FOREWORD

t is all about the “grassroots,” especially in light of the upcoming presidential elections. And what better way can one reach the people but through the Local Legislators who work directly with them. This is but the only strategy left for both district and national candidates who need the endorsement to win any election. Our Local Legislators composed of the Vice Governors, Board Members, the Vice Mayors, and Councilors are the direct link to the people. We celebrate the significance of the Local Legislators and award them for their hard work and dedication in managing the country from the ground up. Their contribution is essential towards any form of harmonization required, be it for their ordinances, economic directives and policies, environmental advocacies, education, security, etc. Community development and activities form part and parcel of their responsibility in engaging their constituents directly. It is not possible to get the people’s mandate without a personal touch and a personal relationship with the people and, for this, we identify the local legislator’s role in building towards the many achievements they are required to initiate. In view of our politics, there are many conflicting views and partisanships that make it difficult for our local leaders to pacify the people with multiple national and district candidates pressuring them for endorsements. While it may be easier to personally endorse these candidates, our local leaders have to rectify conflicts between the extreme left as well as the right. To live with the people and to keep them cohesive and in tune is what our Local Legislators need to do daily. SMI celebrates the OUTSTANDING LOCAL LEGISLATORS AWARDEES for 2015. Mabuhay!

“Leadership is not a matter of chance… It’s always a matter of choice.” Born under the zodiac sign of Leo (July 23, 1976), Rowena Sombrano Africa is known to be strong willed, a leader, an initiator, resourceful, creative and introvert. At age 39, she is a mother of seven kids to Vice Mayor Eric Africa. Her father is a former member of AFP while her mother attends to their needs. She graduated as elementary valedictorian from The Mabini Academy and had the First Honorable Award during her high school days. She has been a staunched advocate of community service. She served as church lay minister at the age of 14 and at the age of 15 she joined the Sangguniang Kabataan as chairman and has strengthened her leadership potential. She was also the Sophomore President of the AB- UST and was then trusted to lead the Student Council Vice President(1996) and became the Student Council President in 1997.

Aside from her school leadership, as attested by St. Thomas leadership Award and AB Centennial Leadership Awardee, she has been a consistent Dean’s Lister and was chosen as the Philippine’s Representative to Malaysia for International Debate where she was awarded as Best Speaker. She was part of the First Four Youth Delegate to Singapore Leadership Program. And bagged the National Essay Award sponsored by Manila Bulletin. She was also a writer, a poet and a stage play actor. Apart from those activities, she indulged into higher education and finished her Masters in Management Technology at De La Salle Lipa. She also decided to pursue and finished her Bachelor of Laws and had been awarded as the Best Speaker, Best Orator and Best Debater during Interschool Debate Tournament as UB Representative. Amid the achievements, she was accoladed with; she remains simple and committed to her craft. As a professor at De La Salle Lipa from 1997-2002, she rejoined the institution as Human Resource Supervisor in 2006-2007.

But with great love for public service, she decided to continue her passion for good governance. Having been elected as Lipa City Councilor for two terms (1998-2001, 2001-2004) and as Board Member for three terms(2004-2007, 2010-2013,2013-2016), she has been fondly referred to as Ate Wheng. She is a strong advocate of children’s rights, that her Makibata… Makisaya Program has been in existence for more than two decades. Bokal Wheng is a staunched supporter of Women’s Empowerment, from forums and seminars that speaks and talks about the Violence Against Women, to Tindahan sa Barangay as a source of alternative livelihood for women. Not to mention her Pangkabuhayan Program for the youth which includes free training for welder, pipefitter, call center agents and house keeping.

The partnership of Vice Mayor Eric Africa with his wife Board Member Wheng Sombrano Africa transcends the problems encountered in implementing their programs. Making the program effective and efficient as the TEAM AFRICA aims to provide direct service to their constituents. As the then Sanggunian Lipa Chair of the Committee on Culture and Arts, she authored the creation of Lipa City Museum and Arts which still stands in the heart of the City. She had the history of Lipa published in what is called as Mapa ng Lipa. She had her team went around all the barangay to gather historical facts of yhe 72 barangays of Lipa , documented it for tv and news paper dubbed as “Lakbay Barangay.”.

Vice Mayor Vicky Vega-Cabigting has always broken barriers in the field of politics. In 2007, she became the first woman Vice Mayor of Angeles City, a position she still holds today on her third term. Despite her humble beginnings, she has made a name in Angeles politics through sheer hard work and dedication with prayers as her best secret weapon. Against all odds, she became No.1 City Councilor in 2001 and then again as No. 1 Councilor in 2004. Asked if she has always wanted to be in politics, Vice Mayor Vega-Cabigting would always mention one defining moment in her youth when she fervently prayed for the path she would take in her life. She chanced upon the Book of Joshua in the Bible and from there she knew in her heart that she would take on a servant-leader position. The vision of serving her ‘Kabalens’ was her guiding light in every major career decisions she made. A few months after graduating from the University of the Philippines in Diliman with a Bachelor’s degree in Communication (Major in Broadcast Communication), she joined the staff of Speaker Pro Tempore Antonio V. Cuenco at the House of Representatives. It was during this time that she was admitted to the UP College of Law. She had to juggle work, studies and supporting her family in Angeles City. As the eldest child, she embraced the responsibility of sending her seven siblings to school. She then made ultimate sacrifice of giving up her law studies to be able to help her parents and siblings.

