2022 has been a banner year for our chamber! We have attracted more members than ever, sponsorships grew, committees expanded, and our events sold out in days!
We made a promise this past year to be a CONNECTOR of Leaders and Influencers, a CATALYST for Business Growth and a CHAMPION for a Stronger Community. Our success comes from the hard work from our board of directors, staff and volunteers.

I have been embracing the unique challenges that come with my role as your Wellington Chamber of Commerce President.
Although 2021 was a banner year for retention and events, my goal has been to grow our membership substantially this year. With a solid infrastructure in place, we can successfully manage a larger investment of members while maintaining our boutique chamber feel. The larger the membership, the stronger our referral base.
One of our unique initiatives is through our small business committee: our “CHAMBER COLLABS” video series. Here, we ask Chamber members who have met and partnered up on business endeavors to send us a video letting everyone know about their partnership. This is a great tool to not only promote our businesses but to lay the groundwork in becoming a self-sustaining entity. Meaning, why go outside our own chamber for referrals, partnerships and collaboration? We have a dynamic group already in place, and I personally trust we are all making sure to employ the CHAMBER MEMBER first policy!
As you know, the vast majority of our events sold out fairly quickly in 2021. As we re-emerged from the pandemic, our members came out to support events in numbers we have not seen to date. Our 2022 events have shaped up to be the largest and most vibrant to date. With so many new businesses entering the marketplace, we want Wellington to shine as the premier destination to live, work and play, as our philosophy as a municipal and boutique chamber is to take care of our own four walls first.

ABOUT THE CHAMBER
The Wellington Chamber of Commerce was founded in 1996, one year after the Village of Wellington itself. It was founded by a group of local business professionals. Our current president is Scott Sweigart.
The Wellington Chamber was formed to focus on what makes Wellington unique from surrounding communities by emphasizing the differences, bringing a competitive advantage to Wellington merchants, and protecting those differences for all residents. In fact, it was a return to the idea that chambers of commerce best serve their communities when they are local and when they do not try to be all things to all people. It was also felt that local chambers must look to the betterment of their communities in all facets of community life and not just the business aspect of the communities. The following mission statement embodies these two thoughts:
“The Wellington Chamber of Commerce is organized to advance the general welfare and prosperity of the Village of Wellington so that its residents and all areas of its business community shall prosper. All necessary means of promotion shall be provided, and particular attention and emphasis shall be given to the economic, civic, commercial, cultural, industrial, security and educational interests of the village.”
Our Board of Directors is comprised of top businessmen and women who wholeheartedly give their time and resources to make the Chamber a more vibrant, successful and positively recognized community-based agency.
The many annual programs of the Chamber reflect a rich tradition of achievement of the goals within the mission statement. For many, the year actually starts in December with our biggest event of the year, Winterfest with Vanilla Ice! Thousands were in attendance for live musical and dance performances, ice skating on the promenade, exhibitors, shopping, delicious food, VIP Lounges and of course to sing along with our local celebrity and philanthropist Vanilla Ice.
Winterfest gives way to the coming of the New Year and the height of the "season," accompanied by much excitement for our equestrian, dressage and polo competitions. Thousands of people strong, the equestrian professionals are back, and the Wellington Chamber welcomes them in the name of our local merchants.
Early spring brings our 5K Run. Our 2022 Community 5K “HURDLE HAUL” took place at Village Park with HUNDREDS of racers, exhibitors and festivities.
In March each year, the Wellington Chamber recognizes and installs our incoming Board of Officers and Directors.
For the last 17 years, our FLAVORS OF WELLINGTON food and wine event has been held at our amazing Wellington venues, including the International Polo Club Palm Beach and the Palm Beach International Equestrian Center. In 2020, we

Beach International Equestrian Center. In 2020, we shifted our event to a mobile platform utilizing trolleys to take our participants to the exhibitor locations! People loved this format so much that now FLAVORS is a MOBILE EVENT taking our attendees around the Village to visit their local Wellington Chamber eateries and establishments.
Our committees have been on the cutting edge of new and innovative ideas in generating economic growth and change in our community. We have fought for changes in the hours businesses can operate in Wellington, helped to bring about changes to the local sign ordinances, supported the concept of the Medical Arts District and have voiced opposition to those things that would hinder the continued use of the Global Dressage Arena. We have sponsored health and wellness expos and continue the search to find the highest and best land use for Wellington development projects. We have sponsored numerous candidate forums and debates in order to keep our members better informed on the issues that affect their businesses.
The Women of Wellington (WOW) was designed specifically for our local businesswomen to provide opportunities for women-to-women networking. This committee of exceptional ladies has recently kicked off the “30 Women 30 Nights” philanthropic endeavor, which selects a different local nonprofit each month and works with it on special events and projects as well as to bring exposure to the organization.
The Wellington Chamber also offers many opportunities for local merchants and professionals to network and showcase their businesses. These are not just ribbon-cuttings but true community networking events where one can come and meet our Board of Directors, Ambassadors, your neighbor or maybe your next customer. They are innovative, exciting and effective!
Our monthly luncheons have gained notoriety in the community as innovative, interactive NOT-TO-MISS events. Each
month promises a new and “in the news” high-profile speaker addressing topics of paramount interest to our members and to the community.
Our President’s Circle Membership is comprised of top prominent local business leaders, community leaders and entrepreneurs. This trustee level of the Chamber grows every year and is a perfect opportunity to maintain a highly visible profile in the community.

PETER BARTUSKA
Peter was born in Camden, N.J., but calls Boca Raton, Fla., his hometown. He has been married to his wife, Terri, since 1988. Terri is originally from Knoxville, Tenn., but always “felt led” to the beach. She is a pediatric nurse, and they have three grown children.
Peter received his B.A. in Christian Education/Psychology from Taylor University, and his M.Div. from Westminster Theological Seminary and Reformed Theological Seminary. He is also certified in Human Resource Administration from Florida Atlantic University. Peter has been working in pastoral ministry since 1990 and has been serving at the Church in Wellington for the past 10 years. Peter is also serving as the Chairman of the Board of Knox Theological Seminary in Fort Lauderdale.
Peter is an avid runner, water lover, sometimes golfer, always reader, and loves to simply connect with people. Terri is also an avid runner, water lover, and gifted wife and mom.

