ocal Government is the at the center of any grass roots management of a population such like the Philippines numbering now over one hundred million people. While Democracy with the vote of the majority is not necessarily good or politically pragmatic for some countries such like Thailand and a number of South American Countries, there is no other alternative. Our democracy is based on our written constitution and until the day we change this, the option for any other practice is void of any discussion. The will of the people, the majority of the people is the basis of our democracy. The role of the very sensitive position of the Secretary of the Interior and Local Government is its ability to coordinate and communicate with local government. This is how efficiency and strategic management is created for the whole country. And by local government we mean; the Mayors who are the helm of local government. Imagine a rather large number of little presidents all over the country managing the people, it being the local executive, its legislators to be its councilors and vice-mayor and of course the Punong Barangay going down to the minute representation of the communities making up the city or municipality. The role of the Mayor no doubt is likewise that of the Presidents however limited to the constituency that has voted them into position. Our Mayors are key to the countries organization towards any effective national government for without them there is no local representation and country to talk of. Congratulations to our Mayors who have achieved for themselves the â&#x20AC;&#x153;Most Outstanding Mayor Awardsâ&#x20AC;? for 2015, kudos!

“The greenest garden of the North” The Municipality of Sta. Praxedes as the smallest town of the Province of Cagayan is strategically situated being the Gateway to the Ilocos Region. Being surrounded by the Caraballo and Cordillera Mountain Ranges has earned the municipality the tagline, "Sta. Praxedes: The Greenest Garden of the North". Ever since she was a child, Esterlina A. Aguinaldo dreamt of serving her town and makes a legacy being a true – blooded Praxedenian. She knows that her beloved hometown has been endowed with abundant natural resources and the resiliency of its people will make Sta. Praxedes a progressive town. Before entering the world of politics, Ester served as Legislative Staff Officer III at the Office of Hon. Roque R. Ablan, Jr, Representative of the 1st District of Ilocos Norte from 1993 – 2004. In the year 2004, she left her work as Legislative Officer III and became the Scholarship Coordinator of the Office of Hon. Florencio L. Vargas, Representative of the 2nd District of Cagayan from 2004 – 2007. She is also a very active member of the Alpha Phi Omega International Fraternity and Sorority (APO), Pugad Lawin – Ilocos Norte and Lions Club International – District 301 C. Mayor Aguinaldo earned the love, respect, trust and confidence of Praxedenians as manifested by a landslide victory for the Mayoralty post in the 2007 Elections and became the youngest Mayor and the 3rd lady Mayor of Sta. Praxedes. She etched another milestone when she won unopposed for her 2nd term in the 2010 Elections and another landslide victory for her 3rd term in the 2013 Elections. She is currently the Secretary of the League of Municipalities of the Philippines – Cagayan Chapter, a position she’s been holding for two consecutive terms and elected Business Manager of the National League of Officers of the Lady Municipal Mayors Association of the Philippines (LMMAP) in 2010 up to present. With her meritorious accomplishments, the Alpha Phi Omega Fraternity and Sorority Laoag City, Ilocos Norte Alumni Chapter conferred on her the APOLINAC Excellence Award to Public Service.

Believing that involvement and participation of the different sectors of society will help her catapult the town to greater heights, the 9 – Point Executive Agenda of the Aguinaldo Administration was crafted to serve as the guide post of her administration - ESTERLINA which stands for: E - Education for All, Training & Information Accessibility S - Security, Peace & Order and Disaster Preparedness T - Transparency, Accountability, Community Involvement and Participation E - Environmental Management and Sustainability R - Resource Mobilization and Revenue Generation Improvement L - Livelihood & Employment Enhancement and Promotion I - Industry and Tourism Advocacy Promotion N - Nutrition, Health & Social Welfare & Sports Development A - Agriculture & Fishery Productivity & Food Security And to ignite the flame in the hearts of every Praxedenian to support all her administration’s programs, projects, and activities, "Itag – ay Sta. Praxedes!" ("Uplift Sta. Praxedes!") became the battle cry of the municipality. She believes that "Leadership is not a one –day thing. It is a commitment to excellence, a habit… a daily practice." The Nomination for the Most Outstanding Mayor Awards is a manifestation of the noteworthy accomplishments of the Aguinaldo Administration.

Mayor's Social Responsibilty

"Ang payapa, maayos at ligtas na pamayanan, ay pundasyon ng maunlad na bayan." The Municipality of Sta. Praxedes is among the few LGUs in the country having a significantly low crime rate. We have maintained this record because of the concerted efforts of the LGU, the barangay, the government and non – government agencies and the people of Sta. Praxedes in preventing the occurrence of crimes. The Integrated Area Community Public Safety Plan which includes the programs, projects, and activities that are geared towards enhancing peace and order in the municipality is properly implemented. To continuously decrease the crime incidence in the municipality, police visibility and conducting daily foot patrol at crime prone areas and daily mobile checkpoints is being heightened and intensified. In coordination with the PNP, the Training for Barangay Peacekeeping Action Teams was successfully conducted. This developed the skills of the BPATs in furthering peace and order in every barangay and in gathering information regarding conditions that may affect peace and order of the municipality. The Regional Public Safety Battalion is stationed in the municipality has been very helpful in advancing our call to a more peaceful Sta. Praxedes. In return, this LGU have provided the battalion with the support necessary for their operations.

Most Outstanding Mayor Award 2015 Sta. Praxedes, just like the rest of the country, is primarily agriculture and our economic activities revolve in farming seasons. In order to uplift the lives of our farmers and to ensure food security, the following programs were implemented: • Food/Grain Development: Hybrid Rice Techno – Demo • Provision of Fertilizer Subsidy – "The Palayamanan Project" • Production of High Value Commercial Crops: Distribution of Vegetable Seeds and Seedlings • Fisheries and Livestock Development: Tilapia Fingerlings and Cattle Dispersal Program

The hard work that we had on disaster risk reduction and management during the past years of my administration continuously advances this LGU into a disaster resilient municipality. The importance of the organization of the RESCUE 913, the Sta. Praxedes Rescue Team cannot be over emphasized. With the recently conducted Basic Search and Rescue Training, I trust that the members of our rescue teams are now equipped with the skills necessary in responding in times of disasters and emergencies. This training is a breakthrough activity because it is the first Search and Rescue Training conducted in our locality. In addition to this, we scaled up the abilities of our barangays on disaster preparedness through the conduct of Barangay Disaster Risk Reduction and Management Planning Workshop for every barangay. With this activity, our barangays were empowered to craft plans that embody appropriate disaster preparedness programs and efficiently make use of their DRRM Funds for the succeeding fiscal year. Underscoring the necessity of preventing landslides and erosions, this LGU being a mountainous area, we constructed and rehabilitated the Slope Protections, line/drainage canals and construction of flood/river controls. With the help of the members of the BFP stationed in this municipality, inspection and monitoring of business and residential infrastructures was intensified. Hence the decrease of fire incidents in this jurisdiction. Untiringly, we have been doing Information, Education and Campaign for the maintenance of peace, order and public safety and advancement of disaster preparedness among our constituents. Fire and earthquake drills have been conducted yearly in all our elementary and secondary schools. With the continuing support and cooperation from all our stakeholders, the possibility of the occurrence of crimes and disaster risks in the municipality will continuously decrease as we move towards the ends of this peace keeping and disaster preparedness campaign: A Zero Crime and a Disaster Resilient Municipality.

In support to these programs, Farmers Classes are being held to assist the different organizations to update and enhance their knowledge with the new technologies. Infrastructure support facilities were put in place. Irrigation Canals are rehabilitated and post harvest facilities were provided. Farm – to – Market Roads are concreted to facilitate the transport of farm produce to the market. In our noble intent to make education accessible to all, the LGU implemented the Educational Subsidy Program for Elementary and Secondary and the Educational Loan Assistance to College Students. Scholarship programs has been accessed from the different agencies like CHED, NCIP, DOST, BFAR, TESDA, Provincial Government of Cagayan and the Office of Hon. Baby Aline Vargas – Alfonso, the Representative of the 2nd District of Cagayan. The LGU has allocated funding support for the successful implementation of the Alternative Learning System (ALS) and the Day Care Services. The Distribution of School Bags and School Supplies and "Gupit Mo, Sagot Ko" to all elementary pupils are being implemented every school year as part of the "Balik – Eskwela Program." The marginalized sector of society has never been left behind under the Aguinaldo Administration. The Core Shelter Assistance Project, Medicare Para sa Masa, 4Ps, NHTS, Social Pension and Assistance in Crisis Situation are just some of the programs being implemented. Livelihood Assistance is being extended to poor families to help them augment their sources of living. Financial Assistance is given to those engaged in small scale business enterprises, Swine Production, Sarakat Weaving and Gamet Processing. Fishing gears and fishing boats were also distributed to fisherfolks. Our "Fly Now, Pay Later" Program has been of great help to those who are applying for a work abroad. The Sarakat Weaving Industry has been a catalyst of progress, development and women empowerment. With the intensified development and promotion of our "One Town, One Product – the Sarakat Woven Products, Mayor Aguinaldo has been named the OTOP QUEEN OF CAGAYAN. The Seaweeds Industry is also gaining its momentum as our black gold – the Gamet is earning the limelight. Sta. Praxedes is now being identified as the prime source of this rare kind of seaweeds in the Philippines.

Mayor Aguinaldo came up with her flagship program to empower the citizenry and become responsive and participative in governance – "The Sarungkar ti Barangay." The "Sarungkar ti Barangay" is a quarterly visitation to the ten component barangays in order to bring the Local Government closer to the people. Components of the program are: • Medical, Dental and Nutrition Services • Capability Building • Balik – Eskwela • Adopt a Family • Kasalan sa Bayan • Mobile Civil Registration • Incentives and Awards The Sarungkar ti Barangay positively achieved its goals and objectives. It brought changes to the lives of every Praxedenian.

Mayor's Environmental Responsibility

It is every man’s responsibility to sustain the environment. Saving our natural resources means saving our lives and the earth. As Climate Change continues to affect mankind, measures must be made to combat its effects and make drastic changes in our old habits, attitudes and beliefs. To this end, the Aguinaldo Administration initiated the conduct of regular Clean – Up Drive and Tree Planting Activity as it was concretized by the enactment of Ordinance No. 142, Series of 2012 known as an Ordinance Mandating the Observance of Municipal Arbor Day on the Second Friday of September Every Year and to ensure the protection of our water resources, the Declaration of Sta. Praxedes Marine Protected Areas has been embodied in Ordinance No. 125, Series of 2011. With the establishment of National Greening Program funded by the DENR, an estimate of more or less than 80,000 trees had been planted in the following areas: • Barangay Salongsong - 30 hectares (ICRMP) - 10 hectares (NGP) • Barangay Centro 01 - 5 hectares (ICRMP) • Barangay Centro 02 - 12 hectares (NGP) • Barangay Macatel - 100 hectares (NGP)

Accomplishment Report

"Changes begin if we believe and it starts from within." Financial stability of any organization depends on the environment of transparency and accountability. This is one of the advocacies of my administration. I am happy to inform each and every one that the financial position of the Local Government Unit of Sta. Praxedes continue to be stable because of a number of streamlining procedures we have introduced and I firmly believe that this is one of the legacies that this administration would leave behind. Participatory governance is indeed a central element of socially sustainable development because it constitutes the primary means through which this concept takes concrete form. Poverty is our greatest challenge but we have had set our dream to eradicate poverty with passion, professionalism and good governance through the implementation of different programs and projects.

To ensure the implementation of Sta. Praxedes Plastic Free Community, the Aguinaldo Administration distributed eco – bags to all household and conducted massive education, information campaign for the strict waste segregation at the household level while waiting for the establishment of the Municipal Sanitary Landfill and the completion of the 10 – Year Ecological Solid Waste Management Plan.

