Foreword Each society is judged by the outside world on how well responds to the needs of the most needy members of that society (the poor, the sick, the old) and above all to the needs of those without a voice: the children. One of the main guiding principles of the Pata-Cluj project is the conviction that all children should go to school. Schools should be a safe space where children feel they are welcomed and appreciated. Schools should also provide proper conditions for learning, with a lot of creative activities. Part of studying is doing homework, which can be most efficiently done in a proper, warm house, with a distinct space where children can work. Over 800 children from Pata Rât lost the opportunity of studying properly, as they live in a toxic and isolated area, without any basic infrastructure. Access to quality education, health services, healthy and safe environment and decent housing is a precondition of bringing children up properly. This implies adults’ access to dignifying employment opportunities and belonging to social protection network, the feeling of being an integral part of the society and a strengthened social identity. We strongly believe that social inclusion is possible only through a social transformation in which every institution, decision maker, community and family assumes its transformative role. Pata-Cluj is a pilot project, aiming at facilitating the relationships between those most affected by the structural problems of our society, economic inequalities and discrimination of the most vulnerable population, especially the Roma, and those who have the legal responsibility to guarantee that the rights of every child and every adult citizen are respected. The project thus brings a contribution to the efforts targeting the social inclusion and desegregation of the Pata Rât communities, possible only in the larger context of efforts made on behalf of the Municipality of Cluj-Napoca. In tackling the structural problems the project uses the method and perspective of restorative practices. In practical terms it carries out interventions and offers services which address the individual, family, community and institutional needs on an inter-sectorial level.

In the vision of the Community Association of Roma from Coastei, Pata-Cluj is the first project implementing a complex set of interventions and actions at community and institutional level intended to provide support and empowerment to the people from Pata Rât communities. Among the interventions and the activities carried out within the project we consider the housing as the most important and needed component for the communities. Especially because during the past 46 years less than 5% from the social apartments of the municipality were given to people living in Pata Rât. Thus, less than 5 of the 300 families from this segregated area moved to such apartments during these years. The 32 apartments planned to be built within the project cover more than 10% of the needs for decent housing. These apartments will ensure the reintegration and social inclusion for 32 families, equal opportunities on the labour market, and they will facilitate the access to quality education. Moving back into the city itself has fewer chances to solve the desegregation. However, we are convinced that the set of interventions and services provided by the project will ensure the necessary support for the benefiting families. We wish similar programs to be implemented by the local and national authorities in the future, eventually using the Pata-Cluj project as an example of best practices for continuing the housing desegregation.

Since our organization was established 17 years ago by a group of dedicated volunteers, Habitat for Humanity Cluj has been bringing together people and resources in order to build and renovate decent and simple homes for low-income families. Year by year, our organization has revealed the power that the inhabitants of Cluj can bring together in helping families who live in inadequate housing conditions. Our role in the Pata-Cluj project is to create spaces for homes and activities. First of all, we create a space where long-term connections and relationships can be established between inhabitants of other neighbourhoods of Cluj and the members of the communities living in Pata Rât, called Youth Centre, located on the Locomotivei street. The renovation project will bring together volunteers of all ages and professions to build a cultural and educational site for youth who need a place where they can build friendships and exchange experiences to help them in the future. Secondly, the housing component is an important thread within the Pata-Cluj project, but it is only one of the issues addressed by the project. Thus, within the framework of the Pata-Cluj project, our organization will build apartments for 32 families currently living in Pata Rât without all utilities and without the certainty that during cold seasons they would have a warm place to rest at or where their children can learn. It is hard to speak about a decent life for the most vulnerable group in Cluj-Napoca without speaking about education, workplaces or well-being. Our experience proved that it is hard to perform well at work when one cannot rest at home; it is hard to achieve at school when you do not have a quiet place where to do homework. A decent home does not change everything, but it can be a start. What we are dealing with are interconnected needs, which call for an integrated approach. The team, the partners and the supporters who gathered around the Pata-Cluj project bring their own experience and knowledge in order to contribute to the solving of the most pressing problem of our city. We are grateful for each contribution and each volunteer joining us in our mission for providing decent housing. We warmly invite you on the construction site, in order to build together a Cluj for all!

