Welcome to Hillsborough Township one of Money Magazine’s Best Places to Live in America!
H
illsborough Township is part of Somerset County, located in the center of New Jersey. The township is situated 52 miles from Manhattan and 55 miles from downtown Philadelphia. Hillsborough’s central location between the nation’s largest and fifth largest metropolises has allowed the town to grow steadily into the large, diverse municipality it is today. Hillsborough continues to grow and improve upon its impressive history. Our local government is here to serve you and we strive to make your Township government open and transparent. The public can attend Township Committee meetings, which are held at the Peter J. Biondi Municipal Complex, on the second and fourth Tuesday of the month at 7:30 p.m. Meetings are also broadcast on TV-29, Hillsborough’s Hometown Channel, the internet at the Township’s website and on YouTube. We encourage all of our residents to consider becoming involved in one of the many volunteer organizations that serve our Township. We truly believe that through citizen participation in the community, an invaluable partnership is created. A listing of community organizations can be found on the Township’s website at www. hillsborough-nj.org . Additionally, you can register or subscribe to the Hillsborough Township’s e-Newsletter, YouTube, Twitter, Facebook and Flickr. The township boasts an excellent school system, numerous parks and thousands of acres of open space including the 2,740 acre Duke Farms and the Sourland Mountain preserve. Hillsborough is also home to many activities and festivals year round. Hillsborough is also a short drive to dozens of Revolutionary War sites, historic Princeton, and the world famous Jersey Shore. Originally, created by a Royal Charter in 1771, Hillsborough was officially incorporated in 1798 by the New Jersey Legislature, becoming one of the original 104 townships in the state. Since its beginning, Hillsborough has played an important role in the country’s history. Hillsborough’s Sourland Mountain was, at one point, home to General George Washington and his troops as they trained to fight the British in the valley below. Hillsborough Township quickly took its place in history as a stop on the path General George Washington and his troops traveled from the Battle of Princeton to winter quarters in Morristown. While the British were encamped in the valley below, awaiting an opportunity to attack, it is said that Washington drilled his troops on the Sourland Mountain around a spring near the top using different formations and corn stalks for guns. As the sun caught the stalks, the British thought Washington had received reinforcements and fresh supplies. The British troops, thinking that they were outnumbered, slipped off to New Brunswick leaving Washington to continue to Morristown. Before Hillsborough Because Clovis-type spear points have been found in Hillsborough, we must believe that early man arrived at least ten or twelve thousand years ago, when the mammoth and mastodon still roamed the area. Artifacts of all of the archaeological periods are present, which indicate continuous occupation until historic times.

Colonial Hillsborough Hillsborough and the surrounding area were first explored by the Dutch in the middle 17th century. At that time, the area was occupied by the Unami Indians who were a part of the Lenape Tribe. Because they spoke the Algonquian language, they were considered part of the Algonquin Nation. Records of the Proprietors and Reeds map of 1685 show that large tracts of land were patented to shareholders in the Proprietorship at a very early date. Some of the earliest land transactions found in the records of Hillsborough begin around 1700 and include the names John Royce, Peter DuMont and Hendrik Beekman. Some of this land lies along what is now South Branch Road and River Road. A short time later farms were carved out of a tract patented to Thomas Barker, whose land was along

Township Departments Administration
Building
The Administration/Clerk’s Office is the front office of the Township Government. In addition to assisting the elected Hillsborough Township Committee, the Administration/Clerk’s Office helps provide a myriad of services to the residents of Hillsborough Township. The Administration/Clerk’s Office is in charge of the day to day operations of the township, as well as overseeing the needs of the other departments. The Administration/ Clerk’s Office provides the town with numerous services including organizing and running the Township Committee meetings, as well as providing essential township information to enquiring residents. The Administration/ Clerk’s Office is also responsible for licensing in the town, including alcohol, peddlers, raffles, and other licenses.
The Building Department is in charge of administration of the New Jersey Uniform Construction Code. The Building Department accepts applications and grants permits for construction projects around the township.

The mission of the Office of the Business Advocate is to encourage development by attracting, retaining, and assisting businesses to expand and grow in the Township. the Millstone River. In 1676, West Jersey, including the area of Neshanic and South Branch, was sold to William Penn. In 1710, a large interior tract, known as the “Harlingen Tract,” was sold to Dutch investors by Peter Sonmans. A parcel of this tract was set aside for a parsonage, but was not used until after the Harlingen Church organized in 1727. Grist mills were one of the earliest industries. Records of mills in the Neshanic area go back to 1692 and perhaps earlier. As early as 1746 a mill was recorded along the Millstone River. The Naming of Hillsborough Hillsborough was once known as Hillsbury, and although the records are obscure, some believe the Township was named for Lord Hillsborough. Many of Hillsborough’s roads got their names from its earliest settlers, such as Royce, Beekman and Clerico.
