FROM THE INTERNATIONAL PRESIDENT
WHEN CONSCIOUS MEN OF SERVICE BELIEVE IN THEIR POWER As I reflect back to August of 2021 when our brotherhood selected me to serve as International President, I’m still proud, beaming with joy and humbled that my brothers saw fit to elect me to the highest office in our beloved organization. This is a role that I don’t take likely. I’m aware that over 107 years of history now squarely rest on my shoulders, and I will not let you down. In this next chapter, the brotherhood will BELIEVE in their power to advocate for change, enhance our community service, and engage our communities in ways we could never have imagined. Like every President before me I will build upon the prior administrations’ accomplishments by setting future conditions for greater investments in our brotherhood, more strategic partnerships to advance our brand, continued fiscal management of our resources, and the increased utilization of our PBS Impact Foundation, PBS Federal Credit Union, National Sigma Beta Club Foundation and our Sigma PAC1914.
“Empowering Generations of Men to BELIEVE in Advocacy, Community Service, and Engagement” will be the words that guide us during my term as International President. It is my intent to engage every generation of Sigma Men and build a Fraternity that honors our past, and prepares for a BOLD future.
As we emerge from a global pandemic our world has changed forever. How we communicate, how we interact right down to the job markets are no longer the same. As International President I’m aware of the changing landscape and mindful that our strategies forward as an organization must be approached with a global mindset. How we recruit and retain members in this new environment will separate us from the pack.
Please enjoy this issue of The Crescent, the official communication organ of the Fraternity. We recap Conclave Myrtle Beach, recognize the achievement of our brothers, honor the legacy of the past administration and we celebrate the continued transition of power from one administration to another. We will continue to capture the work of our members and our chapters around the world and continue to tell the Sigma story, because no one can tell our story better than we can.

Honorable Bro. John R. Lewis once said "Take a long, hard look down the road you will have to travel once you have made a commitment to work for change. Know that this transformation will not happen right away. Change often takes time. It rarely happens all at once…” This message was applicable to the changes we felt were necessary to bring a new Conclave experience for Phi Beta Sigma Fraternity, Inc. When it was all said and done, we had One Conclave but Two Experiences in store for the members!!! The Conclave planning team wanted a “Sigma activities and events schedule” that supported Brothers who would prefer to not attend the Conclave in-person (COVID-19!) but still wanted to have the Conclave experience. The Conclave planning team wanted to take into account our Brothers’ safety concerns. The Conclave planning team wanted to take into account any geographical, travel and lodging restrictions that could be considered barriers to our Brothers taking advantage of the Conclave experience. Conclave Myrtle Beach allowed Phi Beta Sigma Fraternity to increase participation on all levels from our Brothers. Conclave Myrtle Beach allowed us to communicate more effectively with our Brothers and create all types of virtual engagement. Advances in modern technology allowed us to add remote voting capabilities for our chapter delegates who could not attend in-person but wanted to be heard on critical issues facing the Fraternity. Just as important to everyone else involved, Conclave Myrtle Beach allowed us to eliminate geographical, travel, and lodging restrictions once considered barriers in planning our Conclave. In the new Phi Beta Sigma Fraternity’s Conclave world, we were able to reduce safety concerns brought about by the pandemic of 2020 and still held our attention in 2021. In the new Conclave world, we were able to have conference registrants that live in international territories not be restricted by that country’s safety or travel policies. And finally, in the new Conclave world, our Sigma educators and Sigma student athletes had real-time access to everything that an in-person attendant could access and they were able to do it in the privacy of their own homes. If they missed anything, we provided video on demand (VOD) for an entire 30-day period after the close of the Conclave!!! Change is hard -- be anyone’s estimation, but as Honorable Bro. Lewis said, “there has to be commitment!” Change did not take effect immediately but change did come, and Phi Beta Sigma now has a different platform that accommodates so many more Brothers. That is the Phi Beta Sigma Fraternity that was willing to do what no other organization had done and we did it very well. Hon. Daryl A. Anderson, Sr. International Executive Director

GREETINGS MEN OF SIGMA, Phi Beta Sigma is rich with longstanding traditions that still evoke a sense of pride within me today. During Conclave, The Grand Orchid Ball continues to be a symbol of time-honored tradition, inclusive of the adorning of the Orchid Leis, the Grand March, recognition of outgoing General Board members and the introduction and installation of newly elected officers. Most cherished, to me, is the pinning of the newly-elected international president. It symbolizes the ending and celebration of one administration and the beginning of great possibilities for the new administration. The Grand Orchid Ball at Conclave 2021: Myrtle Beach was a true celebration of “A Brotherhood of Conscious Men,” the culmination of “One Conclave.Two Experiences” and the stellar administration under the leadership of Hon. Micheal E. Cristal, 35th International President. This year’s conference, though with a registration capped due to COVID-19 restrictions, was an experience all by itself! My goal for this issue was to capture the 2021 international convention in full view. As you peruse the expanded feature with its vast display of images, you will witness the experience held by many Sigma Men and special guests. Congratulations to the Honorable Chris V. Rey, newly-elected 36th International President. We’ve watched Brother Rey literally grow up in the bond from an eager collegian to a progressive professional maturing in leadership on all levels. Through words and photos, The Crescent offers a 360-view of the person, programmatic focus and pillars of our new president. The theme for this administration is: “Empowering Generations of Men to BELIEVE in Advocacy, Community Service, and Engagement” and we introduce and profile the elected and appointed officers who’ve been chosen to lead Phi Beta Sigma for the next two years. You’ve heard it before that this is a great time to be a member of Phi Beta Sigma Fraternity. I encourage each and every region, state, chapter and member to be ready and be engaged; for the best days are ahead of us!

The Brotherhood of Phi Beta Sigma Fraternity, Incorporated convened at one of the most popular beach destinations in the South for the organization’s biennial international convention. Bustling with history, culture and personality, Myrtle Beach, South Carolina was the backdrop for the in-person component to the “One Conclave. Two Experiences” convention. Over 500 attendees participated in the virtual component provided for those members who were unable to make the in-person maximum cut-off or opted in. The international convention was held from August 3 – 8, 2021 at the Myrtle Beach Convention Center. Honorary Sigma Men Brother Ben Vereen, Brother Bill Duke and Brother Keith Perrin served as Honorary Chairmen. Even with the intentional decrease in in-person attendees due to COVID-19 restrictions and guidelines, over six hotel properties were needed to accommodate the registered attendees and special guests. The fraternity took extra special caution and instituted temperature screenings, COVID-19 testing and designated entries and check-points. Brother Ken Daniels, Director of Standards and Protocol and Hon. Bro. Martin Currie, Director of Risk Management led a team of experienced health experts to assure that the organization’s COVID-19 protocols were functioning properly. For six days, chapter delegates assembled and experiences a robust schedule complete with leadership and professional development workshops and seminars, forums with critical thinking panelists, business sessions, community service, physical fitness activities, entertainment and celebratory events. Registered delegates, members and special guests arrived from all seven regions of the fraternity. The Welcome & Hospitality shown by the brothers from the great state of South Carolina and the Southeastern Region, as a whole made the visitation to Myrtle Beach all the more enjoyable.

TUESDAY, AUGUST 3, 2021 The Conclave Planning Team, International Headquarters Staff and Contract Vendors arrived early to prepare for the arrival of the delegates. On Tuesday Registration opened with the highly anticipated, newly unveiled, touchless system for registering conference delegates and attendees. The bold new experience received high ratings from the attendees and is sure to be a staple at all future conventions moving forward. The Collegiate Advisors University and The Walter M. Clarke Leadership Summit kicked off the conference with an amazing opportunity to provide a hands-on approach to engaging brothers and building blocks for enhancing the Fraternity branding and position. The summit provided experiences and perspectives that gave members skills that encourage individuals to assume formal and informal leadership roles which impact and improve the quality of daily life in all communities.

As the summit was underway, International President Cristal joined Brother John Moody, Director/Manager of Blu Culture Collections and Hon. Daryl A. Anderson, International Executive Director, for the Sigma Marketplace Ribbon Cutting, where vendors representing a vast array of products, goods and services were ready for the onslaught of Sigma buyers. Headlining the ceremony was Bro. Johnny Cooks, NFL Legend and Cassondra Horne, Miss International Phi Beta Sigma 2019.
The General Board Meeting was also held, followed by the traditional General Board Dinner, sponsored by Zeta Phi Beta Sorority, Inc. The dinner was hosted by Bro. Anderson, Executive Director and Lattia Baker, Executive Director of Zeta Phi Beta. Several members of the sisterhood’s National Executive Board, regional and state board were in attendance to recognize the General Board.

