As we approach another new season, we cannot help but reflect and acknowledge on how truly indescribable this year has been. There is not much to be discussed these days without some reference to the pandemic, because it has disrupted and changed quite literally everything across the entire world. Regardless of your personal opinions or experiences, it is more than fair to say that this pandemic has changed things forever and will having lasting impact on not only our discussions but also our futures for quite a long time. Earlier this year we committed to ourselves and to our team that no matter what happened, we would work together in unity to continue pressing forward into to the future. We would not allow ourselves to forget our why or lose sight of our purpose, and most importantly to approach each day with gratitude for what we have and use it to help others when called upon. Together we work tirelessly, not only because we love what we do but because we made commitments to our colleagues, to our families, to our community members, to one another and to ourselves. We have a truly

audacious vision for the future, and we see it so clearly that it fuels us as powerfully as the HyImpulse Hybrid Rocket. The business community is painfully aware of the social and economic impacts resulting from the pandemic. Policies designed to protect us have also changed how we interact, learn, work, and consume. The pandemic has brought forth more struggle to the vulnerable, an uncomfortable exposure to hardships that face marginalized Canadians, challenged our education systems, and arguably threatened the progress of equality for women in the workforce. On the other side, it has also attracted more attention to our failing systems, allowed for the acceleration of necessary technology and automation, and reminded many of what is truly important. We choose to seek opportunity, and we are passionate about striking healthy discussions and exposing varying viewpoints through our magazines. We continue to be blessed here in Niagara, and to have immediate access to everything that we need within our vast community. “All of us, all over the world, are cells in the body of humanity. You

NIAGARA ECONOMIC VULNERABILITY & RESILIENCE As we near the end of 2020, we are also amidst the second wave of the COVID-19 crisis that has resulted a global economic downturn. Although we have shown a tremendous amount of positive data displaying a light at the end of the road, it is still a very long road we have ahead.

Historical recession trends would show that the sectors or industries impacted first would also be the ones with first light of recovery – whereas our current crisis depicts the complete opposite. Our sectors that were impacted the hardest and earliest, those being in travel, trade, and hospitality, are also going to be among those with the longest road to recovery. We are truly living in unchartered waters, trying to determine the best path ahead and acknowledging that we have to continue to be open and flexible as we adjust our policies, programs, and expectations alongside the everchanging landscape of today.

Positively, our world trade is rebounding faster than the last recession and is a welcoming beacon of hope. Employment in Canada is showing a faster recovery rate than that of our neighbours in the United States. We believe this to be attributed to the fast response by our government with various relief and support programs being rolled out very quickly. At a national level, we are also showing several sectors returning to pre-crisis levels, for example retail sales overall returned to pre-crisis levels as early as July. At a federal level, while its been noted that the government was able to respond rapidly to the crisis, there are some obvious downsides to the speed at which certain programs were rolled out. Businesses and individuals were provided access to relief programs, such as the Canadian Emergency Relief Benefit (CERB) and the Canadian Emergency Wage Subsidy (CEWS). The intention of these programs was to keep

as many Canadians employed as possible, and when not possible, to provide relief. It could be argued that in the earlier days of accessibility, these programs may not have had the complimenting impact they were intended to have, as there was a higher reliance on CERB compared to CEWS. Once the program requirements were updated, this has begun to even out and should be continually acknowledged that the most important goal is to keep as many people tied to a workplace or work opportunity as possible, and that individual relief is secondary. When comparing ourselves provincially, it is important to note that Ontario does have one of the largest and most diverse economic landscapes in Canada, lending strength to our overall recovery plan. However, we also have a large vulnerability, especially amongst our Niagara footprint, as it relates to our Tourism sector. The impact not only to our local job and

The accessibility at a regional level to provide direct financial relief and aid is limited, since the region’s only financial leverage is related to its property tax revenue. The residential and commercial taxes being collected go to funding our operational costs for essential services, including police, emergency programs, roads, and public health. We are seeing continued residential and commercial growth and have not seen a disruption to our essential services.

employment opportunities, but also to non-resident spending as we continue to see a decrease in domestic visitation and border closures to our US visitors. How are partners in the United States choose to handle their response to the crisis has a direct impact on our travel and trade recovery and growth strategies. There will continue to be a lack of discomfort reopening the border barriers until we are on the same parallel with our US neighbours. So our strategy for the next 12-24 months needs to allow for us to gain strength in these areas with a lower reliance on the national decisions of neighbouring countries.