The cultural activities carried out within the Pata-Cluj project reflect the way we intend to contribute to the cohesion of the Pata Rât communities, and further to generate better relationships between those who live in the area and the inhabitants of other neighborhoods of Cluj. We count on arts’ and on cultural processes’ function to connect people, generate reflection and dialogue, communicate emotionally, mobilize constructive energies – may it be a talent, vocation or curiosity – and create meeting spaces. The impacts of these processes can be seen on social, educational and civic levels alike. The activities include creative workshops, artistic interventions in the public space, puppet-shows, design, crafting and urban furniture building workshops in Pata Rât, football championships, talent shows etc. Regardless of the type of the event organized within the framework of the project’s cultural component, or of the addressed age category, the most essential is to create human contacts and shared experiences between people who live in Pata Rât and those from other parts of the city. In order to ensure the implication of both communities, the project integrates participatory methods and instruments: participatory curatorship, community and cultural facilitation, open call for artistic and cultural projects and volunteering. Participatory curatorship ensures the relevance of activities regarding the needs and interests of the community. Cultural facilitators, members of the project team, ensure the communication and permanent consulting with all the implied parties, during the entire duration of the cultural projects. Through open calls and the invitation to volunteer in activities, all members of the two communities, artists, cultural producers or simple citizens are encouraged to contribute to the definition of cultural meeting points. The focus point around which cultural activities are conceived within the Pata-Cluj project is the necessity to build human relationships, good quality and enduring microsocial relations, in order to reduce the social, cultural and spatial distances, and to enforce the fact that Pata Rât and Cluj-Napoca are both parts of the same city.

Background

The Pata-Cluj project promoted by the Cluj Metropolitan Area Intercommunity Development Association addresses the population of Pata Rât area, approximately 300 Roma families who live in extreme poverty and deprivation at the outskirts of Cluj, near the garbage dump of the city.

The intervention within the project addresses the community needs convergent with those expressed by the inhabitants of the settlements on the occasion of the consultations held during the preparatory phase of the project*:

The activities of the project had a direct impact in the first 14 month of implementation on approximately one third of the total population of Pata Rât (about 700 people) through different activities as described further. Pata-Cluj project fully named ‘Social interventions for the de-segregation and social inclusion of vulnerable groups in Cluj Metropolitan Area, including the disadvantaged Roma’ is financed through the ‘Poverty Alleviation Program’, by the Norwegian Financial Mechanism 2009-2014, with the total amount of 3,170,500 euro.

Project strategy The project promotes coordinated interventions necessary for the resettlement and the social inclusion of marginalized Roma in the following areas: formal and non-formal education, social work, employment, adult education, social housing, community empowerment, youth and culture, community security, project development. The focus is equally divided between the community and the institutional facilitation which run in parallel, matching the Top-Down and Bottom-Up approaches in local development. In practice, our approach is reflected in three ways of action: •

horizontal networking, by involving all stakeholders and nurturing sectorial and inter-sectorial partnerships;

facilitating high levels of community participation, aiming to lead to citizen involvement and ownership;

community coaching through a participatory design built on the experience of the last two years of work.

We are aware of the risks which both the project-based and the policy-based approaches pose. However, in case of a policy gap and insufficient know-how in the field of integrated social interventions we still see these approaches (those based on the project as well as those based on public policies) as complementary when working with marginalized communities as Pata Rât.

Identity documents for all

174 persons with new identity papers

38 people started registration for birth certificates

Until now, 174 persons have been facilitated access to procedures for obtaining identity papers. The legal procedures of late birth certificate registration were initiated for 38 persons, out of which 18 for adults and 20 for children. Of the 4 communities that reside in the Pata Rât area, 3 live in so-called informal houses consisting of improvised, self-erected wooden constructions, without any running water or proper heating. According to the law, people in these types of dwellings are not entitled to regular ID papers, valid for at least 10 years, but only to temporary ID cards, which need to be renewed every year. This situation places a considerable burden on the families in Pata Rât, both financially, but above all regarding the cumbersome bureaucratic process of renewal, which for most people is prohibitively frightening. This team believes that respectful assistance and encouragement in all stages of this process will eventually lead to the empowerment of the persons from the Pata Rât communities, who thus would be able to navigate on their own a more familiar system of public administration.

