Budget Increase & Fine Process

A FEW THINGS TO REMEMBER
» Please contact your financial institution if you are enrolled in autopay to make the changes that reflect the current monthly fee to avoid late fees and charges.
» Remember that the due date for payments is the 10th of each month; therefore, please send payment in advance to allow the United States Postal Service to deliver your payment on time.
» Ensure you are sending two separate checks. One for the HOA fees and another for the Club fees. Failure to do so will result in having a credit on one account and a past due balance on the other.
» If you have an outstanding balance on your account, you must make the payment for the difference. Autopay will not cover past due assessments and the amount paid will cover the past due first before applying to the current balance.
FINES
In this edition of the Bellalago Beacon, we would like to clarify the fine process in place. It appears that many members/residents and property management agencies are dismissing the hearing and fining notices. If you receive a notice of infraction, whether it’s a friendly, first or second, please contact the Community Standards Team to inquire about the alleged infraction, seek an extension to clear the violation or discuss any inquiries. DO NOT IGNORE THE LETTER. Many residents have the misconception that because they “never received the notice” or “I don’t live at the property,” we will not proceed with the fining process or will simply waive the fine.
Therefore, when they see that a fine is placed on their ledger, we are contacted by the owner or representing party disputing or requesting a waiver of said fine. You will find the process for our current Covenant
Enforcement and Fine Policy below, which can also be found on the community website, BellalagoHOA.com
Remember that the goal for the Covenant Enforcement Policy is to achieve compliance, not make the association rich. Therefore, it is imperative that you understand the community documents to avoid these bothersome notices.
POLICY
1. Upon inspection of the property, if a violation is apparent, the Association, or its agent shall provide the owner(s) a First Notice of Violation Letter to the homeowner who violates these restrictions upon a first offense. The Association shall provide said owner(s) fourteen (14) days to bring the property into compliance.
a. Each notice shall contain a clear description of the underlying violation and shall provide information to the owner(s). Separate notices shall be provided for each violation(s).
b. All notices are to be sent by regular, First Class mail to the owner(s) to the address provided within the Association’s records.
2. If the violation has not been cured within the time provided after the initial notice, as described above, the Association shall send a letter who violates these restrictions a second time within ninety (90) days of the first offense, notifying the homeowner that the Board has levied a $100 fine at a duly noted meeting. The letter will also provide at least fourteen (14) days’ notice of the violation committee meeting where the fine will be approved or denied after the owner has had the opportunity to dispute the fine.
a. If the Board approves the fine and determines a violation was evident or exists, the Violation Committee shall impose a fine of $100 per day up to $1,000, to being the following day when the board approved the fine.
b. The Association, its agent, will inspect the property for 10 consecutive days and take photos as evidence for the Violation Committee.
3. The Association shall send to the owner(s) who violates the restrictions within ninety (90) days of the first violation committee meeting with notice, that the Board has levied a $100 fine for each occurrence (up to maximum of $1,000), within ninety (90) days following the first Violation Committee meeting. The letter will also provide at least fourteen (14) days’ notice of a second Violation Committee where the fine(s) will be approved or denied after the owner has had the opportunity to dispute the fine.
4. A hearing shall be held by the Violation Committee, as comprised in Section 27.4.2 of the Amended and Restated Declaration.
a. The Violation Committee shall permit the owner(s) to speak and present evidence concerning the violation, if in attendance.
b. After reviewing the testimony, if any, and all evidence,
the Violation Committee shall determine if a violation was evident on the subject property, by a majority vote of the committee members. Committee members shall simply vote yes or no and cannot grant an extension to cure a violation. No appeal of the Violation Committee decision is permitted, as neither the Amended and Restated Declaration nor Section 720.306, Florida Statutes, require such appeals process.
c. If the Violation Committee determines a violation was evident or exists, the Violation Committee shall impose a fine of $100 per day, to being the following day when the board approved the fine as stated above.
d. Non-attendance by the owner(s) shall not prevent the Violation Committee from reviewing the evidence and rendering a decision concerning the violation and possible fine.
5. After the Violation Committee has approved the fine, the member has five (5) days to pay off the fine(s).
6. Should any fine reach $1,000, the Association shall have the right to record a lien against the property to secure payment.
7. The Association shall have the right to seek legal action of any fine imposed, whatever the amount, through any permitted collection activity as provided for by Florida Law. The owner(s) shall be liable for any collection costs incurred by the Association.

