth it.

Here’s a tip for Gallatin Valley marketgoers: No trip to this farmers market is complete without stopping at the crepe stand.

Both markets were established in the early ‘70s by groups of people seeking to promote fresh food options, while supporting the community and local artisans.

Gootkin elected president of Montana Sheriffs and Peace Officers Association Gallatin County Sheriff Brian Gootkin has been elected president of the Montana Sheriffs and Peace Officers Association. He was inducted at a ceremony in Butte on June 13.

Gootkin, 43, served as both second and first vice president before taking the reigns as president. Each term lasted one year.

As president, he said one order of business will be to invite sheriffs from North Dakota and South Dakota to the next MTSPOA meeting

to discuss strategies related to law enforcement around the Bakken shale formation.

“I want to open up those lines of communication and see if we can help each other out,” he said.

Gootkin, a native of Connecticut, has been with the Gallatin County Sheriff’s Office for 20 years. He’s been a member of the MTSPOA for the same span. – MH

“We hope people will look out for their friends and family,” he said. “Don’t let yourself be distracted while driving, stay within speed limits … and make sure everyone in the car is buckled up.”

The message is clear: To enjoy the Headwaters Country Jam, avoid the consequences of drinking and driving. If alcohol is going to be part of the festivities, plan ahead for a sober driver or other safe alternative.

BZN becomes busiest airport in state Ranks in nation’s top 120 BOZEMAN YELLOWSTONE INTERNATIONAL AIRPORT

BOZEMAN – This June, the Bozeman Yellowstone International Airport (BZN) reached a new milestone: It for the first time tallied more passenger enplanements/deplanements than any other airport in Montana during a 12-month consecutive period.

According to statistics from the Montana Department of Transportation, 879,221 passengers passed through the airport’s terminal between June 2012 and May 2013 surpassing all other airports in the state for that period.

Airport Director Brian Sprenger credited collaboration between the airport and the communities of Bozeman, Belgrade, Big Sky – including Big Sky Resort, Moonlight Basin and the Yellowstone Club – and West Yellowstone for the success. He also noted long-term partnerships forged

with Montana State University, the Yellowstone Association and the Yellowstone Park Foundation helped BZN reach this milestone.

“We are fortunate to have so many entities in southwest Montana that understand the importance of air service to the local economy,” Sprenger said.

In the last three years, passenger traffic has increased 28 percent, or nearly 200,000 passengers, elevating BZN to one of the top 120 airports in the nation in terms of passengers (out of nearly 500).

Much of this increase has been due to additional non-stop destinations including Portland, Ore., Los Angeles, Phoenix-Mesa and New York/ Newark. In addition, expanded access to hubs and destinations by network airlines, Delta, United and Alaska as well as low fare carriers Frontier and Allegiant Air have contributed to the growth.

State seeks private land/public wildlife council nominations HELENA – Gov. Steve Bullock and Montana Fish, Wildlife and Parks are seeking applicants for appointment to the Private Land/Public Wildlife Council. The council, appointed by Gov. Bullock, will be made up of citizens representing the interests of hunters, anglers, landowners, and outfitters.

“It’s time we conducted a comprehensive, bottom-up review of hunter access programs, including Block Management,” Bullock said. “I want this group to reassess everything from the program’s funding and effectiveness, to landowner incentives and how it can be more responsive to hunters’ needs.”

During the next 18 months, the council will work to develop recommendations for consideration by the Governor, FWP and the 2015 Legislature.

Advanced Eyecare Associates: A look into the practice

BOZEMAN – When Katherine Milledge noticed her son Oliver had strabismus, a condition diagnosed when the eyes are misaligned, she took him to an eye doctor who prescribed glasses.

“He said, ‘If this doesn’t work, we’ll just do surgery,’” said Katherine, holding her five-year-old son on her lap in the waiting room of Advanced Eyecare Associates in Bozeman.

The Milledges wanted to explore other options and brought Oliver to Dr. Jody Fink, an optometrist with AECA. Fink is a 36-year-old Helena native with an optometry degree from the College of Optometry in Boston, and has been with AECA for more than five years.

She enjoys working with visually challenged children and told the Millidges that surgery might not be necessary.

“I explained the alternative options,” said Fink. “It’s a process. The first step was getting him to wear glasses full time with the proper prescription and vision therapy.

I believe we should try alternative approaches before surgery or in correlation with [it].”

AECA’s Optomap Retinal Exam machine is another device that makes for a cutting-edge practice. The ORE takes images of the retina, the back lining of the eye, and is an optimal screening tool for all patients, according to technician Janene Molebash.

For Oliver, Fink put a piece of scotch tape over the glasses lens on his affected eye, near the bridge of his nose. Eyes tend to avoid out-of-focus objects, she says, hoping the therapy will train Oliver’s eye away from the tape, thus avoiding surgery.

Until recently, Fink practiced vision therapy, a form of optical training that uses glasses, patches and eye exercises to strengthen or train eyes. While she continues doing pediatric work, she has limited vision therapy appointments.

Advanced Eyecare Associates has been providing southwest Montana patients with optometric exams, lenses, frames and referrals for nearly 30 years, and with offices in Bozeman and Belgrade, both constructed in 2008, the company has expanded its patient base.

“We’re kind of junk nerds,” said Dr. Cynthia Johnson, part owner of AECA’s Bozeman location, referring to the clinic’s stockpile of high-tech gadgets.

A new Optical Coherence Topography machine shows images that can identify early glaucoma symptoms, and determine macular edema, or swelling, and cornea thickness, for example. If the cornea is too thin, says optometrist and part owner Doug Kimball, the person isn’t a candidate for LASIK, a procedure using lasers to manipulate the cornea.

“During laser surgery, they’re actually removing tissue from your cornea,” Dr. Kimball said. “If the cor-

Kimball agrees. “If we see something with the Optomap, we may dilate the patient, but it’s great for us to take a quick view. It’s not the be-all-endall, but it provides a baseline that we can review from year to year.”

For 30 years, AECA occupied offices on South 11th Street in downtown Bozeman, but with limited room for growth in 2008 they sought a better location, finding it on the edge of town. The new building, at 4265 Fallon Street, gave them room to expand, adding needed space for eyeglass displays, parking and a bigger staff.