Coordinated case management based on inter-institutional networking Case managers’ vision involves offering a coordinated intervention by a multidisciplinary team through which families feel empowered in identification of their social, psychological, occupational and educational needs, in searching for resources and implementing solutions. The case workers from the project have made complex assessment, in collaboration with the Directorate of Social and Medical Assistance under the Municipality of Cluj-Napoca, regarding the needs and the resources of the families. They also offer assistance based on an intervention plan made for 160 families. The intervention plan contains actions and activities to prevent child’s separation from the family and school drop-out, to search for jobs and possibilities to improve of the financial situation of the families, to strengthen the parental capacities. Within 13 months, legal assistance (legal counseling and court representations for divorce cases, custody etc.) and facilitation to access social rights have been offered through the project for 105 persons.

We aim to support families in accessing their citizens’ rights and respecting their obligations by creating a connection between services, institutions and families where we are the translators of the institutional messages towards the families and back.

Education for children and youth In our work, personalized and differentiated education of children is one of the answers to school integration of children from Pata Rât. Respecting individual differences leads to creating learning situations that allow children to progress and reach the same objectives by different means. Since the beginning of the project in 2014, school aged children from the most deprived families have been supported to attend school. Thus, 14 children and their families who live on the landfill benefit from full support on a daily basis including hygiene, transportation, food, clothes, after-school activities, speech therapy, and group activities. Parents are encouraged to get into contact with the schools, but also to meet Roma role models, including members of the Pata–Cluj team. 43 children of pre-school and school age are involved in leisure activities during vacations. 45 children and adults are enrolled to “Second chance” program. On institutional level, the educational team organizes meetings with teachers, principals, mediators from the schools attended by children from Pata Rât communities, targeting prevention of school drop-out but also to support parents to enroll their children to schools in the city of Cluj and to have access to inclusive education.

It is currently more and more obvious that schools have to adapt to the child’s specific needs and particularities; and that requires a good knowledge of the family and of the child regarding the abilities, habits, interests, intellectual potential, personality traits etc. On the other hand, beyond these individual features we consider very important that each tutor gets acquainted with the socio-cultural background of the child’s family.

Community security In order to secure the safety of the community we signed a partnership agreement with the Cluj County Police Inspectorate. It stipulates the collaboration grounds between the Pata-Cluj project and the Police Inspectorate and the terms of implementing of a community safety plan. As part of the agreement we offered training on structural violence to 5 police officers and 15 social workers from the Directorate of Social and Medical Assistance. Within the 16 days of activism against gender-based violence campaign the Pata-Cluj Project addressed, as the main organizer, the issue of ethnicity and institutional response to domestic violence. Events were organized both in Pata Rât and in other parts of the city to raise awareness, responsibility and sensitivity for the needs of domestic violence survivors. Thus, the Women’s Café, the legal and financial counseling sessions, the story-telling for children and the youth activity gathered at least 50 children, youth and adults from Pata Rât.

Employment Information and counseling People from the community are constantly informed through the weekly counseling program about new work and training opportunities. 111 people from the communities in Pata Rât benefited from vocational guidance and counseling services. During the counseling sessions the employment team evaluates the educational level and the previous work experience, encourage people to find ways for self-development, helps to build a CV, gives useful information about job interviews and hiring regulations. In our interactions with the employers we built a database that consists of 130 companies which are contacted regularly in order to identify new job op-

portunities and send them new CVs. For those jobs that require a written examination we offer special training. The Global Career Fairs in Cluj (12-13th of May and 20-21st of October 2015) were used as opportunities to present the project and the work force from the communities from Pata Rât and to connect with future employers. The events have proved to be a good awareness raising tool also towards the general public who learned about the situation of Pata Rât. Approximately 300 people from Cluj visited the project stand, out of whom 55 of these registered for receiving Pata-Cluj newsletter and 38 offered their time for volunteering activities.

Our vision is to improve the community members’ employment level through ensuring access to decent jobs and offering high level of support to get and keep the job.

Job mediation So far, the employment team accompanied to job interviews and offered support to 75 people from Pata Rât. Of these 75 people, 24 were hired. We also provided support for preparing the documents for employment. The team keeps contact both with employees and employers to discuss work-related issues in order to prevent dropout.

Enrollment in vocational training programs The employment team has identified several organizations that provide vocational training suitable for the people from the Pata Rât communities’ needs and skills, and facilitated the enrollment for the interested persons. One of the project partners, Habitat for Humanity Cluj, developed a vocational training program in the domain of constructions. Thus, starting mid-July, 28 young people from Pata Rât have been enrolled in a four-month program at the end of which they could get employed on the Habitat site for the renovation of the Youth House, on the collaborators’ construction sites, as well as on the construction sites of the Pata-Cluj project social apartments.

