oin your Gold Nugget Museum and other Ridge community organizations for a fun filled Gold Nugget Days weekend April 23-25, 2021. Festivities begin Friday, April 23rd with the Gold Nugget Days Queen Contest. The 2021 Queen will be chosen from six worthy candidates. Closed to the public this year, out of a concern for safety candidates will be judged on historical authenticity of costume, poise, personality and portfolio. The 2021 Queen will be crowned with the historic 14 karat yellow gold crown that survived the Camp Fire. The crown made

Donkeys will be released at Whiskey Flat at approximately 8:30am and should arrive on the Magalia Community Church ballfield for the obstacle course between 9:00-9:30am. he Butte County Upper Ridge Community Plan Project Team has engaged in a collaborative community engagement process to develop a shared vision for the Upper Ridge area in the future. This community-based planning effort is funded by the North Valley Community Foundation. Managed by Butte County Planning staff, in coordination with well-known community planning firm, PlaceWorks, this project will include community outreach and the creation of plan docu-
menting the policies and proposals that will guide future development in the Upper Ridge Plan area. The project team is working closely with stakeholders including the Upper Ridge Community Council, Paradise Ridge Chamber of Commerce, Paradise Recreation and Parks District, churches, and locals to understand the issues facing property owners, residents, and business

Disc Golf on old Paradise Pines Golf Course The Upper Ridge South Pines Disc Golf program continues to be busy with folks enjoying the green fairways and a challenging layout. It is an 18-hole course on the land previously occupied by the Paradise Pines Golf Course, 13917 South Park Drive. Disc Golf Director Jake Bates deserves recognition for attracting players and supporters -- from locals right here in Magalia to members of professional disc golf clubs all the way to the Bay Area! idge small businesses have been hit hard by the Camp Fire and COVID-19, forcing them to change the way they conduct business in an effort to survive. In response to these disasterdriven commercial challenges, the Paradise Ridge Chamber of Commerce has partnered with the Paradise Rotary Foundation to create an online marketplace: ShopParadiseRidge.com. Consumers are actively looking for ways to support small businesses in their neighborhood. Connecting with those consumers is one of the biggest challenges for small businesses. ShopParadiseRidge.com connects consumers and local businesses efficiently through a neighborhood ‘marketplace’— an online one-stop-shop where small businesses can upload and promote their products, services, or takeout/delivery offerings. The online marketplace is a fun and easy way for consumers to shop. Local shoppers may window shop online or connect directly with local businesses by visiting
ShopParadiseRidge.com. At press time, the site is gradually adding local businesses; shoppers are encouraged to check back frequently and also to visit ParadiseChamber.com’s business directory. Mayor Steve Crowder looks at 2021 continues. Comcast has agreed to participate, and we have filed a complaint with the California Public Utility Commission (CPUC) to assist us in getting AT&T to participate town-wide as well. This project will continue with completion expected in a little more than 3 years.
Our government hazardous tree program is moving forward, removing about 200250 trees per day. We expect this program to be completed summer 2021. The Town of Paradise is working on obtaining a $20,000,000 grant to remove the balance of dead trees within town limits that were not eligible for the current program.

afety for our residents is the Town’s TOP priority. We are working diligently to obtain and install an early warning system. We received a grant for the planning and to identify the system. That has been completed and we have applied for a grant for funding the system and pending that approval, we expect construction to start this year. We are at the end of a broadband feasibility study that will answer questions about possibilities of getting this service, which would be a huge asset for the Town. PG&E has installed underground conduit for future broadband installation, at no charge to the town. The undergrounding of our utilities
After the tree removal program is complete, we will have a grant-funded reseeding program to evaluate and establish the next steps for reseeding.
A lot has been accomplished since the devastating Camp Fire, just over 2 years ago and it’s going to be another busy year ahead. This entire rebuilding process has been
a hardship and a challenge for everyone. On behalf of the Town, we thank you for braving all the challenges of returning to Paradise. We appreciate each and every one of you. You are the true Paradise Pioneers! Remember we are all in this together and we are here to serve you.

The Town will follow behind the PG&E undergrounding with our road rehabilitation. We are moving forward with our sewer system. We are still looking for grants to fund this project, but are confident we will be successful in accomplishing this. This will be a regional sewer connection which will connect to Chico’s system based upon approval of the City of Chico. We are working in cooperation with the Chico, as this is the most economical, environment friendly and beneficial option for both

cities. We are currently in environmental review which will take approximately 18 months, and the construction stage is expected to take three to five years.

