FOREWORD
2013 will usher the reelection of many of our legislators and the entry of new Representatives considering the birth of new districts. The “Outstanding Congressman Awards” will celebrate its 21st year anniversary with this publication. The need to identify and celebrate our Congressmen and women has never been more demanding with the body politic. The consistent delivery of any brand promise generates an integrity making it the brand! Addressing inevitable issues head-on is a matter of strategy and thus optional. Strategic management and control in political brand management however dictates forthright consistency. Only with consistency can integrity be developed. There is a dire need to generate awareness for political brands that are established over years of service to our country. While there are multiple award-giving bodies in the Philippines, there is a dearth for global brand arbiters to identify and celebrate our local executives. Enter SMI A Representative has already generated a mandate from constituents. That Representative has already achieved the title for “Good,” for “Better” and already enjoys the “Best” amongst the citizenry. But with “Outstanding,” the nomination is for successes achieved. A servant whose heart is after the welfare of his people. An industrious worker who tirelessly serves with his diligent hands. Rep. Jun Omar C. Ebdane is not only a man of passion and vision but also a man of action who sees to it that various community developmental projects are undertaken in his district. After a tedious Monday to Wednesday committee and session days, he would go home early Thursday morning just to meet his constituents and deliver basic services and projects. He adopted a transformational development model on his legislative and constituency work. Since Zambales is the home of the sweetest of the sweetest mango in the world, he filed a bill to create a mango development industry authority to boost the mango industry in the Philippines, and to have a more focused and extensive research and development on mangoes. In his constituency work, he is prioritizing a sustainable entrepreneurship project on mango, fish and seaweed processing. He is also an advocate of organic farming. His office organizes and conducts seminars on organic farming to the different farmers associations in the 10 municipalities in his district. Lastly, he introduced the Transformational Scholarship Program in his district by providing free leadership seminars to all his scholars, parents and teachers. Through these seminars, they are made aware of the global trends and changes, their responsibilities as Filipino citizens and how they can make a difference in Zambales, and in their country. He won in the May 2010 elections as the youngest Congressman of Bacolod City at the age of 37. Cong. Doc Tony is the Senior Vice Chairman of the Committee on Health and Vice Chairman of the Committee on National Defense. As of December 31, 2012, he has filed a total of 232 bills and resolutions. Only in his first term as a legislator, he was already among the top performers in the 15th Congress. Cong. Doc Tony is also a member of the following Committees: Transportation, Information and Communications, Aquatic Resources, Veterans Affairs, East Asia Growth, Dangerous Drugs, Public Order and Safety, and Labor and Employment. He has also brought various infrastructure projects to Bacolod City, including the modernization of the Corazon Locsin Montelibano Memorial Regional Hospital, the construction of maternity care clinics, the construction of the first flyover in Bacolod City, the modernization of the Banago Public Port - the first public port in Bacolod, and the expansion of national roads. Doc Tony also had a stint as the Deputy Administrator of the Office of Civil Defense (OCD) in the Department of National Defense. He was also the official government spokesperson of the National Disaster Coordinating Council (NDCC). He garnered national and international recognition in his work at the OCD and NDCC because of the disaster management reforms he initiated that dramatically decreased the annual casualty count during disasters and calamities. During that time, Cong. Doc Tony authored a book on disaster preparedness, entitled “Family Survival: Guide to Family’s Safety During Disasters.” In 2007, he was named as one of The Outstanding Young Men (TOYM) of the Philippines for his work on disaster management. Honorable Mark Llandro L. Mendoza or “Dong” as close friends and relatives fondly call him, is the fourth Representative who held the Congressional Seat for the Fourth District of Batangas comprised of the City of Lipa and the six municipalities of Ibaan, Padre Garcia, Rosario, San Jose, San Juan and Taysan. He succeeded in his first elected position as Member of the House of Representatives during the 2007 National Election under the Nationalist People’s Coalition Party. More so, he is also the Secretary General of the Nationalist People’s Coalition, the party founded by Ambassador Eduardo “Danding” Cojuangco, Jr. A true statesman and a dedicated