Her interest in legislation led her to a stint at the Presidential Legislative Liaison Office (PLLO) during the time of President Fidel V. Ramos. She was first assigned to the PLLO-Senate then later to the PLLO-House of Representatives and in between would be reporting at the PLLO in Malacañang. She also served as Political Officer and speechwriter of then Senator Gloria Macapagal-Arroyo and Legislative Officer of Congressman Carmelo F. Lazatin of the 1st District of Pampanga. In 1998, Cong. Lazatin became Angeles City Mayor and appointed Vice Mayor Vega-Cabigting as the first Gender and Development (GAD) Officer the following year. As GAD Officer, Vice Mayor Vega-Cabigting, became the focal person for all women-related programs of the city. Under her leadership, the Women H.E.A.L. (Health, Empowerment, Affirmation and Life) was established to help women with their health concerns. The program aimed at providing information on women’s health particularly cancer awareness. It also provided financial assistance to cancer patients. As GAD Officer, Vice Mayor Vega-Cabigting was also in charge of distributing the more than 5,000 Philhealth cards in Angeles City being the first LGU in Central Luzon to do so. This paved the way for her running as City Councilor and clinching the No. 1 spot in the Sangguniang Panglunsod. During her two terms as top City Councilor, Vice Mayor Vega-Cabigting filed ordinances on Gender and Development and women empowerment such as the Anti-Trafficking Ordinance to support

the national law on Anti Trafficking of Persons. As part of her constituency affairs programs, she initiated the Sulong Kaalaman program as part of her commitment to support the education sector. This consists of her Read-a-long program to encourage young students to read. Under the program, Vice Mayor VegaCabigting also provides school supplies to more than one thousand indigent students every school year. Her major accomplishments include the following: Institutionalization of the Barangay VAWC (Violence Against Women and Children) Desk- creation of a VAWC Desk in every barangay to assist and empower women and children who are victims of violence; Sulong Kalusugan Caravan and Mobile Clinic- providing seminars on women’s health and medical assistance to far-flung puroks and sitios of Angeles; Support for Brigada Eskwela - the Schools Maintenance Week or Brigada Eskwela encourages LGUs, NGOs and members of the community to support public schools and Vice Mayor VegaCabigting has been continually extending her assistance to the program by donating paint and other cleaning materials to all public schools in Angeles City. She has also participated in the clean-up drive of several schools in the locality;

Kabuhayan Patrol-as a commitment in empowering the constituents of Angeles, Vice Mayor Vega-Cabigting initiated this project to provide orientation seminars on livelihood and funding to selected individuals and groups in the city; Buntis Assembly-in response to the call for support for the Millennium Development Goals or MDGs, the program was created to provide seminars on maternal health; Sulong Kaalaman, Read-a-Long and Mobile Libraryaddressing one of the major priorities of Vice Mayor VegaCabigting, the program provides school supplies to more than one thousand indigent students every year. It also encourages young students to read and inspire creativity among them; Zumbarangay and Zumbaskwela- riding through the popularity of the latest exercise craze, the “Zumba”, Vice Mayor Vega-Cabigting initiated these programs to instill health consciousness among the parents, teachers and students in public schools and barangay women; USAP - Ulat sa Paglilingkod is Vice Mayor Vega-Cabigting’s take on transparency, an opportunity to report to the people of Angeles City on her accomplishments and activities. It is also a venue to consult with her constituents, an opportunity that encourages participatory governance;