Giving Thanks for the Gift of Life
Written by DOUG DINGEE, FACILITIES CLUB MANAGERWhen we were cleaning up debris from Hurricane Ian, it came to my mind how much we have to give and how little it costs. We have friends and families that probably lost power and others that lost everything they owned. We have counties that are still under water and those that look like nothing ever happened.
It is then, when we realize how fortunate we are to have one thing, LIFE. As the month of November approaches, let’s take a moment and think of how lucky we are to be where we are, be part of a family and of course, give thanks for the things we have. Let’s remember that there are things that we can always replace, but life and love are two things that we cannot replace. The Maintenance Department is
committed to continuously working on cleaning up areas where our residents created wonderful memories. We only ask you to be cautious and don’t risk yourselves to those areas that are flooded or still have some debris. We are a strong community, and we will bring Bellalago and Isles of Bellalago to its standards as we know. Let’s give THANKS for the gift of LIFE.
DINGEE‘Tis the Season
Written by KENNETH “CHEF MICK” MACDONALD, FLIP FLOPS BAR & GRILLE CHEFHappy Thanksgiving my fellow Flip Floppers. ‘Tis the season! I thought a little history of this day of giving and family would be a nice addition to the Bellalago Beacon Thanksgiving, which occurs on the fourth Thursday in November, is based on the colonial Pilgrims' 1621 harvest meal. The holiday continues to be a day for Americans to gather for a day of feasting, football, and family. For many Americans, the Thanksgiving meal includes seasonal dishes such as roast turkey with stuffing, cranberry sauce, mashed potatoes, and pumpkin pie. The holiday feast dates back to November 1621, when the newly arrived Pilgrims and the Wampanoag Native American (indigenous) people gathered at
Plymouth for an autumn harvest celebration, an event regarded as America’s “First Thanksgiving.” Culinary historians believe that much of the Thanksgiving meal consisted of seafood, which is often absent from today’s menus. Mussels were abundant in New England and could be easily harvested because they clung to rocks along the shoreline. The colonists occasionally served mussels with curds, a dairy product with a similar consistency to cottage cheese. Lobster, bass, clams, and oysters might also have been part of the feast.
This is a twist on the traditional offerings on Thanksgiving Day. My easy seafood stew is packed with wholesome ingredients like
vegetables, stock, and seafood. It is quick to cook, but tastes like it’s been simmering all day! So, here is a traditional seafood stew that might have been served the very first Thanksgiving the Pilgrims and Wampanoag people broke bread.
INGREDIENTS
» 2 tablespoons extra-virgin olive oil
» 1 large shallot, thinly sliced
» 2 large garlic cloves, minced
» 1/2 cup dry white wine
» 1 1/2 cups seafood stock (can also use chicken stock or lowsodium broth)
» 1 cup bottled clam juice
» 1 cup drained, diced tomatoes (from a 15-ounce can)
» 2 thyme sprigs
» 1 bay leaf
» 1/2 teaspoon hot sauce, plus more for serving
» Salt and freshly ground pepper
» 2 dozen littleneck clams, scrubbed
» 3/4 pound skinless snapper fillets, cut into 2-inch pieces
» 1/2 pound shelled and deveined medium shrimp
» 2 tablespoons unsalted butter
» 2 tablespoons coarsely chopped flat-leaf parsley
» Sourdough toast, for serving
DIRECTIONS
1. In a large soup pot, heat the olive oil.
2. Add the shallot and garlic and cook over high heat, stirring, until softened, about 3 minutes.
3. Add the wine and boil until reduced by half, about 3 minutes.
4. Add the stock, clam juice, tomatoes, thyme, bay leaf, hot sauce and season with salt and pepper.
5. Bring to a boil over high heat and cook until slightly reduced, about 10 minutes.
6. Add the clams, cover, and cook just until most of them open, about 5 minutes.
7. Add the snapper and shrimp, cover and simmer until they are cooked through, and the remaining clams have opened, 2-3 minutes.
8. Add a small handful of finely chopped parsley and simmer for 2-3 minutes. The heat of the pot and broth will continue to cook the seafood after the heat’s been turned off so don’t cook it for too long.
9. Using a slotted spoon, transfer the seafood to four bowls. Add the butter and parsley and cook over high to bring the soup to a boil.
10. Cook on moderate heat for 1 minute, swirling the pan. Spoon the broth over the seafood and serve with sourdough toast.
There we go! A not so traditional, traditional Thanksgiving Day meal. I hope your day is filled with love, joy, and laughter. May the new year bring health and happiness. See you in the next issue.