WEDNESDAY, AUGUST 4, 2021 The second day of conference opened with the Annual Demetrius C. Newton Golf Classic, held just steps away at the Myrtlewood Golf Club. The morning also hosted the Past President’s Breakfast, CCDP Training, First-Time Attendees Orientation and international program workshops. Standing Conclave Committees also sprang into action.
Collegiate contenders for the Oratorical and Debate Competitions presented their best for two rounds of competition in the morning and afternoon, while the Model Chapter Interviews, Sigma Beta Club Advisor Workshop and Parliamentary Procedure Workshop was held. First Place winners of the Debate Competition were Bro. Baselios Girmai, Zeta Zeta Chapter and Jalen Hinton, Iota Tau Chapter representing the Gulf Coast Region. The Second Place went to Bro. Jordan Carpenter, Gamma Rho Delta Chapter and Destin Howard, Gamma Zeta Chapter, from the Southern Region. The Oratorical Competition winners were Jashaun York, Epsilon Theta Chapter, Great Lakes Region, Bro. Tyrell Griffey, Gamma Psi Chapter, Southern Region and JP Waife, Gamma Rho Nu Chapter, Western Region.

The evening hours drew all attendees and guests to the official Opening Ceremony, themed “A Brotherhood of Conscious Men.” Due to an unexpected cancellation of Bro. Wayne Brady, the scheduled Master of Ceremony, Bro. Chris V. Rey, First Vice President, Bro. Matthew Swalek, Second Vice President, Bro. Joshua A. Busby, Director of Collegiate Affairs and Hon. Bro. Jeffrey Sneed, Chief of Staff, stepped in and served as co-hosts for the evening.
The ceremony’s opening and program highlighted the many social issues that plagued the nation during from 2017 – 2021 and Phi Beta Sigma Fraternity’s achievements as a response to those challenges. Brothers Garrett Jackson and Richard Boone, South Carolina State Director opened with a rousing performance of “A Letter to a Nation” and “Ain’t No Mountain High Enough.” Phi Beta Sigma’s corporate service partners presented video acknowledgment representing AARP, March of Dimes, and U.S. Fish & Wildlife Services. Several leaders representing Divine Nine organizations were present, bringing well wishes to International President Cristal and Sigma Brothers. Giving live greetings were Tamara Manning Gordon, First Vice President, Zeta Phi Beta Sorority, Dr. Willie L. Lonzer, General President, Alpha Phi Alpha Fraternity, Beverly Smith, National President, Delta Sigma Theta Sorority, Vanetta Cheeks Reader, National President, National Pan Hellenic Council and representing Rasheeda Liberty, Grand Basileus, was Andrea M. Fleming of Sigma Gamma Rho Sorority. Video greetings were provided by Dr. Glenda Glover, Supreme Basileus of Alpha Kappa Alpha Sorority, Reuben Shepherd, Grand Polemarch of Kappa Alpha Psi Fraternity, and Dr. David Marion, Grand Basileus of Omega Psi Phi Fraternity.

The fraternity continued its commitment in supporting national organizations committed to advancing the lives of African Americans in communities throughout the country. Five organizations received philanthropic donations to continue their programmatic causes, they were: National Action Network, United Negro College Fund, Thurgood Marshall College Fund, NAACP and Miss Ruby’s Kids.
The highlight of the evening was the presentation of the organization’s coveted IMAGE Award, which honors individuals for their stellar achievement in the areas of Business, Education, Social Action and Mentoring. The IMAGE Award recipients were Bro. Dwayne Ashley, CEO, Bridge Philanthropic Consulting for Business, Dr. Robert J. Jones, Chancellor, University of Illinois at Champaign for Education, Hon. Bro. Adriano Espaillat, U.S. Representative-D.NY for Social Action and Susan L. Taylor, Founder, National CARES Mentoring Movement for Mentoring. A special Presidential IMAGE Award in Achievement was presented to Bro. Victor Glover, NASA Astronaut, who accepted his award via live stream. The Opening Ceremony shifted to an outstanding live performance concert featuring the celebrated songstress Vivian Greene and band. The concert excited the audiences so much so, that they shifted to the stage for an awesome musical treat, which gave way to the President’s Reception in the adjoining hall, sponsored by Awards Concepts.

THURSDAY, AUGUST 5, 2021 Thursday was the first official business day of the conference. Sigma brothers donned their official Sigma Blue Blazers as delegates rose early to secure their Voting Devices and listen to those gentlemen hoping to be elected as the next leaders at the Breakfast with the Candidates. As the Billboard Jackson Competition got underway, the Regional Meetings were held to further discussions around the next administration hopefuls, along with the Life Members & Brotherhood Luncheon. The Collegiate Pizza Party & Collegiate Caucus brought together all collegiate delegates and attendees to discuss the same, while the First Lady’s Reception, hosted by Marcia Cristal, First Lady, gave special attention to the organization’s partnership with American Cancer Society.

The evening events showcased the collegiate members and guests during the Miss International Phi Beta Sigma Pageant and the International Step Show Competition. Four talented women, representing Sigma regions, competed for the title of Miss International Phi Beta Sigma 2021. The pageant was hosted by Annette Peagler, Anchor, WBTW News Myrtle Beach. Ms. Cassondra Horn, Miss International Phi Beta Sigma 2019 from the Gulf Coast Region, ended her duties and paraded her final walk.

At the close of the evening, Miss Erycka Praileau, representing the Southeastern Region, was crowned Miss International Phi Beta Sigma 2021. Hosted by Comedian and Sigma Brother Joey Wells, two of the fraternity’s best step teams competed to take home the trophy as best of the best at the International Step Show Competition. Competing in the 2021 International Step Show Competition were Epsilon Theta Chapter at Western Kentucky University, Great Lakes Region and Upsilon Chapter at Livingstone College, Southeastern Region. At the end of the evening, Upsilon Chapter was voted step champions for Conclave 2021. 20 The Crescent Magazine

FRIDAY, AUGUST 6, 2021 At 7:00am, the sacred Omega & Rededication Ceremonies assembled a long line of Sigma attendees to participate in the rich tradition. Immediately following, the Phi Beta Sigma Federal Credit Union Breakfast Meeting was held, followed by Plenary Session II. John Hope Bryant, Founder & CEO, Operation HOPE delivered a motivational speech which drew a standing ovation from the attendees. This year, three extremely worthy candidates were inducted at the Honorary Member Induction Ceremony, held during the Plenary Session II. Joining the ranks of Phi Beta Sigma Fraternity are John Hope Bryant (mentioned above), Dr. Yusef Salaam, author and member of the Exonerated Five (formerly Central Park Five), and Shawn Stockman, singer/songwriter/producer and member of the R&B singing group Boys II Men.
The International Awards Luncheon recognized the fraternity’s commitment to its corporate partnership with the U.S. Army and well as the programmatic achievements of the organization’s top performing chapters. General Paul E. Funk, II, the four-star, 17th Commanding General of the U.S. Army Training and Doctrine Command, delivered an amazing opening presentation, while Brother Abby Raymond, former International Second Vice President, presented the brotherhood with commemorative regalia from his tours in Afghanistan. President Cristal concluded the event with a presentation interview with entrepreneur Brother Beez (Bjorn) Hendricks.

Through music, memories and tributes, the reception recognized the leadership of President Cristal and his consistent commitment to Phi Beta Sigma Fraternity, since his initiation on April 3, 1982. SATURDAY, AUGUST 7, 2021 Plenary Session III led Saturday’s agenda, concluding all of the remaining fraternity business unable to be cover during the preceding sessions. A highlight of the session was an update and Q & A on the new International Headquarters Project by Donahue Peebles, III, Chief of Staff & Director of Development, Washington D.C. Metro Area, The Peebles Corporation.
Conference attendees and guests were encouraged to spend some time enjoying Myrtle Beach and return for the closing event, The Grand Orchid Ball. Donned in white tuxedo jackets, Sigma brothers and their special guests filled the ballroom and celebrated the success of another biennial conclave. Songstress Lalah Hathaway headlined the event with an amazing concert, complete with a female hiphop DJ who brought everyone to the dance floor. It was absolutely clear that the people came to party and release the stress from being locked up during COVID. The dance floor was packed beyond capacity! After the Grand March, led by Hon. Carter D. Womack, 27th & 29th International President, recognition of the outgoing General Board and introduction and installation of the incoming board by Hon. Jimmy Hammock, 33rd International President, the Hon. Chris V. Rey, J.D. was pinned as the 36th International President of Phi Beta Sigma Fraternity, Incorporated.

DISTINGUISHED FOR T ACHIEVEMENT IN THE & THE COMMUNITY
THE CONCLAVE 2021 DISTINGUISHED SERVICE CHAPTER INDUCTEES Two major fraternity initiatives were approved and implemented at the 1929 Conclave. The first was considered the “highest honor” the fraternity could bestow on a member of the fraternity, a “key” to the fraternity for distinguished service. Suggested by Past President and Charter member, Hon. Brother I.L. Scruggs, and modeled after the distinguished scholar key of the Phi Beta Kappa Society, as well as recognition reminiscent of the honors municipalities often bestowed on dignitaries for their worthy accomplishments when visiting a city, state or nation, the key to “Sigmadom” would be bestowed upon the Sigma, or Sigmas, who demonstrate exemplary work to the fraternity and outstanding accomplishments in the greater society at large. With this key, these members would open the key to the door of the most exclusive chapter in the fraternity, called the Distinguished Service Chapter.