It took awhile to have our property cleared and deal with the insurance issues. hile our Chamber formed in 1919 as “The Paradise Bureau of the Chico Chamber of Commerce,” we are celebrating our 80th anniversary this year with the official stamping of the Articles of Incorporation by the California Secretary of State on March 5, 1941. Sadly, the original copy of the articles, as well as our early minutes, scrapbooks, community maps, member files, proclamations and awards, vintage visitor directories and relocation guides, giant guestbook, hefty bags full of Johnny Appleseed and Gold Nugget Days buttons, and commemorative “Paradise Apple Fest” silver platter, perished with the Chamber building in the Camp Fire.

When we celebrated our 75th anniversary five years ago, Mark and Tonya Dale of Cedar Creek perused the Chamber archive and produced a series of articles published in the Ridge Business Journal. It is with many thanks to Mark and Tonya that we have preserved some of the history we aim to share with the community during this remarkable 80th year. According to the above-mentioned Articles of Incorporation, “The Paradise and Allied Communities Chamber of Commerce was formed to: hold, conduct, sponsor, promote, and carry on business, social, recreational meetings, projects and activities of every kind and nature, and to undertake, promote, sponsor, conduct and carry on any and all sorts of undertakings, projects and activities reasonably calculated to advertise the advantages of the communities and their vicinity or to promote or procure citizen community improvements in betterments of every current and nature.”
Over the years, this broad remit has informed our Chamber’s deep involvement in every aspect of community building, with business vitality as the foundation of all endeavor. Over the years, the Chamber has undertaken or supported varied activities for community betterment, including advocating for a sewer system in the commercial district, a tuberculosis Xray/census drive, reduced telephone fees, lobbied PG&E for reliable electric service, a community seedling program, hosting an unemployment bureau, county health department, visitors bureau and DMV, road construction and safety, fire and police protection, lowering merchant freight rates to even the playing field with valley merchants, and an anti-mistletoe campaign. We were formed to support our members through boots-on-the-ground problem solving and crisis management. As economic conditions on the Ridge continue to evolve, we are here to sustain the community through future challenges. Over the past two years, the Paradise Ridge Chamber of Commerce has expanded reach by growing membership, developing a range of support programs, and strengthening our voice in advocacy and influence within the Town, the county, region, the state of California and beyond. Our 80+ year commitment to integrating recreational, historic and cultural resources into our mission of promoting and advocating for business and community development is dependent on the support of our members. FROM THE TOWN OF PARADISE Plans are moving ahead quickly for the new Paradise downtown By Marc Mattox Public Works Director/Town Engineer, Town of Paradise
T
he Town of Paradise has awarded a construction contract to Baldwin Contracting Company dba Knife River Construction to construct the Almond Street Multimodal Improvement and Gap Closure Complex projects in the downtown area. The Town successfully competed for and was awarded a $8.2M allocation of combined Active Transportation Program and Congestion Mitigation Air Quality funding between 2015-2017 for project design and construction. In absence of the Camp Fire, these projects would have already been constructed. As a result of the fire, staff and consultants have been coordinating on a path forward to complete this work. During the preparation of the Town’s Long-Term Recovery Plan in 2019, connected pathways, walkable streets and a vibrant downtown were all cited as top priorities. Fortunately, these grants were all secured prior to the fire and our funding partners through the California Transportation Commission, Caltrans and Butte County Association of Governments have stood by the Town and provided key support and

maintained funding commitments to move forward. These projects will provide the model infrastructure needed to support our community in coming home. The overall scope of work for the combined Almond Street and Gap Closure projects can be summarized as follows: • Installation of new Class II Bicycle Lanes along Birch Street, Fir Street, Black Olive Drive and portions of Almond Street • Installation of new Class I Multi-Modal Pathway along portions of Almond Street • Installation of new sidewalks and pedestrianlighting throughout the project area • Installation of landscaping • Installation of culvert pipes and drainage infrastructure • Reconstruction of the roadway using full-depth reclamation