The team is now comprised of 21 employees, including Drs. Fink and Jennipher Harper – the “young doctors,” as Johnson refers to them – and an array of talented eye care specialists, according to Heidi McLoughlin, a customer from Manhattan, Mont.

AECA is a full-service clinic with a professional staff that looks out for its patients, said McLoughlin, who

stopped into the Bozeman location on June 19 in search of new frames for her prescription lenses.

“I’ve been coming here for a few years now,” she said. “They have good doctors and a wide variety of choice.”

These broad options are due, in part, to the size of the location. At 6,000 square feet, AECA’s Bozeman locale has spacious exam rooms and expansive front-of-the-house floor space to display hundreds of sunglass and eyeglass frames manufactured by dozens of companies, including Oakley, Nike, Lindberg, Oliver Peoples and Jimmy Choo.

This is also where the opticians work.

Among them is Laura McIlrath, who is helping McLoughlin, and Jordyn Kinna.

Kinna, 21, started at AECA four months ago. As an optician, she determines the type of lens an individual needs, performs adjustments, fits people for frames and repairs broken ones. Kinna’s mother is also an optician in her hometown Havre, but Jordyn moved to AECA for the bigger selection of product and a more competitive salary.

“My favorite part [of being an optician] is the mechanical side of it – fixing things,” Jordyn said, sitting at her large desk covered with frames of all different shapes, colors and sizes. “I love repairs.”

McLoughlin is talking and laughing with McIlrath, having selected the perfect fit. Beyond AECA’s professional diagnoses and broad frame selection, McLoughlin appreciates the group’s candor.

“They’ll honestly tell you if the glasses on your face look good or not,” she said. “They’re a one-stop shop. From walking in the door to walking out, you’re stylish.”

On June 25, the Big Sky Chamber of Commerce recognized the community during its annual dinner and awards ceremony, held at Big Sky Resort.

Themed, “A little help from our friends,” the chamber singled out local individuals, businesses and a nonprofit for five awards.

Kitty Clemens, executive director at the chamber, saw the annual event – her first in Big Sky – as a success.

“We had a really high attendance,” said Clemens, who was recognized, in turn, by chamber staff for her community work this past year. “The meal – the resort did a great job. BIG SKY–Big Sky Resort began its summer mountain activities on June 21 by opening the Lone Peak Expedition: Tram to the Top for its second season. Combining the Swift Current chairlift ride and a safari-style truck journey to the base of the Lone Peak Tram, guests travel via aerial tram to the top of Lone Mountain at 11,166 feet, where they can experience 360-degree views of mountain terrain spanning three states and two national parks.

BOZEMAN – After 16 years of working as a professional river guide – six seasons on the Colorado River, and a year guiding government research teams in the Grand Canyon – Todd “Mad Cow” Maynard was sick of skirting big water. Scientists continually asked him to “cheat” the rapids for fear the boxes holding their instruments would get wet. So Maynard decided to make his own dry boxes.

“Traditional dry boxes don’t stand up to the use and abuse of outfitting,” Maynard said. “I knew there had to be a better way to do it.”

Additionally, Mad Cow contracts with a variety of government entities and oceanic research groups who use the dry boxes to house computer equipment and electronics. Each box is powered by solar panels, floating on buoys connected to a platform in the ocean.

“It’s crazy to think the boxes are literally floating in the ocean, keeping important data dry,” Maynard said.

“But that’s exactly why I wanted to build them the way I do – so strong and reliable that anyone can use [them].”

With standard and custom sizes available, most clients use Mad Cow boxes for practical purposes: rafting, ATVs, trucks, horses and bicycles, and any other use you can imagine. And most of their orders are custom; on average the team crafts and ships 10-20 boxes every two weeks.

Adipose Boatworks: A mission to perfect the fly fishing skiff

HELENA – Drive along a Montana river, and look at the drift boats.

Odds are high you’ll see several with a distinctive low, flat shape.

Odds are even higher you’ll see the name “Adipose” tattooed on the skiff’s bow.

Adipose Boatworks, based in Helena, is on a mission to perfect the fly fishing skiff. The Flow, their signature model, is the creation of avid steelhead angler and Adipose co-owner Tracy Allen, who started building drift boats in the early 90’s. Allen’s blend of design intelligence, simplicity and technology allows Adipose to provide arguably some of the best drift boats on the market.

Allen teamed with fellow angler Mike Ward to found Adipose Boatworks in 2009, with the goal of producing the best drift boats on the market. Less than a year later, the Flow skiff made its way onto the fly fishing scene.

For the many guides who spend their days rowing boats down the river, the Flow has made those long days easier. With low sides to minimize the impact of wind and a minimalistic layout, the Flow allows for ease of rowing, and therefore, fishing.

The model boasts a 15-foot-4-inch centerline, 58-inch bottom and a 74-inch beam at the oarlocks, making it one of the largest skiffs on the market today. This ensures the boat is stable and easy to row, even during inclement weather days on the water. Interior space is maximized, providing comfort for anglers and allowing them to bring along even more fishing gear.

A common question Adipose hears is whether the boat is a skiff or a drift boat. While the crafts are technically skiffs when judged by shape alone, with stability and safety features, they function as full-on drift boats.

They’re built from high-grade biaxial fiberglass cloth, both hand-laid and vacuum bagged. This process affords the boats both strength and stiffness while retaining a light, easy feel on the water. All Adipose boats are made in the Helena factory, which is open to the public.

The handcrafted approach allows the Adipose team to fit boats for each customer and, for anglers who don’t want to float under the radar, customized wraps allow for a splash of color and a one-of-a-kind look on the river.

Adipose typically offers three stock boat colors, but anglers are encouraged to bring in a paint chip with a color they like, and the team can take it from there.

Custom oars, trailers, seating and logo work can be fitted to the boats, and the team takes pride in working with each customer to create the dory of their dreams. This spring, Adipose has customized their logo decals, which appear on each boat, in a variety of fish patterns – from a tarpon to a brown trout.

Adipose purchased South Fork Skiff – whose boats are known for their ability to carry three people in a mere three inches of water – in the summer of 2011 and plans to start reviving the boats this coming winter. The molds have been sitting in Bozeman, and the Adipose team is ready to bring these legendary boats back to life.