HONORABLE BROTHER MICHEAL E. CRISTAL Hon. Bro. Cristal is the 35th International President, served from 2017 – 2021. He was born on September 25, 1963 in Grenada, Mississippi and the fourth of five children. Upon graduating from Grenada High School, where he distinguished himself as an Honors Graduate and a member of the school’s Hall of Fame, he applied to and was accepted at Mississippi State University. He worked as a bagger in his local grocery store to finance his undergraduate education. It was on the campus of MSU where Micheal learned about Phi Beta Sigma Fraternity. The brothers of Theta Iota Chapter introduced themselves to Bro. Cristal and recognized his potential to be an asset to the organization. Upon accepting their invitation to join, Micheal was initiated on April 3, 1982. He became very active in campus life and rose to the office of Chapter President and the campus’ National Pan Hellenic Council Chapter President. He received the chapter’s Sigma of the Year, as well as the State of Mississippi’s Collegiate Brother of the Year in 1985. He served as the State Director of Bigger & Better Business while still a collegiate student. Cristal earned his Bachelor of Science Degree in Marketing and moved to Memphis, TN and began working for the Kroger Corporation. He joined Tau Iota Sigma Chapter, rising to the office of Chapter President and led them to earn the International Chapter of the Year Award during Conclave Raleigh in 1993.
In 2011, Brother Cristal was elected International Director of Bigger & Better Business. As Phi Beta Sigma approached its 100th Year of Service, Cristal was elected as the International First Vice President in 2013. Cristal delivered four consecutive years of record membership. Cristal is an ambassador for work-life balance. He finds ways to be active in his local community at every opportunity, having served or currently serves on various boards including Deacon at the New Olivet Baptist Church, Chairman of the Board for National UrbanLeague-Memphis, Vice Chairman of the Memphis Regional Chamber of Commerce Capital Campaign, Leadership Memphis-2007 and several more. He is currently Vice President of Operations, where he leads a team of 22,000 employees with sales in excess of $5 Billion.
A tireless achiever in Sigma, Cristal served as the Southwestern Regional Director for two terms (4 years). Under his leadership, the region grew to become the third largest region in the fraternity. He also served as Executive Assistant (now titled Chief of Staff) to the 32nd International President Hon. Paul L. Griffin, Jr. and International Director of Conferences and Logistics under 33rd International President Hon. Jimmy Hammock.

HONORABLE BROTHER JEAN B. LAMOTHE Born in Zaire, Africa, Bro. Lamothe lived in Haiti and moved to the United States in the mid 1970s. He attended Rutgers University, New Brunswick, NJ, triple majoring in Political Science, Philosophy and African Studies. While maintaining a rigorous study schedule, he sought to join a brotherhood of men who shared a similar desire to help people and attain academic excellence. With these thoughts in mind, he became a member of Phi Beta Sigma on April 22, 1988. After graduation, Bro. Lamothe obtained employed with the Department of Labor and Workforce Development as a Claims Adjustor. He continued his professional development by earning a Mastor’s degree in Public Administration from Rutgers University-Newark. He earned the position of Congressional Liaison/Project Specialist. Within the fraternity, Bro. Lamothe is a charter member of Lambda Lambda Sigma Chapter. He’s served as Collegiate Advisor to chapters at College of New Jersey and Rutgers University, and several positions within the alumni chapter. On the regional level, he’s served as Director of Education and developed the Taylor Morse & Brown Scholarship in 2008. Jean was elected to serve two terms as the International Director of Education and International First Vice President in 2015.
Brother Lamothe is a founding member and past president of such organizations as Renaissance Of Our Traditional Selves (R.O.O.T.S.), and Haitian-American Unified Council (H.A.U.C.). A community activist at heart, Jean helped coordinate Feed-The-Homeless Project of Essex County in 1995. Other active participations include the Goodwill, American Cancer Society and the Home Front of Mercer County. As a member of the Church of the Sacred Heart, he launched the Men’s Morning Prayer Partner Initiative (MMPP). Presently Bro. Lamothe serves as the Assistant Director of the Division of Disability Services. During his tenure, he has been granted the 2007 Public Servant Community Service Award, the Supervisory/Management Award for Production in 2006 and the 2006 James A. Ware Award of Excellence.

HONORABLE BROTHER LEONARD O. LOCKHART Honorable Brother Lockhart is a native of Hartford, Connecticut and a product of the Hartford Public School system. After graduating from Weaver High School, he attended the University of Hartford, where he was initiated into the Zeta Lambda Chapter on April 29, 1993. He majored in Electrical Engineering Technology at the University of Hartford. Since becoming a member of the Fraternity, he has served in a number of capacities, including Graduate Chapter President, Collegian Chapter Advisor, New England State Director, Eastern Vice Regional Director, 25th Eastern Regional Director, Regional Directors Council Chairman, General Board Executive Committee, Deputy Chief of Staff for the International President (twice) and Chief of Staff for the International President. He is a Platinum Life Member and holds the Prominent Brother Service Award of the Eastern Region. When he is not serving with the Fraternity, Lockhart gives back tirelessly to the community through service. He served nine terms as PTA President and one term as Treasurer at the Montessori Magnet School in Hartford, CT. He has served on the Windsor Volunteer Fire Department for over 15 years, currently as Captain.

Lockhart served on the Windsor Board of Education since January 2012 in the offices of President, Vice President, Finance Committee Chair and Long Range Planning Committee Chair. He also serves on the CABE Board of Directors as First Vice President and Diversity, Equity & Inclusion Committee Chair (previously as Vice President for Government Relations and Resolutions Committee Chair). Lockhart resides in Windsor, CT with his wife and four children. He works for Johnson Controls as a District Manager with 25 years of service. Lockhart enjoys playing competitive softball, investing in stocks and cryptocurrency and watching sports.

HONORABLE BROTHER EDWIN K. MILES Honorable Brother Miles was born in Longview, TX and raised in Amarillo, TX. He graduated from Amarillo High School, then attended Prairie View A&M University and received a Bachelor of Arts in Political Science degree. He conducted Post Graduate work in Human Resources Information Systems-MPA from Texas State University, formerly Southwest Texas State University. Brother Miles was first introduced to Phi Beta Sigma, as a member of the Sigma Beta Club in Amarillo, TX from 1976 – 1977. Prior to joining the fraternity, he was a member of the Sigma Squires Club at Prairie View from 1977 – 1978. On November 11, 1978, he was initiated into the campus’ Delta Theta Chapter. While there, he held the positions of Reporter, Dean of Pledges and Vice President of the campus’ National Pan Hellenic Council chapter. Bro. Miles has been engaged and involved with the fraternity on every level. Some of the positions that he’s held include, but are not limited are Vice President of Gamma Tau Sigma Chapter, Collegiate Advisor of Psi Beta Sigma Chapter, advising Mu Rho, Theta and Epsilon Upsilon Chapters), Chapter President (six occasions) of Beta Beta Sigma Chapter, 4th and 6th Lone Star (Texas) Director, 15th Gulf Coast Regional Director, Deputy Chief of Staff for Human Resources & Fraternal Relations (2013-2016), Chairman of Real Estate Commission (2015-2017) and International Parliamentarian (2015) (2017-present).
Brother Miles is very engaged within the communities of San Antonio and Texas. His commitment to faith, family and fraternity is demonstrated by his such organizations as E.T. Dixon United Methodist Church, San Marcos Lions Club, Wincrest United Methodist Church, Wincrest Golf Club, Inc., Texas State Amateur Golf Association, Co-Founder & Chairman of The Leapfrog Foundation, Coach of San Antonio Hornet Volleyball Club, Alamo City Black Chamber of Commerce, The Bell Parliamentary Unit – National Association of Parliamentarians and more. Professionally, Brother Miles has over 25 years as a consultant that trains and counsels in the areas of organizational development, employment and employee relations as a Human Resources Executive and Consultant with Drake Beam Morin, Inc., a division of Harcourt. He is currently a co-owner of Mitay, Inc. a construction and property management firm, as well as PEMiles, LLC, a career and organizational development consultancy. Bro. Miles is married to Paula Miles, the father of one son, Brother Patrick I. Miles and a daughter, Alexandra L. Miles and grandfather to Patrick and wife Elydia’s son Jameson I. Miles.

HONORABLE BROTHER WINSTON K. O’NEAL Honorable Brother O’Neal is a 42-year member of Phi Beta Sigma. He was born and raised in Detroit, Michigan. An advocate for education, he graduated from Osborn High School where he participated in an accelerate curriculum which led him to being accepted to Central Michigan University, Mount Pleasant, MI, in the fall of 1979. He was conferred Bachelors and Master’s degrees in the fields of Sociology and Criminology respectively. While attending CMU, Bro. O’Neal responded to the thunderous roar of Sigma, and became a founding member of the Lambda Gamma Chapter. As a founding member and cornerstone of Lambda Gamma, he served with a level of distinction that outshined student and local leadership within the city of Mount Pleasant. Taking leadership seriously and recognizing the need for Sigma’s growth in the State of Michigan, Bro. O’Neal went on to charter chapters at the University of Detroit-Mercy and the metropolitan Detroit alumni chapter of Nu Alpha Sigma; as well as reactivated numerous collegiate and alumni chapters in the Great Lakes Region. He holds the distinction of being Michigan’s longest serving State Director 10 consecutive years, revitalizing the state to its record holding membership. This was the same energy brought as the Great Lakes Regional Director. He elevated the region from the 6th position to number 3 in membership. His notable achievements include restoring the financial viability of the re-
gion and creation of numerous fraternity initiatives, many of which are now part of the international fraternal structure. Bro. O’Neal is Life Member #1425 and served as International Director of Collegiate Affairs and International Director of Bigger & Better Business, where he was instrumental in forging national partnerships with the Internal Revenue Service, Volunteer Income Tax Assistance Program (VITA) and American Airlines. In 2013, he was appointed by Honorable Brother Jonathan A. Mason, 34th International President as Conference Planner for Conclave 2015 Little Rock. Professionally, Bro. O’Neal works for the federal government as Team Leader for Bridging, Recovery & Carrier Group, thanks to his excellence in Logistics Management during his tenure as a Requirements Officer. He is a member of the American Federation of Government Employees (AFGE) and serves as Vice President of Blacks in Government, Metropolitan Detroit Chapter.