JOHN D. COURIS
John D. Couris is the President & CEO of Tampa General Hospital, a nationally recognized, not-forprofit academic and research health system partnered with the University of South Florida. As a visionary leader, Couris has had continued success in building health care companies throughout the country by driving innovation, operational excellence and strategic collaborations. He is best known for creating an organizational culture that thrives on authenticity, kindness, vulnerability and transparency. Couris believes that focusing on his team’s well-being drives positive experiences for health care consumers.
Couris is in the midst of executing TGH’s largest master facilities plan in the hospital’s history, a $550 million capital commitment to bring the most advanced technology and innovative care to patients through the creation of a growing medical district in downtown Tampa. Under his leadership and in partnership with Shields Capital, the team is also launching TGH at Home, which provides patients with hospital-level care in the comfortable setting of their own home. Hospital at home programs, such as TGH at Home, have been shown to reduce costs, improve health outcomes and enhance the patient experience.
Couris is the recipient of multiple awards, including being named to Modern Healthcare’s 2022 class of Top Innovators, which recognizes leaders who are instituting innovation and leading transformative programs that improve care by achieving measurable results and contributing to the clinical and financial goals of their organization. He was honored with the 2022 Tampa Bay Chamber H.L. Culbreath Jr. Profile in Leadership Award and named to Becker’s Hospital Review’s 113 Great Leaders in Healthcare 2022. Couris has also been named to Florida Trend’s “Florida 500” list of most influential business leaders in the state.
ALEC L. DOMB
Alexander L. Domb is presently a shareholder in The Law Office of Alexander L. Domb, P.A., a law firm specializing in real estate transactions for more than 38 years. In addition to practicing law, Domb is a member of the Palms West Hospital Board of Trustees and is a former president of the Wellington Chamber of Commerce.
Born in Brooklyn, New York, Domb attended the University of Miami undergraduate school of Business Administration and graduated with a degree in Finance. He also attended the Nova Southeastern School of Law, where he received his Juris Doctor. He is presently a member of the Florida Bar and the Palm Beach County Bar Association. He also maintains a Florida Real Estate Brokers License.

JODI GAST
Jodi is the co-founder of Gast Construction Group, a full-service construction management firm specializing in commercial and residential construction as well as estate management. Jodi and her husband, Allen, built their company with the belief that supporting other local companies, organizations and nonprofits was the right way to do business, and to date that has helped their company grow and thrive. Gast Construction Group is a booming construction management firm employing like-minded construction professionals that share in the same ethics and morals the company was built on.
Jodi loves being part of the Wellington Chamber of Commerce. In addition to her President’s Circle Membership, Jodi is an Executive Board Member, the current Chairwoman of the Small Business Committee, a member of the Business and Economic Development Committee, and a member of the Women of Wellington. She was honored to be featured as a panelist at one of the Chamber’s most dynamic special events, “Not Just Jobs For the Men: Meet the Women Working In Male-Dominated Sectors,” allowing her to share her strategies for success. Jodi has been a moderator for multiple Chamber events. She loves spending time with Allen, their two sons, and their three rescue dogs. Their most recent and much-loved rescue dog, a senior hound dog named Stan, was adopted from Palm Beach County Animal Care and Control as a part of the Chamber’s “Clear The Shelters” and “Dudes and Dogs” campaigns.
STUART HACK
Stuart A. Hack, EA, MS is the managing member of Hack Tax and Accounting Services LLC. He has provided tax and accounting services to individuals and small businesses since 1988. He has worked closely with high-net-worth individuals, including investment banking executives and business owners, providing them with individual, trust, estate, business and not-for-profit tax preparation and advice. Stuart prides himself on getting to know each client well so that he can serve them on an ongoing basis.
Stuart received a bachelor’s in Mathematics and a master’s in Accounting from the State University of New York at Albany, where he also served as one of the play-by-play voices for Albany State Great Dane football and basketball. He is a member of the National Association of Enrolled Agents and the Florida Society of Enrolled Agents. Enrolled Agents are the only federal licensed tax practitioners who specialize in taxation and also have unlimited rights to represent taxpayers before the IRS.
Stuart is a past President (2019-2020) and the current Treasurer of the Wellington Chamber of Commerce. He also chairs the Chamber’s Ambassador Committee and is the former chair of the Small Business Committee. Additionally, Stuart has served on the Board of Directors of Temple Beth Torah. Stuart has been a finalist the last two years for Best Accountant in the Best of Palm Beach County contest run by the Palm Beach Post, winning the award in 2021. A Wellington resident since 2005, Stuart lives with his wife of 30 years, Diann. They have two children, Leah and Corey.
DARYL LYON
Lyon has nearly 30 years of experience as a commercial loan officer and has served business relationships at several local community banks, including Great Southern Bank, Grand Bank & Trust, Enterprise Bank, Regent Bank and most recently Flagler Bank.
Lyon is a Florida State University alum and is a past president of and currently serves on the board of the Palm Beach County Seminole Club. He earned a bachelor’s degree in Business Management. Additionally, he has completed numerous commercial lending and compliance financial training courses.
Daryl Lyon is an Executive Board Member of the Wellington Chamber of Commerce, serves on the Ambassadorial and Business & Economic Development Committees and is President-Elect for 202324. FNBCC is a locally managed $430-million-asset bank with four branches in Wellington, Boca Raton, Fort Lauderdale and Palm Beach Gardens serving personal and business clients with traditional and digital banking services, lending, mortgages, treasury management services, credit cards and more.
DERMOT MAC MAHON
Dermot P. Mac Mahon is a licensed member of The Florida Bar and a Florida Bar Board Certified Specialist (B.C.S.) in Real Estate Law. Mr. Mac Mahon graduated from the University of Miami with a Bachelor of Business Administration in Finance and received his Juris Doctor degree from the University of Miami School of Law. The law firm of Dermot Mac Mahon, P.A. specializes in real estate law, including real estate transactions and title insurance, estate planning/probate, and business/corporate law.
In addition to his law practice, Dermot is a member of the Rotary Club of Lake Worth Beach, serving as past President, current Board of Directors Member, and President Elect. Dermot also serves as Board of Directors Member and Chamber Counsel for the Wellington Chamber of Commerce. Professional affiliations include the Palm Beach County Bar Association, Attorneys’ Title Fund Services, and past Director of the Real Estate Council of Palm Beach County.
Born in Nassau, Bahamas and raised in Miami, Florida, Dermot relocated to Wellington in 2000, where he currently resides with his wife and two children. Prior to practicing law in Palm Beach County, Dermot was a partner in a successful general practice law firm with affiliated title company in Marathon, in the Florida Keys. An avid sailor, Dermot was President of the UM Sailing Club and led several trips to Bimini. Dermot’s hobbies include competing in a ninja obstacle course league, water skiing, windsurfing, fishing and tennis. In his free time, he enjoys exploring South Florida’s parks and nature trails.

