FOREWORD
T
he Outstanding Governorship Award is bestowed on deserving government officials who, by mandate, are responsible to their constituents. Through that mandate, governors must convey strategic management programs if they are to succeed. A governor is a province’s highest-ranking elected official, with duties more varied than any elected member of the district, party-list or national legislature. That said, a governor’s main role is to propose and vote on specific provincial legislation. Official duties can include signing bills into law, serving as commanderin-chief of the provincial National Police or militia, and convening special sessions of the provincial legislature. The governor is also a highprofile member of a political party and holds great sway over its policies. In effect, the governor of a province is similar to the president, but on a smaller scale. The governor leads the executive branch of a province, whose job it is to carry out the governor’s policies. Governors also influence decisions by local legislative bodies within province cities and municipalities. The governor can push to pass various bills and policy initiatives.. The governor is the chief administrator, overseeing the work of all departments. As chief administrator of the province, the governor is responsible for the performance of all those who work for the province or on behalf of the province. Depending on laws, the governor may appoint people to head provincial agencies. The governor appoints a cabinet to help administer the province. Selections may require the legislature’s approval. Because nobody can supervise that many employees, work is accomplished through department heads, cabinet members and staff assistants. The governor prepares budgets, but decisions on their content rest with the legislature. The provincial governor is chief executive and head of the province. Elected to a term of three years and limited to three consecutive terms, the governor appoints the directors of each provincial department, which include the office of administration, engineering office, information office, legal office, and treasury office. Although the governor may not need media attention, the office by nature becomes a human interest story for the province wide constituency. We need to show appreciation for the governor’s work in behalf of constituents. We at SMI celebrate Governors and their role as nation builders.

Bulacan at its BEST Governor Wilhelmino M. Sy-Alvarado Bulacan is undisputedly one of the most progressive provinces in the country. Through implementation of its Seven Point Development Agenda, emphasis was given to projects of delivering basic social service to the people, specifically in the fields of good governance, health, education, nature and environment, livelihood, peace and order, history and culture, which are integral components of sustainable development of the province. Under the able guidance of its Chief Executive, The Honorable Governor Wilhelmino M. Sy-Alvarado, Bulacan has achieved sustainable socio-economic growth and pervasive development through meaningful programs designed not only to promote the same as a premier province, but more significantly to propagate the general welfare of its people.
THRIVING PROJECTS Foremost on this roster of achievements is the “Kapitolyo sa Barangay� project which was conceptualized by Gov. Sy-Alvarado to expand social services for more effective social governance. This is one of his priority projects aimed to make basic social service including medical, dental and laboratory tests accessible to the grassroots level even to the remotest barangay. To date, more than 295,000 Bulakenyos in 855 communities have derived multifarious benefits from the program.

HEALTH SERVICES
EDUCATION
The provision of health services is foremost to the development program of Gov. Sy-Alvarado. As such priority was given on the improvement and modernization of the hospitalsrun by the Provincial Government of Bulacan, through the establishment of a dialysis center, an oncology unit and the conversion of the old pediatric ward to Emergency Room and the former medical ward to Out Patient Department (OPD) Complex of the Bulacan Medical Center. The District Hospitals went through infrastructure development as well. This was translated to acquisition of additional beds and stretchers to address the increasing bed capacity needs of the district hospitals and upgrading of CT scan, X-ray machine, Ultrasound machine and other equipment in the ICU. In terms of manpower complement, additional health personnel were also hired to aid more Bulakenyos that included 102 doctors, 254 nurses, 15 medical technologists, 7 pharmacists and 34 nursing attendants. In order to provide accessible health services to far flung Bulakenyos, the putting up of new district hospitals was conceptualized. Extensive feasibility studies were prepared based on market analysis and requirements provided by the Department of Health. Currently, district hospitals in Obando, Angat and Pandi are already being constructed and will be completed by next year. Moreover, persons with disabilities, solo parent, relocatees, and senior citizens benefited under the “Kalingang Bulakenyo” Program which was aimed to provide medical and assistive devices to indigent Bulakenyos like wheelchair, wheel reclining, crutches, stroller, cane, nebulizer, BP apparatus with stethoscope, Doppler apparatus, digital thermometer, salter scale, and platform beam balance among others.
As for education initiatives, Gov. Sy-Alvarado is one of the first local chief executives who responded to the counter parting program of the Department of Education. He entered into a Memorandum of Agreement with Sec. Luistro for the construction of 971 classrooms amounting to P898 million; the same number will be procured by Department of Education upon the availability of school building funds under the 2012 national budget. For the years 2010 to 2011, 335 classrooms were constructed / repaired under the Special Education Fund (SEF). The Provincial Government also spent P102.55 million for the financial assistance of scholars under the “Tulong Pang-Edukasyon, Gabay sa Bagong Henerasyon” scholarship program covering the second semester of AY 2010-2011 until AY 2012-2013. In coordination with the Bulacan State University, 869 inmates were given the opportunity to acquire an education through “Kalinga Tungo sa Bagong Anyo ng Buhay Program” wherein 67 prisoners passed the National Acceleration and Equivalency Examination given by the Department of Education.