He’s been a member of Hartford Memorial Baptist Church since 1984. A man dedicated to his family and friends, he raised not only a niece but was responsible for the guidance and direction of many youth for whom there was a need. This is evident by his undying support and commitment to the organization’s youth auxiliary group, the Sigma Beta Club Foundation. His community activism and dedication to youth not only gained local attention but made him the inaugural recipient of Zeta Phi Beta Sorority’s Human Touch Award.

HONORABLE BROTHER DR. DWAYNE SCOTT On April 14, 1986, Bro. Dr. Scott became a proud member of our wondrous band. Dr. Scott graduated from Arkansas State University with a Bachelor of Science degree in Radio & Television in 1988; a MPA in Public Administration in 1993; and Education Doctorate in Educational Leadership in 2006. While attending ASU, he met his wife of 31 years. They met while working together in the game room of the Student Union during the summer of 1987. Bro. Scott and his wife have four children Orlandis (a member of Phi Beta Sigma), Briana, Khadejah, and Sydney. Professionally, shortly after graduation from ASU, Bro. Scott worked as a part-time camera operator with the local TV station hoping to, one day, be in front of the camera. As faith would have it and at the encouragement of
his department chair, he applied and was hired as a full-time recruiter at Arkansas State University in 1989. For more than 26 years Bro. Scott worked in higher education at the following institutions in multiple roles: Arkansas State University, The University of Memphis, Arkansas State – Mid-South Community College, and Southwest Tennessee Community College. In 2015, Bro. Scott embarked upon a different adventure by transitioning out of higher education into the K12 environment, where he is currently employed as a Manager with Shelby County Schools within the Department of Family and Community Engagement. Shelby County Schools is the largest school district in Tennessee serving more than 113,000 students within 152 schools.

HONORABLE BROTHER REGINALD SLUCH A native of New Orleans, LA, Brother Reginald Sluch attended and graduated from one of the top African-American magnet high schools in the nation, McDonogh 35. He attended the University of New Orleans and later Loyola University of New Orleans and majored in Computer Information Systems/Management. While on active duty Marine Corps, he continued his education in Computer Information Systems/Business Management in 1989. After spending the first 34 years of his life as a resident of New Orleans, he decided to enhance his career opportunities by moving his family to Dallas, TX in August of 1996. Brother Sluch was initiated into Phi Beta Sigma at the Iota Lambda Chapter on April 11, 1981 on the campus of the University of New Orleans. His service to Sigma began as a collegiate by holding several offices: Director of Bigger and Better Business (1982), Dean of Pledges (Fall 1982) and Chapter First Vice President (1983). After transferring to Loyola University – New Orleans in the Fall of 1983, he initiated membership recruitment activities, chartered and was the first President of the Omicron Phi Chapter

in the summer of 1984. There, he served as Director of Bigger and Better Business (2007 -2010) and Chapter President (2010 – 2014), Texas State Director of Collegiate Affairs (2009), Gulf Coast Regional Director of Social Action (2011 – 2013), charter member of the Sigma International Leadership Academy (2009), International Membership Committee and Collegiate Advisors University Committee (2011 – 2013). Brother Sluch also created and delivered the Risk Management sessions at the inaugural Serious Sig-
ma Summit (2010) and Conclave Atlanta 2011. On the alumni level, Brother Sluch served as President of Omicron Sigma Chapter from 2010 - 2013. He served on the Gulf Coast Programs Foundation Board (501c3)(2013 – 2017), International Co-chair of Project Vote (2013 –2017), International Director of Bigger and Better Business from 2017 – 2021 and a Board member for the Phi Beta Sigma Federal Credit Union since 2019. He is also a Life member of the NAACP, 100 Black Men of Greater Dallas Fort Worth, President of Progressive Initiatives, a charitable foundation of Omicron Sigma Chapter (2010 – 2015, 2020 – present), Dallas County Black Chamber of Commerce (2016 – 2018), and a current member of the Collin County Black Chamber of Commerce. Bro. Sluch began his professional career in Information Systems on active duty in the United States Marine Corps in 1986 as a computer programmer/ analyst. After a five-year active duty stint in the Marine Corps, he embarked on developing a career in corporate America. He still maintained his reserve status and rose to the rank of Gunnery Sergeant. Bro. Sluch navigated the ranks of leading corporations and landed the role of Director of Human Resources Systems Projects at First American Corporation in 2001. He has been in consulting/leadership roles managing software implementation projects for various Fortune 1,000 clients via leading software and consulting firms. In 2010, Brother Sluch started his own consulting firm, The NOLA Group, LLC. He is currently the Owner/Managing Partner and driving successful delivery to such high profile clients as Ericsson, Accor Hotels, Cornerstone Healthcare Group, Silverleaf Resorts, Lloyd’s Banking Group, NCH Corporation, CalOptima, Ciber, Curo Health Services, Planned Parenthood, Touchstone Medical Imaging, BMI Music, Kubota Tractors, YMCA, zulily and Low T Centers. The NOLA Group has employed Sigma brothers and internships to collegian brothers providing career and professional growth opportunities. Brother Sluch has three children, Sharde, 36, Shane, 32, and Shandice, 28 and a grandson, Lathan, 11. He is working diligently to build The NOLA Group to a larger player in the Human Capital Management (HCM) consulting space and continues to move towards retirement and good living.

The 1920 Conclave was held in Washington, DC from December 22-24, 1920. There were several significant events and initiatives produced at this Conclave. The most significant historical account of this Conclave was that all of the delegates of this convention were collegians. Except for a few members of the General Board, collegiate members, still in school, dominated the attendance.
Honorable Brother Wright is the 23rd International President of Phi Beta Sigma Fraternity, Inc. He was a university official and consultant, serving as the vice president of university relations at the University of the Virgin Islands in St. Thomas, at the time of his passing. Prior to that, he worked in fundraising at Coppin State College, Baltimore, MD and Talladega College, Talladega, AL.
While alumni members presided, collegian members influenced the votes on business matters. The surprise of the Conclave was saved for the elections, and reflected the true will of the collegiate delegation.
From 1977 to 1981, Wright worked for the March of Dimes Birth Defects Foundation in White Plains, NY. He was an advisor to the National Student Business League, served on the Task Force for Minority Programming of the Association of College Unions and was a member of the Council for the Advancement and Support of Education (CASE).
While the election results honored the spirit of the recommendations to the Conclave, the collegiate delegation elected one of their own to lead the organization. The election of Brother Walter M. Clarke produced two major firsts for the fraternity: Bro. Clarke was the first (and only) collegian member ever elected as International President of Phi Beta Sigma Fraternity. Secondly, Brother Clarke was the first president elected outside of the fraternity’s Alpha Chapter, as Clarke attended Morris Brown College in Atlanta, GA and hailed from Zeta Chapter, chartered the prior year in 1919.
Brother Wright operated the Wright Group, a consulting firm that assisted non-profit and for-profit agencies develop fundraising campaigns for youth development programs. He was born and reared in the Sandtown-West Baltimore area of Baltimore, MD and a 1962 graduate of City College. He received a Bachelor’s degree in Elementary Education from Coppin College in 1966. He belonged to the National Urban League, the National Association for the Advancement of Colored People, the Association of Black Foundation Executives, the Black Child Institute and the National Council of Organizations for Children and Youth. He was a governor of Camp Farthestout, a camp for children in Carroll County, sponsored by Douglas Memorial Community Church in Baltimore, where he had been a member for many years. Brother Wright served Phi Beta Sigma for 28 years. He was collegiate chapter president, Eastern Regional Director, and International Director of Social Action. He succumbed on January 9, 1994.

