Welcome to the July-August issue of the PCGS Rare Coin Market Report. Hard to believe the summer is here already. Once again, you’ll see several price changes in this issue. Setting prices remains difficult, as so much depends on the particular coin. As you’ll see, eye appeal continues to be a significant factor in a coin’s price.
By the time you’re reading this, PCGS will have begun assigning the “Prooflike” designation to all U.S. coins which merit that description. Heretofore, we have restricted that designation to Morgan Dollars and a few selected modern issues. However, there are a number of vintage series, such as Liberty gold, some Liberty Seated silver, and many modern issues where we believe legitimate Prooflike coins exist. See the feature article for a closer look at this new policy.
The ‘Eye Appeal’ article from the March-April issue drew quite a few comments, and I decided to follow it up with a look at some recent sales of Walkers that underscore the premium placed on incredible toning in today’s market. What’s interesting here is all the coins shown were accompanied by CAC stickers. So, despite an identical grade from PCGS and a CAC sticker, the realizations were still miles apart.
Veteran writer Ron Guth is back with the second of his series on ‘Great Coin Collectors.’ In this issue, he takes a look at Thomas Cleneay, a Cincinnati attorney who collected from the 1840s through the 1880s. In addition to a dazzling array of late 18th and early 19th century coins, Cleneay purchased proof sets directly from the Mint. The sale of his collection by the Chapman Brothers in 1890 was one of the first major “name” sales, and in his article, Ron illustrates numerous highlights from that sale which have been traced to recent sales.
The 2019-W Quarters are making quite a few headlines recently, and we welcome Robert Finley (a new PCGS employee) who shares his thoughts on these modern circulating rarities.

Also covered are an outstanding 1795 Eagle (13 leaves) and an 1895 Proof Morgan Dollar.
Our cover coin this issue is one of the legendary rarities in one of the most popular series in U.S. numismatics – the incredibly rare 1943-S Lincoln Cent struck in bronze. One of only six known from the San Francisco Mint, this is a virtually flawless PCGS AU55 example, with nearly perfect color and surfaces. Few coins have captured the attention of the public quite like this one. Perhaps the 1913 Liberty Nickel which had people checking their change during the 1920s and 1930s was close.

PCGS Announcement: Prooflike for All
By Michael W. ShermanPCGS has officially extended its recognition of the “Prooflike” designation to all U.S. coins. For most of the past 33 years, only Morgan Dollars with reflective fields were recognized, though in recent years, a few modern issues have been so designated. We now feel the time has come to begin adding a PL designation to all coins where that call is warranted.
So, what causes a coin to be Prooflike in the first place?
Before dies are used in striking coins, they are polished, and the first coins struck from those dies are often reflective due to the extreme smoothness of the surface of the die. As the die is used, the surface becomes ever so slightly rougher or more granular, and the coins struck thereafter slowly lose their reflective surface.
PCGS will use strict criteria for assigning the PL designation. First, both sides of the coin must display reflective surfaces.
We will be assigning only one PL level for coins other than Morgan Dollars – meaning Deep Mirror Prooflike (DMPL) will continue to be used exclusively for Morgan Dollars.
Some reflectivity on obverse, but not enough on reverse.
Second, if the surface is reflective but overly cloudy, we will not add the designation.
The Deep Mirror Prooflike (DMPL) designation will remain for Morgan Dollars only.
While all U.S. coins will be eligible for the PL designation, the following categories will likely comprise the majority of the population:
Liberty Gold Coins ($1, $2.5, $3, $5, $10 and $20s)
Modern Issues (Sacagawea Dollars, State Quarters, Kennedy Halves, Roosevelt Dimes, Jefferson Nickels, Lincoln Memorial & Shield Cents)
Seated coinage (later, low mintage dates)
Silver and Gold Eagles (certain dates)
Other series are unlikely to see a PL designation though some may be possible. These include:
Indian and St. Gaudens Gold
Half Cents and Large Cents
Buffalo Nickels
Standing Liberty Quarters
Peace Dollars
Two Cent pieces and Three Cent Nickels
Other series, such as Early coinage (pre-1807), Capped Bust silver, Barber coinage, Mercury Dimes, Franklin Halves, Trade Dollars, Shield and Liberty Nickels may see an occasional PL coin, though not many are expected.
Some reflectivity, but surfaces are too cloudy. And finally, if the surface shows excessive striation, the coin will fail to meet the requirement.
While many collectors value a reflective surface, not all do. One of the downsides of Prooflike coins is that they often show bagmarks and small handling scratches to a greater degree than satiny, or non-prooflike coins. For that reason, we have decided not to assign any premium for Prooflike coins in our Set Registry® at this time. If there is enough interest and adequate population, we will likely be adding
some Prooflike sets to the Registry (as we have now with Morgan Dollars), but at this point, we plan no special bonus for Prooflike coins included in ordinary sets.

Eye Appeal – Revisited
By Michael W. ShermanIn our March-April 2019 issue, we ran an article on Eye Appeal and its impact on today’s coin market. We received a substantial amount of feedback on that topic, and due to this widespread interest, I thought we’d revisit the subject. We looked at some recent sales of high-grade Walkers, and the results were eye-opening, to say the least.
Keep in mind that all the examples illustrated were graded identically by PCGS, and CAC stickers accompanied each coin. From the standpoint of timing, all sales were in close proximity to each other so any movement in the market was minimal. In essence, all variables except for the appearance of the coin itself were eliminated. The PCGS population on these coins ranges from 20 to 85 pieces, so none are unique or even close. The exact population of those with a CAC sticker is unknown* however at least two exist by virtue of their listing here.
While it has been said many times, it bears repeating that aside from intrinsic value, a coin is worth only what someone else will pay for it. Of course, this begs the question of the value of price guides. How would one assign a value to a high-grade Walker? “Splitting the difference” between these realizations doesn’t work well, as it often yields a value nowhere close to where any example has sold. Going with the lower value insults the owner or seller of a colorfully toned coin while going with the higher value potentially harms buyers who are sold a coin without such spectacular color.
*The CAC pop report does not list “plus” grades separately, nor does it differentiate between PCGS and NGC certified coins.
The purpose of the following illustrations is simply to present the reality of today’s market trends. We leave it to the reader to make the necessary observations and draw the appropriate conclusions. There are no “right” answers.