ENVIRONMENT As a staunch advocate of the environment, Gov. SyAlvarado has long been campaigning to protect, conserve and nourish the Angat Watershed and Angat Dam because of their inherent value as a primary water and energy source not only to the province, but to adjacent territories as well. Committed to this noble cause, Gov. Sy-Alvarado is committed to incessantly pursue the aforementioned advocacy which he had commenced as a Representative in the Congress of the Philippines. His resolute conviction to protect and conserve Angat Dam Watershed as a finite resource and to safeguard the utilization of Bulacan’s rich natural resources led to the enactment of a more responsive and comprehensive Environment Code of Bulacan by the Sangguniang Panlalawigan ng Bulacan, through Sangguniang Resolution No. 186-S”11, “Approving the Provincial Ordinance No. C-005 Enacting the 2011 Revised Environmental Code of the Province of Bulacan”. Moreover, Gov. Sy-Alvarado promptly issued an Executive Order creating Bantay Gubat (BENRO Forest Rangers) composed of members from various agencies and environmental groups including Sagip Sierra Madre Environmental Society, Inc. (SMMESI), Police Hotline Movement, Inc. (PHMI), Buklod Unlad ng Dalitang Masang Umaasa sa Kalikasan, Inc. (BUNDOK Inc.) and selected members of the Dumagat Provincial Consultative Body (DPCB), to ensure that all laws and ordinances relative to the protection and maintenance of Angat Dam are religiously adhered to.
Relative to this, Gov. Sy-Alvarado valiantly pushed for a total log ban in the province. Through his initiative, the Sangguniang Panlalawigan is currently preparing an ordinance imposing a log ban within the territorial jurisdiction of the Province of Bulacan including the Angat Dam Watershed Area. Close coordination with different line agencies which included the Department of Environment and Natural Resources (DENR), the military and non-government agencies and public-private partnership (PPP) are the key strategies employed by Gov. Sy- Alvarado to arrest illegal logging activities.
GOOD GOVERNANCE Sensitive to the hydro-meteorological hazards aggravated by climate change that is frequently confronting Bulacan, Gov. Sy-Alvarado sustained and spearheaded projects which will improve the people’s resiliency to any form of disaster. It was during the term of Gov. Sy-Alvarado when the implementation of the Community-Based Flood Mitigation and Management Program (CBFMMP) was undertaken in full swing. The CBFMMP is a non-structural flood mitigating means that encompasses hydrological monitoring, information exchange and flood warning. While this project was conceived by the Pampanga River Flood Forecasting and Warning Center (PRFFWC), it was Gov. Sy-Alvarado who bought the idea and funded the project from the province’s calamity fund. The program, which operates from a network of rainfall and water level monitoring stations, was being monitored locally by trained volunteers who are transmitting rain and water level observation to barangay/municipal action teams through a dedicated communication system. The information being transmitted between and among the stations is evaluated for dynamic handling of flood warnings. A total of four rainfall stations were established at the upstream in the municipalities of San Miguel, San Ildefonso, DRT and Sta. Maria.

