President’s Message PAA Members,
What a year it has been! Rewind back to the January 2020 convention, and none of us would have thought the year would turn out this way. As some of you know, I travel regularly to Europe and the Middle East for auctions. My travel and way of conducting the auctions has completely changed -- as I’m sure you and most every auction company has had to change some processes as well. The good news is that auction prices seem to be thriving across Pennsylvania. I’ve been hearing that a lot of auction companies are very busy, and I am looking forward to the reopening of statewide businesses, events and community programs. As you are aware, we had to move our PAA Annual Conference to May 10th through May 13th. So, mark your calendars and plan to be there. We have a great lineup of speakers covering COVID issues, technology, online auctions, marketing, sales, bid calling, growing your business and many more. We will still be having our Annual Business Meeting, President’s Banquet, Auctioneer Competition and Fun Auction. The Auctioneer Contest and Fun Auction will look a little different this year, as we will be handling both in one evening in the ballroom of our host hotel, The Sheraton Harrisburg-Hershey. During our recent interview he men oned that the idea, ‘he might as well do it himself,’ has led to a successful auc on business.

Regis was gracious and thanked the man for his input and commented, “We all make mistakes.” He goes on to say that the best part of the auc on business is all the different people he gets to meet and help. Every day is something new, and he is learning from people all the me. One thing that hasn’t been a challenge is the pandemic. Thanks to online op ons, business has kept moving forward. When Covid‐19 restric ons are li ed, he is ready for live auc ons as well.
Regis’ plunge into the auc on industry was ul mately a reac on to being laid off of a 27‐year job. He restarted his prospects with an an que shop and an inventory that came from household clean ‐outs, which was physically hard but sa sfying work. A reputa on for honest, hard work soon created a surplus of non‐ an que inventory. Regis would reach out to local auc oneers for help in liquida ng the surplus. Have you ever noticed how easy it can be for bidders to see the negative? It can be like a snowball rolling downhill, getting more negative, critical and downright ugly. When auction bidders have to grapple with their loss, the auction staff can help sooth feelings and refocus the bidder’s attention on other auction offerings. We have all noticed what happens when the back-up bidder is discouraged from being outbid. Sometimes the reaction is a facial expression but sometimes it becomes much physically violent and the bidder goes storming out. His passing has made me consider the valuable role of the ‘back-up bidder’, especially in the live auction. The back-up bidder participates strongly in the bidding, but doesn’t win the item. Pennsylvania Auctioneers Association Notice is hereby given that the annual meeting of the Pennsylvania Auctioneers Association will be held at 2:30 am, Wednesday, May 12, 2021, at the Sheraton Harrisburg-Hershey in Harrisburg, Pennsylvania. Officers will be elected at this meeting, and reports from all standing committees will be read. Please attend and be part of the leadership that the Pennsylvania Auctioneers Association provides to the auction profession.
Nominations for PAA Offices to be Accepted According to the PAA Constitution and Bylaws, the election of officers shall be held annually at the first regular meeting. This traditionally has been the annual meeting held at the PAA Conference; this event which was postponed will be held on Wednesday, May 12, 2021, at the Sheraton Harrisburg-Hershey. To be eligible for elective state office (president-elect, vice President and Treasurer), the PAA member must be a resident of Pennsylvania, hold a valid Pennsylvania auctioneer’s license and have been a member in good standing of the PAA for five years or more. This year Patrick Morgan is the nominating committee chairperson. Members of his committee will be past PAA presidents representing the remaining five PAA Chapters. Anyone seeking nomination to these offices should contact the Chairperson.

Why Your Auctioneer Bond is so Important
You cannot serve clients as an auctioneer, an apprentice auctioneer, or as an owner of an auction company in Pennsylvania without a $5,000 auctioneer surety bond.
Different States – Different Regulations
There are three parties to a surety bond – the principal (auctioneer) who promises to perform the work, the oblige (state) which requires a guarantee that the principal will perform the work in accordance with the law. If you fail to perform the work as required by state law, then the surety (insurance company), which issued the bond, pays the state.

A Bond is Not Insurance A surety bond is different from insurance in several ways. Unlike an insurance policy, a surety bond does not pay losses to you. The bond ensures that you will be able to pay for any losses up to the face amount of the bond. In other words, a surety bond is a promise to the public that the surety will stand behind the auctioneer.

2021 PAA Fun Auction The Pennsylvania Auctioneers Association will be conducting the FUN AUCTION again this year although it will be in conjunction with the Auctioneer Competition. The event will take place on Tuesday, May 11th at the Conference location of the Sheraton Harrisburg Hershey. We are looking for your donations to help make the event a success. Donated items such as special skills, services, newspaper advertising or tangible items will be greatly appreciated. The Southwest Chapter of the PAA is in charge of the event this year, with Darin Cole as the chairperson, assisted by all members of the Southwest Chapter.

PAA Guidelines for Hall of Fame Candidates Nominees must be a licensed and bonded auctioneer in Pennsylvania for a minimum of 25 years and must have been a PAA member for 25 years. Must currently be a PAA member in good standing. Must be of good moral character. Must also have participated in promotion of the PAA through having held an office, worked on a committee, or performed a service that furthered the PAA. An out-of-state auctioneer member may also be considered if he or she meets all of the PAA guidelines. This award may be given posthumously. Each of the six PAA chapters shall be requested to submit a nominee each year. Application forms shall be on current, pre-printed PAA Hall of Fame forms which are provided by the PAA Administrator or Hall of Fame Secretary to each chapter. Applications must be accompanied by a photo of each candidate. Personal assessment of each nominee shall be limited to both the space provided on the form, along with an additional 8-1/2” x 11” page with a 4” x 4” (or similar) photograph. The Hall of Fame committee is comprised of all current Hall of Fame members, plus a president, secretary and two directors. The application should be submitted to the Hall of Fame Committee before the start of the next annual PAA conference. Send completed form to Hall of Fame coordinator: All Hall of Fame members attending the conference will meet at a designated time and place to vote on the inductee(s) for the following year. Code of Professional Ethics Preamble The Pennsylvania Auctioneer and Auction Licensing Act sets forth the guidelines and requirements by which the Pennsylvania Auctioneer may sell real estate and personal property at public auction. The Pennsylvania Auctioneers Association PAA members are committed to support all provisions of the licensing act and are committed to serve their customers, both buyers and sellers, with integrity and fair dealing and actions that will serve to upgrade the image of the association and the auction industry. Further, the goals of this association will be to improve professional relationships and to earn increased public acceptance of the auction method. It is a fundamental belief of the Pennsylvania Auctioneers Association that our commitment to highly ethical and professional practices will strengthen our association and provide important visibility to our industry. The PAA Auctioneer shall be committed to competency in his field of expertise and shall keep abreast of laws and regulations which affect the type of real or personal property he is selling. The PAA Auctioneer shall keep abreast of the current market values of the commodities he is selling in order to provide the seller with accurate information to make a proper decision. The PAA Auctioneer shall require a written contract where the terms and conditions are clearly stated, and where the terms and conditions are reviewed and understood by the parties to the contract. The PAA Auctioneer shall use his best efforts to properly advertise and promote the property being sold and represent accurately, clearly and fairly all property and merchandise being sold. The PAA Auctioneer shall always expend his best efforts to achieve the best possible results for his clients. The PAA Auctioneer subscribes to the code of ethics enumerated herein and agrees to be bound by this code of ethics.

P@@ History The Pennsylvania Auctioneers Association was formed by a group of successful businessmen who knew that in order to provide a better business environment for themselves and strengthen their share of the auction market, they needed to work together. They invested in their futures by forming the PAA.
