FOREWORD

S

uperbrands Marketing International Inc. (SMI) hereby celebrates our Local Legislators and Awards them for the distinction of “Outstanding” for 2014. We place center stage the achievements of our legislators as nation builders in line with the local government code building up from the grass roots. The role of our legislators are the building blocks necessary for the country to move forward with the participation of civil society and for the economy to prosper. The legislation of relevant laws and ordinances keep civil society humming if not for commerce and the freedoms enshrined in our constitution. We pay homage to our Local Legislators who have to deal with the sensitive balancing acts between business and public service. While there are obviously some conflict issues with regards to our freedoms, the national patrimony does not necessarily take precedence above all liberties. Local legislation keeps the forces at bay to serve their communities first above all. The Outstanding Local Legislators Award is not about good, better or best. It is not a contest to determine Outstanding as to being number one or being First. It is all about the brand, or the consistent delivery of the brand promise generating integrity making them the brand. While many are already “Outstanding” in their own right, having received the mandate from the people thru the power of the vote – to receive the nomination and to participate in this Outstanding Local Legislators Award is the true testament towards services rendered to the people highlighted not by government alone but by an independent award giving body; SMI. Superbrands awards products and services worldwide. The Outstanding project is a commitment by SMI to uphold and recognize key government positions and professionals who are involved with nation building. We congratulate the awardees and participants of the Outstanding Local Legislator who in 2014 have made the mark and the commitment to serve their constituents. Public Service is not necessarily what many perceive it to be other than the derogatory statements irresponsible critiques generate without proof or veracity. To generate the commitment required of the people towards their leaders is proof of satisfaction given their chosen vote. Public Service most often is misconstrued towards a charity aimlessly accepted by the people; it is about vision, it is about commitment, it is about a competence to lead the people towards prosperity and independence. Kudos!

To my fellow Lipe単os, It is a humbling experience and an honor to be entrusted as the City Vice Mayor of the Lipa City populace. Having won the trust and mandate of my fellow Lipe単os from 1998 up to present, it has been my commitment to give to the people the most that we have and deliver at the utmost capacity that we can do. With your prayers and support, we shall strive to realize the platform of governance that we have presented. I hope you will be the best critic, as we try to provide a higher degree of qualitative and quantitative legislative service to the community.

Born on the 7th of November 1975, 2nd of the 7 children, Eric Africa was nurtured and loved by Mr. Mario Africa and Mrs. Remedios Africa. He spent his elementary days in Lipa City South Central School. He graduated high school from De La Salle Lipa and finished his BS Accountancy degree at Lipa City Colleges. He is currently taking up Master in Public Administration at the Lyceum of the Philippines University-PCL Academy. As an active member of NGO, the former Lipa Jaycees President, bagged the Outstanding President and Outstanding Chapter award by the Philippine Jaycees in SOLAC 2002. As a member of the Lipa Chess Club, he was acclaimed as the Champion in the 2004 Employees Chess Tournament and he is also the Advisory Board of the Philippine Guardians, Lipa Chapter. He joined public service as a member of the Sangguniang Kabataan of Brgy. 06. He was appointed as the youngest executive assistant to the mayor in 1997 and in 1998, he had his first term as a Councilor at the Sangguniang Panlungsod, where he served for four terms. As a Councilor, he authored the a) Solid Waste Management Ordinance, b) No Segregation, No Hakot Ordinance, c) Barangay Curfew for Minors, d) Investment Code, etc.

Makibata Makisaya. An 18-year old program with his wife Board Member Wheng Africa that aims to advocate the twelve basic tenets of children’s rights while providing fun games and prizes upholding the mini-maxi principle.

Vice Mayor Eric Africa supports different business establishments in promoting employment.

In 2008, he was appointed as a Legal Researcher of the Sangguniang Panlalawigan ng Batangas. In 2010, he won again as Councilor and was recognized as the Most Outstanding Public Servant in 2012 by the Fundamental Baptist Fellowship. At present, he is the chairman of the City Anti-Drug Abuse Council, officer of the National Movement of Young Legislators-Region IVA, and director of the Vice Mayors League of the Philippines for Batangas and Regional Chapter. Married to the former Lipa City Councilor and now Board Member Wheng Sombrano with whom he has seven children. In 2013, he had a sounding victory as Vice Mayor of Lipa. Now, at the age of 38, he has dedicated more than half of his life in public service. Transparency and accountability, these words have been Lipa City Vice Mayor Eric Africa’s battle cry during his campaign with his tagline, “Ikaw ang BIDA kay Eric Africa”. Indeed, upon assumption, he readily organized a committee that will expedite the realization of the Legislative Tracking System. The program aims to upgrade the legislative record and make available on the web the legislative acts that has been subjects of debate in the Sangguniang Panlungsod.

Free tuition fee, free assessment fee, free food, free materials, and even allowance were extended to 100 welders in partnership with Philippine State Col. lege of Aeronautics. There were also 25 food and beverage students and 35 pipefitters trained in partnership with TESDA with the end view of providing employment.

Tuli Patrol. 3000 kids benefited from free circumcision together with free antibiotics, pain reliever and Betadine to ensure fast healing.

Masteral Degree scholarship for public school teachers at DLSU-Manila. Vice Mayor Eric Africa believes in the Principle of Multiplier Effect: quality teachers (knowledge + experience) = better students. He earmarked a great sum to make sure that full tuition fees, miscellaneous, and even the graduation toga will be provided to the scholars.

Vice Mayor Eric Africa commits himself in providing materials such as garbage bins, paint, pails, brooms of different sizes, detergent, disinfectant, and now even sacks of pancit bihon to all 82 elementary and high schools in support of Brigada Eskwela.

Gamit sa Eskwela. Notebooks and other school materials were distributed to grade school students in levels 1-3 in support to government’s drive in encouraging massive student enrolment.

Ayuda sa Barangay. VM Eric makes available and delivers barangay requests which includes uniforms, construction materials, basketball fiberboards, office tables, computers, medical equipment, etc.

He also made sure that every individual could access the public documents for their consumption, with photocopy machine for free reproduction. LipeĂąos has been very responsive to the issues being discussed by the Sangguniang Panlungsod, as Vice Mayor Eric Africa allows the coverage to be aired in the community chanelCATV6. The Vice Mayor has been open to the media to deliberate on issues and answer public queries.

Legislative Forum. Regular visits to different barangays to strengthen partnership in delivering timely and relevant public service also provides projects as requested by barangays.

In comparison, the previous Sangguniang Panlungsod recorded 26 regular sessions, 5 special sessions, and 29 no quorum sessions from July 2012 to June 2013 while the present Sangguniang Panlungsod had 44 regular sessions, 5 special sessions with 0 no quorum sessions from July 2013 to June 2014. Further, there has been a drastic improvement in the number of resolutions and ordinances filed at present compared to the last SP performance. This shows that the new Sangguniang Panlungsod headed by Vice Mayor Eric Africa has been keen in delivering efficient and effective legislative service.

