A Note from Executive Director Harvey Langholtz Greetings. It is my pleasure to welcome you to the Peace Operations Training Institute and our November 2009 programmes and courses catalogue. The Peace Operations Training Institute offers self-paced distance learning on peacekeeping and related topics to students world-wide through open-enrolment, or our programmes on UN Missions, national programmes, programmes with universities, NGOs, and others. We average over 10,000 enrolments each month, and our students study our materials at their own pace in Arabic, English, French, Portuguese, and Spanish. I invite you to look through this catalogue and to also browse our Web site for information on the opportunities for study are available to you. Through the Web site, our students enrol, download their courses, view course videos, participate in our Facebook page and message board, have the opportunity to e-mail with our distinguished course authors, take their exams, and download their Certificates of Completion. Our courses have been welcomed by the United Nations Special Committee on Peacekeeping Operations, and we work together with the UN Department of Peacekeeping Operations to develop and promote these e-learning courses. Global Students
The Peace Operations Training Institute offers 22 selfpaced correspondence courses on current topics in peace support, humanitarian relief, and security operations. Our course authors are former Force Commanders, Military Advisors to DPKO, experienced peacekeepers, published authors, and scholars in the field, who develop our courses to accord with or exceed UN Training Guidance. We strive to continually evaluate and update our courses, developing the courses in conjunction with important global peacekeeping topics.
Students from over 170 nations have enrolled in courses from the Peace Operations Training Institute, both as individuals actively pursuing knowledge in the field of peacekeeping and as members of organizations integrating our courses into their own training programmes. These organizations include national ministries of defence, NGOs, IGOs, peacekeeping missions, and educational institutions, among others. A list of current programmes offering this enrolment structure can be found on the following page.
Each course contains all needed reading and study materials, learning objectives, and self-scoring endof-lesson quizzes with answers provided, allowing the student to study at his or her own pace. After completing the quizzes at the end of each lesson, a student completes a unique 50-question multiple choice End-of-Course Examination. With a passing grade of 75%, students are awarded a Certificate of Completion for that course. If students fail the exam, they are provided one opportunity to take an alternate form of the exam.

Easy Enrolment Enrolment may be made conveniently through the Institute’s Web site. Course materials are delivered immediately online or in one to three weeks worldwide in CD-ROM or print form depending on local delivery schedules. Bulk enrolment programmes can be made available to institutions upon request.
Through the Institute’s Web site, students may enrol, download their courses, submit their exams, e-mail with their course authors, participate in the Facebook message board, and experience other online features. However, students with no Internet access may still receive this same support through post, fax, or telephone. Courses are available through download (PDF download from the Internet), on CD-ROM (shipped to you in PDF format on CD-ROM); or in print (shipped to you through mail).
Your Needs, Your Choices Students may choose from three enrolment structures, each designed to meet different needs. Students may enrol in individual correspondence courses; all 22 correspondence courses; or a cooperative programme leading to the Certificate-of-Training in United Nations Peace Support Operations (COTIPSO). Many UN Missions subscribe to the IDLP, providing open enrolment to mission personnel. To see if your mission participates, contact your Mission Training Focal Point (TFP).