Heat repeat as NBA champions Spurs answered with a dominant shooting performance in Game 5, putting San Antonio up 3-2 in the series.

Then they played Game 6 in Miami. Already considered one of the best playoff games in history, Game 6 was heartbreaking for the Spurs who led late in the game. Powered by untimely Spurs turnovers and a late scoring push from James, the Heat pulled within three and then Ray Allen hit a game-tying three pointer to send the contest into overtime. In the face of a series defeat, the Heat won by three in overtime, tying the series and setting the stage for Game 7.

The Miami Heat triumphed over the San Antonio Spurs in Game 7 of the NBA Finals June 20, finishing off one of the most thrilling playoff series in recent memory.

The two teams battled it out in each game, beginning with a surprising Spurs Game 1 victory in Miami, leading fans to believe this series wouldn’t be as lopsided as some predicted.

Game 2 saw the Heat roll to a commanding lead late in the third quarter and win by nearly 20 points.

The Spurs answered back with a dominant Game 3 performance in San Antonio, handing the Heat their worst playoff loss in franchise history, 11377.

Game 4 had the Heat back on track as Lebron James scored 33 points in a Miami victory. However, the

The game was neck and neck until the fourth quarter when the Spurs offense stalled and James got hot. Buoyed by Shane Battier, who shot 6 of 7 from beyond the arc, James pulled the Heat ahead and maintained the lead until more untimely turnovers by the Spurs put the nail in the coffin. The Heat won 95-88 and James’s 37-point-performance cemented his Finals MVP award and the Heat’s second consecutive NBA Championship.

There are several things to take away from this series.

It will be remembered as one of multiple championships for Lebron James, but Spurs fans will think of it as a series to forget. The turnovers committed by Manu Ginobili in the waning minutes of Games 6 overshadowed his excellent Game 5 play, and his pass out of bounds in the fourth quarter of Game 7 will haunt Spurs fans for years to come. Also, the emergence of San Antonio sharp-shooter Danny Green in the first

five games of the series was eclipsed by his inability to get open in the last two.

The Heat will need to evaluate this series as well, as they showed a strange bipolar tendency during the playoffs.

They responded well to losses (never losing two in a row) and, in do-or-die situations, Miami summoned the dominance they displayed throughout the regular season.

However, coming off big wins they seemed flat and disinterested.

This had to be infuriating for fans of the best team in the league. While James continued to play like an MVP, the team as a whole seemed to come in and out of focus. A team as dominant as Miami shouldn’t have played two consecutive seven game series in the playoffs, as Indiana also took them to the brink in the Eastern Conference Finals.

That aside, congratulations to Miami and kudos to Lebron James for a second straight title. The big three of James, Dwyane Wade, and Chris Bosh each have player options in their contract after next season, but this remains the team to beat next year. Time will tell how this team responds to such an emotional and dramatic playoff run.

As a fan, I appreciate the performance of both the Heat and Spurs for making this the most enjoyable NBA Finals I’ve watched in years.

Big Sky Soccer Big Sky Weekly Staff Writer

BIG SKY – Big Sky’s first traveling soccer team placed second in the state finals Sunday, June 16, in Great Falls.

The Big Sky Orange, as the team was unofficially called, had a slow start, but when the pressure was on, they soared. During the first week of regulation play, Big Sky lost to Big Timber 14-0.

But during the finals, the Orange tied them once and beat them in the second match 1-0.

“I am so proud of the way this team really pulled together,” said Head Coach Jaci Clack. “We started with a good group of individual soccer players and ended with a really strong, connected team.”

Earlier this month, the Orange hosted three regulation games at the Big Sky Community Park, the first time in Big Sky’s history that an official soccer game was played.

Orange Goalie Jackson Raden was named most valuable player during regular and postseason play; Howie Robin, a forward, scored the most goals during the regular and postseason; and Reece Bell, at forward, midfield and defense, scored the first goal by a Big Sky player in a home game.

Ask Dr. Dunn: Bees and ticks

What can I do for a bee sting?

How should a tick be removed?

– Susan, Bozeman It’s finally summertime in Montana!

But we’re not the only ones enjoying the warm temperatures and blooming flowers: ticks and bees have returned.

Bees, yellow jackets, hornets, wasps and fire ants are classified together in the order of insects called Hymenoptera. This is important because their stings cause similar reactions in humans and should be treated the same.

Most people suffer a local reaction to a sting with pain and redness surrounding the site. This reaction is typically immediate and lasts hours or even days. Cold compresses can be comforting and ibuprofen or naproxen can help with pain, while itching can be treated with an over-the– counter antihistamine like Zyrtec or Claritin. Occasionally a local reaction will occur where the area of redness and pain is quite large – up to 10 centimeters. Both large and small reactions can be extremely uncomfortable and can be treated with prescription medication from a medical provider.

Some people have an actual Hymenoptera venom allergy and will suffer systemic symptoms that can be life threatening if stung. This type of reaction is called anaphylaxis. The symptoms include difficulty breathing, hives or skin flushing, swelling of the mouth and lightheadedness. Approximately 2 percent of people stung experience this reaction and require immediate medical treatment.

Bees have barbed stingers attached to their venom sacs that commonly get left behind after a sting. It’s important to remove the stinger immediately, and by any means necessary, since the venom continues to be injected for several seconds after the sting. Always remove stingers completely to avoid infection.

Ticks, on the other hand, must be removed in a very specific manner.

Studies show the tweezer/protectedfinger-pull method is the most effective approach to removing ticks successfully without leaving behind mouth parts. Using Vaseline, nail polish, alcohol or a hot match allows ticks to leave behind saliva, which can cause infection or systemic illness.

It’s important to know that ticks can carry disease. To transmit the illness to a person, the tick must attach to

the skin; even if it’s only slightly engorged. In other words, if the tick is crawling around on the body, it is not yet a threat.

Once you have removed the attached tick, wash the area with disinfectant soap and monitor the area for rash or infection for up to one month. See your medical provider if you have fever, headache, rash or other signs of illness.

If mouth parts are left behind, you can leave them – your body will expel them over time. They are not a threat to your health.

