FOREWORD

T

he annual presentation for the 2nd edition of the “Most Outstanding Mayors Awards” has been prompted with the presence of the 2013 elections wherein new Mayors will be staying the course or replaced by new candidates. The “Outstanding” status cannot be recognized with new entrants obviously with only months into their promotions as is the criteria. The 2013 presentation has come to allow its participants and awardees to succeed the 2012 awards recently bestowed. Awards are a symbol, branded as such - given to people to recognize their excellence in a specific field to certify their successes. The rational for these awards is to identify if not to compliment their work. The need for awards is to celebrate the achievements bestowed. To amplify this recognition is for the perusal of the awardee in whichever way they deem necessary. To place this recognition at center stage is no less than SMI/ Superbrands Marketing International Inc., the Philippines global brand arbiter for products and services to justify the matrix of recognition required for these awards. The Most Outstanding Mayors Awards is launched to justify the recognition of the awardees who have participated. The effort to succeed is not necessarily limited to the Most Outstanding Mayor who with their passions have achieved these well-deserved recognition. This publication will serve as a testament towards the goodwill and the morally sound contributions our Mayors have provided towards nation building. Local government is the backbone of government’s deliverables to the people for services on education, health, security, environment, etc. Without the active support of our local leaders there can be no national government to speak of. There is a saying “the work of a Mayor is never done”. The prevailing thought is for the sustaining passion to commit to a brighter future by improving oneself, to innovate and make perfect when necessary any endeavor set out to achieve. This commitment to improve our community is all about the successes of our Mayors. It is thru this commitment we have identified the “Most Outstanding” amongst our Mayors. Mayor MARCUS ASHELY C. ARAYATA

“P

ublic service runs in the blood of our family and as such, we are glad to know how much grateful our people are while we continue to serve them faithfully and well.” This is what MAYOR MARCUS ASHELY C. ARAYATA, believes in as he has continued his active leadership involvement in public service since his teen years having been born to a family of prominent and trusted public servants. Mayor Kuh-kuh, as he is fondly called, was born on September 28, 1973 and the youngest of the three (3) children of former Mayor Hermogenes “Ashley” F. Arayata, Jr. and Arleen Cruz Arayata, a medical technologist from Morong, Rizal, who once shifted to business endeavors and lately, to the service of her constituents. Tracing his political roots, his grandfather, the late Dr. Hermogenes T. Arayata, Sr., more popularly known as Kaka Mineng, had served as Mayor of Tanza for twenty (20) years while his grandmother, Dr. Flaviana Figueroa Arayata, who was fondly called Doktora Abeng, had kindly served her townfolks as one of the earliest physicians in the community. Mayor Kuh-kuh attended and completed his elementary education at Tanza, Elementary School where he graduated Salutatorian in 1986. His first three years in the secondary school were spent at the Ateneo de Manila University. He later transferred to the Filipino children Montessori and graduated with honors the following year aside from being cited as an Outstanding Leader as President of the Student Council and various student organizations in the same school. To upgrade his educational attainment, he pursued his college course, A.B. Political Science, at the Dela Salle University, Dasmariñas. His baptism of fire as a public servant happened when he was elected as Chairman of the Sangguniang Kabataan in his barangay which eventually lead to his victory of becoming the Municipal Federation President of the same council. His prominence as a young political leader was heightened when he got elected as Sangguniang Kabataan Provincial Federation President and successfully served his term from 1992-1995. Together with his mother Arleen, Cavite Association of Barangay Captains Federation President, they both occupied seats in the Sangguniang Panlalawigan at the Provincial Capitol in Trece Martires City. Aside from his inclination to public service he has also established for himself some business connections being the Board of Director – AA Cullet & Allied Services Corp. 1994 to Present, Board of Director – Genimarc Construction & General Services Corp. 1994 to present, Owner – Marcus Ashley C. Arayata Home And Commercial Building 2003 to present, Board of Director – EZ Pawnshop Inc. 2005 to present and Board Member – Bangko Mabuhay March 2007 to present. At 25, he was popularly elected as Vice Mayor of Tanza in 1998 and duplicated his victory in the political arena when he won in his re-election bid in May, 2001 elections. In this event, he is recognized and well-admired as the youngest Vice Mayor in Cavite. To top them all, he was elected Sgt-at-arms of the Vice Mayors League of the province in 1998 and Vice President of the same league for the Second District in 2001 to present. In his intense desire to upgrade his competence in the performance of his duties and responsibilities as Vice Mayor, he attended and participated in the following training, seminars and workshops: Executive Forum on Local Government Budgeting at the Imus Sporst Center on July 22, 1999; 11th Annual National Convention of the Vice Mayor’s League of the Philippines at Amigo Terrace, Iloilo City on September 2-5, 1999; 13th Annual National Convention of the Vice Mayor’s League of the Philippines at the Century Park Sheraton Hotel, Manila from November 22-25, 2001; 14th Annual Convention of the Vice Mayor’s League of the Philippines at the Century Park Sheraton Hotel, Manila from February 24-26, 2003; and the 15th Annual National Convention of Vice Mayor’s League at the Century Park Hotel, Manila from March 15-17, 2005. While devotedly serving as Vice Mayor, his older brother, Hermogenes “Gengen” C. Arayata III, has been representing and working hard for the welfare of