Indigency Program. Aside from providing financial assistance for burial, medical, educational, and other related concerns, he also provides wheelchairs, nebulizers, and other medical kits and aid for those in need.

Vice Mayor Eric Africa is a constant donor and sponsor of Blood Letting Program initiated by Philippine National Red Cross.

Katarungang Pambarangay Summit and Handbooks for Lupong Tagapamayapa with the end view of expediting the decisions of the Barangay justice and help reduce the number of civil cases filed in court.

Outstanding Local Legislator Award 2014 The Vice Mayor assured his accountability in office by adopting the mini-maxi principle, “minimum budget must equate to maximum qualitative and quantitative service.� He makes regular consultations to the barangay through his Legislative Forum. He also provides a summary report of the Sangguniang Panlungsod programs and projects through the newsletter titled L.I.P.A. (Legislative Initiative Programs and Actions). Eric Africa: a man of few words but full of substance and oriented actions.

Hon. Ma. Vicenta “Vicky” L. Vega-Cabigting Vice Mayor Angeles City, Pampanga

“Serbisyong Panalo para sa Angeleňo” Vice Mayor Vicky Vega-Cabigting has always broken barriers in the field of politics. In 2007, she became the first woman Vice Mayor of Angeles City, a position she still holds today on her third term. Despite her humble beginnings, she has made a name in Angeles politics through sheer hard work and dedication with prayers as her best secret weapon. Against all odds, she became No.1 City Councilor in 2001 and then again as No. 1 Councilor in 2004. Asked if she has always wanted to be in politics, Vice Mayor Vega-Cabigting would always mention one defining moment in her youth when she fervently prayed for the path she would take in her life. She chanced upon the Book of Joshua in the Bible and from there she knew in her heart that she would take on a servant-leader position. The vision of serving her ‘Kabalens’ was her guiding light in every major career decisions she made. A few months after graduating from the University of the Philippines in Diliman with a Bachelor’s degree in Communication (Major in Broadcast Communication), she joined the staff of Speaker Pro Tempore Antonio V. Cuenco at the House of Representatives. It was during this time that she was admitted to the UP College of Law. She had to juggle work, studies and supporting her family in Angeles City. As the eldest child, she embraced the responsibility of sending her seven siblings to school. She then made ultimate sacrifice of giving up her law studies to be able to help her parents and siblings. Her interest in legislation led her to a stint at the Presidential Legislative Liaison Office (PLLO) during the time of President Fidel V. Ramos. She was first assigned to the PLLO-Senate then later to the PLLO-House of Representatives and in between would be reporting at the PLLO in Malacañang. She also served as Political Officer and speechwriter of then Senator Gloria MacapagalArroyo and Legislative Officer of Congressman Carmelo F. Lazatin of the 1st District of Pampanga. In 1998, Cong. Lazatin became Angeles City Mayor

and appointed Vice Mayor Vega-Cabigting as the first Gender and Development (GAD) Officer the following year. As GAD Officer, Vice Mayor Vega-Cabigting, became the focal person for all women-related programs of the city. Under her leadership, the Women H.E.A.L. (Health, Empowerment, Affirmation and Life) was established to help women with their health concerns. The program aimed at providing information on women’s health particularly cancer awareness. It also provided financial assistance to cancer patients. As GAD Officer, Vice Mayor VegaCabigting was also in charge of distributing the more than 5,000 Philhealth cards in Angeles City being the first LGU in Central Luzon to do so. This paved the way for her running as City Councilor and clinching the No. 1 spot in the Sangguniang Panglunsod. During her two terms as top City Councilor, Vice Mayor VegaCabigting filed ordinances on Gender and Development and women empowerment such as the Anti-Trafficking Ordinance to support the national law on Anti Trafficking of Persons. As part of her constituency affairs programs, she initiated the Sulong Kaalaman program as part of her commitment to support the education sector. This consists of her Read-along program to encourage young students to read. Under the program, Vice Mayor Vega-Cabigting also provides school supplies to more than one thousand indigent students every school year.

Her major accomplishments include the following: Institutionalization of the Barangay VAWC (Violence Against Women and Children) Desk- creation of a VAWC Desk in every barangay to assist and empower women and children who are victims of violence; Sulong Kalusugan Caravan and Mobile Clinic- providing seminars on women’s health and medical assistance to far-flung puroks and sitios of Angeles; Support for Brigada Eskwela - the Schools Maintenance Week or Brigada Eskwela encourages LGUs, NGOs and members of the community to support public schools and Vice Mayor Vega-Cabigting has been continually extending her assistance to the program by donating paint and other cleaning materials to all public schools in Angeles City. She has also participated in the clean-up drive of several schools in the locality; Kabuhayan Patrol-as a commitment in empowering the constituents of Angeles, Vice Mayor Vega-Cabigting initiated this project to provide orientation seminars on livelihood and funding to selected individuals and groups in the city; Buntis Assembly-in response to the call for support for the Millennium Development Goals or MDGs, the program was created to provide seminars on maternal health;

Sulong Kaalaman, Read-a-Long and Mobile Libraryaddressing one of the major priorities of Vice Mayor VegaCabigting, the program provides school supplies to more than one thousand indigent students every year. It also encourages young students to read and inspire creativity among them; Zumbarangay and Zumbaskwela- riding through the popularity of the latest exercise craze, the “Zumba”, Vice Mayor Vega-Cabigting initiated these programs to instill health consciousness among the parents, teachers and students in public schools and barangay women; USAP - Ulat sa Paglilingkod is Vice Mayor Vega-Cabigting’s take on transparency, an opportunity to report to the people of Angeles City on her accomplishments and activities. It is also a venue to consult with her constituents, an opportunity that encourages participatory governance; Scholarship Funds and assistance (allocated slots for PNP & Transport sector) -Vice Mayor Vega-Cabigting believes that one way to fight poverty is through education thus she has allotted funds for scholarships and assistance to selected poor but deserving students of the city. Linis Brigada - apart from supporting the 1 Million Trees Program of Mayor Edgardo Pamintuan, Vice Mayor Vega-

Cabigting initiated this program to address environment concerns of the city. Major clean-up activities were undertaken in the Pampang Public Market and the San Nicolas Public Market. Gabay sa Paghimlay- aims to assist bereaved families as they cope up with the loss of their loved ones. The Office of Vice Mayor Vega-Cabigting provides free casket for indigent individuals with families who cannot afford a decent burial for their departed ones. They only pay a very minimal amount for the funeral service. Upon her assumption as Vice Mayor, she initiated several improvementsin the management of the Sangguniang Panglunsod office. She worked for human resources development of the staff so that they could provide better support service to the Sanggunian members. Vice Mayor VegaCabigting has actively participated in the Legislative-Executive Development Council to enhance the relationship and cooperation between the Executive Office and the City Council. She has also spearheaded the installation of the Legislative Tracking and Management System which aims to efficiently monitor the output of the City Council. Through the leadership of Vice Mayor Vega-Cabigting, the Sangguniang Panglunsod of Angeles City won the Local Legislative Award for Highly Urbanized Cities in Region III and one among the finalist in the national competition.