Looking further into national trends by sector recoveries, we must disaggregate the data and dissect the local impact that we are seeing. For example, the earlier notation about the retail sector returning to pre-crisis levels in July are likely attributed to large retailers and online sales, compared to the local shops and boutiques that are continuing to see detrimental results. We can choose to place our focus on providing negative press towards the big box retailers, or

we can seek ways to help these locally owned businesses in the same sectors access recovery programs. The Economic Development Offices and the Greater Niagara Chamber of Commerce are continuing to advocate for our business owners, and they are gaining cooperation and response. Business owners need to help one another, guiding to the right programs available and supporting the advocacy efforts for gaps in programs that need to be adjusted. over to the management of the crisis, by way of strategic growth and investments. “We cannot borrow our way back to prosperity” - Honourable Perrin Beatty, President, Canadian Chamber of Commerce; appointee to COVID-19 Supply Council Encouragement and support are needed to invest further in technology, to drive innovation and efficiency across multiple sectors and to push for more domestic growth and prosperity. By utilizing the programs available not only to help businesses survive, but to help them adapt their models and invest in growing their contributions to their sector and to their community. We have seen tremendous resilience this year across our region and across our community. Our Regional Chair, Jim Bradley, has on numerous occasions reported unprecedented cooperation and support across all municipalities. All Mayors and leaders are working together with a shared priority of public health and safety at the forefront of economic recovery and prosperity.

Doug Hamilton was an Olympic medalist (1984) and World Champion (1985) rower. During his career as an environmental lawyer at one of Canada’s premiere law firms, Doug continued to contribute as a volunteer in several Canadian amateur sport organizations, including serving as VP High Performance of Rowing Canada, Board member of the Canadian Olympic Association, VP Sport and Venues of the Toronto 2008 Olympic Bid Group, Chair of the Canadian Sport Centre Ontario, and Board member of TO2015. Doug was also Chair of Niagara’s Bid Group. Doug now lives in St. Catharines with his wife, Lynn, a former Canadian Olympic basketball player. Both sons have had careers in Professional hockey: one in Calgary and Phoenix and the other currently in Carolina.

ith safety and security being top of mind for many, it came as no surprise that The Canada Games Council (CGC) and Niagara Host Society made the decision to postpone the Canada Summer Games in Niagara to August 6-21, 2022. Niagara is proud to welcome the high caliber of talented athletes who will be competing at such a prestigious level of competition by participating in the 28th

edition of the Canada Games. Without question, this event will be a truly memorable experience that draws one another together, united.

Doug: There has not been any impact on funding commitments from our government partners in light of the Games postponement to 2022.

We had the distinct pleasure of discussing the state of the games with Board Chairman, Doug Hamilton, who addressed some critical questions amongst the business community.

Rather, our funding partners have remained very supportive as our organization has navigated and adapted to the circumstances created by the ongoing COVID-19 pandemic.

RVL: What impact has this placed on the funding commitments from the government to support the games?

supported this decision and understood that by rescheduling this event to 2022, we were seeking to better protect the health and safety of all the participants and spectators who are expected to attend. Our government partners also recognize that our new dates will provide us with a better opportunity to deliver an extraordinary Games experience for all. RVL: What impact do we believe this has on the financial forecast for the games? Do we anticipate that the delay will assist us in restoring what was originally anticipated?

Doug: By moving the Games to 2022, we are optimistic that this will let us stage the Canada Summer Games in a healthier economic climate. This will allow us to host the Games’ sport competitions and cultural events in the way that they were originally envisioned, while also ensuring that Niagara can realize the full potential of hosting Canada’s largest multisport event. RVL: How has this delay positively impacted any of the construction plans for event spaces?

