ABSTRACT
“Urban design has its origins in the relationship between private and public domain. The opportunity for urban design becomes much greater when building face one another across the public domain of a street or square and a a space is created between buildings.”- Sherban Cantacuzino This report examines the potentiality of Redfern street located in Central Sydney. It examines theoretically and analytically the urban fabric of the street, basing the framework on facts, statistics data and personal observations. Being a well connected area by major modes of transportation, Redfern holds a lot of potential. The community of Redfern has always been marked by large migrant population and a distinct character of the area which can be associated with the large aboriginal community. Redfern street is the major spine, offering a variety of land use. Due to the sparse and divided street blocks, the street lacks a strong character and liveliness. Major nodes and junctions are not being used to their utmost potential , resulting in an incomplete pedestrian experience . The findings indicate the possibilities leading to a vision; Imagining the street to become a high spirited and a vibrant precinct. 2

INTRODUCTION Redfern is an inner city suburb of Sydney which is located 3 kms south of the Sydney’s central business district and is part of the local government area of the city. It is an area undergoing rapid change due to substantial amounts of urban renewal and reactivation of the village. It is subject to extensive redevelopment plans by the state government, to increase the population and reduce the concentration of poverty. (En. wikipedia.org, 2018). It is one of Sydney’s most culturally, ethnically and economically diverse communities, heavily influenced by creative and small businesses. The distinct character of the area, which has traditionally been associated with a large Aboriginal and Torres Strait Islander community and

significant number of public housing tenants, is changing rapidly due to a process of urban renewal and reactivation. Due to the presence of part of The University of Sydney’s main campus within the village, a significant proportion of employment in the area is in the higher education and research sector. There has also been growth in personal service industries such as retail and food and drink, as cafés, bars and restaurants spring up to serve the new group of higher income residents.

Redfern Street Village is located in the centre of the city of Sydney local area and covers the suburbs of Chippendale, Darlington, Eveleigh, and parts of Redfern, Waterloo, Alexandria, Erskineville, Newtown, Camperdown and Surry Hills. (Cityofsydney. nsw.gov.au, 2018)

It is one of the major spines connecting the Redfern railway station to the suburbs nearby. It is a 15m wide street of about 650m long stretch, bounded by Regent and Elizabeth street on either sides. It accommodates the major retail shopping for the area with variedly scattered cafes, convenience stores, bars, banks and other retail spaces. Gibbons street connects the exit from Redfern station to

In the late 19th century Governor Macquarie granted this tract of land to surgeon William Redfern, who was a freed convict, in 1817. Largely residential in nature, the area attracted settlers who planted gardens and took their produce to the local markets. Small cottages later sprang up to house local railway workers, who gave the area a more working class air. Later on waves of immigrants and businessmen arrived in Australia and made Redfern their first home. Being Immediately south of the central business district whose sandhills were first settled by Chinese market gardeners and later by Aboriginal people who migrated to work in the local factories. The community has always been marked by a large
migrant population, but it has also been home to a large Aboriginal population throughout the years. It has been 40 years since a group of idealistic, young Aboriginal men and women got fed up with living in “slums and pig sties” and formed a housing association in the heart of Sydney. The early 1970s were heady times for the Indigenous rights movement in Australia and Redfern was its home ground - arguably the birthplace of land rights, dedicated legal services, and Aboriginal healthcare. (The Sydney Morning Herald, 13 June 2014, Saffron Howden) Today it is a rich blend of public housing, renovated terraces, light industry and arts precincts. (En.wikipedia. org, 2018) The neighborhood has
undergone significant gentrification, and the City of Sydney has focused its efforts on an urban renewal project. They are currently redeveloping several parts of the suburb. ThIs Block in inner city Sydney has a reputation for drugs and riots and violence, but is a place of great heart and cultural affiliation for its urban dwellers. It is also home to several major sporting teams. (Radio National, 2018)