Hon. Emmanuel M. Alejandrino Municipality of Arayat Province of Pampanga

Mayor Emmanuel M. Alejandrino is someone who is trusted by the majority of Arayatenos, his people who are so very special to him, that he will move mountain even with utmost difficulty - to both please those who have faith, and handful who are highly skeptical of his potential, while he continuously bear the beautiful feeling and belief that success is always attainable and tangible, and it can come too quickly. Movement in the midst of silence like a hopeful prayer, that after almost a century of being a major part of Philippine tourism industry, Mount Arayat National Park, the oldest recognized National Park in the Philippines, after its closure for several years is now restored, improved and reopened to the public with the support of the National Government and the effort of the Arayat LGU under the fresh 3-year term leadership of Mayor Emmanuel M. Alejandrino. With this milestone, the DENR through a Memorandum of Agreement, entrusted to the Arayat LGU the full management, development and operations of Mt. Arayat National Park for a period of 5-years. Mayor Alejandrino believes that he can move mountains through his “ING BAYUNG ARAYAT” - a movement with a conscience where priorities are specifically identified for the wise appropriation of the Arayat LGU’s limited resources with the additional funds solicited from private persons and entities, and the provincial, regional and national government to augment the investment needed for certain programs and projects that will immediately minimize the existing problems of the people. He has been encouraging and challenging his people to be a part of the “movement” and change lives. It is about giving back to the people what they fairly deserved. Their effort in supporting the Municipal Government is an initiative to aspire for something better and bigger than before, out of the kind of governance that cares within a multidimensional sociocultural responsibility. The movement that triggers volunteerism, enthusiasm and dynamism. ”Ing Bayung Arayat”… it bends the mind, efficiently undertake actions and passionately care for its people within a fulfilling environment to live in peace, bounty and harmony.

Top Municipal Government’s Social and Environmental Responsibility Initiatives

Socially and environmentally responsible on-going projects, and development programs and activities that make an impact beyond the Municipal Governance under the Leadership of Mayor Emmanuel M. Alejandrino are enumerated below. These are in support of the National Government’s basic social services, and environmental programs and projects. Such are presented herein for his nomination as Most Outstanding Mayor Awards (MOMA) 2015 in the Philippines as facilitated by the Superbrand Marketing International, Inc. (SMI):

Basic Social Services Programs and Projects

• Enactment and implementation of Gender and Development (GAD) Code as per Municipal Ordinance No. 011 Series of 2013. • Enactment and implementation of Health and Sanitation Code as per Municipal Ordinance No. 014 Series of 2013. • Establishment, upgrading and repair of additional accredited and licensed Day Care Centers. ◦ Hiring of the required licensed teaching staff that will run these centers. ◦ Capacity training-workshops for Day Care workers.

Rehabilitation of Mt. Arayat National Park

Environmental Protection and Natural Resources Management • Enactment and implementation of Environmental Code as per Municipal Ordinance No. 012 Series of 2013. • Mt. Arayat National Park Management Spending P15 million total amount of LGU funds for the rehabilitation of Mt. Arayat National Park. This project of Mayor Alejandrino is funded by local resources such as the earmarking of funds for an Olympic-size swimming pool, and the procurement, installation and construction of other worldclass park facilities like hotels, lodging houses, restaurants, spa, sports and physical fitness center that can be possibly entered into a public-private partnership funding agreement. The existing three pools have already undergone repair and improvement and an almost million amount was reported as park gross earnings in terms of gate receipts since the LGU’s takeover with the increase in the number of daily visiting local and foreign tourists.

Most Outstanding Mayor Award 2015

Mayor Herbert M Bautista is known as a pioneer and progressive advocate of solutions for environment issues and climate change. Under his leadership, Quezon City became the first city in the Philippines to implement a Green Building Ordinance, enforcing sustainable building designs throughout the city. He has mandated a greening program as a component of all road and real estate development projects. He is leading the city to reduce its carbon footprint through the shift of public facilities towards alternative energy sources, wider installation of systems for resource reuse, and restrictions in the use of nonbiodegradable materials such as plastic bags. His climate change mitigation activism has led to the recognition of the city's success stories in global forums and international movements, where he is recognized as a pioneer and a strong advocate of environmental and disaster-risk reduction programs. Mayor Bautista's urban development framework anchors the Cityâ&#x20AC;&#x2122;s housing and resettlement program on disaster-risk reduction as well as quality of life enrichment. The priority is to move the poor from danger areas towards new townships, a project he is implementing in multiples, in collaboration with the private sector and national government agencies. He has led the city towards the formulation and adoption of systematic frameworks for development that are aligned with the perspectives of the present and future vision of the city. These foundations are the new Comrehensive Development Plan, the product of the democratized participation of the City Development Council; the new Comprehensive Land Use Plan which has resulted in the Amended Comprehensive Zoning Ordinance of 2013. He has also actively pushed for the city's enacment of an Investment Incentives Code, for the city to further stimulate the influx of desirable investments.

Mayor Bautista is probably one of the youngest officials of the Philippines who have had a long and fruitful experience in government and the youth movement. He was elected into Office in May 2010 and reelected by a landslide for another term in 2013. Concurrently, he is the public relations officer for the National Capital Region of the League of Cities of the Philippines, as well as Chairman of the Social Development Committee of the Regional Development Council of the Metro Manila Development Authority. Prior to being Mayor, he was Vice Mayor of Quezon City for 12 years, leading the City Council to enact landmark ordinances for children, senior citizens, indigents, environmental protection, and many others, including the pioneering Green Building Ordinance. His representation and advocacy of the youth sector is extensive. Mayor Herbert Bautistaâ&#x20AC;&#x2122;s 25 years in local government service, started when he was Barangay Youth Leader at 17. From 1986 to 1989, he was President of the Kabataang Barangay National Federation and was appointed ex-officio City Councilor representing the Youth Sector of Quezon City. From 1992 to 1995, he was elected Councilor of Quezon City and was concurrently Chairperson of the Committee on Tourism and Cultural Affairs. From 1999 to 2001, he was appointed by the President of the Philippines as the Commission-at-Large of the National Youth Commission. He was Vice Mayor of Quezon City for three terms, from 2001 to 2010, but previously already been Vice Mayor from 1995 to 1998, having been the youngest elected vice mayor of the City in 1995 at 27 years old.

In 1992, he graduated from the San Beda College of Manila with a baccalaureate degree in Philosophy and Letters. He was adjudged Most Outstanding Centennial Bedan Alumnus in recognition of his sterling contribution and leadership in civil governance and politics. He also has a Master's of Arts degree in Public Administration from the University of the Philippines National College of Public Administration and Governance (UP- NCPAG). Mayor Bautista is also an alumnus of the National Defense College of the Philippines where he obtained his Master's degree in National Security Administration. He is working towards his Doctorate degree in Political Science (International Studies and Development) from the University of the Philippines.

In 2010, he was invited by the World Bank to take the course, â&#x20AC;&#x153;Leadership in Local Government: Decision, Action, Results (DARE) Program,â&#x20AC;? a Joint Training Program of the SingaporeWorld Bank Institute and the Lee Kuan Yew School of Public Policy. In 2012, he was invited by the Singapore Government for a leadership course at the Temasek University where he led the Quezon City team to tackle the problems of socialized housing in Quezon City, adapting best practices from other parts of the world.

He Would Want No claim for fame

Mayor Oli, as he is affectionately called by his constituents hesitated to accept the generous nomination for Most Outstanding Mayor Award because more than anything else he has pledge to serve Lucbanin; he would work without any claim for and distinction, for being elected is enough reward for him; eventually he relented. He ran for mayor of Lucban with inadequate election logistics, unlike his moneyed political foe. He seized the opportunity to show and inspire others aspiring for public office is not always won by the proverbial “gold, guns, and goons” Oli firmly believes, there were none of them in the local elections in 2013, so he ran for Mayor against all odds. He could hardly generate enough logistics but the magic and desire for change of administration and the growing concern of the people for good government. Undaunted as an underdog, Oli won the election clearly convincingly. He had changed public attitude and would restore the people’s trust and enchantment in the government. He would unite the people for their welfare. After all, it was his election campaign slogan – Bagong Lucban, Sisigla na OLI ang Bayan! And poll battle cry – Pagbabago at Pag-asa.

A Little Heaven on Earth

And so Oli, rolled up his sleeves and work hard despite political maneuvers against his Administration and continuous pestering of bitterly defeated “facebook” detractors. Nevertheless, these internet warriors have not in any way successfully disturbed the Administration as it is steadfast to its mandate for the well-being of the community.

One of the earliest projects during his Administration is the completed construction of the Shelter for Youth offender and Crisis Center. To Mayor Oli, it is a melancholy object to those who walk through this tourist destination town or travel in the country, when they see the streets with prodigious number of juvenile begging of doing mischiefs from elsewhere and so he provided them a home, a little heaven on earth where the affections are cultivated. But his intention is very far from being confined only for children of broken homes, he shall take in the whole number of infants at a certain age who are born of parents not able to support them, as those who demand the local government’s charity in the streets. He was awarded by DSWD’s Council for the Welfare of Children the “Seal of Child-Friendly Governance” for promoting child’s rights to survival, development towards a Child-Friendly Philippines.

Agricultural Economy

The upland town of Lucban is basically an agricultural economy and has always maintained self-sufficient production of rice, certain fruits, vegetables, root crops and coconut. Mayor Oli vigorously support farmers and farm families by training them in the traditional organic and modern farming. He provided them Multi-Species Hatchery; free tilapia fingerlings, seedlings, certified rice and vegetable seeds and fertilizers to increase their yield. To speed up and lighten their work, farmers were given farm machinery, tools and equipment for modern farming.

TOURISM: Creativity at its Best…

In ancient years all roads led to Lucban, for it was the Summer Capital of Quezon Province because of its vegetation, cool climate. In recent years and our time the road still leads to Lucban for different reasons: Lucban is the home of world-famous San Isidro Pahiyas Festival, it is also famous for handicrafts, Kamay ni Hesus Healing Center and Grotto and food delicacies such as longganisa, tikoy, broas, espasol, embotido, hardinera and “pancit-habhab”.

Lucban is replete with history and filled with symbols, the work and artifacts of civilization. It has rich treasury of the culture of its people, the art, the creativity and genius of Lucbanin. Beyond the great works of art - notably the “Pahiyas Festival” – and music, which earned for the town the title of “Art Capital of Quezon Province”. In order that more people would see the “Pahiyas”, Mayor Oli, extended it to two days, making it on view for two days and two nights. It was repeated at the “Paskong Pahiyas” at the Marcos Tigla Park in December 2014, in its mini version, a first in the history of Lucban. Valentine booths in February decorated with colorful hearts and lights fitting delight and awesome sight to behold for February. The park could be easily converted into theme park for visitors to see, promenade and take pictures. The two-day long festival earned for Lucban, the Department of Tourism Region IV-A Regional Development Council award as Top Destination of the Same-Day Visitor in Quezon, it generated 1.6 million visitors or 88.88% share of Region IV-A visitors. *Former Sen. Orly Mercado in his remarks after seeing the multicolored decorations of houses in May 15, 1995 exclaimed in extreme wonder “Creativity is at its best at San Isidro Pahiyas Festival”. To take formally its rightful place in the roster of preferred international or national tourism destinations, Mayor Oli caused the construction of the Lucban Tourist Information Center and designated personnel to man it. It was inaugurated last May 12, 2014 with no less than Vice President Jejomer C. Binay gracing the occasion and cutting the ceremonial ribbon. The Tourism Information Office seeks to bring to the visitors the many wondrous, sounds and culture that abound in Lucban and exhibit its natural beauty and the warmth of Lucban folks hospitality so characteristics of little towns. Mayor Oli, virtually put a distinct asterisk on Lucban in the country’s tourism map.

Most Outstanding Mayor Award 2015 repairs and maintenance, improvement of offices, lighting, water lines and construction and concreting of municipal and barangay roads. Nevertheless, the momentum for progress and development continues including relief operations and reconstruction of government schools and buildings. The Local Government though had to request financial help from the provincial and national offices as relief operations for 1,545 families hard hit by Typhoon Glenda dissipated local finance. However, the Local Administration has acquired a whooping P 75 million fund for concreting of six (6) barangay farm-tomarket roads which construction is being bidded out.