1) Use tweezers or covered fingers to grasp the tick as close to the skin as possible 2) Pull firmly upwards, do not twist or jerk 3) Do not squeeze or puncture the body 4) Disinfect the area 5) Place tick in a jar for your medical provider to see in case you become sick 6) Do not use Vaseline, nail polish, alcohol or a hot match.

The Weekly awarded design, advertising honors by the MNA Montana Newspaper Association annual convention was June 13-15

The Montana Newspaper Association held its annual convention in Missoula June 13-15, and the Weekly took home five awards in its Better Newspaper Awards. The MNA has been around since 1885 – it was called the Montana State Press Association until 1987 – and meets yearly to honor its 87 member newspapers.

The Weekly was honored with first place awards in circulation Division III for Best Graphics, Best Cartoon and General Advertising Excellence. Second place was garnered in Niche Publications (Mountain Outlaw magazine) and a third place for Best Cartoon.

“As an artist, it’s always fun to try and tell a story without any words,” said Outlaw Partners Creative Director Mike Martins, who was recognized for the Best Cartoon awards, Best Graphics and Niche Publications. “Combining this graphic philosophy with an amazing editorial team, Outlaw has been able to communicate to a very diversified readership. The artistic value that we try to instill in our publications is a mixture of great photography, informational graphics and thoughtful illustrations.”

The MNA finally leaped into the digital age this year. All submissions were sent electronically instead of by mail – as in years past – and the awards ceremony was in a power-point format for the first time. The MNA staff used to collect mounds of submissions, organize them into the correct circulation divisions and mail them to judges, said MNA Executive Director Jim Rickman. The new format mirrors how the industry is changing.

“The newspaper industry in Montana, like the rest of the country and world, is going through process of evolution,” Rickman said, in an interview after the event. “But the stories I’m hearing from papers are positive, that they’ve weathered economic times. When papers combine websites and print product, a lot of papers are seeing the highest level of audience in the history of their business…I’m very optimistic with where newspapers are going in Montana.” He also had encouraging things to say about the Weekly.

“I’m a big fan of your publication. I pick it up when I travel through the southwestern part of the state. It’s real easy to use, very mobile, the design is fantastic, and I like the focus on hyper-local news.”

NASA studying atmospheric particles and pollutants “If small enough, the particles can enter our lungs and cause chronic respiratory illnesses such as asthma,” Martins said. Now EPA-regulated pollutants, they are gaining attention from NASA. In January 2013, a group of 80 NASA scientists and collaborators including Martins visited the southern San Joaquin Valley, California, bringing a fleet of sampling aircraft, ground instrumentation and weather balloons to study the particles. NASA chose the region because 1 in 4 children there have asthma, compared to the national average of 1 in 10. Notably, the area’s topography, agriculture and forests are reminiscent of the Gallatin Valley.

BOZEMAN – Looking south from Bozeman, Montana, sometimes you can see the Gallatin Range and sometimes you can’t. Storms aside, this haze is caused by particles in the atmosphere.

DISCOVER-AQ, a recent air-quality study conducted by NASA, focused on these particles and their impacts.

Forest fires, vehicles, woodburning stoves, campfires and power plants all emit atmospheric particles, as do trees and agriculture, according to Douglas Martins, Ph.D, a researcher with the Pennsylvania State University Department of Meteorology and operator of a NASA ground site in Porterville, California during the study.

Satellite measurements, he explained, are prone to interferences including clouds, particles and bright surfaces such as those found in deserts. “Essentially, anything that impacts light will impact how satellites measure pollution.”

The EPA has designated a range of colors to convey to the public the amount of particulates in the air: green, yellow, orange, red and purple, defining anything orange or above as unhealthy.

The scientists first measured ground-level pollution using a network of spectrometry instrumentation similar to that found on a satellite, only measuring from the ground up through the atmosphere, rather than vice versa. The team then measured pollutants up to 3,000 feet with tether balloons and up to 100,000 feet with free-flying balloons.

Finally, a B200 Super King Air flew transects at 28,000 feet, its instrumentation measuring spatial variability of pollution across the study region, mimicking what a satellite could do. A second aircraft, a P3-B, finished the test by conducting low-altitude transects over the ground network, performing a vertical profile over six of the ground sites.

“Ideally, all the measurements should agree,” Martins said. “When they don’t, [we] have to understand why, so we can improve the algorithms used to process the satellite data.”

On July 31 and Aug. 1, the forty riders will be split into eight teams of five with each team auctioned off to the highest bidder. All the money will be pooled and the top scoring team will pay out 70 percent, the second team, 20 percent, and third team, 10 percent. That money is split in half between the winning bidders and this year’s receiving nonprofits, Big Sky Community Corp. and Yellowstone Park Foundation.

The Calcutta at the Big Sky PBR is a charitable event, but continues a wagering tradition that’s practiced on a wide range of modern-day contests including golf, backgammon and the NCAA basketball tournament. But this style of betting can be traced back to early 19th century horseracing in colonial Calcutta, India.

Tickets were generally sold to the public for 10 rupees apiece and capped at 100. So many more tickets were sold than horses racing, that each was entered into a lottery. One ticket would be pulled for each horse, giving the winning ticket holder exclusive betting rights on that horse.

Then, each winning ticket would be

auctioned off to the highest bidder with half the money going to the original ticket holder, the other half into the pool. Each horse, dependent on where they placed, would pay out a percentage of the pool to the winning bidders.

The auction brought in $18,000 for BSCC last year, and with an additional night of auctioning this year, event planners are hoping the Calcutta will raise significant funds for BSCC and YPF.

Whitewater festivities return to the Gallatin Canyon Gallatin River Whitewater Festival is June 29, 30 BIG SKY/BOZEMAN – Whitewater enthusiasts rejoice. A community celebration of paddling on the Gallatin River returns Saturday, June 29 and Sunday, June 30. The 2013 Gallatin River Whitewater Festival will showcase paddling events and some of the area’s top whitewater boaters.

The first local whitewater festival was called the Gallatin Get-together held in June 1978 and the last one was the Gallatin Whitewater Festival in 2009. Without a dedicated organizational entity in the last four years, the idea’s been dormant until now.

