Why is this man still in our country, and who is he paying to make it happen? Gerard Grobler KLEINMOND – Meet Mr El Mamadou Ndiaye (34) from Dakar, Senegal, better known in Over Hills as Elias. Now Mr Ndiaye is many things to many people, but he is also the township’s undisputed poacher king. The large group (we’re talking dozens) of mainly young poachers operating from Over Hills is part of a well-oiled organisation that Ndiaye runs and which plays an important part in the alternative economy of the township. Ndiaye is the man that keeps the abalone and the cash flowing. The group is entrenched in the community and their network is said to stretch far and wide, from your friendly local petrol attendant to the police station and even the courts. In the past when Ndiaye appeared in court a large group of well-dressed men invariably arrived to pay his bail and escort their boss home. For

his part Mr Ndiaye is again part of a larger organisation that takes what comes out of our sea and ultimately sells it for a huge profit in South East Asia, mainly China. The group of poachers in the Over Hills has become so powerful and so arrogant that even armed law enforcement officials don’t dare go up against them. Over Hills (and even some parts of Proteadorp) has in fact become a no-go zone for law enforcement officials like Sea Fisheries inspectors. They can only operate there if they have significant police backup. Even outside the township the poachers are brazen. There has been at least one incident where some 40 or 50 poachers accosted armed Sea Fisheries inspectors in Palmiet and violently demanded their confiscated abalone back. On Monday morning this week a group of poachers gathered across the street from the Sea Fisheries office in Kleinmond’s Main Road defiantly demanding their confiscated diving equipment back. Back to Mr Ndiaye. Like most hard living men, he likes young girls and fast cars and with plenty of cash going round, he can afford both. (Ed: A word of caution here, Mr Ndiaye. Tread carefully when it comes to the young girls. People in Over Hills don’t like it, they have started talking about it behind your back and it might just be your undoing.) When it comes to fast cars Ndiaye seems to have an unlimited supply. You might have seen the blue Jaguar, it appears to be a favourite of his. During the last six months police and law enforcement agencies have confiscated at least three top of the range models he was allegedly driving. They were a Mercedes Benz, a sporting BMW and

the latest, a sleek black Audi Quattro. I say allegedly because in all three cases Mr Ndiaye decided his freedom was more important than his fancy car and he absconded, leaving the car behind. Plenty more where those came from. The BMW has since been moved to Cape Town as it features in another

criminal case. Another trail to follow – how does Mr Ndiaye procure his fancy cars? I believe they are never registered in his own name. The latest incident was on Tuesday afternoon when he allegedly went to the usual pickup spot on the other side of the Palmiet River. He

wasn’t aware of it, but a whole contingent of policemen and law enforcement agencies were waiting for him. (Ed. Somebody on the payroll apparently slipped up) Several of the officials told the Herald that they actually saw Ndiaye driving the black Audi Quattro with Continued on page.4

Why is this man still in our country? Continued from page.3 the Cape Town number plates. At some stage he apparently realised that the game was up. He abandoned the Audi along the road near the entrance to Kleinmond coming from Betty’s Bay, pulled the keys and he and his two accomplices literally headed for the hills. I must say this for Mr Ndiaye – he is fit, because the policemen chasing them, couldn’t keep up and some of them were fit young men. In the abandoned Audi police found several loads of abalone and diving gear for a small army. No arrests were made. Almost immediately a group of men started gathering at the soccer field in Over Hills, watching the scene from above. Soon afterwards a tyre and some branches were thrown across Main Road, indicating that the poachers were perfectly willing to start a riot in support of their boss. The debris was quickly removed, while heavily armed law enforcers, some of them masked, watched over the scene. (Ed: the fact that even policemen have to go around masked is an indication of how dangerous they regard these people) The incident on Tuesday is by no means our perlemoen king’s first brush with law. The Herald first met up with him in 2017 when he joined two local police sergeants in the dock at the Caledon Magistrates court. The three had allegedly hatched a plan in 2016 to intercept the perlemoen from another group of poachers and then according to testimony went on to share the spoils between them. The three, sergeants Carlo Booyse and Franco Fredericks and Mr Ndiaye were eventually released on bail of R10 000 each. Ndiaye was to report to the Kleinmond police station on Mondays, Wednesdays and Fridays. I seriously doubt whether that ever happened. The case is ongoing, which means that Mr Ndiaye is effectively still out on bail (Ed: as a general rule if you commit an offence while on bail, you go straight to jail – but then Mr Ndiaye seems to be treated differently from all other lawabiding South Africans) Being from Senegal the magistrate in 2017 obviously wanted to know whether Mr Ndiaye was in the country legally. He sent a court