DOUG MARTY
Mr. Doug Marty is the President and CEO of AirGuide Manufacturing. AirGuide Manufacturing manufactures grilles, registers and diffusers for the HVAC industry and currently employs more than 160 positions with revenues approaching $20 million. Mr. Marty is responsible for the purchase and renovation of Wellington National Golf Club and the completely restored Johnny Miller-designed 18hole golf course. Mr. Marty began in youth baseball and rose to the ranks of high school and then college through scouting, coaching and administrator duties. He was fortunate to earn two college World Series Championship rings from the University of Miami and Louisiana State University.
Doug Marty has homes in both Wellington and Fort Lauderdale, Florida. His passions are flying, boating, golf and giving back to the community. Michelle Oyola McGovern serves as Corporate Director of Government and Community Relations for Baptist Health, South Florida’s largest nonprofit health care system.
Prior to joining Baptist Health in 2019, Michelle served as a United States Senate State Director and was an 18-year employee within the office of former U.S. Senator Bill Nelson.
Michelle is past President of the Forum Club of the Palm Beaches, past President of SunFest, and a founding member of West Palm 100. In addition to being a proud member of the Wellington Chamber of Commerce, she currently chairs the Palm Beach County Commission on Women, serves on the Board of Directors of the Business Development Board of PBC and the Homeless Coalition of Palm Beach County, and is on the Board of Trustees of the Chamber of Commerce of the Palm Beaches. Michelle is a Florida native and graduate of Florida Atlantic University. Michelle and her husband, Wellington Vice Mayor John McGovern, have two daughters, Emilia and Victoria.

Dawn Quaranta is the Vice President of Regional Operations at Joe DiMaggio Children’s Hospital. She is responsible for all operations for the hospital’s newest Pediatric Specialty Center that opened in Wellington in February 2019. She is also responsible for regional growth initiatives and development.
Dawn has more than 18 years of service with Memorial Healthcare System and Joe DiMaggio Children’s Hospital. Prior to her role in operations, she was the Vice President of Palm Beach Operations and Director of Business Development and Physician Relations for Joe DiMaggio Children’s Hospital. In addition, she served as the Director of Government Relations for Memorial Healthcare System for 10 years.
JESS R. SANTAMARIA
After completing his MBA from the Wharton Graduate Business School and working with IBM in Philadelphia, Jess Santamaria and family in 1974 decided to come to our Western Communities when Wellington, Royal Palm Beach, The Acreage and Loxahatchee Groves had a combined population of less than 4,000 residents.
Jess and his wife Victoria were a young couple with three very young children who needed normal services closer to home. A few years later, Jess started planning the first neighborhood commercial development at the northeast corner of Southern Boulevard and Royal Palm Beach Boulevard. In 1981, Jess brought the first supermarket, the first major drug store, the first medical center (doctors and dentist), the first bank, the first gasoline station, the first McDonalds, etc. Business was not easy, as Jess had to survive the three economic recessions from 1974 through 1993, and the most recent (2006-2011).
Together with the economic difficulties also came opportunities. Working 80 hours a week, Jess and his wife Victoria have converted the above three projects into major successes: The Royal Inn now has 166 suites and rooms, Saratoga Pines and Lakes has 660 homes, and the “Original Wellington Mall” is very successful. Jess also has built more than 3,000 homes in Wellington, the Acreage, Loxahatchee and Royal Palm Beach and several other smaller commercial developments.
Jess has been heavily involved in many public and civic activities since his arrival in 1974, among them: Palm Beach County Commissioner (2006-2014); Palms West Hospital, Chairman of the Board of Trustees (1986-1992); Wellington Regional Medical Center Board of Governors (2002-present); Palms West Chamber of Commerce, President (2000-2001); My Brothers’/Sisters’ Keeper Scholarship Foundation (Founder); My Brothers’/Sisters’ Keeper Charitable Trust (Founder); Citizens for Open Government (Co-Founder); Crestwood Performing Arts League (Co-Founder); and Winterfest 2021 Venue Sponsor.
Today, after 47 years in our Western Communities, Jess continues all his business, civic and community activities together with his wife Victoria and eldest son Chris, who is an attorney.

MICHAEL STONE
Michael Stone is an integral part of the Wellington International (WI) team. Wellington International is the new name for the Palm Beach International Equestrian Center and the operating company Equestrian Sport Productions, recently acquired by the Global Equestrian Group based in Denmark. He holds responsibility for community outreach efforts, alongside marketing and promotional campaigns for WI. He is the representative and liaison to the United States Equestrian Federation (USEF), Fédération Equestre Internationale (FEI), and other related organizations.
Before joining the ESP Team, Stone worked for the FEI for 10 years, holding an array of job responsibilities during his tenure there. He served as the Secretary General (CEO), Sports Director, Assistant Secretary General, and Development Officer during his time in Lausanne, Switzerland. Stone also held the position of Secretary General for the Equestrian Federation of Ireland (EFI) in Dublin early in his career. A former international show jumper, he strengthened the Irish show jumping teams, serving as Chef d’Equipe and Team Manager for Irish Equestrian Teams including the Olympics and World Equestrian Games in the ‘90s.
Stone is committed to giving back and serving the community, holding multiple positions in several different committees during his time in Wellington. He was elected President of the Wellington Chamber of Commerce for 2011 and is currently a Board Member of the Central Palm Beach Chamber of Commerce. He is a member of several United States Hunter Jumper Associations and the United States Equestrian Federation Committee as well as a Board Member of the International Jumping Organizers group.
SCOTT SWEIGART
Scott H. Sweigart is the 2022-2023 President of the Wellington Chamber of Commerce. Additionally, he serves on the Wellington Chamber of Commerce Board, Business and Economic Development Committee and Equestrian Committee. Mr. Sweigart is a Florida Bar licensed attorney who is rated AVPreeminent by Martindale-Hubbell. Martindale-Hubbell’s AV-Preeminent Rating has been used to recognize lawyers for their legal ability and ethical standards for more than 100 years. Mr. Sweigart’s accomplishments include achieving multi-million-dollar results for clients. Mr. Sweigart is the managing partner of Sweigart Law Group P.A. He is admitted to practice law in the State of Florida, the Federal Courts for the Southern District of Florida, and the Bankruptcy Court for the Southern District of Florida.