Doug: Our new dates in August 2022 are certainly a positive with respect to our construction plans. The later start date only further ensures that key infrastructure projects, such as the construction of Canada Games Park near Brock University and the planned improvements to the Henley rowing facilities in St. Catharines, will be fully ready for the Games. RVL: What are ways that individual business owners can take advantage of the additional time being presented before the Games arrives? Doug: With the Games now in 2022, we know that our Host organization has more time to develop new partnerships with individual business owners. Conversations had begun with a number of businesses prior to March, but unfortunately the COVID-19 pandemic understandably hampered our ability to complete some of those discussions and grow certain relationships within the Niagara business community. So, as

a result of postponement, we know that we will have more time to engage business owners, and they’ll be afforded more opportunities to become a part of the Games. The 2022 Canada Summer Games will provide an important opportunity for economic recovery for the Niagara Region. It will give businesses and others a chance to use the platform afforded by the Canada Games to enhance the economics of Niagara business. And we believe that with strong support from this community, Niagara 2022 will have a lasting and positive economic benefit for Niagara for years to come. RVL: How does the delay of the games impact the volunteer pool and the continued need to source volunteers? How can the community help? Doug: Thankfully, the delay of the Games has had little impact on our incredible volunteer pool. Prior to our announcement, we had already recruited and onboarded over 250 leadership volunteers, who play an integral ►►►

role in the overall planning of our Games. And we are grateful that almost all of them have reaffirmed their intent to stay on and continue in their current role with Niagara 2022. Now that being said, there are still plenty of volunteer roles that we will need to fill between now and Games-time. We will continue to advertise these new volunteer opportunities, as they become available, on our website and in our monthly newsletter that we would encourage community members to sign up for.

It is important to note that the Canada Games are a volunteer-driven event. Since the first Games took place as part of Canada’s centennial celebration back in 1967, over 100,000 people have volunteered their time to help out in all facets of the Games, and they have done so with great pride. Our Niagara Host Society is very proud to continue that tradition of working with passionate volunteers, and we look forward to welcoming over 4,000 for the Games in August 2022.

RVL: What messaging are you deploying to the community now to garner more involvement? Doug: The Niagara 2022 Canada Summer Games represents a once-ever event for Niagara that has and will continue to create opportunities for the Region that community members will not want to miss out on. With the support of our community, we are planning to deliver a phenomenal event that will leave a lasting and vital legacy for all of Niagara. Our Games postponement to 2022 does not change that message. If anything, our new dates will allow us to better deliver that, given that we should be able host the Games’ sport competitions and cultural events in the way that they were originally envisioned. Additionally, we will look to engage the Niagara community between now and Gamestime through several events that will be part of the celebrations leading up to the Games. Many of these initiatives were unfortunately put on hold because of the COVID-19 pandemic.

However, thanks to our postponement, we have been afforded an opportunity to revive these efforts, which also opens a door for our community to become more involved with Niagara 2022.

Niagara 2022’s Opening Ceremony will now take place on Saturday, August 6th, 2022 at Meridian Centre in St. Catharines, while the Games’ Closing Ceremony will fall on Sunday, August 21st, 2022 at Queen Victoria Park in Niagara Falls.

Technically, an Active Economy is a powerful economic development strategy derived from the economic growth contributors within a given geographical location.

The intention behind an active economy is rooted in a common vision for an intentional active ecosystem to develop and increase the overall livability and vibrancy within a community. The strength of the strategy is dependent on the combined efforts put forth by all economic growth contributors — location, product and service providers, and consumers.

Today, this $3 trillion global active economy incorporates all private, public, and non-profit organizations and individuals who directly or indirectly contribute to the development and delivery of sport and active recreation experiences. The aim is to express or improve individual or community’s physical, mental, and social health and wellness. Here in Niagara, our unique physical assets lend to our natural ability to develop an active ecosystem. With a population of over 447,000, land area of 1,800 square kilometres, over 13,000 businesses, and over 14 million visitors,* Niagara possesses a well-maintained and resilient ecological community. Niagara has sprawling greenspaces, an abundance of surrounding waterways, and crisp, clean air — a perfect candidate for a THRIVING ACTIVE ECONOMY. Long before the COVID-19 crisis, there were numerous conversations surrounding jump-starting/ initiating Niagara’s Active Economy. Today, rather the conversation, it is exciting to see some action. Let us do the honours of introducing Dr. Julie Stevens, an Associate Professor at Brock University’s Department of Sport Management, the Director for Brock University’s Centre for Sport Capacity, the Assistant Coach for Women’s Hockey, and the Special Advisor to the President of the Canada Games. As an avid contributor to overall community wellness, Julie has taken a huge step forward, furthering the initiative to work towards achieving a true Niagara Active Economy. Julie has an exceptional and extensive academic career, active community involvement, and genuine interest and passion for a strong advocacy for this movement. Julie is focused on taking her applied experience and research efforts, such as acting as one of the reviewers for the Calgary ActiveCITY Collective** — an initiative exploring this idea to enhance the economic, human, social, and environmental prosperity of the city of Calgary.