the people as Board Member, Second District in the Sangguniang Panlalawigan of Cavite since 1998. His father, former mayor of Tanza for senteen years until 1998, was eventually appointed Commissioner of the Games and Amusement Board (GAB) from 1998 to 2001. Meanwhile, his father’s youngest sister and Vice Mayor Kuh-kuh’s godmother, Dr. Cecilia Arayata Francisco, is in the government service, as she occupies one of the top positions at the Korea-Philippines Friendship Hospital in Trece Martires City as Director for Operations. Having been largely exposed to the ideals of public service, during, May, 2007 local election, his dream of becoming mayor became a reality. He won the Mayoralty bet and assumed his office as mayor on July 01, 2007, an aspiration he has nurtured since he stepped on the first ladder of his first formal education. Same time, his mother, Arleen C. Arayata won as Board Member, Second District in Sangguniang Panlalawigan of Cavite. As a noble ideals and genuine spirit of public service runs in the blood of the family, Mayor Kuh-kuh C. Arayata, since the beginning of the triumphant political career, will continue to serve and love his constituents and vows to see to it that everyone is well-taken care of, heard and kindly attended under his visionary and faithful leadership. Mayor FLORENCIO "JUN" M. BERNABE, JR.

M

AYOR Florencio M. Bernabe Jr. was born on February 1948 to Lourdes Mayuga Bernabe and Atty. Florencio V. Bernabe, Sr., who himself was the longesttenured Mayor of Parañaque. Jun Bernabe studied elementary in St. Paul College and St. Andrew School of Parañaque and finished high school at Ateneo de Manila. He completed his Bachelor of Arts at De La Salle University and pursued further studies at the University of Asia and the Pacific where he earned his Masters Degree in Business Economics. Being an active member of the business community and equally involved in charitable works before entering public service, Mayor Bernabe serve as president of Parañaque "Pambato" Jaycees and later became a Jaycee International Senator in 1991. He was hailed as the Most Outstanding President of Rotary International District 3810 in 1993 and capped his service at the Rotary International as chairman of the District Conference 2003. He is an active member of the Knights of Columbus, Pagkabuhay Council 7147, Parish of Resurrection in BF Homes. A long-time resident of Parañaque, Jun Bernabe lives in Barangay BF Homes with his wife Maria Fe "Girlie" Bernabe. Jun and Girlie have four children namely Jennifer Bernabe-Ko, M.D., a medical graduate of the University of Santo Tomas; Felicia Lulu Bernabe-Calleja, a graduate of Early Child Education at Assumption College; Florencio Benjamin Bernabe III, a Management graduate from DLSU; and Juan Carlos Bernabe who, apart forum his business management degree in the Philippines completed a culinary arts studies in London England. Being a nature lover, Mayor Jun Bernabe enjoys spending time at his farm and playing golf in his spare time. Prior to his stint in government service, he served as president of Berma Center (Shopping Mall); president of Spic ‘n Span Service Corp; chairman of the board of Amuvision Entertainment Inc., (cinema); president of Paradise Farm; and an outstanding member of the Parañaque Chamber of Commerce and Industry. Following his father's illustrious career and enjoying the popular mandate of his fellowParañaqueños, he was elected and served as City Vice-Mayor from 1998 through 2001 then re-elected and completed his second term from 2001 to 2004. Having served the city and his constituents well, he posted a proven-track record as public servant. The increasing level of trust and confidence of the people in him paved the way for a win in the May 10, 2004 polls. He was re-elected City Mayor in the succeeding election in 2007, again by a landslide win.

Parañaque is now exuding in the pride and honor under his sterling and unblemished leadership as can be gleaned in his numerous projects and programs beneficial to the citizenry. To the appreciation and gratitude of the Parañaquenos, Hon. Mayor Florencio M. Bernabe, Jr. emerged as the people's choice in the recent May 2010 elections for his third term in service as the City Mayor. Mayor ENRICO “RECOM” ECHIVERRI

M

ore popularly known as Mayor Recom, Atty. Enrico Echiverri started his career in public service when he was appointed Director for the Videogram Regulatory Board. His gift in local administration was first honed and discovered when he became City Councilor and was awarded Most Outstanding City Councilor in 1992. He became the Secretary to the Mayor before serving as Congressman for the 1st district of the same city. In 2004, he was elected as City Mayor. Mayor Recom is currently on his 3rd term in office. He was the only local chief executive who dared to dream big for Caloocan City. Armed with a vision and a battlecry for comprehensive, honestto-goodness reform, Mayor Recom has efficiently jumpstarted Caloocan’s local government machinery through sheer ingenuity and political will, and successfully turned around a debt-ridden, graft-filled city towards becoming a tourist and investment destination, barely a year after assuming office. His brand of governance “with a heart and a conscience” has revitalized the city that used to wallow in neglect and ignominy. As a former Congressman, he successfully raised the level of development in his district through various infrastructures with minimal funding. Thus, he held the distinction of being the first solon in the political history of Caloocan City to be re-elected to a second term of office. He was appointed Deputy Majority Leader and received the Hall of Fame Award as Most Outstanding Congressman from various civic groups, along with many other commendations as an excellent legislator and public servant.

