Selfs in Bettysbaai was daar min skade.

Mense sluit vrywillig by KNW aan.

Sunday Lunch Special 11 May 2017

Sersant Frederico Franke

Polisieman ontslaan

New stricter liquor regulations come into effect on 1 July 2017. The Western Cape Liquor Amendment Act was signed into law recently. One of the significant changes in the law is the provision for fines of up to R100 000 for liquor sales outlets found to be contravening stringent new liquor regulations. The Provincial Government sought the amendments to curb the abuse of alcohol in the province. “Alcohol abuse is linked to at least 70% of crimes committed in the province, 67% of reported cases of domestic violence, while 70% of trauma victims admitted to hospital also tested positive for alcohol”, Premier Helen Zille said. Key to the amendments is the issue of jurisdiction. Previously, only SAPS could fine illegal liquor outlets and inspectors only had jurisdiction over Western Cape license holders. Under the new law, inspectors will be able to issue notices of non-compliance to all license holders, including national license holders. “The new regulations now place a responsibility on liquor inspectors to visit all premises or vehicles where reasonable suspicion exists that liquor is being stored, conveyed or sold, contrary to the provisions of the Liquor Act. Inspectors are further compelled to issue administrative notices if these premises are not fully licensed. The notices will be passed on to SAPS. We will monitor this through our provincial oversight mandate over policing,” Zille said.

Ek kom terug na my vraag. Daar is basies twee keuses. Kontak my by die onderstaande e-pos adres as jy kan help).

God, give me grace to accept with serenity the things that cannot be changed, courage to change the things which should be changed and the wisdom to distinguish the one from the other

Dit mag so wees, want georganiseerde

Ek laat my nie vertel dat ‘weapons of mass destruction’

Bladsy 8 enigsins god-geïnspireerd is nie. Wanneer ‘n tsoenami oor ‘n landstreek stoot, sien ek Sy krag.

In the meantime ASK Security reports that it launched it’s own security operation during the past week. ASK’s Wayne Kruger says they first responded to a house burglary in Kopje Road Betty’s Bay in the early hours of Wednesday morning. “A short while later a second house burglary occurred in Cliff Road Betty’s Bay. With 2 members of ASK Security and 3 members of the Kleinmond Police responding quickly enough, a single suspect was arrested a short distance away from the property, hiding amongst the bushes. The suspect was in possession of stolen items belonging to one of the houses that was burglered. The thieves damaged the electricity supply box next to the road before throwing a large rock through one of the lounge windows of the house in Cliff Road. One security officer responding to the scene had recognized the second suspect as being a well

known house burglar in the local area. The second suspect escaped during the above mentioned burglary incidents and was subsequently arrested during the weekend. He has been linked to a burglary of a motor vehicle in Pringle Bay on Friday night in Barbara Road. Two house burglaries took place in Pringle Bay on Friday night 02/06/2017 in Boundary Road and Hangklip Road respectively. In a further incident ASK Security provided support for 5 Eskom security guards that were placed at 2 electricity supply boxes in the Otter’s Creek area at the smallholdings on the outskirts of Pringle Bay. The supply boxes had their locks broken off early Saturday evening 03/06/2017 and the electrical supply was disrupted. Electrical cabling was also cut on a nearby pole. An additional security officer was dispatched to assist with foot patrols within the Otter’s Creek area. Due to the recent burglary incidents on smallholdings situated within the Hangklip area, including Seafarm, it was decided that this area would also receive focus from ASK Security. This is normally a quiet area and seemed to be receiving quite a bit of attention from criminals as of late,” Kruger said.