ABOUT OUR COVER ARTIST BRUCE HELANDER
The cover art for the 2023 Guide to Wellington was created by resident Bruce Helander, one of the most prominent artists in Palm Beach County history.
The cover art celebrates blue skies over an energized environment perfectly suitable for equestrian activity, including images of local landmarks including a dedicated City Hall, local first-rate hospitals and polo fields, among others. The cover also features a crowd in the grandstand for a polo match as well as a group enjoying the Flavors Mobile Food & Wine event. Well-known Wellington residents include Ashley Holzer, an Olympic Equestrian medalist who is pictured on her horse named “Bliss” in the bottom center foreground (photo credit Hypomedia), and rapper Vanilla Ice (bottom right foreground), as a community volunteer.
During Helander’s almost 40-year residency in the county, he has created numerous posters and catalogs along with his distinctive collage compositions. He also was a contributor to the New Yorker magazine for many years, and he provided illustrations to the United Nations and the Vatican, among other high-profile organizations.
His collages are in more than 50 permanent museum collections, including the Whitney Museum of American Art, Solomon R. Guggenheim Museum and the Metropolitan Museum of Art. The Norton Museum of Art owns 27 collages, and honored Helander with a solo exhibition in 2003. He is a former Worth Avenue art dealer, served as an ARCOM Commissioner for the Town of Palm Beach and was vice president of the Worth Avenue Association. He is a former White House Fellow of the National Endowment for the Arts and the former editor-in-chief of the Art Economist. In 2014, he was inducted into the Florida Artists Hall of Fame, one of only two recipients in history from Palm Beach.

Wellington Regional’s newest emergency department, ER at Westlake, is a
freestanding emergency department at 16750 Persimmon Boulevard at the intersection of Seminole Pratt Whitney Road. It opened in 2019, and is staffed 24/7 with an ER physician and appropriate ancillary staff capable of treating general emergency cases from cuts and bruises to heart attacks and strokes, with the ability to airlift patients to the main hospital if needed. In 2020, ER at Westlake received the 2020 Guardian of Excellence Award for achieving and sustaining excellence in patient satisfaction.

MOTOR VEHICLE REGISTRATION
The Palm Beach County Tax Collector serves as the agent for the Department of Highway Safety and Motor Vehicles (DHSMV) for titling and registering all motorized vehicles, boats and mobile homes (commercial and private), including motorcycles and mopeds (registrations only). The Tax Collector’s office also issues disabled person parking permits.
New residents should register their vehicle(s) and obtain a Florida license plate within 30 days of establishing legal residency, accepting employment or upon placement of a child in school.
Automobiles and trucks must have at least $10,000 in personal injury protection (PIP) insurance and at least $10,000 property damage liability (PDL) insurance.
Registrations of privately owned vehicles and long-term leased vehicles are valid until midnight on the first registered owner’s birthday. You can renew up to three months before the expiration date. A delinquent fee is charged if the registration is not renewed by the 10th of the following month.
The DHSMV may send a courtesy reminder notice a month before your birthday. Nonreceipt of the notice does not relieve registrants from their responsibility to renew on time or exempt them from paying the delinquent fee upon renewal.
Current Florida residents can renew their motor vehicle registration online up to three months in advance. Nonresidents of Florida must take their proof of valid Florida insurance, along with the title, to the Palm Beach County Tax Collector office. DRIVER LICENSE/ID CARDS
Federal law now requires you to bring specific and original documentation when obtaining or renewing a driver license or ID card. You must come in person to prove identity, social security and residential address. If you recently moved to Palm Beach County, the law requires you to update your driver license/ID card within 30 days.
You can renew your driver license up to 18 months in advance. Visit www.pbctax.com for a list of accepted documents, to make an appointment or to view wait times. You can also text ‘waitpbc’ to 41411 for up-to-date driver license wait times.
The following tests are given at driver license service centers and may or may not be required for the driver license or ID card you seek. The testing chart located in this information will help you determine the test(s) you will be required to complete.
n Hearing – Drivers applying for a license who are deaf or cannot hear conversation spoken in a normal tone of voice are restricted to driving with an outside rearview mirror which should be mounted on the left side of the vehicle, or wearing of a hearing aid.
n Vision – Vision testing, using an eye machine located on the counter, is conducted in all driver license service centers. Individuals with visual acuity readings below 20/40 are referred to an
eye specialist. Color blindness will not cause any special condition for licensing.
n Knowledge Exam – 50 multiple choice questions about traffic laws and traffic signs. To prepare, review the Florida Driver License Handbook and take the Class E Knowledge Practice Test. Class E knowledge examinations are available in Arabic, Chinese, English, Haitian Creole, Russian and Spanish.
Important: Customers with Class E driver licenses that have been expired for more than one year will be required to complete the Class E knowledge exam and vision exam prior to obtaining a valid Class E driver license. The Class E knowledge exam may be completed up to one year before applying for a Class E driver license. If the period between completion of the Class E knowledge exam and application for a Class E driver license exceeds one year, retesting of the knowledge exam will be required prior to issuance.
n Driving Test – You must provide a vehicle for the driving test. The vehicle must have a valid tag, proof of insurance and pass a vehicle inspection. During the driving test, the examiner will observe your ability to control the vehicle and how well you obey traffic laws.