“We have this great resource but not a singular, big community paddling event to bring us all together,” said Dave Zinn, director of Wave Train Kayak Team and the driving force behind this year’s festival.

“It requires a lot of leg work,” he added. “The Forest Service wants to be sure we’re using the forest land in a way that enhances recreational opportunities for a variety of user groups.”

John Zirkle, director of Big Sky Broadway, demonstrates a scene during the first rehearsal of Peter Pan. The production is a division of Camp Big Sky and will star 32 students entering grades 5-8. Nearly 100 tickets have been sold for the 1.5-hour play, said Camp Big Sky co-founder Barbara Rowley. Saturday will feature the Community Raft Slalom with teams of five to six captained by local guides, and rafts provided by local guide companies.

Staunch, stubborn troubadour: The life of James McMurtry

Early in his career, James McMurtry decided the only way to deal with a confining world was to become so liberated that his very existence was an act of rebellion.

Haunting beauty and jugular-grabbing verbiage are two of the connective threads that link the acclaimed albums McMurtry has released in his nearly quarter-century career.

But this lyricist once referred to by horror author Stephen King as “the songwriting conscience of America” stands aloof at the periphery of mainstream music.

McMurtry’s songwriting is lucid and precise, and he isn’t afraid to take on the powers that be. Perhaps his lines have ruffled too many political feathers; most notably, Just Us Kids, which featured the venom-laced Cheney’s Toy, a pointed musical indictments of George W. Bush.

Even though the bulk of McMurtry’s catalogue is apolitical, he has been branded as a political songwriter, a guy who can ratchet up the polemics.

“Sure, I’ve been pigeonholed,” McMurtry said, “In life you don’t want to be labeled. Unfortunately, you have to, or

the music industry can’t package you. I’ve still got to make a living. I don’t mind if people listen to my political stuff, but it’s only a small part of what I do. I don’t like being judged on only a few songs, because it can be a detriment.”

A self-professed misanthrope, McMurtry says that he has learned over the years how to play to an audience rather than at them. “I worked as a bartender, singer in San Antonio and played gigs in Tucson when I was a student, studying English and Spanish,” McMurtry said. “I hadn’t written anything of my own, and I got tired of doing that. I wanted something that was mine. When I migrated to San Antonio, I got involved in that Kerrville Folk Festival. They had a songwriter contest, so I managed to scrape some songs together for that. I was in the winner’s circle, but I didn’t get invited back to the main stage. But it was a little bit of a lift. I started getting gigs in Austin.”

His father passed his demo to singer John Mellencamp, who produced McMurtry’s 1989 debut, Too Long in the Wasteland, marking the beginning of a series of projects for Columbia and Sugar Hill.

McMurtry’s 2005 Childish Things garnered some of the highest critical praise of his career and spent six weeks at No. 1 on the Americana Music Radio Chart in 2005 and 2006. Bold, smart and pithy, the album captures the artist at the top of his game. In September 2006, Childish Things and We Can’t Make It Here won the

Americana Music Awards for Album and Song of the Year, respectively. McMurtry received more Americana Music Award nominations for 2008’s Just Us Kids, an album that marked his highest Billboard 200 chart position.

Though he is a solid guitar player, it’s his poignant lyrics that keep McMurtry so topical. Last year, We Can’t Make It Here was cited among The Nation’s “Best Protest Songs Ever.”

At this stage in his life, McMurtry understands that he may always be restricted to the distinct musical circle that appreciates his gritty lyrical style and honest portrayals of American life.

“Since my first album, I’ve been labeled as an odd critical hit and commercial disappointment,” he said. “My whole career consists of a lot of stuff that’s just out of my grasp and control. It’s beyond me.”

Freddy Pink, a nine-piece rhythm and blues band with two guest artists, is making its fourth appearance in Big Sky on July 4 to kick off the 6th annual Music in the Mountains free summer concert series, presented by the Arts Council of Big Sky. Expect fireworks and kids activities, along with food and beverages from local vendors for the special Independence Day show.

On Thursday, July 11, the California Honeydrops will be making their first appearance in Big Sky. Digging deep into the roots of American music, the band embraces the traditions of blues, gospel, second-line New Orleans jazz and early R&B. Music in the Mountains’ 2013 lineup features 13 free concerts ranging from country bluegrass to funk and rock ‘n’ roll.

Brian Hurlbut, ACBS general manager, is in charge of booking the concerts and said he picks bands that bring variety over the course of the summer. He’s also added a new sound system to create more volume, enabling the audience to hear the music from anywhere in the park. “It’s going to look a lot cooler, sound a lot better, and we’re pretty excited about it,� Hurlbut said.

Touched by a starfish

One of my friends read online that by climbing around the rocks, it’s possible to explore a “secret cove” at low tide. Of course, it was impossible to resist the siren call of a secret cove, so we took turns schlepping my cumbersome purse, picking our way

During the first week of June, I returned to the small coastal town of Neskowin, Ore. for the second summer in a row. I think this place is the bee’s knees.

Our friends left the next day, and Aaron and I consoled ourselves with a trip to the Tillamook Cheese Factory. After buying more cheese than I’d like to admit, I stopped in the gift store and found the perfect souvenir for my mom. – a pad of paper decorated with cows, with packaging that boasted: “Made with real poo.”

Upon reaching the rental house, I convinced my boyfriend, Aaron, to walk to the beach while we waited for our friends to arrive. We had all been rather skeptical of the hand-drawn map included in an email from the owner. My Google-addicted friends and I made many a joke ending in, “Here be dragons!”

On our last day in Neskowin, we hung out on the beach. I read and attempted to frolic in the frigid water. Aaron napped and laughed when I awkwardly ran back up the beach away from the freezing waves.

As it turns out, the map was not only handy, but also necessary. Finding the long, steep staircase down to the water felt a bit like discovering the entrance to Narnia.

Having noticed a brief reference to tidal pools in the rental house visitor’s journal, we took off for Lincoln City the next day. Little planning was involved in this adventure, and it was purely coincidental that we timed the tide just right. After a long walk down a beautiful beach, past a waterfall over the coastal cliff, we arrived at a dramatic rock outcropping. Before long, we found green sea anemones, as well as purple and orange starfish clinging to the rocks as they were sporadically drenched by waves. Having only seen these creatures in aquariums, I was ecstatic. Each time we spotted one, I fear I displayed an undignified amount of yelling and arm flapping.