public servant he is, Cong. Dong wholeheartedly devoted his time and competence to deliver the rightful public service to his constituents in his District. Because of his reputable government track record, he was re-elected to his post during the 2010 National Presidential Election with unprecedented support from Batangueños in the Fourth District of Batangas. FAMILY BACKGROUND Congressman Dong Mendoza traces his humble roots from the well-known Mendoza’s in the Province of Batangas. Born on the 29th of August 1973, Cong. Dong is the third of six children of former Executive Secretary Leandro R. Mendoza, who hails from San Juan, Batangas, and the former Soledad Latorre, who hails from Lambunao, Iloilo. He and his wife, former Rochelle Sarmiento, are gifted with five kids, namely: Marcus Dominic, Martha Nicole, Marc Joshua, Mark Leandro, and Maxene Julia. SOCIO – CIVIC INVOLVEMENT AND RECOGNITIONS Born in a prominent Filipino political family of Mendoza’s in the Province of Batangas, the young Dong is innately keen on engaging in various socio – civic activities. Before the advent of his political career, he had a fairly extensive experience in socio - civic works with his memberships in various volunteer groups and non-government organizations since his student days in De La Salle University where he earned his Bachelors Degree in Business Administration. To add to his leadership competency, he served as the Past President of the prestigious Rotary Club of Lipa and led the organization with its community services providing assistance to disadvantaged population in their jurisdiction. With his committed service to the Rotary Foundation, Cong. Dong was awarded recognition as a Multiple Paul Harris Fellow. Likewise, in appreciation of his exemplary contributions to Lions Club International, he received the Melvin Jones Fellow, the greatest recognition LCI can bestow. As well, Congressman Dong Mendoza was given various recognition as due credit to his unwavering support to education and commendable leadership and management skills. WORKING EXPERIENCE Prior to his incumbency as Member of the House of Representatives, Congressman Dong Mendoza had the chance to work in different private institutions. At age 21, he started as Remittance Clerk at the Rizal Commercial Banking Corporation and later served as the General Manager of Fairway Cargo Movers Corporation from 1998 to 2000. Since 1994, Cong. Dong oversees the Solar Farm as its General Manager and became the Board of Director of the MLM Agri-Insdustrial Corporation. CONGRESS EXPERIENCE Fourteenth Congress With his assumption of his duties as duly elected Representative of the Fourth District of Batangas during the Fourteenth Congress, Congressman Dong Mendoza becomes an active House Member despite being neophyte in the legislature. Fifteenth Congress With his re-election as Representative of the Fourth Congressional District of Batangas, Congressman Dong Mendoza was elected as the Secretary – General of the Nationalist People’s Coalition (NPC), one of the well – established and respectable political parties in the Philippines. As NPC Secretary – General, he is entrusted to oversee and coordinate the matters and concerns of his 48 colleagues in the House of Representatives in relation to the Party. At age 39, Cong. Dong belongs to the bloc of young but equally well – experienced Members of the House of Representatives. Outstanding Congressman Award 2012 THE WORKING CONGRESSMAN For two consecutive terms as the duly elected Representative of the Fourth Congressional District of Batangas, Congressman Dong Mendoza commits to deliver the rightful public service to his constituents. His priority programs seek to address the local issues on health, education, infrastructure, agriculture, livelihood and peace and order among others. Under the “Dong HELPS Program“, his constituents now have greater access to affordable quality medicines because he, with the support of the Department of Health and our barangay officials and organizations facilitated the release of funds for 136 Botika ng Barangay within 6 months after assumption to office. For attaining the benchmark level of 1 Botika ng Barangay for every 2 Barangays, he was awarded a commendation by the Department of Health. His medical missions also benefited roughly 34,000 constituents last summer alone. As for education, Dong has allocated a substantial amount through his Priority Development Assistance Fund and Congressional Initiative for continuing scholarship support to 2,700 Batangas State University students, the biggest number of scholars for a congressman in the province of Batangas. This is because of his strong belief that education is the best social equalizer. There are also 125 Commission on Higher Education scholars in the district. His office also continues to support the Miscellaneous Fees of more than 8,000 high school students enrolled in various public high schools in the district. As an aid in maintaining peace and order in his district, he provided ambulances, firetrucks, barangay service vehicles and motorcycles.