Mayor MICHAEL V. FARIÑAS

M

ayor Michael V. Fariñas, Michael or simply Mike to friends, was born on August 26, 1965 in Manila. He comes from a family that is known for its strong family ties, strong character, with a big heart for the masses and, a family of leaders. He has beenhoned by the family in this kind of environ which made him what he is today a great leader of a great people and of a great City-the Sunshine City, Laoag. He finished his AB, Social Science from the Ateneo De Manila University in 1985 and part of his LI.B from 1985-1989 and completed his LI.B course at the Manila L. Quezon University in 1991. Mayor Mike married the former Chevylle Villanueva, now the ABC President, and out of this union, three lovely and inspiring children were born; John Michael, Mary Michelle Louise and Michelle Friedrich Therese. Upon finishing his studies, Michael went on to manage the family business, Fariñas Trans, shuttling to and from Laoag City to Manila to have a handson feel of the operations of one of the premiere bus transportation company north of the country. This endeared him to all the employees of the company as he was seen as a manager who really cared not only about the company's growth but more importantly on looking out for the concerns of his employees. He fine-tuned the daily operations of the company and instituted changes and improvements in the two terminals set up. In 1997, his efforts bore fruit as the company was awarded by the Department of Health as the Healthiest Bus Transportation Station in the entire country.

LAoag City

Before he was elected Mayor of Laoag City in the May 2004 elections, Mayor Fariñas was Barangay Chairman of Barangay 16, San Jacinto, and for the same number of years held the position of President of the Association of the Barangay Councils and as such represented the eighty (80) barangays of the city in the Sangguniang Panlungsod. As Barangay Chairman of Barangay 16, his greatest achievements include the establishment of an effective revenue collection scheme that has increased the revenues of the barangay, which, prior to his first term as Chairman, was in a doldrums, considering the fact that his barangay's jurisdiction includes the Central Business District of the city. This same scheme he is now seriously being implemented in the city that has also resulted in better revenues for the city, solving various financial constraints that beset the city prior to his term, like the loans acquired for the construction of the Laoag City Commercial Complex, the construction of the Integrated Drainage system and the construction of the Laoag City Central Terminal. The city is 5 years advanced in the schedule of payment as against the schedule set by the financial institutions that granted the loans. Barely two years into his first two years as city mayor, he was able to raise the city's income from Php242 Million in 2004 to a whooping Php272 Million in 2005! His business acumen, honed by his management experience at Fariñas Trans coupled with his many years as a Barangay Chairman and ABC President, served him well in sharpening his fiscal management skills which he applied to improve the city's tax collection system.

Likewise, he has gradually concreted 100% of all the roads/streets in his barangay and, he is also doing this in the entire city believing that properly constructed and maintained roads/streets can lead to a better economic condition. Almost 100% of the streets in the Urban Area of the city are concreted. He has illumined the nooks and corners of his barangay by providing sodium light in every corner. This project has contributed to the low crime rate at Barangay 16, and this project, he also implemented in the city. That is why illumination, plus police support and visibility, has contributed to Laoag City's low crime rate and a very high crime solution efficiency. In only two years of his first term as City Mayor, Hon. Michael V. Fariñas, through his effective leadership and the proper implementation of his plans and projects based on his executive agenda and by continuing the legacy of the Fariñases, Mayor Mike has himself achieved various accolades. Two of the greatest awards that manifest the kind of personality and leadership that Mayor Fariñas possesses are the APOLINARIO MABINI AWARD 2005 as OUTSTANDING LOCAL GOVERNMENT UNIT, an award given to him and his administration to recognize the program focused on helping the masses particularly persons with disability (PWD) and, even only in his first term - as one of the six finalists for the 2006 MOST OUTSTANDING CITY MAYOR OF THE PHILIPPINES.

Mayor WILMA SAGUIYOD GATTUD e celebrate the mother of a far flung municipality located in the Cordillera Administrative Region, the Lone District part of Abra Province, that transforms the lives of the inhabitants belong to the ”Maeng” tribe that speak the dialect of the same name “Tubo”.