The sea lions casually sprawled upon a section of pier seemingly made just for them. Some spooned; others got into brief arguments before returning to a sprawl; and one stayed posed, its back arched and its face toward the sunlight.

through the rocks. The cove did not disappoint, and I’ll admit I felt a bit like a pirate.

The next day we drove down to Newport, to the Rogue Brewery, where my appreciation for beer began during last year’s summer vacation. After lunch and brew samples, including one called Beard Beer – made with yeast created from a longtime Rogue brewmaster’s beard – we went for a walk in a touristy section of town. It was here that we stumbled upon sea lions.

I finished off our beach day by falling painfully on some rocks behind a couple cuddling and gazing at the ocean. While I crouched like a lunatic before picking myself up, I hoped not to ruin a romantic moment for strangers. The sand that bit into my skin staunched the blood flowing from my knee.

On the long drive home, I barely resisted purchasing a squirt of “musk oil” cologne from a gas station ladies room for a quarter.

Jamie Balke would not be upset if a yearly trip to the Oregon coast became a tradition.

Qigong: The wellspring of inner health

There has been a surge of interest in the past few years in the ancient Chinese mind-body practice of Qigong. We’re always looking for ways to enhance our health. With a 2000-year history of research and development, Qigong offers viable methods for accessing our natural healing powers.

Movements can range from simple hand gestures to vigorous kung fu; mental intention is used to guide the Qi through specific energy centers and pathways of the body; breathing techniques are used to enhance and circulate the Qi in synchrony with body movements and postures.

Qi (pronounced ‘chee’) means “energy,” and gong means “to cultivate with time and effort.” Qi is the vital energy that keeps you alive. It comes from what you eat, the air you breathe and the natural environment.

Gong refers to dedicated work that leads to fruitful results. Because the quality of human life depends on the abundance, purity and circulation of Qi, it’s important that we learn how to cultivate it.

The degree of physical movement in a Qigong exercise is related to the goal. More movement will have a direct effect on body function, while less movement will allow greater focus on the inner flow of Qi.

Qigong is a method for developing vital energy with persistent practice using body movements, mental visualization and breathing techniques. These three main components of Qigong

“External” Qigong exercises – like the 8 Brocades, Animal Frolics and Daoist Yoga – have been used for hundreds of years to keep the body strong and flexible. This type of Qigong is excellent for addressing the physical decline that often comes with aging. Athletes also use it to develop better coordination and balance.

The movements of “Internal” Qigong – like the Sacred Sounds – use hand gestures and placement to direct the Qi to specific regions of the body. In this case, the movements are secondary to breathing and visualization. The goal is to tap into our deepest energy reservoirs of energy.

Breathing is the most important thing we do. An ancient meaning for the word “Qi” is “vital breath.”

There are many methods of breathing associated with Qigong, but the mainstay is to focus on the four phases of respiration: inhale, short pause, exhale, long pause.

Healing Sounds Qigong is a method where the practitioner makes specific vocalizations that resonate with certain internal organs for a healing benefit. Qigong can be effective for many respiratory problems. The emphasis on proper breathing also helps with anxiety disorders and other stress related conditions with associated dysfunctional breathing.

Mental intention is the hallmark of Qigong. Even if a person is physically incapacitated, he or she can still gain the benefits of freely flowing energy by using the mind. The ultimate Internal Qigong practice is Daoist meditation in which imagery is used sequentially to move Qi through the body.

Using any of these methods promotes the replete and unobstructed circulation of Qi that will give us a genuine sense of peace and well-being. In this way, Qigong can be used to treat the imbalance and disease that is the root cause of most human maladies.

Fly fishing programs enable warriors and veterans to heal

CRAIG – It’s no secret that fly fishing can be relaxing, even therapeutic.

Montana has two programs now, one in Helena, hosted through the Veteran’s Association Montana Health Care System, and one in Great Falls, through Bozeman-based Eagle Mount, a nonprofit organization specializing in bringing therapeutic and recreational activities to those with disabilities and young people with cancer, according to its website.

For U.S. military veterans coming home from deployment abroad, the simple act of casting a rod or floating down a river takes on a different degree of significance. It’s a way for them to step back into the their lives, to slow down, to process.

Montana Project Healing Waters’ mission is ongoing: to help active duty military personnel and veterans learn the healing qualities of fly fishing. According to the organization, fly fishing allows a veteran to focus concentration on a particular task at hand – specifically, landing a fish.

MtPHW uses angling, fly-tying classes, outings and education for conservation, restoration and improvements to Montana fisheries and aquatic habitats to aid veterans in returning to civilian life.

One of the organization’s programs involves working with patients of the Trauma Center at Fort Harrison Veterans Hospital in Helena. Veterans spend several weeks working with experienced instructors who teach fly tying, casting and fishing techniques, as well as basic entomology, assuring a thorough, river-wise education. Sessions culminate on the neighboring Missouri River, where, besides fishing, instructors cover drift boat safety and operation.

PHWFF was founded in 2005, serving wounded military service members at Walter Reed Army Medical Center in Washington, D.C., as they returned from combat tours in Iraq and Afghanistan.

Quality vs. quantity could play a role in the future of river management

Many of Montana’s rivers are wild. Most of them are scenic. But when Congress officially attaches these labels to a river, they want that river preserved.

That’s the mission of American Rivers, a national conservation organization started in 1973. Its Northern Rockies office is located in Bozeman.

“Hopefully, in a couple of months, the words ‘wild and scenic’ will be well-known in the region,” said Michael Fiebig, the Montana campaign coordinator for American Rivers.

The Wild and Scenic Rivers Act, passed in 1968, was established to preserve the natural qualities of rivers that, as the act states, have “outstandingly remarkable values” and to offset the emergence of new hydropower dams. These values could include fisheries, recreation, geology, scenery and wildlife.

A river segment must be free-flowing and possess one or more of the values in order to be protected under the act. A river corridor becomes officially wild and scenic through a congressional act, often brought up alongside other measures in an omnibus bill. Once designated, various federal agencies protect the river’s undeveloped condition. Recreational activities generally are not prohibited on a wild and scenic river.

