Events and actions with and for the community This month work on community needs was concluded in the Cantonului community as well At the end of July the last part of building materials was distributed in the Cantonului community for the registered people on the supplementary list. Upon carrying out this delivery, the process on community needs was concluded in the Cantonului community as well. Regarding the urgent needs, out of the four Pata Rât communities, only the Coastei community awaits for the conclusion of the contract with the company which would implement the separation of the electric meters in the community.

Summertime activities for children and youth enrolled in the educational programs of the Pata-Cluj project Although formal school education ended children enrolled to the two educational programs within the PataCluj project participate in alternative educational activities during the summer holiday. Thus, during the week schoolchildren are attending supplementary courses in order to better assimilate the knowledge acquired all along the school year at the “Tara Minunilor” Day Centre, under the guidance of two specialized pedagogues. Children attending the Second Chance educational program are joining other students at the summer program organized at the Traian Dârjan School. The topic of the summer program at the Traian Dârjan School is the history and culture of Roma. Friday is dedicated to informal educational activities, as the children and young people from the two programs participate at touristic, restorative and relaxation activities: picnics in nature, games organized in parks of Cluj, sightseeing in the city etc.

Job opportunities are continuously mediated within the employment thread of the project In July the employment team continued its work consisting in counseling and professional orientation, services offered to 10 persons from the community who approached our colleague Mălina. She accompanied several people to companies with various profiles (medical, trading, fastfood, food production, sanitary installations and items), and offered support for submitting CVs for those interested in getting hired. One person completed the trail period at a fastfood, and 4 more persons were called for job interviews following the submission of their CVs. Mălina permanently identifies new job opportunities, and contacts companies in order to submit CVs and to receive appointments for job interviews for people from the community. She also contacted people who got employed through the Pata-Cluj project in order to discuss about their job situation. The case managers facilitate the access of members from the Pata Rât communities to medical consultations at the Mobile Unit The case management is based on individualized intervention plans and inter-institutional cooperation, in order to address individual and family needs. In July our case manager colleagues focused mainly on health issues and on facilitating the access to the legal system. Thus, family assistance consisted mainly in ensuring legal advice in the community, representing cases in court and supporting clients in the legal processes and procedures, i.e. tardive birth registrations and other civil cases. Regarding the health services, our colleagues continued to facilitate the access of Pata Rât communities’ members to basic and special medical services, a work started mid-June. The medical consultation services were introduced in June, by the following program: each Tuesday between 2 pm and 4 pm, and each Friday, between 12 and 2 pm, at the Mobile Unit installed in Pata Rât. These services consist in ensuring urgent medical consultations by a team of specialists (doctor and nurse). The medical consultation service was intensively solicited, with as of now 43 consultations, during which the consulted people were prescribed treatments, and were guided on how to seek help with examinations through the specialized services. The team of case managers offers support for people reaching this service by ensuring they have the administrative information in order to acquire health insurance (for this they offer individually tailored information), by facilitating access to specialized health services, and encouraging compliance with the treatment. Likewise, our case manager colleagues offer emotional support to the people who are being consulted, and they ease the understanding of the medical terms when

In facilitating access to specialized health services, the team of case managers continues the work on inter-institutional development and cooperation with various units, like the National Health Insurance House Cluj, Public Health Directorate, hospitals, public and private laboratories, medical associations providing the needed services.

Please check the working hours at the Mobile Unit of each intervention team below and at the section for the community – program of the Mobile Unit.

The team engaged in social services and identity documents: each Monday between 12 am and 2 pm. The team of case managers who work with the families to help them solve their problems: each Tuesday between 10 am and 12 am. The medical team evaluating health condition and ensuring emergency medical services: each Tuesday between 2 pm and 4 pm. The team facilitating employment: each Wednesday from 2 pm until 4 pm. The team which offers legal counselling for various litigations: each Friday between 10 am and 12 am. The medical team evaluating health condition and ensuring emergency medical services: each Friday between 12 pm and 2 pm. The community facilitators team, which offers general information, helps resolving community issues and facilitates cultural activities, goes to Pata Rât whenever is necessary.

Past events At the fourth DIY session members of the Pata Rat communities crafted furniture for an open-air cinema On Friday, July 22nd members of the community living near the garbage dump in Pata Rat, members of the project team, and friends and volunteers from Cluj participated at the fourth urban furniture design and construction session at the Mobile Unit. The main scope was to create a space where, during summer, various open air events can be organized, like recreational activities, workshops for children and teenagers, and last but not least films and cartoons screenings after the nightfall. During the last years consultations with the community more people expressed their wish to have activities for children and ways of spending the summer days in a pleasant way. The need for a proper space for such recreational activities led to the idea of reconfiguring the space around the Mobile Unit and creating urban furniture for open air activities. In the morning of the event the volunteers received short instructions in work protection and regarding the use of electric tools, and then they started working. The work itself included the collecting of tires serving as the base of the benches, the polishing and painting of the planks and finally the assemblage. After work done during the day, the participants took a rest, and in the evening children gathered again at the Mobile Unit for the screening of a cartoon. At the beginning, due to technical difficulties, children watched a cartoon on the PC, but in the end the screening took place on a big screen. Screenings will be held weekly, and workshops for children will be held on weekdays, in the morning hours this month.

