Non-Compliance Process What Does this Mean?
Written by DAWN OSTERODE, CMCA®, AMS®, PCAM®, COMMUNITY MANAGERThe Declaration of the Association, what we refer to as the CCRs, provides those core “use restrictions” on maintenance obligations of owning a home within the community. Some use restrictions may also tie to behavioral actions, such as working on vehicles or prohibiting commercial business activity from the property. The Association, through its managing agent (FirstService Residential), conducts routine inspections tied to the provisions of these documents. The inspections are often done by vehicle, except for the townhouses, which are conducted on foot. Members of the community may observe an infraction and submit a written complaint. Once verified visually, either with a photo submitted or observed by management, a notice of non-compliance is triggered.

This Initial Notice provides an opportunity to cure for the owner, as they may not be aware of the condition/activity occurring. If the property has an offsite mailing address, a copy of the notice is also sent addressed to Current Resident/Tenant at the sited property location. The governance of the Association then provides that if the matter is not resolved within 14 days, a Second Notice may be issued, should the matter be validated as unresolved. This notice then provides that the matter will be presented by the Board of Directors to approve to send to the Fining Committee, where a hearing would be held and potential monetary fines would be imposed for being out of compliance with the governing documents.
Fines have a monetary cap per violation, but if an owner fails to pay their fines, they may be sent to collections. During the transition of the community, as a one time courtesy, we initiated a Courtesy Notice, prior to the Initial Notice to give members an opportunity to address the issues observed. This approach yielded many members addressing issues on their property and we greatly appreciate your efforts. Currently, we have 161 open violations generally tied to garbage, landscaping, maintenance, lighting, architectural, parking and signage. The intent of the “use restrictions” and non-compliance process is to ensure homes are maintained and the community’s property values continue to grow.

My staff, the Lifestyle Resident Volunteer Committee, and I have been working very hard to plan, work, and advertise these great events for all of you. Welcome Home to Bellalago!
Written by DAWN OSTERODE, CMCA®, AMS®, PCAM®, HOA COMMUNITY MANAGERIwould like to take this opportunity to say “Thank You” for such a warm welcome from so many residents here in the beautiful Bellalago and Isles of Bellalago community. In addition, there has been such an outpouring of resident support to take the time to share the history of Bellalago and bring the management team up to speed. As I reflect on my decision to relocate my family from Nevada to Florida, and specifically this beautiful Bellalago community, I am truly not disappointed in my decision.
I recognize that with any transition of management, these first six (6) months will be challenging. There is a lot of history and numerous projects in the que and new ones coming daily. However, the passion of the community members, your amazing volunteers and talent that have served the community, and even those new to the team, all have the same vision at heart ... they love Bellalago!
I see all of the time these volunteers have spent - countless hours is
truly an understatement. Bellalago is extremely fortunate to have so many dedicated and caring individuals who devote their time for the preservation and betterment of Bellalago, to include looking out for the interests of its members. As they say, it takes a village!
The road may seem long, but the strides being made, even in my fifth week as I write this article, are impactful. As we focus on project advancement and problem resolution, we want to ensure our membership, in which we support, knows our commitment includes improving response time to ensure your questions are responded to timely and completely.
WHAT DOES COMMUNITY MANAGEMENT DO?
A Community Manager is a State of Florida licensed professional who has undergone specific training in the management of a common interest community (aka Homeowners Association). Through education in administration, insurance, contracts, budgeting, reserve
studies, financial management and maintenance, they focus their attention specific to the laws of Florida on providing structure and support to the communities in which they serve.
In addition to state licensing, managers can obtain national designations such as a Certified Manager of Community Associations CMCA®, Association Management Specialist AMS® and Professional Community Association Manager PCAM® through such entities as the Community Association Institute (CAI).
The Community Manager’s role is to work at the direction of the Board of Directors in the support of the Association membership, aligned with the governing documents of the Association and applicable laws. They will serve as the point of contact for the Board of Directors, community vendors and committee chairs, while working with assigned staff and support departments to provide services such as:

The scope of responsibility is broad, therefore the Community Manager works with their team to delegate tasks and provide overall supervision/guidance. Actions are driven by consultation with the governing documents and statutory requirements to ensure the Association is in compliance. As deliberations occur, the Community Manager may recommend consultation with experts in their related field, that are outside of the managers knowledge base, to ensure the Committee and/or Board of Directors are making an informed decision.
Bellalago currently benefits from having both the Community Manager and Assistant Manager licensed by the State of Florida! FirstService Residential approaches the 90 day mark of management
services for the community. Your community manager will be approaching the 60 day mark, continuing the acclimation to the history, projects and requests of its members. We continue to work on streamlining operations in order to improve response time and ensure that we are attending to the needs of our community membership.
To aide us is this endeavor, we ask that requests are routed to team members that are focusing on specific areas of operation. Your management team for Bellalago and Isles of Bellalago Community Association, Inc. comprises an onsite team, but also a team of professionals behind the scenes to help support the community. The following is an outline on how to best route your inquiries.

Together We Can Make it Better!
Written by IVONNE MARTINEZ, CLUB MAINTENANCE MANAGERDuring the past few months, we have been focusing on how we can improve our club areas for the enjoyment of our members and amaze their guests as they are invited to enjoy our amenities. It has been a challenge, but we are ready to work hard on these improvements. However, these improvements take more than just a fresh coat of paint. It means that we all need to work together to make it better.
Some of the changes or improvements that have taken place are the replacement of our gym equipment with more updated equipment. We were able to add a Leg Press machine to our gym at Isles of Bellalago – in direct response to resident requests. The bunks on the lift at the boat lift station were covered with new felt and new boxes were installed to keep the remotes safe from falling into the water. The pool deck has also been spruced up with our new umbrellas and cleaning of the landscaping. A new color palette has been introduced to our lobbies, inspirational and more modern art on our walls, the sound of music surrounding our pool deck area can now be enjoyed while relaxing in the pool and even our famous “mushroom” got a new look!
Changes are wonderful, but it only takes one negative action to ruin the magic of these improvements. This is where your help is so important. Let’s talk to our youngest members, our teenagers. Please help them understand how important it is to follow the established Club Rules. I had the privilege to talk to some of them and it is gratifying when they listen and understand the purpose behind the rules. We look forward to working together and making more improvements so that you can
come and find in our Club the resort experience that made you fall in love with Bellalago in the first place.
Please be on the lookout for additional improvements to come, including a refinished water slide, an outdoor workout trail, new pool furniture, new windows at Flip Flops, and EV charging stations! We welcome your input on additional ideas for improvements within the Club. Please feel free to email me directly or submit a suggestion through the TownSquare app/website!