Despite the great responsibility on her shoulders as the second highest official of Angeles City, Vice Mayor VegaCabigting relishes her role as wife to Mr. Arthur Cabigting and as a mother to two young boys, Arthur Vincent and Andrei Victor. As a multi-tasker, Vice Mayor Vega-Cabigting manages to balance her public and private life. Even with her busy schedule, Vice Mayor Vega-Cabigting has appeared in three (3) Kapampangan independent filmsBabagwa (Spider’s Lair), Ing Magkakabaung (The Coffin Maker) and Dayang Asu (In Pampanga, We Eat Dogs) in support of Kapampangan film makers. Both Babagwa and Dayang Asu are Cinemalaya finalists. Women’s rights advocate, Presiding Officer, policy maker, daughter, wife, mother, ‘occasional’ indie film actress and public servant. In whatever ‘role’ she plays, you can always be sure that Vice Mayor Ma. Vicenta ‘Vicky’ L. Vega-Cabigting will give it her winning best! For her constituents, it could only be “Serbisyong Panalo para sa Angeleño!” always more and nothing less.

Hon. Francisco “Isko Moreno” M. Domagoso Vice Mayor City Government of Manila

The life of Francisco “Isko Moreno” Domagoso is a story of success, triumph and victory. It is an inspiring story that reminds us that poverty and deprivation are not hindrances to success. Born October 24, 1974 in a depressed area of Tondo, Manila. Isko Moreno started his young life amongst the most underprivileged and in a portion of the City that’s almost forsaken. Reared by doting parents, Joaquin and Rosario Domagoso, whose natural desire was to see their only child succeed in life, the Domagoso family was beset with problems endemic to most families in Parola, Tondo. His father worked as stevedore at Manila’s North Harbor, earning barely enough for their family’s needs. Thus, Isko Moreno even at an early age was aware of his social and economic condition and standing. Because of poverty, he missed the luxury of boyhood joys, like toys, new shoes and clothes and other things a young person usually craves for. As the only child, Isko Moreno took upon himself to share the burden of earning for himself and his family. He was in Grade 4 when he started gathering old newspapers, plastics, carton boxes, used bottles and any reusable and recyclable junk worth selling. These went on until he finish his elementary grades at the Rosauro Almario Elementary School. For his secondary education, Isko Moreno went to the Tondo High School. Now a budding teenager, he “promoted” himself into a pedicab driver. In high school, Isko Moreno was likewise deprived of teenage indulgences like parties, outings, proms and other activities inherent in growing adolescents because he was busy eking out a living. Undaunted by these early setbacks in life, Isko Moreno knew that adherence to hard work and belief in one’s self are key ingredients to success. Upon graduation from high school, deeply committed and firmly determined to advance and change his economic status for the better, he enrolled at the Philippine Maritime Institute, hoping to earn a degree in Marine Engineering, a course many Filipinos believed would free them from the abyss of poverty by plying international waters with the hope of earning the mighty dollar. In 1992, while enrolled at the PMI, fate intervened.

At a wake in Tondo, star maker Wowie Roxas spotted this dashing young man. With an inherent talent and physical attributes of a star material, Isko Moreno entered the life of glitter and glamour and he adopted the screen name Isko Moreno as a tribute to his discoverer and mentor. He started his showbiz career in the “That’s Entertainment” program hosted by German (Kuya Germs) Moreno. Like most up-and-coming showbiz talents, success was not easy. At the outset, he landed only small roles but patience and perseverance paid off. From bit roles, he landed big projects that propelled him to be one of the most promising actors of his time. Yet, in spite of the glitter of the silver screen, Isko Moreno never lost focus on his dream. In 1998, in his desire to help alleviate the sad plight of his neighbors in Tondo, Isko Moreno began a new leaf of his life-a career in politics and public service. In that year’s elections, in spite of being a neophyte politician, he was elected among the top Councilors of the 1st District of Manila. His showing surprised a lot of political observers. In 2001, he was re-elected, garnering the most number of votes than any other Councilor in all the 6 districts of the City. His winning ways continued that in 2004, he landed among the topnotcher- Councilors in that year’s elections. His stint as a 3-term Councilor speaks for itself. He authored and sponsored pro-poor ordinances and resolutions especially in concerns like education, health, and housing. His political stand always find him at the side of truth and righteousness, a move which necessitates him crossing

party lines and sometimes foregoing personal gains when these run in contrary to the interest especially of the poor and unprivileged, the very people he vowed to serve. Notwithstanding his political successes, Isko Moreno continued to seek his life-long dream to conquer poverty thru education. In spite of heavy work load demanded by the City Council and his public service initiatives, thru the help of former Manila Vice- Mayor Danny Lacuna, he found time to obtain a degree in Management at the International Academy of Management and Economics. In preparation and anticipation of a fruitful and efficient public service career, he took up crash courses on local legislation and finance at the NCLRG of the College of Public Administration, University of the Philippines. Not content with these accomplishment and certainly not a person who will sit on the laurels he has achieved, Isko Moreno’s aspiration for greater educational attainment were far from over. Now on his 2nd year at the Arellano University School of Law, this once upon a time garbage collector and pedicab driver is on the verge of a victorious quest. Drawing inspiration from an equally talented, supportive and understanding wife, Dynne and 4 adorable kids, Isko Moreno’s dream took another step forward in May 14, 2007. Backed by his outstanding legislative agenda and a meritorious public service record, Manileños elected him overwhelmingly as the youngest ever Vice Mayor and Presiding Officer of the City Council.

As a Councilor of the 1st District of Manila, Isko Moreno was adequately appraised of the ills and problems of the City. But coming to grips with reality, he was awed by the magnitude of the problems facing Manileños. So even before the ink could dry out in his oath of office, Isko Moreno buckled down to work. He soon learned that the biggest of those concerns are the medical and health needs especially of the poor and needy. Staying healthy and fit became his advocacy. Thereafter, medical missions in depressed areas of the City became weekly events. And to address the high cost of medicines, Isko Moreno established “BOTIKA NI ISKO”, a mini-pharmacy right at his City Hall office, wherein medicines and vitamins are given free. To date, some 13, 200 have availed of this program. Moreover, referrals to various medical facilities and social fund institutions have benefited thousands of indigents. Other projects under health care initiatives are the summertime Operation Libreng Tule, Oplan Katarata and Oplan Kagat Aso, an anti-rabies immunization activity for pet dogs. Ever aware of the importance of education as a means to liberate people from the throngs of poverty and helplessness, Isko Moreno launched an ambitious program, ISCOM, which aims to provide people from all walks of life to be computer- literate so that they will be competitive in the world of information technology. Starting with just one (1) Computer Learning Center in 1999, ISCOM have branched out to 7 locations all over the City. Likewise, in partnership will well – meaning friends, the ISKOLAR NG BAYAN program continues to provide free scholarships to poor but deserving students. Also, Lakbay Alalay Program has benefitted those who could not afford to participate in educational tours and experiences.