PART II – THOMAS CLENEAY
By Ron GuthThomas Cleneay was among the first and most ambitious coin collectors in America. He started collecting in the 1840s and, over the next four decades, he built one of the finest and most complete collections of his time. In each year from 1859 to 1888, Cleneay purchased Proof sets from the Philadelphia Mint, including complete sets of gold, silver, and minor coins. In addition, he pursued high quality examples of earlier U.S. coins, including the rare Proof versions. When the Chapman brothers (S.H. & Henry) sold Cleneay’s collection in 1890, they described it as “…complete in all denominations with few…exceptions.” However, “completion” had a different meaning in 1890. Cleneay’s collection was nearly complete as a date set, but not as a date and mintmark set. Cleneay collected coins during a time when little attention was paid to mintmarks. He acquired many mintmarked coins, but often only as a placeholder for a particular date. Nonetheless, Cleneay accomplished more as a collector than virtually any of his contemporaries.
Thomas Cleneay was an attorney who lived in the Norwood enclave of Cincinnati, Ohio. By today’s standards, Cleneay would be considered both a vintage and a “modern” collector. His pursuit of high-grade coins of the vintage era (1793-1858) coincided with his annual purchases of “modern”Proofsets.DuringthetimethatCleneaycollected, premiums on Proof coins were relatively small, but few collectors could afford the gold Proofs because of their high intrinsic value. However, Cleneay was a treasure hunter by nature and he regularly sought out additional coins for his collection. His tastes were eclectic and included world coins, U.S. colonial coins, medals, Indian artifacts, and Civil War tokens.
The Chapman brothers sold the Cleneay collection over a five day period in December, 1890. The sale consisted of 2,777 lots, of which 1,881 lots were American or U.S.-
related. Premium versions of the sale catalog included twelve plates illustrating highlights from the sale. These plates have proven very useful in matching reappearances of Cleneay coins in later sales and collections. Unfortunately, many of his coins were not illustrated in the catalog, making it impossible to trace their pedigrees past the Cleneay sale. This is especially true of the gold proof coins, many of which hide anonymously in modern collections without the benefit of the Cleneay association.
Highlights of the sale included the following:
1797 “Centered Head” Half Cent, sold for $40 in 1890 and $293,750 in 2016. PCGS MS66BN
Of all Cleneay’s Half Cents, this 1797 Half Cent realized the highest price, easily beating out his Uncirculated 1793 Half Cents ($20 and $25, respectively), an Uncirculated 1794 (at $25), a “Proof” 1811 (at $23.50), and a separate Uncirculated 1797 (at $20). Later, this 1797 Half Cent went on to amass a lengthy pedigree, reappearing in the John Mills, Harold Bareford, Missouri Cabinet, and D. Brent Pogue collections, to name a few. In the sale of the Pogue Collection, this coin realized $402,500 (more than 10,000 times the 1890 price). It now resides in the High Desert Collection.
1793 Liberty Cap Cent, sold for $200 in 1890 and $319,000 in 1996. PCGS

This was the finest and most valuable of Cleneay’s Large Cents, which is remarkable considering he had three Mint State Chain Cents. This 1793 Liberty Cap Cent is easily the finest of the variety and it has appeared, like many of Cleneay’s coins, in a number of big-name collections since. Col. James Ellsworth owned it from 1916 to 1923, William Cutler Atwater owned it until 1946, then Louis Eliasberg, Sr. owned it until 1996. As of this writing, it is part of the High Desert Collection.
It’s interesting to note here how the Chapman brothers and many of their contemporaries laid out their catalogs in the 1890s. The largest denomination coins usually came first, followed by small denomination coins in descending order. In the American section of Cleneay’s catalog, U.S. colonial coins came first, followed by Washington medals, gold U.S. Proof sets, then $20 gold pieces, $10 gold pieces, and so on. Silver Proof sets separated Gold Dollars from Silver Dollars, and Minor Proof sets came after Half Cents. This ordering was, to a great extent, the opposite of the way sale catalogs are ordered today, and there is a tendency nowadays to pluck out the rarest and most valuable coins and place them, in order, in their own separate section.
Cleneay owned Proof examples of the 1801, 1802, and 1803 Silver Dollars. Inexplicably, he never owned an 1804, though they were being restruck around the same time as the earlier Dollars. These coins would be show-stopping highlights in an auction today, but they were not recognized that way in 1890. Cleneay’s 1801 sold for $18.50, his 1802 sold for $12.50, and his 1803 sold for $12.25. Compare this to $70 for his “Fine” 1794 Silver Dollar, $65 for an 1838 Gobrecht Dollar, and $43.50 for an Uncirculated 1797 10x6 Stars Dollar.
Cleneay had a nice run of Silver Dollars from 1794 to 1886. It appears that he obtained many of the later dates from circulation, as the condition ranged from Fine to Uncirculated. Once again, collector demand for such coins was low, with some Silver Dollars selling for face value and some Trade Dollars selling for as little as 80 cents each. Included among his Silver Dollars are three intriguing items that may or may not live up to today’s standards: 1882-CC Proof; 1883-O Proof; and 1884-O Proof.
1846-O $10, the so-called Overdate, sold for $10.50 in 1890 and $48,300 in 2000. PCGS MS64
Yes, that’s right, this coin sold for fifty cents over its face value in 1890 after Cleneay owned it for who knows how many years. This author has written before about how easy it was for collectors of means during the 1800s and early 1900s to amass collections of amazing quality coins at inconceivably low prices that encourage the invention of a time machine. Many of Cleneay’s gold Proof sets, with a face value of $41.50, sold for anywhere from $45 to $50 a set. It is hard to conceive that an 1888 gold Proof set, containing a Gold Dollar, Quarter Eagle, Three Dollar Gold piece, Half Eagle, Eagle, and Double Eagle could sell for $45, but that’s what the set was worth in 1890.
This 1846-O Eagle is the finest example known today. It has no price records beyond the year 2000, but suffice it to say that it is worth considerably more than its face value.