U n d e r grounding of all overhead utilities (s e p a r a t e , concurrent effort through PG&E) • Replacement of the water main and re-establishing services to adjacent properties along Almond Street (separate, concurrent effort though PID) Construction is anticipated to begin in late March, 2021 and continue throughout the summer and fall.
UPDATE: TRANSPORTATION MASTER PLAN

ecovery in the Town of Paradise continues with comprehensive transportation analysis. Town staff recently kicked off a grant-funded study to evaluate daily and evacuation transportation needs, policy documents, construction standards, and opportunities to support economic development. These objectives were originally identified in the Community Long Term Recovery Plan pre-

pared in early 2019. This Transportation Master Plan will serve as a road map to provide a transportation network that can serve during recovery and redevelopment in the Town following the Camp Fire and will include a broad framework of planning documents including: • Prioritized Transportation Improvements • Circulation and Evacuation Analysis and Recommendations • Local Roadway Safety Plan • Active Transportation Plan
• Updated ADA Transition Plan • Non-Residential Market Study • Revised Commercial Design Standards • Revised Roadway Design Standards • Parking Management and Truck Route Recommendations • Survey Monumentation and Benchmark Inventory/Re-establishment These planning documents will incorporate community identified goals and policies identified in the Long-Term Community Recovery Plan including creating
a safer street network, improving evacuation, developing a walkable downtown, and supporting economic development. Funding opportunities will also be studied to help Paradise secure grants for plan implementation. Specific opportunities for public involvement and creative engagement are forthcoming in the next few months. While the overall Transportation Master Plan will be complete in early 2022, it will remain a living document for the course of the next 10 years during recovery and rebuilding efforts.
UPDATE: HAZARDOUS TREE REMOVAL

R
emoving hazardous trees from Paradise is a Tier 1 priority in the Long-Term Community Recovery Plan developed by the community after the Camp Fire. To go even further to protect the town, the Paradise Town Council adopted an urgency ordinance in early 2020 requiring the removal of dead and dying trees that may fall within 5 years of the fire and damage a public or private road. Not only do the trees present a hazard to roadways as a fall threat, they threaten standing structures and construction sites and are hazardous fuels in town. The removal of trees in town is now well underway as the Government Hazard Tree Removal Program makes its way through enrolled properties. Nearly 100% of enrolled properties have been assessed and as of late February over 30% of marked trees have been felled and removed. Trees that are marked in the Government Pro-
gram have a blue dot and bar code and can be seen on properties throughout Paradise, indicating where the State’s tree fellers will continue their work. At the request of the Town Council, the Government Hazard Tree Removal Program has also implemented a life safety tree priority, which means enrolled properties containing a tree that imminently threatens a standing home, a newly rebuilt home, an occupied RV, or an active building site will be prioritized for felling. During wind and weather events, hazard trees become even weaker and more unpredictable and with the help of property owners and neighbors these “life safety” trees are being identified. If you see a blue-marked, bar-coded tree that imminently threatens a home, please call the Town’s Tree Advocates at 530.872.6291 x 162 or 163. The Private Hazard Tree Removal Program is also coming to a close with 97% of the properties certified clear of hazard trees. Owners of properties that are unenrolled or incomplete in the Private Pro-

gram should call the Tree Advocates right away to discuss their options before eligible trees under the urgency ordinance are abated by the Town. Abatement is costly and time consuming and could place a lien on a property. New properties owners or owners who are unsure of their options are advised to call the Town right away. The Town has also applied for funding for the removal of trees that are ineligible in the Government or Private Program. If awarded, property owners will have the ability to apply for funding to remove “back 40” trees that are a distance away from a public or private road and sit on the back portion of a property. More information will be coming soon if the Town is awarded these funds from Hazard Mitigation. Though far from complete, this list illustrates the abundance of assistance that was offered to our Community. Our collective gratitude for these organizations and the indi-
viduals associated with them is deep and sincere. Sewer project continues to move forward C
hances are you are aware the Town of Paradise has been exploring a sewer project in town for several decades. After the Camp Fire, the Paradise Sewer Project was selected as a Tier 1 Town-Led Recovery Project in the Long-Term Community Recovery Plan. A municipal sewer system will incentivize economic regrowth by enabling clustered use, such as restaurants and multi-family housing, and will reduce the environmental impacts of septic systems. The Sewer Service Area, the section of town identified for sewer connection, runs nearly the length of Skyway and Clark, connected by Pearson. The Paradise Sewer Project proposes to connect most parcels in these corridors to sewer, relieving these parcels from reliance upon oftentimes failing septic systems that restrict uses and development. Before the Camp Fire, Paradise needed a sewer because perpetual onsite treatment and dispersal was not sustainable due to high groundwater, limited land availability, and poor soils. A cross-section of the Sewer Service Area shows a high rate of septic failure, an expensive proposition for residents and businesses considering rebuilding on their original footprints. After the fire, the Town of Paradise engaged HDR Engineering to explore a renewed Paradise Sewer Project. In December of 2020,

