Dear members, As the New Year begins, many of us set new resolutions with it. In between trying to choose my own resolutions (the usual gym goals and plans to read more), I started wondering what resolutions we might want to see in the Oxford Union. We have just celebrated our 200th anniversary and are now looking to the next 200 years. While many of our greatest traditions have stayed the same, such as our Thursday night debates, the context in which the Union functions is ever-changing. With the growth of social media, we are quicker than ever to judge the words of others. We are more afraid to speak up, for fear of saying the wrong thing, and the possibility that it might be immortalised online. I’m someone who believes in the inherent value of debating. It is powerful to be able to argue for a side that you yourself vehemently disagree with. It teaches you to consider arguments regardless of your own position and can leave you more openminded. On the other hand, some would say that debating is a boring waste of time – and what a great debate that is in itself! As members of the greatest debating society in the world, I think we should all resolve to take part in this legacy and be brave enough to participate in today’s important conversations. Maybe even resolve to argue for the other side and see if you change your mind! This term, we bring you plenty of topics to try your hand at. Looking domestically, we ask what Labour stands for and evaluate the UK’s immigration policy; in the global sphere, we question whether we

have confidence in the United Nations and if Ukraine should negotiate with Russia. I am also proud to be hosting the Union’s second ever all-women debate with a Valentine’s themed motion! As always, there are lots of serious subjects to consider this term. We will review government policy with Dominic Cummings and predict the next US election with Allan Lichtman. Our panels will discuss religion and dictators, and a head-to-head will ask us if we truly have free will. While the Union continues to be at the heart of these topical discussions, it has always been a resolution of mine to remember that the Union can be, simply, fun! I personally cannot wait to hear about Lil Pump’s latest music, Leah Williamson’s sporting triumphs, or see Stephen Tries roasting us all in the comedy debate. We have amazing socials to distract you from your books, with a Casino Royale Ball, Burns Night Ceilidh, and a brand-new President’s Drinks. So finally, may you all have a wonderful Hilary Term, and I hope that one of your New Year’s resolutions is to make the most of your Union membership! Yours, Hannah

Hilary Term is always special at the Union: freshers get the chance to join committee for the first time and their excitement about inviting their heroes has been a refreshing reminder of why I joined this time last year. I see the Union not only as a stage for free speech but also a mirror that reflects the big issues of our day. My role as Librarian is primarily to deliver our individual speakers lineup, and I hope that in this term’s programme you will hear and participate in discussions that reflect the momentous events in the world around us. You will see speakers addressing issues ranging from the looming general elections in the UK and US, to the crisis in the Middle East, and the power of the judiciary. If politics is not your cup of tea, however, fear not; we will be hosting icons from football, F1, business, and fashion. Rest assured that this term card offers something for every taste. The members are the reason the conversations here are so special. Many of you will know more about our guest speakers than we ever will, which is why I am bringing back the chance to pre-submit questions. As we begin Hilary Term 2024, it is truly my honour to serve as your Treasurer this term. I am a third year Theology student from the Shetland Islands, and the first officer in 37 years from Regent’s Park College. Whilst it may be a new year, we hope to continue to uphold the Union’s core value of freedom of speech as we mark the end of our 200th anniversary. There are some fantastic motions being discussed this term with an exciting range of guest speakers, and I hope to see you all on Thursday nights enjoying the debates. For those interested in the finances of the Union, the Finance Committee is held every Monday of term time, 15:00 in the Goodman Library. I warmly encourage anyone who’s interested to attend or apply to become a member of the committee. I look forward to seeing you all throughout the term, and I wish everyone a very happy new year and term ahead. It has been a great privilege to be part of the Union committee for this long, and I promise to serve to the best of my abilities as your Treasurer. This is – alas! – my ninth term involved in the Union, and it’s the one that I’m most excited about. We have a truly titillating programme of debates, panels, and individual speakers. However, the Union isn’t just a place for lively conversation, free speech, and world-class competitive debating. It should also be a fun and friendly social space at the heart of Oxford life. On Friday of 4th Week, we will hold the greatest Ball in the whole happy history of balls. From Lunar New Year to Holi, Valentine’s Day to Burns Night, this term’s socials really do have something for everyone – undergrads and postgrads alike. The Union is also home to a renowned cultural institution. I’m not talking about our beautiful and fabulously well-equipped library, but something far more important: the Members’ Bar. One of the cheapest and, yet, most fashionable bars in Oxford, it is the perfect venue for a refreshing pint, a delicious cocktail, or a hearty cup of tea. I can’t wait to see you there.