Overstrand’s R1.135 billion budget approved The full Council of Overstrand Muncipality has unanimously approved it’s Integrated Development Plan and a R1.135 billion budget for the 2017/18 financial year. The total 2017/18 budget is comprised of a capital budget of R97.6 million and an operational budget of R1.038 billion. With the exception of property rates, which will increase by 7.4%, other service tariffs will on average, increase by 6%. Electricity consumption will increase by a maximum of 1.88%. The charge for the first 6 kl of water increases by 11.5% or 46 cents per 1 000 litres. Indigent households, will continue to receive 6 kl of water free per month. OPERATING REVENUE BUDGET The total operational revenue amounts to R993.2 million, with a budget deficit of R44.6 million. The deficit is mainly due to non cash items such as depreciation, provision for post-retirement benefits and debt impairment for traffic fines amounting to R160 802 798. A major portion of depreciation relates to unbundled assets with the implementation of GRAP. “This means that, despite the deficit, our budget is fully cash backed, as confirmed by Provincial Treasury in their assessment of the new budget”, Executive Mayor Smith said. Funding for the 2017/18 operating budget will be obtained from various sources. These include service charges such as electricity, water, sanitation and refuse collection. Other major funding sources include property rates as well as grants and subsidies received from national and provincial government. TARIFFS The impact on the average household in terms of municipal accounts will be as follows:

Property rates: Residential 7,40% Electricity 1,86% Water 6,37% Sewerage 6% Refuse tariffs 6% CAPTITAL BUDGET The Capital budget for 2017/18 amounts to R97,6 million, which is 13% more than the 2016/17 adjustment budget. This now includes an amount of R1 632 000, which was identified as roll over projects from 2016/17, as well as a reduction in the Housing allocation that was brought forward to the 2016/17 financial year and reprioritisation of the 2017/18 allocation. A total of R7,8 million of the capital budget will be used to purchase new vehicles from own funds. Other highlights on the capital budget include: •R9.4m for Hawston housing project: Integrated Residential Development Plan - IRDP (Ward 08) •R8.2 for WWTW upgrade in Stanford - (Ward 11) •R5m towards upgrading of pumpstations - Overstrand •R4.65m to Hermanus: Medium Voltage (MV) & Low Voltage (LV) Electricity upgrade/replacement (Ward 03) •R4.5m to Hawston: bulk water upgrade for housing project (Ward 08) •R4.1 towards installation of civil services for Beverly hills housing project (Ward 02) •R4m to Hawston housing project – Access and Main Collector Roads (Ward 08) •R4m towards electrification of low cost housing areas (Wards 04,05,06) • R3.9m to Hawston housing project bulk storm water (Ward 08) •R3.8m towards new reservoir for Pringle Bay (Ward 10)

Mayor smith’s 1st budget receives unanimous vote For the first time in many years the Overstrand Council unanimously approved the Executive Mayor’s budget for the 2017/18 financial year on Wednesday, 31 May. ANC Chief Whip, Cllr Simphiwe Tebele said that good work is being done under the stewardship of the Municipal Manager, Coenie Groenewald, and congratulated the Mayor and all officials involved on a well presented document. “The Budget concentrates on three previous disadvantaged areas, with a particular focus on a certain area. We challenge the Mayor to take this focus further in the next financial year(s), dealing with at least one township per year. We want to see thát movement in all our previously disadvantaged communities”. Speaker Anton Coetsee added: “It is a rare occurrence for a budget to be adopted unanimously and when it does happen, a strong message of a vote of confidence is sent out that we all believe in what this Council is doing for our communities. Addressing discrepancies of the past is the way in which we follow our vision. It is indeed a great moment.” Budget The new municipal budget and revised Integrated Development Plan (IDP) will be implemented from 1 July 2017 to 30 June 2018. Residents can peruse copies of the final IDP and Budget documents at the offices of all area managers,

all public libraries within the municipality and on the Municipality’s website (www. overstrand.gov.za by clicking on strategic documents, and then on budget or IDP). In his budget speech, Executive Mayor Rudolph Smith said the budget totalled R1.135 billion, of which R97,6 million would be for capital expenditure, and R1, 038 billion for operational purposes. Funding sources for capital projects will be generated from grant funding to the amount of R47,8 million and own finance to the amount of R49,8 million, of which R30 million will be external loan funding. The Mayor’s speech, in which he outlined several community initiatives, is published below: “The five year IDP and accompanying budget report will be used to act as a roadmap to navigate our infrastructure development services according to the priorities identified through the process of public participation. I am proud to report that our Municipality will continue as a strong community focused and service delivery orientated organisation. In light hereof, 50% of our revenue budget has been allocated towards basic services. No less than 19% has been allocated to economic development and social upliftment; 10% towards the maintenance of a safe and healthy environment and 21% will be spent on the promotion of good, clean and transparent governance”.