During the proceedings it became clear that Mr Ndiaye has had several run-ins with the law. This included traffic violations and being charged with possession of drugs and abalone. Ed: A year later and Mr Ndiaye is still in the country, and has been able to renew his asylum seeker status. This was done in Cape Town in April of 2018. The question is of course how he managed this, taking into account that he was, at the time of his supposed application for a new permit, standing trial for a serious offence, allegedly involving two policemen being accused of corruption. Somebody should follow that trail because the odds are that some money changed hands somewhere. Whatever the case, we should be asking ourselves why the South African authorities are allowing a Senegalese citizen, who is supposedly a refugee in our

country, to poaching our town, resources

It’s a buyer’s market but the buyers are few and far between. That was the message the Herald got from the majority of local estate agents we interviewed this week. Most agents we spoke to, said stock was a major problem. “The available stock throughout the Hangklip/Kleinmond area is probably half of what it was last year,” said one of the agents. He told the Herald that compared to the previous two years, the property market has all but died. Not everybody shares his sentiments. One of the leading estate agents in Kleinmond told the Herald that she was doing well, thank you very much. “We have been quiet for about six weeks now, but things are picking up again.” She said the

Look, the more expensive properties, those above say R3m, is not going anywhere, but there is still a market for properties between R1m and R2m.” Another of the leading agents said yes, the market was slow but that they were still selling homes at a steady rate. All the agents agreed that new-builds and renovations have been picking up, which is positive.

Nog ‘n koppie? Hoe meer dae, hoe meer dinge Nee toemaar, ek weet waaroor ek laasweek geskryf het, die vergeetagtigheid is nog nie helemal so erg nie. Niks nuuts onder die son nie, het betrekking op mense se optrede. Hierdie dinge wat “meer” raak, is veral tegnologie. Nou dáár’s ‘n ding wat my dronkslaan (hoewel ek meer van die Engelse “flummox” hou). En tog het ek iewers gelees of gehoor dat al die hededaagse geriefies (geweet dis ‘n “gadget”?) al lááánkal deur kunstenaars, uitvinders en veral skrywers gevisualiseer is. Iemand soos Da Vinci het soveel beginsels en idees gehad dat dit die wêreld behoorlik eeue geneem het om hom in te haal. Op ‘n TV dokumentêr het ek iets oor Duitsland in die 1920’ of 1030’s gesien waar ‘n kunstenaar in ‘n boheemse tydskrif ‘n prent geteken het van mense wat by ‘n straatkafee sit met ‘n boksie in hul hand. Die prentjie van iemand wat ‘n paar tafels verder sit se gesig

verskyn daarop en hulle praat via die boksie met mekaar. Nou toe nou. As kind (en dis self ‘n tydjie terug) onthou ek, het ek oor die radio gehoor dat ‘n mens iewers in die toekoms wanneer jy die telefoon antwoord, die gesig van die persoon wat bel, sal kan sien. Nééé, dit kan mos nie, het ek in my onskuld gedink. Deesdae kyk ek ook soos miljoene ander ouers na my kind se gesig wat van duisende kilometer ver af bel en gesels. Kyk hoe gaan dit deesdae in die wêreld waar lande mekaar behoorlik uitroei in oorloë. Die wapens laat mens sidder. Dit gaan nie meer oor wie is die sterkste of die slimste nie, maar wie is die slinksste en mees gewetenloos. In die “goeie” oud dae toe Jan vir Piet (Uja vir Gija) met ‘n knuppel of ‘n spies van kant gemaak het, is soort van verby. Nou sit Ahmed of Joe agter ‘n ding waarvan jy met die druk van ‘n knoppie oor ‘n afstand honderde mense op