Community based interventions

Community facilitation is the core activity of the integrated approach promoted by the Pata-Cluj project, since it aims at empowering community members to stand up and organize themselves in order to demand from the state the frequent rights and services that the Roma populations are often refused. Another desideratum of the community facilitation component is the gradual decrease of the dependency of the community members, be it towards the state, but more likely towards other NGOs and private benefactors. Community based interventions have begun with mobilization of the Municipality for solving the most urgent problems of the communities from Pata Rât with community participation. Thus, a series of actions undertaken by the Municipality aimed at:

Mobilization of the companies from Cluj-Napoca for donating school supplies for all pupils from Pata Rât

Awareness raising campaign targeting the business community of Cluj was carried out in August-September 2015, with the scope of informing on the situation of the children from Pata Rât. As a result, 13 companies from Cluj donated 223 fully equipped schoolbags, thus covering the needs for school supply of all pupils from Pata Rât.

Handling the emergency situation caused by the closing of the landfill The final closing of the landfill from Pata Rât on June 26th, 2015 created a difficult situation and threatened the safety of approximately 720 persons who financially depend on the garbage dump and rely on it as their only source of income. This outcome threatened the life and health of the community members who live there. The Pata-Cluj project called for the implementation of coordinated measures and urgent actions on behalf of the authorities and allocated additional resources aimed at reducing the effects of the closing. Through institutional facilitation, bringing together multiple actors who are active in Pata Rât (community members, institutions and NGOs) the

project supported the Municipality of Cluj to respond to the crisis. The Pata-Cluj project paid special attention to those who were directly affected by this crisis by redirecting resources and developing complementary activities for those needing them most. Persons who lacked identity documents and could not access the emergency aid provided by the Municipality were helped through the project with food and drinkable water. Those two communities which were most affected by the closing of the garbage dump had been given priority in all project components, i.e. job mediation, obtaining ID, educational activities for children etc.

Housing Besides politics which support the broadening of criteria in order to facilitate the access of vulnerable families to social apartments, we also need politics explicitly targeting the territorial desegregation and the social inclusion of the most disadvantaged and segregated communities of the towns. Therefore we consider that next to regular social housing policies, there must be in place programs explicitly targeting to the most vulnerable communities. The housing component of the project began in September 2015. Since then we looked for and identified building sites, we held informing sessions with each community on housing, and began the consultation process with institutional stakeholders. 32 social apartments will be built by Habitat for Humanity Cluj, partner of the project. In order to avoid the formation of new ghetto-type areas in the city, the project plans the construction of these apartments on four different land parcels in four different areas of the Cluj Municipality and Metropolitan Area. The areas should have access to public transportation and all the necessary utilities.

Given the fact that the housing situation is complex and sensitive, a special attention needs to be given to the distribution criteria of these houses, to the evaluation and the selection of the beneficiaries. Therefore, a stakeholders’ commission will be formed and constantly consulted on methodological and procedural issues. The housing component will be closely related to the employment component. As for the administration of the new social houses, the project promoter will own and administrate them.

The Pata-Cluj project aims at planning and implementing coordinated interventions needed for the social inclusion of the marginalized communities of Pata Rât, including the piloting of participatory social housing. Within the framework of the housing thread, 32 apartments will be built/purchased outside Pata Rât, granted exclusively for the communities living in Pata Rât. Annual Report 2014/2015 • 33


Artistic and cultural interventions Community consultations The topics of interest for cultural activities have been identified during the consultations that took place in March 2015. During these consultations people from Pata Rât showed interest in: traditional dances and theatre, cooking, movies, music, ballet, drawing, cultural exchanges with the majority, traditional clothes and crafts. During 2015 cultural activities and actions were planned and discussed with the interested members of the community who initiated and/or got involved in the organization of these events.

Call for art and culture The launch of the first open call for artistic and cultural interventions has been preceded and prepared by a series of consultations, cultural activities and actions developed for and with the community. They aimed to offer a space for manifestation of community creativity and to practice the instruments of participatory curating. The call was launched in August 2015, and by now a series of cultural projects have been implemented. The contest was opened on the one hand for common cultural manifestations, activities that create gathering spaces, human contacts and common experiences

between the persons who live in Pata Rât and Cluj neighborhoods. On the other hand there have been invited artistic interventions which encourage the reflection upon the themes connected with the relationship between the community from Pata Rât and Cluj-Napoca neighborhoods and create direct interactions among the persons who live in the two communities. Within the call one session of puppets theater for children and one crafts making and acting workshop have been contracted in 2015. The six weeks long activities gathered once a week around 20 children and accompanying adults at the theater plays and about 12 children at the workshop. Given the high numbers of participants and the continuous interest of children, both the AltArt and the Reactor de creație și experiment teams considered the continuation of the weekly meetings at the Reactor space.