Health and Sanitation

The Local Government will not weary of its commitment to the health and welfare of its people, and will not cease to pursue new paths for providing care to its people. He conceived of a massive public health program to bring the traditional and modern medical science to every home and individual in the municipality. He entered into MOA with the Southern Luzon State University College of Nursing here in Lucban, allowing nursing students to share out duties at the Rural Health Unit here. Also, he entered into MOA with Pasig City Medical Society to render Medical mission at Barangay Piis, Lucban, Quezon. He had invited Medical Mission on Alternative Medicine from Romarinda College of the University of Makati. Most recently, Mayor Oli also welcomed the Eye Refraction Mission of Obando Lions District International which taught elementary school teachers on how to detect signs and symptoms of the eye disorder and disease which the eye doctors of Lions themselves did for two days and found out 180 pupils needed corrective eyeglasses and others to be operated on, for free. To intensity and popularize the ordinance on Zero Plastic and the national law on protection of environment, he issued an Executive Order on Anti-Littering; and strict enforcement of “no segregation of garbage, no collection” rule. Furthermore, he increased field employees of MENRO to catch stray dogs especially in the public premises and in downtown to prevent spread of rabies even if there is already free periodic vaccination of dogs against rabies. All these are being done to maintain health budget to maximum level in case of certain disease outbreak and health emergencies to cope with. Mayor Oli sees to it that medicines could be sourced from the DOH and PCSO.

Infrastructures

Even before the destructive Typhoon Glenda (on July 16, 2014) hard hit the Municipality of Lucban, the Local Administration’s Engineering Department has already completed projects costing P 17,019,651.00, consisting of embankment rip-rapping,

Mayor Oli had effected the construction of the temporary slaughter house outside the town while the Class AA slaughter house was being constructed and eventually completed. This was realized to give the consumers clean and safe meat. A birth house was constructed at remote thickly populated Barangay Nagsinamo to bring health services closer and more accessible to the community, particularly to women. This birthing house would also serve as the Barangay Health Station. Consequently, water supply lines have to be extended to the area which is being undertaken.

KALIPI: The New Filipina

Finding wifely pride and fulfillment and inspiration in the love of her dynamic husband Mayor Oli, Mrs. Cel Gina Dator reorganized the Kalipunan ng Liping Pilipina and RIC (Rural Improvement Club), composed of dedicated women of Lucban who stand to work and sacrifice for the public cause, in constructive side-by-side partnership in the service of the people. They were initially given P10, 000.00 financial aid and six units of sewing machines for their livelihood program and physical fitness, zumba dance, which has become a local attraction held everyday afternoon in front of the Municipal Building or at the Benito Pilar Yao Hall its 2nd floor.

Spiritual Guidance

As a leader of a community, Mayor Oli often seeks the aid of the Supreme Leader, and this he does through prayers during the flag raising ceremonies on Mondays and after, before the statue of the Immaculate Concepcion at the Municipal Building’s Hall of Honor.

He issued an Executive Order requiring a reading of an excerpt from the Bible alternately by a priest, minister, deacon or pastor of any religious persuasions during the ceremonies. This is apart from the First Friday Holy Mass at 4:00 p.m. at the Municipal Building function hall.

He organized People’s Cup, a basketball tournament among the male youth during summer months. On the distaff side he pioneered in organizing and affecting the town’s first volleyball tournament participated in by female employees of the local government and private business establishments in the municipality.

Education; Culture and Sports

At the start of Mayor Oli’s administration he set the tone of transparency and moral obligation of the Local Government to its people to bring back their trust in the government and the corrective “Pagbabago at Pag-asa”. He spoke of an honest government and sought unity from among the Barangay Officials who are in the forefront of hearing the earnest cry for the change towards efficient and competent government.

Mayor Oli as a leader believes that leadership of any kind is a mission of education and thus in effect he is an educator. That is why he is wary of his leadership because he is teaching by example. As a product of public education and son of a retired public school teacher, he regards the existence of a great, immutable principle of natural law and natural ethics which proves the absolute right to an education of a human being that comes into the world; and which, of course, proves the correlative duty of every government to see that the means of education are provided for. His Administration granted 649 scholarships to indigent but deserving college, secondary and elementary students and provided them, school bags and supplies. In addition he solicited 110 scholar sponsorships from Congressman Mark M. Enverga. Mayor Oli financially helped send defending National Rondalla Champion Lucban District Children’s Rondalla to the National Competition for Young Artists (NAMCYA) rondalla competition in Quezon City on November 18, 2014, which emerged champion and the Lucban athletic delegation to the Congressional Meet in Pagbilao, Quezon which successfully defended its overall Championship. The athletic contingent was also provided athletic kit and given Victory Party celebration. Mayor Oli has also donated schools chairs to and repair of services school chairs of Paaralang Elementarya ng Lucban. The Lucban Museum is underconstruction, actually a renovation of an old public school building to house and preserve the town’s landmarks of development in the form of cultural objects, records, stories of people and events that made indelible marks in Lucban’s early existence. Another “FIRST” in the history of Lucban by Mayor Oli. Sports is everyone’s right. Mayor Oli’s goal is to develop athletes who are geared and trained to win medals in international competition and to produce citizen sportmen that participate in lifetime sports for physical fitness, for recreation and greater productivity.

To bring the government closer to the people, particularly to the grassroot level he initiated “Karaban ni Oli” to disperse the benefits and services of government to the countryside in terms of medicine, health equipment, agricultural machine, fertilizers, fingerlings and certified rice and fruit and vegetables seeds. The Karaban ni Oli has covered and reached out to all 32 barangays of the municipality in 10 days, a first and a record in the history of public administration in Lucban. Mayor Oli holds office at the Rizal Park (across Municipal Building) to accommodate more people, this is “People’s Day” held every Monday after the flag ceremonies. This is where and when people could directly avail themselves of immediate response and solution to their petty or serious problems. All heads of offices are also required to hold their offices there- outdoors. To complement the Local Government’s transparency “clearer” there is installed at the lobby of the Municipal Building a “Full Disclosure Board” whereon all departments should post their operational activities, programs and expenditures.

Despite the legacy in politics left by his grandfather who served as Mayor of the Municipality for 16 years and his uncle who served for nine years, Oli remains his own man. Mayor Oli at 34, was born on March 24, 1980 and baptized Celso Olivier Tiamson-Dator, in Lucban, Quezon, to the Late Engr. Celso Deveza-Dator and Christalyn Tiamson, a retired University Professor. He is married to Cel Gina Ariola-Salvacion, a nurse. They have four children.

Hon. Bernard Faustino La Madrid Dy City of Cauayan Province of Isabela

“Together we affirm, we are all Proud Cauayeños!” Mayor Bernard Faustino La Madrid Dy was born on May 30, 1979. He finished B.S. Business Administration Major in International Business at University of California Riverside and obtained a masteral degree in Organization Development from Southeast Asia Interdisciplinary Development Institute. He used to be the Vice-President of the University of Perpetual Help System-Isabela and an Executive Committee Member of UPH-Isabela Management Inc. He has also been an active advocate of the Junior Chamber International promoting positive global change where he served as the National President of JCI Philippines in 2011 and was elected as the Vice President of JCI International in 2013. His humble beginnings in public service had already enabled him to make a name as one of the most effective leaders of the generation. He was adjudged as the Youth Ambassador for Peace in 2014 and was named as the Manager of the Year and the person behind the achievement of Cauayan City being adjudged as the Best Holiday Destination and Top Hospitality Website, in the international contest Summit of Wellness, Health, and Tourism in Stresa, Italy. Now, he continues to live in the commitment of becoming an active and innovative leader with the vision of making Cauayan City the Ideal City of the North, truly making each one a Proud Cauayeño. 2014 has been a remarkable year for Cauayan City as it was the year of the brand new’s and the many first’s. It was able to level up from its humble beginnings through the dedication of our fellow workers in the public service, the enthusiasm among our partners in the private sector and other agencies, and the empowerment of the citizens. This growth will be the stepping stone in the realization of our commitment to make Cauayan City the Ideal City of the North.

Tourism

Cauayan” and the Bamboo Plant and Grow Project with the aim to plant bamboo propagules in barangays as a means to prevent flood, mitigate climate change, and to produce and harvest bamboo in order for Cauayan City be recognized as the core of the Bamboo Industry in Cagayan Valley. Moreover, we provided additional subsidy to our farmers, in cooperation with the Provincial Government and National Food Authority, to increase price of palay, thus enhancing the competitiveness of our farmers. In 2015, additional small water impounding projects will be implemented in order to fully achieve the long term sustainability of our agricultural system.

Year 2015 marks the 275th founding anniversary of Cauayan City. As part of this celebration, we are now developing an Eco-Tourism Park called the Hacienda San Luis which will be the tourist destination of Cauayan City. Attractions in this site include the City Museum which will showcase Cauayan City’s history, Gaddang culture and Tabacalera’s tobacco industry; a recreation area for sports activities; a Multi-Purpose Events Place, a souvenir shop and a horseback riding area. With these new amenities and activities, we will be able to enhance the potential of Cauayan City as a tourism haven in Region 2.

We are the first LGU in Cagayan Valley which has been certified with ISO 9001:2008 in Quality Management System. This certification embodies the commitment of the City Government to work in accordance with international and quality standards of public service. We are also the first to adopt the Public-Private Partnership Code which entices the business sector to be involved in the implementation of developmental projects. We also have partnerships with the different sectors including NGO’s and created sisterhood with other Asian countries as preparation for the ASEAN Economic Community as well as for the expansion of our network. We adopted the Regulatory Simplification which provides an express lane in acquiring business permit and tricycle franchise. We formally created the Bamboo, our official gazette with the aim of making our people more involved, interactive, and informed about all

One of the biggest events that happened in the history of Cauayan City was the opening of SM City Cauayan which was a full-packed celebration. The establishment of SM City Cauayan does not only open a venue for tourism and recreational activities but more importantly, it provided job opportunities for the citizens. The celebration of the 2014 Gawagaway-yan Festival, which marked our 13th cityhood anniversary, staged new attractions and new set of activities like the Cagayan River Cruise, the very first activity initiated to utilize the potential of the Cagayan River for recreation and water activities, Bangkarera and Creative Bangka Competition, and other extreme activities.

Agriculture

One of our thrusts rests in enhancing our bamboo industry. We inaugurated the Bamboo Propagation Activity entitled “Isang Kawani, Isang Kawayan Para sa Nagkakaisang

More importantly, we continue to work hand-in-hand with our barangay officials, together with the youth through the Federation of Student Government Council in the implementation of government policies, projects and programs.

Social Responsibility

Our innovations in local governance have enabled us to better fulfill our social responsibilities.

Education / Employment / Business

We distributed school supplies and school bags to elementary students in all barangays. The City Mobile Library has also been our partner in promoting literacy through its double decker facility of books and computers efficient for data gathering and research, not only for students but even for out-of-school youth. We have strengthened our educational assistance through our City Government Scholarship Program and participated in programs and projects of the Cauayan City Youth and Sports Development Council which promote and enhance the skills of our young athletes in the field of sports.

In terms of business and employment, we have created an Entrepreneurship Office to cater the entrepreneurs of Cauayan City. We supported the DOLE Livelihood Program, Negosyo sa Kariton where ambulant vendors were granted with negokartâ&#x20AC;&#x2122;s. We also implemented an amended Investment Code for an investor friendly and enticing business environment. We will collaborate with the DOST for the establishment of business incubator which will assist new business entrepreneurs in strengthening their business model and we will target to be the front liner LGU to be included in the first 100 centers to set up Go Negosyo Center as assistance to small and medium enterprises.

Health Care Services

We continue to support projects and programs pertaining to proper nutrition, sanitation, as well as citizen empowerment and active youth participation such as the breastfeeding, feeding programs, assistance to pregnant women, Batang Radyo sa Nutrisyon, and the distribution of slippers in different barangays. We have implemented a free movie viewing privilege for our senior citizens at SM City Cauayan. We also supported the Ligtas Tigdas Campaign and Anti-Polio vaccination where children were given free vaccines. We added ambulance service and built an additional rural health unit to accommodate the health needs of the people from other regions.