Hangklip-Kleinmond world cleanup day & International coastal cleanup day 15 September 2018 About world Cleanup day 2018: 'The International Coastal Cleanup initiative has been an unwavering platform to raise awareness on marine pollution, inadequate waste management, the need for recycling and non-littering in South Africa for the past 20 years. This year’s ‘Big Cleanup’ network will enable citizens to actively do something to improve the health of their local marine resources. Building on this model, the Let’s Do It! civic-led mass movement, currently being introduced to the African continent and neighbouring nations, works to unite the global community and encourages civic society members to stand up against the ever-growing trash problem by cleaning up waste both along the coast and inland. To date, 113 countries and over 16 million people have joined the campaign to clean up illegal waste. Coinciding with ICC in 2018, an

estimated 150 countries and 5% of the global population will participate in the long anticipated World Cleanup Day on 15 September 2018, making it the biggest positive civic action the world has ever seen. Whilst global preparations are underway for the 2018 cleanup event, the Let’s Do It! campaign works to improve waste management in areas where waste is being lost to the environment, raise awareness about the issue, increase the frequency of citizen cleanups and raise future ‘waste warriors’ . All over the world communities are encouraged to participate in this global event and in Kleinmond we will also make a dedicated effort. We would like to include as many people from the private sector, charities, schools and citizens in not only cleaning the main beach areas but coastal paths, the actual ocean, mountains, streets, residential areas and public spaces. At the same time

we would like to try to use this day to commit as community to keeping clean around our own homes, recycling and declaring our beaches plastic free zones. We have seen the sad state of our rivers and dams polluted by anything and everything we can think of. And we need to take up our responsibility towards clean water sources for our children and future generations. HOW YOU CAN GET INVOLVED: There are several organised groups that are led by Overstrand District Municipality and Kogelberg Biosphere Reserve and Natuurbewaringsvereniging together with Plastics South Africa and Coastal Cleanup Conservation. They are all preregistered and will be doing a thorough count of all the plastics collected to send data through to Plastics SA to address the problem with statistics. All events will take place from 09:00- 11:00 on Saturday 15 September 2018. For those who cannot join us at the walks, here is how you can help: We are calling on fishermen and divers to contact us to help clean the areas that we cannot reach by foot. This is in coordination with Plastic Patrol from Hermanus. Walking groups and hack groups, please help us in the mountains and trails. It would be great if all businesses can clean on and around their premises. Residents are asked to please clean around their houses, every bit of litter lying around. Schools, churches and sports clubs, please show us your steel as well! We are also calling on recycle groups to assist in any way they can. Plastic bags and gloves can be supplied and all the bags to be collected at clearly marked pick up points all over the area by the municipality and stored in a closed area until it can go to the Waste management/Recycle plants in Gordons bay, since ours is out of order. The future of Overstrand waste recycling being reviewed HERMANUS - Many residents are rightfully concerned about the abrupt halt to waste recycling activities in the Overstrand since the riots in Hermanus in July 2018. Unfortunately the fact is that the material recovery facility in Hermanus, including all the equipment, has been destroyed during the riots, to such an extent that the repair and recommissioning thereof may take years to complete. There is no alternative facility available in the area where sorting and bailing of such volumes of recycled waste can take place in the interim. The transport of material which has not been sorted and bailed is very expensive, and therefore not attractive to potential buyers in neighbouring towns or the city. The current situation is however presenting an opportunity to eventually move to a higher level of recycling and improved diversion of waste from landfill. Overstrand Municipality immediately commenced with a feasibility study to investigate the possibility of relocating the recycling facility to the Karwyderskraal Landfill site, to be operated as a regional facility by the Overberg District Municipality, thereby handling larger volumes, also including waste from neighbouring towns in other municipalities. The report should be completed by the end of September 2018. Should the relocation option prove to be feasible, the planning and budgeting process will commence, and it is possible that the reinstatement of the damaged facility at its current location be abandoned, especially in view of the need for land for housing in the specific area, and the perceived risks associated with the previous operating arrangements.