Distance Learning Programme for Nations (DLPN) Under the DLPN, the Institute and national training programmes jointly provide the Institute’s peacekeeping training courses to their military personnel at no cost to them. E-Learning for African Peacekeepers (ELAP) and Peacekeepers from Latin America and the Caribbean (ELPLAC) All military personnel, gendarmerie, and police who are citizens of African nations or the nations of Latin America and the Caribbean may enrol through ELAP or ELPLAC at no cost. These regional programmes are made possible through the generous support of Argentina, Australia, Brazil, Canada, Hungary, Norway, Sweden, the United Kingdom, and the Francophonie. Distance Learning Programme for Organizations (DLPO) A number of NGOs, IGOs, PVOs, and other organizations involved in peacekeeping have elected to train their employees through Peace Operations Training Institute courses. Earning the Certificate-of-Training in United Nations Peace Support Operations (COTIPSO) The Peace Operations Training Institute, in cooperation with participating national and regional peacekeeping training centres and selected universities, offers the Certificate-of-Training in United Nations Peace Support Operations (COTIPSO). This comprehensive three-part programme typically takes 18 to 24 months to complete. Students may begin with either correspondence courses or a classroom course as discussed below: 1. One Correspondence Course Per Month for 12 Months: Students are enrolled in a programme of Distance Education that provides 12 self-paced Institute correspondence courses designed to be completed over a 12-month period. Students may select from the courses listed on pages 5-9 of this catalogue. Students have access to the Institute’s Web site and online features. 2. Classroom Course: Students attend a resident classroom course of the student’s selection at one recognized regional or national peacekeeping training centre or approved college or university. Classes are scheduled at locations worldwide. See http://www. peaceopstraining.org/ or pages 12 of this catalogue for additional details. Any fees for the resident classroom course are the responsibility of the student and are not included in the Institute’s fee for the COTIPSO. 3. An Original Research Thesis: Students complete an original research thesis under the supervision of an approved Institute Thesis Adviser. These are graduatelevel papers and, when approved, are web-published through the Institute’s Web site and made available to the public. Students who complete the three components of this cooperative programme of study will earn the Certificate-of-Training in United Nations Peace Support Operations. Cost of COTIPSO Enrolment The cost for the programme with printed course texts is USD $2,909 (not including the cost of the classroom course, which is handled directly between the student and the classroom course provider). The fee of USD $2,909 covers all costs, including 12 correspondence courses, the thesis, and the actual awarding of the Certificate-ofTraining in United Nations Peace Support Operations. GLOBAL TERRORISM [In English, and French] First released in early 2001 and revised following the events of 11 September 2001, this course provides a comprehensive knowledge of the terrorism phenomenon throughout history, culminating in the present threat posed by transnational terrorism. HISTORY COURSES HISTORY OF UN PEACEKEEPING OPERATIONS DURING THE COLD WAR: 1945 TO 1987 [In English, French, and Spanish] This course provides students with an understanding of the genesis, origin, evolution, functioning, and effectiveness of UN peacekeeping during the Cold War. It covers the Arab-Israeli conflict and missions in Korea, Lebanon, the Congo, India and Pakistan, the Middle East, Cyprus, and Africa. Military peacekeeping is discussed as a means to promote the peaceful settlement of disputes. Eleven lessons, 206 pages. PEACEKEEPING IN THE FORMER YUGOSLAVIA: FROM THE DAYTON ACCORD TO KOSOVO [In English] This course familiarizes the student with the military and political efforts to bring peace to the Former Yugoslavia 1995-1999. Extensive historical background, the Dayton Accord, UN Missions prior to IFOR, SFOR, NATO, the Kosovo Crisis, the KLA and the JLA, the role of the media, missions completed and ongoing. Earning the Certificate-of-Training in United Nations Peace Support Operations Students wishing to earn the Certificate-of-Training in United Nations Peace Support Operations complete three educational experiences: 1. 12 self-paced correspondence courses (selected from pages 5-9 of this catalogue) over a 12-month period; 2. One of the recognized and approved resident classroom courses from the table shown below; and 3. An original thesis written under the supervision of an approved Thesis Adviser.
Students may begin this programme by starting with either correspondence study or classroom attendance. Any one of the typically offered resident classroom courses listed below will satisfy the classroom residency requirement. Upcoming Courses The Peace Operations Training Institute is very pleased to announce the imminent release of the new course Principles and Guidelines for United Nations Peacekeeping Operations. This course is the result of a cooperative partnership with the Peacekeeping Best Practices Section of the United Nations Department of Peacekeeping Operations’ Policy, Evaluation and Training Division, and is based on the internal DPKO/DFS publication United Nations Peacekeeping Operations: Principles and Guidelines. This new course aims to provide a standard, accessable guide for United Nations Peacekeeping. In addition, the Institute will be releasing Preventing Violence Against Women and Gender Inequality in Peacekeeping, authored by the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and based on their 2005 publication Women in an Insecure World: Violence against women facts, figures and analysis.