Peace and Order

The maintenance of peace and order in the city has now been strengthened with the establishment of the newly improved Bureau of Jail Management and Penology (BJMP) and Cauayan City Philippine National Police (PNP) headquarters equipped with new facilities. We adopted a systematic and computerized police clearance process. We also formed the SWAT and Special

Reaction Unit to monitor the security of our place. A new Bahay Pag-asa was also created to house our juvenile delinquents for rehabilitation. With respect to traffic flow, we adopted re-routing schemes and implemented a towing ordinance to manage and regulate the flow of vehicles in our streets.

Environment Sustainability

We took part in the planting of trees in different barangays as part of the National Greening Program Activity. In collaboration with the private sector, we participated in the adoption of an Estero Program to promote sustained rehabilitation and restoration of communal bodies of water and water ways for the preservation of natural resources and creation of a balanced ecosystem as a sufficient source of food.

Infrastructure

Road construction and widening projects are among our top priorities in terms of infrastructures. We have completed 25 road construction projects and installed streetlights and street names with concrete pedestal and deepwell units in resettlement areas. Initial talks and inspection have been conducted for the creation of a solar powered city hall and solar farm, which will be the first in the region.

Smarter City

Cauayan City is the first in Cagayan Valley to implement the DOST’s Juan Time, a campaign which aims to promote a synchronized Philippine Standard Time and to receive weather updates from DOST and the suggested retail prices of palay, rice, and corn from DTI for the information of our farmers

and business partners. We are also the first to implement the Cauayan City Identification System where residents of Cauayan City will be given an ID, recognized as a valid and government ID for purposes of identification and give the citizens priority access to assistance, privileges, and benefits granted by the City Government. We upgraded our official website into a more interactive, useful, and effective network which can be used not only for information dissemination but to utilize it for e-commerce where education, job and business opportunities in Cauayan City can be accessed as well as the downloadable forms needed by our constituents in their transactions with the City Government. Also, we are the first and only LGU in the region to have a mobile application for android and Iphone called the Cauayan City Connect, the fastest, easiest, and most convenient tool to navigate and experience Cauayan City with just one click wherever you are and whenever you want. This is the most efficient, instant, and effective tourist guide we can offer to our prospective visitors locally and around the world. We commit that Cauayan City will be the center hotspot for free access to Internet by increasing internet access, improve technological skills, and expand the use of information technology to provide better services and improve lives, thus make it a Smarter City. Behind all these accomplishments lies the challenge to all of us to sustain what has been started, to strengthen what we have achieved, and to advance our humble beginnings in order to become not only the city of the first’s and the brand new’s but the city of the best, which will enable us achieve of our vision of making Cauayan City the Ideal City of the North.

Immediately after winning his seat as the new Local Chief Executive of the Municipality of San Manuel, Isabela, Mayor Faustino Michael Carlos T. Dy III has demonstrated with utmost commitment, sincerity and integrity what a good Local Chief Executive can do and achieve in such a limited span of time of his governance. Envisioning an organization anchored on the principle of cooperation and synergism, he met with the Local Government Unit (LGU) officials and department heads where he briefed them with his development agenda and discussed his management objectives seeking their utmost support for the realization of his vision for his town. Financial status, operational concerns and problems where threshed out and reorganization of special bodies has been done in order for them to have a smooth internal working relationship under his administration. Knowing the significant roles of Non-Government Organizations and Non-Government Agencies, Mayor Dy convened with Barangay Leaders, Senior Citizens Association, Market Vendors Association, and others. He personally visited the different barangays to see for himself their needs and to know what actions he can do to improve their roads, bridges, school buildings, barangay facilities, irrigation, and electrical services. Visualizing the vital relationship of sports and health promotion, he sponsored the First Mayor Bike for a Cause where the proceeds were utilized in the Feeding Program of the Day Care pupils. Several projects had been undertaken and accomplished immediately after his assumption of office. Five (5) classroom buildings had been constructed through the help of the Federation of Filipino Chamber of Commerce and Industry. He extended

financial assistance for livelihood programs, rehabilitation of the Community Center, graveling of farm to market roads (barangay roads), and purchased two (2) units of van and four (4) units motorcycle for use of the municipal employees and officials as service to remote areas and for peace and order monitoring. He initiated the installation of jetmatic water pumps in the different barangays, purchased orbit fans for elementary schools and a unit of fogging machine to counter the dreaded dengue mosquitoes. Several bags of cement, paints, ply woods, lumber, and fluorescent lamps were also given to schools and barangays. Mayor Dy has likewise embarked on matters of Social Concerns like health and sanitation, intensified tax collection through house to house campaign, and fund drives like solicitation of financial assistance from outside sources to finance various important projects. ACCOMPLISHMENTS OF THE LCE Political Aspect

Inspite of the economic crisis, the Local Government Unit of San Manuel, Isabela, through the leadership of Hon. Mayor Faustino Michael Carlos T. Dy III, manages to deliver quality services to people. He empowers Municipal Officials, Barangay Officials and Employees by sending them to attend trainings and seminars that upgrade their capabilities in building a nation and to become more responsive to the needs of the people.

Social Aspect

Hon. Mayor Faustino Michael Carlos T. Dy III knows that education plays a vital role in the development of the youth. It molds their minds in order to become useful citizens participative in nation building. With this, the mayor had rehabilitated old school building and constructed new ones. He also granted scholarship to poor but deserving students. Peace and order situation of the municipality remained peaceful. This can be attributed to the good relationship among civilian authorities, military, PNP, and the citizenry of the town. Skills training enhancement was conducted and attended by Barangay Tanods and year round conduct of Information Dissemination to different barangays. One of the LCE’s primordial concerns is the uplifting of municipality’s health condition. Vitamins were distributed to children ages 9-59 months old; and to pregnant and mothers in order to minimize the occurrence of malnutrition within the municipality. He spearheaded the conduct of medical and dental missions, blood typing, ECG, FBS and approved Philhealth Accreditation. Also, he provided the eyeglasses to folks after being examined by an Ophthalmologist during the mission. He likewise purchased 24 pregnant heifers for the milk production project.

Infrastructure Aspect

San Manuel, Isabela is moving onward to progress. Various developmental evidences could be seen – earth roads were graveled, more roads were concreted, with full awareness to the maintenance of all weather farm to market roads, Rural Health Centers were constructed, Community Centers were rehabilitated, MENRO Office, Municipal Cooperative Office and Municipal Disaster Risk Reduction Office were provided, Senior Citizens’ building was expanded, new school buildings were erected, and the children’s park was built. Expansion of the Municipal Health Center with birthing place and birthing instrument was also undertaken. For a growing municipality, San Manuel has an overall expenses of at least Fifty Four Million One Hundred Eighty Six Thousand Eighty Four Pesos (P54,186,084.00) cost of infra projects alone for 2014. More infrastructures are on-going to date.

Disaster Risk Reduction and Management Aspect

LGU San Manuel, thru Executive Order No. 09-2011, organized the composition of the Municipal Disaster Risk Reduction and Management Council, and Executive Order No. 10-2011 organized the Municipal Disaster Risk Reduction and Management Office and Officer. Municipal Disaster risk Reduction and Management Plan was also made. The LCE has likewise organized the San Manuel Action Rescue Team (SMART) 888 to rescue and protect lives and properties during disasters.

Environmental Aspect

Waste is not a major problem in the municipality but the Mayor still purchased one (1) unit garbage truck and distributed 17 mobile trash bins to all barangays in conjunction to the waste management system or waste segregation program of the municipality.

Tourism Development Plan

The success of every endeavour depends on the cooperation of all stakeholders; having common goals and moving on the same direction. With this in mind, the Local Government Unit under Mayor Nap Administration consulted the beach resort owners in drafting the Municipality’s Tourism Development Plan and continues to hold dialogues with them to ensure the implementation of the same. It is also through his initiative that the Municipal Tourism Council was revived and revitalized. Through this initiative, the “Laruk – Laruk (Pinipig) Festival”, a brainchild of the Uacon Cove Resorts and Residents Association was recently adopted by the Sangguniang Bayan as the Official Municipal Festival. Endowed with nature’s beauty, Candelaria is home to the 112 hectare Uacon Lake, the six- time winner of the Cleanest Inland Body of Water for the whole of Central Luzon. Surrounded by lush mangrove forest, the lake teems with talakitok, groupers, milkfish, shrimps, and crabs. At night, the

twinkling lights of fishing boats illuminates the calm waters of the lake as fishing enthusiasts try their luck to catch some of the different species of marine life that call Uacon Lake as their home. Situated in the eastern side of the famous Uacon Lake is a small islet surrounded by mangroves and home to different species of migrating birds. Hon. Joseph Ejercito Estrada City of Manila NCR

Joseph Marcelo Ejercito Estrada was born on April 19, 1937, in Tondo, Manila. His parents, Engr. Emilio Ejercito and Maria Marcelo, moved to San Juan where he grew up. Recently he moved to Manila where he continues to reside to this day. His primary education was obtained at the Jesuit-run Ateneo de Manila University. He later took up an Engineering course at the Mapua Institute of Technology. In his early twenties, he became a movie actor by accident but later proved himself to be an accomplished thespian, starring in a string of well-received films that earned him the title of a living legend in local filmdom. More popularly known as Erap, he is a five-time Best Actor awardee – a feat he repeated by winning the Best Picture award an equal number of times. This earned him a rare place in the FAMAS Hall of Fame in 1981 and 1984, respectively. He entered politics in 1967, was elected and re-elected mayor of the Municipality (now City) of San Juan which he served with dedication and distinction for more than 16 continuous years. Unfortunately, he was one of hundreds of local officials who were asked to step down in the aftermath of the 1986 EDSA revolution. When he left his post, the San Juan Municipal treasury registered P24-million in savings. In 1972, he was selected as one of the Ten Outstanding Young Men (TOYM) in Public Administration by the Philippine Jaycees. He was also voted Outstanding Mayor and foremost Nationalist by the InterProvincial Information Service in 1971 and awarded the coveted title, “Most Outstanding Metro Manila Mayor,” the following year by the Philippine Princeton Poll.

His administration of San Juan was marked by unequaled accomplishments in infrastructure development. He was also the first mayor to computerize assessment of the Real Estate Tax in the Municipal Assessor’s Office. For the movie industry, he established the Movie Workers Welfare Foundation (MOWELFUND), Inc. which has now become a robust organization that provides industry workers with financial and professional assistance. His efforts to upgrade and professionalize the film industry have resulted in substantial benefits to all movie personnel, from directors and actors down to the lowest crewmen.

He is the Founder and President of the ERAP Para sa Mahirap Foundation, a foundation that offers scholarship assistance to poor but deserving college students. Through the foundation’s educational grants, more than a thousand students have since earned a college degree. He also established the San Juan Progress Foundation, the San Juan Police and Fire Trust Fund and the Friends of Joseph Estrada, which offers free burial assistance for the poor folks of San Juan. In 1987, he set his sights on a Senate run and handily garnered a seat. He was appointed Chairman of the Committee on Public Works. He was Vice-Chairman of the Committees on Health, Natural Resources and Ecology and Urban Planning. In the Senate, Joseph Ejercito Estrada was credited with the passage of, among other major pieces of legislation, the bills on irrigation project and the protection and propagation of carabaos, the beast of burden in the rural areas. As a senator, he was one of the so-called “Magnificent 12” who voted to terminate the RP-US Military Bases Agreement leading to the withdrawal of American servicemen from the Clark Air Base in Pampanga and the Subic Naval Base in Zambales. In 1989, the Free Press cited him as one of the Three Outstanding Senators of the Year. He was conferred the degree of Doctor of Humanities, Honoris Causa by the Bicol University in April 1997, and the University of Pangasinan in 1990.

