Events and actions with and for the community Vidia Negrea held an introductory course in restorative practices for the Coastei community At the beginning of March Vidia Negrea (trainer and senior consultant at IIRP Europe) continued the training session on restorative practices for the members of the project team. On this occasion the workshop was help for the Community Association of Roma from Coastei (ACRC) and youth from the Coastei community. Since the participants knew each other, and a well defined group dynamics was in place, during the training the emphasis was put mainly on the development of the team spirit and on the deliberate use of restorative elements in formal and semi-formal communication. The presented restorative practices were in line with the needs expressed by the participants: the need to generate a safer space for the members of the community, where relationships and individual values count, where critical thought is accepted and welcomed, where awareness and expressing own feelings induces responsibility and helps taking decisions in a democratic and participatory manner. The topics approached during the training encouraged participants to express their feelings and experiences, to identify the common points, to express wishes and options for getting involved, and for those who help to avoid the blaming for the past events and to focus on the possibility to improve the community’s situation. The participants highly appreciated the topics and the approaches and managed to understand the role of restorative practices not only in cases of conflict, but also to see them as tools for developing a culture of non-violent communication. As a result of the positive experiences of the two-days training, the participants expressed the intention to use these proactive practices with other members of the community as well, in order to shape a more efficient communication than the punitive or permissive communication models. They’ve done so especially regarding the development of a common vision for the future and conflict resolution.

The outcome of the training course was detected on the very next day when the participants to the training organized a meeting where they have invited other members of the community to a restorative circle. The meeting took place in the church of the Coastei community, where, with the help of the priest and members of the ACRC, we managed to create an open and warm atmosphere. The meeting was based on and demonstrated values of restorative practices like: participation, volunteering, taking and assuming responsibility, mutual respect, consensus, repair, non-discrimination, and equal care for all participants, youth and grown-ups alike. Experiencing the feelings of safety and of the community in this circle made it possible for the members of the community to use affective statements and restorative questions in a way which consolidated relationships and created a positive atmosphere. This way of relating to the group and to problems set an example for the future, as a basis for communication or discussions and efficient cooperation within the family and in groups.

International Women’s Day celebrated in Pata Rât at Women’s Café Drinking our morning coffee we have time and space for our most personal thoughts, for our wishes and concerns we rarely share with others. We thought that at the Women’s Café on March 11 we would drink our morning coffee together and we would set up a meeting space where women would think together about these issues. Moreover, by having coffee together, we wish to create a space where equality and nondiscrimination, non-hierarchy (equality) and solidarity, participation and reciprocity are the values guiding us in our intention to examine together our individual thoughts, wishes and worries. Thus, right when the arrival of spring brings the hope of a new beginning the case managers organized a new edition of the Women’s Café, where were invited and participated women from Pata Rât, as well as members of the project team. The International Women’s Day ensured an adequate context in reconnecting to the topic of womanhood and the needs of women over a coffee, in a warm and welcoming atmosphere. Besides creating a comfortable space for celebrating femininity and the joy to live, each participant received a flower as the symbol of delicacy and power we can all find in ourselves. The name of every woman bears significance but also an entire life-story, and by presenting ourselves and playing games while doing that shared fragments of these stories. Then we turned our focus towards women who served as role models for us, women who guided us, who supported us, and to whom we are thankful. This incursion was impregnated with intense emotions, and stirred both our laughter and tears.