Outstanding Governorship Award 2013 As flooding remains a major dilemma affecting Bulacan, the Provincial Government, in partnership with PAGASA and PRFFWC, extends its efforts towards raising awareness to disaster preparedness starting with students at schools. School Hydrological Information Network (SHINe) focuses initially on secondary schools situated at the upstream areas and eventually to spread out to all schools within the province. Schools were provided with digital rain gauges and river stage monitors concurrently conducting an orientation and training to groups of students regarding climate change awareness and disaster risk reduction. In addition thereto, The Provincial Government of Bulacan also conducted educational campaigns such as Rapid Earthquake Damage Assessment System (REDAS), First Aid and Water Safety Orientation Seminar, Fire and Earthquake drills, First Bulacan Rescuelympics, Rapid Damage Assessment and Needs Analysis and the Incident Command System Training to reinforce the province’s preparedness. A structured call center designed to respond to any emergency was all established and made accessible to the citizenry, through a hotline, which comprises 24/7 emergency response call-receiving agents, Emergency Medical Technicians (EMTs), policemen and fire-fighters aimed to respond immediately and timely to emergency situation giving first aid assistance in any incident.
FUTURE ENDEAVOURS With the vision to make Bulacan a hub of industrialization and model of inclusive economic growth, Gov. Sy-Alvarado launched the One Bulacan Program for Rapid Industrialization and Development (PRIDE). One Bulacan PRIDE will strengthen existing industries in Bulacan and establish new ones that will optimize the use of the province’s natural wealth, expand its productive capacity, create jobs and economic opportunities, and increase the income of Bulakenyos. Included in the projects under the program is the development of the jewelry industry to enable it to compete strongly in the international market. A jewelry-making complex that will serve as a showroom and production facility, and a tourist attraction as well, is proposed to be set up. To boost Bulacan’s agro-industries, a modern food processing and packaging facility is being eyed in San Rafael and San Ildefonso. Bulacan is rich in mineral resources, and to optimize their use, the program proposes the establishment of a mineral processing center, along with downstream manufacturing plants, in the northeastern part of the province. Also the Municipalities of Pulilan, Plaridel and Baliwag shall comprise the growth corridor that will be transformed into a highly urbanized district and will also house Bulacan’s business and financial center. To cash in on the growing tourism industry, the Angat After- Bay Regulator dam is being considered for development into an Eco Park and Water Sports complex. A Technohub is proposed to be established in Malolos in cooperation with the Department of Science and Technology. It will serve as the nerve center for the development of local technologies to enhance agricultural production and manufacturing and other industries, and for harnessing information and communication technology.

Governor Faustino “Bojie” G. Dy III’s rise to the leadership of the Province of Isabela was the result of three decades of education in the realm of public service. This started in 1980, the year he was voted Chairman of the Kabataang Barangay in Cauayan City’s District 1. The immersion led to his election as Barangay Captain, the first elective position he held. Three years after, he clinched the Mayoralty seat of Cauayan and went on to become the President of the Isabela Chapter of the League of Municipalities of the Philippines. Governor Dy cemented his place among the most trusted names in Isabela’s political history when after three (3) consecutive terms in the House of Representatives, the people of Isabela ensured his victory in the Gubernatorial polls in 2010. His impressive debut as an LGU Chief Executive paved the path for an easy second term win in May of this year. A province that is not only reputed as the Number 1 Corn and Rice Producer and Supplier but also as a world-class agro-industrial and eco-tourism hub is Governor Dy’s aspiration for Isabela. His immediate leadership goals are for ensuring and sustaining Isabela’s economic stability, ecological balance, healthcare system, peace and order and security of the province, professionalization of the government workforce, and the delivery of basic services.