Among his Quarter Dollars, Cleneay had several outstanding pieces. First was a Mint State 1796 with Proof surfaces. His 1805 in Uncirculated condition sold for $90, the highest price recorded for any of his Quarter Dollars. His 1804 in Mint State sold for $71. Among the 1815-1837 Quarter Dollars, Cleneay owned ten that the Chapman brothers called “Proofs”, including the remarkable PCGS PR67 1821 Quarter illustrated above. 1829
COLLECTORS,
This is an extremely rare coin, of which perhaps six or seven business strikes are known, as well as two Proofs. Cleneay’s was (and is) the finest known of the business strikes and second only to the Gem Proof in the National Numismatic Collection at the Smithsonian Institution. This was easily the most valuable of all of Cleneay’s Half Eagles. Byron Reed snapped it up and added it to his collection in Omaha, Nebraska, where it remained until 1996. It passed through the D. Brent Pogue Collection in 2016 and now resides in the D.L. Hansen Collection. Once again, it is a delight to scroll through Cleneay’s Half Eagles and to contemplate how nice it might have been to pick up circulated Charlotte and Dahlonega Half Eagles at face value.
1798 $1 Small Eagle, 13 Stars, sold for $32.50 in 1890 and $258,500 in 2013. PCGS MS63
As a type, the 1798 Small Eagle, 13 Stars Silver Dollar is fairly common, but Cleneay’s example is the best of the bunch. It was recognized as a conditionrarity even back in 1890, when it was among the price leaders in the sale. After spending nearly 125 years in the collections of Peter Mougey, Col. E.H.R. Green, and Eric Newman, it joined Bruce Morelan’s fabulous collection of Mint State Flowing Hair and Draped Bust Dollars in 2013. Bruce, who is justifiably proud of his Bust Dollars, said this about the Cleneay 1798 Dollar in a 2016 interview: “…it is the only 1798 Small Eagle [Dollar] that I’ve seen that actually has luster.” Bruce would know.
Of the 2,777 lots in the Cleneay Collection, the author has positively identified only 46, though there are undoubtedly many more out there that could be linked to this remarkable collection. As others are revealed, the breadth, scope and quality of the Cleneay collection will be uncovered. 2019-W Quarters: A Modern Find
By Robert FinleyEach year the Mint produces a massive amount of coins. Last year alone over 13.1 billion coins were produced for circulation, the year before 14.8 billion, and each year billions more of the newest models get added to the great sea of circulating coins. With a coin pool in the trillions, it’s no wonder coin enthusiasts never tire of searching through the abyss of coinage, zealously pursuing small treasures with a passion and methodology much like Humphrey Bogart’s character “Dobbs” in the 1948 classic Treasure of The Sierra Madre (hopefully without going full lunatic as in the movie).
With so many coins to be found in the ether, coin-roll hunting is replete with stories of great finds picked from the wild. Any YouTube search on coin-roll hunting will find channels extolling stories of great finds: semi-key dates, die varieties from The Cherry Pickers Guide, Indian Cents, Buffalo Nickels, and occasionally 90% silver pieces. Or in this author’s case, finding nineteen silver half dollars out of roll of 20 purchased at a Buena Park, CA bank for $10 in 2015. To keep busy in-between the dry spells of hunting coins, some collectors amass rolls of semi-key dates to sell for a slightly higher premium, but this lacks the heartstopping thrill of finding silver, or something truly out of the ordinary – until now!
A Modern-Rarity?
On April 2, 2019, the U.S. Mint made a surprise press release announcing the production of 10 million West Point (W) mint mark quarters available through good ol’ fashion circulating coinage. In total the 10 million figure encompasses all five of the America The Beautiful (ATB) releases and will be distributed throughout the year chronologically alongside the (P) and (D) quarters. Message boards quickly lit up and to add to the frenzy, PCGS quickly offered a bounty of $5,000 for the first 2019W Lowell Quarter submitted for grading and certification. Finally, a new precious stone worth searching for was announced. But is it rare? The combination of lowmintage, distribution via circulation, and a limited window for finding high-grade examples, have the characteristics of a “modern-rarity”, but fall short of such winning such a coveted designation.
A total of two coins were received on the same day to qualify for ‘First Discovery.’ One graded PCGS MS65 and the other graded PCGS MS66.
When it comes to the semantics of coin “rarity”, that term was “coined” by numismatic expert Q. David Bowers in 1992 with the Universal Rarity Scale (URS). The URS is the standard for measuring rarity and goes from 1 – 20. At the top end, URS-1 is a 1/1 known example and moves up to URS-20 designated for known coins in the 250-500K range. Under this scale the 2019-W Quarter is not rare. However, average quarter production of ATB quarters from 2009-2018 is 1.4 billion annually, and when using that figure the odds of someone finding a 2019-W Quarter is less than 1%. With such a paucity of (W) quarters in the overall circulation these fall close to being called a modern-rarity, but as long as eBay is flush with uncirculated W-Mint quarters they would more aptly be termed a modern key find.
Mintage: Low, Historically Low
To paint a picture of the significance of the 2M mintage per 2019-W design, one would have to go all the way back to the 1937-S Quarter to find a circulating example with a lower mintage (1.6M coins). The same holds true for other circulating coins. For example, the closest low mintage dime is the 1931-S at 1.8M coins, the closest nickel is the 1931-S at 1.2M coins, and finally the closest cent is the 1931-S at 866K coins. It becomes clear that mintages this low haven’t been seen in nearly a century. From the perspective of a veteran coin-roll hunter, the odds of finding one of the above coins in bank rolls is very unlikely, making the 2019-W Quarters quite exciting: low mintage coins ready to be plucked from rolls, but only if one is looking now!
The 1937-S Quarter has a mintage of 1.6 million. This PCGS MS66 example has a PCGS Price Guide value of $550.
The 1931-S Dime has a mintage of 1.8 million. This PCGS MS63 example has a PCGS Price Guide value of $375.
in (D) (versus less than 1% for an individual ‘W’ quarter design). On the other hand, the 2015 Reverse Proof Dime had a mintage of just 74,430 and while this is undoubtably a beautiful numismatic item, its means of distribution was through purchase of the 2015 March of Dimes Special Silver Set, meaning few would ever enter circulation and examples will likely remain pristine. Neither of these are apples-toapples comparisons for a low-mintage quarter coin only available through circulation, which brings us our next factor in the unique features surrounding the 2019-W: distribution.
Distribution: Circulation Only
The major difference between the 2019-W and all other low mintage modern releases is the manner of distribution. The U.S. Mint knew it was setting a new precedent stating in their press release, “The goal of the initiative is to create excitement about coin collecting by introducing rare coins into circulation, allowing anyone the opportunity to collect the quarters from their pocket change.”
The 1931-S Nickel has a mintage of 1.2 million. This PCGS MS66 example has a PCGS Price Guide value of $550.
Soon after the press release, several theories began circulating about the best locations for finding a 2019-W Quarter, but according to U.S. Mint Spokesman Michael White, “The coins are available in Federal Reserve Bank inventory on the release date, so they could ship to a bank or retailer the same day. However, depending on a location’s inventory level, and the first-in, first-out shipping policy, it could be weeks or months before they appear in circulation.”
The earliest examples of Lowell and American Memorial Park were discovered nearly simultaneously in Kansas, South Carolina, Florida, Utah, and California in Walmart’s, local banks, and even a gas station. Distribution was not limited to one geographic area.
The 1931-S Cent has a mintage of just 866,000. This PCGS MS63 example has a PCGS Price Guide value of $265.
Since the announcement there have been several inaccurate comparisons of the 2019-W Quarters to other releases, such as the 2009 Lincoln Bicentennial Cents and the 2015 Reverse Proof Dime. The mintage of the 2009 Lincoln Cent was split between four designs, but even the lowest minted design, “The Presidency” (129 million Philadelphia, 198 million Denver) still dwarfs the 2019-W Quarters at 2 million per design. Using the 2009 figures as a comparison, the odds of finding “The Presidency” design was 5.5% in (P) and 8.4%
After production at West Point, the quarters are shipped to Philadelphia and Denver, mixed in, and the distributed to the Federal Reserve banks and made available on the publicly listed dates (mentioned below). Thus, banks with tight inventory control will request and receive rolls quicker than banks with a large back-stock, making it anybody’s guess where the 2019-W Quarters will first be shipped. In this way, circulation becomes the great equalizer of access where wealth and social connection bear no advantage in finding a 2019-W – the gal buying a soda finding one in change might discover a 2019-W Quarter before a wealthy dealer buying $10,000 and frantically searching.
For now, the U.S. Mint states this is a limited initiative, however this hasn’t prevented spin-off theories behind the release. Some have jettisoned the idea West Point mint made an error and rather than covering it up invented the 2019-W program. Others are licking their chops hoping the initiative is the beginning of an annual low-mintage program extended to all circulated coins. Either way, one must marvel at the low-mintage and unique means of distribution. There is one more caveat that makes the 2019-W so unique and is the final factor in its candidacy as a modern find, condition.
2019-W QUARTERS: A MODERN RARITY? / MODERN
Condition: Rapid Attrition
Over one-hundred years ago coin collectors roared with excitement with the launch of the new 1909 Lincoln Cent, replacing the Indian Head Cent after a 50-year run. Enthusiasm for the coin led many to preserve the 1909 Lincoln Cent as a memento, which explains why high-grade examples above MS60 of the series key, the 1909-S VDB, are so plentiful. With its low mintage of 484K, the S VDB is always in demand regardless of condition and I predict the same will happen to the 2019-W Quarters: keenly sought after in any grade, with sharp rises in price for top grades and early pedigrees. (The difference is that in 1909 one could purchase these cents from the Mint).
Right from the start 2019-W Quarters will face dings, scratches,andbagmarksviatheirpreparationanddistribution. It is clear the 2019-W Quarters are not given any preferential treatment; in a promotional video U.S. Mint Director David J Ryder is seen mixing (W) quarters into bags with a metal scoop (Mr. Ryder, may we suggest a plastic scoop moving forward?). The real abuse begins once the quarters are in circulation soon to face the trials of laundromats, vending machines, and fountain tosses; altogether making the window of opportunity for finding high-grade examples a race against time. For example, the PCGS “First Discovery” examples were graded MS65 and MS66, and these coins faced a mere week in the rough and tumble work of circulation. If the earliest discovered examples only grade in the MS65-MS67 range, will quarters with their large surfaces and open fields ever grade higher? Or will the scrappy manner of distribution haunt the 2019-W releases, adding lore to the scant number of high-grade examples found early enough to be saved from further damage?
The combination of these three factors: mintage, manner of distribution, and a small window for high-grade condition, make the case for these coins becoming a unique find in the pantheon of numismatic history, and the secondary market value has erupted in response. Immediately upon discovery, raw examples of (W) Lowell Quarters sold on eBay in the $120 range, cooling four weeks later to $20, while American Memorial Park and Guam Quarters began selling for $200 after discovery, cooling to a similar range.
GreatCollections, a leading certified coin auction house specializing in PCGS graded coins, was the first major firm to auction the 2019-W Lowell Quarter, graded “First Discovery” by PCGS. Only two of the coins were awarded this designation by PCGS as part of the PCGS 2019 Quarter Quest in which bounties and special designations are given to early examples of the 2019-W Quarters submitted for grading and authentication. Ian Russell, president of GreatCollections commented, “we had an unprecedented number of viewers on this auction - thousands of unique visitors and bidders from not only within the U.S., but also overseas. Even though it was found just days earlier, we knew it was going to sell