Scholarship Funds and assistance (allocated slots for PNP & Transport sector) -Vice Mayor Vega-Cabigting believes that one way to fight poverty is through education thus she has allotted funds for scholarships and assistance to selected poor but deserving students of the city. Linis Brigada - apart from supporting the 1 Million Trees Program of Mayor Edgardo Pamintuan, Vice Mayor VegaCabigting initiated this program to address environment concerns of the city. Major clean-up activities were undertaken in the Pampang Public Market and the San Nicolas Public Market. Gabay sa Paghimlay- aims to assist bereaved families as they cope up with the loss of their loved ones. The Office of Vice Mayor Vega-Cabigting provides free casket for indigent individuals with families who cannot afford a decent burial for their departed ones. They only pay a very minimal amount for the funeral service. Upon her assumption as Vice Mayor, she initiated several improvementsin the management of the Sangguniang Panglunsod office. She worked for human resources development of the staff so that they could provide better support service to the Sanggunian members. Vice Mayor Vega-Cabigting has actively participated in the Legislative-Executive Development Council to enhance the relationship and cooperation between the Executive Office and the City Council. She has also spearheaded the installation of the Legislative Tracking and Management System which aims to efficiently monitor the output of the City Council. Through the leadership of Vice Mayor Vega-Cabigting, the Sangguniang Panglunsod of Angeles City won the Local Legislative Award for Highly Urbanized Cities in Region III and one among the finalist in the national competition. Even with her busy schedule, Vice Mayor Vega-Cabigting has appeared in three (3) Kapampangan independent filmsBabagwa (Spider’s Lair), Ing Magkakabaung (The Coffin Maker) and Dayang Asu (In Pampanga, We Eat Dogs) in support of Kapampangan film makers. Both Babagwa and Dayang Asu are Cinemalaya finalists. Women’s rights advocate, Presiding Officer, policy maker, daughter, wife, mother, ‘occasional’ indie film actress and public servant. In whatever ‘role’ she plays, you can always be sure that Vice Mayor Ma. Vicenta ‘Vicky’ L. Vega-Cabigting will give it her winning best! For her constituents, it could only be “Serbisyong Panalo para sa Angeleño!” always more and nothing less.

Hon. Daniel R. Fernando Vice Governor Province of Bulacan

Vice-Governor Fernando, Cesar F. Ramirez, in real life, is a well known movie/TV/stage actor. He was born on May 12, 1962 in Tabang, Guiguinto, Bulacan. He finished his Bachelor of Science in Electronics and Communication Engineering degree at the University of the East in 1992. His stint as a public servant began in 1980 when he was elected Kabataan Barangay chairman of his own barangay. And this is where his desire to become public servant first bloomed. Although very much involved in his career as an entertainment personality, Vice-Governor Daniel never let go of the chance to serve his fellowmen when he has the time and opportunity to do so as he always feels he can do more for his provincemates as a public official. When the opportune time came, he ran as vice-mayor of his hometown but lost in the election. This setback did not dampen his spirit a bit, so when the next opportunity came in 2001, he ran again, this time as board member of the 2nd district of Bulacan and easily won, even garnering the most number of votes. This gave him the privilege of becoming Senior Board Member of the Sangguniang Panlalawigan. In the 2004 election, he won again in the same position and again was chosen senior board member. In the 2007 election, he ran as vice-governor but lost to Vice-Governor Wilhelmino Alvarado. In the 2010 election, he again ran and this time won as Governor Alvarado’s running mate.

Now in his second term of office, Vice-Governor Daniel has already received various recognitions, citations and awards for his exemplary performance and accomplishments in the last three years, foremost among these is the “Most Outstanding Public Servant of 2012” given by the Gawad Amerika Foundation, Inc., an organization of Filipino-Americans living in the United States of America. This is a concrete confirmation of his outstanding performance and a living testimony of his deep commitment and dedication to serve his constituents without reservation. A self-confessed bachelor, Daniel said he has not yet found his Ms. Right. “Wala pa po akong asawa.Naghahanap pa rin ng mapapangasawa. Wala pang mapapangasawa. Wala pa po. Hindi pa dumarating yung hinahanap ko, pangarap pa lang (laughs),” he said. “Sa public service na lang tayo, dyan tayo maligaya, yung makatulong sa kapwa. I’ve been doing public service for a long time already. Kahit wala akong budget for that, nagagawan ko ng paraan. Kahit papaano nakakatulong ako, nakakapagmedical mission ako, nakakapag-paaral ako.”

Unlike other politicians who won as public servants on strength of their popularity as showbiz personalities, it was the other way around for Daniel. He became an actor after he was SK Chairman several times in his hometown of Guiguinto, Bulacan. After being SK Chairman, Daniel ran for vice mayor in his town but he lost to his own aunt. Daniel Fernando was a theater actor back in high school. He was trained as stage performer by appearing in numerous plays with Tanghalang Pilipino and other theater companies. Then he started doing movies. “I did drama, I did action. And even bold flicks. But I especially cherish the memory of working together with the late Action King Fernando Poe, Jr. I remember him predicting the eventual demise of Pilipino movies, the action genre most especially,” he recalled in a recent exclusive interview at Dulcinea restaurant on Tomas Morato. “Siya ang nagsabi sa akin na very soon mawawala na ang pelikulang Pilipino at kawawa ang mga artista na mawawalan ng trabaho.” One of the most memorable and significant films Dan starred in was Peque Gallaga’s “Scorpio Nights” for which he won the Best Actor award. It’s been a while since he made a movie because of his commitment as public servant but he said that when the opportunity comes and he is offered a really worthwhile project, he will gladly grab it. When he resumed his political quest after losing to his aunt, this time as board member of Bulacan, Dan won. And then he ran as vice governor of Bulacan and got the overwhelming support of his fellow Bulakeños.