BREAKTHROUGHS, INNOVATIONS, FORESIGHT His first term as Governor was a period of sterling accomplishments. It was also a time for him to be known as a “Breakthrough Governor”, for implementing revolutionary programs and initiatives such as his administration policies of granting “One College Scholarship Per Farming Family” and expanding the coverage of the Provincial College Scholarship Program to include a non-honors component. These policies significantly increased the number of provincial scholars from 568 to 12,000. His innovativeness and foresight fueled the banner program of his Administration, the BRO SMALL FARMER PROGRAM, which is the most comprehensive and first of its kind pro-farmer program in the Philippines. This addresses the most urgent and important small farmers’ needs like college scholarship for their children, transport and seed subsidy, free healthcare coverage up to P150,000.00 and free Philhealth membership, livelihood loan facility, accident insurance, and social security coverage. Two years into its continuing implementation, and after effecting the infusion of technology and training to modernize agriculture, and the establishment of modern post-harvest facilities and minidam irrigation facilities, the province of Isabela remains the 10th richest province in the country, the Top corn and rice producer, and one of the biggest contributors to national food security – proof of the viability and sustainability of his initiatives and of the significant impact of the program on agricultural productivity. This fact was acknowledged by the Philippine Government which recognized Isabela as the 2011 Over-all Regional GAWAD SAKA Champion, and the Outstanding Province in the Agri-Pinoy Rice Achievers Award in March 2013.
Aside from bagging the 2011 Seal of Good Housekeeping for good governance and sound fiscal management, and a citation as the Region’s Most Outstanding Anti-Red Tape Act Implementer for 2012. Isabela also obtained the highest marks in the regional competition for Disaster Preparedness, with its Provincial Disaster Risk Reduction and Management Council (PDRRMC) adjudged as Most Outstanding PDRRMC in the 2012 Regional Gawad Kalasg. Isabela now has the most active, highly trained, responsive, and best-equipped 24/7 rescue team in the Region 02, because of the Disaster Action and Response Team or DART 831. Disaster and risk reduction and management are now concrete concepts to students, school teachers, and residents in the barangay level because of the trainings and orientation activities conducted pursuant to Governor Dy’s directives. The Provincial Government has also conducted seminars and workshops to ensure that search and rescue workers are sufficiently trained and equipped with the knowledge required in calamity situations. Governor Dy’s Executive Order creating the PROVINCIAL COOPERATIVE DEVELOPMENT COUNCIL OR PCDC made Isabela the pilot province in Region 2 to establish and institutionalize a provincial cooperative council. As a result of this initiative, the cooperative office of the Provincial Government regularly studies proposals for possible funding, helping many marginalized residents realize their entrepreneurial aspirations. This has earned for the province the recognition as 2012’s MOST OUTSTANDING LGU COOPERATIVE OFFICE in the Philippines.

In the Health sector, Governor Dy acted with urgency in ordering the rehabilitation and improvement of all public hospitals operated by the Provincial Government, supplementing hospital resources, increasing bed capacities and mobile health services. He also restored the Isabeleños’ PROVINCIAL HEALTHCARE COVERAGE, now with more than 150,000 members and 800,000 beneficiaries, assuring them of 100% coverage of their health and medical treatment expenses. Regular conduct of Nutrition Summits, Local Health Board Meetings, Maternal and Child Health trainings and reviews, and the intensification of campaigns against Dengue Fever and Communicable Diseases, are being faithfully carried out in the elimination of threats to Public Health.

The improvement of social services and the completion of the Women and Children Protection Center were among the key priorities of the Dy Administration. The Governor also ordered the increase of subsidies for food allowance of jail inmates and residents of shelters for women and children. An Advisory Committee was created to oversee the implementation of the Pantawid Pamilyang Pilipino Program of the DSWD. The Provincial Government likewise released counterpart funds for the construction of other DSWD core shelter projects. The Provincial Migrants Desk became a full office Section under Governor Dy and is now operating 24/7, accommodating the concerns of migrant workers and their families, and establishing links between and among government agencies and foreign offices. Tasks Forces on Illegal Drugs, Crime, and Environment Protection were created in Gov Dy’s first weeks in office, to promote an atmosphere of safety, security, and forest resource management within Isabela. He also reestablished support for the PNP-Isabela’s essential mobile equipment, operating funds, and other resources, and ordered the reactivation of the Peace and Order Council that now works for the creation of a business climate that is more attractive to investments. One of the safest and healthiest environments to live in, Isabela is now benefitting from the Governor’s directives to the Task Force on Environmental Protection. Logging and small-scale mining bans have been issued, massive reforestation has commenced, and violators of environmental laws are prosecuted with determination, with environment law enforcers and stakeholders continually undergoing paralegal training under the Governor’s directive.

SUPERBRAND OF LEADERSHIP The home of Southeast Asia’s biggest hydroelectric dam, biggest grains processing facility, biggest lounge chair, site of forestlands with one of the highest biodiversities in the world, the province of Isabela is a land of superlatives. It is also a province that does not seem likely to rest on its feats. It is poised to become the country’s next major tourism and business zone, with Governor Dy’s aggressive pursuit of sound agriculture and pro-people and environment policies, plus a program to develop Isabela’s coastal region into a self-sustaining recreational and hospitality region. The Governor’s performance in local governance may be likened to achieving a tough balancing act; a healthy balance between visible and tangible physical reforms that the public can appreciate, and a high level of internal fitness that impresses upon government auditors a sensible resource management. It is a balance between the sustainability of his initiatives and the needs of his constituents; and between Isabela’s abundant economy and future, and the health of its natural environment. More than just a work ethic, this concern for balance is a mission for the Governor, encouraged by decades of immersion in public service, and nourished by lessons he learned along the way. Isabeleños can sleep tight, assured that there will only be brighter chapters ahead in Isabela’s history, under Governor Dy’s brand of leadership.**

