And if you’d like to get in on the fun beforehand, join the pie party to help bake the 1,000 apple pies that are the centerpiece of the fest. The pies will be baked with Paradise-grown Noble Orchard apples at the Paradise Moose Lodge. If you are handy with a peeler and a rolling pin, call the Chamber on 877-9356 to sign up. Pie baking is a three-day party that includes raffle prizes, catered lunch, and comradery. Sign up with your family, church group, service group, neighbors or by yourself. Since its earliest days and in its various permutations, this traditional fall fair had been a showcase for home grown produce and products of all kinds—from business to talent to local color. Local businesses will be out in force to offer information, demonstrations, promotional materials and gifts. Feasibility Report Identifies Options for Commercial District Wastewater Solution By Lauren Gill Manager, Town of Paradise
T
he Town of Paradise may be the largest city west of the Mississippi that is unsewered, meaning the 26,000 residents of Paradise are not served by a sewer system but rely on individual septic tanks. The sustainability of this situation is questionable, especially for the commercial areas of Paradise which have small lot sizes, poor soils and many failed septic systems. While the majority of residential areas can be sustained on septic with oversight and maintenance, the primarily commercial areas cannot continue to rely on septic systems alone for these reasons: 1. The Economy - A town cannot survive when businesses close, and new businesses are precluded from opening due to septic issues and failures. 2. The Environment - All septic systems fail eventually, and when they do they cause harm to the surrounding environment and ground water. 3. The Community - As a bedroom community, Paradise needs good restaurants, shops and small businesses for our community to thrive, and without a wastewater solution, it is difficult to maintain and attract these types of businesses in town. To address this critical issue, the Town was awarded a grant from the State Water Resources Control Board to perform a
Feasibility Study and Alternatives Analysis to point the Town in the right direction for a wastewater solution. The Study recently concluded and the Final Report was presented to the Town Council in July. The Report is lengthy and comprehensive, and we encourage anyone with questions to please read the report for answers. Here is a very brief summary of the findings: ● Five options were studied and analyzed for the report: ◦ Local Treatment Plant with Effluent land application ◦ Local Treatment Plant with Surface Water Discharge ◦ Regional Connection to the City of Chico Water Pollution Control Plant ◦ Local Treatment Plant with Beneficial Reuse
◦ No project option
● Two options emerged from the study with the highest scores, and both will be pursued to the next phase Environmental Study: ◦ Regional Connection to the City of Chico Water Pollution Control Plant ◦ Local Wastewater Plant with Beneficial Reuse ● The cost for both options is too high. Paradise should pursue State and Federal Grants prior to District Formation Many residents have expressed concern over the potential change in the character
of the community. The desire for this project is not to make Paradise the next Chico, Roseville, or Sacramento. Should a project move forward, regardless of treatment method, a drastic change or growth in Paradise is not expected. The community should also rest assured that the process
will come to a vote of the people within the proposed district before moving to construction. The wastewater problem in Paradise has long been talked about and studied. It is the belief of this Town Council that the time to consider and plan for a solution is now.

Your chamber has been communityminded from its very beginnings By Tonya Dale Cedar Creek Editor’s note: The Paradise Ridge Chamber of Commerce marks its official 75th anniversary this year. While we may think of the Chamber as an organization to promote and support tourism as well as local businesses, through the years your Chamber has been an integral part of the entire community, always working to make Paradise a better place. Throughout this year we’ll highlight some of the lesser-known aspects of the Paradise Ridge Chamber of Commerce in articles in the Ridge Business Journal.