Seat Belts
The law states that the front seat passengers must wear seat belts. This law applies to any car manufactured since 1968. In addition, all passengers under 18 years old must wear a seat belt or be otherwise restrained by a child car seat. It is against the law to operate a vehicle if all the passengers do not meet these standards. The cost for a seat belt violation is $30. Texting and Driving
Texting while driving is a primary offense in the state of Florida, which means you can be pulled over by law enforcement and fined. Here are fines and penalties of the new Texting Law:
n First-offense drivers will be fined $30, and no points will be assessed to their driving record
n Second Texting and Driving offense within five years will be considered a moving violation and carry a $60 fine and three points on your driving record

VESSEL REGISTRATION
Motorized vessels used in freshwater or saltwater must be registered at the Palm Beach County Tax Collector’s office. You need to provide a Manufacturer’s Certificate of Origin (MCO), title or its

equivalent when you register the vessel. Florida recognizes valid registration certificates and numbers issued to nonresident vessel owners by other states for 90 days. LICENSING
Fishing
In Florida, both freshwater and saltwater fishing licenses may be required. To protect our natural resources, there are some legal minimum lengths and limits on the number of fish you may possess. There is also closed season on some shellfish and snook. To obtain a resident license for fishing and hunting, you must be a resident of Florida for six months. Residents 65 or older can obtain a complimentary hunting and fishing license when they show a valid Florida driver license or ID card.

Hunting
A valid hunting license is required for anyone taking or attempting to take game or furbearing animals. Hunters must also pay a fee to the owner of commercial shooting preserves for the privilege of hunting game. Both individuals must present photo identification (driver’s license, passport or identification card) to receive a marriage license. There is a three-day waiting period between the date the license is issued and the date the ceremony is performed, unless the couple has attended a pre-marital course or both are from out of state. Pet Regulations & Vaccinations
All dogs and cats are required to wear a rabies license tag on or before the date a dog or cat is six months of age; or within 30 calendar days of acquiring a dog or cat; or within 30 calendar days after a dog or cat resides in Palm Beach County, pursuant to PBC Ordinance 98-22. The non-sterilized rabies license tag is $75, and the sterilized rabies license tag is $15. Tags are available at Palm Beach County Animal Care and Control, 7100 Belvedere Road, West Palm Beach or from participating private veterinary offices. All dogs and cats are required to be vaccinated against rabies at four months of age in accordance to Florida State Statute 828.30. Ask your veterinarian about the three-year vaccine. Animals must have a one-year history of a rabies vaccination before a three-year rabies vaccination can be administered.
The purchase of a non-sterilized tag without a hobby breeder permit certifies the pet will not be used for breeding. Breeding dogs and cats is prohibited in Palm Beach County without a special permit. For more information, call (800) 738-3463.

PROPERTY APPRAISER’S OFFICE
Florida’s Constitution mandates that all property values must be assessed at market value as of January 1 each year. Market value is typically what a property would sell for in an open and competitive market— what a property is worth to a willing buyer
and willing seller. By Florida law, only sales transactions that occurred during the previous year can be used to establish values as of January 1 of the current year. For 2023 values we look at 2022 sales to estimate values for the 2022 tax roll. For example, if you sold your residence in 2022 for $150,000, that selling price would be used together with other comparable sales in our analysis of the market.
Homestead Exemption Services
In the state of Florida, a $25,000 exemption is applied to the first $50,000 of your property’s assessed value if your property is your permanent residence and
you owned the property on January 1 of the tax year. This exemption applies to all taxes, including school district taxes. An additional exemption of up to $25,000 will be applied if your property’s assessed value is between at least $50,000 and $75,000. This exemption is not applied to school district taxes.
When qualifying for the Homestead Exemption, you will need the following documents for all property owners applying:

Residential property owners with an existing Homestead Exemption can transfer a portion of their tax savings to a new residence. You can apply for portability when you apply for the
standard Homestead Exemption on your new property. The deadline to apply for all new exemptions is March 1 of the qualifying year. Owners of nonhomesteaded proper-ties, such as second homes, may qualify for a 10 percent exemption benefit on the market value.

Business Tax
The Constitutional Tax Collector is contracted by the Board of County Commissioners to collect Local Business Taxes. The tax is collected for the privilege of operating a business anywhere in the county, including municipalities. Anyone providing merchandise or services to the public, even a one-person company or home-based business, must pay the Local Business Tax. Local Business Tax Receipts are renewable annually July–September.
Real Estate & Tangible Personal Property Taxes
The Constitutional Tax Collector, Serving Palm Beach County collects property taxes for every government agency in Palm Beach County that has the authority to levy taxes. Property taxes are payable from November 1 through March 31 and delinquent April 1. Discounts for early payment apply according to the following schedule: 4 percent in November, 3 percent in December, 2 percent in January and 1 percent in February. Property taxes can be paid quarterly, with the first installment due by June 30. Applications
for the Installment Payment Plan are available at www.pbctax.com or by calling (561) 355-2264, and must be received on or before April 30.
Tourist Development Tax
Tourist Development Tax is collected on any unit rented or leased for six months or less, as well as on licenses granted to rent or lease a unit for six months or less. Tourist Development Tax is collected by the owners or operators of those facilities and remitted to the Constitutional Tax Collector. Tourist Development Tax is vital to our community. It strengthens our local economy by creating jobs, restoring beaches and funding art and
cultural events and professional sports facilities across Palm Beach County. Tourism Promotion, the Sports Commission, the Film & Television Commission and Cultural Non-Arts (such as the museum, zoo and historical society) also benefit from Tourist Tax Revenue. The Constitutional Tax Collector is contracted by the Board of County Commissioners to collect Tourist Development Tax.