Joseph Ejercito Estrada, who won as Vice-President in 1992 under a mixed ticket, was also designated as Presidential Adviser on Crime Prevention and Law Enforcement with a Cabinet rank and served concurrently as Chairman of the Presidential Anti-Crime Commission (PACC). AS PACC chairman, he was a member of the National Security Council.

Committed to cleaning the bureaucracy of undesirable elements, he ordered the immediate relief of corrupt officials in the military and police hierarchy. He ordered a wide-ranging investigation of all government contracts entered into by the previous administration to ensure these were above-board and directly advantageous to the citizenry.

The notable accomplishments of the PACC against kidnappers and bank robbers, together with “hoodlums in uniform,” “hoodlums in robes” and illegal recruiters, earned for Chairman Estrada a performance rating of 85 percent in public opinion polls.

He ordered the investigation of suspected big-time tax evaders even if some of these individuals had contributed to his presidential campaign.

He funded the Philippine Drug Abuse Resistance Education (PhilDARE) Program on August 24, 1993, to address the growing problem of drug abuse among the youth. His role in establishing peace and order, however, was cut short by the issuance of Executive Order No. 221 in January 1995, which clipped the PACC’s operational control over its task forces. He resigned as PACC chairman on June 4, 1997. He reached the pinnacle of his political career when he was elected President of the Republic in the May 11, 1998 national elections. With almost 11-million Filipinos writing his name on the ballot, his margin of victory was the biggest ever registered in Philippine electoral history. Speaking before millions gathered at his inaugural address in Manila, the newly-elected chief executive said his presidency would serve the Filipino masses whose welfare had long been neglected. A line from his speech, “Walang kaibigan, walang kumpare, walang kamag-anak,” was a stern warning against anyone who would attempt to undermine his administration with influence-peddling. Determined to bring his pro-poor platform to every facet of the government’s operations, he immediately ordered the removal of all sovereign guarantees on contracts for public projects which would require the sovereign Filipino people to assume the financial losses of private companies doing business with the government. Records will show that until January 20, 2001, he did not sign a single government contract with a sovereign guarantee.

His pro-poor program of government bore fruit in less than two years, with a significant improvement in the country’s peace and order situation. This likewise elicited a proportionate rise in the approval rating of the Philippine National Police. The Estrada administration undertook an aggressive housing program on a national basis, targeting low-cost homes for the poor. Agriculture received greater priority, while the national government likewise took steps to bring down the cost of medicine. Foreign investments grew exponentially, benefiting greatly from the unsullied and esteemed reputation of the best and the brightest chosen to be part of his Cabinet, and even more from his reputation as a strongly nationalistic yet progressive president. The painfully humiliating nature of his arrest sparked massive indignation from his millions of supporters, many of whom converged at the EDSA Shrine to demand his release and reinstatement. On the eve of May 1, 2001, a fraction of the estimated three-million who gathered in EDSA marched to Malacanang to bring their case before Mrs. Arroyo but were met with brutal police and military force.

From June to July of 2008, Estrada’s civic calendar had him bringing humanitarian and relief missions to several provinces severely affected by torrential rains and floods spawned by typhoon Frank. Together with well-meaning friends and associates, Estrada toured devastated barangays and communities in the Panay peninsula – including Iloilo, Aklan, and more recently Romblon – to distribute relief packs of rice, medicines, and canned goods. His visits included meetings with local officials to determine how best to assist these communities in the long-haul goal of rising from the ruins.

A long-drawn out trial before the Sandiganbayan special division gave his defense panel the opportunity to map out in unequivocal terms the inconsistencies and impossibilities inherent in the plunder charges filed against him, primarily on the strength of the false witness’s testimony. In candid moments, however, he acknowledged the improbability of obtaining a fair verdict from a “kangaroo court” which was widely believed to have been created for the sole purpose of ensuring his conviction. Continuing the legacy of his father Honorato Valmadrid Galvez who served as Mayor of San Ildefonso, Bulacan from 1988 to 1998 and living the morals inculcated into his heart by his mother Estrella Jimenez Galvez, Honorable Gerald Jimenez Galvez, a conscientious mayor since he was elected in 2013, has been leading his townsfolk towards a peaceful and progressive San Ildefonso. Mayor Gerald, as he is fondly called by his constituents, was born on March 26, 1979 at Mary Chiles General Hospital in Sampaloc, Manila but was reared in San Ildefonso. His inquisitive young mind was nourished at Saint Paul School in San Ildefonso where he finished his elementary and secondary education in 1992 and 1996 respectively. He obtained his Bachelor of Science in Commerce major in Marketing Management degree at San Beda College in 2000. Being a true-blue Bulakenyo whose dream is for the prosperity of his beloved San Ildefonso, Mayor Gerald became active in joining socio-civic organizations like the Knights of Columbus where he became a member in 2003. San Ildefonso through the Samahan Ng Manggagawang Bukid ng Sumandig with fifty (50) farm family members working in the fields as rice harvesters, transplanters, sprayermen and farm laborers had availed various farm machineries to provide farm services. Mayor Gerald advocates organic farming program. Since San Ildefonso has been noted as the vegetable basket of Bulacan, he said that it is essential to actively promote the organic way of vegetable production in the municipality.

Also, Mayor Gerald supports the food sufficiency production program of the municipality, i.e. from crop production, livestock and poultry and fishery development program. He provides various skills and technology trainings to farmers that are essential in improving their present productivity and profitability.

He tries to bring government closer to the people that is why he initiates and launches “Barangay Dalaw” where he will be visiting the 36 barangays of the municipality to attend to their problems, concerns and needs. He said, “going to the barangays and meeting my constituents are my passion and commitment because I want to reach out and bring out the best possible services I can offer to them.” Feeding program for the children, free medical and dental check-up, medicines and vitamins, and free registration of birth certificates are incorporated here. Also, Social Case Study Reports and Identification Cards for Senior Citizens, Solo Parents and Persons with Disability are provided in the said Barangay Dalaw. He noted that beyond expectations, this project touches more lives, hears more voices and sees more people demanding for the services he can provide to the people he serves. Initially, he provides Nego-Carts to individuals, mostly women, who are engaged in “kakanin vending” in support to their families. Aside from this project, under the SEA-K Program of the Department of Social Welfare and Development Office, Mayor Gerald assures that the capital assistance from this program goes to the deserving beneficiaries of the municipality. He stressed out that through reaching out and extending arms with these people, poverty can be reduced because they are now generating income from the assistance they have received.

Because of his love and care for the children, he launched the “Libreng Gamit, Talino anG Kapalit Project” for the Day Care pupils. A total of 1,850 pupils have been provided with school bags full of school supplies and umbrellas for the school year 2014-2015. He said that this project will be continued as long as he sees children having simple dreams. These children serve as his inspiration and motivation. One of his top priorities is to promote the welfare of every family especially the children. Mayor Gerald, in his sincere effort, has continuously managed to have programs and activities for them such as Mass Baptism, benefiting 153 children who received the sacrament in 2014, Mass Wedding every December 29 of each year (eight seven couples and 125 couples were declared officially as husbands and wives in 2013 and 2014 respectively), Mobile Registration to far flung barangays and Gift Giving to mother and child as rewards for early birth registration of the newborn (150 gifts were distributed in 2014). He initiates Bloodletting Projects to collect blood to answer blood shortages which is needed during medical emergencies. The Local Government Unit (LGU), the 4th municipality in Bulacan organized a Municipal Blood Council, is consistently conducting bloodletting activities in coordination with Government Organizations (GOs) and Non Government Organizations (NGOs). Consequently, because of its unwavering support it has provided, the LGU is recognized as an Outstanding Local Government Unit in National Voluntary Blood Service. Meanwhile, in order to promulgate his advocacy, Mayor Gerald reflects to a “Fun Run 2014- Run for a Baby” as a promotional activity to support and increase awareness on Newborn Screening in order to prevent infant mortality. He reiterated that running is more than just a personal health achievement; it became a community fun activity and social gathering. Another project which is first in Bulacan is a Free Insurance for barangay officials and tanod in the municipality of San Ildefonso. His catchphrase “Ang Lingkod Barangay na NakasiGuro, Kapanatagan ng Pamilya Garantisado” aims to provide protection and security to 1,080 insured members and their beneficiaries.

Mayor Sophia Grandeza Palacio, M.D. is the first lady Mayor of Calatagan, a second class municipality located in the southernwestmost part of the Province of Batangas. She was elected Mayor in the 2007 Elections and had her baptism of fire as Local Chief Executive in the noon of June 30, 2007. Mayor Palacio is not new in the field of public service. For eighteen (18) long years, she served as Municipal Health Officer in the Rural Health Unit of Calatagan, Batangas. She headed several women organizationsâ&#x20AC;&#x201D;Calatagan Womenâ&#x20AC;&#x2122;s Organization and Calatagan Health Workers Cooperative to name a few. As such, the Rural Health Center where she is on the lead was recognized as Sentrong Sigla Awardee and was accredited by Philhealth. From September 1988 to March 1989, she was a resident physician at the Metropolitan Hospital-Manila where she also had her medical internship from June 1987 to March 1988. Mayor Palacio is married with seven children namely; Princess Charmaine, Fatima Juliana, Czarina Patricia, Pedro IV, Peter Elwin, Peter Oliver Jr., and Juan Miguel.

It is Mayor Palacio’s proof of her untiring effort of soliciting funds for the realization of the project; a project truly indebted to Former Senator Miguel Zubiri, Senator Ralph G. Perhaps the most notable accomplishment remarkable during Mayor Palacio’s administration is for Calatagan to have received the Seal of Good Housekeeping Award in 2012. The honor conferred by the seal shows that the town has an above benchmark performance in internal housekeeping. It means that the administration accords primacy to fiscal management, transparency and accountability. The local government unit’s performance, as ascertained in the assessment tool designed and administered by the Department of the Interior and the Local Government, the Local Government Performance Management System (LGPMS), yields positive results. For the last four years, it has improved well and garnered the numerical ratings of 4.16, 4.42, 4.33 and 4.51 for the years 2010, 2011, 2012 and 2013, respectively, which have an adjectival rating of high. The rating was attributed from the five performance areas namely administrative governance, social governance, economic governance, environmental governance and valuing fundamentals of governance. Its new offerings under Mayor Palacio’s administration, the TB DOTS, Calatagan Animal Bite Center, modern laboratory services and Philhealth Para sa Masa Program are some of the vital programs which proved helpful to the people. The Rural Health Unit has also improved when it comes to facilities; the same has been renovated so as to give the patients a center suited for their conditions.

For the years of her service, Mayor Palacio has worked hand in hand with the Members of the Sangguniang Bayan, aided by the hardworking employees in the implementation of various projects, programs and activities set forth in the LGU’s plan and agenda. Cooperation and unity among leaders yielded positive results; thus, the increase in income thereby producing more projects to the delight of the townspeople.

Realizing that the natural resources of Calatagan are town’s treasures, utmost care in the preservation and improvement is done through the help of concerned agencies and volunteer organizations. These virtues have been well manifested in her personal and social life, easily convincing her people to put her in the world of government service. Her 8 years of marriage to Engr. Ian T. Palicpic and her son Kian Maximus P. Palicpic, did not in any way hinder her from efficiently performing her duties.

Approved ordinances include, the enactment of the Gender & Development Code, Assistance to Women where she strongly campaigned for their rights and the protection, in especially difficult circumstances. Equipped with an Educational track record of achievements, and scholastic background which she has painstakingly earned in school, plus a number of trainings namely, as delegate and scholar in URBAN SUSTAINABLE MANAGEMENT in the whole of Asia, held in Korea, last August, 2010, convinced her that understanding the application of these foundation and skills will propel her to higher heights as a public servant. In August, 2014, the Alumni Chapter of her Alma Mater, Sacred Heart College, conferred to her the title, CORDIAN ALUMNI ACHIEVER AWARDEE in the Field of Government Service.