Human traffickers in Kleinmond? The Herald spoke to one of the two women who were approached by a man who wanted to buy their children. The woman said a man addressing them in good English, approached them. She told their story on the condition of anonymity in the paper. The woman said she and her friend were sitting at the park by the lagoon on Thursday watching their children play. The man came up to them from under the trees at the bottom of the lawn, offering to “make them rich and give them a big car”, if they sold the children playing on the slide to them. The children playing were a representation of our wonderful rainbow nation, all having fun whilst enjoying the wonderful weather. The woman told the Herald that they could hardly believe their ears when the man started speaking. On approaching them, he started off proposing marriage to them and then changed his tune by offering large sums of money for the children. The woman says there were four men spaced

The two women called all the children and started walking towards the offices of Law Enforcement. One of the men seemed to be following them, but eventually turned away. The women and children walked to where a lift was to pick them up. They were confused and upset and did not go to the police. “What could we have done? Nothing happened. We had been approached, but what could we prove?”

Many people may think that human trafficking is a crime committed in large cities where street children get ensnared in the web of evil people. However, that is not necessarily true. According to Wikipedia on Human Trafficking in South Africa, South African girls are trafficked within their country for the purposes of commercial sexual exploitation and domestic servitude, while boys are trafficked internally for use in street vending, food service, and agriculture. UNESCO contributes to the global fight against human trafficking by encouraging more effective and culturally appropriate responses based on research and community participation. The basis of the UNESCO policy paper, human trafficking is modern day slavery and involves the use of force, fraud, or coercion to obtain some type of labour or commercial sex act. Traffickers use force, fraud, or coercion to lure their victims and force

them into labour or commercial sexual exploitation. They look for people who are susceptible for a variety of reasons, including psychological or emotional vulnerability, economic hardship, lack of a social safety net, natural disasters, or political instability. Horrific as it may sound, there are price lists in US dollar available on the internet. For example, according to one source, babies can be bought in China for $7,800; while they can be bought for $160 to $250 in Indonesia. In Ghana a parent is paid $50 per child and $300 per child to a trafficker. In India a boy-child goes for $45, versus $350 for a buffalo, while a girlchild can go for $25. Children in Thailand are in the market for $25 to ‘rent’ as a child beggar. In the United Kingdom children are sold for $25,000 each. The list is endless. Don’t presume this warning to be alarmist. Terrible things are happening all over the world. Even in the Western Cape. Even in Kleinmond. Please be aware of your children’s whereabouts. Rather be safe than sorry.

On Friday 02 June 2017, Kleinmond Child Welfare had a march to raise awareness, not only in support of Child Protection Week, but also to the bring the safety of our own children to the attention of the public. Spokesperson Theresa Els said that Child Welfare made an unannounced visit to residential areas on Thursday evening and that they were shocked to see the number of young unaccompanied young children roaming the streets. Often these children are sent to buy bread at one of the numerous spaza shops. Children as young as four are sent out into the dark streets. Els says this ignorance or apparent lack of concern is a great worry to social workers.