Sales Tax
The minimum combined sales tax rate for Palm Beach County, Florida is 7%. This is the total of state and county sales tax rates. The Florida state sales tax rate is currently 6%. The Palm Beach County sales tax rate is 1%. Some counties, including Palm Beach County, impose a discretionary sales surtax in addition to the 6 percent state tax. The county tax rates can range from .25 to 2.5 percent, and are levied on the first $5,000 of the purchase price. The $5,000 limit does not apply to commercial rentals, transient rentals or services. Consumers pay sales tax and any county-imposed taxes to the seller at the time of purchase.
Tangible Personal Property Tax
Household goods are not taxed in Florida. Tangible Personal Property is assessed annually on business property such as furniture, fixtures and equipment at fair market value. The first $25,000 in value is exempt from taxation. An initial Tangible Personal Property Return must be filed to claim this exemption. Failure to file will result in the loss of the exemption and assessment of penalties. The Return DOR-405 is available to download on the website, pbcgov.com/papa. Use Tax
Unless specifically exempt, merchandise purchased out of state is subject to tax

when brought into Florida within six months of the purchase date. This “use tax,” as it is commonly called, is also assessed at the rate of 6 percent. Examples of such taxable purchases include purchases made by mail order or the Internet, furniture delivered from dealers located in another state, and computer equipment delivered by common carrier. Items purchased and used in another state for six months or longer are not subject to use tax when the items are later brought into Florida. No use tax is due if the out-of-state dealer charged sales tax of 6 percent or more. If the dealer charged less than 6 percent, you must pay the difference to equal 6 percent. For example, if the dealer charged 4 percent, you must pay the additional 2 percent to Florida. Complete an Outof-State Purchase Return (Form DR-15MO) to file and pay use tax. You can get this form from our website at floridarevenue.com. If the tax owed is less than $1, you do not have to file.
Other Taxes and Fees
Florida does not impose personal income, inheritance, gift taxes or intangible personal property taxes. However, there are other taxes and fees that, in certain counties or circumstances, Florida residents may be required to pay, such as: convention development tax, local option tourist tax, fuel taxes, communications services tax, gross receipts tax, lead-acid battery fee, new tire fee, motor vehicle fee (Lemon Law) or rental car surcharge.

Wellington’s reputation as a first-rate place to raise a family owes much to the exemplary public and private schools in the area.
From wonderful elementary and middle schools for the younger kids to high schools and local colleges that challenge the older ones, there is no end to the top-notch educational choices available.
The School District of Palm Beach County (SDPBC) is the 10th-largest in the country and the fifth-largest school district in the state, with approximately 167,500 students enrolled (pre-K through 12th grade). SDPBC has been recognized in recent years as a high-performing, A–rated district, according to the Florida Department of Education.
The Wellington Education Committee is a seven-member committee comprised of Wellington residents appointed by the Village Council. Generally, each member’s role is to monitor activities in Wellington schools by attending School Advisory Committee (SAC) meetings and reporting back to the Education Committee.
Additionally, the Village Council has approved in the budget the Keely Spinelli Education Grant. The purpose of the Keely Spinelli Grant is to assist Bink’s Forest Elementary, Elbridge Gale Elementary, Emerald Cove Middle, Equestrian Trail Elementary, New Horizons Elementary, Palm Beach Central High, Panther Run Elementary, Polo Park Middle, Wellington Elementary, Wellington Landings Middle and Wellington High with funding for programs, tutors, incentives, instructional materials and/or equipment for students in reading and/or math.
The total annual budget for the grant program is $400,000. Each of the 11 public schools serving Wellington will be eligible for a maximum of $36,363 in annual funding. The Education Committee will review and
approve all requests for funding prior to each school receiving grant funds. Allocated funds will be kept in a segregated account within each school. Any funds not encumbered by December 31 may be utilized by the school for allowable expenses during the current school year. Schools with unencumbered funds must identify the proposed use of those funds prior to receiving current year funding. All funding must be approved by the Village Council prior to disbursement of funds.
Eligible schools are required to submit a proposed, prioritized budget with the application for final approval. Schools will be eligible to utilize funds for consumable curriculum materials (study guides and/or academic workbooks, etc.), incentives including transportation to encourage students to attend after-school academic programs, tutoring, any direct educational purpose and for equipment such as computers or tablets, etc. Schools can also use the funds for personnel (tutors) to supplement a salary that is not already budgeted by the School District. Schools will be required to submit invoices for all expenditures by February 1 of each funding year.
The Education Committee also gathers input on issues that may affect children attending Wellington schools and reviews programs as requested by the Village Council. For more information on the Wellington Education Committee, please contact Paulette Edwards at 791-4796.

New student registrations and transfers will continue to follow the instructions below. The Welcome Center, located at 3300 Forest Hill Blvd., Building E-4, West Palm Beach, will continue to provide support as needed, but schools should be the first option for registration assistance for new registrations.
1) Visit arcgis.palmbeach schools.org/ arcgisportal to find your school.
2) Enter your home address. This will bring up the zoned elementary, middle and high school for your address.
3) Under the listing for your school, select Request Registration Information to contact the school to request information to register your child.
4) Once you’ve made contact with the school, the registrar will supply the registration packet and provide further information about completing your child’s registration. For students who are new to Palm Beach County, required documents include the completed registration form, proof of residence, record of immunization, record of physical, proof of birth (birth certificate, passport, religious records) and any additional helpful documents, such as information from the child’s previous school.
Additionally, parents have the option to contact the school by phone or email to obtain the registration packet, and appointments will be made to drop off or complete the registration packet. The District looks forward to welcoming your child to the A-rated School District of Palm Beach County.

Florida Certificate of Immunization, Form DH 680, is the only document that schools are permitted to accept as proof of immunization. Vaccinations may be obtained through your local physician, primary care clinic, or Palm Beach County Health Department Health Center and/or Palm Beach Health Department Immunization Van located throughout the county.

Your medical records are yours, and you have the right to see them. If you are ready to take control of your medical records, here are some tips that can help you:
n Keep your own records: Make notes of your health care visits, and what was said. You can also make notes of your prescriptions. Keep your own records, and you will know what is happening.
n Get a full copy: Before you leave any appointment, ask for a copy. From blood tests to dental records, there is no reason why you cannot have a copy of your records.
n Be organized: Organize your records so that you know where they are. Have a system in place that allows you to find them quickly.
n Keep your records safe: Make sure your records are in a safe place. You want essential records safe from damage and from theft.
n Know your rights: You own the information in the medical records—even though the health care professional owns the actual document. Realize that you have control over the information.