Her position as Secretary to the VicePresident & Technical Services Manager, at the well-renowned Team Energy Corporation , in Barangay Polo, Pagbilao, Quezon, and as Board Secretary of Kapit-Bisig Ugnayan Multi-Purpose Cooperative, Mirant Power Plant Corporation, gave her the groundwork to achieve the work discipline and social character required in winning the hearts of people and exercising wise discernment in leadership. Utilizing all these qualities and personal character, she has earned for herself the well-deserved title, "BEST PERFORMING LADY LEGISLATOR" in the field of Social Service, in the year 2012. In addition to this, she became one of the Board of Directors of the Philippine Councilors’ League, Quezon Chapter in 2010 to 2013, was chosen as a Representative of Region 4-A of the National Movement of Young Legislators, Quezon Chapter, in 2010 to 2013. - To concretize and realize her genuine intentions for P.O.W.E.R.S. her Poverty Alleviation Strategies, commenced with a dialogue with farmers and fishermen to check on their situation and assess their needs, and to properly situate how assistance can be worked out by the local government. A training program on the latest methods that will result to progressive harvest, for some 82 farmers in 5 barangays was conducted. As an offshoot to this, farmers were greatly benefited by buying agricultural products at a price very much lower than the commercial prices tagged in the town. This would mean therefore, that from a low capital expense, a higher income rate for their families is expected, allowing them to fight poverty, augment the lack in family expenses, thereby, sufficiently meeting their family’s basic needs. In addition, Post Harvest Equipment intended to assist farmers in hastening their harvest, was also part of the mandate. A "Farmers’ Field School" has been conceptualized as capacity enhancement for this sector, campaigning for the protection of the sea from illegal fishermen.

Most Outstanding Mayor Award 2015 free Philhealth benefit and Be Monc, a Maternity program for women, give the citizens the assurance of her W. Wellness & Health, Sanitation program. To address its Human Ecological Management Program, Nutrition rate reports of a number of lesser malnourished children to date, as compared with the past years. This reflects a healthier young generation as expected. Likewise, her provision for toilet bowls project, records show that completion concerns, has now dipped by 11%, leaving the town less worried with ecological problems.

- For her Education & Environmental Protection Program, priority lies in the construction of 30 classrooms, 19 toilets and distribution of school equipments. Likewise, the provision of 2033 school uniforms, 4887 school bags, 2002 elementary chairs, 500 kindergarten chairs and books were materialized. Scholarship Offerings to High School and College students is also part of the program. To date, some 87 College students and 14 High School students are enjoying the scholarship grant. To motivate schools in encouraging students to give special preference for healthy foods, an Incentive activity was launched, called the "Best Performing Kitchen Garden." - Under Reformation of the Youth & Reforestation Program, in consonance with the Disaster Management Program and Approach, a consistent identification of landslide and flood prone areas in the town, is always a priority program, utilizing the Mines and Geosciences Bureau Hazard Map of the DENR. In view of this, the Mayor has continually supported the Tree Planting Activity in the town. A survival rate of 80% of all trees planted is kept on record in some 4 Barangays. - In answer to her Social Services, Safety, Peace & Order Program, a budget intended for Senior Citizens’ Assistance has been allocated for their needs. Its office has been equipped with television sets, learning and reading materials to serve their needs. Likewise, financial assistance to answer family members’ hospitalization expenses were shouldered under this program. Rehabilitative equipment for PWD’s were also distributed in the form of wheelchairs, "saklay", "tungkod," walker and hearing aids. Day Care Centers in different barangays were provided with playground materials. The Search for Natatanging Pamilyang Pagbilaoin has encouraged families to become role models in their community. “Serving the people with passion” "PASSIONATE" That was how a subordinate described EDGARDO D. PAMINTUAN when she saw, in a private and unguarded moment after the 2010 polls, how the newly-elected Mayor of Angeles City expressed his dream for a renewed urban development and a more effective delivery of basic services to its populace. There was no audience around to impress, no sycophants to feed with meaningless rhetoric. And yet, in the midst of political victory, his conviction of hope and change remained genuine. Spurred by his old battlecry, "Agyu Tamu!" and his new aphorism, "Abe-abe, Saupsaup," Mayor Ed has re-entered the arena of local public service with a clear vision of what he wants to achieve and how he wants it done. Pamintuan, EdPam to his friends, was born on February 23, 1949 in Angeles City, and raised up in a conservative middle class environment, his father being a former City Vice-Mayor who was undefeated for 33 years. The social turmoil of the late 60’s was the milieu that was prevailing when Pamintuan was a journalism student at the University of Santo Tomas. He Ed joined a progressive youth organization and immediately involved himself in the championing of student rights and exposing the ills of society. After briefly joining the underground and after he was also briefly incarcerated, Pamintuan studied Law at San Beda and after passing the Bar, he chose to become a human rights lawyer and became a member of the Movement of Attorneys for Brotherhood, Integrity and Nationalism, Inc. (MABINI), fighting the dictatorship in the courtrooms and in the streets alongside human rights giants and fellow Mabini members Jose "Pepe" Diokno, Lorenzo Tañada, Joker Arroyo, and Rene Saguisag.

The People Power Revolution of 1986 transformed EdPam from a cause-oriented crusader to a public official. In 1988, he ran and was elected vice mayor of Angeles City amidst protestations by other activists leaders who were against his entering the "parliamentary struggle." The eruption of Mt. Pinatubo in 1991 Pinatubo was a major turning point for Pamintuan. The catastrophic volcanic eruption has reduced Angeles City to rubble and dust, putting his leadership under severe test and challenge. The mayor of the city fled, and Pamintuan was left to oversee the rehabilitation of the city. Against tremendous odds, Pamintuan stood his ground. He mustered all his organizing and mobilization skills to rally the Angelenos, using even rock and roll, to rise up from the ashes. "Agyu tamu!" (We can do it!), he hollered and the Angelenos responded to his cry. That was also the time when the Americans hastily abandoned Clark Air Base, which has been a major economic driver for the city. A "double-whammy," it was called. Because he was there when the people needed him, the Angelenos overwhelmingly elected Pamintuan as mayor the following year. Immediately he put in place a three-point program that led not only to the rehabilitation but also rebound of Angeles City after only three years. By 1995, Angeles City was in a better state than it was when Pinatubo was still dormant and the American GIs at Clark were having their heydays. Pamintuan served two consecutive terms, and during his watch Angeles City became the recipient of awards in employment generation, environmental protection, law enforcement, childrenâ&#x20AC;&#x2122;s protection, cooperatives, sports and health, notwithstanding the continuing devastation caused by seemingly unending lahar onslaughts.

His "Pala mo, Buhay Mo" Program gathered more than 20,000 volunteer-AngeleĂąos who laid sandbags along the Abacan River in order to protect the communities along the river banks against the onslaught of lahar. Although the sandbags were later swept away by rampaging lahar in a manner of minutes, the spectacle of tens of thousands of people helping each other, however ill-fated, drew the attention and admiration of the Jaycees International, giving Pamintuan an international citation. As an activist and even as vice mayor, Pamintuan was against the presence of foreign military bases in the country. He argued then that the bases, if converted to non-military purposes, could be more economically beneficial to the country than the rent being paid by the US for its bases in Clark in Pampanga and Subic in Zambales. Seeing the potentials of the former Clark Air Force Base as an economic driver, Pamintuan led the Move Clark Now Movement a convenor, advocating for the economic conversion of the baselands and wa chairman of the Metro Clark Advisory Council-Clark Development Corporation. In 1998, Pamintuan ran for Congress but lost. However, his innate ability to get things done was not lost on President Gloria Macapagal-Arroyo. From 2001 to 2004, EdPam was appointed as General Manager of the National Housing Authority. In 2002, President Arroyo named him as Board Member of the North Rail-Bases Conversion Development Authority (BCDA). Two years later, he was appointed Presidential Adviser for External Affairs, a post with the rank of cabinet secretary. In February of 2006, he was appointed as chair of the Subic Clark Alliance for Development Council (SCADC). Six months later, recognizing his skills in enabling those who work with him, the President appointed him Development Champion of the Urban Luzon Beltway (ULB) Super Region. Seeing the need to pump-prime the construction of the railroad going from Metro Manila to Clark, she once again went to his go-to guy: Secretary Pamintuan was

named chairman of the Northrail Corporation. Finally, in several crucial events of national significance, President Arroyo designated him to head the Cabinet Crisis Management Committee. In recognition of his faithful government service, Pres. Arroyo conferred upon Pamintuan the Order of Lakandula, with the rank of Grand Cross (Bayani), the first Angeleño to be so recognized with one of the highest honors given by the Republic of the Philippines, and given to "a Filipino or foreign citizen who has demonstrated by his life and deeds a dedication to the welfare of society; and whose life is worthy of emulation by the Filipino people." (Section 5, II of the Honors Code of the Philippines {EO 236, s. 2003}). His recognition, however, was not limited in the Philippines. He was recently chosen to be one of the Twenty Outstanding Filipinos Abroad (TOFA) for 2010 during their 20th Awarding Ceremony in Washington DC, USA. In 2010, Pamintuan again ran for mayor of Angeles City on the basis of an eight-point platform that he formulated as Contract with Angelenos. He was probably the first would-be local official who executed a social contract with the people even before he was elected. He won handily against the incumbent mayor who came from a prominent political family that has been dominant in Angeles City since the post-war years. Anchored on his 8-point Agenda which is summarized under his campaign slogan, AGYU TAMU, Mayor Ed Pamintuan immediately moved to uplift and improve the quality of life of his constituents in Angeles City. He gave priority to education, establishing the city-run City College of Angeles, extending quality but affordable college education to the young people of Angeles. The college provides better opportunities thru skills training, capacity development and value formation that will make them easily employable after 2-4 years of college education. The City College of Angeles started with almost 400 students in 2012. For the school-year 2013-2014, it has increased its enrolment to almost 1,500 students, taking various college courses in Information Technology, Hotel and Restaurant Management, Tourism and other market driven courses.

Another priority is Health. As part of his campaign promises, he established the Renal Care Unit of the Ospital ning Angeles, a first among local governments. The Angeles dialysis center has more dialysis machines than the Philippine Kidney Institute and Philippine General Hospital combined. With more than 400 regular patients receiving more than 27,000 treatments since it started operation in 2011, the RCU continues to provide affordable and life saving treatments and services to indigent Angeleños suffering with renal care problems. Millions of pesos were also infused to the rehabilitation, repair, improvement and expansion of the Ospital ning Angeles, the city’s general hospital. Just recently, Pamintuan was able to acquire new equipment from the United States for the Ospital ning Angeles’ Annex building, specifically for its cardiac center. Soon, citizens of Angeles will be able to avail of low cost treatments for any cardiac-related health conditions. Thousands of Angeleños have also benefitted from the free surgical services provided by the city government through its MEDIKALINGA Program. Free surgical operations, including cyst, warts, hernia, myoma and other medical procedures were extended to indigent Angeleños. As of today, over 500 patients have been operated on to remove cataracts, free of charge. Aside from consistenly being cited by the Department of Interior and Local Government for good governance, Pamintuan was named among the Top Ten World Mayors in 2012 by the London-based City Mayors Foundation, capping numerous other awards in only his first term of office after coming back to local politics. IN 2013, Pamintuan sought re-election and won over another Pampanga political giant, Carmelo "Tarzan" Lazation. Immediately, he boldly moved to bolster the efforts of the city toward economic growth, updating Tax Ordinance Number 63 – Series of 2013, which is an "Ordinance Approving the Schedule of Fair Market Values and Assessment Levels of Real Estate Properties Located in the City Angeles," despite stiff opposition from the city’s propertied gentry.

