Editor I'm sure I'm not the only one that loves this industry. I feel completely blessed to have a career that I enjoy. I love being an auctioneer and all aspects about it (well...most aspects).

I would tend to guess that many of you feel the same way. As we know, the auction industry is one of the oldest industries. There is a reason why we have survived over so much time and change. We are flexible to allow for changes especially when it comes to utilizing technology. Isn't it fun to be able keep with the tradition of selling by the auction method yet grow and change as today's world grows and changes? This industry certainly does not get boring. Another fantastic trait about this industry is the ability to learn from others and to help others in the industry. Pennsylvania has one of the largest associations in the country. I have learned so much from so many members of this great association. As members, we should encourage each other and don't be afraid to reach out for advice about anything that's going on in our auction world.

News from the HILL The Legislature recently passed an on time, no tax increase, and balanced budget which the Governor signed. This budget provides for the fiscal year 2019-2020 spending for the Commonwealth and funds the programs and responsibilities of the State government through June of 2020. The legislature prioritized investments in workforce and education and did not vote on new taxes or the minimum wage discussion (Governor Wolf’s top priority). Last year Governor Tom Wolf released a report with subsequent recommendations to eliminate 13 licenses, including auction licenses. Over the past year we have been tracking this issue closely, sharing our concerns with legislative allies and the Governor’s office. To date, there has not been a legislative proposal introduced, and there has been little expressed interest from the legislature on considering such proposals. There has been, however, several bills introduced and considered that would address some of the licensing reforms the Governor proposed. Most recently, HB 1172 was passed and signed into law a bill that accomplishes one of the Governor’s recommendations for licensing reform. This bill would allow for easier reciprocity for all licenses within the commonwealth for out of state license holders. One of the main objectives from the Governor was to make it easier for military spouses and others moving to Pennsylvania with existing state licenses, to have an easier path to PA state licensure then before. Through our conversations and meetings with the administration, this was identified as their top priority for licensure reform. While it appears that the Governor will continue to advocate for further licensing changes, he is yet to make actual recommendations to the General Assembly eliminating the auction license. The Governor cannot introduce legislation but can partner with elected officials to introduce his ideas or proposals. No legislator has stepped up and introduced or has even offered to introduce legislation eliminating the auction license. The PAA will continue to monitor and prevent legislation that would eliminate the auction license or any attempt to limit the existing scope of the auction license.

Nick Kratz Senior Associate, Capital Associates & PAA Lobbyist Nick Kratz joined Capital Associates, Inc. in April 2014 after leaving his position as Director of Governmental Affairs for the Pennsylvania Retailers Association, the Premier Retail Trade Association in the state. Nick managed the legislative issues for the Pennsylvania Retailers’, serving as a lobbyist on behalf of over 60 retail outlets located in Pennsylvania. During his tenure at the Retailers’, Nick primarily focused on issues such as liquor privatization, minimum wage, sales and use taxes, business taxes, and other industry related issues. Prior to working with the Pennsylvania Retailers’ Association, Nick served Governor Tom Corbett’s Office of Legislative Affairs, where he assisted in all aspects of the Governor’s legislative agenda. Nick was an essential staff member in the office, where he served a year and a half as a legislative assistant to the Deputy Secretaries and the Secretary of Legislative Affairs. On a daily basis, Nick was trusted with the organization and development of multiple legislative tracking systems that allowed for an effective implementation of legislative strategies. Originally from Quakertown Pennsylvania, Nick moved to Harrisburg following graduation from Messiah College in 2012, with a degree in political science. He has quickly gained a reputation for his loyalty, hard-work, and organizational skills. Spotlight Auctioneer ROGER CROLL Submi ed by Dawn Smith with its history; Roger named his auction company after the family mill. As expected, his wife, Beth as well as sons Wyatt and Cody were instrumental in his auction success - lending helping hands and support like only a close-knit family can do. Often seen in his signature plaid shirt and hat, Roger has a loyal following of buyers and supporters who attend his auctions. While at a recent sale, I noticed his use of a walking stick. As an auctioneer’s tool, it was handy for pointing out the object being sold. When the audience got a bit too rowdy, a few strong taps on the floor brought back everyone’s attention – and it was a comfortable prop when needed. It surprised me to see such an effective substitute for the traditional gavel. At this same auction, I took to asking the attendees for some quotes and was quickly told that Roger is a fair, ethical, and honest auctioneer. Great qualities to have in a new PAA member! AKA: What did they say? – Clerking Challenges By Dawn Smith