Networking The series of consultations with the institutional network on housing was concluded Regarding the housing component of the project, the month of July meant in the concluding sessions on working out the criteria for granting the social houses to be built and purchased within the Pata-Cluj project. On July 13th we organized a last session for consulting the organizations involved as consultants in the elaboration of the criteria, where, together with the team of researchers within the Babes-Bolyai University, we presented the last version of the criteria, and the steps for finalizing the accession system of social apartments within the Pata-Cluj project. During the meeting held at the Department of Sociology and Social Work, we debated topics

June 2016 17_NEWSLETTER like the transparency of decisions and access to the evaluation files, the principle of confidentiality of personal data specified in the applications, the transparency of the list of families benefiting from the apartments, the need for home-delivered and transit services for families from disadvantaged communities who have complex needs. The following meeting with social stakeholders will be held when the accession system will be launched, simultaneously with the announcement in the Pata-Rât communities of the methodology for submitting and evaluating the applications for the social houses granted within the Pata-Cluj project.

Announcements for the community Enrollment for YouthBuild Cluj 2016 opening soon The YouthBuild Cluj program, which is launching its second edition, is implemented by our project partners Habitat for Humanity Cluj, in partnership with professional associations from Cluj. Young people aged between 16 and 26, who wish to acquire professional qualification and personal development, are welcomed to enroll for this year’s edition. The aim of the program is to help the participants to gain the confidence that they can build a proper future for themselves, and to ensure them the chances to a professional and personal development, but also to offer them the opportunity to find a job upon completing the training. What does the YouthBuild program offer? During this edition, the program offers qualifications for 28 young people in the following fields: tile installer, manicure-pedicure, hairdresser, forklift operator, English courses, PC operator for beginners, social entrepreneurship, financial education and guitar courses. 7 participants will have the chance to complete a driving course and to acquire a driver’s license financed through the program. Monthly photo sessions for identity documents and briefings regarding the social benefits On the last Monday of each month, our colleague Roland is taking photos for the identity documents for members of the Pata Rât community, during the working hours of the team offering support for the submission of files for identity documents and social services. In July Anna and Mária, our colleagues from the social services team arranged the photo session for 10 people who needed ID photos. They submitted 12 ID card renewal requests to the local authorities, and started the process for applying for two late birth registrations. Our colleagues accompanied two persons to the Social Services Office within the Social and Medical Assistance Directorate of Cluj in order to begin completing the files for social allowances and family support allowances. The August session for photos needed for the IDs renewals and attainance will be held on August 29th, starting from 10 o’clock at the Mobile Unit. Pata-Cluj social inclusion calendar: August August 2nd - (European) Roma Genocide Remembrance Day Roma Genocide (Porajmos in Romani) refers to the extermination of Roma and Sinti population by “a denial of the right of existence” that took place in Europe during the World War II. The term “Holocaust” refers to the Jews, Roma and Sinti genocide that happened between 1941-1945 because the victims have been racially targeted with the aim of eliminating them. On 15th of April 2015 the European Parliament marked a historical moment by voting the resolution that recognizes “the historical fact of Roma genocide that happened during the World War II” and recognizes the 2nd of August as European Day. It is highlighted in the same resolution “the need to combat anti-Gypsyism at every level and by every means, and stresses that this phenomenon is an especially persistent, violent, recurrent and commonplace form of racism”.

International Youth Day was declared by the United Nations Organization through a resolution adopted in 1999. Each year, International Youth Day focuses on a legal, cultural, social or economic issue youth deals with and marks the importance of youth as change makers of the society we live in. This year’s theme is “The Road to 2030: Eradicating Poverty and Achieving Sustainable Production and Consumption”. It focuses on the leading role of young people in ensuring poverty eradication and achieving sustainable development through sustainable production and consumption. August 23rd - International Day for the Remembrance of the Slave Trade and Its Abolition International Day for the Remembrance of the Slave Trade and its Abolition is intended to inscribe the tragedy of the slave trade in the memory of all peoples. In accordance with the goals of the intercultural project "The Slave Route", it should offer an opportunity for collective consideration of the historic causes, the methods and the consequences of this tragedy. Circular CL/3494 of 29 July 1998 from the Director-General to Ministers of Culture invites all the Member States to organize events to mark 23 August each year. The UNESCO Executive Board adopted Resolution 29 C/40 at its 29th session. August 27th - National Day of Roma Movement in Romania. Day of Roma Activist The beginning of the XXth century was effervescent for Roma organizing in syndicates and organizations. A couple organizations set up by Romanian Fiddler Roma or by Roma and nonRoma figures. Thus, there were mutual aid organizations set up by Roma. And in the autumn of 1933 the Romanian Roma General Union was founded and the first Roma congress organized. By 1940 the official judicial situation of most organizations becomes clear and stable. The effervescence diminishes by 1940, the Roma General Union being the oldest organization. August 31st - Non-discrimination Day in Romania 31st August marks the date of approval, by the Romanian Government of an Order 137/31 august regarding the prevention and the sanctioning of all forms of discrimination, document followed by its normative instructions.

The Pata-Cluj project, fully named Social interventions for the de-segregation and social inclusion of vulnerable groups in Cluj Metropolitan Area, including the disadvantaged Roma is implemented by the Intercommunity Development Association, Cluj Metropolitan Area, in partnership with the Community Association of Roma from Coastei, Habitat for Humanity Cluj and AltArt Foundation. The project is financed by the Government of Norway through the Norway Grants 2009-2014 within the Poverty Alleviation Program (RO25).
