Computer/Internet Standard Operating Procedure Electronic mail (e-mail), voice mail, and the Internet are useful research and communication tools provided to designated staff for uses related to Bureau business. The procedures outlined here are to be used in conjunction with one another. They are written to ensure use of these technologies is consistent with Bureau policies and applicable laws, to define the responsibility of the user, and to establish guidelines for use of these technologies. Supervisors must confirm employees utilizing any of these technologies read and understand these policies before access is granted. Computers are assigned according to job responsibilities, and employees are expected to use them appropriately. Likewise, use of the internet is a privilege. Employees who use the Bureau’s computer resources are obligated to adhere to all Bureau policies. Use should be consistent with common sense, common decency and civility. The Bureau computers and Internet access are for Bureau business. Acceptable personal use is that which does not cost the Bureau in either employee time or actual expense (similar to telephone use, where limited personal use may occur when it does not interfere with your duties or cost the Bureau money). Legal Obligations The Missouri Sunshine Law (RSMo 610.029), which specifically provides that electronically stored data be subject to an information request, applies to all electronic information, including e-mail, unless otherwise exempted by state law. When questions regarding public access of electronically stored data occur, the President should be consulted, who may then contact the Bureau’s Corporate Attorney or the City of Springfield’s Law Department. Sanctions Penalties for violation of this policy range from the loss of computer resource and/or email privileges to dismissal from Bureau employment, prosecution and/or civil action. Each case will be determined separately on its merits in accordance with Bureau Policies, Merit System Rules and Regulations and federal, state, and local law. Specifics of E-Mail E-mail accounts will be provided through the Bureau’s Internet provider. Other accounts, if used for business, can be forwarded to the Bureau’s e-mail system. E-mail should not be used for the transmission of confidential information. Unauthorized attachment of copyrighted materials to e-mail or inclusion of copyrighted materials in email is prohibited in accordance with federal statutes. Internet access through other providers, which includes e-mail accounts and browsing capabilities, is a personal expense, a choice for home use, and is not to be used for Bureau business or with Bureau computers due to security issues. The Bureau’s resources to support e-mail through additional providers is limited and must be coordinated through the Bureau’s Director of Administration and Operations. The following are unacceptable practices and are prohibited: •

Using work time to access or download non-work related information or to “surf” the Internet unless for an assigned research project.


Using e-mail, voice mail, or the Internet via Bureau equipment in violation of federal, state and local laws.

Misrepresenting an individuals’ opinion as Bureau policy.

Transmitting confidential information in an unsecured transmission.

Intercepting, eavesdropping, recording or altering another person’s e-mail message except as provided under proper supervision.

Adopting the identity of another person on any e-mail messages, attempting to send e-mail anonymously, or using another person’s password unless properly authorized.

Misrepresenting your affiliation on any e-mail message.

Composing e-mail that contains racial or sexual slurs or jokes, or patently harassing, intimidating, abusive, or offensive material to or about others.

Using e-mail to communicate any material of a political, religious, obscene or derogatory nature.

Accessing objectionable or improper material, i.e. operating an outside business while on work time; “surfing” objectionable web sites; creating, distributing, or viewing pornography on work time or using a Bureau–assigned username and password to do same.

Knowingly introducing to the Bureau network any peripheral software, or device containing a virus. All Bureau computers should have anti-virus program/protocol; outbreaks of any virus, worm, bomb or related malfunctions must be reported immediately to the Bureau’s Director of Administration and Operations for any computer that is networked or shares disks.

E-mail accounts provided by the Bureau may not be used to conduct employee organization, association or union business.

Users shall not share any password for any Bureau computer with any unauthorized person, nor obtain any other user’s password by any unauthorized means.

Technology provided by the Bureau should not be used for filing grievances against the employer.

Intentionally tampering with, deleting or altering Bureau records or other employees’ work product maliciously will result in disciplinary action.

Note: E-mail messages are not private; they are subject to discovery proceedings in legal actions. Messages in the e-mail system may be monitored, intercepted, or copied and placed in the employee’s personnel file. Even if deleted, a message may still exist in backup files created by the Bureau’s system administrator, and can be accessed by that employee’s supervisor. Should employees make incidental use of e-mail to


transmit personal messages, such messages will be treated no differently than other messages, and may be accessed, reviewed, copied, deleted, or disclosed.


Springfield Missouri Convention & Visitors Bureau DATA Backup Policy The Springfield Missouri Convention & Visitors Bureau has an automated network backup system. This system is scheduled to do a complete backup nightly at approximately 1:00 am. These backups are stored on external hard drives, of which the Bureau has two. These hard drives are alternated every week; one backup drive is kept on property, and the other is kept in a safe deposit box at a financial institution that is convenient for the staff to access.