March 2016 14_NEWSLETTER Besides discussing womanhood and role models, we also spoke about friendship. We had group conversations and various activities, which helped us uncover the importance of friendship in our lives and the modalities to preserve a friendship in time, against all obstacles. At the end of the café we promised to meet again and to continue to explore various topics related to our feminine universe. We realized once again that no matter where we were born and where we live, our personal histories and the feelings we experience are alike and bring us close to each other. The Women’s Café is intended to be a meeting point free from prejudices, hierarchy and discomfort, where women can share their thoughts, wishes and worries with other women. Since we received a very positive feed-back from those who participated at the first two editions, we intend to organize this event regularly. The community from the Cantonului street received wood fire for community needs On March 29th and 30th, the delivery of approximately 18 tons of planks for the Cantonului community took place. The team of community facilitators got help from the entire team of the Pata-Cluj project as well as from persons hired as day-labourers (from the city and from the community) for the manipulation and the delivery of the planks. The action was carried out in two days without any major difficulties. 94 families received planks to be used for repairing their dwellings. Children participated at a personal development workshop with dancing dogs at Petjoy On Saturday, March 12th, the Personal Development Workshop with dancing Dogs at Petjoy took place in the Babeș Park. Three children from the Dallas community participated at a unique workshop implying plays, exercises and interactions with dancing dogs named Bailey, Foxy and Cola. Accompanied by members of the Pata-Cluj team, the three participants got to know and played with other children from the city, some of them being diagnosed with Down syndrome. plays and exercises we found out how to interact with pets by not scaring them, and how to recognise the first signs of discomfort with the interaction in a pet. The games and exercises helped even the most fearful one to get close to the pets. One of the children took on and put himself in the role of a trainer. Considering the enthusiasm we have experienced at the end of the event, we will certainly participate at further editions. The Personal Development Workshop with dancing Dogs at Petjoy is organized within the framework of the Be Active Together program initiated and carried out by the Petjoy Association. The employment team informed and prepared the community regarding new job opportunities In March the employment team informed the communities about new job opportunities as landscape workers and drivers for class B, C and D, offered by a new local firm. Thus two meetings took place at the Mobile Unit, during which the manager of the firm presented information about the available jobs and the working conditions they offer: the working hours, the salary, the contract, transportation etc. Besides this, two meetings were scheduled in order to take over applications for the jobs; 20 persons came to these meetings. The employment team accompanied and supported 6 other persons at job interviews for cleaner, and 4 persons were selected for a probation period at two hypermarkets. Kick-box trainings have started At the beginning of March, kick-box trainings started at Tengu Sports Club. 10 children young people from the Dallas and Coastei communities attend the trainings two times a week. The 10 participants, accompanied by a youth worker, a community facilitator and a parent, discover the secrets of this sport with power, attention and perseverance. Despite the fact that after the first training they had muscle soreness, the children are excited and motivated to learn exercises for the behalf of a healthy physical development and the first techniques of self-defence. By the end of March youth workers and cultural facilitators registered 10 more young people interested in attending the trainings.

March 2016 14_NEWSLETTER The Pata-Cluj project has monthly meetings with newly employed persons for feedback sessions On March 22nd a meeting took place at the Mobile Unit with persons from Pata Rât recently hired by a landscape management firm in Cluj. The aim of the meeting was to discuss the conditions and relationships at work after 3 weeks since they were hired. The aim was to see what and how can be mediated in their relationship with the employer, thus to be able to support the members of the Pata Rât community. 