Wilma Saguiyod-Gattud was born on June 22, 1969. Her family originates from Abra approximately 55 km from Bangued, the capital of the province, fondly called “Wilma” by her family and friends. She spent her childhood years in Tubo where the town in the mid 70’s and 80’s became grounds for separatist movements against the military government and dictatorship. Her family from middle class origins lives off agriculture which has been the main source of livelihood. From humble origins the family of Wilma had to convince her father that education was the only real solution towards prosperity. This proved to be difficult with multiple siblings struggling for a tertiary education. She attended her primary education at Tubo Central School and graduated as First Honors on 1981. She then attended her secondary education at Luba-Tubo Catholic High School and graduated as School Valedictorian. She excelled in her academics during her high school days compliment of an active student leadership landing for her the school student council president. Seen by her teachers and classmates with great leadership potential, Wilma never stopped dreaming and pursued her ambition to become a public school teacher. Wilma earned her Bachelor of Elementary Education at the University of Baguio in 1990. The knack for teaching and the ease for comprehension were innate with her claim “I’m proud to be a teacher!” Shortly before passing the Licensure Examination for Teachers in 1995, she worked as a Human Resource Management Aid at the Municipality of Tubo Province of Abra. Mayor Wilma is married to Johnny Tinggalen Gattud. Obviously an avid supporter to his wife, Johnny entered public service in 2010. He is the incumbent Barangay Captain of Poblacion and the ABC President of Tubo, Abra. Their children Ehrhart John, Emerald and Erica Gwyneth are inherently talented with claims to honors. In May 2001, she set out her public service journey as Municipal Vice-Mayor of Tubo. A few months after a sudden death of Tubo Mayor in December 2001, Vice-Mayor Wilma Gattud became the successor of late Hon. Mayor Jose Segundo from December 28, 2001 to June 30, 2004. Mayor Wilma landed the mayoralty for three consecutive terms from 2004 to 2013. She emerges from the Municipality of Tubo now one of the most progressive Municipalities in the Cordillera Administrative Region. The progressive successes of Tubo from a 4th Class Municipality has accelerated to a 3rd Class Municipality under her leadership. Tubo has a total area of 423.9 km (163.7 sq. mi) bounded by Mt. Province in the South East, Mountain Province and

Ilocos Sur on the South, Luba and Ilocos Sur on the West, Boliney on the North and Kalinga on the East. The municipality of Tubo can be reached through various routes. Coming from Bangued passing through the towns of Penarrubia-Bucay-Manabo and Luba one can reach Tubo. Another route is through the Candon-San Emilio and Tagudin-Quirino of the nearby provinces of Ilocos Sur. It could also be accessed via Besao of Mt. Province. According to the 2007 census, it has a population of more than 5,588 in 902 households. The ten (10) barangays of Tubo are grouped into three (3) zones: Zone 1: Poblacion (Mayabo), Wayangan and Supo; Zone 2: Tiempo, Kili, Tabacda and Amtuagan; Zone 3: AlangtinBatayan, Tubtuba and Dilong. Agriculture is the main source of livelihood but various industries are starting to grow. Slash and burn farming is now less done while tree planting for commercial purposes is gaining ground. The challenge that has been proven as an effective measure to award performing LGU’s.Third, as an elected official you are mandated to work-out for best development that you can give. “Walk your Talk”, as they say. History During the pre-Spanish times, San Juan was a mere village until it became a small encomienda in 1590. Formerly a barrio of Santa Ana de Sapa, which was ruled by King Lacantagean and his wife Bouan, the town derived its name from the patron saint San Juan de Bautista (Saint John the Baptist), and “Del Monte,” often annexed to it, was named after the hilly structure of the land. In 1602, the Dominican friars built a retreat house for their immediate use, where aging convalescing friars stayed. Later, the Dominicans Constructed a convent sanctuary and a stone church dedicated to the Holy Cross, a church destined to be ravaged during the Spanish occupation. To this day, the thrice-rebuilt Church of the Holy Cross stands on the same site, with the Aquinas School for the boys and the Dominican College for the girls. In 1783, San Juan became independent of Sta. Ana but it was still then a barrio. History remained silent in the town of San Juan until August 30, 1896 when Spanish-Filipino war erupted and became the most inspiring battle in our history, the Battle of San Juan Del Monte.

deem it a privilege to let our people know what we have done after a year of my stewardship as LCE of the Local Government Unit of Bulusan. One way to show our noble intention is to guide the people in the midst of dissension over government policies the past few months especially at this time when our beloved town “Bulusan” is still reeling from the effects of political callous that left nearly some of the local government affairs in a state of disarray. For the past few weeks, we had experienced some inconveniences and sadness due to disruption brought about by this burgeoning nonsensical mindset. Nevertheless, we should not look this matter as a menace but as a catalyst to pursue our desired goal for the municipality. I hope, however, that this forum will make up for whatever shortcomings there may be.

IN SOCIAL SERVICES: (Education)

Two (2) years have passed since my assumption into office as your public servant. Many things have happened in our beloved town “Bulusan” though some may not appear so impressive as expected, yet, we are proud and glad to say that we have gone to the extent of stretching to the limit of our available meager resources in order to provide necessary basic government services realizing that as public servant, we are accountable to our constituents not only for what I have done, but also for what I have failed to do so. The time and the occasion do not permit the one-by-one and detailed enumeration of my accomplishments during the past one year. Certain developments and situations, however, have special relevance and significance to the over-all development of our town; some of them for instance, are the following:

