What is Measure V?

Measure V is an extension of our current half percent sales tax for services such as Police, Fire, Roads, and Animal Control, that will be placed on the November 6, 2018 ballot.

What is Measure V all about?

The Town provides public services that benefit our community – such as police protection, fire suppression, emergency medical services, street maintenance and road repairs, animal control and shelter services and other necessary services that benefit all Paradise residents. Although Paradise is not a big city, maintaining these public services is not cheap. Even in the best of times our revenues are limited and we want to live within our means. Despite extensive cuts to personnel, benefits, and all non-essential purchasing, the Town’s costs are greater than its revenue. For years, prior to Measure C, the Town balanced its budget by deferring critical equipment replacement and facility maintenance. It became clear that could not continue. Living within our means has also meant maintaining services with bare minimum staffing with increasing turnover. Expiring in three years, Measure C provides 10% of the resources necessary to sustain general services. Measure C has

addressed many of the Town’s most pressing needs, but financial projections show without the extension, the Town will have to cut back police and fire budgets and forego opportunities for road projects. This is not a scare tactic, but the public needs to know what our Town will look like without the sales tax.

Why not wait until Measure C expires to put the extension on the ballot?

Already, the Town is in a holding pattern. Every penny of Measure C funds has been committed. With the recent passage of AB109 (early release of prisoners) and our vulnerability to wildfire, the community needs to understand the ramifications. Our current CALFIRE contract expires in two years. We need to know if we can afford to maintain current minimum staffing levels. Paradise voters passed Measure C for services such as public safety, roads and animal control. Measure V will ensure continued funding for these critical services.

It is truly an honor to serve our community as Superintendent of our Paradise and Magalia schools – where every student matters and every moment counts! There are many exciting things happening with the start of another school year. Over the past year Paradise Unified School District conducted a comprehensive review of our schools. Some of our schools are over 80 years old and need basic repairs and student safety updates. As part of this process, we worked with our community to develop a Facilities Master Plan. You can view the Facilities Master Plan online at www.pusdk12.org/BondMeasure-Information/index.html. We cannot rely on the State to help fund these needs. That’s why the PUSD Board of Trustees placed Measure Y, a local school improvement measure, on the November 6, 2018 ballot. Measure Y would allow us to make critical improvements at our elementary, middle and high schools as well as the

health, safety and accessibility upgrades our schools need. Measure Y requires a citizens’ oversight committee, a detailed project list and annual audits. All funds must stay local to benefit our schools and by law, the State couldn’t take any money from Measure Y. Specifically, if Measure Y is approved by 55% of local voters, it would: • Repair or replace leaky roofs, deteriorating plumbing and aging septic systems • Upgrade inadequate electrical and security systems • Replace outdated heating, ventilation and air conditioning systems • Construct and modernize science labs and classrooms

he Paradise Scholarship Foundation traces its roots back to 1956 as a community effort coordinated by various Ridge clubs and service organizations who shared a common goal: to help Paradise students with scholarships. They pooled their resources and formed the Paradise Scholarship Committee. As time went on, the Committee developed into the Paradise Scholarship Association, with membership extended to individuals, businesses and local organizations. Through the years, the Association continued to grow and in 1990, was established as the Paradise Scholarship Foundation. Each year, the Foundation awards scholarships through kind gifts and endowments from the community. Mr. Fortner brings over 30 years water treatment and water management experience to the District. Ed’s most recent position was in Berea, Kentucky, where he supervised a team of 37 employees as Utility Director for the City of Berea Municipal Utilities. Ed and his wife Rachel have recently purchased a home in Paradise and are looking forward to being a part of the Paradise community. Rachel Fortner, an attorney and yoga instructor, will be joining Ed within the next couple of weeks. PID’s former manager, George Barber, resigned in early 2017. During the last year, the District has been managed by Interim District Manager Kevin Phillips, a highly respected leader and the current CFO of the District. Mr. Fortner’s employment promises to keep the high levels of efficiency and morale currently experienced among District employees.

Chocolate Fest tops $200,000 in Support of Paradise Ridge Youth Youth organizations on the Paradise Ridge are celebrating the sweet success of this year’s 13th Annual Paradise Chocolate Fest. Leaders of the Paradise Chocolate Fest awarded over $21,000 to local youth groups. Held each May, the Paradise Chocolate Fest benefits non-profits providing educational, enrichment, leadership and recreational opportunities to youth on the Paradise Ridge. This year, twenty-three organizations benefited from the “sweet rewards” of the Fest. The Paradise Chocolate Fest was founded in 2006 by Bill and Pam Hartley, owners of Joy Lyn’s Candies, with the support of a multitude of volunteers. Since then, the Paradise Chocolate Fest has contributed over $200,000 in financial support to 45 organizations serving youth. Ranked among the top festivals in the state by Cal Expo, the Paradise Chocolate Fest is ‘choc-full’ of all day fun for the entire family. “I am proud to be a part of an organization that brings people together and gives back to the youth of our community. The Fest is a winning combination that’s as sweet as the chocolate we celebrate”, said Debbie LaPlant Moseley, Executive Director of Paradise Chocolate Fest.