The focus of the therapy resolves around nerve pressure points. When a nerve centre is damaged the muscle surrounding it, goes into spasm to protect that area. It also pulls vertrebra towards each other, putting stress on the discs which in turn puts more pressure on the spinal nerve system. What these spasm also do, is pull the body alignment out. By focusing on these nerve points and stimulating it by hand, you relief the spasm and align the body. Join hands in keeping Overstrand’s streets clean Come on, do your bit! Overstrand Municipality has an active recycling programme, but it has become apparent that not everyone in the Overstrand is aware of the refuse collection schedule. Rubbish bags are often left on the sidewalk for days, before they are collected. The municipal solid waste team work to a set schedule and visit different areas at different times of the week, picking up household rubbish and waste. It is essential that home owners take heed and for landlords and agents to convey the information to tenants and holidaymakers as well. Weekend visitors are urged to make use of the drop-offs that are available in their areas to get rid of their household refuse. For your convenience, the transfer stations are also open during weekdays from 08h00 - 18h00 and Saturdays from 09h00 - 16h00. “If black bags are left outside on unscheduled removal days, baboons, stray dogs and cats as well as homeless people open them up and that create a mess. We urge residents to work according to the schedule,” requested Mayoral Committee member for Community Services, Cllr Andrew Komani. Overstrand’s by-law on Integrated Waste Management, stipulates that only animalproof containers may be used by residents in areas which the

municipality has declared as problem animal areas. Thus, if the weekenders who made use of your next-door neighbour’s holiday home leave their refuse on the sidewalk when they pack up and depart at six o’clock on a Sunday evening, they - and by inference – the owner are breaking the law. Likewise, if you happen to live in a declared problem animal area and your neighbour has not yet gone to the trouble to obtain an animal proof waste disposal container from the municipality, he/she is breaking the law and can be held liable for any resultant baboon damage caused to your property. “We need your continued cooperation to minimise the baboon issue. Areas that have been declared problematic in this sense are Betty’s Bay, Rooi Els, Pringle Bay, Voëlklip, Fernkloof, Hermanus Heights and Kwaaiwater,” Komani concluded. The by-law also stipulates that refuse is only allowed to be put out on the pavement on the day of collection as it is not advisable to leave bags outside for days on end, as stray animals rip open rubbish bags and litter is strewn around. • Baboon resistant 240 litre Wheeley bins with locks can be purchased at the municipal offices,(R900 per bin) and will be delivered to your home.

Lamsboud in bier

Hy voel daar is meer uitdagings in kook as gaarmaakmetode.

4. Berei die kinders voor

Marc Duminy in sy Overbergkleure by sy afrigter, Allen Badenhorst.

No chinese lanterns in Overstrand

Chinese lanterns are romantic and can create a spectacular display in the night sky. a Gansbaai resident has raised concern about the safety of illuminated sky lanterns after one of them landed on his property: “it could have just as easily started a significant fire”. Another troubled resident reported a flying lantern landing on a nearby rooftop, saying “we were extremely lucky that no damage occurred”. The National Sea Rescue Institute (NSRI) also asks people not to use sky lanterns as they float out to sea and are often reported as emergency flares that in turn cause Sea Rescue hours of fruitless searching. “Chinese lanterns pose a definite fire hazard since it is hard to predict where these might end up and the likelyhood of a resultant fire is great. “The lanterns are made of a lightweight material and powered by a slow-burning flame. They are designed to drift back to earth when their fuel expires. “People have no control over them once they let them go and a big concern is them not being fully extinguished and landing on something flammable, ” explained Mayoral Committee Member for Protection Services, Arnie Africa. “We’d like to remind everyone that Chinese lanterns are banned because of the fire risk, and because of the threat they pose to wildlife, on shore and at sea,” he added.

‘n Bietjie Sielkunde: Oorkom probleme

Bladsy 22

7. Skep ‘n goeie spirituele grondslag vir jou kind.

SA’s most popular fundraising event, Casual Day, is growing. For the first time schools will be able to raise funds for themselves. Schools across the country are being invited to participate in what is expected to be the largest Casual Day campaign ever. Participating schools will be encouraged to raise as much as they can, seeing that the school that raises the most money stands to win a cash prize. “We are very excited about this innovation to Casual Day,” says Therina Wentzel, the National Director of the National Council of and for Persons with Disabilities (NCPD). “It is wonderful to be able to extend the benefits of Casual Day to schools which we know often have trouble with their funding.”