We are still at the crossroads of development. Great opportunities are at hand. It is for us, as people, as government to take it graciously and judiciously, for us to chart a road map for our town’s future development. We are one today, one common vision of helping to uplift the socio-economic condition of our town Bulusan, and therefore, we give high value to “Bayanihan Spirit” in achieving our administration banner of having a empowered citizenry where people puts into the center of development. We are committed and well determined to pursue also it ambitious eco-tourism development which I considered as economic base to lift and translate Bulusan from a mere sleeping“4th class municipality to a 3rd class and promising town in the Province of Sorsogon by the end of year 2016. I am therefore looking forward for a unified support from the large segment of the society to pursue my unfulfilled executive and legislative agenda for 2013. MAJOR DEVELOPMENT CONCERN/GOAL: The major development concern of the municipality of Bulusan which would establish the necessary competitive edge revolves in two areas: agriculture and tourism. As such, the over-all development strategy is to complement these two development areas. The development of agriculture sector should not merely viewed as a measure towards food security and livelihood generation but it likewise showcase industry complementing and supplementing the tourism potentials of Bulusan. The tourism sector, on the other hand, should likewise expand the income the income opportunities through the maximum participation of the people in the many subsidiary services needed by the industry DEVELOPMENT CHALLENGES AND DIRECTION The key development direction will focus on the following sector: Need to Improve Agricultural Production Systems and Provide Industry Back-Up Services Bulusan is predominantly agricultural, with almost 50% of its land area devoted to agriculture. Coconut is the major crop occupying almost 80% of agricultural area. With coconut as the main crop in the dominantly upland areas, production technology

is observed to be traditional and monoculture. The major challenge therefore, is to maximize land utilization of the wide expanse of upland areas and convert such areas to optimum production areas utilizing technologies of multi-storey cropping and agroforestry. With the high potential of PILI as tourist commodity, its development to a full-blown commercial industry is also imperative. Attendant to the challenge is the development of back up services and industries such as processing plants and marketing system. Unless value-addition strategies are in place near the production areas, it would be difficult to push agricultural productivity to the desired potential levels. Need to Enhance its Character as a Primary Tourist Destination Many had been said about the beauty, splendor and uniqueness of the Mt. Bulusan Natural Park and Lakes. Such properties make this resource a major international tourist potential.

In fact, the Bicol Tourism Master Plan has identified the Bulusan Volcano Natural Park (BVNP) as one of its flagship programs, Bulusan’s character a tourist area is its major challenge. In fact, the tourism is its comparative advantage.

Mayor Robert Victor G. ”JR” Seares, Jr.

U

pon winning the 2010 election, Mayor JR immediately took the challenge of a 5th Class Municipality “starting with nothing” and “being on the other side of the fence” from the governor and the congresswoman. Realizing this, the Mayor searched for helping hands outside of his province, and his efforts palpably paid off. Senators, congressmen, party-lists, and private organizations, including his alma mater, Claret School of Quezon City, acknowledged the genuine desire of the Mayor to bring Dolores to a higher level, and heeded his call. Today, people of Dolores believe that whenever the Mayor goes to Manila, he’ll surely bring good news upon his return. Mayor JR saw the President’s “Tuwid na Daan” as more than a symbol of honest and good governance. It became as a benchmark in his administration, in serving his constituents. Hence, the acronym “STRAIGHT PATH”. (S) Schools/Education The Mayor asked assistance from Department of Education Secretary Armin Luistro thru Asst. Secretary Tonisito Umali, CESO II for the renovation of public school buildings and the construction of new ones in Dolores. Disaster struck Cabaroan Elementary School in January 2012 when a fire consumed the school’s only two (2) classrooms. Through the Mayor’s relentless efforts, said school now has four (4) teachers and nine (9) new classrooms with a fullyfunctional comfort room. Note that there are more classrooms than actually needed. Thanks to the joint effort of the Federation of Filipino Chambers of Commerce and Industry and Deped. The tenacious Mayor also found aid from ABS-CBN’s Sagip Kapamilya, which, together with the Philippine Army, constructed a two-classroom building for Barangay Libtec. Other organizations that extended their support to the Mayor’s cause for Education are Children’s International, which donated books to the daycare pupils, and GMA’s Kapuso Foundation, which donated bags and school supplies to the elementary pupils. (T) Tourism and Culture Mayor JR gave birth to the “Sakuting Festival” in 2010. It is now an annual celebration that features the Filipino mock-fighting dance “Sakuting”, which traces its origins in Dolores. Said festival draws thousands to the Municipality, wanting to witness or even to participate in said festivity. Thus, a boost to tourism, a raise in income.

in the daily living of Dolorenians. In just less than three years, the Mayor has constructed, rehabilitated and improved around 5.5 kilometers of Farm to Market Roads. (A) Agriculture Recognizing farming as the primary source of income for Dolores, the Mayor continuously looks for the funding of agricultural projects which include water impounding, diversion dams, drying pavements, ram pumps and communal irrigation systems. Despite the legal and political challenges that faced the construction of a 10-million peso communal irrigation system in Barangay Isit, the project was successfully completed in February 2012. Today, the farmers of Isit enormously benefit from this project. Another 10-million peso CIS is underway for Barangay Cardona. Isit and Cardona are the Rice Granary of Dolores. (I) Infrastructure The Mayor believes that Municipal Hall has an awful lot to say about the municipality. Using a portion of the 20% Development Fund, the new Municipal Hall of Dolores was completed and inaugurated on March 29, 2012. This is in stark contrast from the old one which had an dark and eerie vibe. This newly-refurbished municipal hall provides an atmosphere of ease, conduciveness and modernity. For the people of Barangay Cardona, Mayor JR is a godsend. Anyone who plans to go Barangay Cardona must cross the Malanas river. “Ako ang Simula” of ABS-CBN got in touch with the Mayor and visited said barangay, together with Diether Ocampo, one of their philanthrophic talents. Mr. Ocampo promised to provide, through his Kabataang Inyong Dapat Suportahan (KIDS) Foundation, a 1-km footbridge connecting the shorelines of the river. Inspection, soil testing and measurement of the project site have been completed in March 2013. The Mayor lent a hand to the much-needed renovation of the old public market through the generous financial assistance of Senator Chiz Escudero. Similarly, the Mayor counter parted in the construction of the new buildings of the Municipality’s Police Station and the Bureau of Fire Protection.