for thousands of dollars”. Ian’s predictions held true as the quarter sold for an impressive $5,175!
As any seasoned coin collector knows, new releases bring market volatility in the short term, with prices often dipping, then later settling into place. I think the significant factors around the 2019-W will always make it a $15 - $25 raw coin, with graded examples and discovery pedigrees offering a runway for secondary market growth, especially if individual design populations with first pedigrees are low. Sleeper coins to watch are the PCGS “Early Find” pedigrees (available for the first 45 days after discovery). These may not capture the attention of the “First Discovery” counterparts but could carry higher grades. It is a population worth watching as these coins begin to grade.
Next up on the 2019-W releases will be the Texas, San Antonio Mission due to distribute on August 26, 2019, followed by Idaho, River of No Return on November 4, 2019. As you continue to build your Inventory and compete, you’ll continue to earn Achievement Medals, and you will be able to track your progress compared to other members on the Achievement Leaderboard based on your overall amount of earned Registry Points.
Once your set has been created, you’ll see your current rank, your set’s overall grade, percentage completed, how many coins you still need and other vital information to assist you with building your collection. As you scroll through the list of coins required, you’ll see links on the left to either add or shop for coins to fill the specific slots within the set, you can also click the Add Best Available Coins button to add all qualifying PCGS-graded coins in your inventory to the set. If you’re missing a coin for a specific slot, you’re able to use the shop feature to shop millions of collectibles across the internet by clicking the Shop link when it appears next to a coin within your set.