“The scope of an ‘active economy’ concept encompasses a wellness scorecard that spans economic, social, environmental, and humanistic components. Each of these components deal with very divergent and distinct types of evidence. n March of this year, as Niagara Parks staff prepared for what was anticipated to be a record season, the COVID-19 pandemic forced the complete closure of the organization’s public facing operations. As the pandemic worsened, what was originally hoped to be a temporary two-week closure, stretched well into May, before a phased reopening could begin. Operating as an agency of the Government of Ontario, but one which does not receive tax support, and is instead funded by its revenue producing operations, this placed Niagara Parks in a difficult position.

The gradual process of reopening began with its golf courses in late May, followed by its attractions, heritage sites, restaurants, and transportation services, one month later. The environment that Niagara Parks (like all businesses) re-opened to, was vastly different than the one that had existed before the pandemic, and more than ever before, the safety of guests and staff would need to be the first consideration in all decisions. For an organization offering so many different visitor experiences, this was a significant undertaking to say the least. Earning the trust of visitors during this uncertain time, is something that Niagara Parks CEO, David Adames recognized early as the most important factor in the recovery of the tourism in Niagara and beyond.

The results of this work can be seen throughout Niagara Parks, with extensive COVID-19 safety measures in place, including plexiglass barriers, physical distancing markers and signage, along with an abundance of self-serve sanitization stations in high-traffic areas. Looking ahead to 2021 is something that many people are doing with optimism in the Niagara tourism industry. After enduring what has been a devastating season for tourism operators, the promise of a new year brings with it an exciting new addition to Niagara Parks. Renovations are currently well underway for the adaptive reuse of the historic Canadian Niagara Power Station, located just south on the Horseshoe Falls. The $25 million project will transform the preserved decommissioned facility into an extraordinary new multi-faceted visitor experience, which will preserve and showcase a culturally significant landmark, while creating an iconic new attraction for Niagara Falls.

The facility will open on July 1st of 2021 and provide the opportunity for visitors to take in the grandeur of the preserved building, while enjoying interactive and educational exhibits. At night, the venue will play host to an immersive sound and light multimedia experience that will utilize 3D projection mapping to bring the building to life for visitors, while highlighting both its remarkable history and unique architectural features. Adames sees the opening of this attraction as a key part of the recovery for tourism

was a time when downtown was where it was at. Every city from the big, bustling metropolis to the sleepy small town had that one strip that ran down the middle where everything important happened. The town hall was there, so was the library (the old hub of all knowledge and learning) and the coffee shop where neighbors met to socialize and share the town gossip. Nothing happened unless it happened downtown. Then came the shopping mall, and things shifted drastically. Suddenly everything you could want was in one place, under one roof, and the downtowns of mid to smaller-sized cities started to fade. Recently, especially here in Niagara, downtowns all over the region have enjoyed a renaissance with the introduction of specialty stores, chic restaurants, and cool new businesses. The farm to table movement has had a lot to do with that, and the revival of interest in hand made quality goods. As the retail landscape has evolved over the years, so have our downtown cores. Not necessarily to compete with big box retail or malls, but to enhance what is offered to the community and to provide a more urban and active downtown core that serves both commerce, arts, cultural and gathering needs. There is no doubt that the pandemic has affected small businesses. Not only has there been major financial losses, but they have also had to adapt to the ever-changing regulations, they have had to create environments where their customers and their staff feel safe. They have had to change routines and layouts, and daily operations. Even marketing has changed drastically businesses are shifting the point of sale from bricks and mortar to bricks and clicks with online marketing and services. Tell us what brought you together to start a business? We had worked for the big corporations that own & operate many funeral homes (under the names of the funeral homes that are familiar to the community) with cemetery facilities. We were uncomfortable with the way that we were being urged to pressure and guilt families into upselling services and merchandise; we did not partake in that process. The pricing for all services at these funeral homes has increased and continue to do so. Families have been selecting to forgo the traditional funeral services there, choosing the “reduced services” option they offer instead. With more families choosing the “reduced services” at these funeral homes, the prices were then inflated, simply to profit off this minimum option. It was sad to see, but it was happening right before our eyes.