“The Wild and Scenic Rivers Act is really good at keeping things the way they are,” Fiebig said.

In Montana, 368 of the state’s river miles, or 0.2 percent, hold this distinction. The North, Middle and South Forks of the Flathead River are designated, as well as 149 miles of the Missouri River headwaters.

By comparison, Oregon has more than five times as many wild and scenic river miles as Montana. Washington has roughly half the mileage of Montana.

Scott Bosse, director of the American Rivers Northern Rockies office, says that a wild and scenic designation is an insurance policy against disrupting infrastructure, such as dams or diversions. His goal is to get more of Montana’s river miles studied and considered for protection under the act.

“One of our major strategies these past couple of years has been to increase the number of rivers that are eligible for protection,” he said.

Two agencies that manage waterways, the U.S. Forest Service and the Bureau of Land Management, study rivers in their jurisdictions and compile lists of eligible sites when land management plans are updated.

According to the Forest Service, just over 1,400 river miles statewide are “eligible and suitable” for wild and scenic designation. That includes a 39-mile stretch of the Gallatin River that runs north from Yellowstone Park.

The BLM’s Butte field office completed its wild and scenic river study in 2006 as part of its most recent land management plan. It identified a total of 12 eligible miles in four sites within its regional jurisdiction, which includes land around Helena, Bozeman, Big Sky and Butte.

who may propose a wild and scenic designation. The eligible segments enjoy interim protection until a final decision is made.

American Rivers also conducts research. Bosse said they have met with more than 60 conservation groups, federal agencies, land trusts and others for input.

“We rely a lot on partners,” Fiebig said. “So we try to bring together a lot of the best minds in the business and hopefully stand on their shoulders to compile this information. We couldn’t do it without those folks.”

But the research only goes so far. For Congress to pass designation, public support is imperative.

“It has to be a public process, so we take that into consideration,” said Mary Erickson, the forest supervisor for the Gallatin and Custer National Forests.

American Rivers has built up a campaign to engage the public about wild and scenic river designation by joining other conservation groups to form Montanans for Healthy Rivers. It hopes to create a groundswell of support that will catch the attention of state lawmakers so they’ll take action in Washington, D.C. “Ultimately, local communities have the loudest voice in this process,” Bosse said. “All the science in the world could say, ‘these are high-value rivers, they should be protected,’ but unless you reach out to the public and get their input and their feedback, it’s not going to go anywhere.”

Bosse and Fiebig see a resurgence of public support for river protection and want to have more designations come on the heels of recent conservation efforts led by Montana legislators.

and Idaho. The provision passed in the Senate and is awaiting a House vote.

While public support weighs heavily on the decision to give river segments wild and scenic designation, the public sentiment is not unanimous.

Dr. Duncan Patten is the hydro-ecologist for the Montana Water Center, a water issues research facility at Montana State University. He says that as climate change continues, mountains are holding less snow, and the strength of Montana’s watersheds is diminishing.

Water sources in southwest Montana feed major river systems in western parts of the country and while the Wild and Scenic Rivers Act does not address water rights, it’s the only piece of legislation that prevents the federal government from constructing a dam. A proposal for water diversion could receive increased scrutiny if it affects a wild and scenic segment downstream.

As the demand for clean water increases, Patten says public support may rally behind dams to keep more water in Montana reservoirs. The question lies in people’s values and how they perceive water management.

“Some people say, ‘store it all, build a dam.’

Other people say, ‘we want it absolutely pristine.

Don’t do anything to it.’ Those are important inputs,” he said.

For many, values lie between the two sides, and the lack of a clear majority might have its own effect on legislation. The decisions made for Montana watersheds could affect millions of water consumers downstream.

In June, U.S. Rep. Steve Daines introduced the North Fork Watershed Protection Act to the House. The bill would restrict mineral development on parts of the Flathead River and has the support of U.S. Sens. Max Baucus and Jon Tester.

Those values carrying the loudest voice may be the ones that catch the ear of legislators and ultimately decide the fate of Montana’s water systems.

“Everybody has their values as to what to do with their water,” Patten said. “And those all have to play a role in where this goes.”

Montana Outdoors, a magazine produced by Montana Fish, Wildlife and Parks, claimed in its May/June 2011 issue that anglers here catch walleye at about double the rate of Minnesota’s premier walleye fishery, Mille Lacs.

TOWNSEND – A stiff northeastern breeze sends the 17-foot boat into a constant pitch, and it moves methodically up and down at the water’s whim along the western shoreline of Canyon Ferry Lake. Closer to the center of the broad reservoir, whitecaps crest in succession.

The area has seen varying weather conditions in the past month, which is generally not conducive to fishing.

Today, the fish aren’t exactly jumping in the boat.

“This is like the Dead Sea out here,” says Terry Thomas, 56, a phrase he repeats several times in the next 24 hours.

Terry and his twin brother, Lance, rarely check the fish finder. They know they’re down there.

Suddenly, a strike on one of the crank baits trailing underwater jolts the adjoining rod. Lance springs into action. Terry and their friend Dominick Defilippis, 53, look on.

After brief contest, the fish escapes to the chagrin of Lance, who loudly curses the escapee. “It was a head-shaker,” he says, indicating a strong walleye strike.

Walleye take the bait and dive, they say, while trout tend to run sideways with it. This one dove.

After about 20 years fishing on Canyon Ferry Lake, it isn’t trout that lure the Thomas brothers out on the water.

It isn’t the carp or the pike or perch.

They’re only interested in walleye, and they travel 100 miles from Big Sky nearly every weekend, mainly in the summer, to fish them.

“Unless it’s elk season,” Terry says.

“You guys knockin ‘em dead?” he asks.

The reply is flat: “Real slow.”

In better conditions, Terry says they average about 15-20 fish per day between the two of them.

The spike-finned fish, which aren’t native to Montana, are the main attraction at Canyon Ferry Lake, and a satellite community has sprung up around its southwest end to support seasonal and year-round anglers. The 25-mile reser-

It eventually began managing walleye alongside the other species, allowing a daily take-home limit of 20 per person to help maintain manageable numbers.