Schools able to raise funds for themselves

“Previously, only schools with children with disabilities have participated in this initiative. Some of these schools are able to mobilise and involve their communities so effectively that they are able to self fund purchasing some of the assistive devices their students need from the money they raise during Casual Day,” says Wentzel. Casual Day is the largest fundraising event of

its kind in the country, and is the NCPD’s principal funding activity. The NCPD is central to the wellbeing of more than 500 non-profit organisations, schools and national beneficiary organisations. The funds it disburses annually directly support about 39 000 people directly, and indirectly, close to 3-million South Africans. The campaign provides funding for a range of organisations in the disability sector, which provide employment, education, counselling and advocacy for persons with disabilities. Casual Day 2017 will be held on 1 September. “The theme this year for Casual Day is Celebrate Diversity with Persons with Disabilities. Being able to take this campaign into schools not only sensitizes our young people to the need for the inclusion of persons with disabilities, but also introduces it in a way that is positive and fun,” says Wentzel. Under this new programme schools will be able to sell stickers for R10.00, and keep R2.00 for their school. As an added incentive, the school that raises the most money will win a cash prize of R10 000.

HEALTH COLUMN – Cancer

8 Junie 2017

This week we will discuss another health problem which is quite common in the world. Cancer is a disease that everyone dreads, as healing Cancer (the big C) involves the destroying of the immune system with Chemotherapy. There are ways to overcome and even heal the big ‘C’ without Chemo therapy, according to Paul Neil, a Kleinmonder. He is showing people how to remain healthy and how to heal themselves naturally. He believes that Cancer should first be treated in a natural way, before moving on to dangerous drugs. He is confident that curing Cancer is possible, but only with the proper knowledge, as set out below. 1 Cancer is caused by a compromised immune system, too much sugar, an acid bodily system and various other diet issues, toxins and environmental factors. 2 Early cancer symptoms in men are easy to detect and include bowel changes, rectal bleeding, urinary changes, bloodstains in urine, persistent back pain, unusual coughing, testicular lumps and excessive fatigue. A weight loss of 5 kg or more without dietary or exercise change, could be problematical. Cancer symptoms women –324/11/2016

should not ignore, include breast changes, betweenperiod bleeding, skin changes, trouble swallowing, heartburn, fever, extreme tiredness, changes in lymph nodes and coughing that last longer than four weeks. Changes in the size, shape, or colour of a mole or other spot are common signs of skin cancer. Belly pain plus depression can be a sign of pancreatic cancer. 7 Signs easily overlooked: Wheezing breath

or

shortness

of

Chronic cough or chest pain. Difficulty swallowing. Frequent fevers or infections. Excessive bruising or bleeding that doesn’t stop. Swollen lymph nodes or lumps on the neck or underarm. Groin bloating or abdominal weight gain. According to Paul, the main methods necessary to triumph over cancer, are as follows: Action: The first thing to do is to build up the immune system which is a major reason why

cancer is contracted in the first place. Secondly, chemo destroys your immune system and the cancer spreads. The body’s PH must go from “Acid” to “Alkaline”, as cancer thrives in an acid system. He advocates his 3-week eating plan, which is not a diet plan. This will balance the body’s PH and will help to heal the cancer and other problems. Healers Laetrile, which is plentiful in Apricot kernels: 10 kernels 3x daily, 1000mg of vitamin C 3x daily; and lots of sun, no sunscreen. Essiac Tea, developed and successfully used by Nurse Caisse, during the 1st World War. Gerson Therapy, recognized by the U.S.A Government is expensive, but gives great results. Use lots of Turmeric in all foods. Aloe Vera is excellent. Paw-Paw is great for cancer. MSM (methyl sulfonyl methane) in large doses can almost immediately reduce brain tumour inflammation. One user took 20 gr after exhibiting symptoms following radiation therapy. Within 15 minutes the symptoms were gone.