Even before the advent of the global financial crisis, Manileños continue to suffer economically due to joblessness and the inadequacy of jobs opportunities. Since 2007, Isko Moreno’s Trabaho Para Sa Manileño program have conducted some twenty (20) local and overseas job fairs which resulted in thousands of job generated. In coordination with the POEA, TESDA and the Department of Labor, Trabaho Para Sa Manileño program is a constant source of joy and happiness to families who were given the opportunity to land jobs to support their needs. In response to the needs of the call center industry, training programs have been created to afford Manileños the chance to get involved in this “sunshine” industry. Countless job seekers are given job referrals to various business and commercial establishments who, more often than not, are accommodated and accepted. In pursuance of the initiative to make daily living easier and manageable, the Asenso Manileño program was launched. Thus born services like, ‘Murang Karne at Pagkain “ free legal services, free haircut, libreng tubig and others. Always believing that educational skills and knowledge are better acquired thru modern facilities and methods, a program better known as PEP or Promoting English Proficiency was initiated thru the assistance of the American Chambers of Commerce- Phils. Today, 10 computer speech labs are installed at the Isko Moreno’s alma mater, Tondo High School, providing training and refresher courses to both members of its faculty and students.


Outstanding Local Legislator Award 2014 In February 2008, due of the increasing incidence of fire, Isko Moreno purchased an Engine Firetruck to help abate and fight fires which has caused loss of countless lives and properties. Based in Tondo, Manila, the Kaagapay Engine Firetruck managed by volunteer fire fighters are ready to respond to any emergency and need. To be better appraised of local situations, dialogues with community folks and their leaders are periodically conducted, wherein the true and real pulse of local folks are directly known. As a result, responses to their needs and concerns are correctly formulated. As Presiding Officer of the City Council, Isko Moreno has presided over the passage of countless resolutions and ordinances whose primordial concern is to benefit of the place of his birth and City of his dreams. The budget of the Office of the Vice – Mayor can hardly cope up with the demands of its constituents. Luckily, Isko Moreno possesses the skill and charisma of encouraging the rich to share their blessings with the poor. Thus, in spite of his meager and limited resources, Isko Moreno is continuously providing public service due to the help and generosity of friends and supporters. One the factors and primary reasons for the success

of every Isko Moreno project is the guidance being provided by the KAAGAPAY FOUNDATION, an NGO whose faith in the vision of Isko Moreno to make Manila a safer, healthier, better and happier place to live in is beyond reproach. Much could be learned from Isko Moreno’s life story. First, don’t let poverty be a hindrance to the fulfillment of your dreams. Second, make education your key to your success. Education is the great equalizer that could bring people from all walks of life on an equal term. Practice virtue that will enhance your humanity-discipline, perseverance, kindness, charity and hard-work are just few of these noble traits. In the 2010 local elections, Isko Moreno ran under the aegis of the Asenso Manileño Program and was reelected with a voting record never before witnessed in the City of Manila. He garnered 485,828 votes or 80.12% of the total votes cast. With this overwhelming margin and fresh mandate Manileños bestowed upon him, Isko Moreno vowed to repay and reciprocate this kind gesture with an honest, dedicated and efficient public service and governance. Outstanding Local Legislator Award 2014 Now in his second term of office, Vice-Governor Daniel has already received various recognitions, citations and awards for his exemplary performance and accomplishments in the last three years, foremost among these is the “Most Outstanding Public Servant of 2012” given by the Gawad Amerika Foundation, Inc., an organization of Filipino-Americans living in the United States of America. This is a concrete confirmation of his outstanding performance and a living testimony of his deep commitment and dedication to serve his constituents without reservation.

Vice-Governor Fernando, Cesar F. Ramirez, in real life, is a well known movie/TV/stage actor. He was born on May 12, 1962 in Tabang, Guiguinto, Bulacan. He finished his Bachelor of Science in Electronics and Communication Engineering degree at the University of the East in 1992. His stint as a public servant began in 1980 when he was elected Kabataan Barangay chairman of his own barangay. And this is where his desire to become public servant first bloomed. Although very much involved in his career as an entertainment personality, Vice-Governor Daniel never let go of the chance to serve his fellowmen when he has the time and opportunity to do so as he always feels he can do more for his provincemates as a public official. When the opportune time came, he ran as vicemayor of his hometown but lost in the election. This setback did not dampen his spirit a bit, so when the next opportunity came in 2001, he ran again, this time as board member of the 2nd district of Bulacan and easily won, even garnering the most number of votes. This gave him the privilege of becoming Senior Board Member of the Sangguniang Panlalawigan. In the 2004 election, he won again in the same position and again was chosen senior board member. In the 2007 election, he ran as vice-governor but lost to Vice-Governor Wilhelmino Alvarado. In the 2010 election, he again ran and this time won as Governor Alvarado’s running mate.

A self-confessed bachelor, Daniel said he has not yet found his Ms. Right. “Wala pa po akong asawa.Naghahanap pa rin ng mapapangasawa. Wala pang mapapangasawa. Wala pa po. Hindi pa dumarating yung hinahanap ko, pangarap pa lang (laughs),” he said. “Sa public service na lang tayo, dyan tayo maligaya, yung makatulong sa kapwa. I’ve been doing public service for a long time already. Kahit wala akong budget for that, nagagawan ko ng paraan. Kahit papaano nakakatulong ako, nakakapagmedical mission ako, nakakapag-paaral ako.”

Outstanding Local Legislator Award 2014 Unlike other politicians who won as public servants on strength of their popularity as showbiz personalities, it was the other way around for Daniel. He became an actor after he was SK Chairman several times in his hometown of Guiguinto, Bulacan. After being SK Chairman, Daniel ran for vice mayor in his town but he lost to his own aunt. Daniel Fernando was a theater actor back in high school. He was trained as stage performer by appearing in numerous plays with Tanghalang Pilipino and other theater companies. Then he started doing movies. “I did drama, I did action. And even bold flicks. But I especially cherish the memory of working together with the late Action King Fernando Poe, Jr. I remember him predicting the eventual demise of Pilipino movies, the action genre most especially,” he recalled in a recent exclusive interview at Dulcinea restaurant on Tomas Morato. “Siya ang nagsabi sa akin na very soon mawawala na ang pelikulang Pilipino at kawawa ang mga artista na mawawalan ng trabaho.” One of the most memorable and significant films Dan starred in was Peque Gallaga’s “Scorpio Nights” for which he won the Best Actor award. It’s been a while since he made a movie because of his commitment as public servant but he said that when the opportunity comes and he is offered a really worthwhile project, he will gladly grab it. When he resumed his political quest after losing to his aunt, this time as board member of Bulacan, Dan won. And then he ran as vice governor of Bulacan and got the overwhelming support of his fellow Bulakeños.