after HDR Engineering identified a regional sewer connection as the highest scoring alternative when compared to a local treatment plant, the Town Council voted to move forward with a Cooperative Work Agreement with the City of Chico. This CWA will explore a regional connection to the Chico Water Pollution Control Plant. The City of Chico’s scope of work within the CWA will be funded through a Water Board Division of Financial Assistance grant secured by the Town of Paradise so Chico ratepayers do not subsidize the study. On February 2, 2021, the Chico City Council unanimously voted to enter into
the CWA with the Town and selected their Mayor and Vice Mayor to join the Town’s Mayor and Vice Mayor in a Sewer Regionalization Project Advisory Committee. The Advisory Committee will meet monthly beginning in March of 2021 concurrent to the Environment Impact Review process that is slated to conclude in 18 months. Advisory Committee meetings will be virtual, at least initially, and facilitated by the Regional State Water Board and will be Brown Act-compliant and open for public participation. Issues the committee and EIR may consider include alignment of

To showcase the hundreds of miles of hiking trails that run through the area, Explore Butte County (EBC, the local Destination Marketing Organization) has curated a list of 35 amazing local hikes categorized by level of difficulty: Easy, Moderate and Difficult. To encourage community members of all ages to hit the trails, EBC is launching a #HikeButteCA pass program that allows users to track progress and includes a game with the chance to win limited-edition prizes (the more hikes completed, the more swag hikers earn along with more chances to win). It has been two and a half years since the Camp Fire ravaged the communities of Paradise and surrounding areas. While work to rebuild is ongoing, the dedication and passion for the Ridge is unmatched. In the aftermath of the fire, the support from around the world was instrumental in the success of the rebuild effort. However, the story is not yet over. Youth on the Ridge Community Foundation, in collaboration with Gold Nugget Museum, Paradise Recreation and Park District, Paradise Ridge Chamber of Commerce and various community stakeholders invite you to “Rediscover the Ridge … the Communities of Paradise & Magalia, California” – rediscovertheridge.org. wo years into recovery, the Town of Paradise has been busy working with businesses to re-open or open for the first time in Paradise. As our residents return, having the local businesses and services they need is important. Recently we have seen increased interest from businesses in Paradise, and we are doing everything we can to support them. Here are a few highlights from the last few months:
When CVS closed its doors in 2020, it left a large building in a prime location empty. The Town has been working with a business that plans to occupy the building in the next year after some minor repairs are complete. We look forward to making an exciting announcement about this large retail space!
Welcome to Donut Paradise! Three new shops to open
We know there are lots of rumors around Town about the future of Safeway. As it stands now, Safeway still owns the property on Skyway and Black Olive where it had prepared to build a new store prior to the fire. Right now the grocery store is waiting for the population to rebound before committing to rebuilding.

Is the DMV coming back? The Town has been in contact with the DMV since just after the fire. With the impacts of COVID-19, the DMV is assessing its future footprint in many communities, including Paradise. We will continue to work with the DMV to advocate for a physical presence in Paradise. The Town of Paradise and the Chamber of Commerce meet regularly to discuss economic development and recovery. As part of this effort, Town staff now offers meetings with anyone interested in opening a business in Paradise. During these business development meetings, Town staff reviews zoning, property information, licensing and permitting requirements as well as resources available through the Town and other sources. espite the COVID struggles, there are opportunities in Paradise Ridge real estate post Camp Fire. Of necessity, companies are seeing the benefits of remote work, including higher productivity, happier employees, and reduced overhead costs. Downsizing from large expensive office buildings that once housed workforce is a game changer. This shift is inevitably changing how we do business. But how does this translate as a benefit to our community? With so many employees now telecommuting
to work on a permanent basis, there is no longer a need for living close to the office in a high rent, densely populated area. Organized and built by four pioneering physicians as a 15bed hospital, Feather River Sanitarium represented the dreams of a great future. Growth and expansion to better serve the community drives the strategy for Adventist Health in Butte County. A broad range of outpatient services currently offers community residents access to quality healthcare where it is needed most. ast year, with Butte County in the throes of COVID-19, the Feather River Health Foundation (FRHF) helped struggling local businesses and organizations by providing personal protective equipment (PPE) resources. Supplies of masks, face shields and hand sanitizer were delivered to 28 different organizations, including the Paradise Ridge Chamber of Commerce for distribution to local businesses to enable them to stay open. The price tag for this COVID-19 Rapid Response Relief effort? Nearly $168,000.

