POLICY ADVOCACY PNGOC promotes and appeals for support for programs through workshops, Information Education & Communication (IEC), press conferencesand dialogues,communityinvolvement andlobbying.

GOVERNANCE AND INSTITUTION BUILDING PNGOC helps strengthen the capabilities of NGOs through traininginkeyprogramareassuchasprojectdevelopment,social marketing, organizational and staff development, and program management.

RESOURCE GENERATION AND MOBILIZATION PNGOC helps ensure the financial viability and continued operations of NGO members. PNGOC primes members for selfreliancethroughsub-granting,supportfrominternationaldonors, and technical assistance and training on income generation, resource management, and financing schemes.

BUILDING PARTNERSHIPS PNGOC establishes, maintains, and expands linkages among NGOs, people’sorganizations, government institutions, media, internationalagencies, andthe private sector through various meansof informationexchange and collaborative endeavors.

INFORMATION and COMMUNICATION TECHNOLOGY (ICT) MANAGEMENT TheCouncil keepsupwiththe changingtimesand strengthensits networkandinformation base,humanresourceskills andcapacity ingenerating relevantinformationandpromoting populationand development programs through ICT.

SOCIAL MOBILIZATION PNGOC organizes and actively involves communities and program beneficiaries in the planning and implementation of NGO programs.

RESEARCH and MODEL DEVELOPMENT PNGOC promotes and develops adaptable systems in program management,socialadvocacy,informationgatheringandutilization, communitymobilizationandsustainability.

EVENTS ORGANIZATION AND MANAGEMENT TheCouncil efficientlyorganizesandmanages internationaland localevents forgovernment,NGOsand privateinstitutions.

BRIEF HISTORY

VISION STATEMENT

DEVELOPMENT TRACKS

NGOC was founded on June 24, 1987 by 17 Philippine NGOs with the objective of becoming the voice of population and development advocates within the NGO, governmentandfunding circles. It was also organized to serve as a channel for the exchange of information, resources, and technical assistance among NGOs. From the first 17 member NGOs in 1987, the PNGOC membership has now grown to 74 NGO members located allaroundthecountry.

NGOC is the lead network of sustainable NGOs that strives for the health and empowerment of Filipinos towards a humane, just, and equitable society.

he Philippine NGO Council on Population, Health, and Welfare (PNGOC) espouses a development strategy that aligns social mobilization and model development with the pressing agenda of our people:

PNGOC has managed an array of local and third country training and conferences covering various subjects. Among these are : population and development workshop formediapractitionersinthetwelveregionsofthecountry; GO-NGO Conference on FP-MCH Integration; Study Tour for NGOs in Indonesia; National IEC Conference; Legislative – Media Forum on RH; Society for the Advancement of Contraception (SAC) Tenth International Meeting and the first Asia Pacific Conference on Reproductive Health (APCRH). A developmental track on functional literacy services dubbed as “Project L.I.F.E.” is being managed by PNGOC and implemented through some member NGOs in various provinces nationwide under the Literacy Services Contracting Scheme of Department of Education- Bureau of Non-Formal Education and the Asian Development Bank. PNGOC has likewise been given a grant to undertake the Non-Formal Education– Accreditation and Equivalency Program. Following the success of the APCRH, PNGOC also serves as the Secreatariat of the Asia Pacific Alliance for Reproductive Health.

The Council works to: . 1 Contribute to the creation of a sociopolitical, economic and cultural environment that is supportiveofpopulation,healthanddevelopment concerns and programs. 2 . Enable members to integrate and sustain effectivelyandefficiently population,healthand development programs into their existing programs. 3 . Help members access, generate, mobilize and shareinternalandexternalresources. 4. Serve as an effective resource and information center on population, health and development. 5 . Strengthen partnerships geared for development amongthe nationalgovernment, localgovernment units, people’s organizationsandinternational institutions.

REPRODUCTIVE HEALTH Youth andSexuality,Familyplanning,reproductiverights, fertilityandinfertility,reproductivehealthproblems,STI/ HIV/AIDS. GENDER EQUITY AND EQUALITY Gender roles and status, discrimination, cultural strereotyping and social pressures on women. WOMEN AND DEVELOPMENT Women’srights,crimesagainstwomen,statusinsociety, gender issues, reproductive behavior, and role in development. NONFORMAL EDUCATION Offersanalternativelearningsystemthatfocusesonlife skillsforOut-of-School-YouthsandAdults,.inpartnership with the LGUs, government agencies and the private sector. SUSTAINABLE DEVELOPMENT Population-resource-environment balance, ecological impact of urbanization and economic activities, environmental management, population and development planning.

HIV/AIDS PREVENTION AND CARE A multi sectoral approach to HIV/AIDS/STI prevention for vulnerable poor populations and care and support services for people living with HIV/AIDS. Under the Gobal FundAIDS Project, PNGOC acts as the program management team to 19partner NGO-subgranteesin 11newly identifiedsites in thecountry.