Honorary Members Honorary Membership has been a part of Phi Beta Sigma Fraternity since the first four faculty members were invited to join at Howard University in 1914. Over the years the fraternity has welcomed into the Brotherhood, some of the nation’s most esteemed and revered leaders from around the world. This year, three stellar role models accepted the invitation to join the ranks of Sigma Men. JOHN HOPE BRYANT
An American entrepreneur, author, philanthropist, and prominent thought leader on economic empowerment and financial dignity, John Hope Bryant, born on February 6, 1966, in Los Angeles California, learned his lessons on money early in life. He recognized that if you don’t understand money, you’re essentially enslaved, and that being part of a capitalist system and not knowing the rules, or how things work, means that you aren’t included. An entrepreneur from childhood, Bryant’s awakening was triggered by the visit of a well-dressed white banker to his elementary school in Compton, California. The banker came to his class to talk about financial education for young people, but in a larger spectrum he would represent an aspiration beyond what was typical in Bryant’s reality. From that day, Bryant has been involved in business, starting his first venture at the age of 10 with a modest $10 investment from his mother. Today, Bryant is the founder, chairman, and chief executive officer of Operation HOPE, Inc., a global nonprofit headquartered in Atlanta, GA, birthed just under three decades ago in response to the despair and destruction of the 1992 Los Angeles Riots. Under the banner of “silver rights”,

Operation HOPE has aided over 4 million individuals worldwide, and directed more than $3.2 billion in economic activity for the disenfranchised—turning check cashing customers into banking customers, renters into homeowners, small business dreamers into small business owners and minimum wage workers into living wage consumers. Bryant is also chairman and chief executive officer of Bryant Group Ventures, founder and principal of The Promise Homes Company, the largest for-profit, minoritycontrolled, owners of institutional quality, single-family residential rental homes in the U.S. and co-founder of Global Dignity. His work has been recognized by five past U.S. presidents, and he has served as an advisor to
three past sitting U.S. presidents. A member of the founding class of The Forum of Young Global Leaders, and founding member of Clinton Global Initiative, Bryant is a LinkedIn Influencer, contributor to Huffington Post, Black Enterprise, and ThriveGlobal, and a member of the World Economic Forum Expert Network. His Facebook Live “Silver Rights” Straight Talk Series, and “Delivering The Memo” episodic series have received millions of views, and serve as engaging platforms to foster essential discussion in the digital space around financial inclusion and social uplift. He has received over 500 notable awards and citations for his work, including, Oprah Winfrey’s Use Your Life Award, and recognition as one of Time magazine’s “50 Leaders for the Future,” in 1994.
Bryant is the author of bestsellers The Memo: Five Rules for Your Economic Liberation, How the Poor Can Save Capitalism: Rebuilding the Path to the Middle Class, and Love Leadership: The New Way to Lead in a Fear-Based World. His latest book, Up From Nothing: The Untold Story of How We (All) Succeed debuted as the #15 new release on Amazon. A mentor to many, Bryant is dedicated to sharing his failures and successes in life and business to empower the next generation of entrepreneurs and world changers.
DR. YUSEF SALAAM In 1989, at just fifteen years young, Dr. Yusef Salaam was tried and convicted in the “Central Park Jogger” case along with four other Black and Latinx young men. The Exonerated Five spent between seven to 13 years behind bars for crimes they did not commit, until their sentences were overturned in 2002. Since then, they have received a multi-million dollar settlement from the city of New York for its injustice and have been profiled in award-winning films, including The Central Park Five documentary and most recently the Emmy award-winning Netflix limited series When They See. Us, written and directed by Ava DuBernay. Over the past two decades, Yusef has become a family man, father, poet, activist and inspirational speaker. He continues to utilize his platform to share his story with others and educate the public about the impact of mass incarceration and police brutality
rooted in our justice system. He regularly advocates for criminal justice reform, prison reform and the abolition of juvenile solitary confinement and capital punishment, specifically restoring “humanity” of those incarcerated and those trodden down by the spike wheels of justice. Yusef is the recipient of a Lifetime Achievement Award from President Barack Obama (2016) and more recently has shared his story and stance on current issues on CNN, MSNBC, REVOLT TV, NPR Atlanta, FOX and more.
SHAWN PATRICK STOCKMAN Stockman was born September 26, 1972. In Philadelphia, PA. The singer, songwriter and recording producer is best known as a member of the award-winning vocal group Boyz II Men. He was also a judge on the television show The Sing-Off and a member of the group Black Men United. Stockman got his singing start with the Philadelphia Boys Choir & Chorale at the age of eight. He attended the Creative and Performing Arts High School (CAPA) in South Philadelphia, where he met the other members of Boyz II Men. He was a vocal major. In 1995, Stockman received an honorary doctor of humane letters degree from Drexel University in Philadelphia, PA and became part owner of Stonecreek Studios and Stonecreek Recordings in
1966. He is married to Sharonda and they have three children Ty, Micah, and Brooklyn. The couple works closely with the advocacy organization Autism Speaks and has founded their own non-profit, Micah’s Voice, which they are building into an autism community and information center a place for families to gather online. Most recently, Stockman started his own record label called Soul Chemistry Projects. Fall 2021 35

THIS IS: HONORABLE CHRIS V. REY, J.D., 36TH INTERNATIONAL PRESIDENT If you look over the years of service that International President, Honorable Chris V. Rey has rendered to Phi Beta Sigma Fraternity, Incorporated, you could glean from the annals of Sigma, that he may have been rightfully born for the position he holds in the organization today. He clearly hit the ground serving as a collegian and now holds the distinction as the only leader to serve all three presidential positions in the history of the fraternity. Sprinkled throughout his fraternal journey are acts of duty and service that has shaped him to be the leader whose aim is “Empowering Generations of Men to BELIEVE in Advocacy, Community Service & Engagement”, the mantra for the next four years.
Who is Chris V. Rey? He was born in St. Thomas, U.S. Virgin Islands but spent his formidable years in Spring Lake, North Carolina. He graduated high school as a Track and Field All-American and attended East Carolina University on a full athletic scholarship. As a student leader, he was known for taking the initiative of addressing racial inequality on campus. He was often recognized by university leaders for working to make the campus a more open and diverse epicenter of learning. He was a charter member of the campus’ Black Student Union and the NAACP chapter. In the Spring 1996, Rey was initiated in the Xi Nu Chapter at the university. His interest in leadership surpassed his campus life, when he was inspired to run for the international-level position and elected as Second Vice President. He holds a Bachelor of Science in Business Administration with a minor in Information Systems. Brother Rey enlisted into the U.S. Army as a computer information technology analyst. After two years, he was commissioned a Second Lieutenant in the Signal Corps through the U.S. Army Officer Candidate School. Thereafter, he saw deployments to Iraq and Afghanistan. His service and leadership in the armed forces earned him numerous military awards and accolades including the Bronze Star, and the Meritorious Service Medal. After being honorably discharged from the U.S. Army, Rey began studies at William & Mary School of Law, the nation’s oldest law school, where he holds a Juris Doctor Degree. Upon graduation he worked for the U.S. Department of Defense (DoD) writing cyber security policy for the nation to address the global threat of cyber-attacks on America. During this time, he added to his Sigma resume by being elected as the International Director of Collegiate Affairs and later appointed the International Director of Technology. In 2006, Brother Rey was elected the 16th Southeastern Regional Director and in 2008, he was elected the youngest member of the Virginia Delegation to the United States Electoral College, where he officially cast the ballot to elect the President and Vice President of the United States. In 2011, he was elected the youngest Mayor in Spring Lake, North Carolina’s history, where he served three terms from 2011 to 2017. At Conclave 2017 in Detroit, Michigan, Rey was elected International Director of Social Action and in 2019, he was elected International First Vice President.

Professionally, Brother Rey is Chairman and CEO of Rey Industries, Inc., a conglomerate of companies focused on healthcare, technology, transportation, and quality of life services. For the last decade he has also served as an adjunct professor where he taught classes on organizational leadership, constitutional law, criminal law, juvenile justice, criminal courts, and cyber-crimes. He has presented around the world most recently in Central America on the importance of local government. Rey is also a graduate of the University of Virginia Sorenson Institute for Political Leadership. He currently serves on the Board of Governance for Charisma University, located in the Turks & Caicos Islands. He has served as Chairman of the Cumberland County Partnership for Children, Board Member of the Fayetteville Technical Community College Foundation, and as a Board Member of the North Carolina Public School Forum. TC: When the next iteration of the fraternity’s history book is published, you’ll be noted as the first Sigma Man to have served all three international president positions on the General Board. What advantage does this offer you as the leader?
THE CRESCENT: You were initiated in Phi Beta Sigma Fraternity on October 13, 1996. Why did you desire to affiliate with Phi Beta Sigma on your campus? CHRIS REY: I was initiated in the Xi Nu Chapter on the campus of East Carolina University. I was a full scholarship track athlete and a lot of the members of the track team were Sigma men. They had a great presence on campus, they were always doing service on and off campus and the brotherhood I witnessed from other Sigmas (while traveling with the track team) toward my teammates who were Sigma men, always impressed me before I joined. They were a positive group of guys with whom, I wanted to affiliate with.