The COVID-19 Rapid Response Relief program is just one way that the FRHF has been helping to support critical community needs since the Camp Fire in 2018. It has partnered with more than 45 organizations to address critical issues on the Ridge, such as food insecurities, Christmas gifts for low-income families, shelter for women and children in crisis, gift baskets for cancer patients and their families, sanitation supplies for organizations that offer support for clients, and increasing access to healthcare services by supporting recruitment efforts for more physicians and dentists in the community. “Our board has been very
supportive of a number of initiatives that are helping our community to rebuild,” said Joleen Levey, Philanthropy Director for Feather River Health Foundation. “We are pleased that we can help our community in so many ways, when the need is so great.” FRHF has participated with several grant requests, resulting in more than $330,000 for various healthcare needs in the community, such as transportation for cancer patients to their treatment appointments, new infusion chairs for cancer patients, support group activities and supplies, generator installation for healthcare

Adventist Health partners with Hope City to provide rebuild volunteers housing
A
dventist Health is supporting the efforts of Hope City (a division of Hope Crisis Response Network (HCRN), to house volunteers here to help rebuild the Ridge. HCRN is a faith-based humanitarian non-profit organization that serves in all phases of disasters providing volunteer services to help cleanup and home rebuild/repairs, community recovery development, and much more. Hope City is here to serve the Ridge communities following the Camp Fire, coordinating volunteer groups or individuals to support lot prep, site work and tree removal that is necessary to help homeowners to rebuild. Hope City collaborates with Americorp and works with sponsors and partners to provide housing and support for the volunteer teams that are anxious to help communities
that have been devasted by disasters. In Butte County, Hope City expects to rebuild 185 homes for families that are not financially able to rebuild without this type of help. Hope City, a member of the Camp Fire Collaborative, is currently housing some of these volunteers in the community by leasing space owned by Adventist Health. “This is an amazing example of aligning with our Adventist Health mission,” said Tim Williams, Administrative Director, Physician & Outpatient Services. “As we continue to find ways to support the rebuilding of the community we serve, we are pleased that we can partner with organizations such as Hope City.” For more information about Hope City or Hope Crisis Response Network, visit HCRN. info.

Additionally, as a non-profit organization, the FRHF receives in-kind donations to support Camp Fire recovery efforts from organizations such as World Vision. “We’re helping to create a brighter future for our community,” said Levey. “I know that 2021 will be a better year for all of us, and we are looking forward to continuing to help our

A
fter the Camp Fire, journalists struggled to describe the community that we lost. One of our most exceptional asstes that was often obscured was our thriving and impressive arts community. Wayland Road had long been home to the quirky metal sculptures of the late Stan McEtchin. Stan was an outspoken advocate for tourism as an economic driver and considered his art an attraction. Many of his dinosaurs, trains, giant flowers and beautiful custom gates survived. Theatre on the Ridge was one of the first businesses to reopen with “Radioland’s Return to Paradise.” We’ll never forget the overwhelming sense of community we all felt, laughing and crying, as we sat in the warmth of the tiny theatre, which miraculously survived the fire. For many months, Theatre on the Ridge was an island of life in a sea of burnt debris, providing an oasis of hope. The Paradise Art Center on Almond Street also survived in one of the oldest buildings in Paradise. On the 2nd Anniversary of the Camp Fire, during the pandemic, the Paradise Art Center saw record attendance as nearly 300 people stopped in to see the works of various artists including muralist Shane Grammer.
The Paradise Performing Arts Center, a 750-seat acoustic jewel, also survived and, with it, the home of two extraordinarily critical organizations – Northern California Ballet and the Paradise Symphony Orchestra. Through the lens of art, we see Paradise as a thriving, culturally rich city, nestled within the natural beauty of the foothills and wrapped in the warmth of a closely knit community. Studies undeniably illustrate that ‘the arts’ are good for business. Businesses looking to attract the best employees overwhelmingly choose locations with rich cultural opportunities. An array of arts organizations provides residents with enjoyment and opportunities to perform, attracts visitors, and provides local children with school programs to enhance their futures. We recognize that Paradise was much more than the bucolic, rural town that was often portrayed in the media following the Camp Fire. The “other” Paradise was a city of nearly 27,000 people, with a thriving arts community that included published authors, performance artists, a regional ballet company, a symphony orchestra, world-class recording artists, award-winning videographers, and the visual artists and their studios that helped Chico become named a “Top 100 Art Town”. The Paradise Arts Alliance was formed to provide these arts groups and individual artists a collective voice in our recovery and a seat at the table as we work to rediscover our Community Vision for Paradise.

hen I saw my Skyway law office burning on the newscast, it felt like a hot dagger was thrust into my heart. That was where I had lived with my wife and where our daughter lived as a baby. It was the building in which my elder abuse law practice evolved. To lose that building was beyond comprehension. So when I was contacted shortly after the fire by a well-respected legal team to become involved with legal action against PG&E, I did not hesitate. That was almost two and a half years ago. Finally, the PG&E Wildfire claims are all submitted. Now what? At this point, it is essentially a waiting game. The Fire Victims’ Trust (“FVT”), the legal entity authorized by the Bankruptcy Court to administer all PG&E fire claims within the jurisdiction of the bankruptcy action, is now in the position of evaluating all damage claims submitted through the approved “Claims Questionnaire.” There were 71,348 individual claimants. Those claimants have made a total of 230,459 damage claims. Each one of the 71,348 claimants represents an individual, a business or a trust and each claimant will have multiple claims.