Programs/Projects/Activities Undertaken as Vice Governor (2010-Present) Programs and Projects • Call Center Training Program - gives free lessons and on hands-training program for basic call center program to deserving Bulakenyos in different barangay and provide for their possible employment. • Computer School on Wheels - gives free lessons and on hands-training for basic computer programming and computer technicians to out of school youths and any Bulakenyos in all barangay in the province. • Damayang Filipino, Pangkabuhayan Mo Sagot Ko, Paunlarin Mo – gives grants to small scale development project that benefits Bulakenyos to start up their own small business • Dunong Filipino – gives free legal consultation and seminar on existing laws, ordinances and resolutions of Sangguniang Panlalawigan to different Barangay Officials of the province of Bulacan • Dugong Filipino – a Blood Letting Project of the Vice Governor to encourage Bulakenyos to donate blood for the use of other Bulakenyos • Damayang Filipino - Medical Missions in cooperation with Non-Government Organizations and private entities for medicine distribution and other medical needs in different cities and municipalities of Bulacan • Feeding Programs to malnourished children of Bulacan

At a young age, he already showed signs of his leadership skills as a Class President and Member of the Student Council of La Salle. PRO-Active At present, Leviste is the National Press Relations Officer (PRO) of the League of Vice Governors of the Philippines (LVGP). He was elected by his fellow Vice-Governors for the third consecutive time as the League’s PRO. “We intend to be a strong, dynamic and cohesive national organization of highly motivated Vice Governors” said Leviste. In 2012, Leviste was recognized as one of the Most Outstanding National Executive Committee Officers of the LVGP. Province in July 21, 1959 to Jesus Puyao Mangaoang an engineer from Balbalasang, Balbalan Kalinga and Rose Capuyan, an educator from Sagada, Mt. Province, Vice Governor Mangaoang has always been an achiever. He graduated Salutatorian at the Balbalasang Elementary School and Valedictorian at the St. Paulâ&#x20AC;&#x2122;s Memorial School where he finished high school.

With a tunnel vision and unperturbed concentration, he dug into the bottom of these problems and surmounted them with solutions that yielded phenomenal results. He introduced reforms that overhauled the human and financial resource of the local government unit which resulted in an efficient workforce and well-managed finance of the LGU. It was under his stewardship that the Municipality of Balbalan metamorphosed from a sleepy 5th class municipality into one of the progressive municipalities of the province of Kalinga. But more than for any of the above achievements, Mangaoang is known for restoring his constituentâ&#x20AC;&#x2122;s faith in local governance by championing the policy of full transparency and accountability. His three-term administration which includes a second term where he ran uncontested was never tainted with any allegations of any irregularities. To add another feather to his crown, Mangaoang was elevated a champion mayor and made one of only 21 mayors all over the archipelago to serve as faculty member of the Mayors Development Center, the educational arm of the League of Municipalities of the Philippines. For these achievements, he stood tall and proud for he has accomplished his mission with

flying colors. Untill today, in his second term as provincial Vice governor of the Province of Kalinga, Vice Governor Allen Jesse C. Mangaoang continue to speak before mayors and other Elected Officials on Financial Management. He is also Guest Lecturer on Local Governance at the Asian Institute of Management sharing his expertise and his advocacies as a Public Servant. Serving a broader spectrum A dramatic twist of event in the 2010 Election brought Mangaoang in the Provincial Political landscape as a substitute candidate. With the withdrawal of his party mate from the Vice Gubernatorial race, he filled in for the vacated post as standard bearer for the Nationalista Party in the province. A neophyte in the province-wide political arena, Mangaoang banked on his accomplishments as former mayor and as a reformist to woo the provincial electorates. Pitting him against three other high caliber candidates in a four-way fight in a much hyped and charged campaign atmosphere, the good deeds of a good man prevailed. Mangaoang emerged victorious in a convincing victory. His first day into the august chamber was no walk in the park because of apprehensions and fear that he will leave no stone unturned with his reformist stance. Indeed it was the case. A privilege speech brought about by the reforms he wished to effect greeted him. He stood still and was never cowed by the hankering of those who are against his standard of public service. As presiding officer of the Provincial Board, he steered the smooth passage of legislative measures that tends to address the needs of the greater majority of the people. In his second term as vice-governor the province did not operate in a re-enacted budget because of the timely passage of the annual budget for two consecutive years. The annual Budget was also subjected to close scrutiny by the Provincial Board to see to it that the taxes paid by the people will return for the development they desire.

As Vice Governor and Presiding Officer of the Sangguniang Panlalawigan, Hon. Mangaoang initiated the passage of very important legislations and introduced amendments to ordinances with provisions deemed outdated and irrelevant to keep up with the advent of time and the demand of the Development Cycle.