TC: Since your acceptance into the Bond of Sigma, your fraternal resume speaks volumes to your ability to lead. When did you realize that you wanted to seek the position and serve as the International President, and why? CR: I realized I wanted to be International President in 1999 when I attended my first conclave and was elected International 2nd Vice President. I met a brother by the name of the Hon. Sylvester Davis. He told me at that conclave when I stepped down from the Candidates Forum that I could be President one day. I took his words to heart because he was a well-respected figure in Sigma, and he became my very first supporter.
CR: Having the opportunity to serve in all three positions allow me to see Sigma at every level of leadership. As Second Vice President you focus so much on making sure that the collegiate perspective is heard on the board. We can be very alumni-focused but scream collegiate brothers are the life blood. As International President, I will never forget that collegiate voices are key to our fraternity’s success. Innovation in communicating with this generation is critical and we must figure out how to do it right. As First Vice President it’s all about the membership. The First Vice’s role is the hardest in my opinion because over 80% of our funding comes from members paying their dues. As First Vice President you must know how to connect with the members to energize them and show them the value of being a member. When you combine the two experiences and wrap them into the role of International President, you develop a tremendous understanding of your brotherhood with a pulse on where they want the organization to go. Because the prior roles require you to be in the trenches you truly learn the desire of the membership. I believe I will be a better President because of that experience. TC: The previous two administrations made major impacts on the growth and development of Phi Beta Sigma Fraternity, Inc. as a non-profit, community-service organization. How does your vision for the fraternity build upon the previous achievements?
CR: The previous administrations gave us the foundation to truly lift off. Hon. Bro. Jonathan Mason gave our fraternity the exposure we desired and deserved. I will always credit him for kicking the door open for Sigma men to be in the room because we knew we deserved to be there. Hon. Bro. Micheal E. Cristal’s administration showed us how to stay in the room by having a strong balance sheet, expand our partnerships, and deliver on the brotherhood experience. My hope in my administration is that we own the room. This can only happen by expanding what is possible and showcase our abilities. I talk of affordable housing in other markets, our own men’s health clinics and our own hospital, and our own charter schools. The only reason why I can have a BOLD vision for Sigma is because of the foundation laid by previous presidents. TC: Your theme for this administration is “Empowering Generations of Men to BELIEVE in Advocacy, Community Service & Engagement.” What is your inspiration for this mantra and how do you relate to its call to action? CR: This goes back to your earlier question about being a Second Vice President and First Vice President. I recognize as president that Phi Beta Sigma is a multigenerational organization, and you must build a Fraternity that works for everyone. Every brother in each generation needs to feel like this is HIS Fraternity and there is a place for him to serve. Advocacy is the business we are in. Economic empowerment, social justice, and leveling the playing field are all advocacy priorities we must continue to champion. Community Service is what we do. If you want to get something done in your community, you call a Sigma man. Service is our cornerstone of who we are. Engage-
ment is the energy necessary to advocate, do service in our community and create the value added to keep our membership at the table. Sigma men must always engage one another, and their communities at all times. TC: This past fraternal campaign election season, like many times before, was extremely challenging, especially for you. Your administration has instituted a Campaign/Election Reform. What do you hope to accomplish through this reform? CR: I believe that it’s time for Phi Beta Sigma to institute a brotherhood code on how to campaign. We also need guidelines on when to start campaigning, and how to campaign. We don’t have these policies in place and it’s high time that we begin. TC: Your administration’s program focus under the Bigger & Better Business program features Black Spend Initiative, where you seek the support to reach $3,000,000 by Conclave 2023. What motivated you to select this cause?
My hope when it’s all said and done is that I left our Fraternity even more financially sound, our membership will have increased, our impact through our programming will be felt globally, and the brotherhood will feel like they’ve contributed to the long-term strategic direction of Phi Beta Sigma.”
CR: This started before my presidency, but it will be my administration to kick it up to the next level. Economics makes the world go around. We need to showcase Fall 2021 47
the power of our dollar as a collective and educate our brothers around what can happen when we combine our capitol. It’s hard to see your impact when it’s just you, but when you see the power of our brotherhood it sends a different message. We have not even scratched the surface of how much we are spending with black/ brown companies. My hope is to find out. TC: You’ve created and appointed a new position to the board titled Sigma Fathers. What prompted this and what do you expect this office to address and impact? CR: I’m very proud of this new committee. We have an obligation to help our brothers who will take on the greatest role of their life, being a father. Not all will be, but many will. We must give tools and point our brothers to resources that will help them prepare for fatherhood and be the best fathers they can be. Not all children will be biological, some will come through adoption, or becoming a stepfather. We brothers need to know how to deal with these new dynamics. How do you have crucial conversations with your children on and around tough subjects? We owe our members this and I’m committed to providing it. TC: Your oldest son, Jonathan, is a Sigma Brother. What part of your fraternal legacy do you hope that he exhibits? CR: I hope that my son will always want to stay active and financial with Sigma. He does not have to run for office and do as I have done, but I hope he will always want to be a part of moving our fraternity in a positive direction.

TC: When July 2023/2025 arrives, what do you hope will have been accomplished under your leadership? CR: My hope when it’s all said and done is that I left our Fraternity even more financially sound, our membership will have increased, our impact through our programming will be felt globally, and the brotherhood will feel like they’ve contributed to the long-term strategic direction of Phi Beta Sigma. I’m sure there is a whole lot more I want, but leaving Phi Beta Sigma better off than I received it is my ultimate goal.

ADVOCATES OF CHANGE: SIGMAPAC1914
T
he Rey administration has assembled a cadre of skilled leaders, aptly prepared to advance the programmatic focus for Phi Beta Sigma Fraternity, Inc. Four strategic arms will be and serve as a major focus critical to the organization’s advocacy, community service, mentoring and financial empowerment. The four arms of outreach are The National Sigma Beta Club Foundation, PBS Impact Foundation, PBS Credit Union and Sigma PAC1914. SigmaPAC1914, under the Sigma Political Action Committee, will advocate for change in our communities by actively participating in the political process.
FORMED IN 2017 As the United States was in the grips of a political change in power from the Democratic leadership of President Barrack Obama to the newly-elected President Donald Trump, we witnessed a great division in America. Many members of Phi Beta Sigma were not accustomed to seeing this political landscape. During this time, we were assembled as a body of brothers at The Renaissance Hotel in Detroit, Michigan participating in our very own transition of power from Honorable Brother Johnathan A. Mason, Sr. 34th International President to Honorable Brother Micheal E. Cristal, 35th International President, which was a very familiar part of Phi Beta Sigma Fraternity history. At this same Conclave, Brother Reginald Browne introduced the idea of establishing a political organization coming off the heels of the Supreme Court decision of Citizens United v. FEC.

In Citizens United v. FEC, the Supreme Court asserted that corporations are people and removed reasonable campaign contribution limits, allowing a small group of wealthy donors and special interests to use dark money to influence elections. This simple court case allowed for the creation of political action committees. From that conversation between Honorable Brother Mason and Brother Browne came the idea of establishing a political action committee that would give Phi Beta Sigma Fraternity the ability to engage in actions that we, in our 107 years of existence, were limited in the political engagement process. A gathering of brothers worked together to create the bylaws and constitution of SigmaPAC1914. This organization would be the first Super PAC and hard money PAC (Hybrid PAC) established by any member of the Divine Nine organizations. The committee took a deep dive into studying Political Action Committees formed

African Americans and communities of color (or particularly historically disadvantaged communities), equality for all, healthcare, improving public transportation and helping to provide HOPE of an American Dream where all are on a level playing field. The SigmaPAC1914 organization shall educate their respective communities on current candidates who’re running for office, and how to support candidates through political advocacy and community support programs, while holding them accountable to faithfully serve on all levels. The organization believes that education is the primary focus of its purpose because individuals cannot be motivated to take action without knowing what is important to them and who will best represent them.

Given the various inherent regulatory burdens for either a Federal PAC or State PAC, an individual state by state registered PAC seemed the right fit for the mission the committee wanted to accomplish based on the committee’s preliminary adopted mission statement.
TAKING SHAPE In August 2019, International President, Hon. Micheal E. Cristal reached out to Bro. Kendrick Faison to reengage the team with the intent to represent Sigma PAC1914 to the General Board. Sigma PAC1914 contribute much of its financial resources to candidates running for elected office on all levels of government. The Sigma PAC1914 is intentional in supporting candidates who are strategically and intentionally focused on solutions to complex public policy problems such as, enhanced gun control/gun rights legislation, improving public education, expanding economic development opportunities for
SigmaPAC1914 shall promote candidates whom we believe will positively impact all Americans and particularly the African American and/or communities of color. The organization understands that in order to make significant progress we must identify and select leaders that will represent our interests and we will work actively to support them. In 2020, SigmaPAC1914 was asked to endorse then candidate Joseph Biden for President of the United States. This was the first official action of the organization. The Board of Directors met Biden’s campaign team to ensure that his campaign’s objectives aligned with the principles of Phi Beta Sigma Fraternity and SigmaPAC1914. We voted to endorse the candidates Biden and Kamala Harris because we felt they both were the best candidates to hold the highest office. We also encourage brothers of Phi Beta Sigma to support Sigma Brothers who were running for ofFall 2021 55
fices in their local elections. We’re proud to say several of those brothers were successful in winning their campaigns.
PRIMED, POSITIONED AND READY When SIGMAPAC1914 was establish our goal for the organization was to build a true pipeline of elected officials consisting of Men of Sigma. Our signature program was first delivered during Conclave 2021 in Myrtle Beach, SC. We honored the legacy and political power of the late Honorable Brother John R. Lewis by naming the political Bootcamp in his name. Fourteen alumni and collegiate brothers were successfully trained in a two-day political boot camp instructed by Ms. Jessica Byrd. We brought an instructor who has experience running and winning major election campaigns. There’ve been great and immediate returns from our efforts. The boot camp will be available at every future Conclaves. The board of directors is composed of the fraternity’s International Director of Social Action, seven Regional Directors of Social Action, Past International Presidents and six additional members with varying degrees financial and political experience. The important part of the SigmaPAC1914 is the ability to raise funds to support the political engagement of Phi Beta Sigma. The cost of a political campaign averages over $80,000 on the local level and increases significantly for state and federal levels. Candidates most often lose as a result of being out spent more than on a count of low voter turnout. It’s our mission to have an operating budget of $1 million+ dollars. We all know that politics are local but we must also know that it cost money to win elections.

