We, at the Council strive to strengthen partnerships among its member NGOs through resource mobilization, policy advocacy, information management, capability enhancement, research, and model development to implement and manage gender sensitive and comprehensive reproductive health and sustainable development programs.

PNGOC was founded on June 24, 1987 by 17 national and local based NGOs with the objective of becoming the voice of population and development advocates within the NGO, government and funding circles and to respond to the growing demand for NGO services in population, reproductive and sexual health and development. PNGOC is a leading advocate of the reproductive health care framework as espoused by the ICPD Programme of Action. From the fledging organization of 17 NGOs in 1987, PNGOC has now grown to 95 member NGOs focusing on different development concerns and catering to various sectors of the population in all parts of the country.
The Council works to: economic and cultural environment that is supportive of population, health and development concerns and programs. Enable members to integrate and sustain effectively and efficiently population, health and development programs into their existing programs. Help members access, generate, mobilize and share internal and external resources. Serve as an effective resource and information center on population, health and development. Strengthen partnerships geared for development among the national government, local government units, people’s organizations and international institutions.
The Philippine NGO Council on Population, Health and Welfare (PNGOC) is a registered nonprofit organization with a tax exempt donee status.
The council strives to empower and improve the quality of life of Filipinos by advocating nationally and locally for reforms and by strengthening partnerships among its member-NGOs through resource mobilization, policy advocacy, information management, capability enhancement, research, and model development to implement and manage gender-sensitive and comprehensive reproductive health and sustainable development programs. Over the years, PNGOC’s programs are achieved through the support of its partners like United Nations Population Fund, the Asian Development Bank, David and Lucile Packard Foundation, Consuelo Foundation, World Bank, Japan International Cooperation Agency, Ford Foundation, AusAID, USAID, International Labor Organization and the Global Fund for AIDS, TB and Malaria.

GOVERNANCE AND INSTITUTION BUILDING
Offers an alternative learning system that focuses on life skills for Out-of-School-Youths and Adults,. in partnership with the LGUs, government agencies and the private sector.
Population-resource-environment balance, ecological impact of urbanization and economic activities, environmental management, population and development planning.
HIV AND AIDS PREVENTION AND CARE
A multi sectoral approach to HIV/AIDS/STI prevention for vulnerable poor populations and care and support services for people living with HIV/AIDS. Under the Gobal Fund-AIDS Project, PNGOC acts as the program management team to 19 partner NGOsubgrantees in 11 newly identified sites in the country.
PNGOC promotes and appeals for support for programs through workshops, Information Education & Communication (IEC), press conferences and dialogues, community involvement and lobbying.
PNGOC helps strengthen the capabilities of NGOs through training in key program areas such as project development, social marketing, organizational and staff development, and program management.
RESOURCE GENERATION AND MOBILIZATION
PNGOC helps ensure the financial viability and continued operations of NGO members. PNGOC primes members for self-reliance through subgranting, support from international donors, and technical assistance and training on income generation, resource management, and financing schemes.
BUILDING PARTNERSHIPS
PNGOC establishes, maintains, and expands linkages among NGOs, people’s organizations, government institutions, media, international agencies, and the private sector through various means of information exchange and collaborative endeavors.
SOCIAL MOBILIZATION
PNGOC organizes and actively involves communities and program beneficiaries in the planning and implementation of NGO programs.
PNGOC is a leading provider of technical assistance for government agencies and non government organizations and foundations both here and abroad. Like the Philippine Commission on Population, Department of Health, Winrock Foundation-China, Pakistan National AIDS Council, Australian Embassy and the Australian Reproductive Health Alliance among others.
TRAINING
PNGOC’s pool of consultants from among its rank and members are able to assist organizations in the design, development, organizing and conduct of workshops and training.
EVENTS ORGANIZING AND MANAGEMENT
The council efficiently organizes and manages international and local events for government, NGOs and private institutions. Among the events organized by PNGOC is the First Asia Pacific Conference on Reproductive and Sexual Health.
RESEARCH AND MODEL DEVELOPMENT
PNGOC promotes and develops adaptable systems in program management, advocacy, information gathering and utilization, community mobilization and sustainability.