Hon. Venesa “Alma Moreno” Lacsamana Councilor Government of Parañaque City

Venesa Lacsamana was born on May 25, 1959 in Cervantes, Ilocos Sur to Frank Lacsamana and Jean Moreno, a couple who lived a simple, yet noble life. Alma Moreno began her showbiz career as a screen nymphet in 1975 with the movie “Ligaw na Bulaklak.” This launching movie sparked her rise to stardom as one of the most sought-after screen sirens of the 1970s. What followed was a string of box-office successes that continued well into the next decade, where she expanded into the realm of television variety shows. She played the multiple roles of host, star and dancer in her the long-running “Loveli-Ness,” a weekly program that showcased her various talents. During her nearly three decades in showbiz, Alma has received multiple nominations for Best Actress from various award-giving bodies in Philippine cinema. Her movie anthology of over 200 films features a wide repertoire of subjects, from a circa-1940 drama with Rodel Naval, to crime thrillers like “City After Dark,” the light social commentary of “Makati Avenue Office Girls, Ama, Ina, Anak, Kapalit” - which received a “wholesome” rating from the Catholic INitiative for Enlightened Movie Appreciation (CINEMA). She appeared in her first movie as a “Dama” in Urduja with Amalia Fuentes, while her first starring role was Ligaw na Bulaklak Part 2 (Lost Flower) with Vic Silayan, which was her breakout film. The 1976 film was directed by National Artist for Film Ishmael Bernal. From then until the late 1980s, Moreno starred in a number of revealing movies that were box office hits, earning her the title “Sex Goddess of Philippine Movies” of the 1970s and 1980s. Bernal had also directed her in the acclaimed film, City after Dark that premiered in 1980. Her other notable films include the 1993 Gawad Urian Best Picture, “Makati Avenue Office Girls” (directed by José Javier Reyes) and the 1977 Mga Bilanggong Birhen (Incarcerated Virgins) (directed by Mario O’Hara and Romy Suzara).

Versatile for having starred in sexy, drama, and comedy films, Moreno was also a presenter on several highly-rated television variety shows in the 1980s for which she earned the title “Shining Star”, as well as the weekly television drama anthology, Alindog, which explored the lives of modern Filipino women. Moreno is also a dancer, who popularised a sexy, highcut outfit called the “Tangga” on her shows like The Other Side of Alma, Rated A and Loveli-Ness. She has been nominated in various film and TV acting awards for her dramatic and comedic performances.[12] In the early 2000s, Moreno divided her time between her professional commitments with GMA-7’s teleserye Habang Kapiling Ka, and situational comedy programme Da Boy and Da Girl; she balanced these with her personal commitment to helping the women and the poor in Parañaque City through various socio-civic and community development projects. In 2002, she starred in her comeback film Kapalit. Recently, she was a resident judge of the defunct dance contest “You Can Dance”. Moreno ran for Mayor of Parañaque City in 2004 but lost. In 2007, she was elected a Councilor of the city, and was reelected in 2010.

Her mission is to develop Parañaque into the premiere city in southern Metro Manila by expanding its commercial and industrial zones to better stimulate economic growth and create greater livelihood and employment opportunities for its less affluent residents in order to improve their quality of life and help them eventually become self-sufficient members of our middle class communities. We intend to promote the development of our existing commercial and industrial zones by providing them with the necessary support infrastructure and economic incentives to increase the scope and level of their activities and operations We intend to enlist the support and cooperation of the business sector towards creating an average of 10,000 new jobs each year over the next five years, giving priority in hiring to local residents, with the goal of providing gainful employment to the breadwinner of each household in our depressed areas We intend to strengthen the middle class by adding to its self-sufficient ranks from the former residents of depressed areas, thereby greatly reducing the incidence of poverty in the city and transforming the former squatter colonies into low-cost, socialized housing projects fully owned by their inhabitants

In her only 2-year PCL presidency, Alma has unified the general membership and consolidated its resources to institute needed reforms. Recently, the PCL has established its own Academy--the PCL Legislative Academy with the 1st Batch of more than 600 politicians enrolled (Alma is one), mostly councilors from Luzon, Visayas and Mindanao will earn either a Baccalaureate or a Master’s degree by June 30, 2012 thru customized modular programs. The PCL has just also succeeded in lobbying before Congress the Civil Service Eligibility LAw for the local legislators, dubbed as RA 10156 signed by President Benigno Aquino III on December 20, 2011. With the purchase od additional vehicles, PCL is affording the councilors their transport needs while doing official business in Metro Manila. The 3-storey PCL Hostel in Las Piñas City is renovated to house especially councilors and other politicians from the provinces who can’t afford higher hotel fees and charges.

The few but concrete achievements of the PCL under the 2-year AlmaMoreno presidency has provento all and sundry that Alma is capable of expanding her political interest nationwide in the name of public service. She has met a lot of people in the grassroots after silently attending PCL activities in almosty all provinces of the country. When asked if she will run for the senate to represent the local legislators, Alma quipped that if given the chance, whe will surely not only represent the councilors to the national government, particularly national legislature, but as welll as the various constituencies of the councilors--the people in the grassroots.

Alma, also called as ‘Ina ng Bayan’ had seven children whom she had been supporting in their pursuit for education and personal career amid all her personal and political challenges in life. “I give almost all what I have just to support all my children for their education and career development -- for their future. So, it’s all for my children first, never mind my own material needs,” Alma said. With most of her children having their own personal career, Alma said “I can now devote more of my time to public service.” On top of these programs is a college and masteral scholarship program for city and town councilors across the country. In an interview, Moreno disclosed that different capability building programs for all councilors in the country are now being implemented through Memorandum Circular No. 144-2010 of the Department of Interior and Local Government (DILG) signed by the late Sec. Jesse Robredo. Among the programs is a free education to all local councilors to complete their baccalaureate and masteral degree courses. It also offers courses in Public Administration and Governance.

“This program will help our undergraduate legislators to finish their courses and even encourage them to pursue masteral degree courses before their term ends,” she said.“Marami sa mga local councilors ang hindi nakatapos ng pag-aaral kaya sa pamamagitan nito ay matulungan natin sila.” “Alma Moreno Has Set Her Eyes on a Higher Goal” to run for senator. Before Alma Moreno became the councilor of Parañaque City, she already made a mark in public service. Moreno did not take her role as First Lady lightly, when her former husband was the mayor of Parañaque. She wanted to uplift the plight of their constituents, by undergoing so many projects and learned enough from that experience while endearing herself to the people. This time, she has set her eyes on a higher goal, to become a senator. The former sexy actress prayed hard for this, after many people prodded and encouraged her to try running for a higher post. She asked God to give her a sign and He has given that sign. She is taking up AB Political Science major in Local Government Administration at the University of Makati and also undertook Leadership and Management Development Program at the Ateneo de Manila University.