Moro Servant Leader in Contemporary Mindanao Governor Mujiv S. Hataman From his humble beginnings at a small village in the island of Basilan, Mujiv Hataman worked his way up to become a leading Moro figure of today. As Regional Governor of the Autonomous Region in Muslim Mindanao (ARMM), he has authority over five provinces and two cities and takes the helm of addressing the clamors of around 4 million residents, who are mostly Moros. His administration’s introduction of reforms and good governance has allowed ARMM to maintain its relevance to the aspirations of the Moro people. Mujiv was born on September 11, 1972 as the seventh child of Hadji Sulaiman Hataman, a Yakan, and Hadja Jamila Salliman, a Tausug, in the village of Buli-Buli, Sumisip, Basilan. He comes from a family of leaders - his father was a panglima(chieftain) and served as Barangay captain of their village from the time he sought the position in the 70s until his retirement, and his older brother was one of the first councilors of the then City of Basilan. His experience as a youth leader and activist gained him a grasp of the realities faced by minority groups in the country. He hopes to see an empowered and responsible citizenry, active in their participation in good governance and establish a model Muslim community that every Muslim Filipino can be proud of. A product of public school, Mujiv graduated Class Valedictorian in 1984 at Buli-Buli Elementary School and Class Salutatorian in 1988 at the SumisipNational High School. Having spent his elementary and secondary education in Basilan, he ventured to Manila at the age of 16 to pursue college. He enrolled in Bachelor of Science in Computer Engineering at the AMA Computer University in Manila.

Mujiv has always been ahead of his time. At the age of 17, he developed a heightened consciousness of the web of interrelations among Mindanaoans - the Moros, Lumads, and the Christian settlers – and developed a profound understanding of the need to address the salient issues of their economic, political, and cultural life. 1989 was the start of his progressivebent political career. He joined the Manila-based Bangsamoro Student Association who marched and took the cause of the Moro People to the streets in the quest of making a statement for the plight of the Muslim ethnics of Mindanao, their right to self-determination that then continued to fall on deaf ears and the need for drafting a peaceful solution to the centuries-old Mindanao problem. The sporadic encounters between the military and the secessionist groups based in Basilan took heavy toll on the plight of people who were caught in thecrossfires and the loss of lives was far too heavy to be accepted in contemporary terms. This motivated the young Mujiv to found Kahapan-Basilan, Inc. (now the Kahapan Foundation) in 1995.
A consistent advocate of peace and development via right to self-determination of the tri-Peoples in Mindanao, he did not only earn the respect of prominent political figures in the province of Basilan but even across Mindanao. His persistence, diligence and involvement with international solidarity work gained attention in the national and international communities. In the year 2000, Mujiv was named as top nominee of the AMIN (Anak Mindanao) Party List that was then seeking a seat at the House of Representatives. He graduated from the House of Representatives after having served for three-terms as Congressman (12th – 14th Congress). During his stint in Congress, Mujiv took bold steps in (1) standing up as the only Muslim legislator in the impeachment against then President GloriaMacapagal-Arroyo, (2) calling out for inspection of rice warehouses to avoid rice hoarding when the price of rice had increased from P41 to P52 per kilo, (3) bringing out the anomalous Road User’s Tax and criticizing the double insertion of the C6 project, (4) calling out for reform in government-owned and controlled corporations considering their heavy indebtedness and mismanagement, (5) initiating investigation in the irregularities in the collection of taxes from quarrying and hauling of Mt. Pinatubo sand in Pampanga, (6) calling the government to give more meaning to the mandate of the Constitution to assign the highest budgetary priority to education, (7) asking the government in a resolution to make basic education the primary beneficiary of its P25.2-billion take from the sale of government shares in the Philippine Long Distance Telephone Company, (8) pushing for a program to ensure that the thousands of undocumented children of Filipino workers in Malaysia who were sent back to the Philippines during the mass deportation will get proper education, (9) building the Mindanao Garden of Peace in the Corregidor Islands, and a lot more. Mujiv sponsored and authored fourteen (14) House Bills, the most significant of which is House Bill No. 03012 - AN ACT PROHIBITING DISCRIMINATION AGAINST PERSONS ON ACCOUNT OF ETHNIC ORIGIN AND/OR RELIGIOUS BELIEF, which was approved on 3rd reading by both Houses of Congress. He also co-authored sixty nine (69) House Bills to include among others the CARPER Law and Generics Medicine Act.