The Thomas brothers said while the ‘90s were the heyday of walleye fishing at Canyon Ferry, those days contributed to a significant population decline over the past decade.

For the 2011 season, FWP cut the catch limit to 10, with no more than four over 16 inches. The regional management plan states the new limit, still among the highest in the nation, is necessary to balance all fish populations. The bag limits at Canyon Ferry have long been a topic of contention.

Terry and and Lance impose their own catch limits as an effort to boost the overall population. They generally don’t keep more than five apiece, and let the larger ones go, keeping only the “eaters” – those around 13-15 inches with plenty of meat – for a meal.

Many of their friends stick to a similar protocol.

The following morning, the wind pulls back its reigns and the chop has eased.

Small flocks of pelicans employ a similar strategy and cruise the shoreline, hoping to snag carp that swim just below the surface. Occasionally a dorsal fin breaks the plane of the water, leaving a mellow wake before the carp scurries back underwater to resume spawning.

Tackle boxes stashed in all corners of the boat hold a dozen different lures for any situation. The Thomas’ coded lexicon identifying different areas of the lake shows experience, but nothing about them reveals a tiredness or boredom, just anticipation for the next fish.

I’ll freely admit my addiction to dry fly fishing. The sport is visual – a leading reason for its appeal and intrigue.

People often ask, “Where is your favorite place to fish?” I candidly reply, “Wherever I’m fishing.” And, that’s very true. However, being raised in this area and spending countless hours casting to the local rising trout, I often answer “The Gallatin River near my home.”

I’m thankful when trout eat off the surface, as any fly fisher should be, but catching trout on dry flies isn’t as easy as it looks. Here’s a little help.

Lead On. Choose the right leader for the situation. There are so many different options in dry fly fishing – small mountain streams with fast water, large winding rivers, spring creeks. In flat water or on a spring creek I’ll use a 12-15-foot leader because that allows for a very long and drag-free drift; for the Gallatin I use a 9-foot leader for easier mending on the river’s fast currents; and for dry fly fishing on a larger river, I never go shorter than a 9-foot leader, which makes for easier mending and a longer drift. Also, spend some decent money on leaders. Folks often own a $600 rod and a $300 reel, but buy the cheapest leader on the rack.

Accessorize Yourself. Floatants, powders and gels are a necessity.

For most situations I use a liquid floatant like Fly-Agra. When the dry fly gets slimed by fish or weeds, a drying powder helps a lot. Floatant and powders have come a long way since I began fishing, and now require a little extra study. For little dries, especially CDC flies, I use a powder all the time. CDC stands for “cul du canard,” or duck feathers.

Paralysis by Anaylsis. Don’t overthink your fly selection. Choosing the right fly is important but merely a simple understanding is required.

On a spring creek or a tailwater, fly selection might be more crucial because trout in these waters are more selective, but on most of our local waters, like the Yellowstone or Gallatin, you just don’t know exactly what they’re eating that day. Take an evening caddis hatch on the Gallatin: There are lots and lots of caddis on the water and if you don’t see your fly you will miss a strike. Seeing your fly becomes the most important aspect in choosing a dry fly. One of the biggest selling dry flies is the Parachute Adams because the white post is easy to see.

Catch the Drift. It all starts with how your fly drifts on the surface.

Around here, people use a lot of different techniques and many anglers start a drift that’s already failed. So if you notice drag right away, re-cast – that first drift isn’t getting better. And don’t make your drifts too long. If you shorten the drift, especially on faster waters, you’ll have more drifts and each one will have a better chance. A general rule: the faster the water, the shorter the drift.

BIG SKY – The Gallatin River is no idle force.

Wavering water levels bring new challenges and thrills with every downstream venture. Having already taken three trips this summer with local rafting company Geyser Whitewater, I can affirm that each trip is different.

Weather, water levels, guides and fellow rafters are all variables affecting one’s experience.

Early season means higher water, which means larger waves. As levels drop later in the summer, owner Eric Becker says it becomes more of a free-flowing rocky mountain style rafting with fun, technical navigation.

Always changing, the Gallatin offers new excitement for even the most seasoned guide.

Similar to skiing, guides choose different lines down the river, depending on whether they want more of a wet, bumpy trip or a smooth, dry ride.

But don’t expect to stay too dry if you’re floating down the river’s lower section. “The Mad Mile” – a mile long stretch of quick turns and nose dives through 3-foot waves, featuring notable high-water rapids like House Rock and Gagoosh – will test your strength and balance as you strategically wedge your feet beneath interior raft pillars and lean over the side to paddle in sync with your crew through the class III and IV rapids.

How to: The C-to-C kayak roll

Driving along the Gallatin River during spring and summer, one often sees brightly colored kayaks bouncing through the crashing waves. Aspiring kayakers should learn a number of prerequisite skills prior to tackling rapids. Among these is the roll.

One common roll, known as the C-to-C due to the shapes a paddler’s body makes during the course of the roll, has four components. Upon flipping, kayakers move into the setup position, flowing through the sweep, the roll and, finally, the finish position.

Many instructors like this roll as it is easy to teach the independent steps prior to putting all the components together. The success of the roll relies on finesse and form rather than strength.

The Setup: A good setup is integral to the success of a roll. When a flip occurs, lean forward and extend your arms so the paddle is positioned parallel to your kayak, hands reaching out of the water. The front paddle blade should be flat to the surface of the water.

The Sweep: Sweep your paddle out across the water. The hand closer to the stern remains near the boat and, while side bending your torso to keep the paddle close to the surface, the hand closer to the bow rotates the paddle outward approximately 80 to 90 degrees from the kayak.

The Roll: Three components must come together simultaneously: Use your knees and hips to rotate the kayak beneath you; drop your head to the side, keeping your ear close to your trailing shoulder; and use the paddle to assist the movement of your body and boat.

The Finish: As you complete your roll, it’s important to keep your head down, eyes looking toward the water from which you emerged, with your elbows close to your body. Keeping your head down lowers your center gravity, while keeping your elbows in helps protect your shoulders and improves balance. Once upright and stable, you can return to paddling position. Remember: don’t congratulate yourself too long before refocusing on the currents swirling around you.
