GURU MANTRA

A Piece Of Mind On MAKE IN INDIA Policy

By Gour Kanjilal It was in September that Hon’ble Prime Minister Mr. Narendra Modi Ji launched “Make in India” campaign to make the country a global manufacturing hub by attracting foreign investors. ! For this purpose as many as 25 sectors i n c l u d i n g t ex t i l e s a u t o m o b i l e s , chemicals, IT pharmaceutical were identified as focus segments under this programme. ! At present the manufacturing sector now contributes about 16-17% and the government aims to increase it to 25% by 2022 and Mr. Modi, wants share of manufacturing in GDP from the current 13-14% to 25% to catch up with China. We are far behind from China and need to catch up fast. But we also need to look into why all foreign investors will be motivated to come to India for investment. We need to see first whether we have been able to create conducive environment in which all sorts of investment will thrive. First let us look into the issues that remained as bottleneck in the p ro g re s s i ve g ro w t h i n o ve rs e a s investments. Issues:- Even now from our experience, we have found that land acquisition remains a prime issue as land primarily belong to states and state level

clearances are very slow (though Central clearance are given quite fast now days). Also the following areas, we have to take pro-active decision I. Labour Laws which though there is lot of improvement. I I . I n f ra st r u c t u re re m a i n s a b i g bottleneck even now. III. The electricity sector also need lot of revamping. IV. Banks are reeling under bad debt V. Public-Private Sector model is not working at all. VI. We have a very modest increase in FDI. Limits in Insurance, Defence and ministerial discretion and inspector intervention (though reduced) but still this is visible. This needs to be kept free from inspector raj. VII. Barely some modifications have been made, still rules and regulations

the biggest requirement of the industry in rationalization of taxes. We are immensely grateful to Hon’ble Finance Minister for taking all necessary steps to move toward GST and hope this will be in operation from April 2015. More collaborations, Networking among the stake holders in the industry are needed. There are interdependent ministries who all should be thinking on the same line. First thing Red Tape has to be fully eliminated, only then, we can think of economic transformation through Make in India initiatives. We have to ensure accountability. Our fault is that we want to put responsibility on someone else shoulder for any laps. Everybody has to take responsibility and to learn the work ethics and not put responsibility on juniors must take

Skill development programme should be a continued process, Safety norms should be there. Also Repartiation of profit norms be in clear terms. Enforcement of laws with better coordination is essential. And should be free from corruption. Help lines, one point clearance, linguistic Service assistance office, Legal experts part of this industry should be put at place. Action is the key word. Country’s Cultural factors are also to be looked into and local availability of products and procurement of raw material are to be educated to investors in advance. Local employment should be emphasized. Patriarchal mind set needs to be changed. It should be partnership on a team spirit. India should be perceived as “Very

strangle business. It may take some time (of course 6/7 months are not enough.) We need to give time for turn around (say 12 months). With Swachh Bharat Abhiyan, Smart cities, Make in India Programme, Digital India all need to click together. We also need to continue our efforts toward rationalization of Taxes, ease of doing business and cost of doing, GST will be

responsibility (at central state and municipal level). Responsibility to be fixed Government directives should be c l e a r a n d wo r k i n t h e s e n s e o f achievement not just paper pushing. Regulatory norms should be liberal and no confusion. Overhead expenses are eroding profitability. So foreign investors are shy to come forward. All these areas to be looked into on a priority basis to motivate the investors.

Business Friendly Country” and we should come up from 184th position for doing business in India to first 50 countries for doing business and that will be our real success. at the height of 40 feet. Designed by the ruler of Ahmednangar, this fort was could never be invaded in 350 years. The British and the Portuguese tried hard at getting a stronghold on the fort, but failed miserably. The Murad Janjira is the only impregnable fort in all of Maharashtra. There are water tanks inside the fort, and deep wells that provide for sweet, and refreshing water to its visitors even to this day (sweet water from a tank within the fortress that is present in the middle of the sea). Shivaji Maharaj built a counter to Murad Janjira, which is the famous Kasa Padmd fort just a little distance from Murad Janjira. The Kasa Padmd is built 2 kilometres away from the coastline. This fortress resembles a lotus. The technical skills involve transporting a great deal of building material into the sea. The easiest way of reaching Murad Janjira is by driving down the Mumbai Goa highway. The other way one can reach is by hopping onto a ferry from Mumbai (to Alibaug) and driving down the 53 kilometres to reach Murad Janjira. The MTDC resort is a recommended place to stay at. at the height of 40 feet. During the 17th century Malwan was an important centre of trade. Vengurla is 514 kilometres from Mumbai, and today it is famous for its salt pans and Chinese clay pottery. As we conclude this breath taking tour, we'd urge our readers to go beyond the commercial destinations and explore. Our country is full of wonderful destinations. NETARHAT Queens of Hills Jharkhand The queen of the Jharkhand Hills was named as “Near the Heart” by Scottish soldiers during the Raj, homesick for their moors and reminded of them by the deep forests, serpentine streams, open meadows and cool breeze of the area. Far off the regular tourist track, a five-hour drive from Belta, Netarhat with its expansive stands of pine, sal, pear and mango trees, opens out your soul, melts the concrete in your heart and lets you give into the romance of living all over again.

Voted 'Best Value Destination' For 2015 Lonely Planet has voted Taiwan as one of the top contenders for the 'Best Value Destination' for 2015 – a title that fits this beautiful island like a glove! The article says; 'Taiwan delivers great all-round value. Taipei is significantly cheaper than Hong Kong, Seoul or Tokyo, and while hotels are a bit expensive, dorm beds and homestays abound in Taiwan and camping is common in a lot of the island's national parks and forests. Floating Islands in MALDIVES A unique series of man-made floating islands - called the 5 Lagoons Project – have begun to take shape in Maldives, which will be a series of almost 1,300 islands in the Indian Ocean. The floating islands are part of a joint project that many hope will be the solution to the impending environmental crisis the islands could face over the next 50 years. The project is a joint venture between the Maldivian government and Dutch Docklands, a Holland-based firm that specializes in building everything from floating prisons to floating conference and hotel complexes and homes. The 5 Lagoons Project — 80 million square feet — will include: a private islands project with $10 million villas; a floating 18-hole golf course with an

undersea tunnel; a conference complex and hotel; 185 $1-million waterfront homes connected along a flowershaped quay as well as a separate floating island with homes for residents of the Maldivian capital. Privately financed, the project is a joint venture between the Maldivian government and Dutch Docklands. The floating islands will not hurt or touch the coral reefs and coral beds that surround the island nor the other marine life in the Indian Ocean that surrounds the Maldives.
