If you want to create localised leaflets, you should instead use Campaign Creator – see section 2 of this guide.

Some items on the Campaign Shop are only available to Labour members. To make sure you are viewing all the shop items, make sure to log in using your Membersnet details. Run your selection on Contact Creator using the ‘Campaign Creator’ output

For hand-delivered mailings, remember to order your data by road group before exporting. For posted mailings, it doesn’t matter how your data is ordered.

Before you click to run your report in Contact Creator, make sure you are logged in to Campaign Creator in the same browser. That way, Contact Creator will automatically export your data directly into Campaign Creator without you needing to do anything.

Create your artwork in Campaign Creator as normal

Use Campaign Creator’s proofing tool to check how the mailing will appear to any specific elector in your contact list

No Hidden Charges All Campaign Creator prices include VAT and delivery – there are no hidden extras. Newsletters and calling cards are normally VAT exempt. But when they include a returnable survey that covers more than 25 per cent of the area of the item, it becomes subject to VAT. That’s why we’ve included prices for these items both with and without surveys. If you choose a newsletter or calling card template without a survey, your item will be VAT free. If you choose a template with a survey, it will be subject to VAT and be slightly more expensive.

Order and Delivery Deadlines Campaign Creator print orders are printed together in batches. This allows us to group together orders from local Labour parties across the country, getting a better deal on print prices than if you were negotiating with a printer on your own. Before you place a print order on Campaign Creator, you should work out when you want it delivered to your CLP. Then you should work back from that deadline to see when you need to place your order.

Order by 5pm on Wednesday, and Direct mail orders are batched together your direct mail will drop 12-14 days later on Monday – Wednesday (if every week posted) or be delivered to your CLP within 2 weeks (if for hand delivery).

You can find the full order and delivery schedule up until the 2017 short campaign in Section 9.

Calculating Delivery Times You can make a reasonable calculation for how long it will take to deliver your print using the following formula: Total number of leaflets / Number of Volunteers / 250 / 7 In this formula, 250 is the number of leaflets you think it’s reasonable that a volunteer can take away and deliver in a week. This number can change based on the area you are delivering in. Delivering an addressed item takes long than delivering a generic leaflet, because you have to make sure you are delivering the correct item to the correct house. Use the formula above and then increase it by 33 per cent in order to calculate a realistic delivery time for an addressed item. An example: If you have 30,000 leaflets, but only ten leafleters, it will probably take you about three months to get out your leaflet across your constituency.

• However, if you have 30,000 leaflets and 30 leafleters, you will be able to • complete your delivery three times as quickly – probably in about a month.

Hand Delivered Mailings

If you want to have your direct mail delivered by your local Labour volunteers, we can arrange for your direct mail to be delivered to one address. Your direct mails will be ordered in the order you provided in the datafile, clearly boxed with instructions for volunteers. Envelopes Bespoke direct mail items are fulfilled in C5 windowed envelopes for posted items and Blank DL envelopes for hand delivery. We also offer A5 postcard self-mailers which have proved an extremely cost effective efficient way get a message out. Non-standard envelopes such as C4, coloured, non-PPI or non-return address can also be provided. Prices and lead times are available on request.

Supplying Your Artwork In order to get your artwork printed, you’ll need to supply it as a Print-Ready PDF. This means a PDF with 3mm of bleed set round it. Print Ready PDFs If you are laying up your artwork using InDesign, generating a print-ready PDF is easy:

If you are laying up your artwork in Publisher, the process for generating a printready PDF is slightly more complicated:

1 In order to generate a print-ready PDF in Publisher, you must first ensure

that your artwork is presented on a document sized bigger than your actual artwork. So, for example, if you are producing an A4 Newsletter, you need to position your artwork in an A3 document. To do this: i Click the Page Design tab, then click Size in the Page Setup group. ii Click Page Setup from the list of options, and select the dimensions you want. iii Position the object that you want to bleed so that it extends beyond the edges of the publication page (so for an A4 Newsletter, make sure the edges of the artwork extend out 3mm beyond the dimensions of a normal A4 sheet).

2 Once you have your artwork correctly positioned, click the File tab, and then click Print.

3 Under Printer, click the printer drop-down, and then select Advanced Output Settings.

4 Click the Marks and Bleeds tab, and then select the Crop marks check box under Printer’s marks.

5 Under Bleeds, select Allow bleeds and Bleed marks check boxes, and then click OK.

Contact Creator is the Labour Party’s online voter database. Local parties can use the part of that database that covers their constituency to create customised lists of local electors in a variety of formats, including:

• Voter ID sheets • CSV files • Polling day WARP / GOTV sheets • Property lists • Statistical reports • A variety of other formats

If you want to be able to access Contact Creator for your CLP, you should contact your local Contact Creator administrator. If you don’t know who your local administrator is, you should ask your CLP Secretary. If your local CLP needs to set up a new Contact Creator administrator, please email campaigntechnology@labour.org.uk.

Running a Quick Report in 3 Easy Steps Quick Reports are available from the Contact Creator front page. They are regularly updated to show the most commonly used reports people run on Contact Creator. Running a Quick Report means you don’t have to go through every stage of creating a new report every time you want to extract some data. All you have to do is:

1. Select the report you want from the Quick Report dropdown menu on the Contact Creator front page, and click ‘create report.’