It was a blustery night, and some participants on the Upper Ridge lost power partway through the meeting, but the project team received valuable input on several topics. Other issues included housing, homelessness, medical services, communications, fire safety, community-serving businesses, and infrastructure. Finally, there was a lively discussion about a building a better quality of life on the Upper Ridge. Components included new types of housing, better fire safe planning, more connectivity within the transportation network, enhancing recreation to attract visitors and new residents, increasing commerce and tourism, and community-building. One Grant at a Time – The Paradise Rotary Foundation
T
he Plantation Retirement Community is a well-known neighborhood in Paradise. With over one hundred lots located in a gated community, the development is a desirable place for retirees to live. When the neighborhood was significantly damaged by the Camp Fire in 2018, 89 houses were lost. In addition to the loss of structures, much of the community infrastructure was no longer functional. In order for individual landowners to rebuild on their property, the water infrastructure needed to be
fixed. Looking towards the future of the neighborhood, the Plantation Landowners Association reached out to the Paradise Rotary Foundation for assistance in the rebuilding process. Seeing the need, the Paradise Rotary Foundation approved a grant in May of 2020 in the amount of $87,650 to replace the destroyed water meters and water lines. The project included the costs of materials and labor to re-pipe and connect lines, and to recalibrate all meters. This project has allowed homeowners to return to their homes or begin to rebuild. On the other side of town is Moose Lodge 2227. Located along the Skyway, the

building was lost in the Camp Fire. Within a few months after the fire, in February 2019, the Paradise Rotary Foundation approved a grant of $20,000 to help the Paradise Moose Lodge repair electrical services to the RV parking area. This grant, along with the efforts of the Paradise Moose Lodge staff, allowed approximately a dozen residents to return to living in Paradise immediately after the fire. Paradise Rotarians are “People of Action”. Since its charter in 1946, the Rotary Club of Paradise has been serving the Paradise and surrounding communities by promoting and funding projects. In response to the Camp Fire during the last two years,
the Paradise Rotary Foundation has taken an active role in the rebuilding and recovery efforts throughout the community. Organizations such as the Plantation Landowners Association, Moose Lodge 2227, and many more have been funded according to their needs to do their part to rebuild the Ridge, one grant at a time. To date, the Paradise Rotary Foundation has granted over $1.1 million to local organizations on the Ridge. circuit-riding preacher named A.S. Parsons from Cherokee moved to Magalia in 1895 and began building a small church near Coutolenc Road and [Old] Skyway in 1896. The interior of the building was still unfinished a few years later when he moved away.

This chapel is used for community events, community meetings, play productions and Bible studies. The church has also been a refuge to the community in times of adversity as it was after the Camp Fire when our congregation operated the Resource & Recovery Center for survivors.

A lot was donated by the Perry family “down the road a piece” to a new location off [Old] Skyway and Glover Lane. Money was raised to move and finish the interior and add a vestibule, a belfry and steeple. At the completion of the project, the cornerstone was laid in 1904. The church remained in place until the spring of 1993 when it was moved yet again to its present location. The building was added to the National Register of Historic Places by the U.S. Department of the Interior in 1982. There have been few changes to the chapel over the years. The windows are from the 1890’s, the original bell is in the tower and the pump organ purchased from Annie Bidwell is still on the altar. The sanc-

125th Year Anniversary in Magalia!
Our beloved historic chapel at Magalia Community Church survived the Camp Fire and the Bear Fire. This historic chapel is now the oldest house of worship on the Ridge. And, it is in need of repairs!