International Roma Day 2015 A first cultural activity was set to happen on International Roma Day with children and youth from the community performing traditional dances. For the traditional dance performance and the organization of the artistic event a dance trainer was identified from the communities of Pata Rât. The


dancers, selected as well from the four communities, were equipped with stage costumes and proper dancing shoes. They practiced two dances for four days before the event. Thus, on April 8th, the International Roma Day, a special event was organized. The program included a dance show of the newly formed group, Kelen Amenza. 20 members from the community were actively involved in the organization of the cultural event. An audience of around 200 people from Pata Rât and from Cluj participated at the event.

Creative workshops for children and youth from Pata Rât At the end of May we organized creative workshops for children. For two days 87 children from Pata Rât had the opportunity to draw and paint side by side with young artists from Cluj, specialized in graffiti and street art. Film and cartoon screenings also took place in Coastei community house.

Urban furniture design and building sessions

Two design and construction sessions of urban furniture, "Marea Construială/The Great Building Action" I and II, for the Mobile Unit have been organized during the first part of June.

Around 60 people, from both Pata Rât and Cluj have been actively involved in the design and building work. Following these two, at the beginning of July there was a request from the Dallas community to organize a similar construction session in their community. After consultations with the community members regarding the needs that could be covered by this action, "Marea Construială/The Great Building Action" III aimed to rearrange one of the community fountains. 40 people worked for two days to cover with a tile roof one of the public fountains in the community. During the construction and work activities, special attention was paid to the children by creating a safe environment for them to play.

Football championships The football championship for the youth from Pata Rât took place on September 4th at the Secondary School Alexandru Vaida Voievod. After a week full of intense preparations in the community, 8 mixed teams registered. The players were accompanied by friends, supporters and parents prepared to encouraged them. At the end, after the teams on the podium were awarded prizes, a couple of individuals have received public recognition (and prizes) for the best goalkeepers (girl and boy), the best player, the best goal getter and the fairest player. At the end of the day approximately 80 children went home excited, wanting for a rematch.

On November 7th the second football championship, Pata Cluj – Napoca Rât, was planned within the Babeș Park Open Days as a follow-up of the first championship. 9 fotball teams registered for winning the cup, on two age categories: juniors (15-18 years old) and seniors (over 18 years old). Five of the teams were from Pata Rât, and among them the winners of the Pata-Cluj Championship. Except for the winners (place 1, 2 and 3) one more team received the fair play prize, another team the courage prize and the referee a special prize. The aim of this event was to encourage youth and children from Pata Rât to take part in the sport events organized in the city and to facilitate the interaction between different inhabitants of Cluj neighborhoods. Almost 200 people took part at the event organized in partnership with The Babeș-Bolyai University, The Cluj Community Foundation and the SOS Cluj Parks group.

Halloween Party on Coastei At the request of the members of Coastei community, the Community Association of Roma from Coastei organized on October 31st a Halloween party with and for the children from the community, with the help of the project partners. In preparing the event children made paper and leaves ornaments, prepared a poetry recital, games with coloured balls and apples, and some entertaining activities (miming, jokes and stand-up comedy moments). Children also sang carols in the community and received fruits and candies. At the end of the party they made a big campfire and lit chinese lanterns. 100 children from the community attended the event, plus some of their friends from the city, project team members and children’s parents who helped with the organization of the event.

On the Norwegian Financial Mechanism (Norway Grants) Through the Norway Grants and EEA Grants, Norway contributes to reducing social and economic disparities and to strengthening bilateral relations with the beneficiary countries in Europe. Norway cooperates closely with the EU through the Agreement on the European Economic Area (EEA). For the period 2009-14, Norway’s contribution is €1.7 billion. Grants are available for NGOs, research and academic institutions, and the public and private sectors in the 12 newest EU member states, Greece, Portugal and Spain. There is broad cooperation with Norwegian entities, and activities may be implemented until 2016. Key areas of support are environmental protection and climate change, research and scholarships, civil society, health and children, gender equality, justice and cultural heritage.