Perhaps the biggest evidence of Dolores’ progress under Mayor JR is the Farm to Market Roads (FMR). Its people waited for decades for a mayor to remedy the rough and murky roads around Dolores. Indeed, FMRs have made a positive impact

In the Mayor’s feat to adhere to the Anti-Red Tape Act, a comprehensive guide flowchart is displayed in strategic areas inside the Municipal Hall to promote client-oriented and hassle-free transactions. Inspired by the Late Secretary Robredo’s call for participatory governance, the Mayor encouraged the organization of Farmers’ Association in every barangay. Dolores has also established the biggest Chapter of KALIPI (Kalipunan ng Liping Pilipina) in Abra in 2012. Mayor makes sure that pension coming from the DSWD is given quarterly to the neediest members of the Senior Citizens Association. When on vacation abroad, the Mayor finds time to meet with his town mates to inform them of the progress happening back “home”. (H) Health The Mayor, who comes from a family of doctors, was a medical student before deciding to enter politics. Putting a premium on health and nutrition, the Mayor immediately filled the long vacant position of Public Health Nurse in the Municipality. His thrust on the same had opened the door to aids and contributions from the Department of Health. Another legacy of the Mayor is the construction of a new building for the Rural Health Unit, equipped with a birthing facility. The facility warmly welcomes Dolorenians who wish to give birth there for free. Through the support of the BUHAY party-list through Representatives Irwin Tieng and Mariano Michael Velarde Jr, 851 daycare and kindergarten pupils were granted a six-month long milk-feeding program that started in February 2013. BUHAY also donated financial aid to the Rural Health Unit. Meanwhile, in August of 2011, the organizations Free Wheelchair Mission and Children’s International donated wheelchairs for the disabled. (T) Technology When the new municipal hall was inaugurated, Mayor outfitted every department with at least one computer unit. The entire Municipal Hall is now equipped with an Internet connection to facilitate a more efficient delivery of services. The Mayor also procured a projector used regularly during seminars and trainings. In October of 2012, Dolores became a recipient of the Philippine Community E-Center Program. Five computer units and a printer-scanner were donated by the National Computer Center to Dolores to provide basic IT services at an affordable price. The E-center also provides basic digital literacy trainings for interested Dolorenians.

Dolorenians. Every summer, the Mayor hires the youth of Dolores looking for summer jobs. Franchises and body numbers for tricycles registered in Dolores are issued freely, thus, sparing the operators an amount of seven hundred (700) pesos. In September of 2012, the Mayor sponsored a livelihood training from TESDA for KALIPI members that included massage therapy, food processing, hair science, and manicure-pedicure. 120 women would benefit from this training. Wanting to increase that number, the Mayor got the support of Senator Gregorio Honasan and the AKBAYAN Party-list in deploying trainers from Manila to Dolores last March 2013 to teach 250 trainees, adding cosmetology, soap making and food processing to its program.

T

ukuran is a 4th class municipality in the province of Zamboanga del Sur, Philippines. The town of Tukuran is situated in the isthmus of Zamboanga peninsula of its southern part. After the construction of Maharlika Highway or The Tukuran-Dabliston Road, Tukuran has become the passageway of two regions – that is, Region 9 and Region 10. Tukuran is now known as the "Gate" of the Province of Zamboanga del Sur. The City of Pagadian can be reached within 20-30 minutes via private vehicle while 45–50 minutes via public utility vehicles. Historically, Tukuran was a passing point of many merchants because of its location in the trade route. Merchants of different tribes regularly passed by the area, carrying with them their wares. These merchants usually came from the nearby provinces, most specifically, Zamboanga City and Southern Mindanao, as well as the places of Lanao and the Misamis region (Misamis Occidental and Misamis Oriental). When the Spaniards came, they tried to control the trade route, building the famous Fort Militar that overlooks Tukuran and the northern part of Illana Bay, as well as the so-called Spanish Trocha which then connected Tukuran directly to the regions of Lanao and Misamis. It came to be known as the "Trocha de Tukuran". FRANCISVIC S. VILLAMERO was born on December 16, 1967, in Tukuran, Zamboanga del Sur. Son of HON. HIPOLITO C. VILLAMERO (Punong Barangay of Sto. Niño, Tukuran) and AMELITA SUDARIA VILLAMERO (housewife). He is the great grandson of Tukuran first Municipal Mayor Filomeno C. Villamero. He is married to Maritess T. Solis on October 28, 1995 with whom blessed with four (4) children. Graduated elementary education at the Tukuran Central Elementary School in 1980. Secondary School at Star of the Sea High School, Tukuran, in 1984. Finished his AB-Philosophy at Saint Columban College, Pagadian City in 1988. During four (4) years in College, He also enters to minor seminary for priesthood at Holy Infant Seminary, Pagadian City. He was not able to proceed to theology proper, but decided to take up law. He studied law at the University of Manila, Manila, and graduated in 1992 with special honors. He took the bar in the same year and passed it and became a lawyer in 1993. He was first elected as Municipal councilor from 1995 to 2001 and reelected in 2004. He practiced his profession until 2010 and later elected as Tukuran Municipal Mayor on the same year. Governance/ Development Administration The Sangguniang Bayan on its role in the development of the municipality provides the necessary legislative measures to implement the