REDFERN POST OFFICE Built in 1882, Redfern Post Office was designed in the Victorian Italianate style by the NSW Colonial Architect’s Office . Despite a string of building modifications over time, including the addition of a new telephone exchange in 1904, and the more recent abutment of an unsightly Telstra building , the facade is relatively intact and many interior details remain. (Sydney Living Museums, 2018) Redfern Post Office is aesthetically significant because it is a substantial example of the Victorian Italianate style, and makes an important aesthetic contribution to central Redfern as a dominant nineteenth century public building. Redfern Post Office is also associated with the Colonial Architect’s Office under James Barnet, a key practitioner of the Victorian Italianate style of architecture. (Environment.nsw.gov.au, 2018) Redfern Post Office is also considered to be significant to the community of Redfern’s sense of place. Today, it has been restored and reused as an office space by DKO architectural firm, providing tours of the place, on a weekly basis.
COMMUNITY PARK Redfern park is a green oasis within the older densely settled part of Redfern. The park was refurbished in 2007-2009 and has been turned into an open green space in the heart of urban Redfern. Modern art installations added at this time contribute to the potential aesthetic significance. . (Dictionaryofsydney.org, 2018) The choice of Redfern Park to deliver Keating’s 1992 Redfern speech was significant for the community. Community and a sense of place and belonging are important and integral parts of everyday life for Aboriginal people living in Redfern. They have a strong and significant relationship with ‘place’. Redfern Park provides a place to gather, to picnic, to barbeque, to play, to shop at the markets, or to simply reflect and remember. At Redfern Oval, supporting or playing for the local rugby league football teams is also part of belonging and a strong community identity. Both Redfern Park and Redfern Oval have meaningful significance for, and connections to, the social, cultural, political and historical lives of Aboriginal people. (Environment.nsw.gov.au, 2018)

ST. VINCENT DEPAUL CATHOLIC CHURCH St Vincent de Paul Parish has had a very rich and colorful history. It has always responded to the ever changing needs of the people in the area, evident in the building and restructuring of the parish. (Svdpred.org.au, 2018) The St. Vincent’s church group has historical significance as it is illustrative of the role of churches and religious institutions in the history of the development of Redfern 1885-1920; social significance for the church community; aesthetic significance as a prominent contributory feature in the Redfern Street streetscape, the church being a fine example of the work of Sheerin & Hennessy architects. The church retains much of its original character and detail. Its significant as a prominent Victorian era building within the Redfern Street streetscape, and as one of a number of former church buildings which are complementary in scale, texture and colour. It has social and historical significance for the development of the church community in Redfern, the adaptive reuse of an existing building indicating the character of Redfern as a densely populated area by 1900. 107 PROJECT GALLERY A repurposed car garage in Redfern that is now a multipurpose creative hub. Focused on providing affordable and flexible facilities, 107 Redfern Street supports exhibition and performance spaces, artist studios, workshop, event and co-working spaces, offices, a rooftop garden and public social areas. 107 Projects’ philosophy and mission is to improve communities by encouraging people to live creatively. They are committed to the advancement of culture. With a social enterprise ethos, they aim to transform how the arts, business and education engage across industries and with the wider community to create positive social change and connect emerging communities. ABORIGINAL MEDICAL SERVICE The AMS Redfern was the first community controlled health service in Australia and was founded in 1971 by Aboriginal and Torres Strait Islander community activists . The Aboriginal Medical Service Cooperative in Redfern provides culturally appropriate health care to Aboriginal and Torres Strait Islander communities in central NSW. Their services are managed by professional Aboriginal staff experienced with and sensitive to the needs of the community.(Amsredfern.org.au, 2018) It is a multi-functional non-for-profit organisation that delivers a broad range of services and community programs, binding the community.
COURT HOUSE Constructed in 1898 to a design by the first NSW Government Architect Walter Liberty Vernon, Redfern Court House is a single-storey prominent building with a sandstone facade contributing to the streetscape of Redfern Street at the Pitt Street Junction. It is Federation Free Classical in architectural style and features typical characteristics of civic buildings such as being monumental and notable in scale. (Environment.nsw.gov.au, 2018) It is a robust and monumental public building which is now being used as a Medical Centre Facility Space, making it an important building for the people of Redfern.