P
aradise, nestled in Northern California’s foothills, has been a “we’ll do it ourselves” community from its start. In the late 1930s, plentiful water, productive land and welcoming residents meant more people were discovering all that the Paradise Ridge had to offer. But, with no nearby agency or municipality to serve its needs, community members banded together to create its own Chamber of Commerce. The Chamber’s earliest minutes in 1934 show its members’ concerns for the entire community. Chamber members sponsored a Boy Scout Troop, erected a community Christmas tree, held community entertainment programs and built bus shelters for children. And all of this on dues of $4 a year! One year later the chamber expanded its influence by opening up membership to nearby Ridge communities. The Paradise and Allied Communities Chamber of Commerce then included members from not just Paradise but also Magalia, Optimo, DeSabla, Lovelock and Stirling City. The power of similar-minded community members banding together allowed the Chamber to accomplish much over the years: • Determined location and placed stop signs for community safety. • Sponsored a Campfire Girls group. • Lobbied in 1935 with PG&E on behalf of residents to assure more reliable electric service with the installation of a second power line to the community. • Worked with Pacific Bell (phone company) to designate calls from Paradise and to Chico and Oroville as “local” and not “long distance,” resulting in much lower bills for Ridge residents. • Took a lead role in assuring the community’s fire protection, receiving bids for hose and a fire truck in 1935 and then worked with the county fire warden to build a modern fire house. • Evaluated and prioritized needed road improvements.
• Purchased 20 acres of productive olive orchard in 1941 dedicated for some future community use. Directors parceled off six acres for the recreation district’s swimming pool (off Recreation Drive) in 1956 and the remainder to the newly-organized Paradise Unified School District in 1959 (now the campus area for Paradise Intermediate School). • Took a lead role in a community-wide tuberculosis chest x-ray drive in 1953, combining it with an informal regional census. Chamber members helped coordinate the effort, involving dozens of community volunteers. Local media dubbed this as “A double benefit—TB X-ray and Paradise Census—be sure to enroll.” More than 3,150 area residents had chest x-rays in the drive to eliminate tuberculosis. Provided a place for residents to obtain services from the county health department, DMV and unemployment benefits until those agencies could create their own offices on the Ridge.
Created a community-wide celebration highlighting local farm products; the event was originally known as the Paradise Fall Festival and is now Johnny Appleseed Days. Coordinated the design and erection of large signs welcoming visitors to Paradise, including the 1950s iconic “May You Find Paradise to Be All its Name Implies” version located along “new Skyway.” Surveyed community members in 1973 to ascertain community feelings about possible incorporation with more than 5,350 surveys returned and tabulated. Conducted a three-year community Seedling Tree Program as a Chamber fundraiser as well as beautification effort. Promoted Paradise through the decades through creation and distribution of community maps, visitor guides and coordination with media sources. As written in a July 1952 article in “Lifetime Living” magazine: “It’s there, at about the 2,000-foot level, that a remarkable town called Paradise is undergoing a strange new rush to the Mother Lode, a rush for happiness in retirement…” Lobbied continuously for a “shortcut” route to Chico, rather than the circuitous Neal Road route. The Skyway was opened for traffic in 1950.

Blue Zone - Coming Soon to Paradise
In 2005, National Geographic published “The Secret of Living Longer” which identified 5 zones around the world as having high concentrations of centenarians. Author Dan Buettner wondered if Blue Zones could be created and thus began “The Blue Zones Project.” A group of local folks want to add Paradise to the 39 cities across the nation that have embraced healthier living. The Blue Zones Project is about making healthier choices easier so that they become an almost unnoticeable part of our lifestyle. Nine commonalities were identified among the original five Blue Zones: Moving Naturally, Having a Purpose, Eating Wisely, Belonging to a Tribe or Community. Among the Blue Zone assets already in place in our community are the sidewalk/bikelane projects, the Yellowstone Kelly Heritage Trail, Adventist Health Feather River, the Paradise Guild’s Community Garden, our Farmers’ Markets and Party in the Park. The organization develops candy-making and business skills through educational resources, events, tradeshows, and international travel to candy makers across the globe. Pam & Bill Hartley have been members of RCI since 2000 when they bought Joy Lyn’s Candies (founded in 1969).