plans and programs of the Chief Executive. It is an active collegial partner of the municipal mayor in the development thrust of the municipality. Resolutions and ordinances are enacted on time as requested by the mayor. Special Sessions will be conducted if necessary to cope-up the urgency of legislation. Based on the LGPMS conducted by the DILG during the previous administration, the SB has yet to enact basis codes which necessary in the development of the municipality. However, under the present administation, this deficiency has been adressed to. It has already created an oversight committee to look into the status of enforcement of ordinances and resolution approved. The SB Session Hall then lacked equipment that facilitates the conduct of sessions and hearing. In the 3-year programing, however, this need is being looked into with the hope that before the current term ends, the session hall will be equipped with the needed equipment. Clients of the LGU were not then properly guided on where to transact business in the different offices of the Municipal Hall. Today, an information officer has been assigned to assist the clients not to mention the citizen's charter which is alrerady due for display in every office. The people not then aware on the income and expenditures of the municipal government. More so, the constituents were not aware on the programs and projects implemented. Currently, initial steps have already been done in order to publish the income and expenditures, the projects and programs of the LGU. There is no newspaper in general circulation in the municipality which could be tapped to inform the people. The only media available is the local Cable TV Station. However, with the Provincial Newspapering, the LGU will already be able to advertise its resources, events and other important undertakings beginning this year. CSOs lack involvement in planning and implementation of plans, programs and activities of the municipality. Many of the CSOs became inactive because of their internal organizational problems. They don't have activities that could sustain their existence. But, with the designation of a CSO coordinator, the LGU will be able to activate and tap these organizations they being stakeholders for development.

Tukuran is derived from the word tukod meaning "to build" or "to construct". Historically, Tukuran was a passing point of many merchants because of its location on the trade route. They claimed to have come from the Iranun tribe. Since their number was large, they decided to divide themselves and settle in the neighboring sitios. Sultan Paduma’s descendants succeeded him in ruling the group. The first wave of Christian settlers followed a few years later, led by Felix Ocampo. They hailed from far up north, in Manila. They chose to settle in the shores of Tukuran. They were later followed by the settlers from Pangasinan together with their families and farming equipments. Before Tukuran became a municipality, it was a part of the municipality of Labangan, until November 29, 1958, when President Carlos P. Garcia, under the recommendation of the Zamboanga del Sur Provincial Board headed by Governor Bienvenido Ebarle, signed Executive Order No. 323 making Tukuran a municipality. The first municipal mayor appointed to head the municipality was Mayor Filomeno C. Villamero (who was then elected vicemayor of Labangan), with Sultan Mamadra Panduma as the vice mayor. The entire municipality is bounded on the East by the Province of Lanao del Norte, South by the blue water of Illana Bay, in the West by the municipality of Labangan;

The population growth rate of Tukuran is placed at 2.74%. The 2010 population and household projection based on NCSO 2007 revealed that the municipality of Tukuran has a total number of 37,490 inhabitants and compose of 7,625 households. The present population counts progressively increasing annually.

• Population Characteristic -- Religious Sectors People believe that faith and trust to the Great Father help an individual in sustaining spiritual needs as well as the ups-and-downs of life. The Tukuran populace is no exception. The people are mostly Christian believers as majority of the population belong to the Roman Catholic faith. The rest are spread to Islam and to the different sects such as I protestants and etc. -- Ethnic Groups and Languages The municipal population is a conglomeration of different tribes and ethnic origins. Based on various migration patterns, the Subanen are known to be the longest established group. They were followed by the Muslims and then by the Visayan people. Of these varied groups, the cebuanos that came from the Visayas Region dominate all others. The major dialect in the municipality, which is being spoken by the majority of the total population,