They were then interviewed by The SigmaPAC1914 leadership team, sent notification of their acceptance to the program and finally oriented and prepared for the Conclave Bootcamp experience. The cohort was led by expert campaign managers who have managed campaigns for Black leaders and issues across the country. The inaugural Bootcamp took place virtually on August 3-4, 2021. The core of this boot camp is building solidarity and connection to our brotherhood. The belief is that, by working together and supporting each other we can build Black political power starting at the local level and strengthening our national political networks.
THE IDEA It all began with an idea. The SigmaPAC1914 leadership team had a vision of highly trained individuals ready to fulfill any role from door knocker to candidate in any political race, anywhere in the United States. The vision became reality in 2021 with the creation of the John R. Lewis Social Justice & Political Leadership “Boot Camp”. For two intensive days, the inaugural cohort engaged in a non-partisan, candidate-focused curriculum developed, and led by campaign experts from various backgrounds. Participants learned proven strategies and developed skills that are critical to running and winning campaigns; thus, forever changing the trajectory of Phi Beta Sigma in the political arena. The SigmaPAC1914 has charged the inaugural cohort to get into “Good Trouble, Necessary Trouble.” This mantra coined by our late Brother Honorable John R. Lewis, set the tone for the Bootcamp experience. The selected candidates answered the call to
THE EXPERIENCE As the SigmaPAC1914 leadership team promised, the two-day Bootcamp experience was robust. The first day was, coincidentally, the first day of the historic Conclave 2021 Myrtle Beach. The was first Conclave where there were two participant experiences: in-person and virtual. The inaugural cohort was welcomed by the leadership team and greeted by Honorable Brother President Micheal Cristal, who expressed his high hopes for this team of brothers. Shortly after the brothers were asked to buckle in and get ready to jump right into the transformative Bootcamp itinerary, the cohort was then greeted by the lead facilitator, Ms. Jessica Byrd. Jessica Byrd is the Founding Partner of Three Point Strategies and the former Deputy Campaign Manager for the former Georgia gubernatorial candidate Stacey Abrams. While navigating the different topics, the brothers were given the unique opportunity to converse with a lawmaker who was on the ground doing the
work. U.S Representative Brother Adriano Espaillat took the time to speak about his work in the U.S. House of Representatives, and described how it directly related to the work of The John R. Lewis Social Justice and Political Leadership Bootcamp. Brother Espaillat discussed components of the program, and took a few questions from the cohort brothers before signing off. After this insightful conversation, the brothers bonded over ideas for the SigmaPAC1914, the Bootcamp experience, and their individual political aspirations. After completing all modules, and participating in each of the carefully constructed assignments, the brothers geared up for graduation and the next steps. Armed with new tools, and brothers who are empowered to believe in advocacy, community service, and engagement, the inaugural cohort is ready to get to work.
THE RETURN ON INVESTMENT (ROI) Since the Bootcamp experience in early August, brothers of the inaugural cohort have been moving steadily toward their goal of being politically active in their communities in a myriad of ways. Some have won races in their cities and communities, while others have used their new set of tools to help build the political landscapes in their home states. First, a quote from SigmaPAC1914 Chairman Brother Kendrick Faison: “The vision and goal of the John R. Lewis Social Justice and Political Leadership Bootcamp are to establish a pipeline of brothers of Sigma, to equip, train, and encourage them to seek elected positions.

Phi Beta Sigma Fraternity is the only Divine 9 organization to have this type of political training; our goal is that this program is a springboard for our other Divine 9 family to follow suit. The ability of our organizations to rally around the political leaders within our ranks is an essential next step in strengthening our collective voice.
The Board of SigmaPAC1914 is committed to using the future funding for Cohorts of trainees to become candidates and political leaders to better serve their communities. The First Black Board of Selectman for the Town of Holbrook, MA As a young man growing up in Boston public housing, I knew that it was essential to change the conditions of those less fortunate. In Boston, you hear the stories of the Black freedom fighters like Crispus Attucks, 54th Massachusetts Volunteer Infantry Regiment, Prince Hall, and others. At the age of ten, I volunteered for the Mel King for Mayor campaign holding signs on the corners. A legendary figure in Boston politics, he became the first Black man to run for the corner office at City Hall. I found the meaning of authentic leadership during the historic campaign and saw how important it was to connect to the people for whom you wish to serve and make their message your mission for change. I received a Bachelor’s degree in political science and two minors in public administration and international relations from Bethune-Cookman University. I established a great friendship with Dr. Oswald P. Bronson, the late president of the university, who connected me with his good friend, the late Congressman John Conyers. Congressman Conyers gave me a position in his Detroit office, where I handled his constituent affairs. I have been blessed to be mentored by Black leadership that cares genuinely for the people. The Fraternity has played a significant role in my development as a leader in my community, from showing me how to run an effective meeting, parliamentary procedures, raising funds, organizing people, and planning events. The culmination of these relationships and opportunities led me to be selected for the first cohort of 58 The Crescent Magazine
the John R. Lewis Social Justice and Political Bootcamp. The training provided a framework for developing a compelling candidate and campaign, drawing from my relationships and experience. As a result, I became the first Black Selectman in the Town of Holbrook, MA’s 149-year history. I cannot thank Brother Faison and Brother Hamilton enough for their guidance and advice throughout my campaign. In ten thousand tongues, thank you for SigmaPAC1914 and the first cohort.
BROTHER THOMAS NIXON My name is Thom Nixon and I have been a member of this brotherhood since Spring 1986. Currently, I serve as the Scholarship Chair for Zeta Rho Sigma Chapter. in Southern New Jersey. I have been waiting for the brotherhood to reposition ourselves as a group of predominantly African American males dedicated to improving our communities and aggressively aligning with people who support our causes. As a member of the inaugural John L. Lewis Bootcamp, it was an honor to work with these brothers where we understand that participation is power and engaging voters centers the voter, not politics. One of the highlights of the Bootcamp was the facilitator Jessica and the SigmaPAC1914 leadership who brought so much passion, political knowledge and historical examples of how our people have endured in this nation despite great obstacles. They really challenged the brothers to understand our vision both individually and collectively for our communities
One of the challenges Jessica shared with us was to know “why” we wanted to run for office or assist with a political campaign. As a novice in the political field, she challenged me to get more involved in my community by starting small with the local school district or other community organizations. I’m taking her advice and in the next political cycle I plan to run for the school board in my local community. I need to plant the seeds for my campaign by getting involved. To that end, I have become a part of the Chester Residents Concerned for Quality Living (CRCOL), an environmental justice group fighting for black and brown people in Delaware County, PA. This Fall, I was selected to serve on the Delaware County Library Committee representing over 23 library branches. Also, after a lengthy interview process I was selected by Renew U.S. to be a part of their inaugural Campaign Manager Training. This is an 8-week program to assist with getting progressive candidates elected to office. Renew US is a nonprofit dedicated to progressive, multi-racial governing majorities at the state level in over a dozen states nationwide. I hope to use my experiences to help candidates that align with the fraternity’s initiatives. As I lay the framework for my political run, I will continue utilizing the tools I learned at the Bootcamp to increase voter turnout, advocate for change and share my compelling message of being an advocate for the people. As I strategize my plan to pursue a political career, I will apply the information that I learned at the Bootcamp and continue to network with other cohorts and the rest of the SigmaPAC1914 because I strongly believe that “Iron sharpens Iron”.

2022 Candidate for Durham County District Court Judge in Durham, NC I accepted the call to run for political office after much inner struggle and debate. In full transparency, I have to say that my biggest hurdle in accepting the call was my own fear. Having never run for any type of political office, I was intimidated by the whole process. My prayer, after accepting the call to run, was that I would find proper instruction, mentorship, and guidance to help me develop a playbook to reach my goal. Within weeks of submitting that prayer, I received notification of the inaugural John R. Lewis Social Justice and Political Bootcamp. The two-day virtual boot camp gave me exactly what I needed to begin my journey: a framework for fund raising, a strategy for selecting my support team, and a connection with Men of Sigma who were also committed to affecting change in their community through political engagement. By using the tools provided and skills gained during the Bootcamp, I have built a viable campaign team and developed a social media strategy that has sparked a significant amount of campaign contributions. Again, I will be transparent and say that I still experience moments of doubt, confusion, and fear during my campaign. How-
ever, the connections that I have made with Sigma Men who are fighting this Good Fight and getting into this Good Trouble right along with me pushes me to fight through those moments and continue to strive toward the ultimate Goal: Victory in 2022.