Drinking water, holding your breath and even getting scared have been attributed as cures for hiccups. When those old tricks don’t work, try swallowing a teaspoon of dry sugar. SUNBURNS

The fat and protein in the milk act as an anti-inflammatory while the cold temperature reduces swelling by causing blood vessels to constrict. SEA LICE BITES
Any Florida resident or past visitor can recognize the telltale signs of a sea lice attack. The agonizingly itchy red bumps can drive even the biggest beach bums away from the ocean. Don’t let those little sea creatures keep you away. The next time you get bitten by sea lice, soak a sponge with a mixture of water and either vinegar or meat tenderizer. Then, gently apply to affected areas. These acids neutralize the venom in your skin to relieve itching. THE DOS AND DON’TS OF DIETARY SUPPLEMENTS
Dietary supplements have a reputation of being exclusively for the elderly.
This myth leads people to believe they do not need to take supplements if they aren’t senior citizens, but people of all ages can benefit from dietary supplements. Supplements can boost immune systems, act as an anti-aging aesthetic and delay or prevent conditions such as osteoporosis or heart disease. Supplements can even give you more energy by supplying your cells with the right nutrients.
Get out your pillboxes, people, because it is time to start integrating supplements into your routine. But before you get started, you need to know how to take supplements safely. Here are some guidelines to follow when taking dietary supplements:
Dietary supplements are not a replacement for a healthy diet
For people who are vegan or lactose-intolerant, calcium and other supplements can provide the necessary amounts of vital nutrients. However, a variety of supplements will not replace a healthy diet. Food gives the body a combination of vitamins and minerals that work together to promote health. Supplements cannot replicate this relationship between the nutrients found in food. Supplements are only meant to fill in the gaps in your diet. It is important to maintain a healthy diet of fruits and vegetables even when taking dietary supplements.
Stick to the dosage
People think that since supplements are good for you, the more you take the better it is for your body. That idea is incorrect. Some supplements will have no greater effect if you take more than the recommended dose. In this case, taking more is a waste of money. Others have harmful effects. Keep in mind that “natural” or “organic” does not always mean “safe.” Always read the label to make sure you are only taking the recommended dose.
Be aware of the purpose and possible consequences of taking supplements
Never take supplements for no reason. Talk to your doctor about what supplements will make your diet well-rounded before taking what you may think you need. Also be aware of the vitamin or mineral’s unintended effects. Calcium is a popular supplement taken to prevent osteoporosis. According to Harvard Medical School, recent research studies have found substantial evidence that calcium supplements increase the risk of heart disease. Although nothing is proven, people with heart problems would be wise to stay away from calcium supplements. It is important to know what the supplement is and what it does in order to safely consume it.
Be careful pairing supplements with medications
Some supplements can counteract medications, which can be dangerous for people with certain conditions. Vitamin K is known to interfere with blood thinners, and calcium supplements are known to interfere with thyroid medication. Always ask a doctor before pairing a supplement with prescription medication.
RECREATION & TOURISM
The Village of Wellington’s Parks and Recreation Department is nationally accredited and offers state-ofthe-art leisure facilities, including impeccably maintained athletic fields that host various state and regional championship tournaments. Village Park is the main regional park and athletic facility within the Village, which encompasses more than 114 acres, including two gymnasiums with three full-sized basketball courts and activity space. Village Park plays host to regular community events such as Food Truck Thursdays and a Saturday concert series.
The park also contains two lighted hockey rinks (one outdoor, one covered), 19 multipurpose athletic fields, six concession buildings, a skate park, two and a half miles of lighted recreational trails, and three rental pavilions.
Adjacent to Village Park is Peaceful Waters Sanctuary, which was originated by Utilities Department staff. The Sanctuary consists of 1,500 feet of boardwalk and one mile of walking paths. It serves as an overflow system for the deep well and consequently serves as a natural replenishing source for the water table. The Sanctuary has attracted numerous varieties of birds and other wildlife. Tiger Shark Cove Park contains a youth softball complex and a unique playground that was funded and constructed by residents of the community.
The Wellington Community Center boasts 20,000 square feet of space that can be rented and utilized for business meetings, weddings, parties and seminars. The community center also features an Aquatics Complex with water slides, spray ground and a 50meter Olympic-sized pool. The Wellington Tennis Center features 21 self-irrigated Har-Tru courts and a pro shop and is staffed with a full-time tennis professional.
The Wellington Amphitheater is a 3,200-square-foot facility, which includes a state-of-the-art sound and lighting system. Adjacent to the Amphitheater, Scott’s Place Barrier-Free Playground is designed to meet the needs of both able-bodied and disabled children.

The Winter Equestrian Festival runs from Jan. 4-April 2, 2023, and is the largest and longest-running event in horse sports. Wellington International is an equestrian venue known throughout the world. The Center encompasses a total of 500 acres, and the competition arenas alone cover 80 acres. In all, there are 18 arenas, and the main International Arena is surrounded by stadium and box seating as well as hospitality pavilions. EQUESTRIAN COMMITTEE
The primary purpose of the Wellington Chamber Equestrian Committee is to promote, enhance and support the equestrian industry in Wellington. According to the Palm Beach County Business Development Board, the equestrian industry annually brings in more than $180 million to Palm Beach County.
Wellington has long been the flagship for the equestrian industry in Palm Beach County. With the founding of Palm Beach Polo in 1978, the equestrian impact on Wellington has created a unique character to life and business here. Wellington serves as an international competition destination for polo, hunters, show jumping and dressage.
The Winter Equestrian Festival offers the most significant prize money in the world’s largest and longest-running international hunter/jumper series. In addition, the Global Dressage Festival hosts a series of FEI competitions to its roster of events, offering unprecedented prize money and drawing top European riders to Wellington.
In July 2021, Denmark-based Global Equestrian Group, led by Andreas Helgstrand, acquired the Palm Beach International Equestrian Center in what was described as an unprecedented partnership with the current ownership group to develop international equestrian sport.