Following the ARMM Synchronization Law, President Benigno S. Aquino III handpicked him to a yet bigger responsibility in December 2011 to become the OIC-Regional Governor of the Autonomous Region in Muslim Mindanao (ARMM). Assuming the highest office in the region that had the reputation of being regularly irregular, particularly during the aftermath of the Maguindanao Massacre, remains Mujiv’s most challenging task. Mujiv managed to lay down sweeping changes in what used to be dysfunctional bureaucracy – professionalizing its workforce, purging a large number of “ghost employees” and instituting transparency and accountability in the regional governance. To date, Hataman’s policy of transparency is most remarkable in Philippine local governance.

His leadership style, characterized by his openness and accessibility to the people, is a complete pivot from the established norm in the ARMM. The governor and the entire composition of his cabinet have voluntarily made public their contact details where people can vent their opinions and comments on government and its services. A standing policy in the ARMM is giving the public access to government activities and transactions and requiring all officials to respond to valid queries. Mujiv’s policy of bringing the government closer to the people and vice versa, is an impressive move to make constituents realize that government exists for them and must initiate the bold moves for change. It is the regional government’s aim to adhere to the global principle of open governance. He has personally urged for the strengthening of a Personnel Selection and Promotions Board that screens and evaluates applicants purely on their merit and fitness thus, curbing influence peddling, inefficiency and items-for-sale scheme. Believing in education as the most potent tool for change, Mujiv took priority to address the state of literacy and education in the ARMM. While doing so, he took personal attention to delve into the plight of schoolteachers, the state-of-affairs in the region’s Education Department, and the persistent irregularities. He found the niche for his massive reform agenda in the education sector. Policies were set to remove delays in the release of salaries of teachers and adopted policies to ease them of some financial burdens. The regional government secured a deal with Land Bank of the Philippines (LBP) to provide a buyout scheme for teachers with huge loans from private lenders. An agreement was also signed between the ARMM government, the GSIS and the Department of Budget and Management for the implementation of a straight deduction scheme to settle GSIS payables of a large number of teachers in the region. ARMM saved millions of government funds when Mujiv launched a campaign against ghost projects and workers campaign in 2012. The successful campaign earned him the moniker “certified ghost-buster” from President Benigno Aquino III who made the pronouncement in his 3rd State of the Nation Address.

He then campaigned for the cleansing of the list of voters in the ARMM, a move strongly supported by civil society groups. With their help, he secured President Aquino’s support. Close to 300,000 illegitimate registrants were removed from the region’s official book of voters as a result of the re-registration conducted by the Commission on Elections, paving the way for more credible elections. He was for the second time, cited by President Aquino in the recent SONA for his electoral reform initiative. He has pressed on with the brand of leadership and programs he started in the ARMM after emerging victorious in the synchronized midterm election in May this year. He has called for the streamlining and optimization of government services being handled by the regional government through the ARMM HELPS (Health, Education, Livelihood, Peace and Security, and Synergy) scheme. He has likewise mandated a proactive approach to emergency situations with the activation of the ARMM HEART or the Humanitarian Emergency Action Response Team. Mujiv married Sitti Djalia Turabin, former executive director of the National Commission on Muslim Filipinos and now Representative of Anak Mindanao Party List. They have five children, namely: AhmedIbn Djaliv, Khaleed Eiman Djaliv, Amina Umara, Jamil Oumar and Ameera Mumtaz. Mujiv’s style of leadership will forever mark as a legacy of new politics, not just for the Muslim autonomous region, but for the rest of the country as well.

The wildlife sanctuary is the nesting habitat of the majestic Philippine eagle. The environment advocate governor is tirelessly pushing for her Million Trees Movement program as she is strictly implementing a total log ban in the whole province. The provincial government’s flagship Pagkain at Kita program is also gaining headways as rice production increased by 55 percent while rice sufficiency level also rose to 63 percent from only 42 percent in 2007, making the province a leader in agricultural production in the Davao Region. The World Bank is extending a financial grant to the province for the construction of the P256 million Cateel Irrigation Project which will help the provincial government achieve its goal of 100 percent rice sufficiency level.