We had talked about opening our own place over the years, and when we experienced the significant price change firsthand at these funeral homes where we were at, we decided that the time has arrived to finally open our own. We want to truly assist the bereaved families with proper and transparent discussions about price point. We want to offer our humble assistance in any way we can, for the families at their time of need.

Our pricing is approximately 30-50% less than that of the traditional providers. We operate on a much lower overhead with a modest building, that allows for visitations and services, yet not an overly large building that has high fixed cost to operate and a large staff with corporate head offices to please. |

We just felt that there was a better way to serve families at their time of need and to make it affordable in a judgement free and pressure free environment.

How does one choose the right urn or casket? The selection of an urn, casket or cremation container may be done in several ways. Each person has a different opinion when this topic is brought up. The selection of urns that we offer vary, consisting of wood, glass, crystal, various metals, granite, marble, and biodegradable urns for those that are environmentally conscious. There are several things to consider when selecting an urn. Will the urn be placed into a niche at a cemetery? — a question we especially ask. If that is the plan, we should know the size of the niche, to ensure that the urn chosen will fit. If the plan is for two urns to be placed into the niche together, the option of a companion urn then may be suitable for the family. If an urn is to be buried in a grave, in this case, there are no size restrictions like a niche to be concerned about, but many people consider protecting the urn and anything that they may want to bury with the urn (photos, letters, team jersey, etc.) in an urn vault. Some people select earnestly, leaning toward our particle board container product for cremation, while others may decide upon a casket. We offer variety of caskets to choose from, including GREEN CASKET. This green casket is

environmentally friendly in every aspect — no glue or metal involved in the construction of this casket. We also offer an oak rental casket option. Families choose the rental option for three main reasons, respectively: 1) The use of a traditional casket for the visitation/service purposes, followed by cremation. 2) A “final wish” not to be put into a casket. 3) To avoid incurring more cost prior to the crematorium. The rental casket is provided with a new casket insert (container) prior to every use. After the services, the insert, along with the person, is removed from the rental casket. The insert comes with a lid/cover that will then be placed securely prior to transfer to the crematorium. Some people select a casket based upon the type of wood — pine/poplar/oak or the matte/high gloss finish. The provincial mandate indicates that we must place a person into a minimum cremation container or casket prior to going to the crematorium.

Walk us through how you’d take care of families w/ cremation requests versus traditional burial funeral services? When we take direction from a family, one of the topics we discuss is what type of disposition (cremation, burial, or entombment) they would like us to arrange. If burial is their choice, we then ask for their preferred cemetery. If the family already own the interment rights (permission to use property), at this point, there are two choices: (What type of grave have they chosen?)— Earth Grave or a Crypt in the Mausoleum (entombment). Where will their service take place? They may choose our facility, at church,

SAFE RETURN ASSISTANCE PLAN This is in the event that death may occur while more than 100 km away from home. This is a valuable plan for frequent travellers or commuters. It provides peace of mind when travelling. No matter the location, the plan ensures that in the event of death, the family will not have to stress over repatriation and having cremated remains returned home. The plan has no age restriction or medical questionnaire. The plan is a lifetime membership.

MEMORIAL JEWELLERY This jewelry collection is especially designed in memory of their beloved. Some of these pieces will allow for special placement of some of the cremated remains, while others may carry a fingerprint, photo, or text engraved. We offer a variety stainless steel, .925 sterling silver, and hand painted glass pieces with some from Murano, Italy.

Considerate Cremation & Burial Services is moving to a new location which will allow them to continue serving all of Niagara as the premier, affordable funeral alternative. or completely at the graveside. Another question would be, do they have pallbearers? If not, we can provide pallbearer assistance as part of our services as well. When cremation is selected, all service options are available if desired. We are able to arrange for visitation and service, then to the crematorium afterward, when requested. We ask families about the presence of a pacemaker or defibrillator. These devices must be removed prior to cremation. Making plans for a memorial service or celebration of life gathering would be held after the cremation takes place. We will discuss with the family if they would like to use cemetery property for placement of the cremated remains, whether in an earth grave or a niche. We often have requests from families to assist them in acquiring documentations that would allow for transport/travel (by air or land) a portion or the entire cremated remains, often to their countries of origin. We offer an online memorial to every family that we serve, which includes an obituary notice, space to host a variety of photos, the ability to accept online condolences (very much appreciated during the current situation), and the online notification when someone makes an online memorial donation in their honour through our site. We will soon be offering online streaming of visitations/services at our facility for those

who are unable to attend the service or in person for one reason or another.