THE HISTORY OF DEBATING In 1823, a group of students met in secret to discuss topics prohibited by the University of Oxford. Over 200 years, this blossomed into the Oxford Union we see today—the world’s most famous student society and, in the words of Harold Macmillan (Librarian, Michaelmas 1914), “the last bastion of free speech”. The Oxford Union is at heart a student debating society, and throughout our history, we have been committed to the axiom that debate is crucial to the pursuit of truth and free discussion; the central principle upon which the Oxford Union was founded. In the first term after our bicentenary, at the start of what will hopefully be another prosperous 200 years, we look back on our history and the debates which have defined us as a society. Perhaps our most famous debate was held in 1933: “THW Under no circumstances fight for its King and country.” The motion passed, and was later referred to as “the Oxford pledge”. The national media seized upon the results, with reports from The Times, The Daily Telegraph, Daily Mail and Daily Express. 275 white feathers, one for each Aye vote, were delivered to the

Union and, at the following debate, some twenty members seized the offending minutes and burnt them. Winston Churchill described the outcome of the debate as “that abject, squalid, shameless avowal” whilst his son sought to strike it from the Union’s records. However, his motion suffered a resounding defeat - the right to free speech had won the day. Another debate of national significance came in 1964, with the visit of Malcolm X. The motion was “This House Believes Extremism in Defence of Liberty is no Vice; Moderation in the Pursuit of Justice is no Virtue”; Malcolm X delivered an impassioned speech with his famous utterance: “We are not human beings unless we band together and do whatever, however, whenever is necessary to see that our lives and property are protected”. These are just two examples of the many notable debates we have held so far. As we enter the next 200 years, looking to the future is just as important as reflecting on the past. The Oxford Union has new and ever-present challenges to face, as we endeavour to ensure we remain a beacon of discussion for centuries to come.


THE HISTORY OF DEBATING

DEBATING TODAY Not only do we continue our tradition of debating with our Thursday night debates, but the Oxford Union also enjoys a thriving competitive debating scene. We run three squads a week and every year we host one of the world’s largest University debating competitions, as well as a schools competition. For more information about competitive debating, please go to page 70.

WORLD DEBATING CHAMPIONS On the 4th of January, Oxford became the World Champion of Debating, as Aniket Chakravorty and Mark Rothery won the 2024 World Universities Debating Championships. This follows a hugely successful run of competitions for the Oxford Union, who saw more finalists at

this summer’s European Championships than any other institution (or country!). After 11 rounds of debating, on motions ranging from education to feminism to the Japanese military, Mark and Aniket made it to the final, beating Stanford, Sydney and Belgrade. They said “without the support of the Oxford Union we would never have been able to do this. The Union provided us with the training, resources, and most importantly community needed in order to succeed.” The Union is incredibly proud of this achievement, and of all our debating accomplishments. We encourage every member to try their hand at debating and become part of the great debates of the next 200 years.

We strongly encourage you to take part in our debates, every week there is a prize for the best floor speech. During the Main Debate, you are able to raise Points of Information (POIs) to any speaker by raising your hand and calling ‘On a Point of Information’. The speaker can accept or reject your POI. Before the final speaker on each side, there is a section for two-minute Floor Speeches from any member, on both sides of the debate. At the end of the debate, we invite you to vote on the motion by walking through either the ‘Ayes’ or ‘Noes’ door. Before each debate, we host a weekly dinner with our speakers. Any member has the opportunity to ballot for this dinner, using the form released each week via email and our Facebook page.

In that timeless tradition, debates remain our flagship event, usually taking place on a Thursday night. Our debates give you the chance to hear and to challenge prominent figures on some of the most important questions of our time.

THIS HOUSE BELIEVES THE UK IS FAILING IMMIGRANTS Immigration has become one of the UK’s most contentious political issues; in the wake of the Rwanda policy and the Windrush scandal, many are criticising the UK for how it treats immigrants. However, for decades the UK has attempted to provide job opportunities and support to those arriving on UK shores, leaving it with a proud history of multiculturalism. This debate asks whether the UK is failing immigrants, or doing the best it can?

PROPOSITION Oxford The Oxford Union Society was founded in 1823 by a group of students who were increasingly concerned about the restrictive approach the University had towards free speech. In its 200-year history, the Society has championed the right to freedom of expression and hosted robust debates on a wide range of topics, from wars and national emergencies to contemporary issues affecting the daily lives of students. Previous speakers include former US Presidents Nixon, Carter, Clinton and Reagan, and former officers of the Society include Prime Ministers Gladstone, Macmillan, and Benazir Bhutto.