Garlic in combination with honey, apple cider vinegar, cayenne pepper and turmeric becomes an excellent health and healing food. Ginger and Onions are antiinflammatory and have many health benefits. Carcinogens Cancer thrives on sugar and refined grains, therefore avoid bread, aspirin, paracetamol, mealies and mealie products. Chemo destroys the probiotics in the stomach and need to be replaced during treatment; also no antibiotics should be taken. Environmental carcinogens. Red meat. All food and drink packed in plastic must be removed immediately, and if it has been in the sun totally discard it. No use of cell phones except on loudspeaker, and no microwaved foods. Paul stresses that the above methods are not merely suggestions, but must be carried out faithfully and continually until the patient is well again. Please always consult your medical professional when in doubt. For further information Paul can be contacted on email: overberghealing@gmail.com

Mix & match qualifications trending There is a growing trend among graduates and current students who understand that they need to differentiate themselves from their peers in the job market, to complement their main qualification with another kind of training in a completely different field, an education expert says. “Savvy jobseekers understand that the job market is tough, but that they are not completely helpless in the face of this reality, and that they do have some power to elevate their candidacy over that of others with the same qualification,” says Wonga Ntshinga, Senior Head of Programme: Faculty of ICT at The Independent Institute of Education. SA’s largest private higher education provider. Ntshinga notes that the job market is getting increasingly hard to crack, particularly in South Africa, with the unemployment rate growing quarterly and currently standing at 27.7%. “This means that not only are people losing jobs, but the number of graduates looking for work has increased. Because jobseekers have to continuously equip themselves with more skills, experience and education, we are increasingly seeing students and alumni wide-skilling, by opting to do an additional course to broaden their existing field of competence.” According to the recent Future of Jobs report released by the World Economic Forum, the most sought-after skills in the workplace – what they term 21st Century Skills – include complex problem solving, critical thinking, people management and coordination with others, judgment and decision making and cognitive flexibility. “In order to be competent, but more importantly, to be able to demonstrate competency in these areas to future employers, broadening one’s field of expertise is vital,” says Ntshinga. “No amount of sound technical and theoretical understanding will suffice in the world of work, without a solid repertoire of complementary skills which demonstrate range, versatility and resilience. Currently, universities and private higher education institutions annually accommodate more

than 1 million students, with government aiming to add 500 000 more students by 2030. This will exponentially increase the competition for employment, which means that the trend of wide-skilling is only set to increase in future.” Ntshinga says some of the most popular qualifications combinations currently include: 1) BA Degree + Finance for non-financial managers This combination offers an employer the very attractive package of a candidate with strong thinking, reasoning and expressive skills combined with a grounding in the hard business skills required for any leadership position. 2) B C o m / B S c (Computer Science) + Project Management/Communication BCom/BSc + Business Writing/ Introduction to PR These combos show that a candidate can plan, initiate, execute and manage a team in a project within budget and time contracts, or has the communication skills to influence team members, clients and other stakeholders to achieve the company’s goals. Adding writing skills to your competencies proves that you know how to conduct and write business documents and, as the need arises, to present the company internally or externally to important stakeholders. 3) BA/BEd Degree + Instructional Design Online Course This combination demonstrates that you can help subject matter experts improve the learning experience of students by leveraging the most potent combination of educational theory with everything technology can provide. Almost all educational companies and corporate training divisions want instructional designers to ensure they offer effective learning – to have one that also has a strong educational background or grounding in the expressive skills of the Humanities enables these institutions to easily outcompete others. 4) BSc + Brand/Marketing Management Short Not only do you understand the world of science and your technical field, but you also understand brand building,

marketing, communication and the need for creativity and innovation, which is vital for any company to ensure its growth and sustainability. 5) Any Degree + Additional Languages Whether a local or foreign language, being able to at least converse with, and understand people from another culture will always broaden horizons and understanding, and will serve as a valuable addition to your CV. “The above-mentioned combinations or their

equivalents will cultivate your skills and leave you in a stronger position when looking for work and advancement in your career,” says Ntshinga. “These additional skills can come from formal traditional short courses, through certified online education, or through enrolling on a MOOC (Massive Open Online Course). The impact on your career is that you offer a potent skills combination and have demonstrated your commitment to continuous, lifelong learning. You are no longer just another applicant.”

Daar was altesaam 61 spelers waarvan twee kandidaat meesters was.
