Paradise Business License By Colette Curtis Administrative Analyst, Town of Paradise
T
he debate over whether the Town of Paradise should implement a business license requirement dates back to the early days of incorporation in 1979. There were good arguments made on each side, but over the years the town continued to operate without requiring businesses to register. There are certain businesses that have always required a license due to California State requirements (Tattoo Parlors, Taxi Cabs, Massage Parlors etc), that have been left out of the debate since they are required by state law and locally we must comply. Recently, the business license idea came up again, and after a year of research, discussions with the Chamber of Commerce and gathering public input, the Town Council voted to implement a business license program. Public safety, business assistance and information were the reasons for their decision. Public safety is a compelling reason to have a business license, as the information provided will be shared with the Police and Fire Departments to help improve emergency response and help keep first responders safe. Another persuasive element to a business license is the help it can provide new businesses starting out. A business license can be an important first contact with the Town Planning Department to make sure a location is zoned properly and has appropriate septic capacity for the intended business use. Having this type of information prior to buying or renting a property is vital and can save money down the road.
Having a business license will also provide needed information on the business landscape – how many businesses do we have and what types? Are there any obvious gaps or gluts of types of businesses? All of this information can be useful in Town planning, but also to businesses for market research and economic purposes. The business license will also create a local directory of businesses available to the public. This directory will make shopping local easier by providing a list of local businesses in one place for customers or for business to business use.
Exemptions:
Service clubs, nonprofits with no employees and no physical location, vendors at community events, and rental properties with no more than one unit are exempt from the license requirement entirely. The business license program requires all businesses in Paradise (and those outside Paradise that provide service here) to get a business license by January 1, 2019. Businesses that get their license prior to that date will have their first year fee waived. After that, a first year license would be $40, with yearly renewals costing $25. Home-based businesses are required to get a license, but have no fee. The business license will be processed online through the Town’s website beginning May 1, 2018 with a certificate you can print at the end. No need to go to Town Hall or stand in line. The business license is not going to solve all the issues facing businesses, or fill up the empty buildings on Skyway. However, the business license is a piece of the puzzle needed to support and grow our businesscommunity.