Redfern street is well connected to Sydney by the means of various bus stops and Redfern train station. Redfern train station is situated in the middle of Redfern street village, providing access to the north shore, northern and western lines, airport, inner west and south lines, the Bankstown line and the eastern suburbs and Illawarra line. The street consists of five major Bus stops- Gibbson street- stand A and B, Redfern post office- A and B, Regent st junction. There’s high frequency of bus routes; connecting Redfern Area and suburbs to other parts of the city like 310, 305, 308, 309, n11, n20 etc. (Moovitapp.com, 2018)
The proposed cycleway along the south side of Wilson Street is under implementation and will provide protected space for current and new riders and safer intersections for all people who use the street. The bike path in Little Eveleigh Street will be improved, linking to the new Lawson Street cycleway, connecting Redfern and the city centre. Plaza connecting the commuters from Redfern railway station and opposite IGLU is overshadowed by the high rise existing buildings which makes the plaza dead.
South side of the Redfern street gets the maximum sunlight all across. Whereas north side lane is shadowed most of the time during the day.
Community park of Redfern falls on the south side of the street. It receives immense sunlight during the day which makes the place desirable by the inhabitants and commuters.

Redfern area enjoys a temperate, humid climate as the other parts of the city. It gets abundant sunlight throughout the day on the southern side of the street. As a coastal city, afternoon sea breezes are normal for Sydney. Due to the orientation of the street, the street acts as a wind tunnel for the evening winter breezes, as it comes from the west and north west, resulting in a slightly lower temp.

From the overall view, the redfern street is divided into 3 precincts. First block (Red zone) is dominated by retail shops and restaurants. This part of the street has maximum footfall because of the immediate pedestrian movement from the railway station and closs proximity to Regent street connecting the Sydney CBD supported by retail oriented land use. Second block (Blue zone) has offices and public buildings. It is bounded by plazas on both ends which have restaurants and cafes which induces footfall. ANALYSIS
Ample number of trees are found in the entire stretch however street lacks the warmth because of the absence of landscape pockets which can encorage public interactions. Community park acts as a buffer for local redfern residents however the street as a whole lacks the recall value for daily commuters.

The plan indicates various size of street blocks on Redfern street. Midblock connections are beneficial for pedestrian expereince as it makes them feel safe by incorporating activities. Entire street is divided by numerous secondary streets - Renwick street, George street, Pitt street and Chalmers street. As a whole it is broadly divided into three major blocks. The permeability of blocks between the Regent street and George street is high whereas the permeability between the block from George street to Pitt street is less as the distance is more than 100m which increases the walking distance. The street culture of Redfern street is directly depenndant on the daily commuters because of the vicinity of Redfern railway station. A denser pedestrian movement is seen at the junction of Regent - Redfern street because of the train commuters. During the day, density of the on and off commuters is higher as compared to night. Retail spaces, cafes, restaurants and bars contributes to the street life and higher pedestrian movement. During the night, density of commuters reduces as the street is only used by passersby. 2. VEHICULAR MOVEMENT Junctions of Regent - Redfern street and Chalmer - Redfern street faces maximum vehicular traffic. The first junction acts as major spine for connecting Redfern to Sydney CBD. Other streets like Renwick, George, William & Pitt are the secondary streets. The second junction is noisy and busy during the day time because of continous to and fro of buses. The buses coming from Elizabeth street, on the other end, route its way to Chalmers street. Patch in between the street, around public buildings has low vehicular density. Scale : 1 : 1500 0m 100m

Spaces with clear legibility of function but limited in scope in terms of after work hours usage. 1. These are shops which are worn off or are not being used to it utmost usage. ENTRY PLAZA
Rationale: Entry plaza holds the potential of development for place making and adding an unique identity to the suburb of Redfern. It is wide and has a huge footfall because of its vicinity to the railway station and also has cafes on one edge.
Concept : - Shared zone converted to entirely pedestrian zone by restricting vehicular activity. - New seating with planters added in the middle of the plaza as an extension for the existing eateries. - Lighting added on the floor and canopy to increase night time safety and as a part of plaza development. - New lamp posts are added with planters on the floor - “Welcome to Redfern” lit free standing letters added giving it an identity and place - making. - Info boards with the history of redfern added as an effort to make pedestrians connect with the history of the place 0m