"I recognize my entry into politics and public service as a divine gift; I am thankful that I have been chosen to be a tool for change, an agent for progress, especially for the people of Bacoor.” This was how Rep. Lani Mercado-Revilla of the Second District of Cavite responded when asked to assess her first term as a member of the Lower House of Congress. This explains why, unlike many congressmen who devote their first term as the time to learn the art and science of legislation as well as build bridges and establish connections, Congw. Mercado-Revilla has emerged as one of the most hard-working, productive and diligent member of the 15th Congress – having authored 56 and co-authored 170 House measures, joined no less than 19 Congressional Committees; namely, Appropriations, Veterans’ Affairs, Basic Education and Culture, Ecology, Energy, Games and Amusements, Health, Housing and Urban Development, Legislative Franchises, Local Government, Overseas Workers Affairs, Oversight Committee on Migrant Workers, Public Information, Public Order and Safety, Public Works and Highways, Social Services, Southern Tagalog Development, Welfare of Children, and Women and Gender Equality; and helped fund through her Priority Development Assistance Fund (PDAF) allotments many crucial and much needed infrastructure and social services projects and programs for her constituents in the City of Bacoor. This also explains why, despite her hectic schedule as wife to a senator, mother to six children, TV and movie performer, and congresswoman, she still found time to finish a Bachelor in Political Science course especially sponsored by the League of Councilors of the Philippines and given by the Lyceum Northwestern University. She has also revealed plans to pursue her Masters degree. On her first term, Rep. Mercado-Revilla has submitted three measures that have been enacted into law. These are: RA 10151, which allows the employment of night workers; RA 10157, which institutionalizes kindergarten into the country’s basic system of education; and RA 10160, which converts the municipality of Bacoor into a component city in the province of Cavite. And she has also authored several bills especially aimed to benefit her district. These are:

Using her PDAF, she was able to provide medical assistance to thousands of her indigent constituents and extend scholarship endowments to thousands of high school and college scholars, TESDA students and teachers needing further studies and training since 2010. She also granted financial assistance to families affected by calamities and groups asking for livelihood seminars, trainings and seed money for livelihood. She likewise appropriated funds for the construction of school buildings, multi-purpose and barangay halls, roads and drainage systems and the purchase of essential items for peace and order and for assistance to flood victims. Rep. Mercado-Revilla concluded by saying, “My constituents have come up with a new meaning for the initials of my name LMR. They say the letters stand for ‘Laging May Resulta.’ Indeed, at the end of the day, I can humbly say to everyone that I have delivered on the platform I presented to the people of Bacoor during the elections, which basically had four major points: L for Linis Kapaligiran for my environmental advocacies, A for Akbay Kababayan for my livelihood programs, Nutrisyon at Kalusugan for my health initiatives, and I for Isulong ang Kabataan for my projects for children and the youth.” 28

Committees • Accounts AN WARAY Party-List is a democratic multi-sectoral party-list organization that envisions a just, progressive and peaceful Filipino society characterized by its principles 'katilingban' [sense of community], 'kahimyang' [peace] and kauswagan [progress] through the adoption of a community-based and peace oriented development agenda. The name AN WARAY was adopted by its founders. AN WARAY Party-List was founded in 2001 by Metro Manila-based Filipinos whose ethnic roots are from the Eastern Visayas. Our representation and membership, however, is national in scope and character. Organizations and members who are part of AN WARAY come from as far as the northern-most part of Luzon to the islands of Southern Mindanao. The name AN WARAY was also used to characterize all poor and marginalized sectors that the group represents. AN WARAY is the term for 'ang mga wala' or those who have nothing or less in life. Congressman Karlo Alexei Bendigo Nograles graduated from the Ateneo de Manila University in 1997 with a Bachelor of Science, Major in Management Engineering. He earned his Juris Doctor from the same university in 2003 and in September of the same year took the Philippine Bar Examination placing high among 5,349 bar examinees. The eldest son of Former House Speaker Prospero C. Nograles of the 1st Congressional District of Davao City, he served as his father’s Chief Political Affairs Officer creating and spearheading various community projects and development programs for the 1st Congressional District of Davao City before running for Congress. As a first term congressman, Karlo has focused on five priority areas of development namely Education, Health, Livelihood, Barangay Electrification and Infrastructure. Foremost on this development agenda is education. His program Oplan Kaalam currently supports full tuition and fees of 4,538 students enrolled at the state-owned University of Southeastern Philippines and 373 students of the University of the Philippines – Mindanao. It also provides tuition fee assistance to 2,200 students enrolled in various private colleges and universities of Davao City. For health, Congressman Karlo initiated Oplan Kalusugan Health and Wellness Program, which, delivers much needed health and medical services to indigent constituents of the First Congressional District. It covers assistance for the purchase of medicines, settlement of hospital bills, referrals to medical specialists, health practitioners and institutions, and conducting free medical and dental missions in the 54 barangays of the district. These medical missions