The possibility of temporarily transporting all recycled material from the Kleinmond/ Bettiesbaai/Pringle Bay/RooiEls areas to Gordon’s Bay has also been investigated. Challenges include that official approval of the City of Cape Town Municipality will have to be obtained, an extended procurement process for the transport of the material will have to be completed, which will take several months, and the issue of “donation” of municipal property (i.e. collected waste) to a single receiving “beneficiary” without an open tender process will be especially challenging to address in terms of legislation. Indications are that the transport will be expensive, considering the only routes available for large trucks between Kleinmond and Gordon’s Bay. Many residents enquire about the possibility of transporting all the recycling to our material recovery facility in Gansbaai for sorting and bailing. Unfortunately that is not an option as the facility is too small to handle such a large volume of recycling and even further for transporting the recycling to the markets in Cape Town. Overstrand Municipality will keep residents informed of progress made in reaching a solution. It is a high priority for the municipality to find the best possible solution as soon as possible, to ensure the long term sustainability of efficient waste management. Gone too soon…Ayakha Renene Sunday, 9 September 2018: “Where I come from you don’t usually see so many people coming out to honour a child. This huge turnout today, however, shows the level of humanity in Kleinmond and how much Ayakha was loved.” These were the touching words of Ayakha Renene’s uncle who, as the eldest relative in Cape Town, was tasked to speak at a memorial service held at the Overhills Community Hall on Sunday, 9 September 2018 after she and two young lads met their unfortunate demise in a motor vehicle accident the previous week. Ayakha, who hailed from Qumbu a small village in the Eastern Cape, was 16 years old and a grade 10 pupil at Qhayiya Senior Secondary in Zwelihle, Hermanus at the time of her passing. By all accounts she was a joyful and happy person who brought an immense amount of love and laughter to those who knew her. Though mischievous in nature, she had the greatest respect

for her elders. Affectionately known as “Rich Girl”, what the spirited Ayakha lacked in height she more than made up for in personality. As Kleinmond Councillor Grant Cohen stated in his tribute, “I will always remember her as this little dynamo teetering on high heels that were almost bigger that she was, and a megawatt smile that could light up an entire room.” As a member of the renowned Kleinmond Kingdom Vibrations, her beautiful voice could often be heard soaring in perfect harmony with her choir mates. Coupled to her other loves of dance and acting, there is no doubt that had her life not taken such a tragic turn, Ayakha would have gone on to realise her dream of joining the Generations set that she so adored. Ayakha was also a gifted writer, drawing mostly from her own experiences to develop meaningful and entertaining material for her blog, ‘Diary of an Orphan’. It was here that her flare for the dramatic was most

evident and where fictitious characters like the evil stepmother Sis Buhle and friends Lebo, Gift and Mpume took centre stage. Although she grew up without her mother who died when she was still very young, Ayakha did not sell herself short and was a very confident and determined person. Rather, she encouraged others to be as comfortable in their skins as she so clearly was in her own.Ayakha’s body will be taken home to the Eastern Cape on Thursday where she will be laid to rest at her funeral on Saturday, 15 September 2018. In closing, the Renene family wishes to thank everyone for the tremendous outpouring of love and care afforded to them during their period of grief. They are especially thankful to the Kleinmond community, Overberg Deputy Mayor Archie Klaas, Overstrand councillors Grant Cohen, Fanie Krige, Charmaine Resandt, Andrew Komani and the Overstrand Municipality for supporting them through this trying time.