There are a few ways to start a set; you can browse the many different set composites available on the Registry by clicking on the Explore drop-down menu and selecting the category you’d like to focus on. You can click the Inventory link at the top of any of the PCGS Set Registry pages to view all the coins you’ve added to your inventory and start a set from there. When you click on the “Details” link for the coin you would like to view, you will see all the available sets that you can add your specific coin to. While viewing the set you’d like to begin building, click the green “Start This Set” button to officially start the set and personalize your set preferences.
An overall summary of your set, including your current rank, percentage completed, and the number of coins still needed allows you to view your current progress for each set you’ve created.

The prices listed in the RCMR and online are designed to represent a fair retail asking price from a knowledgeable seller to a knowledgeable buyer. Many factors can influence the value of a rare coin in a given PCGS grade. As no two vintage rare coins are exactly alike, and as grades represent a range rather than a point on a scale, fair asking prices (and prices realized at auctions) may sometimes vary from the prices listed herein.
Some of the factors that can result in prices being above the RCMR Price Guide listing include:
1. Exceptional eye appeal or particularly attractive toning – usually in multicolored hues and shades.
2. A coin that falls at the upper end of the grade range.
3. A coin graded a number of years ago, to some, adds to its appeal and value.
4. Two buyers at an auction, both with sufficient funds and both highly desirous of owning a particular coin will often cause a “runaway” result.
Some of the factors that can result in prices being below the RCMR Price Guide listing include:
1. Unattractive, dark or splotchy toning – poor eye appeal.
2. A coin that falls at the lower end of the grade range.
3. Lack of retail demand at an auction may result in an abnormally low price realized.
4. A sudden change in the population report, such as a new “Finest Known” piece being certified, the appearance of a small hoard or the certification of another example in the identical grade.
Infrequently-traded coins with little or no track record over the past decade or so are very difficult to properly value, and the offering of such a coin may bring a price well in excess or well below the price listed in the RCMR or Online PCGS Price Guide. Many scarce date Liberty gold coins fall into this category.
Keep in mind that the values listed are only a guide. Many coins offered above the prices listed here may be extremely fair buys, and well worth the dealer’s asking price or the price paid at an auction.
Conversely, coins can sometimes be found below the prices listed here due to a variety of reasons. Remember – use this guide as a part of your pricing research effort, not the only source.

Price Sensitivity of Bullion-related Issues
Some U.S. coin prices are very sensitive to movements in the price of silver, gold, and platinum, and the prices of these metals change daily. Bullion-sensitive U.S. coins include most silver, gold and platinum Eagles, gold Buffalo, lower-grade examples of the more common date pre-1933 U.S. gold coins, and some modern gold commemoratives. As of June 2019, metals prices were approximately:

Price Changes
Price changes are indicated by an arrow to the right of the price. A green arrow pointing up indicates a price that has moved up since the previous issue of the RCMR. A red arrow pointing down indicates a price that has moved down since the previous issue of the RCMR
Issues Priced
The PCGS Rare Coin Market Report Price Guide lists prices for all regular issue and commemorative United States coins minted from 1792 to date. Prices are listed for regular strikes, proofs and some special strikes. Prices are listed for all dates and mint marks and all major varieties. Prices are also listed for “type.” This listing appears at the start of each section for each type of coin and refers to the price for the most common date of a particular type.
Grades and Designations
There are 30 grades used by PCGS to grade coins, 1 being the lowest grade and 70 being the highest grade. Space considerations do not allow the PCGS Rare Coin Market Report to list prices for every grade. Consequently, the RCMR lists prices for up to 10 grades for individual coins. Grades listed are at intervals that should be the most useful to coin buyers. For “in-between” grades, readers should refer to the PCGS Online Price Guide. The RCMR lists prices at the highest end of the grading scale for the highest
grade known, either graded by PCGS or known to exist in that grade. The RCMR does not list prices for fantasy grades, i.e. grades higher than are known to exist for a certain coin. The RCMR lists prices for coins with special striking designations, such as full bands, red color, prooflike surfaces, etc. For a description of all the grades and designations used in the RCMR, refer to the PCGS Grading Standards listed in this issue.
Complete Set Prices
The PCGS Rare Coin Market Report Price Guide lists complete set prices for many coin series. There are three types of complete set prices. A “date set” is a set of one of each date of a particular series. A “date and mint mark” set is a set that includes every date and mint mark in a series. A “with major varieties” set is a set with one of every date, mint mark and major variety. Prices for complete sets are listed “per grade,” i.e. the price for the complete set if every coin in the set was in the particular grade listed.
Population Figures
Besides prices for every coin, the PCGS Rare Coin Market Report Price Guide lists the PCGS population, i.e. the number of coins graded by PCGS, for each coin.

The completeness/incompleteness of a coin’s intended detail when originally struck.
Luster
For regular strikes, the primary attribute for circulated grades, i.e. Poor (PO01) to About Uncirculated (AU58), is the amount of wear or the amount of the original design detail that is still evident. Other attributes contributing to the grade for circulated regular strikes are surface preservation and eye appeal, either of which can be positive, negative or neutral and which affect the grade accordingly. For regular strikes in Uncirculated condition (MS60 to MS70), there are four primary attributes that determine grade: marks, strike, luster and eye appeal.