The USPA has acquired 161 acres from WEP Polo LLC and WEP Polo Operations LLC, including Fields 1 through 5, the IPC grandstand, the Pavilion, the Mallet Grille, the Seventh Chukker, the USPA Clubhouse shop, the Outback Field, the Outback facility, and the IPC social club and its facilities, including a swimming pool, gym and tennis courts.
The property is now The USPA National Polo Center – Wellington (“NPC”).
The purchase brings to life the USPA Board of Governors’ vision of a USPA-owned “Sunday Field” that will serve as the permanent center of polo in America and set the standard for excellence in polo. That vision was first articulated by USPA Chairman Stewart Armstrong in an essay called “The Sunday Field” that appeared in the Spring 2020 issue of Hurlingham Polo magazine. The National Polo Center (NPC) enables the United States Polo Association to showcase its tournaments, develop American players, and sustain an environment that will retain and attract new players through the promotion of excellence. First-rate facilities including five fields, the Grandstand, restaurants, clubhouse, social club, swimming pool, gym and tennis courts create the hub in Wellington, Florida for world-class equestrian competition.
Grand Champions Polo Club caters to men, women and youth polo players at all levels. Its expert staff can customize a complete playing experience including horses, pros and certified umpires in addition to lessons and practice sessions as part of its Polo On Demand program, the only polo club in the U.S. to offer the unique program.

PLANS FOR THE FUTURE WITH EXCITING NEW DEVELOPMENTS
BY ELAINE SHUSTERMost residents of Wellington are familiar with Wellington International, the world-renowned equestrian venue located in the Village that recently rebranded and changed its name from the former moniker of Palm Beach International Equestrian Center.
Known as one of the world’s premier destinations for equestrian enthusiasts, the venue is hot off a noteworthy 2022 Winter Equestrian Festival (WEF) season, but the team behind that success is already putting into motion new and exciting plans for the 2023 winter equestrian season in Wellington in order to enhance its scope of offerings. Now owned by the Global Equestrian Group (GEG), the 2023 WEF will exhibit the first round of major changes instigated by GEG, which will be enjoyed by riders and spectators alike.
“The Winter Equestrian Festival started here in Wellington in 1974, made its home here at our facility in 1989, and has continued its unprecedented growth ever since, along with the entire Village of Wellington and Palm Beach County, to become the pinnacle of equestrian competition throughout North America and beyond,” commented Michael Stone, President of Equestrian Sport Productions, which operates Wellington International. “We take great pride in our designation as the Winter Equestrian Capital of the World and have enjoyed welcoming thousands of exhibitors and visitors each year to experience the joys and thrills of the sport. Now with the support of the Global Equestrian Group, we will be able to further expand upon that foundation to create an equestrian facility that rivals the best in the world.”
The first step in the long-term plan for the venue was to change the name and branding of the venue to represent its commitment to entering the next era. For years, the proximity and association with Palm Beach benefited the equestrian property as it aimed to attract customers and spectators that frequented the island, but the decision to remove Palm Beach from the name was a conscious one by the management team.
“When the Palm Beach International Equestrian Center was first founded, it relied on the reputation of the popular tourist destination of Palm Beach to bring participants and fans out to the horse shows,” remarked Vaneli Bojkova, Executive Vice President of Equestrian Sport Productions. “Now that the venue and community of Wellington have become their own lifestyle, sport and tourist destination not just nationally but internationally, we felt strongly that the town name should stand on its own, thus the new name of Wellington International.”
The 2022 winter season featured a particularly impactful WEF for the local community, with the total economic impact measured at $304 million, an increase of six percent and nearly $20 million from 2020. In 2022, the participants who came from outside Palm Beach County generated 195,671 room nights during the event, which attracted competitors from at least 40 states and more than 35 countries. This multitude of visitors to the
Wellington area bolstered the local economy as tourists shopped, dined and patronized local businesses.
Looking ahead to the 2023 winter festivities, the WEF team is pleased to incorporate a number of fresh elements to the hospitality offerings and equine accommodations, among other updates. While Wellington residents have come to know and love the excitement of Saturday Night Lights, the team at Wellington International is excited to unveil a new offering that is sure to be a fan favorite: Sunday Brunch. During select Sundays of WEF— weeks 3, 5, 7, 9, 10 and 11—the newly named Blue Ribbon Club, previously known as The Suites, will host an elegant gathering overlooking the show jumping competition in the International Arena. Guests will be able to enjoy an extensive brunch buffet, open bar and a complimentary glass of champagne.
On the equine front, there are three new permanent barns, and four existing barns were renovated. With the construction being led by IDA Development, the original permanent barns 1-4 will include new BarnWalkers Stalls, Equitan Flooring, remodeled bathrooms and increased airflow, among other upgrades. Tents 1, 2 and C have been replaced with beautiful permanent stables to keep riders and their horses more comfortable. In total, this adds more than 100 new stalls to the total inventory, meaning more competitors can experience WEF, and additional visitors to the county will contribute to the local economy.
“We have spent the first year of our ownership of Wellington International understanding how things have been done in the past and recognizing the areas in which we can improve. These insights have helped us to formulate a grand vision for the venue, and we are thrilled to be in the early stages of our long-term plan,”
said Andreas Helgstrand, Founder and CEO of GEG. “Visitors to the 2023 Winter Equestrian Festival will notice upgrades to the permanent stabling, the hospitality spaces and the riding arenas, but these items are just the first baby steps in a much larger and more ambitious strategy.”
The full scope of the long-term plan at Wellington International won’t be fully realized for a few more years, but early reports of the construction plans are a horse lover’s dream. Proposed facility blueprints include doubling the acreage of the facility’s land, which would allow for a second equestrian center, complete with a stadium, grass derby field, and extensive amenities for guests, to be built directly beside the original property. The size and capabilities of the venues, which could be used independently of each other or as one unit, would be able to comfortably host hunter/jumper and dressage shows concurrently. Additionally, the impressive early renderings showcase modern spaces for shopping and dining, plus enhanced opportunities for hospitality offerings and VIP luxury, offering a comfortable experience for everyone, even those with no horse sense.
As the team at Wellington International looks to the future and makes plans to better serve its participants and community, they are committed to setting new standards for the venue, as well as equestrian sport, guest experiences, entertainment and innovation. Exciting changes are coming for this storied venue, and the Wellington community that supports it will be the first to experience all that the new Wellington International will have in store.