Contractors: Take Caution Before You Sign on the Dotted Line
Written by SCOTT BROWN, HOA MANAGEREntering into a financial arrangement for services with a contractor should never be undertaken lightly. Take your time to research the companies available in the field that you are needing services for. Check with the Better Business Bureau to make sure that they do not have a long list of unhappy clients. Also check with the state to make sure that they have a valid contractor’s license. Online reviews are an excellent source of firsthand information, but should never be the only source, because reviews can be faked to make it look like a business has more glowing reviews than they actually do, or to try to downplay the bad reviews that they may have received. Everyone wants a top-quality job at the lowest possible price. Finding the best mix of quality, experience and affordability can be a daunting task.
First impressions can often tell you a lot about a company. A company with clean, well-maintained vehicles and equipment shows that it takes pride in its appearance and wants to make that good first impression. How they maintain their equipment is generally a good indicator of how they will take care of your property as well.
Always get a minimum of three bids for any job. Getting just two bids will give you only a high and a low bid. Getting that third bid will show you how far off one of those bids is from the true cost of the job. An excessively high bid is not going to be most people’s first choice, but a very low-ball bid should be looked at with equal caution. Often, an excessively low bid will indicate the contractor’s inexperience with this type of job and may mean that they cannot finish the job for the price that they promise to. Don’t be pressured by offers of special discounts or limited time offers for signing a contract quickly. Quality contractors will generally not offer large discounts from their regular pricing.
Beware of large down payments. In general, contractors doing work in a particular industry have lines of credit for materials that allow them 30-day terms for payment. Asking for more than the customary 20% down payment should raise questions for you. If they want more than 20% before ever even starting a job, ask them why and what it is paying for. Never pay full price for a job in advance. While you may feel like you are “locking in a great price,” more than likely you are setting yourself up for a financial loss. Reputable contractors do not request large down payments, and they do not insist on being paid in cash. Cash-only jobs should also be a big red flag that the contractor may not be operating a legitimate business, and not have the required licenses and insurance.
Take the time to research and evaluate multiple contractors for your project. Evaluating their experience, their proposal, and their reviews from past customers is worth the time it takes. Time spent in advance of signing a contract can mean dollars saved should you choose hastily. If you have a project that will cost a significant amount of money, engaging an attorney to evaluate the contract is never a bad idea. Don’t be afraid to ask questions of the contractors about their experience and even ask about referrals from past customers. Quality work is something that reputable contractors want to show off and they should be happy to provide references.

Please visit your portal to ensure your contact information/mailing address is current, and if this information needs an update, please contact Customer Care at 877-221-6919. In many cases a Friendly Reminder letter is sent to the parcel owner(s) to bring the violation to their attention.
If the violation is not resolved, a First Notice letter is sent providing 14 days to bring the property into compliance. If the violation has not been cured within the time provided in the First Notice, then a Board Meeting Notice is sent to the owner(s) that the violation will be presented to the Board of Directors, where the Board will vote to impose a fine against the owner(s) in the amount of $100 per day up to $1,000. If the Board votes to impose a fine, then a Hearing Notice is sent to the owner(s) with the date, time, and location of a hearing, where the Violations Committee shall permit the owner(s) to speak and present evidence concerning the violation. The role of the Violations Committee is limited to determining whether to confirm or reject the fine levied by the Board. It cannot grant an extension of time to cure nor consider an appeal of a previously imposed fine. Please note that non-attendance by the owner(s) shall not prevent the

Bellalago Fishing Club 2022 Season Awards
Written by STEVEN MORIN, RESIDENT, BELLALAGO FISHING CLUBRecently, the Bellalago Fishing Club crowned it’s 2022 fishing season award winners. Each year, beginning in 2008, the Fishing Club organizes a series of fun Largemouth Bass fishing tournaments during the fall through spring season. Members focus on fishing right here in Lake Bellalago or nearby Lake Toho.
Angler’s weigh in their catch for eight tournament events, weights are recorded, and all fish are released alive and healthy back into Lake Bellalago (hopefully to be caught again). The entire competition is permitted by the Florida Fish and Wildlife Commission and is help, according to their rules and regulations.
Each year, awards are presented to the Angler of the Year, who manages to weigh in the most total weight during the season and the Big Fish of the Year, to the angler who catches the largest Largemouth Bass during a tournament.
This year, the annual awards were kept “All in the family.” Mark Juvera took Angler of the Year by managing to weigh in just over 99 pounds
of Bellalago Largemouth Bass for the tournament season. At the same time, Kaleb Herring, Mark’s son-in-law, who taught him everything he knows about Bass fishing, captured the Big Fish of the Year honors with a 7.06-pound trophy Florida Largemouth Bass caught during our February 12th event.
The Bellalago Fishing Club is open to all Bellalago and IOB residents. You don’t need to own a boat to join or fish. When our tournaments are organized, our tournament directors take care to pair up boat owners with non-boat owners, so everybody gets a chance to fish. The tournament season usually gets underway in late October or early November and runs through April. Members meet once a month to discuss fishing, plan neighborhood conservation events, and plan our other events. Also, there are always members who are looking for an outing with a new fishing buddy!

RSVP to Bellalago Events!

Most Bellalago Lifestyle events require a ticket or an RSVP, unless it’s a major outside event, and it’s open to everyone. RSVPs are required most of the time due to their importance. We ask that you make sure to RSVP to events for many reasons. Our main reason is to make sure we have a proper count for vendors, caterers, giveaways, etc. We want everyone to enjoy their time during an event, and we have to ensure there’s enough for everyone to go around. An RSVP count is essential to make sure we don’t run out of anything.
The next reason is space! Our event space is limited, and we try to make the most of the tables and chairs we have available for seating. An RSVP helps to make sure that everyone attending will have a spot to be comfortable. Last but not least, sometimes there are changes. If you have made your RSVP for an event, we’re then able to reach out to let you know of any essential information. From time to time, details
of the event will change, whether it’s the date, the menu, or even just sending a friendly reminder. Being signed up will make certain that you receive the correct information. So don’t miss out and make sure to RSVP for any future events that you’re interested in attending!
