Owen Commissioning | Mechanical, Plumbing, Electrical | Energy Engineering Services Henrikson Owen and Associates (HOA) is one of the Owen Group of Companies and specializes in Commissioning, Mechanical, Plumbing, Electrical, and Energy engineering services, The Owen team is well-versed and experienced in all versions of commissioning including LEED and CHPS fundamental and enhanced commissioning, re-commissioning, retrocommissioning and monitoring-based commissioning (MBCx) with benchmarking.

Owen also provides LEED Consultant Services to our clients. We have many LEED Accredited Professionals on staff; hence this is a natural outcome of our other services.

In addition, Owen staff has conducted hundreds of energy audits over the last 30 years, including many for school districts and municipalities. We have identified a wide array of energy conservation measures (ECMs) for which our services have subsequently been retained for design and implementation of these ECMs as well.

Claremont McKenna College completed a new, 160,000 square foot, West Campus Academic and Administration Building. The objective of the commissioning was to provide documented confirmation that the facility fulfilled the functional and performance requirements of the building, campus, occupants, and operators.

For the process to work successfully, it was important that the campus, commissioning agent, design team, contractors, and operators worked together as a team throughout their involvement with the project.

As a subconsultant to BCA Architects, Owen provided Commissioning services for the new food facility at Southwestern College in Chula Vista, CA. The project consisted of the replacement of an existing facility. It is located in a dynamic part of campus and serves students using classrooms in close proximity and in adjacent parking areas. The project consisted of the demolition of an old food station, and construction of a new 3,000 sq. ft. cafĂŠ in its place.

Commissioning for Five Facilities, Sweetwater Union High School District Chula Vista, CA

Owen provided LEED commissioning to document and confirm that five Sweetwater UHSD facilities fulfilled the functional and performance requirements of the buildings, campus, occupants, and operators. To reach this goal, it was necessary to establish and document the campus criteria for system function, performance, and maintainability; as well as to verify and document compliance with these criteria throughout construction, start-up, and the initial period of operation.

California School for the Deaf

The State of California Department of General Services (DGS), Real Estate Services Division (RESD), is developing the New Gym and Pool Complex at the California School for the Deaf – Riverside (CSDR).

Owen provided the commissioning for this project.

This aquatic complex includes a new 45,000 square foot gymnasium building, consisting of a standard gymnasium with folding bleachers, locker rooms,

Commissioning during the construction of this project was intended to achieve the following specific objectives according to the Contract Documents: • Ensure that applicable equipment and systems were installed properly and received adequate operational checkout by installing contractors.

• Verify and document proper performance of equipment and systems.

• Ensure that O&M documentation left on site was complete.

• Ensure that the University’s operating personnel were adequately trained.

Owen designed an innovative, all-electric, zeroemissions, energy-efficient Cal State Fullerton central plant in the early 1990s, which has been successfully delivering heating and cooling more efficiently than any campus in the CSU system.

Since its original commissioning, there have been substantial changes on campus which significantly affect central plant operation. Given these changes, as well as continued campus growth, Cal State Fullerton contracted Owen to re-commission the campus’ central heating and cooling plant through the UC/CSU/ IOU Energy Efficiency Partnership Monitoring-Based Commissioning (MBCx) Program.

Owen was retained by the State of California Department of General Services (DGS) – Project Management Branch (PMB) to provide LEED Commissioning Services for the new, 15,000 square foot, DMV Facility in San Ysidro, California. This commissioning effort was successfully completed as part of the LEED Gold certification that the facility received.

Owen provided commissioning services for the new, state-of-the art fire station located in Riverside County.

The 9,400 square foot fire station has two-apparatus bays for an eight-person crew and is expandable to accommodate three fire apparatuses and up to twelve (12) firefighters. The project is certified LEED Silver.

• Review the design intent and basis of design documentation.

• Assist the design team in including the commissioning requirements in the construction documents.

• Develop and utilize a commissioning plan.

• Coordinate the designer, contractor, owner, and operators in the commissioning effort.

• Verify installation, functional performance, training, and documentation.

• Complete a commissioning report.

• Assemble a written verification that training was conducted for all commissioned features

Current Commissioning Projects Anaheim City School District Commissioning Services for Seven Elementary Schools, Anaheim, CA Anaheim City School District (ACSD) is targeting CHPS certification, in addition to commissioning services, on seven elementary school projects. Each project includes four permanent one-story buildings and seven portable classrooms.

CHPS Commissioning Services for the Emblem School Project in the Saugus Union School District, Saugus, CA The Saugus Union School District is targeting CHPS certification, in addition to commissioning services, Emblem School Project, Saugus Union School on the Emblem School Project, which includes a two-story classroom building and a kindergarten addition. This project is located at 22635 Espuella Drive in Saugus, and is being designed for the High Performance Incentive (HPI).