11 of the 16 recently hired persons participated at the meeting with Mălina, our colleague responsible with employment, and two case managers, Ioana and Lavinia. For one hour, the discussions were focused on a few important issues for the participants: working conditions (contract, transport, holidays, wages, meal tickets, breaks etc.), work relationships (with the team leader, colleagues and the manager), free time and family. Concerning working conditions, the 9 women and 2 men participating at the meeting raised several issues to be clarified, and proposed some changes which would ease their tasks, suggestions to reach, via our colleague Mălina, the employer. The participants all knew each other and got on well prior to the meeting as well, thus the team work was pleasant and motivating. The interactions and relationships with the colleagues, the team leader and the manager of the firm are all good, and all the participants proved to be satisfied with these aspects. Regarding the free time and family, it was mainly the unmarried young people who showed readiness to work overtime, while taking care of children is a priority for women who have children, especially if extra hours are not paid. The atmosphere of the discussion was open and relaxing; the participants challenged each other to discover and raise the topics of interest regarding the working conditions, and expressed their wish to participate at similar monthly meetings. Yet, they suggested that such meetings should be held on Friday afternoons in order to organize their daily program better. The representatives of REDI offer business consultancy for people from Pata Rât Between 8th and 29th of March representatives of the REDI (Roma Entrepreneurship Development Initiative) held a series of consultancies for members of the communities living in Pata Rât facilitated by the colleagues from the employment team. The weekly meetings within the community were held on Tuesday and Thursday, after a series of preparatory meetings with the REDI representatives during February. preparatory meetings was to establish a framework for the business consultancies with the community and the evaluation criteria of the proposed projects. Following a first group meeting at the beginning of March, the weekly meetings were scheduled as discussions on the individual initiatives of the interested persons. The business proposals of the interested members from the community were: vulcanization, book selling, and traditional brickyard, selling vegetables and fruits, grocery, cleaning company, coffee-shop, flower shop, transportation of commodities, second-hand bookshop, and building company. The selection criteria regarding the entrepreneurship programs are: the impact on the community, the contribution of their own, entrepreneurial responsibility and expertise, and innovation. Next, the REDI representatives will evaluate the proposed projects and will set up meetings with those people whose projects will be financed in order to work out a business plan and to start the initiatives. Within the framework of this joint REDI-Pata-Cluj project, REDI’s partners will provide legal assistance, support in book keeping and finding an outlet for the products and services for the financed initiatives, while the Pata-Cluj project will ensure the financial support and assistance. REDI Romania is an initiative supported by the Council of Europe Development Bank, in cooperation with the Open Society Institute’s Roma Initiative Office and CoopEst’s Social Investments Fund. The team engaged with social services and identity documents: each Monday between 12 am and 2 pm. The cultural facilitators’ team: each Monday between 2 pm and 4 pm. The team of case managers who work with the families to help them solve their problems: each Tuesday between 10 am and 12 am. The team facilitating employment: each Wednesday from 2 pm until 4 pm. The team which offers legal counseling for various litigations: each Friday between 10 am and 12 am. The community facilitators team which offers general information, helps resolving community issues and facilitates cultural activities, goes to Pata Rat whenever is necessary.

Approximately 20 children from Pata Rât are invited together with their parents to attend performances taking place each Saturday at Reactor. They meet there the regular friends of MiniReactor, children and parents living in Cluj. At The Fabulous Adventure of Pim, held on March 5th at 12.30, the guard of tales was looking for someone to confront those from the Gang of Evils, who want to alter the storyline of wellknown tales. The children took up the challenge, and offered their help to a nice and adventurous doggy, which could thus prevent the conspiracy. Although many of the children were at a puppet show for the first time, they recognized without any help all the tales in danger. The atmosphere was loose and cheerful, and the number of participants at the performance was above our expectations. A total of 20 children and 6 adults participated from Pata Rât. On March 12th the AnimaArt company was present for the first time at MiniReactor, with the show The Town Musicians of Bremen. The hall was full up; this time 9 children and 3 attending adults participated from Pata Rât. They went with the tale characters to a journey during which instincts were more important than reason. Despite the fact that reason had a secondary importance, they managed to reach easily their destination thanks to their spontaneity, naivety and intelligence. Thus the adventure of the donkey, dog, cat and rooster was represented through play, music and good mood. On March 19th Madame Pové told the tale of The Goat and Her Three Kids in a genuine manner. The puppets came alive from slippers, the setting was built from paperboard boxes, all of these being quotidian elements which managed to transfer us in the world of tales. The performance was created using these elements accessible to all children in order to offer them the chance to continue the story at home. Five adults accompanying 15 children came from Pata Rât. The acting workshops for children at MiniReactor restarted Starting March 15th, a new series of acting workshops for children restarted at Mini Reactor. 