Hon. Jaime “Jimmy” T. Lazatin Vice Mayor City of San Fernando, Pampanga

“Tune Serbisyu, Tune Lugud” (Genuine service out of genuine compassion) Vice Mayor Jaime “Jimmy” Lazatin was born and raised in the City of San Fernando. The reason why such passion to serve the City and its people - the Fernandinos, cannot be denied and cannot be put out from his heart. Vice Mayor Jimmy Lazatin was born to a well-known family in the City of San Fernando Pampanga. Though blessed to belong to a landed gentry, he was raised humbly by his philanthropist father, Mr. Jesus Lazatin. His father has taught him the values of perseverance, hard work, discipline and selflessness. With these principles he has started humbly his way up where his hard work has taken him – to the world of business. But these very same values he still keeps until now as a three termer public servant as City Councilor and now Vice Mayor of the City of San Fernando. These same values, which he tries to impart to the people of San Fernando – the Fernandinos, especially the youth. Consequently, he reaped success in the world of business by becoming an accomplished businessman. He could have opted to stay confined in the comfortable and risk free world of business he became so familiar with, until one day he felt the call of service knocking in his doors. Thus, the hard but firm decision he came up to was to enter, not POLITICS, but rather to heed the call of PUBLIC SERVICE. Hence in 2004, although a neophyte and a new face in local governance, he landed as 2nd City Councilor where he bravely chose two of the most laborious committee in the august chamber – the Committee on Education and School Infrastructure and the Committee on Public Market & Economic Enterprise and Slaughterhouse. Just in his first term alone, he proved his performance, through serving his essential “hours” in the Office of the SangguniangPanlungsod, not conforming to the norm of just going to office during Wednesdays for session, but rather dedicated every opportunity to serve the Fernandinos by legislating most needed local laws as he is mandated as a local legislator and complementing it with his own projects (personally planned, implemented and funded) which is even beyond what is expected from a local legislator.

His selfless service paid off; when in 2007 he won as the 1st City Councilor. This time around, together with the Committee on Education and School Infrastructure, he chose the Committee on Environmental Protection, Natural Resources, Waterways and Flooding Intervention. The same fervor, he had shown in his first term, he has maintained in 2007 until 2010. Again, utilizing his personal resources (time, effort and money) he has matched his legislative contributions to make sure that these ordinances and resolutions are translated into tangible benefits for the constituents. Gaining the confidence of the masses, he was once again seated as 2nd City Councilor in 2010, this time around he chairs the Committee on Education and School Infrastructure and the Committee on Good Government, Public Ethics and Accountability. From 2004 until present, he bravely chose the Committee on Education albeit the challenges and problems that the state of education faces, not only here in the City of San Fernando, but in the entire archipelago. He was raised and made aware that education is one of the most vital things that a person must have to attain a successful future. Thus, he wanted to do his share in uplifting the quality of education in the City. His heart went out to the thousand of Fernandino youth who utterly needed this basic service. This birthed his POVERTY ALLEVIATION THROUGH EDUCATION advocacy. His goal was simple yet very important, that together with other basic services and challenges posted by public market, environment and good government, education must be the foremost service the Fernandinos must have.

But then again, as he has the utmost good of the people in his heart, he was aware of the financial limitations of the local government unit and the restrictions of having a legislative mandate. By being a then city councilor he could only do as much as legislation, their positions does not even have budget allocation. But despite these hurdles, then Councilor Lazatin still kept on making local laws that are most needed by the people. Further he maximized his upbringing and connections to entice companies and organizations in public private partnerships. He encouraged them to translate their Corporate Social Responsibility projects into local projects beneficial to constituents especially in the field of education. Some of these are the paints donated by Boysen Paints during the yearly BrigadaEskwela, the two storey four classroom donation of Aboitiz Foundation, computer donations of various companies, financial support of various companies for feeding and medical mission, among many others. VM Lazatin has imbibed two of the mantras of John Rockefeller which states “I believe that the law was made for man and not man for the law; that government is the servant of the people and not their master” and “I believe that the rendering of useful service is the common duty of mankind and that only in the purifying fire of sacrifice is the dross of selfishness consumed and the greatness of the human soul set free”. These are reflections of the values earlier mentioned that were passed on by his beloved father. The values of perseverance, hard work, discipline and selflessness. The very same values he has treasured and has applied all throughout his life which has brought him success in business and in public service.

The same values which are aligned and very much the same with the Jaycee Creed that states, “that government should be of laws rather than of men and that service to humanity is the best work of life.” Of these values, emanated his outstanding legislative and humanitarian efforts which are summarized below. A healthy public means an inspired and productive citizenry. Seeing the state of the old slaughterhouse in the city, then Councilor Lazatin, in 2005, sponsored legislative measures for the establishment of a modern, double “AA” category Slaughterhouse. He followed that up with another ordinance to regulate its operations to govern the slaughtering of food animals to assure the consumers that they are fit for human consumption. He also sought for the rehabilitation of the old public market- specifically the construction of the wet market section to provide sectionalized and organized market stalls not just for consumers but for vendors alike. He complements his legislative efforts with his personal capacities, enticing companies and organizations to partake in advancement of education through public and private partnerships that resulted to school building construction and computer donations among others. In 2006, he pushed for the approval of theAnti-Child Pornography Ordinance; while in 2011, he passed the Comprehensive Children Welfare Code of the City of San Fernando.All these are towards the promotion of the rights and privileges of Fernandino children. Sanitation and health of School Children. He spearheaded and donated cash for the construction of 8 toilets at MalinoElementary School to safeguard the health of pupils and donated 50 trucks of filling materials to Sta. Lucia Elementary School (Paroba) to eradicate the inundation of flood water during heavy rains caused by strong typhoons. Provide Basic Needs of Schools by Initiating 10R’s.“Recycle, Repair, Refurbish, Restore, Remodel, Repaint, Renew,Redistribute, and Reuse” is a project initiated by VM Lazatin aimed to recycle dilapidated and junk chairs, desks, tables to maximize scrap materials that can be used to construct a school furniture. This started when he headed the pick up of 40 chairs at Sindalan High School which underwent 10R’s , spending his own personal funds which are ready for delivery. Other school beneficiaries were Juliana Elementary School, City of San Fernando West Integrated School, Sto. Nino Elementary School and Northville Integrated School.