OPPOSITION Cambridge The Cambridge Union Society was founded in 1815 and boasts to be the oldest continuously running debating society in the world. It has a long history of hosting prominent figures from all areas of public life,including the Dalai Lama and Prime Ministers Churchill, Thatcher, and Major. The society is the largest in Cambridge, with over 70,000 members from across the world.

Women are seen to give up autonomy, careers and goals for the sake of love. However, perhaps this narrative oversimplifies the dynamics of modern relationships, which challenge tradition and foster more equitable partnerships. Perhaps love is not sacrifice at all, but a choice, and the reward may be far greater than the cost. We ask: for women, is love really worth it?

Ukrainian civilians have suffered immense hardship, and Russia’s economy has been devastated by Western sanctions. As frontlines grind to a standstill and casualties rise, it appears increasingly likely that a peaceful resolution will not be achieved militarily. INVOLVED

Debates and Events The Oxford Union is committed to being a safe and welcoming space, where our members have the opportunity to engage with and challenge speakers. At our Thursday Night debates, members can make speeches at the ‘Emergency Debate’ held before the main motion. Topics for these are chosen each week in Consultative Committee. Members also have the opportunity to be chosen by the President to make floor speeches during the main debate, and this term several paper speeches will be reserved for those who give excellent floor speeches. Moreover, at each of our individual speaker and panel events, there is a section open to the audience in which any member can ask a question to our guests. We encourage all members to take advantage of these unique opportunities and be part of shaping the conversation! Run for Election Elections for Officer and Committee positions are held each term on Friday of 7th Week. The Society is dedicated to ensuring these elections are as open and accessible as possible, so keep an eye on our social media pages for help sessions run by our Returning Officer and their team! If you have any questions about running for election, please email ro@oxford-union.org for more information. Appointed Committee Helping to invite speakers and arrange debates over the vacation, as well as making sure events run smoothly during term; appointed committee is crucial to the operations of the Union. Roles

include Press, Sponsorship, and Equalities officers, and are a fantastic way for members to gain experience and organise the events they wish to see! Applications for Trinity term’s Senior Appointed officials will open in 3rd Week, whilst applications for Junior Appointed positions will open in 5th Week. These will be advertised on the Oxford Union’s social media pages, website, and mailing list. Applications involve a written form followed by an interview. These will be held on a rolling basis. Join a Committee The Oxford Union has a broad range of committees, designed to ensure good governance of the society and that our members’ suggestions are considered. This is why all committee meetings are open to members to attend and observe! President’s Open Hours and Officer Surgeries The President, Hannah Edwards, will be hosting weekly open hours on Fridays from 1pm-3pm, where members can come and ask any questions they may have. SPECIAL EVENT MODERN DICTATORS THE NEW PLAYBOOK There was reason for optimism at the dawn of the century, when the world’s democracies exceeded dictatorships for the first time ever. However, by 2019 the number of dictatorships had crept back. Whilst dictatorships come in many forms, they all have a similar playbook: stigmatising minority groups, using group-think, and creating surveillance states. We discuss: what is a dictatorship? What is it like to live inside one? How can we challenge dictators?

SPECIAL EVENT THIS HOUSE BELIEVES IN FREE WILL The question of free will has troubled philosophers, theologians and scientists since the early days of time. We intrinsically feel free, and society judges us to be so and thus holds us accountable, and yet psychology and sociology suggest many of our decisions are predetermined and a response to our conditioning. Is a solution to this problem possible, and is being free really preferable?

English academic and philosopher, known for his work on metaethics and the philosophy of language. He was a fellow of Pembroke College and Professor of UNC Chapel Hill for 21+ years. He has appeared on BBC’s The Moral Maze and Closer to Truth.

Alfred Mele, the Werkmeister Professor at Florida State University, explores free will with 13+ books and 250+ articles. A University of Michigan doctoral alumnus, his journey spans Aristotle’s practical reason to contemporary philosophy, dissecting mind, action, and self-deception.

SPECIAL EVENT SHOULD RELIGION HAVE A PLACE IN POLITICS?

Whilst the United Kingdom has become an increasingly secularised country, we still have an official state religion. Archbishops and some bishops sit in the House of Lords, and the Monarch is the Supreme Governor of the Church of England. Is this right? Is the place of religion within the UK parliamentary system purely a symbolic one, or does it have deeper roots than meets the eye? Should the UK move away from religion within our political system?

Her 2015 Green Party Abbey Institute, which aims manifesto advocated for to revitalise spiritual values in reform of the House of Lords, public life. and a written constitution.