Most Outstanding Mayor Award 2015 Before the 2013 revision, the city's Schedule of Market Values on RPT was last updated in 1995, almost five years after the eruption of Mt. Pinatubo in 1991. Pamintuan explained the need for the city to update its SMV, despite protests from the business sector, "We have to accept that with all the developments the city has today, it is quite unfair to value the city's assets the same way on how we value it when we were deserted by lahar during the Mt. Pinatubo eruption," he said. Angeles City is setting its sights toward a "zero waste city", now establishing materials recovery facilities (MRF) in several villages – an unprecedented development for Angeles. The city also is ever active in its aim to plant 1 million trees to combat climate change. Headed by Task Force One Million Trees, a total of 209,538 trees have been planted around the city for the past 2 years. The task force achieved this with the cooperation of various non-government organizations, public groups and private partners in the city. Urban greening projects have also been initiated in 6 villages, 5 private subdivisions and several public schools in the city. Because of his achievements, the mayor was invited to various international conferences where he was asked to share Angeles City’s success story. Last March, Pamintuan attended a forum with the theme "Resilience in Secondary Cities" at the Lee Kwan Yew School of Public Policy in Singapore, where 40 mayors from Vietnam, Thailand, Indonesia and the Philippines tackled topics ranging from urban resilience to disaster management. In May, the mayor attended the World Cities Summit Mayors Forum WCSMF, an invitation-only event, which is one of the largest and most important gatherings of the world’s city leaders, where real solutions to pressing urban challenges are exchanged. Pamintuan was one of 12 Filipino mayors who were invited to attend the assembly. Then, in late 2014, Pamintuan was invited by the Asian Development Bank in its South-South city Leaders Forum, which is a gathering of more than 50 mayors, governors and leaders from South Asia. He was the only local chief executive from the Philippines invited to attend the gathering, where he presented Angeles as an "inclusive city". According to Pamintuan, the primary factor which creates "inclusivity" in Angeles is education, specifically done through the City College of Angeles where the poor but deserving are considered and included for the city’s growth. Mayor Pamintuan also looks to spur massive economic growth in the city this 2015, as he looks forward to the utilization of a Geographic Information System, the successful implementation of an updated Schedule of Market Values for real property tax, more efficient government spending and less dependency on the national government’s Internal Revenue Allotment (IRA) for LGUs.

A mayor requires intrinsic abilities that will allow him to help the community he leads.

Although good intentions are laudable, a good, honest mayor knows that there are more people involved in the decision-making process. Thus, making promises on issues over which he has no control will only disillusion the people he leads. While management is the ability to move others from Point A to Point B, leadership is knowing where Point B is located. The mayor is the one who provides direction to the community.The best mayors should exhibit a vision for the future and should be able to sell that vision to the public. He or she serves as the executive officer of a city. As the city’s chief administrator and official representative, the mayor is responsible for the general management of the city and for seeing that all laws and ordinances are enforced. Administrative duties include the appointments, with council approval, of department heads

and persons serving on advisory boards. As executive officer, the mayor administers oaths and signs all motions, resolutions and ordinances passed by city council. The mayor also serves a legislative function, presiding over city council with voting privileges. The Mayor is responsible for advising council of the city’s financial condition and presents to council an annual budget for approval. Mayor Reynaldo “Aldong” Ozamiz Parojinog Sr. has received multiple awards from regional government agencies as well as from the national level. As of this publication he receives yet another award for the Most Outstanding Mayor by SMI for 2014. This includes the entire watershed areas that have served as the water source for several tributary rivers flowing not only in his area of responsibility but to the entire province of Zamboanga del Norte as well as Zamboanga del Sur. As the steward of the “Ozamiznons” Mayor Aldong has led the drive towards the urban and rural greening projects thru massive planting of Banyan trees along river banks of the City’s major river. This project secures the prevention of overflowing and flooding during heavy rains. The protection of the entire city from flooding does not only secure the commerce of the area but the loss of lives. Ozamiz City Mayor Aldong is more than just a Local Chief Executive to the Ozamiznons. He is more like a brother to the people especially the poor and unfortunate, helping those in dire need be it for tuition fees or to lend a helping hand to those in need. SMI hereby validates the performance of Mayor Aldong and has bestowed the Award for Most Outstanding Mayor.

Ozamiz City is been bestowed the Seal of Good Housekeeping for 2011, a recipient of the 2012 “Gawad Pamana ng Lahi” by the Department of the Interior and Local Government, and in 2013 the National awardee in Nutrition dubbed as Nutrition Honor Award (NHA). NHA is the highest recognition bestowed to Local Government Units who have successfully captured the “Consistent Regional Outstanding Winner in Nutrition” awarded (CROWN) for a consecutive six years. In 2006, Mayor Aldong has successfully relocated some 190 families living from the Cotta area near the gates of the Philippine Ports Authority to the City’s relocation site called “Bag-ong Ozamiznon-Gawad Kalinga Village” site at barangay Bongbong. From the shanties to a life of dignity is how Mayor Aldong views this project. Mayor Aldong is the first City Mayor of Ozamiz who has completed a-nine term having been successfully reelected into the mayor-ship in 2013 by a landslide victory. In July to December 2013, Mayor Parojinog lead the City Police in the crackdown of illegal drugs in Ozamiz City that resulted to the successful arrest of more than 70 persons with the successful confiscation of several grams of Methamphetamine or shabu and over 120 video “karera” machines. This is an unrelenting effort that will be sustaining.

Hon. Meynardo A. Sabili City of Lipa Province of Batangas

When Mayor Meynard A. Sabili set foot at the Lipa City Hall on July, 2010, his life has never been the same again. From his regular business meetings with his business associates, clients and investors in the four family businesses that he run as the company president and chairman, as well as being the Vice President of the HAZAMA Corporation in Tokyo, Japan and a consultant to the HAZAMA TAIZEI NIPPON STEEL in Japan, he shifted to facing people from all walks of life on a daily basis. He found this way different from when he was a Provincial Board Member of the 4th District of Batangas from 1995 to 2001. His children and wife, Mrs. Bernadette Sabili, embraced their new life as a family wholeheartedly and they too, found themselves actively involved in his programs. Mayor Sabiliâ&#x20AC;&#x2122;s experience in the business world, not only local but also international, allowed him to have a strong heart to take risks. He believes that in order to reap the gains, one has to invest. He took the risk of putting up a locally owned and run 71-bed capacity hospital, the Ospital ng Lipa. He knows that while the city spends on the health of its citizens, it is assured of a more productive workforce. The Ospital ng Lipa has been operating for almost two years. On its first year, around 3,200 patients have been admitted and treated for free in the hospital, more than 35,000 have been served at the Out Patient Department, almost 61,000 have availed of free laboratory services and around 17,000 underwent radiology services like X-ray and ECG. The Ospital ng Lipa has 10 dialysis machines and caters to 16-20 Lipeno patients daily for free. The operation of the hospital is backed up by a 17 million budget for Phiihealth contribution for qualified beneficiaries and P 25 million budget for the MAS Blue card, which serves as a health card with a P10,000 coverage. The hospitalâ&#x20AC;&#x2122;s accreditation with the DOH (Department of Health) has been upgraded to Level 1 and is now ready to render surgery and other procedures.

Mayor Sabili also believes in investing in the future of its young Lipeños. He says that it is not enough to send children to school but it is equally important to keep them in school. He knows that some children are forced to stop attending school because of financial difficulty. For this reason, he expanded the Sagip Eskwela Program. From 137 public elementary and high school students from indigent families who receive a monthly allowance of P300, he opened the opportunity to a total of 3,300 school children. He also increased the budget for the MAS College Scholarship Program from P67 million in 2013 to P 95 million in 2014, following the increase in the number of scholars and new agreements reached with partner schools in and around the city. Around 25,000 college scholars are benefiting from this program including the students of the locally owned and run tertiary school, the Kolehiyo ng Lungsod ng Lipa (KLL). The KLL has increased its enrollment to about 8,000 students with the opening of the Bachelor of Science in Criminology course. On its way to completion is the Lipa Sports Academy and Convention Center. Mayor Sabili believes that it is wise to invest in the skills and talents of the youth and through this edifice, the Lipeño youth who excel in specific fields in sports will be honed to competitiveness. This shall also be the new home of the local DepEd offices and shall have a covered court, dormitory for boys and girls, function rooms and classrooms in support to the K to 12 Program. Mayor Sabili continued to invest in the Lipeños as he opens the door of the Lipa City Center for Training and Development to more trainees. Since the opening of the center, more than 2,200 trainees have graduated from the ten short training courses that it offers. 61% of them have already obtained employment. To date more than 1,000 trainees are enrolled at the center. For the year 2014, all the 895 graduates passed the National Certification of TESDA.

Mayor Sabili also took the risk of putting up a drug rehabilitation facility called Bahay ni Kuya despite oppositions from some sectors. He believes that the presence of such facility is not an indicator of the city’s weakness to combat drug addiction but rather it is a gesture that shows that the city believes in giving people second chances to change and be better citizens. As of the end of the year 2014, 66 patients are undergoing rehabilitation at the center and 8 patients have been restored to their normal life. He also waged war against the perpetrators of drug addiction in the city as he encouraged everyone to pinpoint any user, pusher or drug lord that they know of through the “Isumbong mo kay Mayor” project. He gave out direct cellphone numbers of the Task Force Kontra Droga where anyone can report such information. Mayor Sabili also believes that no money is wasted if it is spent for the welfare of the elderly and the Persons with Disabilities (PWDs). To him, every life is precious and should be given equal care, more so special care if the need be. Towards this end, he started giving free Executive Checkups at the Ospital ng Lipa for the city’s senior citizens in the year 2013. They were also given anti-flu and anti-pneumonia vaccines. Those who have reached the age of 100 or more, otherwise called centenarians, were given a P 500 allowance every month. He also sought the assistance of the Starkey Hearing Foundation, the M.A. Sabili Foundation, the doctors from UST and other sponsors in providing free hearing aid to more than 1,000 hearing impaired Lipeños. Aside from this, the city has regular programs for PWDs such as the provision of educational assistance, medical assistance, mobility devices and discount booklets for free movie and other personal needs.

Most Outstanding Mayor Award 2015 Mayor Sabili deemed that it will be more beneficial for the city to put up a Public Market Parking Building to help ease out the traffic problem in the city. He also sees this as an opportunity to bring the public market back to life since the lack of available parking space around it has worked against its competitive advantage over the malls and other commercial establishments in the city. The 5-storey parking building will have 260 parking slots and shall also have commercial stalls which shall be open for stall owners who were displaced with the construction of the said building. The City of Lipa is now close to completion of its Two Million Trees Project which was initiated by Mayor Sabili. A total of 1.5 million trees are now planted around the city particularly in the mountain areas. Mayor Sabili believes that this is the city’s investment for a safer and healthier life of its future generations.

To help people help themselves is Mayor Sabili’s objective behind his livelihood programs. He wants to make sure that every individual or family who benefits from said programs will eventually find themselves self-reliant one day. For this reason, he increased the budget for the Livelihood Capital Loan Assistance Program from P5 million in 2011 to P 11 million in 2012 which remains to be rolled out as loan to more recipients. Mayor Sabili also increased the budget for the Microfinance Loan for budding entrepreneurs and businessmen from P3 million in 2011 to almost P 15 million in 2013. Since 2011, the city government has distributed more than P20 million to around 4,000 beneficiaries and paid by the said recipients on a weekly or monthly basis without interest. The Cooperative Loan Assistance Program is currently assisting 15 cooperatives through interest free loans also. Mayor Sabili deemed it proper to increase the budget for this program from P2 million when he first assumed office to P3 million in 2011 so that more cooperatives will grow and prosper. Mayor Sabili believes that while the city remains to be free of disasters and calamities, it has to be prepared at all times. He has dedicated a sole building for the City Disaster Risk Reduction and Management Office complete with all the necessary equipments and tools in case of disaster. Three classrooms were also constructed at the Kolehiyo ng Lungsod ng Lipa and were designated as evacuation centers. When Typhoon Glenda hit the city, Mayor Sabili initiated the distribution of 20,000 GI sheets to those who lost their homes. Immediate response and relief operations were conducted and relief goods amounting to P 4 million were readily distributed to the affected families.