Various resolutions were also passed relative to socioeconomic and infrastructure development endeavors being undertaken by the province resulting to the influx of additional funds from line agencies of the National Government, International funding agencies and from other outside sources.

One of the most important pieces of legislation passed is the Provincial Tourism Code. Vice Governor Mangaoang pushed for the passage of said ordinance because Kalinga has much to offer in terms of tourism and the regulation of such could boost the Provincial Tourism Program thereby entailing Economic return for the Province.

Vice governor Mangaoang is also appreciated for he was able to help a number of nurses earn job experience by initiating their hiring and detailing them to various government hospitals and Health Centers in the province to augment the workforce in these health facilities. Local school Board teachers were also helped gain temporary employment to augment the teaching force in various schools in the province. This is apart from a number of Casual employees hired by the office which were detailed to various offices. This is the first time that a job generation to this magnitude was ever recorded in the history of the Office of the Vice governor which came as an effect of the cost cutting measure and savings instituted by Vice governor Mangaoang in the Office.

Another Economic measure he initiated to be passed is the Provincial Investment Code. Such legislation is of primary Importance because commerce in the province is still on infancy stage but given the vast resources and business opportunities in the province there is a need to attract investors. The Investment code provides a friendly business Environment for investors who are interested to put up their business in the Province. Along with the passage of the Provincial Investment Code, the Provincial Revenue Code was also amended. It was the First time the Revenue Code was amended since its formulation. Hon Mangaoang saw the urgency of amending the Revenue Code because the province cannot solely rely on its share of the Internal Revenue Allotment but has to generate more local revenues to fund the various programs and projects of the Province. Since its amendment the province has incurred significant increase of its locally generated Revenue. Believing in the sense of pride and ownership generated from empowering people, the barangays and various institutions and organizations were given more supremacy in the implementation of projects funded from the provincial coffers through the fund transfer ordinance which was amended to suit the convenience of the transacting public.

For its accommodations in the implementation of the share of the Development fund and other shares intended for Infrastructure development, Vice Governor Mangaoang was able to cause the funding of development projects which are identified by the constituents after consensus identification of these priority projects. For so short a time, Vice Governor Mangaoang has surpassed what is traditionally expected for a vice- governor. He has served beyond what his functions mandated and went beyond tradition if only to serve the masses. Yet, despite his numerous accomplishments, awards and admirations, Vice governor Mangaoang has remained simple, humble and unaffected. Hon. Jonathan Blas Pascua Ramit Vice Mayor Municipality of Bacarra, Ilocos Norte

Twelve (12) years after his term, he again tried his luck to run in the 2007 Local Election. Luckily, he landed as a fourth placer councilor and eventually promoted to number 2 by law of succession. The game of politics is a roller coaster ride for many and that is not an exemption to Vice Mayor “Jo” – as the shortest name to call him. Though, he doesn’t belong to a political clan, his dedication to public service runs in his flesh and blood. He was re elected as Councilor during the 2010 Local Election. It wasn’t only luck that brought him to become a topnotcher councilor but because of his honesty and loyalty to his constituents, most specially those are in need. It was indeed a landslide victory for this young and energetic politician.

Vice Mayor Jonathan Blas Pascua Ramit is an exceptional elected official who capitalized his popularity from scratch and rose from the rank. He started from the bottom of the political arena as SK Chairman in December 1992 and was elected as President of the Pambayang Pedersyon ng mga Sangguniang Kabataan wherein he became as ex officio Sanggunian Member in Barangay #32 Corocor, as well as, in Bacarra, Ilocos Norte at the same time. As a poor boy from the barrio, he managed his campaign to become the youth President from one barangay to another barangay by riding a borrowed old and antique bicycle which catched the attention and admiration of his fellow juveniles. He was an idol of the masses because of his charisma as a simple and humble guy coupled with idealism, enthusiasm and dynamism to serve not only his fellow kabataan but by all walks of life in his town. During his stint of incumbency as a young legislator, he displayed his potential to craft some pieces of legislations as he acquired his skills and knowledge from the DILGsponsored seminars and trainings in partnership with the Asian Institute of management and the National Movement of Young Legislators. With his three years and a half of serving his term until May 1996, he was able to share ideas in the enactment of the Scholarship Ordinance for the poor but deserving students of the Municipality and the Anti Pornographic Ordinance. His leadership in the Youth and Sports Development played a vital role in making Bacarra on top of the province as far as sports/ palaro and Miss SK are concerned during that period.