Nick Fletcher has been the Member of Parliament for Don Valley since 2019, and is the first Conservative to hold the seat. He is an openly practicing Christian, and described his election win as a miracle performed by God.

SAM ALLARDYCE English Football Manager Sam Allardyce is an English football manager and former professional player. He has managed Newcastle United, West Ham United, the England national team, and most recently Leeds United. His managerial style integrates sports science through computerised performance analysis, and his preparation is often cited as his biggest strength, leading to better organisation and defensive stability.

Nick Jenkins is one of Britain’s most famous businessmen, best known for founding Moonpig.com and being a Dragon on BBC’s Dragon’s Den. Jenkins began his career as a commodity trader for Glencore in Moscow, and subsequently launched Moonpig.com, selling the company in 2011 for an estimated £120 million. Jenkins is also a prominent start-up investor, and served on the Impact Ventures UK investment committee, which invests in social enterprises aiming to solve UK social issues.

Ilan Pappé is an Israeli historian and political scientist. He is a professor at the University of Exeter, and the director of the University’s European Centre for Palestine Studies. He has authored more than 15 books, notably including “The Ethnic Cleansing of Palestine” (2006) and “The Idea of Israel” (2014). Pappé supports the one-state solution. This event will include a despatch box Q+A.

American Rapper Lil Pump is an American rapper who rose to prominence as part of the SoundCloud rap scene in the mid 2010s. His 2017 single Gucci Gang peaked at number three on the US Billboard Hot 100. He later saw continued success with his singles I Love It, Butterfly Doors, Be Like Me, and the Deadpool 2 soundtrack Welcome to the Party. He has been nominated for a Billboard Music award and two MTV Video Music awards, and has collaborated with artists including Lil Wayne, Kanye West and Offset.

DOMINIC CUMMINGS Former Chief Adviser to the Prime Minister Dominic Cummings is a British political strategist who served as Chief Adviser to Boris Johnson from July 2019 until his resignation in November 2020. From 2007 to 2014, he was a special adviser to Michael Gove, and from 2015 to 2016, he was director of Vote Leave, an organisation in support of Brexit. Cummings has also been an outspoken critic of the government response to the Covid-19 pandemic.

JONNY WILKINSON CBE English Former Rugby Union Player Jonny Wilkinson CBE is an English former rugby union player. He played for Newcastle Falcons and Toulon and represented England and the British & Irish Lions. Widely acknowledged to be one of the best rugby union players in history, he scored the winning drop goal in the 2003 Rugby World Cup Final. In total, he won 91 caps for England. He was inducted into the World Rugby Hall of Fame in 2016, two years after retiring.

MOLLY BLOOM American Entrepreneur and Author Molly Bloom is an American entrepreneur, speaker, and author. She is the author of “Molly’s Game,” which details her role in the $100 million money laundering and illegal sports gambling operation that was investigated and shut down in 2013. The subsequent eponymous movie directed by Aaron Sorkin received critical acclaim and won multiple awards. Bloom also trained to become an Olympic skier, but was injured while qualifying.

Damon Hill OBE has had one of the most distinguished careers in motorsports. Hill won the 1996 F1 World Drivers’ Championship, becoming the first son of an F1 world champion to also win the title. He also served as the Labour MP for Chorley from 1997 to 2019, and was the Chairman of Ways and Means and Deputy Speaker to John Bercow from 2010 to 2019, before being elected as Speaker. TIM CAMPBELL MBE English Businessman Tim Campbell MBE is a British businessman and the winner of the first series of BBC’s The Apprentice. After being hired by Lord Sugar, he became Project Director of Amstrad’s new Health & Beauty division. Campbell cofounded Bright Ideas Trust, which helps young people to start businesses. The charity was awarded $1 million, one of the largest single donations to a UK charity. Campbell is an Ambassador for Social Enterprise UK, which aims to apply business solutions to social issues.

ALEX O’CONNOR AKA REX ORANGE COUNTY Singer-Songwriter Alexander O’Connor, known by his stage name Rex Orange County, is an English singer songwriter who has to date released four studio albums, with the most recent Who Cares?, topping the UK albums chart. After rising to fame with features on Tyler, the Creator’s album Flower Boy in 2017, his unique music style has seen him garner worldwide acclaim for his own solo projects, including a live album produced at Radio City Music Hall in New York City.