5 children from Pata Rât and 6 from Cluj registered for the workshop. The workshop coordinators are artists of the Reactor team, Oana Mardare, Doru Taloș and Petro Ionescu. come from and a volunteer. During 6 weekly meetings, children will develop, explore and deepen concentration, memory and imagination through play in an atmosphere free of prejudices, where everybody can feel comfortable. The main purpose of these workshops is to coagulate a group which would work together with pleasure, regardless of age or statute. The narrative writing workshop for children offers new tools for exploring personal histories The Come to a story! workshop was launched on March 17th with a first meeting with 11 children from Pata Rât. It was a wonderful meeting, full of enthusiasm, where the children, the organizing team of the workshop and the Pata-Cluj facilitators got to know each other. The participants, aged from 6 to 12, showed an impressive amount of energy, creativity and expressivity. The workshop facilitators managed to easily explain the idea of the workshop and the diversity of the activities (drawing, painting, writing, modelling) and to seize the interest and energy of children. Once they entered the room for creation, they took over the initiative, and started to draw and paint freely. One of the surprises of the workshop was at the invitation to paint a T-shirt with something representative for them, when children cooperated and communicated as openly as possible. On the second meeting held on March 24th, on a cold and rainy day, only nine of the expected thirteen children came. The topic of this meeting was to do a selfportrait, challenge taken up by elder children with ease, and with shyness by the little ones. Some of the children managed to represent themselves easily in writing or drawing, while others needed help and discussions in order to be able to show easier what they intended to express. During the workshop we will try to explore as much as possible through other artistic methods as well (i.e. modelling) the visions of children about themselves, of the environment they live in and above all of their aspirations. On March 19th we held the first session of narrative writing with children from other districts of the town. Given the fact that only three children participated, the facilitators had the chance to get to know them and their parents better. A topic for discussion was the presentation of the most beloved objects and toys and their story, which often happened in front of the recorder. The children opened up in front of it, and they started to tell stories in a slightly competitive style, overflowing of inventiveness. The children impressed us

March 2016 14_NEWSLETTER with their creativity, curiosity and openness shown during the two hours of play and creative activities. At the second meeting held on March 26 th, we explored with the 5 participating children the self-portrait. The various working tools, starting from drawing to aquarelle, felttip pens, pencils, thick pencils, pens, allowed them to explore and play with symbols specific to their age. At the meeting on March 26 th we experimented with modelling in order to add a new method of exploring imagination and to keep active the children’s interest. Starting April 16th we will work together with the two groups of children, and we hope that by the end of the workshop we would be able to organize an exhibition with their common works.

On March 23rd 2016 the second meeting was held at the headquarters of tranzit.ro from the series of debates regarding the social housing component within the Pata-Cluj project. We invited to the meeting social actors interested in the desegregation of the marginalized communities and in the improvement of their living and housing conditions, in order to offer them the possibility to express their opinion regarding the role of the organizations and institutions in the elaboration of the selection criteria and procedures. The aim of the meeting was to formulate the most relevant issues regarding the participatory housing process, which revealed the complexity of the process of granting apartments. The first meeting held on February 17th was an informing session, where we presented to the stakeholder organizations the concept and the planned phases of this component within our project. During this second meeting we proposed to the participants to work together on the preparation of a working committee on housing, which would have the task to formulate suggestions regarding the selection criteria and the procedures of granting the apartments. During the meeting we applied methods taken from restorative practices, an approach on which interventions within the Pata-Cluj project are based (see the presentation of Eva Fahlström Borg on restorative practices and the map of time). We started the discussion from the principle that the emphasis in the process of the elaboration of criteria