True enough, Mayor Sabili’s aggressiveness to invest in the Lipeños has borne its first fruits. The city is now among the billionaires row of LGUs with a budget of P1.318 billion for the year 2015. His efforts have not remained unnoticed. To answer transportation needs of tourists/visitors visiting the area, Tricycle as a means of local transport were accredited by the municipal government along with the standard of ethics of the Department of Tourism. Tour guides were organized together with mountaineering guides were equipped with necessary trainings and seminars. Under water tourism were also introduced with the identification and demarcation of dive sites personally participated in by the mayor being a certified open sea diver. Public and Private Partnership have visibly drawn support and resulted to a successful undertakings and people were benefited. Not to forget when total involvement of the people was eyed purposely for united and group effort, he introduced and religiously implemented the 10 K Initiatives as a basis in giving award incentives for the Search of Most Outstanding Barangay.Realizing the project. Farming and fishing as one of the flagship projects, farmer organizations were strengthened through massive technology transfer coupled with capability. Trainings and seminars with updates of modern but friendly technologies are regularly conducted. Amidst the intrusion of modern technologies and proliferations of farm input to increase production, however, knowing the adverse effect of harmful chemicals to humans likewise the deterioration of soil contents caused by commercial fertilizers, he courageously campaigned for the practice of Organic Farming. Subsidies and soft loans were extended to the farmers/fishermanâ&#x20AC;&#x2122;s through their respective organizations. Animal and seed dispersal was well monitored thereby making it to roll within farming communities.

With his exemplar leadership, he headed the organized Coastal Towns in the North Clustered for Integrated Development (CoiNCIDe). An organization of the northern municipalities of the province who complemented each other in various socio-economic and other developmental activities. Truly it had contributed income generated from business especially along tourism related activities within the clustered areas as a result of group effort in planning and implementation.

Proven that a progressive community rely on the sound health of the people, he intensified the campaign on wellness and balanced lifestyle by way of the strengthened and well supported Municipal Health Office. Midwives equipped with knowledge and know how to nurse clients together with the trained and accredited Barangay Health Workers were stationed to all the barangays.

Serving as Vice Mayor for three years after serving his 9 year term as mayor, Marlon Ferdinand T. Sales, regained the seat of the Local Chief Executive during the 2013 mid-year election.

The quest to protect and preserve Mother Nature, series of information and dissemination seminars along coastal and upland barangays were intensified. Fish warden were institutionalized and empowered instilling deep within them the sense of responsibility and volunteerism.

In relation to the implementation of RA 9003 corroborated by Municipal Ordinance 2008-18 (Ecological Solid Waste Management ) and other related laws, Speakerâ&#x20AC;&#x2122;s Bureau was established and equipped with series of seminars and study tours of relevant aspects. The group is tasked to campaign on proper waste segregation and strict implementation of environmental laws.

As a mandated effort, to strike harmonized relationship between the legislative and executive agenda, consultation dialogues are often made prior to enactment of legislative acts specially those concerns of immediate needs of the less fortunate. The formulated Executive-Legislative Agenda having been scrutinized to the fullest are being implemented as to priority. The policy of his governance as he used to be in consulting directly people about their needs (bottom up approach), was even made more intense as days pass by. Now with the trust of the national administration for the empowerment of Civil Society Organizations thru Grassroots Participatory Process (GPP) his administration had prepared for the necessary would be adaptation of people to the process. With this the mass-based planning has become more active and relevant programs/ project had been successfully undertaken into. His continued efforts and dedication had prominently bore fruit with the ever rising support to his program of government even those on the opposition side. Hon. Edwin D. Santiago City of San Fernando Province of Pampanga

Before his mayoralty win in the 2010 local elections, Edwin "EdSa" David Santiago, now recognized as one of the Philippinesâ&#x20AC;&#x2122; most outstanding mayors, was first a twoterm Councilor then a three-term Vice Mayor of the City of San Fernando, Pampanga. Under his stewardship, the City Council received the Hall of Fame Award as the Most Outstanding Sangguniang Panlungsod of the Philippines as adjudged by the Philippine Councilors' League. Tracing his roots, one will be shown EdSaâ&#x20AC;&#x2122;s natural affection for the masses and his care for the poor, his major role as an active entrepreneur and a proponent of cooperatives, an advocate of employee rights and a supporter of housing development for workers. Prior to his political career, Mayor EdSa worked as a Transportation Manager at Coca-Cola Bottling Corporation where he was a leader of the employees' union. Aside from being a public servant, he served as professional consultant to companies like CGS Refrigeration and Air-Conditioning, and was concept builder on land development and systems design and analysis of several real estate developers such as North Breeze Corporation, SANRRO, and KEMMP. He also managed 'Nurses to USA' Jobs Search and Placement and was part of the development of Ayala and SM malls. A graduate of the Mapua Institute of Technology and a licensed mechanical engineer, EdSa furthered his studies with a course on Behavioral Management from the University of Pennsylvania, and joined the Enterprises Workshop with the Florida Chamber of Commerce in the United States. As a local government executive, he attended governance and leadership trainings sponsored by the Department of Interior and Local Government (DILG) and the Asian Institute of Management (AIM). During his free time, he is involved in various socio-civic activities of the Rotary Club of San Fernando and the Cabalen Jaycees. Because of his passion for animals, he is also considered as a champion breeder of game fowls, dogs, birds and homing pigeons. He is also a collector of 4x4 jeeps and mountain bikes. EdSa is happily married to Ma. Luisa B. Santiago. They have two daughters. The elder Pamela earned a Master's Degree in Entrepreneurship from the AIM, while sibling Kristine finished Psychology at the Angeles University Foundation.

THE EDSA 12-POINT AGENDA

As the local chief executive, Mayor EdSa created a 12-point agenda that now serves as the LGU’s springboard to the promotion of inclusive growth among Fernandinos. These sustainable development programs address the birthto-retirement needs of the citizenry, making the City of San Fernando, Pampanga, a livable home for everyone.

Employment

“Give a man a fish and you feed him for a day. Teach a man how to fish and you feed him for a lifetime.” These are the bywords of Mayor EdSa, the same principle that made employment the priority program of the LGU. Just into his first term, more than 10,000 job seekers benefitted from the job fairs held at least thrice a year. Entrepreneurship is being promoted by providing not only trainings and seminars but most importantly, capital assistance to those who want to start their own business. The local ordinance mandating every establishment to hire locals to comprise 60% of their workforce is strictly enforced. Trade fairs are launched throughout the year to help small and medium enterprises compete against big industries like malls. With the help of the Department of Labor and Employment, a functional job matching and skills registry system now facilitates hiring procedures for employers who want to hire more manpower from the city. Recently, the LGU was chosen as a pilot area for JobStart Philippines, a program of the Canadian Government and the Asian Development Bank. Through partnerships with employers, JobStart assists young Filipinos with career development pathways by creating opportunities to improve their technical skills as well the life skills necessary for their success in today’s competitive workplace.

Environment

Mayor EdSa’s directive to the LGU to attract investments that generate a high level of employment with no negative effects on the environment, is gradually transforming the once lahar-ravaged San Fernando into a green city. Barangays and homeowners’ associations are given LGU assistance in putting up their respective Materials Recovery Facility, enabling waste segregation at source. The old garbage dump was turned into a city transfer station where the city’s wastes are sorted and from where residuals are sent to the sanitary landfill in adjacent Tarlac. The regulation on the use of plastic bags is also applied to all business establishments operating in the city, contributing towards the attainment of a flood-free San Fernando. With these measures, the city’s capita spending for garbage collection was reduced to P12 million from P70 million or just 12 to 17 pesos per individual, and the City of San Fernando has become the first LGU to comply with Republic Act 9003 or the Ecological Solid Waste Management Act.

Health

Mayor EdSa uses a holistic approach to solve health-related concerns of his constituents. Through the implemention of programs from birth to retirement, residents of this city are assured of quality healthcare. Vaccines for both communicable and non- communicable diseases are given in barangay health stations especially to children and the elderly. A massive antidengue campaign is implemented with the help of Barangay Sanitation Brigades and Task Force KKK, a group of volunteers organized by the Mayor. The city is also the first LGU in the province that has implemented a smoke-free ordinance. Moreover, medical and dental missions are regular features

during the weekly outreach program to barangays. The four operational birthing stations have decreased the infant mortality rate in the city.

On Education

During his term as Vice Mayor, EdSa pushed for the City College Charter Ordinance which allowed poor but deserving Fernandinos to finish their education for free. Now as mayor, he has further strengthened this advocacy by ensuring that a large portion of the city’s budget goes to the scholarship fund for secondary and tertiary students. Additional classrooms were built to improve the services of the Integrated Schools. Educators likewise undergo regular seminars and trainings to ensure that students get quality education for a brighter future.

On Peace and Order

The challenge of maintaining peace and order is met head-on by an empowered Peace and Order Council that is composed of both public and private sectors. Fire protection, safe and orderly traffic, the fight against illegal drugs and more, are concerns that cannot be overemphasized by the EdSa administration.

On E-Governance

Under the leadership of Mayor EdSa, the city adopted a Geographic Information System to simplify processes and to make government information more easily accessible to his constituents. Transparency and accountability have become bywords in the City Government, and cheerfully lived out in LGU systems and processes. Seven IT-enabled core processes, 27 installed

application systems, 48 ISO-certified procedures, elimination of red tape, 100 percent compliance with the DILG’s Full Disclosure Policy --- all these have become marks of good governance that have made the city a recipient of regional and national awards.

Establishing Long-Term Food Security Measures

Despite rapid urbanization, Mayor EdSa continues to strengthen the city’s support to local farmers through capital assistance, procurement of farm equipment and distribution of agricultural inputs. An organic trading post was also established along with the mandate of turning idle lands into vegetable gardens. Now, all 35 barangays of the city have their own Gulayan sa Barangay.

Effective Services for Senior Citizens

Mayor EdSa calls the elderly the SENIORitos and the SENIORitas. Aside from the benefits they receive under the health program, the elderly citizens receive free movie passes to cinemas, are entitled free entrance to resorts and to reserved parking spaces at establishments, and to weekly massage and haircut services. Also, the city has two buses made available anytime to the Office of Senior Citizens Affairs for the transportation needs of elderly Fernandinos.

Empowerment of the Citizenry

Mayor EdSa believes that governance is a shared responsibility hence he continues to seek the private sector’s involvement through an empowered Multi-Sectoral Governance Council that has become the LGU’s partner in many a program of the local government.

Ethical, competent and committed Fernandinos

Ethics in public service. Mayor EdSa is convinced that aside from knowledge, skills and commitment, a firm ethical foundation will prod people in government, and in general, to selflessly deliver what is called of them. Thus upon his assumption into office, he pushed for the conduct of values formation seminars for LGU employees followed by similar workshops for educators, parents and students. These guidance measures are part of a continuing program of the LGU. Likewise, the EdSa administration never misses to inject the message of good values in all its programs, particularly through multi-media channels that it extensively uses, with the hope that reaching the hearts of Fernandinos will greatly contribute to good governance.

Economic Development

Having been elevated to the Philippine Chamber of Commerce and Industry’s Hall of Fame as the Most BusinessFriendly LGU in the country, the city went on hiatus from the competition but not from its pursuit of quality civil service. It was again nominated to the same search during the EdSa administration, and bagged the award - again - in 2014, proving to all and sundry the city government’s zeal in everimproving its act.

Enrichment of Tourism and Culture

With its new vision of becoming the center of Kapampangan Culture and a preferred tourism destination in Asia by 2022, Mayor EdSa believes that the greatest resource is his people. Fernandinos are undeniably manpower assets with their inherent creativity, resilience, perseverance and determination, and their conservative and family-oriented values. With this belief, Mayor EdSa is pushing for the empowerment of barangays towards tourist-oriented entrepreneurship that will mirror what is inherently Kapampangan, as well as calling for stronger resource linkages with the rest of Pampanga, being the political center of the province and the geographical core of Central Luzon. The foregoing agenda is at the foundation of the EdSa administration. In 2014, the city surpassed its revenue target of one billion pesos despite the absence of tax increases. Only proper tax collection was enforced. Through planning and wiser spending of fiscal resources, no budget deficits have been incurred by the City Government to date. Best practices continue to be shared with other LGUs and business is bustling with statistics to prove it.