have become a much-awaited monthly event where some 12,500 patients have availed of free consultations, medicines and laboratory tests. On a daily basis, the office of Congressman Karlo assists an average of 250 constituents per day in their health care needs. Despite being a neophyte Congressman, Congressman Karlo was elected in the esteemed Committee on Rules and is Assistant House Majority Leader of the 15th Congress. He also serves as Vice Chairman of the Committee on Human Rights and holds membership in the Committee on Good Government, Committee on Dangerous Drugs, Committee on Electoral Reforms & Suffrage, Committee on Transportation, Committee on Health, Committee on Public Order & Safety and Committee on Revision of Laws. As a legislator, he authored several measures approved on Third Reading, such as HB 4512, creating three (3) additional branches of the Regional Trial Court in Davao City; HB 5977, creating the Philippine Trade Representative Office; and HB 6052, Strengthening the Juvenile Justice System in the Philippines. He is also one of the co-authors of RA 10168 or the Terrorism Financing and Suppression Act of 2012 and HB 4575, encouraging corporate social responsibility. “HOLD ON TO IMPOSSIBLE DREAMS AND MAKE THEM A REALITY THROUGH PATIENCE, PERSEVERANCE AND GIVING HEART AND SOUL FOR PUBLIC SERVICE” is the guiding principle of Congressman Victor Francisco C. Ortega, the current Representative for the 1st District of La Union. This mantra of Cong. Ortega has endeared him to the hearts of the people of La Union. Cong. Ortega is no stranger to the Batasang Pambansa Complex, having served having served as Deputy Speaker in 1998, before he ended his third term. Cong. He was the Chairman of the Committee of Public Works in the 9th and 10th Congress and was able to pass the Three Year Comprehensive Public Works Program before being elected as Deputy Speaker. Cong. Ortega is the current Chairman of the Committee on InterParliamentary Relations and Diplomacy of the House of Representatives. He is also a Member of the following Committees: Agriculture and Food, Appropriations, Basic Education and Culture, Constitutional Amendments, Foreign Affairs, Higher and Technical Education, Local Government, Suffrage and Electoral Reforms, and Ways and Means. Cong. Ortega also served as Governor of La Union for six years, 2001-2004 and 2004-2007 and won 32 National Awards for the Province, including the Galing Pook Award for the Provincial Hospital, which was an economic enterprise before it became the first corporatized provincial hospital in the country. In 1980, he was unopposed when he ran for Vice Governor of the same province and was again unopposed for Congressman in the elections of 2010. These awards are concrete proofs of the sincere public service and dedication for La Union that Cong. Ortega has given. The main advocacy of Cong. Ortega in the House of Representatives is to push for Charter Change, by whatever mode. He wants to amend the Philippine Constitution so that we the Philippines can be more responsive to changes and be more dynamic for progress. Education, health, agriculture, more specifically irrigation, are also being given emphasis by Cong. Ortega in his work in the House of Representatives. Cong. Ortega also advocates for an international cooperation as Chairman of the Committee on Inter-Parliamentary Relations and Diplomacy of the House of Representatives. Cong. Ortega is also relentless in bringing projects to the 1st District of La Union. The projects that Cong. Ortega undertakes cover all sectors and concerns of the 1st District of La Union. His various projects cover youth and development, women and children, tourism, senior citizen, public works, peace and order, livelihood, infrastructure, indigenous people, health, environment and education. Cong. Ortega allocates a portion of his Priority Development Assistance Fund (PDAF) to support the wide scope of concerns that the people of the 1st District of La Union has. Two Million Pesos (P 2,000,000.00) of Cong. Ortega's PDAF went to the construction of the waste water treatment pond for the Septage Treatment Plant of the City of San Fernando. He also supported the Ilocos Training and Regional Medical Center (ITRMC) and the provincial hospital, the La Union Medical Center, with two million pesos and one million pesos, respectively, for the indigent and needy patients from the 1st District of La Union; this has been an annual commitment of Cong. Ortega for the health concerns of the people from the 1st District of La Union. In coordination with Senator Pia Cayetano and the Provincial Government of La Union, maternity hospitals in Santol and San Gabriel, mountain municipalities in La Union. For education, Cong. Ortega also allocated a portion of his PDAF for financing a seminar for principals for the City of San Fernando Division. One Million Pesos (P 1,000,000.00) was set aside for the scholarship program for Indigenous People from the 1st District of La Union; the allocation is being managed by the Region I Office of the National Commission for Indigenous Peoples. As part of his support to education, he has funded the printing of Dr. James Harte's 160 Three Letter Words for the kindergarten students of the 1st District of La Union. Dr. Harte is a psychiatrist based in Kansas who has been working with the City of San Fernando and the Philippine Red Cross La Union-San Fernando Chapter to improve the quality of education of our daycare and kindergarten students. The workbook has been used by the city for the past ten years. Cong. Ortega is married to Mary Jane C. Ortega. He finished his elementary schooling in Christ the King College and he went San Beda College for his high school education. He obtained his law degree from the Ateneo de Manila University and obtained a Doctorate Degree in Law at the Universidad de Madrid, "Sobresaliente". He taught Commercial Law at the Philippine College of Commerce and University of the East, and later at the Don Mariano Marcos Memorial State University where he taught Political Law and Constitutional Law.