for selecting the beneficiaries should be shifted from the elimination of candidates to the supporting them, both from the part of social actors and the majority community as a whole, and the communities from Pata Rât. The method and the tools of restorative practices were introduced into the project by our supervisor Eva Fahlström Borg and trainer Vidia Negrea. During the meeting the participants expressed, on the one hand, their visions about their role in this process, and on the other hand their ideas regarding other stakeholders which could contribute to our initiative. The representatives of the Pata-Cluj project presented the consultancy plan with the Pata Rât communities for the next two months and with the social actors willing to have an active role in this process. interested persons which intend to offer support to the communities in this difficult process will be consulted as well. The results of the meeting were structured in a document which will be sent to each participant, and which will be used during the following meetings. The participants were representatives of public institutions (County Council of Cluj, Social and Medical Assistance Department Cluj-Napoca, Social and Child Protection General Department Cluj-Napoca, the Faculty of Sociology and Social Assistance of the Babes-Bolyai University), NGOs (AFIV-Artemis, People Development Foundation, Pro Rroma Foundation, Romanian Foundation for Children, Community and Family, the Association for Roma Students RomanoSuno), and social activists. On March 16th the case managers participated at the round table Mental health in Cluj county – General issues, local solutions, organized by the Estuar Foundation. The aim of the meeting was to bring together professionals from different institutions from Cluj-Napoca who provide assistance and support services and/or fight for the rights of people with mental disabilities and their families. During the meeting we discussed aspects connected to the legislation regarding mental health, the medical and social services existing in Cluj county, and aspects related to the community responsibility needed in order to give appropriate support to persons with mental health problems. At the end of the meeting the need for further such networking events was reiterated, in order to ensure community support for the needy. Our colleagues were glad that they could participate at this meeting and could share professional concerns and challenges with other participants at the round table. The round table was organized by the Estuar Foundation in partnership with the Romanian League for Mental Health, within the framework of the MindReset.Net – the National Network for Mental Health project. Pata-Cluj participated at the anniversary edition of the Cluj Global Career Fair On March 29th and 30th the Pata-Cluj project participated at the 10th anniversary edition of the Cluj Global Job Fair organized at the Sala Polivalentă / Multipurpose Hall. On this occasion we were present during the 2 days with a stand where we presented the activities carried out within the project, the volunteering opportunities and the contest taking place at the beginning of April and the project results we obtained so far. March 2016 14_NEWSLETTER informed the members of the Pata Rât community about new employment opportunities and available jobs at the Career Fair, and accompanied two persons to submitting their CVs to employers. During the 2 days approximately 150 visitors passed by our stand, 26 of them subscribing to the volunteering program within the project. They had the chance to subscribe for various educational, cultural and construction activities. Some persons wanted to find out details about the project; about the pre-selection event of the Pata-Cluj got talent! contest, but also about our past activities and achievements. 2 people from the Pata Rât communities willing to find a new job directly participated at the Job Fair. They submitted their CVs to different companies offering jobs, but also to recruitment and selection firms. Shortly after one person was called to a job interview.

Future events At the beginning of April the preselection and the finale of the Pata-Cluj has talent! contest will be held The aim of the Pata-Cluj got talent! contest is to celebrate cultural diversity by bringing together individual talents of people from Cluj and people from Pata Rât and by creating a context for sharing and learning new talents. First, a pre-selection with jury will be organized on April 2 nd, and then the most talented ones will have the chance to present their number on scene on April 8 th, when we will celebrate together the International Roma Day. On April 8th we will award prizes for the most talented contestants, who will then have the chance to present their talents on one of the scenes dedicated to the cultural activities within the Cluj City Days. The contest is organized under the project thread 6, social identity through cultural participation of the Pata-Cluj project, and will end with a series of artistic events on April 8th when we will celebrate together the International Roma Day. The cultural activities of the Pata-Cluj project are part of the way we intend to contribute to the cohesion of the communities living in