Have you ever been to an auction and wondered “what are they selling”? Did the auctioneer say it is a piece of HALL pottery or HULL pottery? Imagine what the auction clerk is deciding to type. Not only can an auctioneer’s calling accent and chant present challenges for a clerk – words themselves can be difficult to determine. Some words sound alike but are spelled differently (like peace and piece). Some words are spelled the same but sound differently (like wind and wind). While clerking, I’ve caught myself asking “Did he just start selling a lap dance”? when in reality the item was a “lap desk”. There’s a big difference between the two, and the momentary thought distraction can cause a clerk to miss critical information. This is especially true if the auction pace is fast and exciting. Interrupting the auctioneer to clarify a piece of information can ruin a great rhythm. Quickly capturing an accurate, clear description is a fundamental function of the clerk. Being able to visually observe the item helps immensely, but that is not always possible. How many times is the runner out of the clerk’s line of sight when holding up an item? The auction team should realize that the clerk needs to hear a good description, especially if the item is out of sight. Just like any great team, timing and eye contact can skyrocket the synergy. When it happens well, the auction pace is magical. Another phonetic challenge for my clerking career has been to differentiate between picture and pitcher. These two words are homonyms, or more accurately homophones – they are spelled differently but sound the same. There is not a lot of time for problem solving when clerking an auction. Often only a few precious seconds are available to type the correct word – was it doe or was it dough? Did the auctioneer say plain or plane? I’ve heard the word for H2O pronounced several different ways: wah-tah, wudder, warder, and whater. The following close-sounding examples were heard at a recent auction. Their use was just vague enough to raise a question –

Examples of these challenges happen at every auction. Emphasizing clear, concise communication between all of the auction staff can improve the experience for everyone. Be kind to each other and speak clearly!

S. presidential appointee as Assistant Secretary of Education for the United States Department of Education – Scott Stump, a former national staff member for the FFA. Scott worked with us to create an educational strategy for children between the ages of 10 and 18, helping create a curriculum that will introduce these students to the auction industry. This year at the 70th International Auctioneers Conference and Show, then NAA President Tim Mast was able to introduce the completion of this plan. Auction Adventures is a digital game that we introduced last year that can be found at the American Farm Foundation: http://bit.ly/Auctiongame. This game was designed for students in the 5th and 6th grade. It comes complete with curriculum that teachers can use and resources for teachers and parents. This year the cycle was completed as we introduced a guide produced for high school students who are interested in completing a Supervised Agricultural Experience (SAE) for auctioneers. SAEs are projects that FFA (formerly known as the Future Farmers of America) members complete during their tenure with FFA. SAEs contain practical agricultural activities that are performed by students outside of scheduled classroom and laboratory time. These activities provide a method in agricultural education for students to receive real-world career experiences in an area of agriculture that they are most interested in. As a result, we make the SAE resources available for anyone who is interested in exploring a career in the auction industry. Introduce these resources to your children, to your grandchildren – and to their friends. Because not only are we introducing a whole new generation of students to the auction industry – we are introducing their parents to potentially a new way to buy and sell assets – NOW! We recognize that students need to connect to other students with the same interest. So we have created a new way to keep them involved and learning about the industry and the diverse opportunities that exist. We’ve named this group: NAANextGen. PAA Guidelines for Hall of Fame Candidates Nominees must be a licensed and bonded auctioneer in Pennsylvania for a minimum of 25 years and must have been a PAA member for 25 years. Must currently be a PAA member in good standing. Must be of good moral character. Must also have participated in promotion of the PAA through having held an office, worked on a committee, or performed a service that furthered the PAA. An out-of-state auctioneer member may also be considered if he or she meets all of the PAA guidelines. This award may be given posthumously. Each of the six PAA chapters shall be requested to submit a nominee each year. Application forms shall be on current, pre-printed PAA Hall of Fame forms which are provided by the PAA Administrator or Hall of Fame Secretary to each chapter. Applications must be accompanied by a photo of each candidate. Personal assessment of each nominee shall be limited to both the space provided on the form, along with an additional 8-1/2” x 11” page with a 4” x 4” (or similar) photograph. The Hall of Fame committee is comprised of all current Hall of Fame members, plus a president, secretary and two directors. The application should be submitted to the Hall of Fame Committee before the start of the next annual PAA conference. 2020 PA Auctioneer Competitions Hosted by:

The 2020 Pennsylvania Auctioneer Championship Competition will be held on Wednesday, January 8, 2019, at 5:30 pm at the PA Farm Show Complex & Expo Center, PA Preferred Banquet Hall. Complimentary bus transportation for contestants, judges, members, and guests will be provided by the Pennsylvania Auctioneers Association to and from the Sheraton Hotel to the Farm Show. Eligibility Requirements

  

Any auctioneer (excluding past champions and apprentice auctioneers) residing in the Commonwealth who is currently licensed and bonded to practice the profession of auctioneering in Pennsylvania is eligible to participate in the contest. Your license number must appear on the entry form. For the Rookie Competition (licensed less than 24 months), a copy of your PA Department of State certificate which shows original date of licensure must be included with pre-registration or brought with you to register on-site at contest. All competitions require you display your PA auctioneer license AND a photo ID.