When it comes to site selection for cemetery and burial, walk us through how you would guide choosing the right sites? We are often asked about the selection of cemetery property; we ask in reply with these questions: Do they have any ties to any cemetery? Do they have any family member buried at a cemetery that would mean something to them? Will there be an interest in creating a “family plot”, where family members are together at their final resting place? Some people contact us with an interest in “Green Burial” option, in those cases, we connect them directly to the cemetery management in the area that offer the Green Burial option.

Any final message you’d like to share? We offer all services; from full traditional funeral service, memorial service, celebration of life gathering, graveside service, to an immediate cremation; we can create any variation thereof. Some families simply request visitation without a service, with either a casket or cremated remains present. We are able to accommodate a variety of requests, we sincerely aim to alleviate some of the pressure a family is faced during this difficult time in their lives, we are here to assist in any way we can.

This option is becoming more part of life that people want to take control of. The option of not leaving their families with burden. After these basics have been met, humanity has a common desire: to leave a viable and healthy planet behind so future generations of our friends and families can enjoy the same basic provisions as our own. Creating a sustainable community is step one to ensuring that both our needs and those of future generations may be met. Sustainable communities can help us avoid depletion of natural resources that are vital to maintaining this ecological balance and ensuring that a barren wasteland populated by metal is not our legacy.

Documented social programs have existed in some shape or form since at least 500 B.C. when the Romans would hand out free or heavily subsidised grain to help feed the poor. I don’t think I’d be reaching if I stated that organized communities have supported those in need since the beginning. Maintaining the health of the group is after all an aspect of selfpreservation. However, for our purposes, the most recent historical reference of individual social programs begins back in the 1800s.

Following in Germany’s footsteps, many countries around the world began implementing and expanding their own social programs. In 1908, Britain introduced their first pension. Over the years it proved to be such a success that, after WW2 it led to the development of their National Healthcare System.

Canada followed Germany’s lead in 1927 by introducing the Old Age Pension Act. This originally offered limited assistance to low-income Canadians over the age of 70 but they were subjected to a financial means test to determine qualification. In 1952 the act underwent significant enhancements. The result was the formation of Old Age Security (OAS), which, in 2015, provided $35 billion to 5.5 million Canadian seniors over the age of 65. It also introduced the Guaranteed Income Supplement (GIS) which provided $10.6 billion in benefits to 1.7 million Canadian residents with little or no income.

In 1883, Otto Von Bismarck, the Chancellor of Germany, introduced to that country mandatory retirement at age 65, complete with a state pension. The main goal of this was essentially to head off the Marxists from rebelling against the government of the day. This pension was funded by a combination of employer/employee and state contributions. It was a good political move. It satisfied the agitators and didn’t cost the government much as, if you managed to live to the age of 10 back then, your life expectancy was 58 years old. The probability of living long enough to receive the benefit was low.

Strong demand for a public pension scheme resulted in the introduction of the Canada Pension Plan (CPP) in January, 1966. This is an earnings-based retirement program that is funded primarily through employer and employee contributions. The goal of this program is for earners to continue receiving about 25% of their average lifetime preretirement employment earnings, up to a maximum amount. In 2020, this maximum was $1,175/month, indexed every year to reflect inflation. The average benefit received in 2020 was only $696.56/month. Mainly, this is due to the fact that many Canadians opt to start their CPP at age 60 rather than at 65, resulting in a 36% reduction to their benefit.

The retirement system in Canada consists of 3 main pillars: The first guarantees a minimum level of income in retirement, provided through social security benefits such as Old Age Security (OAS), Guaranteed Income Supplement (GIS) and other provincial programs. The second pillar refers to the Canada/Quebec Pension Plan, into which employers and employees contribute, providing a portion of the individual’s working income. The third pillar constitutes tax-assisted and tax-deferred savings plans such as the Registered Retirement Savings Plan (RRSPs), Tax-Free Savings Plans (TFSAs) and employer sponsored pension programs (RPPs).