ED BLUM Legal Strategist Ed Blum is an American legal strategist best known for his activism work against affirmative action policies based on race and ethnicity. He founded the Policy for Fair Representation in 2005, which focuses on voting, education, and employment, amongst other areas. During his career, Blum has been heavily involved in multiple cases at the US Supreme Court, most notably legal challenges to raceconscious admissions at universities, including Harvard, and hiring practices based on diversity at workplaces.

LEAH WILLIAMSON Leah Williamson is captain of the England women’s national team and also plays for Super League club Arsenal. Williamson plays both central defence and midfield, and captained England to their first UEFA European Championship victory in 2022. With Arsenal she has won the league, as well as winning both the FA cup and the League cup twice. Williamson also uses her platform to advocate for social issues such as LGBTQIA+ rights and girls football.

COMPETITIVE DEBATING Debating at the Union is not reserved for Thursday nights. The Union’s competitive debating squad is one of the largest and most successful in the world, and right now we are the world champions! We do not just practise debating at Oxford, we also fully fund teams of both novices and experienced debaters to attend competitions internationally and nationally. Recently these have included free trips to Vietnam, Bulgaria, Croatia and more. We host the Oxford IV, one of the largest debating competitions in Europe, the Oxford Women’s and Gender Minorities’ Open, and also organise the world’s largest schools’ debating competition, all of which attract competitors from around the globe. People with any level of experience are encouraged to get involved in debating. For novices, we have Beginners’ workshops on Monday nights in the Morris Room. These workshops are coached by some of Oxford’s best debaters. They begin with short presentations to target specific debating skills, then move onto practice debates where everyone will get to have a go. Beginners’ is a friendly and fun environment - if you have not debated before this is the perfect place to start! For those with more experience, Intermediate and Advanced

squads run on Tuesday and Wednesday evenings at the Union, where our coaches provide a one-on-one development programme. There are also unique opportunities for debating which arise throughout the year, such as being able to deliver floor speeches in the chamber, join mentorship schemes, and do outreach work such as teaching debating to schoolchildren. THE LIBRARY The Old Library was the original debating chamber of the Union. Stocked with over 60,000 books, the Union’s library facilities are extensive, spacious and beautiful. It even has a freestanding fireplace, one of three in the whole of the United Kingdom! On its walls are some of the world’s most famous Pre-Raphaelite murals depicting scenes from Arthurian legend, painted by artists of the calibre of Dante Gabriel Rosetti and William Morris. The adjoining Poetry Room is a hidden gem - a perfect space for silent, independent study.

Perfect for a quiet coffee, a light lunch, or a pint with some friends, it is a place where members and their guests can enjoy high quality food and drink at student prices, with a 25% members-only discount. The Bar is decorated with memorabilia from past guests and it is often frequented by our speakers before or after a talk. Following each main debate after everyone has left the Chamber, the President will read out the result of the vote in the Bar. To the teachers who gave up their Saturdays to take me to debating competitions (FM, BC, MC, AF). To the SS: EA, JB, LP, and SS, who never laughed at me for spending my Saturdays at those competitions! To those who taught me about the Union and so much more. AF, MAA, MM, CM, SS, DH, for believing in me early on, and not blocking me even though I keep messaging you for advice! You have given me a lot to live up to. To MD and RJ, I hope we are still laughing together like we did in the SO in 20 years time. LF, cheers for not running against me. To those I’ve worked with. #IMPACT for putting their faith in me to be President. EB, FA and CC for being calm and trustworthy, working hard and putting up with my random ideas. To all of my Senior Team for your competence and how relaxed I feel when one of you is handling something - with a shout out to SO, the king of operations. To ES for saving me (twice), and the whole of RO world for all the things we’re not allowed to talk about ex camera! Finally to TAW, MH and LW specifically for DPR, and keeping it fun.

To the debaters (especially AMi, AMa, PM, JF, DL, HL, PR, PW) for mocking me relentlessly and allowing me to have a personality trait that - just about - isn’t the Union. To those who endured me talking about the Union far too much. The girls: BR, FE, SS, AL, MP, ES, MH, fiercely supportive, and hilarious, especially when terrorising the hacks. To AM and JP for spot on advice (mostly), compassion, and being extremely funny. To DY, for being not just my first real Union friend, but a friend for life. Finally to A, for being the only thing that makes me celebrate the end of the holidays because it means I can see you again. For motivating me and looking after me and always (annoyingly) being able to make me laugh. I love you! I would like to end by saying that this is the most exciting thing I have done in my life so far and I will forever be grateful for this opportunity. The Union allows 20 year olds to do, frankly, crazy things, because it is such an incredible institution. I both hope and believe that it will continue to provide students with these opportunities for hundreds more years.