    

Pre-Entry, Entrance Form, Late Entries





The contestant must fill out an entry form to register for the competition. The pre-entry fee is $50 for PAA members and $125 for non-PAA members; the non-member amount includes a NEW ONLY 6-month PAA membership (those who have been a member in the past do not qualify for the free membership). To qualify for pre-registration, all entries must be postmarked on or before December 31 of the current year and mailed to the contest chairperson (listed at bottom of form). You will receive confirmation that your entry has been received. All contestants (even those who pre-register for the contest) are required to register at the auction site between 4:15 and 4:45 pm. Any entries after 5 pm cannot be accepted. The contestant meeting and drawing for placement will start promptly at 5 pm; any contestants not present for the start of the meeting will be disqualified. Late entries post-marked after December 31 of the current year may still register in advance but will be subject to the late registration fee of $75 for PAA members and $150 for non-PAA members; the non-member amount includes a NEW ONLY 6-month PAA membership until June 30 of current year (those who have been a member in the past do not qualify for the free membership). Registration the night of the contest is at the late registration fees stated above. Although it is not required, it is requested that all contestants please register in advance. The competition is limited to the first 30 contestants who register.

      

 

Each Contestant is required to supply three (3) items to sell. The contestant will sell one of those items during the warm-up round and two of those items during the preliminary round. Items will be provided by the chapter in charge for the final round. It is the intention of the Pennsylvania Auctioneers Association that the contest be conducted as an actual auction; all sales are to be bona fide, actual sales, and all items will be sold to Farm Show spectators. Professional dress/business attire is required for contestants as well as for the committee members conducting the contest, judges, etc.

The sound system will be preset and will not be adjusted during the contest. If you wish to test the microphone, please arrive prior to 4:45 pm. It will be available for contestants to do a brief sound check. The contest chairperson or designated individual will introduce contestants by number only. A contestant’s failure to appear when his or her number is called will be disqualified. Scores from the preliminaries will determine finalist contestants. The contestant who scores higher will break a tie in the preliminaries in the bid-calling portion. A tie in the finals round will be broken by the contestant with the overall higher score in the preliminary round. At least two ring people selected by the chapter conducting the contest will be used in the contest. If a contestant does not wish to use ring personnel, he or she may choose not to; the contestant will need to notify a stage assistant prior to going up to sell his or her items. Each auctioneer will be allowed a maximum of three minutes to demonstrate his or her ability. Each contestant will sell one item in a warm-up round that is not scored and two items consecutively in both the preliminary and the finals round (if you advance). Scores from the preliminaries will determine finalist contestants. In the case of a tenth place preliminary tie, all ballots (including highs and lows originally dropped) are to be used to determine tenth place to proceed to finals. If this still results in a tie, a coin will be tossed (off camera) by the MC. Any auctioneer competing in the Rookie category will compete in drawn order with all other contestants; his or her status will not be announced until the Champions are awarded at the end. The number of finalists will be ten (10), not dependent on the total number of contestants.





By entering this contest you give permission for the PAA to use photographs taken at the contest in which you may appear for advertising/promotion purpose.

The chapter conducting the contest or the PAA Administrator will notify the judges of their responsibilities during the competitions. There will be 8 judges, to include an NAA representative, one representative from Antiques & Auction News, AntiqueWeek or Lancaster Farming (on a pre-determined rotating basis), and one auctioneer judge from each of the 6 PAA chapters. The immediate past champion, if a PAA member, will automatically represent his/her chapter. Judges shall refuse to serve if there is a conflict of interest with any contestant. If a non-PAA member wins the contest, there shall be 9 judges for the next year’s competition (six chapter representatives, NAA rep, publication rep, and previous nonmember champion).

Contestants will be judged on the following (a total of 100 points): * Introduction/Initial Command/Overall Appearance/Poise (20 points); * Voice Control, Clarity, Speed, Rhythm, and Voice Expression (45 points); * Article Description, Eye Contact, Body Language, Holds Attention of Audience, Concludes Sale with “SOLD” and Salesmanship (35 points) Contestants are required to announce his/her contestant number to the jury. Contestants have the option of saying their name and location. If a contestant does not announce his/ her contestant number as they begin, he/she will automatically be disqualified. Judges will be assigned the task of noting whether the contestant says his/her number before beginning the round. A contestant will not be disqualified during the warm-up round, only in the preliminary and final rounds. The high and low scores for each contestant on scorecards will be eliminated, using an average score except in the case of a tie as listed above.