2. Select the area you want the report to run for.

3. Specify the run-time filters (normally you don’t need to change anything on this page) and click ‘finish.’

Your report will then run automatically – without the need to wade through lots of different possible reports or selecting the right output type. 28

Other utilities within Contact Creator include:

• Local questions, petitions and surveys – which you can record information on alongside the national Voter ID questions. This can be a powerful way of making sure you collect both Voter ID information and information on people backing your local community campaigns.

• Road groups - Road groups are ready-made canvassing or delivery routes which are stored in Contact Creator with accompanying maps. Having road groups prepared means that campaigners never have to think about where to go canvassing again because suitable routes have already been created for them.

• The Marked Register Utility – The marked register is the definitive record of who has, and has not, voted at a polling station in a particular election. You can get a copy from your local authority and, using the Marked Register Utility, process and upload it to Contact Creator. This means Contact Creator will hold accurate information on which electors in your area voted at which elections. This can be absolutely crucial in targeting your GOTV work and working out which of your supporters you should prioritise to sign up for a postal vote.

Mosaic Mosaic is an additional layer of demographic and household data available within Contact Creator. Every elector on Contact Creator is assigned to one of several Mosaic categories. Each Mosaic Group and Type tells us something about that elector’s demographics and household. Mosaic isn’t created by the Labour Party. It is a system of demographic classification used widely by different public and private sector organisations, as well as major political parties. We don’t decide the names of the groups or who is in what category. But we can use the information to drive how we campaign. You can use Mosaic to target and improve your local campaign by:

• Targeting your door-knocking and other campaign work in areas rich in Mosaic groups that are more amenable to voting Labour. Many of the national selections created on Contact Creator are driven by this demographic information.

• Tailoring the messages in your direct mail and printed communications to talk about the issues most relevant to different demographic groups.

The New Doorstep App

You can now use the Labour Party’s new Doorstep App to record Voter ID on your mobile phone or tablet while out on the doorstep.

You can run your entire door-knocking session from your phone, or you can continue to use paper Voter ID sheets and let individual door-knockers enter in their responses directly, rather than having to feed them back to the person running the board. Now, whenever you run a Voter ID report in Contact Creator, you will also get a Session ID and PIN. Log in with those details, you will then be able to enter in Voter ID responses for the people in your selection.

To create a local event, go to: events.labour.org.uk/community-events/create-event It’s a quick and simple process – you just need to put in when the event is happening, what it is, and the location / meeting point. After you create an event, it has to be checked by your regional or national Labour Party office before it appears on events.labour.org.uk. If you ever need an event to appear quickly, contact your regional or Scottish / Welsh Labour Party office using the details in Section 7.

Section 7: Local Financial Support The NEC Development Fund Where to go: members.labour.org.uk/campaign-resources

In 2011, the Labour Party’s National Executive established a fund to support local community organising, innovative local digital campaigning, and to improve local diversity and democracy. Any local party can submit a bid to the NEC to support your work in one of these areas. CLPs can also join together to submit joint bids. The NEC fund is not intended to support the everyday workings of a local party such as postage or leaflets. The goal of the fund is to provide support for local organisers, innovative campaigns and new or additional activity and projects that otherwise would not happen. You can submit a bid to the fund under one of two categories: Local Campaigns and Improvements, or Diversity and Democracy.

Local Campaigns and Improvements Bids Applications under this category are aimed at:

• supporting the employment of Local Organiser or Trainee Organiser

• developing and delivering innovative local campaigns, particularly the use of digital technology, community organising and outreach work

• campaigns targeting different groups of voters

Diversity and Democracy Bids This category is aimed at:

• improving the diversity of local parties

• supporting candidate recruitment programmes to increase participation of under-represented groups

• programmes of membership and supporter engagement, particularly new members

• helping CLPs with the cost of sending delegates to Annual, Scottish and Welsh conferences

Trainee Community Organiser Programme As part of the Local Campaign and Improvement bids, local parties can bid to be a part of the Labour Party’s National Trainee Organiser Programme. Trainee Organisers are recruited as a group through a nationally advertised recruitment process. The Party will provide a training programme for all Trainee Organisers through the Party’s national Training and Development Team. Local parties wishing to employ a Trainee Organiser through this scheme don’t pay for any of the training or HR support. All local parties need to provide is 50% of the employment cost.

How to apply You can download a full pack with more information about the funding streams and how to apply at members.labour.org.uk/campaign-resources. The pack includes more information about the criteria for each stream as well as examples of previous successful bids. The pack also includes details of how your local party can employ a Trainee Organiser through the scheme, benefiting from a national Labour Party recruitment and training scheme at no additional cost. In the case of all bids, the NEC panel would expect that local parties have explored all options in undertaking their proposed activities themselves and can provide evidence to that effect. Joint applications from CLPs with support from party stakeholders and requests for match-funding of projects and local organisers are welcomed.

Section 8: Model Campaigns Model Campaign Budgets This section shows you how you can put together the products in this brochure into a comprehensive campaign budget. The budgets below are only examples – they can and should be adapted according to your local party’s finances and goals.

12 Month Campaign Budget (No Elections) The budget below shows what an active CLP should be looking to achieve on a year when they are not building up for elections. You should be aiming to have a regular door-knocking session at least every 2 weeks, and have the capacity to get out a constituency-wide newsletter or tabloid about every 3 months. You may also wish to consider having a system in place for sending out very small-run, regular direct mails every month. Good targets for these direct mails could be a list of new electors who have moved on to the electoral register every month (which you can get from your local authority) and a direct mail to all new Labour supporters identified in the last month (which you can select through Contact Creator).