Politics is something that I have always been very interested in. Recently, I have been approached to run for a couple of local offices. Before doing that, I knew that I wanted to have practical experience working on a few campaigns before throwing myself into a campaign with my name on the ballot. As a political science major at Rutgers University-New Brunswick, I have always been a true admirer of the Honorable Brother John R. Lewis and the work that he has done. The announcement of the boot camp seemed like a perfect opportunity to get the experience that I needed while growing with a group of brothers dedicated to the same causes. Since the Bootcamp, I have been fortunate to work with Soror Mayor Dahlia Vertreese of Hillside, NJ. I worked as her Director of Social
Media and Digital Communication for her Re-Election campaign for Mayor of the Township of Hillside, NJ. I was able to take all of the operative experience that we discussed and directly turnkey it to aid in her inevitable successful re-election campaign against “the machine.” Soror Vertreese is one of the first ever re-elected Mayors of the township. The Bootcamp gave me the extra confidence to take on this leadership role for this tough re-election. I am so grateful for my Bootcamp experience, and to have been one of the Inaugural cohort brothers of this program. Let our cause continue to speed on its way. These are the reflections of only a few brothers from the inaugural cohort. All of the brothers are motivated to push their communities forward using the information learned while participating in the Bootcamp. The brothers continue to support each other, their individual political endeavors and reinforce the spirit of our fraternity’s motto of “Culture for Service and Service for Humanity”.

TRI-ALPHA CHAPTER CELEBRATES 90 YEARS OF EXCELLENCE AT VIRGINIA STATE UNIVERSITY By Brother William P. Bass
T
he Alpha Alpha Alpha Chapter of Phi Beta Sigma Fraternity, Incorporated celebrated their 90th Anniversary in Richmond, Virginia during the Virginia State University (VSU) Homecoming Weekend October 21-24, 2021. This 90th Anniversary Celebration would be coupled with the Tri-Alpha Chapter and the Phi Beta Sigma Alumni Association hosting the International President, Honorable Chris V. Rey, J.D., for the entirety of the celebratory weekend with Bro. Shawn Adams, International Collegiate Member-At-Large 1, being the Presidential Escort for the week. The goal of the weekend was to raise $25,000 or more in scholarship money for underprivileged kids trying to achieve post-secondary education at VSU; given that over 95% of minorities show up to HBCUs without any financial backing to pursue higher level education. In addition, while hosting the International President the chapter

wanted to ensure that they displayed their involvement in the local community and put on full display their commitment to Brotherhood, Scholarship and Service. In keeping with the latest initiatives to support Black Owned Businesses, the brothers of the Tri-Alpha Chapter and the Phi Beta Sigma Alumni Association gave more than $20,000 of support to black owned businesses for the celebratory weekend. The four-day weekend featured several activities and events highlighting the chapter’s celebration including the Leadership Roundtable Discussion, Meeting with the President of Virginia State University – President Makola Abdullah, VSU Pan Hellenic Council Step Show, Community Service, School Forum at Vernon John Middle School, 90th Anniversary Gala and Homecoming On the Yard.
LEADERSHIP ROUNDTABLE DISCUSSION The first event of the weekend was the Leadership Roundtable Discussion led by Brother William P. Bass, Spring 2001 and Bro. Wayne Weathers, Spring 1988. The purpose of the leader roundtable discussion was to bring local leaders to together to discuss issues impacting the community with the main topic being Voter Suppression and Critical Race Theory. In attendance, the International President, Delegate Lamont Bagby, Peterburg School Board Chairperson Bro. Hal Miles and a multitude of brothers. The event was held at the Lily Black Event Center, a black owned business in Richmond, owner Mrs. Jevanta Herman, and catered by Make It Personal LLC. Chef Ahmad Woodson, also black-owned.
MEETING WITH THE PRESIDENT OF VIRGINIA STATE UNIVERSITY – PRESIDENT MAKOLA ABDULLAH The Phi Beta Sigma Alumni Association coordinated a meeting with President Abdullah to meet with Hon. Chris V. Rey. Both Presidents connected immediately and had the opportunity to talk about the chapter’s contributions to the university. Also attending of this meeting was Dr. Palm (Provost), Dr. Corley (Vice Provost), Mrs. Tonya Hall (VP External Affairs), Bro. Casey Perry (Director of Student Activities), and other brothers. President Abdullah spoke about the vision that he has for the university, the Makenzie Scott donation of $30 million and the importance of the alumni giving back. This was highlighted by the contributions to the university from the alumni association and the partnership between the alumni and the Institution of Advancement. The entire university staff spoke highly of the brothers of the Tri-Alpha Chapter because they are leaders on the campus. Tri-Alpha has brothers who have been elected to the Student Government Association (SGA) for four consecutive years and they are model students lead by Bro. Kobe Cheseman who carries a 3.6 GPA in Business Management and was one of 3 students to receive scholarships from the alumni brothers for his academic excellence. The President of Virginia State University was so impressed by the brothers of Phi Beta Sigma Fraternity Incorporated and the contributions made to the university that he offered the Honorable Chris V. Rey, J.D. the opportunity to pursue his Doctorate in Leadership from Virginia State University tuition free. We look forward to the Honorable Brother Rey taking him up on this opportunity. The Sigma Alumni Association rented a suite at the Multi-Purpose Center for the Step Show as Hon. Chris Rey enjoyed the collegiate Step Show. Prior to the show Brother Rey called the brothers to action for a higher level of service to the fraternity. Tri-Alpha took 1st Place in Homecoming Step Show for the fourth consecutive year.
PHI BETA SIGMA FRATERNITY INC. - COMMUNITY SERVICE A community service project was held at The United Hope Center, a local food bank in Petersburg, VA ,whose mission is to provide prepackaged food, dairy products and fresh produce to low-income residents at no charge. The purpose of the community service was for the brothers to receive the truck shipments from the local grocery stores, prepare boxes for pick-up and to assist in cleaning the facility. International President Rey had the opportunity to speak with the operations manager about the local food bank and how the operation is run in order to position Phi Beta Sigma Fraternity Inc. to own our own food banks Internationally. The brothers in Central Virginia stand ready to pursue this the foodbank initiative.
Bro. Hal Miles of the Alpha Kappa Sigma Chapter, Petersburg, VA, who is also a member of the Petersburg School Board, set up a forum to discuss bullying. President Rey did a phenomenal job addressing the middle school kids while Bro. Bass discussed the possibilities of the Sigma Beta Club at the middle school. To our pleasure there are two Tri-Alpha Alumni brothers on the staff at the middle school; Bro. Samuel Sarkodie, former International Collegiate At-Large #2, and Bro. Maurice Davis. The principal and the Bro. Hal Miles were very thankful for the International President’s participation in the forum. Meanwhile, the brothers are now looking at a long-term partnership with the Vernon John Middle School to ensure that we establish the mentorship program the principal desperately needs for the middle school boys.

90TH ANNIVERSARY GALA AT THE RENAISSANCE BALLROOM RICHMOND, VA Tri – Alpha celebrated 90 Years of Excellence at Virginia State University with a gala and scholarship fundraiser for the Sigma Endowment Fund at VSU. The keynote speaker for the evening was Honorable Chris V. Rey, who spoke to brothers having a larger calling in Sigma than the chapter that they pledged. The Vice Provost Dr. Corley, spoke to protecting the institutions that allowed African Americans the ability to gain higher level education during the most difficult times in our country’s history and it’s done by giving back to the alma mater. In addition, the gala highlighted the accomplishments and the longevity of Bro. Keith Spinner who has been active with the fraternity for 60 years. Other award recipients included brothers who were selected for the Thomas Washington Service Award in Leadership; Bro. Michael Ferby Spring 1977, Bro. Hal Miles Spring 1977, Bro. Curtis Porter, Spring 1977, Bro. Dale Harris, Fall 1980, Bro. Michael T. Williams, Spring 1992, Bro. Derrick Jennings, Spring 2000 and Bro. William Bass, Spring 2001. Alpha Kappa Sigma Chapter and the Tri-Alpha Chapter received service awards as well. Afterwards, the brothers celebrated while dancing to the rhythmic tunes of Push Play Band from Washington, DC.
HOMECOMING ON THE YARD Virginia State University Institution of Advancement provided the Sigma Alumni Association a table at the VSU President’s Tailgate for their contributions to the university. International President Rey, J.D. was a guest for President Abdullah’s tailgate and the university highlighted the Men of Phi Beta Sigma for their outstanding leadership to the university. Immediately following the brothers went to the Football Game where Phi Beta Sigma Alumni Association presented a check to the university for $25,000 as a display of the organization’s commitment to investing in the next generation of leaders that will attend the prestigious institution.
The Tri-Alpha Chapter’s 90th Anniversary Celebration was meant to highlight all of the great contributions that have been made by brothers throughout the decades while recognizing that there is more work to do in the Fraternity, communities and black institutions that have given so much to educate millions of African Americans. Since, 1931 the brothers of the Tri-Alpha Chapter have been an integral part of the call for change within Central Virginia and stand ready to usher in new possibilities for serving the community.