Gift of the Givers

Gift of the Givers visited Kleinmond on Tuesday where they handed over emergency supplies for the victims of the recent fire in Over Hills. They also had a package for the family of Ayakha Renene (who recently died tragically (see report elsewhere in the newspaper). Receiving the

donations were councillor Grant Cohen, Henriette Derby and some members of the community. Meanwhile Cohen is planning to join hands with Gift of the Givers to collect water for Beaufort West, which they will collect and deliver.

Senior Olimpics! Ria Burrows KLEINMOND – Olympic games in Kleinmond – but with an interesting difference! Not high jump or 100m competitions, but rather putt-putt or pingpong bouncing! And there are still plenty of energetic players among the members of the Senior Club to set a day aside for Annual Games Day, as presented and organized by the Chairman Mauritz van den Berg, together with and his eager team of committee members. As usual, this day signaled the introduction of Springtime, and this happened on Thursday, 6th of September, 2018. Sparden - Cluster pine

Die sewende in ons reeks oor indringerplante. Twee denneboomsoorte, insignisden (Pinus radiata) en sparden (Pinus pinaster) is van die hoogste en grootste bome in Kleinmondtuine. Beide aard goed hier by ons en is, soos alle denne in Suid-Afrika, uitheems. Die spardennebome is inheems in die Middelandse See-gebied van Europa (o.a. Portugal, Spanje, Turkye, Kroasië en Italië) asook dele van Noord Afrika soos Tunisië en Algerië; in die winterreënval- en seeklimaatgebiede met sanderige, suur en relatiewe on-vrugbare gronde tussen seespieël en sowat 1 000m daarbo. In dié areas word die bome kommersieel verbou maar ook as sierbome in parke en groot tuine geplant. Saad van die bome het sover vasgestel kon word, Suid-Afrika aan die einde van die 17e eeu (1685 - 1693) binnegekom. Die klimaatstoestande in die WesKaap is soortgelyk aan hierdie areas en bied derhalwe ideale groeitoestande vir die sparden. Hulle aard veral baie goed in die berg- en laaglandfynbosareas. It should against this background come as no surprise that cluster pine has become a very successful invasive species in the Western Cape. If left

unchecked, it will: i) Occupy the habitats of native species to an extent where the native species give way; resulting in inevitable decline in the species richness and biodiversity. ii) Reduce the water quantity (surface run off) in catchment areas; as it is doing in the catchment areas of the Bot River. The species is, through its seed cone production, well adapted to high-intensity fires. The trees recover well after veld fires and the regeneration out compete the native fynbos species. The small seeds have relatively large wings which combine well with the windy conditions in the Overberg and provide a favourable situation for the dispersal of the seeds. This dispersal ability is a key factor allowing the cluster pine to have become such a successful invasive species and called “escapees” by some concerned nature lovers. A striking example of this phenomenon can be seen alongside the R44 road between Kleinmond and the Arabella estate and on both sides of the R43 going to Bot River.

Span A (dit was in werklikheid hul B- en C-spanne gemeng) het reeds die oggend 5-uur vertrek om betyds by span B se tuisveld aan te kom en was dus nog ‘n bietjie styf, tot voordeel van span B, toe hulle opgedraf het. Maar die voordeel het nie lank gehou nie. Span A se mannetjies was groter, langer, strerker en agressiewer as hul teenstanders en ten spyte van span B se entoesiastiese ouers (veral ma’s) wat op en af langs die veld beweeg het, het dit al slegter gegaan soos die wedstryd vorder. Span A se voorspelers het hul teenstanders in die aarde in geskrum sodat een van die kleineres later gekreun het: ”Hier sk.t ons nog vandag!”