Finally, the development and success of these social programs have led to a call for some sort of guaranteed income for those who don’t receive any of the above. This is what we refer to as Universal Basic Income (UBI). What is it exactly? In a nutshell it is a social program, publicly funded, where all residents who meet the qualifying criteria (as required by the various countries, states and provinces) receive a monthly benefit to give them a basic income. This income would not cease if a person were to supplement it with additional employment income. Essentially, it provides a safety-net that ensures the financial needs for the basics of life - food, shelter, clothing - are met. It is NOT income-tested. In other words, a person’s employment situation does not come into play at all.

►►► Hopefully, you now have a much better idea of what a Universal Basic Income entails. In future articles I will delve a little deeper into the history of this program, the cost, how to define eligibility and ultimately, its impact on individuals.

The World Economic Forum reports that to make the largest movement forward, a greater focus must be applied to resolve the under-representation in emerging roles. There continue to be a wide array of industries with very low numbers, but the most concerning is that women are under in 75% of the microclusters showing the highest employment growth rate:

Have you ever wondered how Niagara compares when it comes to gender equity? Research may show that the needle is moving in the right direction in some capacity, but numbers can be interpreted in a variety of ways. Anyone can take specific data segments, share them with different groups or associations, and have each report back with a very different interpretation of those same data points. Based upon the most recent Gender Gap Index Ranking Report published by the World Economic Forum, Canada may not appear in the top 10 countries responsible for moving that needle, but Canada is in the top 20 countries and the margin of variance between one another is minute.

This conversation has long been brewing in Niagara, and there have undoubtedly been some progressive movements towards parody. But for every gradual step forward, it seems as though the circumstances of this year have added quite a few steps backwards. If prior to COVID-19, the highest level of effort is focused on improving under-representation in emerging roles, then there is even a larger task at hand now that the hardest economic hit are in customer-facing industry sectors where women constitute the majority of the labour force — accommodation, food service, and retail. Women are affected, arriving from many years of stigmatic labour disproportion and distortion, and more so, because of their traditional role in childcare and caregiving that seem to be inevitably theirs to play.

If we take a step back and reflect upon what is truly happening, we need to be paying closer attention to these concerning statistics entirely. We cannot possibly believe that these Labour Market Indicators will move in the right direction. As a direct result of the pandemic, this number is significantly dropping – and while many may think that the unemployment rate is not as high as it could be, all things considered, it’s the labour force numbers that are strikingly worrisome. In a recent discussion with Vivian Kinnaird, from the Niagara Workforce Planning Board, as women opt out of labour force, the statistical repercussion of women no longer available in that pool and furthered with our region’s industry nature, there is going to be a profound ramification not just on equity but also on Niagara’s overall economic recovery and progress.

Employment among core-aged women (25 to 54 years old) was unchanged in November after six consecutive months of growth. Employment among core-aged men (25 to 54 years old) rose in November by 23,000 (+0.4%). Employment among youth aged 15 to 24 rose 0.9% (+20,000), while the youth unemployment rate fell 1.4 percentage points to 17.4%. Employment increased among young men and was little changed for young women. Employment among workers aged 55 and older increased by 23,000 (+0.6%) in November after holding steady in October. Employment among Indigenous people living offreserve was little changed from October. Among Canadians aged 15 to 69, the unemployment rate of those designated as a visible minority decreased 1.5 percentage points to 10.2% in November. About half of the decline in unemployment among those designated as visible minorities was accounted for by South Asian Canadians (not seasonally adjusted).

In September, a report showing the economic impact of COVID-19 on Niagara was published the Niagara Community Observatory in partnership with the Niagara Workforce Planning Board. Upon review, the data reflects a near impossible journey to rectify these issues within our lifetimes, nor for those of our children, unless we make some serious changes right here in our community. The landscape of Niagara is driven by small to medium sized businesses run by local business owners. As those business owners, we wield an immense amount of power to change this outcome directly within our community, and within our lifetime. We cannot wait for government or policy to push the agenda forward. It’s time to break this conversation wide open and begin to openly discuss equitable female labour solutions and productivity that are within our control, together as a society, for the sake of economic recovery and growth.