He conceptualized supplemental feeding programs dubbed as “Pagkain Para Sa mga Mag-aaral na Kulang sa Timbang”, for the malnourished school children of all public elementary schools. VM Lazatin continuously provides free medical services and free medicine to his constituents through his medical missions, ”Free Clinic Handog ni VM Lazatin”, to safeguard the well-being of less fortunate Fernandinos who cannot afford high cost of hospitalization and doctor’s fees. Both the feeding programs and the medical missions are on –going and are non-stop since 2004 until present. Scholarships all the way to City College. In 2008, as Chairperson of the Committee On Education, he sponsored an Ordinance for the Charter of the City College of San Fernando to provide opportunities to students to pursue tertiary level of education. Last March 2013, the City College produced its first graduates who have enjoyed full scholarship since 2009. Advocacy in Environmental Concerns.Another committee he chaired was the Committee on Environment. He sponsored an Ordinance enacting the Environmental Code of the City of San Fernando, Pampanga to protect the environment, restore waterways to lessen flooding, to provide clean and potable water to residents and to address global warming, a poignant concern for every global citizen. Likewise, one of his landmark legislation that has enticed more investors in the city and consequently opened up more employment opportunities is the Investment Incentive Codewhich was passed last 2011. With this ordinance, investors with medium and large capital are given incentives once they put up business in the City.

In 2013, through an overwhelming number of votes, he earned the seat of the Presiding Officer of the 5th Sangguniang Panlungsod and as Vice Mayor of the City of San Fernando for 2013-2016. At present he steers the City Council to coming up with new legislation relevant to the need of times and of every sector. Naming few are the Anti-truancy Ordinance, Banning of Carbonated Drinks, No Smoking Ordinance, Ordinance regulating the use of headsets and earphones while driving or crossing the streets,legislations for the benefit of the senior citizens, among many others. Likewise on his own initiative he continually provides medical missions and feeding programs in places most needed of this projects. He has also reached out to areas who have no access to potable source of water and brought them the “Water for Life Project” in coordination with the Rotary Club of Makati South. At present he is at the helm of conducting a legislative study for the sustainability of livelihood projects for the Fernandinos. He has focused on education when he was a Councilor and now as the second father of the City he want the Fernandinos not only to have livelihood trainings and projects, but for these livelihood projects to be sustainable and really beneficial to the people. On his initiative too, an in-depth study is on its way for the possible long term solution to the Solid Waste Management System of the City. Now being the Presiding Office of the Sangguniang Panlungsod, VM Lazatin will not be slowing down, but instead he will continue initiating projects that are directly beneficial to the Fernandinos. Instead he will keep aflame the compassion to be able to render genuine service….

VM Lazatin’s passion and hard work shows genuine love for his constituency. His dedication takes him to different barrios and barangays all over the City of San Fernando, giving him first hand accounts on what his community truly needs. Hon. Ramon “Jolo” Revilla III Vice Governor Cavite

Being a scion of the Revilla clan, serving the public is undeniably in Vice Governor Jolo’s bloodline. His occasional gracing in the social services programs of his father, Senator Ramon Bong Revilla Jr., inspired the young Revilla to be actively involved in similar undertakings. Like his mother, Cavite 2nd District Representative Lani Mercado-Revilla, he was already into various social services activities even before formally entering public service. He participated in various anti-drug campaigns as founder and president of the Bacoor-based Tugon Youth Organization. He also served as adviser of the Sangguniang Kabataan Federation of Bacoor, and as Youth Ambassador of Kaya ng Kabataang Pinoy or KAYAKAP, the youth arm of his father.

BAPTISM OF FIRE In 2010, this young achiever officially entered the field of public service as barangay chairman of Panapaan VII, Bacoor and then as president of the Association of Barangay Councils of Bacoor. He was subsequently elected as president of the Cavite Provincial Chapter of the Liga ng mga Barangay which earned him a seat as ex-officio board member of the Sangguniang Panlalawigan of Cavite. Eventually he was elected as National Executive Vice President of the Liga ng mga Barangay sa Pilipinas. In 2013, he received his mandate from the Caviteños who elected one of the youngest vice governors in the history of Philippine politics. This fact, however, did not deter his colleagues from appointing Vice Governor Revilla as Vice-Chairman of the League of Vice Governors of the Philippines for 2013-2016.

AS VICE GOVERNOR: BREAKING THE RECORD IN LEGISLATION Under the leadership of Vice Governor Revilla, the Sangguniang Panlalawigan of Cavite has soared to new heights. In the first six months since its inception, the present provincial board has approved a total of 55 ordinances and 67 resolutions – a record breaking feat in the history of provincial legislation in Cavite. GOOD GOVERNANCE Transparency

Another first in the history of the Sangguniang Panlalawigan of Cavite is the publication of ULAT, the official year-end report of the distinguished provincial board. A brainchild of Vice Governor Jolo, it aims to publicize the approved ordinances and resolutions, and showcase the activities of the body in order to increase social consciousness of the public. In addition, he has made the installation of the Legislative Information System for local legislative tracking a priority for 2014.

Effectiveness and efficiency

In 2012, Cavite became the first ISO-certified provincial government in the Philippines and in South East Asia under the leadership of Governor Jonvic Remulla. The Vice Governor has approved a system for enhanced internet connection for online research and for paperless sessions of the Sangguniang Panlalawigan.

As department head of the Office of the Sangguniang Panlalawigan, Vice Governor Jolo puts a premium on enhancing the capabilities of the staff which he considers the backbone of the institution. To this end, staff members joined the Vice Governor and the board members in undergoing the Seminar on Capability Enhancement facilitated by the Center for Local and Regional Governance of the University of the Philippines-National College of Public Administration and Governance. Among Vice Governor Revilla’s projects in progress are the creation of a legal section in the Provincial Library to aid in legal and legislative research, as well as the conduct of the Jurisprudence-based Ongoing Legislative Orientation and Training Program for the legislative staff of the Sangguniang Panlalawigan. The administrative and support staff likewise undergo HR intervention programs and are provided opportunities for growth, as even utility personnel and bookbinders are encouraged to take the free basic computer classes conducted in the Provincial E-library.

Participation

The Vice Governor believes that the Agimat (amulet) in public service is the people itself and he acknowledges the vital role of citizens in nation-building. Aside from their participation in policy-making at the different provincial councils, Vice Governor Revilla invites several accredited organizations for his projects such as TB awareness and anti-drug campaigns, and supports basic first aid trainings for empowerment at the barangay level. He has likewise involved volunteers for his bloodletting activity and his mangrove tree planting activity in Brgy. San Rafael IV, Noveleta.

BRAVING THE STORM

The former Barangay Captain still continues to directly reach out to the grassroots level and promote community empowerment through an organization of service-oriented Caviteños and Caviteñas called AGIMAT. His commitment to the delivery of relevant services throughout the province prompted the Vice Governor to establish his Jolo Cares program. Cognizant of the strain on the available resources of the province due to the cityhood of several component municipalities, the Jolo Cares program aims to supplement the existing programs of the provincial government for delivery of basic services by tapping support from organizations and institutions with social responsibility programs. The Jolo Cares program focuses on the areas of access to healthcare, livelihood, education, and the promotion of environmental sustainability. Among his regular projects are medical-dental missions supplemented by free cataract operations, ECG and blood sugar reading, TB Awareness campaigns with cough caravan, bloodletting activities, feeding program, distribution of school supplies, tree planting activities and clean-up drives. Another project in progress is the effective management of municipal waste of the province.