He sponsored ordinances during his term that focused on child and youth rights, protec-tion, gender and development and environmental concerns to name a few. Municipal Ordinance Number 2009-003 entitled – “An Ordinance providing for a Child Welfare and Protection Code of the Municipality of Bacarra, Ilocos Norte.” focuses goals and strategies to realize the vision of the Filipino Child or briefly called as “CHILD 21” binds the national and local governments to synchronize development plans and operations with the child as the focal beneficiary, hence the need of mainstreaming the child rights in local development planning. This Code protects every child even before birth, to delivery and registration up to child education level. Municipal Ordinance Number 2009-013 entitled – “An ordinance encouraging all day care, elementary and secondary schools to educate pupils and students the proper hand washing, cough and sneezing etiquette as a measure to prevent the spread of various diseases and requesting the municipal government to provide technical assistance and support to such noble program.” and Municipal Ordinance Number 2009-015 entitled – "An ordinance providing for an Oplan Dalus Program covering elementary and secondary schools in the municipality.” which he principally authored gave importance to cleanliness of the children in school and a great prevention against infectious diseases. It shall also uphold the rights of women/ girls and the belief in their worth and dignity as human beings in accordance with the fundamental freedom guaranteed under the Constitutions and Provisions of the Universal Declaration of Human Rights, Convention on the elimination of all forms of Discrimination against Women and other international human rights instruments of which the Philippines is a party. Women shall be recognized as full equal partners of men in development and nation building and men shall share equally with all forms of productive and reproductive activities. Hon. Ramit then authored Municipal Ordinance Number 2009-006 entitled – “An ordinance authorizing for the provision of the Gender and Development Code of the Municipality of Bacarra, Ilocos Norte.” Municipal Ordinance Number 2009-008 entitled – “An Ordinance enacting the Local Investment and Incentive Code of the Municipality of Bacarra, Ilocos Norte.” was authored by the then Councilor Ramit to attract more investors wherein the Municipal Government of Bacarra upon recommendation of the Bacarra Investment/Incentive Board shall grant exemption and incentives under terms and conditions provided in this Code and its implementing rules and issued thereafter. He also authored Municipal Ordinance Number 2009 – 019 entitled – “An ordinance regulating the selling and publishing of obscene or pornographic materials, publications, pictures, literatures and other similar articles this municipality.” Vice Mayor Ramit then became acting Vice Mayor a couple of times between 2010 to 2012. Until he finally took his Oath of Office as the new Vice Mayor in February 8, 2012 by vir-tue of the rule of succession provided by R.A. 7160 otherwise known as the New Local Govern-ment Code of 1991. He possesses a very high political position with really immense power and yet he has chosen to lead such an ordinary life that it is possible only by a dedicated, honest, good hearted and completely honest leader. While he could have made a great fortune and could have exer-cised his power like many other politicians and leaders, he has chosen honesty, integrity, respon-sibility and truth as his virtues.

His desire and commitment to protect the environment, he authored two (2) ordinances that became one of the backbones in the promotion and protection of the health, safety, peace, and convenience and the general welfare of the residents of the municipality. The Solid Waste Management Code or Municipal Ordinance Number 2011-002 aimed to guide, control and regulate the generation at source, storage, collection, transportation and disposal of solid wastes within the locality. In consonance with the Solid Waste Management Code, the Market Code was enacted, through Vice Mayor Ramit being the Author. Numerous ordinances during the year 2012 were authored by the active Vice Mayor. The first in the list is Municipal Ordinance Number 2012-001 entitled – “An ordinance establishing voluntary Blood Donation Program in the Municipality of Bacarra, Province of Ilocos Norte, and for other purposes.” Together with the administration then, it is their vision to transform the municipality into “A socio-economic and politically developed community anchored on peace and unity”; as well as; the mission of the administration to establish a system of harmonious cycle of administrative governance and legislation that is responsive to basic real needs toward the general welfare of the people. And in order to attain the mission and vision of the local government unit, there is a need to lay the foundation for optimum growth and sustainable development and one of the strong foundations for growth and sustainable development is the maintenance of peace and order and security. Vice Mayor Ramit then authored Municipal Ordinance Number 2012-007 entitled – “An ordinance enacting The Code of Public Safety, Peace and Order of the Municipality of Bacarra, Ilocos Norte.”