A PCGS MS70 is a modern coin in "as struck by Mint" condition. Minor mintmade imperfections may be present. No damage or imperfections caused after minting. Not known in vintage coins.
A PCGS MS69 will show only one or two miniscule imperfections. Must be fully struck and have full original luster and eye appeal.
A PCGS MS68 will have some extremely minor imperfections. Must be sharply struck, have full original luster and good eye appeal.
A PCGS MS67 will have some minor imperfections (marks, abrasions, etc). Must be well struck and have good luster and eye appeal.
A PCGS MS66 will have a few marks and/ or abrasions. The strike, luster, and eye appeal must be good.
A PCGS MS65 will have some marks and/ or abrasions, but they will be minor. The strike must be above average, and luster and eye appeal must be good.
A PCGS MS64 will have some marks and/ or abrasions, and they may be significant. The strike and eye appeal should be average or above and must not be negative. Luster may be somewhat subdued.
A PCGS MS63 will have marks and abrasions that are moderate in number and/ or size. Strike may not be full and eye appeal can be slightly negative. Luster may be somewhat dull.
A PCGS MS62 will have no wear on high points. There may be considerable marks and abrasions and some may be severe. Strike may not be full and eye appeal may be negative. Luster may be dull.
A PCGS MS61 will have no wear on the high points. There may be multiple heavy marks and abrasions. Strike may not be full, luster may be dull, and/or eye appeal may be negative.
A PCGS MS60 will have no wear on the high points. There may be many heavy marks and abrasions. Strike may not be full, luster may be very dull, and/or eye appeal may be quite negative.
A PCGS AU58 will show full detail with minor friction on only the highest points.
A PCGS AU55 will show full detail with friction on less than 1/2 of the surface, mainly on the high points.
A PCGS AU53 will show full detail with friction on 1/2 or more of the surface. There may be a very slight flatness on high points.

F15 Detail is full in recessed areas. All lettering is sharp.
F12 Detail is evident in deeply recessed areas. Lettering is mostly sharp.
VG10 Design is worn with some detail evident.
VG08 Design is worn with only slight detail evident.
G06 Detail is flat, but rims are complete. Peripheral lettering is full.
G04 Detail is flat. Rims slightly worn. Peripheral lettering nearly full.
AG03 Rims are worn but most lettering is readable though worn.

PROOFS
For proof strikings, the primary attributes of grade are hairlines and/or marks (or lack of), reflectivity (for brilliant proofs), and eye appeal. Note that nearly all proofs are fully struck, thus strike is usually not a factor. Strike only comes into play when a proof shows a partial strike, resulting in a downward adjustment of grade. Note that for toned brilliant proofs, the reflectivity is as perceived under toning.
A PCGS PR70 shows no imperfections under five-power magnification. Brilliant proofs must be 100% fully reflective.
A PCGS PR69 will show only one or two miniscule imperfections. Brilliant proofs must be 100% fully reflective.
A PCGS PR68 will have some extremely minor imperfections. Eye appeal must be outstanding. Brilliant proofs will be fully reflective.

A PCGS PR65 will have minor hairlines and or minor marks. Eye appeal must be positive. Brilliant proofs must show good reflectivity.
A PCGS PR64 will have noticeable hairlines and/or small marks. Eye appeal must not be negative. Brilliant proofs may have subdued reflectivity.
A PCGS PR63 will have obvious hairlines and/ or marks. Eye appeal may be somewhat negative. Brilliant proofs may be dull.
A PCGS PR62 will have numerous hairlines and/or marks. Eye appeal may be quite negative. Brilliant proofs may be dull.
A PCGS PR6l will have lots of hairlines and/or marks. Eye appeal is negative. Brilliant proofs may not be reflective.
A PCGS PR60 will have no wear on the high points, but will be very hairlined and/ or marked. Eye appeal is negative. Brilliant proofs may not be reflective.
Proofs below PR60 For proof strikings grading below PR60, the grading is based on the amount of wear and the standards are the same as for regular strikes.
In addition to grade, certain coins have characteristics that collectors recognize as important and PCGS designates these characteristics using the standards that follow.

Full Steps for Jefferson Nickels
Full Bands for Roosevelt Dimes
Brown (BN) PCGS designates Brown for copper coins that have less than 5% of their original mint red color.
Full Steps (FS) PCGS designates full steps for Jefferson nickels that grade MS60 or better and show a full five or six steps in the portrait of Monticello (Thomas Jefferson’s home) on the reverse. To qualify for this designation, a coin must also have no major disturbances, including cuts and marks, to the separation of the steps.
Full Bands for Mercury Dimes
Full Bands (FB) PCGS designates full bands for Roosevelt dimes that grade MS60 or better and show full separation of the upper and lower horizontal bands of the torch on the reverse. To qualify for this designation, a coin must also show no significant cuts or marks across the horizontal bands.
Full Head for Standing Liberty Quarters
Red Brown (RB) PCGS designates Red and Brown for copper coins that grade MS60 or better and show between 5% and 95% of their original mint red color.
Full Bands (FB) PCGS designates full bands for Mercury dimes that grade MS60 or better and show full separation of the central crossbands on the crossbands on the reverse. To qualify for this designation, a coin must also have no major disturbances, including cuts and marks, of the separation of the crossbands.
Red (RD) PCGS designates Red for copper coins that grade MS60 or better and show 95% or more of their original mint red color.
Full Head (FH) PCGS designates full head for Standing Liberty quarters that grade AU50 or better and show full detail of Ms. Liberty’s hair (on Type Ones) or helmet (on Type Twos); Type Ones (1916-1917) must show a distinct separation between the hair cords and the cap. Type Twos (1917-1930) must show three complete and distinct leaves to the helmet, a complete outline to the bottom of the helmet, and a distinct ear hole. Note that on the ultra rare 1918/7-S, PCGS will designate full head on coins that grade XF40 or better and that meet the full head criteria.
Full Bell Lines for Franklin Half Dollars
Full Bell Lines (FBL) PCGS designates Full Bell Lines for Franklin half dollars that grade MS60 or better and show full separation of the lines on the bottom of the Liberty Bell on the reverse. To qualify for this designation, a coin must also show no major disturbances, including cuts and marks, of the separation of the bell lines.
Prooflike Surfaces
Deep Mirror Prooflike (DMPL) PCGS designates deep mirror Prooflike for Morgan dollars that grade MS60 or better and show deep reflectivity, i.e. deeply mirrored surfaces. The differences between PL and DMPL is one of degree.
Cameo Proofs
Prooflike (PL) PCGS designates Prooflike for coins that grade MS60 or better and show clear reflectivity, i.e. mirrored surfaces at a distance of two to four inches. If the cartwheel effect or striations cause an area to lose clarity, the designation will not apply.
Cameo (CA) PCGS designates cameo for brilliant proofs that show light to moderate frosting of the devices. Both sides of a coin must have frosted devices to earn the cameo designation.
No Grade Coins
PCGS does not grade coins that are counterfeit, have been artificially toned, have had their surfaces altered, have been environmentally damaged, have been abrasively cleaned, have extremely large scratches, or have been repaired. Some allowances are made for ultra rarities, colonials and territorial gold coins, in which there are some instances when “net grading”isusedbyPCGSasaservicetothe numismatic community.