Pata Rât, and to generating closer relationships between those who live in the area and the inhabitants of other neighbourhoods of Cluj. The cultural activities of the project are determined through participatory curatorship, an inclusive designing, selection and artistic/cultural planning process. Once the priorities of the community are defined, the partners in the implementation of cultural activities – artists, cultural animators and/or cultural organizations – are identified through open calls for projects and following common work meetings. Thus, through the cultural events initiated, developed and implemented together with the two communities within the Pata-Cluj project, we intend to generate temporary meeting points, spaces where we can establish relationships and directly shared experiences between people living in Pata Rât and those from other parts of the city of Cluj. Announcements for the community Monthly photo sessions for identity documents On the last Monday of each month, our colleague, Roland is taking photos for identity documents for members of the Pata Rât community, during the working hours of the team offering support for the submission of files for identity documents. The April session will be held on April 25th, starting from 10 o’clock at the Mobile Unit. 6 people attended the March monthly photo session for identity documents held one week earlier due to Easter holidays. Cultural facilitators register people for the Pata-Cluj got talent! contest The aim of the Pata-Cluj got talent! contest is to celebrate the cultural diversity by bringing together individual talents of people from Cluj and people from Pata Rât and by creating a context for sharing and learning new talents. Sarău, 2006 World Health Day From 1950, the World Health Day is celebrated yearly on April 7. In 1948, the World Health Organization (WHO) hosted the first international meeting dedicated to health, where it was decided to celebrate the World Health Day yearly on April 7. The WHO is a specialized institution of the United Nations established on July 22 nd 1946, with its headquarters in Geneva. April 8 – International Roma Day At the first World Roma Congress, organized on April 8 th 1971 near London, the song Djelem, djelem was adopted as the anthem of Roma from all around the world and the flag of Roma people (rectangular flag, with the upper half being blue, the lower part green, having a red wheel in the centre, which is the “chakra” representing the wheel of the universe, and has 17 spokes). In Romania April 8 is celebrated since 2006 as the “Celebration of Roma Ethnicity in Romania”, adopted by the Parliament of Romania at the initiative of the Roma’s deputy, the president of the Roma Party, Nicolae Păun, through Law no 66/March 22 2006. April 12 – the Roma School Mediator Day The day offers a platform for millions of street children to make their voices be heard and their rights be respected. The topic of this year is Identity: we are dealing with street children’s identity in terms of the difficulties they are confronted with when attempting to acquire identity documents, and how this obstacle leads to their incapacity in accessing basic services, like education. Meanwhile we also consider the terms street children are using when defining their identity, how they see themselves, and how they are perceived by society in general. April 16 – the Roma Actor’s Day April 16th 1889 is the day when Charles Chaplin was born (he died on December 25th 1977). He talked about his Roma origins 13 years before his death (in My autobiography, 1964): “My grandmother was half Roma.” The Roma actor’s day is celebrated in Romania by celebrating Roma actors like: Ştefan Bănică, Moca Rudi, Mihai Răducu, Sorin Sandu Aurel, Zita Moldovan, Vera Lingurar, Mădălin Mandin etc. This information is collected and edited by Gheorghe Sarău in a Roma Calendar written for educational purposes. © Ghe. The Pata-Cluj project, fully named Social interventions for the de-segregation and social inclusion of vulnerable groups in Cluj Metropolitan Area, including the disadvantaged Roma is implemented by the Intercommunity Development Association, Cluj Metropolitan Area, in partnership with the Community Association of Roma from Coastei, Habitat for Humanity Cluj and AltArt Foundation. The project is financed by the Government of Norway through the Norway Grants 2009-2014 within the Poverty Alleviation Program (RO25).

March 2016 14_NEWSLETTER *** About the Norway Grants Through the Norway Grants and EEA Grants, Norway contributes to reducing social and economic disparities and to strengthening bilateral relations with the beneficiary countries in Europe. Norway cooperates closely with the EU through the Agreement on the European Economic Area (EEA). For the period 2009-2014, Norway’s contribution is €1.7 billion. Grants are available for NGOs, research and academic institutions, and the public and private sectors in the 12 newest EU member states, Greece, Portugal and Spain. There is broad cooperation with Norwegian entities, and activities may be implemented until 2016. Key areas of support are environmental protection and climate change, research and scholarships, civil society, health and children, gender equality, justice and cultural heritage.
