his is the fourth edition of the Culpeper County Resource Guide. This resource guide is a local collaboration between a network of service organizations and a community-minded publisher intended to keep the Culpeper community informed about programs, services, and resources available to all county residents facing a number of challenges such as housing, medical care, hunger, mental health services, substance abuse, dementia, and transportation. These are just some of the challenges that our community members face each day in Culpeper County. Using information collected and organized by Healthy Culpeper and its community partner members in 2021, Rappahannock Media has undertaken the editing, publishing and distribution of 6,000 free copies of the resource guide in Culpeper County. The 2022 edition has been updated and reviewed under the direction of Denise Walker, Program Manager for Healthy Culpeper along with the support of a Healthy Culpeper community partners team. The Culpeper County Resource Guide is also available online at HealthyCulpeper.com. This resource guide is intended for use by EVERYONE in Culpeper County. Healthy Culpeper’s mission is to build a network of support and resources for community members in need of assistance. We believe this resource guide is a tool to help make those needed connections. The mission of the Sheriff’s Office is to protect and serve the citizens of Culpeper County while maintaining professional standards and integrity in public service through patrols, investigations, crime prevention, and court security. Deputies conduct patrols throughout the county’s 389 square miles 24 hours a day. The administrative office and records center is open 8 a.m. - 4:30 p.m., Monday - Friday.

The mission of Operation First Response, Inc (OFR) is to serve all branches of our nation’s Wounded Heroes/Disabled Veterans and their families with personal and financial needs. Services are available 24 hours a day, 7 days a week, 365 days a year and are focused on helping individuals deal with their immediate crisis. Services encompass crisis stabilization, crisis supervision, and crisis intervention.

Adult Protective Services (APS) Investigates reports of abuse, neglect, and exploitation of adults over 60 years of age and incapacitated adults over 18 years of age. The goal of APS is to protect a vulnerable adult’s life, health, and property without a loss of independence. APS attempts to provide assistance with the least disruption of lifestyle and with full due process, protection, and restoration of the person’s liberty in the shortest possible period of time. Adult Services A program that enables adults to remain in the least restrictive setting and function independently. This program provides longterm care, preventive services, nursing and adult home screening and placement services, guardianship oversight and adult protective services.
Auxiliary Grants A supplement to income for recipients of Supplemental Security Income and other low-income aged, blind, or disabled individuals residing in licensed assisted living facilities. The grant amount received by eligible individuals includes a small personal allowance plus the difference between the recipient’s own income and the State reimbursement rate for assisted living. Recipients also receive medical assistance through the Medicaid program.

Child Protective Services
Independent Living Program
Identifies, assesses, and provides services to children (and their families) who have been abused or neglected. CPS is designed to preserve families, yet protect children and prevent further maltreatment.CPS also provides foster care prevention services to families referred by the community and by court order. In addition, the CPS unit attempts outreach to prevent child abuse or neglect by addressing risk issues before they result in maltreatment of children.
Assists foster care youths ages 14-21 in developing skills necessary to transition from foster care to independent living. Independent Living services include activities that are based on a written assessment of life skills. Areas of focus include personal development (such as self-esteem), communication, decision-making, conflict resolution and anger management skills. Examples of independent living skills are career exploration, job skills, money, management, housing, transportation, and legal issues. For more information see: DSS.virginia.gov
Companion Services Program Assists elderly and/or disabled adults in their homes who are unable to care for themselves. Home-based care minimizes institutionalization of elderly and disabled residents. The Companion Services Program is only open to individuals who are SSI recipients.

The Foster Care Program Provides services, substitute care, and supervision for a child on a 24-hour basis until the child can return to his or her family or be placed in an adoptive home or other permanent foster care placement. Assistance is given to children and families in an effort to prevent removal of a child from his or her home. Foster/Adopt Parent Training (PRIDE) Training for families who are able and willing to provide a temporary home for children from birth to age 18 who are in Foster Care. Foster parents provide a safe, stable, and caring home for children placed with them. Foster parents are part of the team in reuniting children with their families. Foster parents must complete the initial PRIDE training, pass a background check, have space in their home for a foster child, and maintain annual training hours in order to remain foster parents. Guardianships Services are designed for individuals who are incapacitated, indigent, and have no suitable person to serve as their guardian. Guardianship ensures that their essential requirements for physical and emotional health are met, and that their financial resources are managed. Guardianship requests must go through the Culpeper County Circuit Court. The Circuit Court makes the appointment and the appointee takes over as guardian for the incapacitated person. Long Term Care Services Long-Term Care support comes in the form of Medicaid for nursing care, community based care and Auxiliary Grants for adult living facility care provided by social workers who complete assessments (UAI). When a person requires an assisted living level of care and meets financial criteria, an Auxiliary Grant supplements other income in an effort to meet the cost of care in a facility. After evaluation, financially eligible individuals approved for nursing home level of care can receive that care either in the community or in a nursing home.

Provides low-income Culpeper County residents who are 18 and over without Medicaid or prescription care with access to medication/prescriptions at a reduced charge or no charge through the Free Clinic. The staff helps them complete an application to be submitted through computer software directly to the prescription drug companies. The medications are provided for free or at a reduced cost to the patient. Clinic staff coordinate the program with local participating physicians.

Intake - Sam’s Place: This community outreach center is a one-stop hub where individuals/families in crisis can access information and referrals to other community partners. RRCS/Protective Money Management Program
RRCS Prevention Services addresses community issues impacting citizens of all ages by implementing evidence-based prevention programs based on researched risk and protective factors and by working in partnership with community coalitions. Prevention services provides evidence-based programs and training focused on substance abuse, opioid/prescription medication misuse and suicide prevention. Prevention programs and training include: Mental Health First Aid, Adverse Childhood Experiences (ACE’s), Suicide Prevention Gatekeeper Training, Overdose Reversal Training (REVIVE), and Community Presentations on Resiliency and Life Skills Development.

Dr. Eppard received a Bachelor’s of Science degree in Biology from Virginia Tech in 2003. She pursued her dental education at the West Virginia University School of Dentistry.