Rep. Irwin Tieng is a second term Representative of the Buhay Partylist. On his first term as legislature, he authored four bills that eventually became laws, to wit: RA 9504, Additional Personal Exemption for each dependent from P8,000 to P25,000; RA 9995, Anti-Photo and Video Voyeurism Act; RA 9640, Lowering Amusement Tax from 30% to 10%; and RA 10088, Anti-Camcording. Protection and promotion of life is his main advocacy, giving much importance to Person’s with Disability (PWD). In fact, he was conferred as the Champion of the UN Convention on the Rights of PWD’s. His concern to fight for their rights has been recognized by various non-governmental organizations such as the Autism Society of the Philippines and Cerebral Palsied Association of the Philippines. He is also known for his advocacy against cyber related crimes that incited him for the passage of the law that is now very well-known, i.e. the Anti-Photo and Video Voyeurism Act. Likewise, he has pending bills on Anti-Cyber Sex Den Act and Anti-Animal Crush Video and also a co-author of the bill on Cyber Crime Prevention Act. This young representative’s legislative effort also focuses on the education of the youth and improvement of basic social services. Thus, he came up with projects such as educational assistance program through CHED and TESDA; providing medical assistance; organizing medical missions; acquisition of mobile clinics and ambulances to address the healthcare needs of his constituents; and wheelchair donations. Rep. Tieng is commonly known to his friends and family as “Irwin”. He took his primary and secondary education from St. Peter’s School and Xavier School in 1994 and 1998, respectively. He obtained his Bachelor of Science in Business Management from De La Salle University-College of St. Benilde in 2004. He is currently taking up his Master’s Degree in Business Administration at the Ateneo De Manila Professional School. Rep. Susan Yap is a young neophyte legislator who comes from a family with a long tradition in public service and legislation. She is the second youngest child of the late Representative Jose “Aping” Yap. Rep. Susan Yap won the 2nd Congressional District in Tarlac as a substitute candidate for her father in the May 2010 elections. Rep. Yap is an A.B. Linguistics graduate from the University of the Philippines with post-graduate studies in business at the Ateneo de Manila University. Before formally entering the political arena in the last 2010 elections, Rep. Yap trained as the Political Affairs Officer III in the office of her late father at the House of Representatives in the 14th Congress. Upon winning the congressional seat, Rep. Yap formulated a legislative agenda that will focus mainly on four key areas that are close to her heart: children, women, business and the environment. Rep. Yap is one of the legislators who has the most number bills approved in Congress. On the second year of her first term as the Representative of the Second District of Tarlac, Rep. Yap has successfully worked on the passage of several bills. She pushed major bills that would address the welfare of women and the other marginalized sectors of society, which include, the Anti-trafficking in Persons Act amendments, Anti-Discrimination bill, Anti-Prostitution bill, and the bill expanding the prohibited acts of discrimination against women on account of sex. She has graced various seminars and workshops in the Philippines and abroad. She was guest speaker in the Regional Ministers’ and Parliamentarians’ Workshop on Review of Parliamentarians’ Actions and Legislations on the Elimination of Violence against Women held in Yogyakarta, Indonesia on October 22, 2010 and in the All Africa Parliamentarians Conference on the Millenium Development Goals and post-2015 Development Agenda in Addis Ababa, Ethiopia on May 23, 2012. She also participated in the 32nd ASEAN Inter-Parliamentary Assembly held on September 18-24, 2011 in Phnom Penh, Cambodia. In continuing the legacy left behind by Tarlac’s beloved, “Tang Aping” she has launched various projects that aim to give their beloved Tarlaquenos a better and brighter future. Knowing what a strong and solid education can do to a young Tarlaqueno, she has given various deserving students in her district with scholarships. Believing that a public servant can effectively help her constituents by empowering them to be able to earn a living for themselves and not just give dole outs, she has launched various livelihood projects for her district to actualize this principle. It may be very difficult for young woman legislator like Rep. Susan Yap to fit in her father shoes, but her first two years as the Representative of the Second District of Tarlac prove that she can very well can. She has now carved her own niche in the House of Representatives by being a strong advocate of children and women, the business sector, and the environment.