-- Social Welfare Social welfare services are a program designed to help the unfortunate members of the society to live at least in a decent way of life. In Tukuran, this is the responsibility of the MSWDO. Civic groups and other religious organizations are involved and work hand in hand with the government by providing social welfare program, child/ youth welfare program, self employment assistance, emergency assistance, program for elderly/ disabled persons, and other social services program. -- Communication Telegraph/ Telephone system - has an existing landline communication; it is serviced by the TELECOM under the umbrella of DOTC. Today, mobile phones still the most used telecommunication of the inhabitatnts in the municipality powered by the GLOBE and SMART tower as service signal inthe locality. Mail services - The Philippine Postal Corporation which office is located inside the municipal building basically handles mail and delivery services. Private companies such as LBC, Air Cargo and JRS Express all based in the Pagadian City also extending their delivery services to the locality. -- Transportaton The municipality of Tukuran has three types of passenger facilities, which include the public utility jeepneys, tricycles and pedicabs. Land transportation fares vary upon the distance covered by the vehicle as mandated by the LTC and Municipal Executive Council. -- Power The energization of the municipality of Tukuran was started by the ZAMSURECO-I on 1975. This is one between the two electric cooperatives operating

in the province. There are sixteen barangays energized by the ZAMSURECO-I, while barangays Tagulo on the other hand tapped its energy power supply from the LANECO, an electric cooperative operating in the neighboring province of Lanao del Norte. -- Peace and Order The PNP, BFP, AFP, CVO, Barangay Tanods and Bantay Dagat Volunteers are indispensable in sustaining the peace and order as they addressed the needs of the municipality in providing protective services. The PNP Headquarters is located near the Municipal Hall; two check points and two bantay dagat outposts are also existing. The local PNP is further assisted by the Bureau of Fire Protection (BFP) being stationed in Tukuran and the Philippine Armed Forces of the Philippines (AFP) stationed at barangays Tinotongan and Tagulo. • Agricultural Profile -- Agricultural Land Uses The LGU of Tukuran is basically an agricultural municipality. Out of the 13,925 hectares, more than 3% is forest timberland, while the rest are alienable and disposable areas devoted to various land uses. -- Production and Productivity Rice and Corn are the major farm products of Tukuran, Zamboanga del Sur. For palay, the current production is place at 3.25 - 4.0 MT per hectares while the corn is 1.10 - 1.14 MT per hectares. The farmers, pest and diseases infestation and inadequate infrastructure support facilities attribute the low productivity to lack of farm inputs. • Fishery and Other Aquatic Resources Tukuran is one of the coastal towns in the province of Zamboanga del Sur. The coastline is estimated at 9 kilometers that covers eight (8) barangays. The major fishing grounds area the Illana

Bay, Sibuguey Bay, Moro Gulf and Celebes Sea. Fish species commonly catch are tuna, yellow fin, skip jack, mackerel among others. Aside from fish resource, the municipality is also endowed with various marine products such as crabs, shellfish, seaweed, shrimps an some fishpond products like bangus and prawns. -- Fish Sanctuary The municipality has two established marine sanctuaries. One is located at barangays Alindahaw Lower Bayao, while the other is locatd at barangays Sugod -Tagulo areas. Fishing is restricted within the said santuaries. The LGU is preserving the areas for future benefits of the small fishers, for recreation and for the natural breeding of fish. -- Production and Productivity For fishing activities, previous statistics showed the average volume fo annual fish production of 3,659.62 MT. Each year, the average catch discreases. With the regulations and restrictions on fishing which are now being implemented thru the Coastal Resource Management (CRM) with Hon. Councilor Raul P. Llagas as the designated manager, we expect a gradual increase of fish catch by marginal fishermen. • Forestry Tukuran has 3,090.0 hectares of forestland. It has an established forest reserve of 2,500.0 hectares and a established timberland of 932.0 hectares. Currently, records of the DENR showed that 3,132.58 hectares of the areas are covered under a major reforestaton project, the Baclay - Pulacan Reforestation Project. Of this project, 1,216.58 hectares was the established plantation for the year 1995 and up to this year there is no reforestation project being conducted. The LGU now is partnering with Barangay LGUs in protecting the forest from charcoal makers and the modern "kainingineros".

Mayor's Message With utmost dedication to public service and with the grace of God, I believe that the agenda of this administration for the next three (3) years and in the years to come will be met and realized. The utilization of resources will surely be maximized for the different programs and concerns of the Local Government Unit to the benefit of the general public. All sectors of the community and other stakeholders must be tapped as partners for development. They must be empowered as they are part of the bigger task of saving mother earth from the threats of climate change and in providing everyone his due. The road is long and not easy. But then, when everyone is motivated to do what is to be done and what is ought to be done, I am certain that we will surely reach our objectives. If it is our aspiration to grow and progress as a community, then, we must not lie wait for the mango fruit to fall down. We must climb and strive for it. Notwithstanding the limitation of my term of Office, I must endeavor that during this administration, I can at least meet the minimum expectation of the people whose mandate was overwhelming. Our vision, mission and goal are well-defined. They will be our guiding principles as we stride towards wholistic development within the substantial bounds of this Executive-Legislative Agenda (ELA). As Tukuranons, now is the time to act. Let us live and be inspired by our slogan - LIHOK TUKURANON! Having awarded with the SEAL OF GOOD HOUSEKEEPING for the year 2011, we also hope to receive the same award for 2012. As mayor, I was conferred as Best Kalahi-CIDSS Mayor for the whole of Region IX in January, 2013. Thank you. 44