Outstanding Local Legislator Award 2015 Being an environmentalist, it is no doubt that he principally authored the Environment Code of the municipality - Municipal Ordinance Number 2012-014 entitled – “An ordinance enacting the Environment Code of the Municipality of Bacarra, Ilocos Norte.” He was one of the many who believes that environmental management is one of the crucial keys towards the attainment of socio-economic progress in the local government unit and the enactment of this Code is a timely call to all to manifest an earnest and candid concern for our environment. He also authored Municipal Ordinance Number 2012-016 entitled – “An ordinance providing for the posting of enacted Municipal Ordinances and adopted Municipal Resolu-tions in the official website of the Municipal Government of Bacarra, Ilocos Norte.” and Municipal Ordinance Number 2012-026 entitled – “An ordinance creating the Bacarra Con-sumer Welfare and Protection Council and For Other Purposes.” The most appealing part about him is his honesty and his passion to uphold truth and jus-tice. EXCELLENCE ON LOCAL LEGISLATION On 2014: the Cavite Provincial Legislative Council, under the leadership of Vice Governor Jolo Revilla enacted a total of 61 ordinances and 114 resolutions. Among the significant ordinances passed by the August body are the following: • Provincial Ordinance No. 054 – Prohibiting the conduct of discrimination based on gender, physical disability, sexual orientation, and religious affiliation and penalizing the same. • Provincial Ordinance No. 058 – Providing internet connection to all public high school libraries in the province of Cavite and providing funds thereof. • Provincial Ordinance No. 069 – Requiring all Public Utility Vehicle (PUV) operating within the territorial jurisdiction of the province of Cavite to install functioning interior lights and providing penalties for violation thereof. • Provincial Ordinance No. 082 – Adopting the provincial disaster risk reduction and management plan of Cavite. • Provincial Ordinance No. 096 – Amending Section 3 Of Provincial Ordinance No. 2002-003, An ordinance regulating the operation of video games, computer games and arcades within the jurisdiction of the province of Cavite. • Provincial Ordinance No. 097 – Prohibiting the indiscriminate throwing and dumping of garbage, rubbish or any kind of wastes in open or public places and mandating all residential and commercial establishment to ensure cleanliness of their frontage and surroundings and providing penalties for violations thereof. • Provincial Ordinance No. 100 – Creating the Cavite multisectoral STD, HV and AIDS council in the province of Cavite. • Provincial Ordinance No. 103 – Creating the provincial council for culture, arts and heritage its composition and its functions in the province of Cavite, and providing funds for its purposes. • Provincial Ordinance No. 107 – mandating all companies operating in the province of Cavite to comply strictly with the age requirement on employment and policy on child labor, as provided under Presidential Decree No.442, otherwise known as the Labor Code Of The Philippines, and other pertinent laws.

Ordinances to be proposed for this year: • An ordinance requiring all local government units in the province of Cavite to conduct an inventory for all tangible and intangible cultural property of Cavite province. • An ordinance implementing the green and disaster-resilient building program of the province of Cavite. • An ordinance requiring all business establishments in the province of Cavite to post signages for the benefit of senior citizens, persons with disability and pregnant women, and mandatory implementation of their privileges. • An ordinance protecting the lesbian, gay, bisexual and transgender community in the province of Cavite. • An ordinance regulating the use and operation of videoke/karaoke machine, component or sound system, and other devices of similar nature in the province of Cavite, imposing penalties in violation thereof. • Anti-truancy ordinance for elementary pupils and high school students in the province of Cavite. • Ordinance strengthening the Waste Segregation Act. The Sangguniang Panlalawigan of Cavite, headed by Vice Governor Revilla aims to meet all the priority legislative measures set in the province’s Executive-Legislative Agenda for 2013-2016.

Outstanding Local Legislator Award 2015 COMMITTED TO PUBLIC SERVICE In order to effectively address the needs of the public, the Office of the Vice Governor established the clients’ assistance area inside the Cavite legislative building. An E-Registration System was adopted to make sure that all constituents’ letters and requests are being taken cared of as soon as possible. Revilla also made true his promise to make his JOLO CARES program a regular activity throughout the province. Launched only last year, the multi-social services program has already benefitted a significant number of families from all cities and municipalities of Cavite. Among the projects under JOLO CARES are medical-dental mission, free cataract operation, ECG and blood sugar reading, Operation Tuli, TB Awareness campaign, bloodletting activity feeding program, distribution of school supplies, tree planting activity and clean-up drive. More than 867 children from Bacoor City and nearby areas participated in the JOLO CARES mass feeding and operation tuli last April 7 at the Bacoor Coliseum. The free circumcision service was availed by 732 youngsters, the highest number of patients recorded in a single day Operation Tuli event in Cavite province.

STRENGTHENING THE MORAL FIBER Revilla is actively promoting values formation among the Cavite youth not only through the conduct of seminars but also with other productive activities such as sports. He pointed out that aside from the health benefits, sports is also an effective training ground to learn and bear discipline, perseverance and trust which are prerequisites to excel in any undertaking or profession. Through sports, proper values are instilled into their hearts and minds. These will uplift their morale and spirits, and will make them hold their ground as they face the challenges of life. As the great Martin Luther King once said, “if we are to go forward, we must go back and rediscover those precious values - that all reality hinges on moral foundations and that all reality has spiritual control.” The Cavite vice governor explained further that beyond building friendship and camaraderie, another lesson that can be acquired from engaging in sports is the importance of teamwork. He added that teamwork is commensurate to unity and cooperation which are necessary to the attainment of any collective noble undertaking.