Save The Chapel Fundraiser Inside, it needs to be painted (due to smoke damage), some flooring repaired (water damage from a door leak), electrical checked (we found some lights were strung with speaker wire!) the main entry doors repaired and repainted, the side entry door replaced, carpets and upholstery cleaned. Additionally, the 17 year old HVAC unit needs to be replaced so we can again have heat and air-conditioning for services! On the exterior, the shingles need to be power-washed and then sealed, the old non-working Christmas lights removed and replaced, and an inspection of the bell tower needs to be undertaken. It’s a long list! But we are confident that everyone who has had family members attend here, attended this church then moved away, got married here or had services here when they buried a loved one in one of the nearby cemeteries, anyone who was helped by the Resource & Recovery Center – EVERYONE who has had a tie to this little church would donate even a small amount, we can then begin the much needed repairs! Create fire-safe neighborhoods to keep our communities safe By Wildfire Ready Raccoon

ildfire is coming,” I always tell people. “Are you ready?”
At some point wildfire will threaten your home, because fire is a natural part of California’s environment. “Plan, prepare, and stay aware,” as fire safety folks say, to protect yourself and your family. Planning and preparing for wildfire is year-round work. Winter and spring are ideal for creating defensible space around your home—managing the landscape to make it difficult for wildfire to reach your house and outbuildings—and also for hardening your home with fire-resistant materials.

pine needles that accumulate in your yard, on your roof, and in rain gutters. Remove all dead plants, weeds, and dry grasses. Preparing for wildfire also means “hardening” your home, by using fire-resistant building materials and taking other steps to help your home survive exposure to flames and embers. Hardening your home also means screening building vents, the space under decks, and other areas where burning embers might intrude and ignite your home.

Establishing adequate defensible space around a house or other building means creating a landscape buffer. Removing dead limbs, plants, and weeds is a start, but you’ll also want to strategically thin or prune trees and shrubs as well as add appropriate new plants, “hardscaping,” and other landscaping features. The largest “zone” for defensible space extends for 100 feet in all directions. Within this zone mow annual grasses or weeds to no higher than four inches, and remove “forest duff,” or fallen leaves, needles, twigs, bark, cones, and small branches. You also need to establish a horizontal distance of at least 10 feet between trees and shrubs—measured from the tips of closest branches. Within 30 feet of any building, trim trees regularly—keeping branches at least 10

This year marks 100 years of the Noble family tending to the orchards that make up this is homegrown business. For Jim and Laurie Noble, owners of Noble Orchards, the past two years have challenged their “fruit stand” but not their determination to carry on providing delicious apples, peaches, pears and more to the community. “There’s a lot of power through conversation,” Laurie says, “even though we have not been able to see many people face to face.” As I’m chatting with her on the property near Pentz Road, she offers a jolly “Good morning” to a neighbor out for her morning walk. The RPF provides grants and resources to Camp Fire rebuilders By Holly Fisher Project Coordinator, Rebuild Paradise Foundation
T
he Rebuild Paradise Foundation (RPF) is a nonprofit founded in 2019, dedicated to the long-term recovery of Butte County’s Camp Fire disasteraffected areas. The RPF has developed several resources providing material assistance to recovery. These resources include two grants’ programs: the Missing Middle Grant and Septic Infrastructure Grant. Other resources include the Residential Floor Plan Library, information on Homeowner’s Insurance, Mapping tools, and Drone Services for design professionals and partner organizations. In addition to our resources, the RPF is also committed to documenting the triumphs, resilience and determination in our community through storytelling. The personal stories of residents and businesses are captured through video for inspiration and posterity. The RPF is also engaged in advocacy at the local, state, and federal levels, and we continually “pay it forward” by sharing our hardearned lessons to support other disaster-affected communities. In 2020, the Missing Middle Grant provided $263,634 to 75 households building in the Camp Fire footprint. This
grant program offers grant awards up to $5,000 in pre-construction reimbursement to qualifying households, and specifically targets survey costs and access to water and architecture/ engineering fees. Our newest grant program, the Septic Infrastructure Grant, awarded $80,850 to 18 households in the final months of 2020. This grant offers up to $7,500 to qualifying households for expenses incurred for major septic system repair and replacement in their rebuild. An eyesore that has stood, bare and unused, for years before the Camp Fire is about to become a beacon of hope for Paradise’s future. Guided by a small group of determined volunteers, Hope Plaza will be one of the first new construction projects completed in the downtown area, setting the bar for the type of warm, attractive progress that inspires community growth. The elements of Hope Plaza have been thoughtfully designed to create a place of solace and reflection while welcoming visitors with serenity and beauty. The components include ‘Hero Plaza,’ grounded by a tall evergreen tree; the Pets & Wildlife Area; Reflection Forest; and the Sphere of Inspiration, ever-turning to reveal inspirational words as it floats, impossibly, on water. Once completed, Hope Plaza will be ‘gifted’ to the Town of Paradise. Fundraising goals include endowment funds which will be used to maintain the memorial into the future.