Several calamities welcomed Vice Governor Jolo Revilla into office. After the oil spill that struck the coastal areas of the Municipality of Rosario came the onslaught of Typhoons Labuyo and Maring, and the heavy rains brought by Habagat. Each time, the Sangguniang Panlalawigan responded promptly to authorize the release of funds necessary to address the effects of said calamities. Vice Governor Jolo himself joined in the rescue and relief operations – prompting the Regional Disaster Risk Reduction & Management Council of the Office of Civil Defense to bestow on him the Bakas Parangal ng Kagitingan. Then came Yolanda, and the province joined the world in supporting the rescue and rehabilitation efforts of the local government units affected by the super typhoon. Yet one storm has proven closer to home – the present controversy surrounding his father. He draws strength from the support of constituents and from Jeremiah 29:11 - “For I know the plans I have for you,” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future.” It is this same assurance he gives Caviteños as he continues to fulfill the mandate given to him.

The Vice Governor has also instituted the Jolo Excellence Award which is given to young individuals who excel in their respective fields of endeavor. This aims to recognize the important role of Caviteños as prime movers of society towards national development.

“In the service of God and in the service of the people” “LEAD & SERVE LIKE JESUS” A man who stood up and made a difference when almost everyone was in disbelief that politics and religion could harmonize as a vehicle of service. As a politician, he had his experience of political crisis but he never gave up on his passion to serve. While in search of service, he found the Lord. In 2011 Hon. Elmer S. Santos became an active servant of the Feast Marilao, a catholic prayer meeting group of the Light of Jesus Family of Bo Sanchez. But his passion to serve just keeps on expanding. In 2012 he played a key role in building the Feast Malolos. He utilized his expertise in politics in overseeing that all internals and externals needed to have an organization inside the Feast Malolos are being observed. As the Admin Head, he is very effective in formulating current and long-range programs, plans, and policies for developmental level up. As a Worship Leader, he could always connect to the emotions of the attendees. As a speaker, the content of his talk is always aligned to the message of the talk series. He is also identified as one of the humblest leader, because he enjoys being involved in the Logistics Ministry. Then came the difference. While he was enjoying his service to God at the Feast Malolos, his desire to serve the people grew intensely. He went back to politics in 2013. But he did not leave his service to God. Instead, he went back to the political arena as a proud servant of God. He was elected as the number 1 Municipal Councilor of Hagonoy Bulacan. This time, as a policy maker, he is guided by his service to God. He now effectively works with other council members of Hagonoy Bulacan to set the overall direction of the Municipality, making sure that all these are in accordance to what is right and just to the Lord. In the service of God and in the service of the people, Elmer Santos witnessed God’s word, God’s work and God’s wholeness both in politics and in religion as one, to lead and to serve.

Kuya Elmo, is the current Program Adviser of Hagonoy Young Leaders Program (HYLeaP) — a program-based youth organization initiated by youth leaders in Hagonoy, Bulacan, envisioned to develop more servant leaders to actively involve the different sectors of the society. Thru Kuya Elmo’s active support for the youth sector of Hagonoy, thru a multi-stakeholder and multi-sectoral consortium, HYLeaP was born to develop critical, values-based young servant leaders who lead the different sectors of the society. In line with the vision of Kuya Elmo for servant leadership among the youth, the Hagonoy Young Leaders Congress (HYLC) was designed to build confidence and hone potentials among the youth, nurturing their commitment to integrity and principled leadership, fostering their nationalism and idealism, and encouraging them to become faithful stewards of their communities and town’s future. Youth’s initiative, brilliance, pureness, and enthusiasm are what keep Kuya Elmo fueled in believing that the youth is an integral aspect of a nation-building, and so he continues to support endeavors of every youth organization in the community. Kuya Elmo’s vision for servant youth leaders are seen among HYLC graduates, a testament of how he has made an impact among the young leaders of our town. In fact, HYLC alumni pay it forward to their fellow youth in Hagonoy by voluntarily organizing community development initiatives such as voter’s education campaign, barangay caravan, youth oriented talk shows and publications, fora and social dialogues, relief operations during calamities, youth parade and youth mentoring, which sustain their passion for community service. All these efforts were made, are being made, and will be made without expecting in return, all for servant leadership.

As youth empowerment advocate and servant leader, Kuya Elmo wants to build a community that will empower the young people in Hagonoy, Bulacan, and to continue making a difference and transformation in their respective areas of influences. A dreamer of a community that will nurture and train young people in becoming an active participant of change, Kuya Elmo strives to establish strong networks of young individuals working for genuine development. Believing that nation needs an empowered youth who will be the catalyst of change for the society, Kuya Elmo pushes for persistently involving the youth to shaping and moulding the community thru concrete projects and programs. Ultimately, Kuya Elmo envisions a Philippines that is moved by youth leaders gearing toward responsible citizenship, good governance and servant leadership.

The leadership and education “Education means inspiring someone’s minds, not just filling their heads.” — Katie Lusk Leadership and education always coincide with each other, and this has been proven by Councilor Elmer S. Santos from almost two decades of public service in the municipality of Hagonoy, Bulacan. Since he became a public servant, his main goal is to help improve the education sector in his municipality, because he believes education is the most important key to achieve one’s goal or dream in a person’s life. He begin his passion by training student leaders every December in the celebration of “Youth Month” where he

gathers student leaders from different schools and introducing to them the world of public service by assuming different governemnt potisisions for one week and inducing them the essence of being a true public servant and inspiring them to be a good leader on their respective schools. Inspiring student leaders is only one of his passion for education, another is by helping students who cannot afford enough school supplies for their learning, in early 2008 he organized a project names, “Eskwelang kwela” which aims to give needy students enough school supplies for their learning, which helps almost 98% of public elementary schools in the municipality of Hagonoy. The eskwelang kwela project is still on going and conitnuing to help students in providing them enough facitlities to tontinue their studies and fullfill their dreams in chieving a quality education. At present he as the chairman of the Sanngunaing Bayan Committe on Education, he is helping the Local School Board in initating the varoius project and programs which aims to devbelope and improve the edcational status f the muncipality when it comes to academics, sports, leadership devbelopment, school infrastracture project and contest particpation of schools, recently Coincilor Elmer S. Santos is one of the main proponents in the construction and develoment of the ramona Trillana National High School Annex which will be erected on Barangay Sagrada Familia which will have a Forty Two Storey Classroom building which will answer to the increasing enrolment of the school. This is just one of many achievements and ongoing missions of Councilor Elmer in giving inspiration and leading the education sector towards a more developed learning environment for the citizens Hagonoy, bulacan.