EMPOWERING THE YOUTH On December 2014, the Bacoor Youth Summit was conducted by the Office of the Vice Governor in cooperation with the City Government of Bacoor. Dubbed as KAYAKAP (Kaya Kabataang Pinoy) Youth Summit, this youth empowerment activity was participated by students from various colleges, universities, and public and private secondary schools, Outof-School Youth, and leaders from Sangguniang Kabataan Federations, and other youth organizations in the City of Bacoor. This year, Vice Gov. Revilla will take the KAYAKAP Youth Summit province-wide. He is seriously encouraging the youth to be involved in community development and equipped themselves with sufficient education, skills and moral values. In his speech during the 2015 Tribute to All Filipino Heroes Program held at the historic Corregidor Island, he urged the young generation to possess the gallantry of Filipino wartime soldiers in preparation for their future role as leaders, nation builders and guardians of democracy.

GOD-GUIDED PRINCIPLE The vice governor also firmly believes that having a Godcentered life is a vital factor in strengthening the moral fiber of the Philippine society. According to him, making sure the Cavite people, particularly those in the government service are God-fearing members of our society is a step toward the further progress of the province. In line with this, a mass and values formation discussions are conducted monthly in the Sangguniang Panlalawigan ng Cavite. In his speaking engagements, Revilla reminds the audience about the love of God and as parting message, he leaves them with spiritual quotes from the Bible.

However, our prudent passage of proposed legislative measures is just a beginning of its efficiency. Any legislation is worthless if it will not be properly implemented and the first step to proper implementation is the dissemination that such legislation exists.”

TRANSPARENCY THROUGH CYBERSPACE Another breakthrough in the Sangguniang Panlalawigan ng Cavite took place under the term of Vice Governor Revilla as approved measures are finally posted in the Provincial website not only for viewing but also for downloading and commentaries. Provincial ordinances and resolutions are uploaded In the official website of the province so that the citizenry will be well-informed. In addition, he also put up the installation of the Legislative Document Tracking System to enable the SP members and employees be easily updated on the status of proposed provincial legislative measures as well as of all ordinances and resolutions submitted by the component cities and municipalities for review of the Sangguniang Panlalawigan. The cyber-posting of the full text of approved provincial legislations which can be downloaded in PDF format is not limited to academic research purposes but primarily for public information. Aside from this, the public can also express their ideas and views regarding new measures that should be implemented or old ordinances that should be amended or repealed. Revilla emphasized that the availability in the internet of the legislative accomplishments of the Sangguniang Panlalawigan will greatly contribute in raising public awareness on provincial legislation. “Aside from providing clear insight on existing ordinances and resolutions, I hope this will also pave the way for the indirect but active participation of our citizens in local legislation,” he said.

CAMARADERIE AND CAPACITY BUILDING Vice Governor Jolo Revilla is determined to raise the potentials of the Sangguniang Panlalawigan ng Cavite workforce by continuing the Jurisprudence-based Ongoing Legislative Orientation (JOLO) and Training Program. The series of capacity building seminars is aimed to further enhance the capability and proficiency of the legislative personnel of the provincial August body. It also seeks to maintain the good interpersonal relationship of each and everyone of the SP staff. The JOLO Training Program is the first ever in-house training program for all legislative staff of the Sangguniang Panlalawigan of Cavite. According to the vice governor, the bi-monthly seminar will provide the legislative staff a clear introduction or review of jurisprudence-based legislation. “I firmly believe their proper understanding of this theory of law will help our Sangguniang Panlalawigan in formulating more effective and efficient legislative measures. In effect, we are promoting a World-Class, First Class Cavite in the aspect of legislation.” Revilla added that all legislative personnel of the Sangguniang Panlalawigan have a critical role in making sure that the proposed measures of their respective principals are worthy of approval and will truly serve it purpose. “Undergoing this orientation and training program will help them achieve further that goal. After this, I look forward to seeing a more progressive Sangguniang Panlalawigan of Cavite." The Vice Governor has also expanded the coverage of the JOLO Training this year to provide this capacity building seminar to all councilors of the different cities and municipalities in the province.

Sumague was born May 30, 1970, a third generation public servant, the eldest son of former Municipal Mayor FULGENCIO VISTA SUMAGUE (1998-2001) & MELIA PITARGUE OPULENCIA a retired teacher. He was a grandson of PEDRO POMENTIL SUMAGUE who also served as Municipal Mayor in 1947. He took up a degree of Doctor of Veterinary Medicine at De La Salle Araneta University. Inclined in the field of agriculture, was a dealer of Veterinary products under the company Premium-Agro Vet Products Inc., a contract grower of Monterey Foods, Inc. and operated his own business, a piggery and poultry farm. But due to the calling of his constituents, he then entered politics in 2004 as an Independent Municipal Councilor ranking first, re-elected on 2007-2010 and completed a Development