A Stitch Above plans to rebuild on the Ridge
Camp Fire Pets Memorial coming soon to Bille Park
The residents of the Ridge will soon have a memorial dedicated to all the cherished pets and wildlife that were lost in the 2018 Camp Fire. Visit The Camp Fire Pets Memorial page on Facebook created by Gina Vultaggio Schaeffer. The page was created soon after the fire with the goal of raising $20,000 and creating a lasting memorial. Thousands of dollars were raised from individual donations and from the Paradise Animal Shelter Helpers (PASH) group. A granite memorial will be inscribed, and the Paradise Recreation and Park District has approved the placement of the memorial in Bille Park. The memorial will overlook the canyon and will provide a peaceful place to sit and remember the beloved pets that were lost to the Camp Fire. The group plans to dedicate the memorial place as soon as burned trees are removed from the memorial’s location.
Lori and Steve Crowder, owners of A Stitch Above, are pleased to announce that plans are in the works to rebuild at their old location on Skyway, across from Starbucks! A Stitch Above has been serving the Ridge community since 2013 and although temporarily located in Oroville since the Camp Fire, their hearts remain on the Ridge. The Crowders moved back home to Paradise in May 2020. Joy Lyn’s candies has gradually added confections to its menu of handcrafted chocolate delicacies, and now offers Raspberry Cream, Toffee Squares and their famous Turtles! The original Dobrich & Sons Septic Service
Dobrich and Sons Septic Service was born in 1995 with a 1981 GMC pump truck. In the early days, owners Steve and Shirlena each worked two jobs to support the venture, rising at 3:00a.m. while parenting their young family. After three years of hard work and creative marketing, Steve was able to quit his second job and hire his brother, Eric, to drive the pump truck. With the support of community, hard work, and integrity, Steve got his contractor’s license and started installing and repairing septic systems, and Shirlena quit her second job to focus full time on marketing for Dobrich and Sons Septic Service. Eric took care of the pump truck business, and Steve continued to focus solely on construction. Keeping the business within the Dobrich family, the pumping aspect of the business was sold to Eric in 2008 and became Dobrich Septic. The Camp Fire burned every bit of Dobrich and Sons Septic Service’s equipment putting them out of busines. Once again the company pivoted, training to receive Hazard Removal Certificates and carrying out debris removal for a year before restarting the septic construction service. After the Camp Fire, Eric sold the pumping side of the business, Dobrich Septic. Steve and Shirlena Dobrich continue their many years of outstanding service to the Ridge. Dobrich and Sons Septic Service intends to extend its legacy by working

Simple Gesture, “Green Bag” food collection returns to the Ridge operated by Paradise Stronger
A Simple Gesture (ASG) is a food-collection agency. Donors fill green reusable grocery bags that are collected by volunteers and distributed to our local food pantry partners. Before the Camp Fire, a Simple Gesture collected over 125,000 pounds of food for local pantries to donate to our hungry neighbors. Every two months on a specified date, donors leave the bag outside their front door. Volunteer drivers pick up the full bag of food and leave an empty bag for use during the next two months. The collected food is delivered that same day to our local food bank partners for distribution to food-insecure homes. A Simple Gesture will be operated by Paradise Stronger, a 501(c)(3) nonprofit Health & Wellness organization in Paradise. How many cool Green Bags of food do you plan on donating? Green Garden Art is back offering beautiful yard art for spring gardens In the spring of 2018, Allison Denofrio opened her business, Green Garden Art on Skyway, with the encouragement of her friend Jennifer Swiger, owner of
ParadiseROCKS. While the Camp Fire destroyed all her creations, it didn’t take her love for crafting and Mama Earth. She is now back in business, with pop-ups all around the Ridge, selling her beautiful designs while she and her husband rebuild their home. Denofrio’s love for crafting and keeping Mama Earth beautiful and healthy inspires her creations of yard art from upcycled platters and vases, cut glass ceiling fan globes and secondary-market sparkly jewelry. She says, “Since our bees need extra love, I created “Bumblebee Bars.” The shallow platters are paired with a complementary base, scattered with colorful marbles then filled with water—a perfect spot for a bee to “belly-up to the bar” for a drink. These also serve as birdbaths or feeders, or as decorative pedestals for fruit, plants or collectibles. Denofrio’s signature piece is the “Sunchime.” Strands of beads and charms hang down the center of a globe to tell a story. The top features a removable solar light which illuminates the globe at night—a fairy house in the garden or a charming night light for any room.