Genadiglik het die skeidsregter die wedstryd vroeër as normaalweg beëindig voordat daar ‘n totale ineenstorting kon plaasvind. Een van span B se ouers het sy seun probeer opbeur deur te sê dat hulle darem hul bes probeer het, maar toe antwoord dié moeë voorrymannetjie:”Pa, ek het met daai “score” net mooi niks uit te waai nie! Ek het nie eens een keer aan die bôl geraak nie!!” Ja, hoeveel spelers het deur die jare nie so ‘n knou gekry nie!!? “Blame it on the Bosenova”!!-Jean

Kiekieklub Augustus was kultuur-maand vir Kleinmond Kiekieklub. Die tema vir inskrywings moes “kultuur” op een of ander wyse uitbeeld. Dit het interessante inskrywings opgelewer! Die res van die aand het een van ons lede, Willie Burger,

ons op ’n visuele reis deur Marokko geneem. Hierdie land in noordelike Afrika het ’n besonder ryke kultuur wat wortels ver in die verlede het. Willie se foto’s maak mens lus om self die wonderlike land te besoek.

Chevonne het Saterdag eerste geëindig in haar afdeling in die provinsiale WOW kompetisie wat Saterdag op Stellenbosch plaasgevind het. Dit beteken dat Chevonne deurdring na die finale rondte wat in Oktober plaasvind.

Amerikaanse studente leer Kleinmond se Fynbos van naderby ken Die Kleinmond Natuurbewaringsvereniging het vroeër vanjaar die voorreg gehad om Kleinmond se fynbos aan ‘n entoesiastiese groep van 15 Amerikaanse studente en 2 dosente te wys. Leon Louw, wat ‘n paar jaar lank al een van ons kundige fynbos blomuitstallers is, en KNBV se voorsitter, Rey Liebenberg het hulle aan die groot verskeidenheid van fynbos spesies wat aan die hange van Jean’s Hill voorkom, bekendgestel. ‘n Paar van die studente was so geïnspireer deur die pragtige blomme dat hul dit met vaardige vingers in potloodsketse op papier vasgelê het. The North American undergraduate students were attending a 6-week international academic field studies program,

Wildland Studies, which affords them the opportunity to engage in deep experiential learning about ecology, biodiversity conservation and the interface with social-cultural dimensions in a local context. The programme commenced in George. They then travelled along the Southern Cape with extended stops near Vleesbaai, De Hoop and the Overberg. “For us, Kogelberg/Kleinmond was an obvious inclusion in the programme, given its wellknown reputation as being the ‘hottest of the Cape Floristic hotspot’, in terms of its fynbos species diversity and stunning landscapes”, said Matt Zylstra who has been leading the South African part of the Wildlands Studies’ program since 2009. Kleinmond Business League 2019 It’s almost time to start planning for our next tournament which will take place on consecutive Thursdays from 17 January for six weeks with prize-giving on 21 February. 1. Many other clubs allow one club member to play in each Business League team together with three nominated players from the businesses. This club player will also coach the team. We propose to offer this option to the participating businesses, but it will not be compulsory. 2. The competition gee remains R600 and prize money may be distributed at the team’s discretion. 3. Application forms will be available from the Convenor (see below) from 01 November to be complete and submitted by 30 November, together with the entrance fee. We can unfortunately only accommodate 24 teams processed on a first-come-firstserve basis. 4. Kleinmond Bowls Club wishes to encourage Business League players to become members of the Club. Present rules dictate that Club members may no longer participate in the Business League. BUT THIS RULE IS CHANGING. Chess Club Celebrates Two Years Kleinmond’s Chess Club recently celebrated their two year existence. On a cold August night, hot soup, lovely cup cakes and other snacks were served to the club members as well as a couple guests, to celebrate the occasion. The function was opened by Pastor Johan Matthee where after councilor Grant Cohen gave his best wishes to the club.

The club has 16 full members and about 20 regular players play chess every Tuesday night in the well equipped library hall. With the assistance of sponsors the club already obtained five beautiful trophies for the various championships, chess club shirts and chess clocks. The club always welcomes visitors and new members.