Cash Advances: We offer generous cash advances for all consignments at a competitive interest rate. Checks can be sent via overnight Fedex or Express Mail within 24 hours of your coins arriving at GreatCollections. Please check the box on the reverse of this form (below the signature line) and we will contact you as soon as we have reviewed your coins.
Timing and Scheduling: Coins are generally listed on our website within 7-21 days of arriving at GreatCollections. If you consign duplicates of the same year, denomination, grade and grading service, we will typically split the coins over multiple days of auctions. ConsignorTerms & Conditions
1. Consignor agrees that the Auction shall be conducted online by GreatCollections according to the Terms and Conditions published at www.greatcollections.com/terms. This agreement is subject to Arbitration.
2. Consignor warrants that: (1) Consignor is the legal owner of and has full title and interest in the coins/items consigned to GreatCollections; (2) all coins/items consigned to GreatCollections are free and clear of any liens, encumbrances, security interests or contract rights restricting the unconditional right to sell all rights, title and interest in and to such coin/item; and (3) all consigned coins/items are authentic and in respect to certified coins, holders have not been tampered with or resealed.
3. Consignor agrees to pay GreatCollections a Listing Fee for each coins/items offered by Auction and for coins/items sold, a Seller’s Fee. All fees are detailed on the reverse of the Consignment Agreement.
4. In the event that your coins do not sell in their first Auction, GreatCollections agrees to relist coins/items up to four additional times. There will be no Listing Fees charged for these four additional relistings. Should you prefer your coins not to be relisted, please note this in the “Special Instructions” box on the Consignment Form.
5. Consignor acknowledges that the Hammer Price is the final bid price accepted by the Auctioneer. The Hammer Price does not include the Buyer’s Fee, which GreatCollections retains in full.
6. GreatCollections has the right in its sole discretion to reject any Consignment, to cancel any Auction, to postpone or change the date/time of Auction and/or to rescind any sale. GreatCollections also reserves the right in its sole discretion to cancel or reject any bidder from bidding, when we believe it is not in the Consignor’s and/or GreatCollections’ best interest.
7. A Consignor is able to list a Minimum Bid on every coin/item consigned, according to the three options listed on the Consignment Form. It is up to the Consignor to verify that the correct Minimum Bids are entered as soon as their coins/items are uploaded to the GreatCollections website. Any corrections should be reported as early as possible before the end of the Auction. This Minimum Bid amount is disclosed on all items/coins listed at GreatCollections. Consignor may not withdraw any coin/item for any reason.
8. If the successful bidder or buyer is in default and GreatCollections is not satisfied that the amount due for any particular Consignor’s lot[s] will be paid in full, GreatCollections reserves the right to take one or more of the following actions: (1) declare the sale null and void and return the coins/items to the Consignor; (2) declare the sale null
your coins by logging into MyGC and clicking on “Items Pending” or “Currently Selling”.
Currency/Paper Money:GreatCollections also auctions certified currency and paper money graded by PCGS and PMG, together with our exclusive Grade & Auction program offering discounted grading rates. Please use our currency consignment forms.
CAC: CAC is a third-party grade verifier founded by John Albanese that reviews PCGS and NGC-graded coins (excluding moderns). GreatCollections is an authorized submitter and can arrange CAC to review your coins prior to auctioning. The process takes about 10 days. Cost is $14.50 for coins valued up to $10,000 and $29 for coins valued over $10,000.
Minimum Bids: We offer three convenient ways to set Minimum Bids at GreatCollections.
1. You may select GreatCollections to establish a Minimum Bid based on our knowledge of the coin market. We usually set opening bids at 70% of what we believe the coins are worth in today’s market. This is our recommended option that we have found to generate the most bidding activity while protecting you with a Minimum Bid.
2. You may select a percentage of the Values you have listed on the reverse of this form to use as Minimum Bids. Please check either the 50%, 65% or 80% option.
3. You may select that all coins start at a Minimum Bid of $1. This is recommended for liquid/popular coins and is used regularly by dealers, investors and representatives of estates.
Regretfully, we cannot accept consignments where the Minimum Bids are higher than 80% of their listed value. If you have any questions regarding setting Minimum Bids, please call us at 1.800.44.COINS (+1.949.679.4180) or e-mail info@greatcollections.com.
Seller’s Fees: Our Seller’s fees are a low 5% for coins up to $1000, and 0% for coins over $1,000.
Consignment Proceeds: Checks are mailed within 30 days of your coin(s) selling. To confirm the payment date, please login to your account at GreatCollections, click on MyGC and “View Consignor Statements”.
and void and reoffer the coins/items in another Auction; and/or (3) proceed against buyer on behalf of Consignor. In addition, GreatCollections offers a return privilege to Buyers. Should your coin/item be returned, we will cancel the sale and relist your item. In the event that GreatCollections cancels the sale of your coins/items or your coins/ items are returned, all Listing Fees and Seller’s Fees will be refunded to Consignor.
9. If you consign raw coins/items to GreatCollections, we will send your coins/items to a major third party grading service such as PCGS, NGC and/or ANACS. For more information, please refer to the Raw Coin Consignment Form, which can be downloaded at www.greatcollections.com/forms.
10. GreatCollections shall remit to Consignor, within 30 days after the close of the Auction, the net proceeds, which equals the Hammer Price less Seller’s Fees, Listing Fees, Interest for Cash Advances, other monies owed to GreatCollections by Consignor and Cash Advances Principal (in order). In the event the Consignor’s sales do not exceed fees or monies owed to GreatCollections, the Consignor agrees to pay GreatCollections all monies owed within seven days of invoice date. In certain instances, an introductory commission may be paid by GreatCollections to an agent of Consignor for referring the Consignment to GreatCollections.
11. GreatCollections will provide insurance for loss or damage for consigned coins while in the possession of GreatCollections and while any are being shipped back to the Consignor, subject to certain terms and exclusions (such as Earthquake coverage). In the event of an insurance claim, our insurance carrier will pay you the Fair Market Value, less the Seller’s Fees and Buyer’s Fees, based on the total insurance proceeds. This payment to you by the insurance carrier shall completely satisfy our obligations regarding the Consignments under this Agreement.
12. Arbitration. Any claim or dispute arising out of the sale of coins by GreatCollections shall be settled by arbitration between the parties in accordance with the rules of the American Arbitration Association (AAA). Any claim pertaining to this Agreement and/ or Auction must be commenced within three months of the Auction or the claim is waived.
13. This contract is the entire Agreement between the parties and supersedes all prior Agreements. The warranties and representations contained in this Agreement survive the date of execution by each party herein and the performance of all terms and conditions contained in this agreement. This Agreement shall be governed by the laws of the State of California.