The PA Auctioneer Champion will receive a $200 cash prize, a laser-engraved plaque and a gavel. The 1st runner-up will receive a $100 cash prize, a laser-engraved plaque and a gavel. All finalists will receive Finalist’s Gavels (up to 10). The PA Rookie Auctioneer Champion will be chosen from any qualifying contestants who have entered the contest. The Rookie with the highest final score will be awarded the championship regardless of whether or not he or she advances to the finals round. If more than one Rookie would advance to the finals round, the champions will be selected from the highest scores in the finals round. It will be possible for a Rookie to win or place in the regular championship as well. The PA Rookie Auctioneer Champion will receive a $100 cash prize, a laser-engraved plaque and a gavel. The top female competitor will be acknowledged. The top ten contestants will be announced by name in descending order and will receive gavels. At the close of the competition, the MC shall acknowledge the top scoring female, then the Rookie Champion, followed by the 1st runner-up auctioneer champion, and finally the PA auctioneer champion. If the PA Auctioneer Champion chooses to enter the International Auctioneer Championship Competition sponsored by the National Auctioneers Association, the PAA will award an additional $350 toward his/her expenses in entering the IAC Championship Competition during the next scheduled NAA Conference.

Responsibilities of Winner

   

A copy of the rules shall be given to each judge prior to the contest.

The PAA requests that the Auctioneer Champion and Rookie Champion be present at the Friday banquet during the annual conference for recognition and photo opportunities. The Auctioneer Champion shall automatically serve as a judge for the contest the following year, if available. Speaking engagements throughout the year for the Auctioneer Champion shall be scheduled when convenient. Laser engraving of the Auctioneer Champion’s name and year in which he/she won on the large trophy shall be the responsibility of the champion. It is suggested that a jeweler perform this task due to the complexity of the engraving. The Auctioneer Champion shall bring the trophy to the conference the following year.

The auction advertising for a particular auction need not be dated, but suitable documentation of the prior year (January 1 to December 31) must be furnished, i.e., copy of the auction contract (commission may be deleted) or a tear sheet from the newspaper showing the auction ad and date on the paper, etc. Three (3) copies of each advertising piece, clearly marked as to the division in which it is to be judged, with the exception of Newspaper and Website, are to be submitted along with the completed contest entry form. a. For entries in Specialty Division Website, please submit the full name of the website and the URL. Criteria for Internet site: The site that is the easiest to navigate and offers the most information while using no more than 6 clicks of the mouse. Other attributes that may be used in judging include but are not limited to quality of content (i.e., informative articles & strong ad copy); ease of navigation and mobile friendly; use of rich media such as video; user interactive elements (i.e. comments, surveys, polls, online bidding, etc.); subscriptions and syndication (i.e. email lists, SMS text lists, RSS feeds, etc.);

integration with social media (i.e. Facebook, Twitter, LinkedIn, etc.); and other innovative technical elements. All contest entries must display the PAA logo or include the statement that the auctioneer is a member of the PAA. This must be printed directly on the advertising piece (except the Photography division). All contest entries must display a valid PA Auctioneer license # and/or Auction Company # (except the Stationery and Photography divisions). All PAA members or firms may enter, but each member is limited to one entry and one award per subdivision. The date rule does not apply for all Specialty categories; however, if content of entry is substantially unchanged and has won in any prior year, the entry is not eligible. Best of Show, which is strictly a judges’ award, is not to be entered into other individual subdivisions. Best of Show will be removed from competition with other entries. Auctioneer's Choice will be chosen by the members and guests in attendance at the PAA conference. Entries will not be returned. Judges will be impartial, outside judges may be obtained. Entries must be postmarked by December 1 of the current year and mailed to the advertising contest chairperson. Failure to comply with any of the rules will cause the entry to be ineligible for the contest.

The Pennsylvania Auctioneers Association was formed by a group of successful businessmen who knew that in order to provide a better business environment for themselves and strengthen their share of the auction market, they needed to work together. They invested in their futures by forming the PAA. Their purpose was to speak with one voice to the auction industry across the Commonwealth of Pennsylvania, to the public, to governmental agencies, and to others, and in the process obtain tools to help them make sound and profitable decisions in their auction businesses. For 67 years, the PAA has been one of the best investments its members have made.