A CHERISHED SAN FRANCISCO ERROR
by Luis RamosThe 1943 Copper Cents that were released accidentally by the trio of U.S. Mints can bear many titles: The Rarest Small Cent, The Greatest Lincoln Cent, and even the Most Desirable Mint Error Ever Produced. While the coin deserves all those titles, the way to best describe this rarity is as the Coin That Started a Frenzy.
Few issues have caused the public to peek and poke through their change like the 1943 Copper Cents. In 1947, the public learned of the first Philadelphia Mint example, and rumors of their value spread like wildfire, including the idea that Ford would trade a brand-new coupe for one. While this is what started the public’s perpetual infatuation, the first 1943 bearing the San Francisco mintmark was discovered in 1944 and retained by the family for over 60 years!
The San Francisco striking of this rarity has just six known, which places it between the fifteen Philadelphia errors and the single Denver coin in terms of rarity. The cover coin is graded PCGS AU55, which places it in the middle of the six examples graded. This coin has a gorgeous chocolate color that has not been harmed in its 75-year existence. The pedigree of this coin is a bit elusive. Its first known appearance is quoted as, “an auction sometime in the 1980s” and was recently graded by PCGS; hailed from the Sorensen Collection before its sale in January 2016. The coin now resides in a private collection, placed by Seth Chandler of Witter Coin in San Francisco. Whoever the original discoverer was we have them to thank for the superb condition of this cent.
Today, the 1943 Copper Cent is still the coin that most resonates with non-collecting members of the public. Every coin shop endures daily calls about this deceivingly rare cent, and every numismatist hopes to find one. The search will never end for these rarities and fortunes wait for those who can find a treasure in their change. This example will be on display during the ANA World’s Fair of Money by Witter Coins (Table #1211) on August 13-17, 2019.

Welcome to the July/August issue of Auction News. We begin by discussing a very special coin, the 1964 Special Mint Strike Kennedy Half Dollar. It is one of today’s numismatic mysteries as to exactly why or how these coins were produced. All we know is that in 1964, the U.S. Mint struck mint sets which contained regular business strike coins and it also produced proof sets for the year, which contained proof coins only. But there are no records as to why specially struck 1964 coins exist. The Special Strike 1964 coins, also referred to as Special Mint Set coins, do not appear like circulation strike coins, as they are more sharply struck. At the same time, they are not proof coins, since they lack the proof reflectivity that proof coins usually have. It is very possible that the 1964 Special Strike coins were struck as prototypes for the next year’s production of 1965-1967 Special Mint Set coins. They could have also been produced as a presentation sets and perhaps even intended to include the 1964-D Peace Dollar. But the reality is, no one knows for certain, and this is what makes the coins so mysterious. Today, the coins are very scarce, with only a dozen or so examples known for each denomination.
Some of the first known 1964 Special Strike coins appeared in a Stack’s sale in 1993. They are believed to have been owned by Lester Merkin, a prominent coin dealer and collector who acquired many special coins, some of which are believed to have been purchased from ex-Mint Director Eva Adams.
On April 28, 2019, Heritage Auctions sold a set of 1964 Special Strike coins, all PCGS graded. The five coins were a Lincoln Cent, Jefferson Nickel, Roosevelt Dime, Washington Quarter, and Kennedy Half Dollar. They were offered separately in the auction but together realized an amazing $159,000. The most impressive price was for the 1964 Special Strike Kennedy Half Dollar graded PCGS SP67, which realized an amazing $108,000!
The next auction highlight is a 1795 Eagle 13 Leaves. Its original mintage was 5,083 but of course far fewer examples are known today. It is estimated that about 500 examples currently exist in all grades combined, making it very rare, especially for a circulation strike coin. Any
By Jaime Hernandez1795 Eagle is special, as it is the first $10 Gold piece struck by the U.S. Mint. Examples that have survived in Mint State are very rare. At PCGS, we have graded only two examples in MS64+, three examples in MS65 and one example in MS66+. That’s just a scant six examples in MS64 condition or higher.
An example in PCGS MS64+ was offered recently by Legend Rare Coin Auctions on March 21, 2019, where it realized an astonishing $822,500!
The third highlight is an 1895 Proof Morgan Dollar. Often referred to as “The King of Morgan Dollars” it is a very coveted date in the series as there were no business strike 1895 Morgan Dollars issued for circulation.
However, there are still many collectors who want to own an example of an 1895 Morgan Dollar to complete a Date Set of Morgan Dollars. Therefore, the demand for this issue is extremely high and anytime an example is offered in the market it tends to attract a lot of attention from collectors.
On April 5, 2019 it was no different, when GreatCollections offered an 1895 Proof Morgan Dollar graded PCGS PR67+ Cameo. With a total mintage of 880 examples, the coin is very scarce and anything above the 67 grade is considered to be very rare. The coin realized a remarkable $205,312, underscoring the desirability of this iconic issue.
